It had colonies, but they weren’t its lifeline. Oil, cotton, iron, coal, and many of the important minerals that other industrial economies found hard to secure—the United States had these in abundance on its enormous mainland. Rubber and tin it could still purchase from Malaya via its ally Britain. It did take a few useful goods from its tropical colonies, such as coconut oil from the Philippines and Guam and “Manila hemp” from the Philippines (used to make rope and sturdy paper, hence “manila envelopes” and “manila folders”). Yet the United States didn’t depend on its colonies in the same way that other empires did. It was, an expert in the 1930s declared, “infinitely more self-contained” than its rivals. Most of what the United States got from its colonies was sugar, grown on plantations in Hawai‘i, Puerto Rico, the U.S. Virgin Islands, and the Philippines. Yet even in sugar, the United States wasn’t dependent. Sugarcane grew in the subtropical South, in Louisiana and Florida. It could also be made from beets, and in the interwar years the United States bought more sugar from mainland beet farmers than it did from any of its territories. What the Depression drove home was that, three decades after the war with Spain, the United States still hadn’t done much with its empire. The pilots who scored highest were the ones with higher levels of divergent thinking, who could see through many different lines of thought. Pilots who excelled at this, for example, were able to think up a variety of unorthodox and imaginative methods to escape after they were captured behind enemy lines. The difference between convergent and divergent thinking is also reflected in studies on split-brain patients, which clearly show that each hemisphere of the brain is principally hardwired for one or the other. Dr. Ulrich Kraft of Fulda, Germany, writes, “The left hemisphere is responsible for convergent thinking and the right hemisphere for divergent thinking. The left side examines details and processes them logically and analytically but lacks a sense of overriding, abstract connections. The right side is more imaginative and intuitive and tends to work holistically, integrating pieces of an informational puzzle into a whole.” In this book, I take the position that human consciousness involves the ability to create a model of the world and then simulate the model into the future, in order to attain a goal.

To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as the retirement benefits of the personnel belonging to the Defence Forces, having regard to the historical and traditional parties, with due emphasis on the aspects unique to these personnel.   3. To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to the complex challenges of modern administration and the rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.   4. To examine the existing schemes of payment of bonus, keeping in view, inter-alia, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.   5. To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalisation and simplification with a view to ensuring that the pay structure is so designed as to take these into account.   6. Amid all the variability in responses to the choices presented by the Roman presence, we can recognize significant patterns, and they may represent common features in all situations of interaction between expanding complex societies and indigenous groups. Especially striking is initial eager adoption of Roman luxury goods and lifestyle by the urban elites in the conquered territories, while rural areas and others in the society maintained the traditional Iron Age material culture. Over the course of a few generations, rural communities also began to adopt new patterns, but after another few generations, signs of re-creation, or renewal, of old traditions appeared, perhaps as forms of resistance to provincial Roman material culture and society. Over time, new traditions developed, adapting elements of both indigenous and introduced practices and styles to create patterns different from any of the antecedents. In the unconquered regions, the patterns are different but related. The elites embraced many aspects of the imperial lifestyle that they consumed and displayed privately, such as ornate feasting paraphernalia, statuary, personal ornaments, and coins, but they did not adopt the public expressions of their affiliation with the cosmopolitan society - the dwellings, baths, or temples of the Roman provinces. Except near the frontiers, as at the site of Westick, the nonelite members of the societies beyond the frontier did not adopt the new cosmopolitan styles, probably because they had no direct access to the required goods. Beyond the frontier we see no clear resurgence of long-dormant styles, as in the case of the La Tene style in the provinces. When elements of the cosmopolitan lifestyle were integrated with those of local tradition, such as in the emergence of the confederations of the Alamanni and the Franks, that development was driven more exclusively by the elites than was the case in the Roman provinces.

The nationalism that is being rammed down our throats is more about hating another country—Pakistan—than loving our own. It’s more about securing territory than loving the land and its people. Paradoxically, those who are branded antinational are the ones who speak about the deaths of rivers and the desecration of forests. They are the ones who worry about the poisoning of the land and the falling of water tables. The “nationalists,” on the other hand, go about speaking of mining, damming, clear-felling, blasting, and selling. In their rule book, hawking minerals to multinational companies is patriotic activity. They have privatized the flag and wrested the microphone.

