The heat and intensity of these flying questions was enough to make a man with even partially trained clairvoyant faculties feel as if he sat in a room filled with flashing fireflies. He took warning and withdrew himself to a cold inner isolation, as he knew how to do, even while laughing and talking with surface ease. It would not do to let his mind become clouded with emotion; or open any door of his imagination. But the impressions that came across that safer inner distance did not make his companions seem less dramatic, more normal: they were still out of focus. Something about the picture was distorted, even to a clear vision. The sense of evil was as strong as ever although the lurking Presence seemed to have retreated into a far background. He saw presently what the distortion was. Their modern figures were somehow incongruous in the old house, not at home. Like actors who had somehow got onto the wrong stage, onto sets with which their voices and costumes clashed. Interlopers. Or else-actors of an old school dressed up in an unbecoming masquerade. Witch House was an old house. Not old as other houses are old, that remain beds of the continuous stream of life, of marriages and births and deaths, of children crying and children laughing, where the past is only part of the pattern, root of the present and the future. Joseph de Quincy, dead nearly a quarter of a thousand years, was still its master: he had been strong, so strong that no later personality could dim or efface him here where he had set his seal. "He left his evil here when he could no longer stay himself," Carew thought. "As a man with diphtheria leaves germs on the things he has handled, the bed he has lain in. Thoughts are tangible things; on their own plane they breed like germs and, unlike germs, they do not die. He may have forgotten; he may even walk the earth in other flesh, but what he has left here lives." As probably it had been meant to do. For the man whose malignance, swollen with the contributions of the centuries, still ensouled these walls would not have cared to build a house or found a family except as a means to an end. Witch House was set like a mold, steeped in ritual atmosphere as a temple. Dangerous business, for who could say that such a temple would not find a god? There are low, non-human beings that coalesce with and feed on such leftover forces: lair in them.

He almost reached out to her, wanting to hold her hand, but she’d mentioned a couple of times she didn’t show affection in public. “You fell asleep while parachuting?” she asked, clearly uncertain whether or not they were joking. Ian shook his head. “I did not. A gust of heavy wind came along and pushed me right into that tree. Gator told everyone I was snoring when he shoved me out of the plane. The entire episode is all vicious fabrication. On the other hand, Sam here, actually did fall asleep while he was driving as we were escaping a very angry drug lord in Brazil.” Azami raised her eyebrow as she turned to Sam for an explanation. Her eyes laughed at him and again he had a wild urge to pull her to him and hold her tight. Primitive urges had never been a part of his makeup until she’d come along; now he figured he was becoming a caveman. Her gaze slid to his face as if she knew what he was thinking—which was probably the case. He flashed a grin at her.

It’s not any speeches we have made, or countries we have invaded, or new constitutions we have written, or sweets we have handed out to children, or football matches between soldiers and the locals. It’s because they, too, watch TV. They watch TV and see how we live here in the West. They see children their own age driving sports cars. They see teenagers like them, instead of living in monastic frustration until someone arranges their marriages, going out with lots of different girls, or boys. They see them in bed with lots of different girls and boys. They watch them in noisy bars, bottles of lager upended over their mouths, getting happy, enjoying the privilege of getting drunk. They watch them roaring out support or abuse at football matches. They see them getting on and off planes, flying from here to there without restriction and without fear, going on endless holidays, shopping, lying in the sun. Especially, they see them shopping: buying clothes and PlayStations, buying iPods, video phones, laptops, watches, digital cameras, shoes, trainers, baseball caps. Spending money, of which there is always an unlimited supply, in bars and restaurants, hotels and cinemas. These children of the West are always spending. They are always restless, happy and with unlimited access to cash. I realised, with a flash of insight, that this was what was bringing these Middle Eastern children out on the streets. I realised that they just wanted to be like us. Those children don’t want to have to go to the mosque five times a day when they could be hanging out with their friends by a bus shelter, by a phone booth or in a bar. They don’t want their families to tell them who they can and can’t marry. They might very well not want to marry at all and just have a series of partners. I mean, that’s what a lot of people do. It is no secret, after that serial in the Daily Mail, that that is what I do. I don’t necessarily need the commitment. Why should they not have the same choices as me? They want the freedom to fly off for their holidays on easy Jet. I know some will say that what a lot of them want is just one square meal a day or the chance of a drink of clean water, but on the whole the poor aren’t the ones on the street and would not be my target audience. They aren’t going to change anything, otherwise why are they so poor? The ones who come out on the streets are the ones who have TVs. They’ve seen how we live, and they want to spend.

It was always my intention, and my conceit, to use up, in the town's construction, every toy I possessed: my electronic train, of course, the Lincoln Logs, old kindergarten blocks—their deeply incised letters always a problem—the Erector set, every lead soldier that would stand (broken ones were sent to the hospital), my impressive array of cars, motorcycles, tanks, and trucks—some with trailers, some transporting gas, some tows, some dumps—and my squadrons of planes, my fleet of ships, my big and little guns, an undersized group of parachute people (looking as if one should always imagine them high in the sky, hanging from threads), my silversided submarines, along with assorted RR signs, poles bearing flags, prefab houses with faces pasted in their windows, small boxes of a dozen variously useful kinds, strips of blue cloth for streams and rivers, and glass jars for town water towers, or, in a pinch, jails. In time, the armies, the citizens, even the streets would divide: loyalties, friendships, certainties, would be undermined, the city would be shaken by strife; and marbles would rain down from formerly friendly planes, steeples would topple onto cars, and shellfire would soon throw aggie holes through homes, soldiers would die accompanied by my groans, and ragged bands of refugees would flee toward mountain caves and other chairs and tables.