Ukraine ended its de facto international isolation as a country previously refusing to join the Nuclear Non-proliferation Treaty and became the third-largest recipient of US foreign aid, after Israel and Egypt.

Guides might include the authors of poems we’ve read, leaders who moved the world into new territory, therapists who helped us make sense of our problems, and yes, even brands that offered us encouragement and tools to help us overcome a challenge. If a hero solves her own problem in a story, the audience will tune out. Why? Because we intuitively know if she could solve her own problem, she wouldn’t have gotten into trouble in the first place. Storytellers use the guide character to encourage the hero and equip them to win the day. You’ve seen the guide in nearly every story you’ve read, listened to, or watched: Frodo has Gandalf, Katniss has Haymitch, and Luke Skywalker has Yoda. Hamlet was “guided” by his father’s ghost, and Romeo was taught the ways of love by Juliet. Just like in stories, human beings wake up every morning self-identifying as a hero. They are troubled by internal, external, and philosophical conflicts, and they know they can’t solve these problems on their own. The fatal mistake some brands make, especially young brands who believe they need to prove themselves, is they position themselves as the hero in the story instead of the guide. As I’ve already mentioned, a brand that positions itself as the hero is destined to lose.

That Pakistan should face a particularly acute challenge in forging a coherent national identity will scarcely surprise those who have long pointed to its artificiality as a nation-state. Indeed, at independence, the country was largely bereft of the prerequisites of viable nationhood. The exceptional physical configuration of the new state, in which its eastern and western territories were separated (until 1971 and the secession of Bangladesh) by more than a thousand miles of Indian territory, was an immediate handicap. So was its lack of a common language. Its choice of Urdu—spoken by a small minority—to serve as a national language was fiercely resisted by local regional groups with strong linguistic traditions. They expressed powerful regional identities that separated the numerically preponderant Bengalis of the country’s eastern province from their counterparts in the west, where Punjabis dominated over Sindhis, Pashtuns and Balochis. Pakistan’s national integration was further handicapped by the lack of a common legacy grounded in a strong nationalist narrative informed by a mass anti-colonial struggle. Yet, these severe limitations were judged to be of secondary importance when set against the fact of a shared religion—Islam—held up by Pakistan’s founder, Muhammad Ali Jinnah (1876-1948), as the real test of the Muslim ‘nation’ that would inherit Pakistan.

In reconstructing the United States, California was emerging as the regional swing vote, just as the state’s enfranchised settlers became single-issue voters. The transcontinental railroad solidified the state’s membership in the Union, which was far from a given considering how often the territory had changed hands in the previous few decades as well as its continual political instability and foreign interference in Mexico, not to mention the temporary sundering of the United States itself. California’s Unionist majority helped repair that split, cutting off the Confederacy’s western tendency. But Unionist didn’t necessarily mean faithfully devoted to principles of abolition democracy and the spirit of the slave revolution. But that seeming contradiction was no contradiction at all for California’s white Jacksonians, because they maintained a consistent position in favor of free white labor and free white labor only. As for the regionally aligned party duopoly, California’s vote swung against the South during the war, but it could swing back. Federal civil rights legislation meant to force the ex-Confederate states to integrate also applied to settler California’s relations with the Chinese, which left the southern and western delegations looking for a solution to their linked nonwhite labor problems. If former slaves and their children were able to escape not just their commodity status but also their working role in the regional economy, southern planters threatened to bring in Chinese laborers to replace them, just as planters had in the West Indies. That would blow the exclusion plan out of the water, which gave California an incentive to compromise with the South. These two racist blocs came to an agreement that permanently set the direction of the modern American project: They agreed to cede the South to the Confederate redeemers and exclude the Chinese.

In the brief war in Slovenia the Yugoslav Army seemed to be defending the territorial integrity of Yugoslavia; when that same army went to war only a few weeks later against Croatia, it had become a Serb army fighting for the Serbs inside Croatia. The Croatian-Serbian war began with irregulars and local incidents, and escalated rapidly to full-scale fighting. In August 1991, an obscure Yugoslav Army lieutenant colonel named Ratko Mladic joined his regular forces with the local irregulars—groups of young racists and thugs who enjoyed beating up Croats—and launched an attack on Kijevo, an isolated Croat village in the Serb-controlled Krajina. There had been fighting prior to Kijevo, but this action, backed fully by Belgrade, “set the pattern for the rest of the war in Croatia: JNA [Yugoslav] artillery supporting an infantry that was part conscript and part locally-recruited Serb volunteers.”12 Within weeks, fighting had broken out across much of Croatia. The JNA began a vicious artillery assault on Vukovar, an important Croat mining town on the Serbian border. Vukovar and the region around it, known as eastern Slavonia, fell to the Serbs in mid-November, and Zagreb was threatened, sending Croatia into panic. (The peaceful return of eastern Slavonia to Croatia would become one of the central issues in our negotiations in 1995.) After exhausting other options, the European Community asked the former British Foreign Secretary Lord Carrington to take on the task of bringing peace to Yugoslavia. Business mangers usually receive significant autonomy, which people with leadership instincts find liberating. They also are able to see a clear link between their efforts and marketplace results. At the same time, this is a sharp turn; it requires a major shift in skills, time applications, and work values. It’s not simply a matter of people becoming more strategic and cross-functional in their thinking (though it’s important to continue developing the abilities rooted in the previous level). Now they are in charge of integrating functions, whereas before they simply had to understand and work with other functions. But the biggest shift is from looking at plans and proposals functionally (Can we do it technically, professionally, or physically?) to a profit perspective (Will we make any money if we do this?) and to a long-term view (Is the profitability result sustainable?). New business managers must change the way they think in order to be successful. There are probably more new and unfamiliar responsibilities here than at other levels. For people who have been in only one function for their entire career, a business manager position represents unexplored territory; they must suddenly become responsible for many unfamiliar functions and outcomes. Not only do they have to learn to manage different functions, but they also need to become skilled at working with a wider variety of people than ever before; they need to become more sensitive to functional diversity issues and communicating clearly and effectively. Even more difficult is the balancing act between future goals and present needs and making trade-offs between the two. Business managers must meet quarterly profit, market share, product, and people targets, and at the same time plan for goals three to five years into the future. The paradox of balancing short-term and long-term thinking is one that bedevils many managers at this turn—and why one of the requirements here is for thinking time. At this level, managers need to stop doing every second of the day and reserve time for reflection and analysis. When business managers don’t make this turn fully, the leadership pipeline quickly becomes clogged. For example, a common failure at this level is not valuing (or not effectively using) staff functions. Directing and energizing finance, human resources, legal, and other support groups are crucial business manager responsibilities. When managers don’t understand or appreciate the contribution of support staff, these staff people don’t deliver full performance. When the leader of the business demeans or diminishes their roles, staff people deliver halfhearted efforts; they can easily become energy-drainers. In the past, the states best able to manage events beyond their borders have been those best able to avoid the temptation to overreach. Great powers remain great in large measure because they posses wisdom to temper active involvement in foreign interventions - to remain within the limits of a national strategy that balances ambition with military resources. The first principle of the strategic art states simply that the greatest weight of resources be devoted to safeguarding the most vital interests of the state. If a vital interest is threatened, the survival of the state is threatened. Generally, the most vital interest of a liberal democracy include, first and foremost, preservation of the territorial integrity of the state. The example of the attacks on New York and Washington should send a message to those of similar ambitions that the surest way to focus the wrath of the American people against them would be to strike this country within its borders again. The second strategic priority is the protection of the national economic welfare by ensuring free and open access to markets for vital materials and finished goods. Other important but less vital interests should be defended by the threat of force only as military resources permit. Outside the limits of U.S. territory, the strategic problem defining the geographic limits of U.S. vital interests becomes complex. While the United States may have some interests in every corner of the world, there are certain regions where its strategic interests, both economic and cultural, are concentrated and potentially threatened. These vital strategic "centers of gravity" encompass in the first instance those geographic areas essential to maintaining access to open markets and sources of raw material, principally oil. Fortunately, many of these economically vital centers are secure from serious threat. But a few happen to be located astride regions that have witnessed generations of cultural and ethnic strife. Four regions overshadow all others in being both vital to continued domestic prosperity and continually under the threat of state-supported violence. These regions are defined generally by an arc of territories along the periphery of Eurasia: Europe, the Middle East, South Asia, and north East Asia. For the past several centuries, these regions have been the areanas of the world's most serious and intractable conflicts. Points of collision begin with the intersection of Western and Eastern Christianity and continue southward to mark Islam's incursion into southeastern Europe in the Balkans. The cultural divide countries without interruption across the Levant in an unbroken line of unrest and warring states from the crescent of the Middle East to the subcontinent of South Asia. The fault-line concludes with the divide between China and all the traditional cultural competitors along its land and sea borders. Other countries outside the periphery of Eurasia might, in extreme cases, demand the presence of U.S. forces for peacekeeping or humanitarian operations. But it is unlikely that in the years to come the United States will risk a major conflict that will involve the calculated commitment of forces in a shooting war in regions outside this "periphery of Eurasia," which circumscribes and defines America's global security.

Private insurance executives never stopped fighting attempts by Nazi radicals to replace them with nonprofit mutual funds organized within each economic sector—“völkisch” insurance. While the radicals found some niches for public insurance companies in SS enterprises in the conquered territories and in the Labor Front, the private insurers maneuvered so skillfully within a regime for which some of them felt distaste that they ended up with 85 percent of the business, including policies on Hitler’s Berghof, Göring’s Karinhall, and slave-labor factories in Auschwitz and elsewhere. Generally, economic radicals in the Nazi movement resigned (like Otto Strasser) or lost influence (like Wagener) or were murdered (like Gregor Strasser). Italian “integral syndicalists” either lost their influence (like Rossoni) or left the party (like Alceste De Ambris).

The American sociologist Barrington Moore proposed a longer-term explanation for the emergence of military dictatorship in Japan. Seeking the ultimate roots of dictatorship and democracy in different routes toward the capitalist transformation of agriculture, Moore noted that Britain allowed an independent rural gentry to enclose its estates and expel from the countryside “surplus” labor who were then “free” to work in its precocious industries. British democracy could rest upon a stable, conservative countryside and a large urban middle class fed by upwardly mobile labor. Germany and Japan, by contrast, industrialized rapidly and late while maintaining unchanged a traditional landlord-peasant agriculture. Thereafter they were obliged to hold in check all at once fractious workers, squeezed petty bourgeois, and peasants, either by force or by manipulation. This conflict-ridden social system, moreover, provided only limited markets for its own products. Both Germany and Japan dealt with these challenges by combining internal repression with external expansion, aided by the slogans and rituals of a right-wing ideology that sounded radical without really challenging the social order. To Barrington Moore’s long-term analysis of lopsided modernization, one could add further short-term twentieth-century similarities between the German and Japanese situations: the vividness of the perception of a threat from the Soviet Union (Russia had made territorial claims against Japan since the Japanese victory of 1905), and the necessity to adapt traditional political and social hierarchies rapidly to mass politics. Imperial Japan was even more successful than Nazi Germany in using modern methods of mobilization and propaganda to integrate its population under traditional authority. Moore’s perceived similarities between German and Japanese development patterns and social structures have not been fully convincing to Japan specialists. Agrarian landlords cannot be shown to have played a major role in giving imperial Japan its peculiar mix of expansionism and social control. And if imperial Japanese techniques of integration were very successful, it was mostly because Japanese society was so coherent and its family structure so powerful. Imperial Japan, finally, despite undoubted influence from European fascism and despite some structural analogies to Germany and Italy, faced less critical problems than those two countries. The Japanese faced no imminent revolutionary threat, and needed to overcome neither external defeat nor internal disintegration (though they feared it, and resented Western obstacles to their expansion in Asia). Though the imperial regime used techniques of mass mobilization, no official party or autonomous grassroots movement competed with the leaders. The Japanese empire of the period 1932–45 is better understood as an expansionist military dictatorship with a high degree of state-sponsored mobilization than as a fascist regime.

This is the condition known as duality, and it's a great source of fear— the Veda calls it the only source of fear. Seeing "out there" we see all kinds of potential threats, all the stress and suffering that life can cause. The logical defense of the ego is to wall themselves in with the more friendly things— family, pleasures, happy memories, familiar places and activities. The rishis did not propose to tear down these territorial walls, though many people believe it was their intention to. The idea that Indian sages condemned the "illusion of life" took root in both East and West, and yet, Vedic reality was not based on such an absurdity. Duality does exist, and recognition of a higher unity is made meaningful because of its existence. Two polar opposites combine into a whole — this idea gives a proper perspective on the quiet and active aspects of creation. When the rishis find peace, the silent field of knowledge, they found another pole which completes life. The ancient texts describe this as Purnam adah, purnam idam—"This is complete, that's full. "Then the highest goal of creation is to attain" two hundred per cent of life. "This can be achieved by the human nervous system because it is fluid enough to understand both the diversity of life, which is limitless yet free of limits, and the single world, which is similarly infinite but completely unbound. There could be no other possibility just from a logical standpoint. No one was given a celestial machine and said, "Mind, you can only use half of it." No one gave us any restrictions on the knowledge patterns that we can create, alter, combine, extend, and occupy. Living is a world with limitless possibilities. Such is the glory of absolute nervous system versatility in humans. That is an enormously important issue. This says we should skip the tight, bounded choices we're used to making and go straight to solving any problem. The justification for this claim is that the solution of our consciousness is already formed by definition. The challenges are in the integration field whilst the solutions are in the unity field. Going straight to the area of harmony immediately reaches the solution which is then worked out by the mind-body system

Moderate Republicans like Rockefeller supported the national consensus toward advancing civil rights by promoting national legislation to protect the vote, employment, housing and other elements of the American promise denied to blacks. They sought to contain Communism, not eradicate it, and they had faith that the government could be a force for good if it were circumscribed and run efficiently. They believed in experts and belittled the Goldwater approach, which held that complex problems could be solved merely by the application of common sense. It was not a plus to the Rockefeller camp that Goldwater had publicly admitted, “You know, I haven’t got a really first-class brain.”174 Politically, moderates believed that these positions would also preserve the Republican Party in a changing America. Conservatives wanted to restrict government from meddling in private enterprise and the free exercise of liberty. They thought bipartisanship and compromise were leading to collectivism and fiscal irresponsibility. On national security, Goldwater and his allies felt Eisenhower had been barely fighting the communists, and that the Soviets were gobbling up territory across the globe. At one point, Goldwater appeared to muse about dropping a low-yield nuclear bomb on the Chinese supply lines in Vietnam, though it may have been more a press misunderstanding than his actual view.175 Conservatives believed that by promoting these ideas, they were not just saving a party, they were rescuing the American experiment. Politically, they saw in Goldwater a chance to break the stranglehold of the Eastern moneyed interests. If a candidate could raise money and build an organization without being beholden to the Eastern power brokers, then such a candidate could finally represent the interests of authentic Americans, the silent majority that made the country an exceptional one. Goldwater looked like the leader of a party that was moving west. His head seemed fashioned from sandstone. An Air Force pilot, his skin was taut, as though he’d always left the window open on his plane. He would not be mistaken for an East Coast banker. The likely nominee disagreed most violently with moderates over the issue of federal protections for the rights of black Americans. In June, a month before the convention, the Senate had voted on the Civil Rights Act. Twenty-seven of thirty-three Republicans voted for the legislation. Goldwater was one of the six who did not, arguing that the law was unconstitutional. “The structure of the federal system, with its fifty separate state units, has long permitted this nation to nourish local differences, even local cultures,” said Goldwater. Though Goldwater had voted for previous civil rights legislation and had founded the Arizona Air National Guard as a racially integrated unit, moderates rejected his reasoning. They said it was a disguise to cover his political appeal to anxious white voters whom he needed to win the primaries. He was courting not just Southern whites but whites in the North and the Midwest who were worried about the speed of change in America and competition from newly empowered blacks.