I had made my peace with not winning and Jamie and I were just excited to go to New York and be on Today. It’s already out!” I clicked onto my Facebook app and saw that Billy had posted a picture of him and some of his buddies at a truck stop in Kentucky posing with a Men’s Health magazine--and I was on the cover! I was shocked. But even then I was convinced this wasn’t real. Maybe the editors had decided to give the cover to all three of us and we each had a different region of the country. It felt incredible to see myself on the cover of that magazine but I just wasn’t convinced I was the outright winner. Jamie and I got to our hotel room late. I called my contact at Men’s Health, Nora, and said, “I’ve already seen the magazine.” There was a beat on the other end of the line before she flatly said, “We’ll talk about it in the morning.” So Jamie and I went to bed. The next morning we met up with Finny and Kavan and headed over to 30 Rockefeller Plaza for the Today show. I didn’t say a word about what I’d seen. When we arrived, Nora was at the door. I waited for the others to go in before I said to her, “So we’re not going to talk about what we’re not going to talk about?” I was smirking a little but quickly wiped the grin off my face when I saw the look on Nora’s. “You’re not the only person in this competition, Noah. My special assistant, Josh Campbell, as he often did, saw what I couldn’t. He nudged me and told me to go thank the cops. I did, shaking each hand, and then bounded up the airplane stairs. I couldn’t look at the pilots or my security team for fear that I might get emotional. They were quiet. The helicopters then broadcast our plane’s taxi and takeoff. Those images were all over the news. President Trump, who apparently watches quite a bit of TV at the White House, saw those images of me thanking the cops and flying away. They infuriated him. Early the next morning, he called McCabe and told him he wanted an investigation into how I had been allowed to use the FBI plane to return from California. McCabe replied that he could look into how I had been allowed to fly back to Washington, but that he didn’t need to. He had authorized it, McCabe told the president. The plane had to come back, the security detail had to come back, and the FBI was obligated to return me safely. The president exploded. He ordered that I was not to be allowed back on FBI property again, ever. My former staff boxed up my belongings as if I had died and delivered them to my home. The order kept me from seeing and offering some measure of closure to the people of the FBI, with whom I had become very close. Trump had done a lot of yelling during the campaign about McCabe and his former candidate wife. He had been fixated on it ever since. Still in a fury at McCabe, Trump then asked him, “Your wife lost her election in Virginia, didn’t she?” “Yes, she did,” Andy replied. The president of the United States then said to the acting director of the FBI, “Ask her how it feels to be a loser” and hung up the phone.

I turned and entered the airport with my escort. Suddenly, I had a horrible realization: in order to return to the flight line I needed to move through a modern international airport complete with metal detectors and X-ray machines and I had a loaded pistol in my fanny pack. And, because of the ongoing civil war, security was beefed up and the guards were extra wary. Before we reached the first checkpoint, I pretended that I needed to use the restroom and told my escort to go on ahead. I needed to think. One option was to drop my pistol in a trash can and exit the airport, later claiming I lost the gun somehow. The lost-gun option had serious flaws. I couldn’t ditch my pistol because I had signed it out by serial number. Police could easily trace the gun back to me. My personal interpretation of the, “no weapons” order would probably not be an effective defense at my court marshal. My other option was to try and sneak through the airport onto the flight line, somehow avoiding a gauntlet of security checkpoints. This was the ninja option. This daunting course of action was fraught with serious danger. If guards confronted me and caught me with a loaded pistol I knew I would not have a pleasant day. There was no telling where that situation would lead; there was a real possibility I could spend time in a Yemeni prison. Despite the risks I decided on the ninja option. I figured I might have one slim advantage. Maybe the guards would remember me coming through the airport from the flight-line side with the embassy official and not pay me much attention. I was sweating bullets as I approached the first checkpoint. I tried to act casual and confident, not furtive and suspicious like a criminal. I waited until the guard looked away, his attention elsewhere and boldly walked behind him past the checkpoint. When I approached the X-ray and metal detectors I strode right past the line of people, bypassing the machines. I had to play it that way. I could not hang out near the detectors waiting for guards to look the other way and then sneak past; there were just too many. As I brazenly strode around each checkpoint I feared to hear a sudden barked command, rushing feet behind me, and hands spinning me around to face angry guards with drawn weapons. The last part of my mission to get on the airfield was tricky and nerveracking. Imagine being at an American airport in the gate area where people board the airplanes. Then imagine trying to sneak out a Jetway or access door without being stopped. I remembered the door I had used to enter the terminal and luckily it was unlocked. I picked my moment and quickly slipped out the door onto the airfield. I boldly strode across the airfield, never looking behind me until I reached my plane. Finally, I turned and looked back the way I came and saw … nothing. No one was pursuing me. I was in the midst of an ongoing civil war, surrounded by fresh bomb craters and soldiers carrying soviet rifles, but as scary situations go, so far Tiger Rescue was a relaxing walk in the park compared to Operation Ninja Escape.

It is important not to latch onto some strategic fad to justify radical cuts in the U.S. Army or Marine Corps. For two decades, since Operation Desert Storm, some have favored “stand-off” warfare, featuring long-range strike from planes and ships as the American military’s main approach to future combat. But it is not possible to address many of the world’s key security challenges that way including scenarios in places like Korea and South Asia, discussed further below, that could in fact imperil American security. In the 1990s, advocates of military revolution often argued for such an approach to war, but the subsequent decade proved that for all the progress in sensors and munitions and other military capabilities, the United States still needed forces on the ground to deal with complex insurgencies and other threats. A military emphasis on stand-off warfare is some- times linked with a broader grand strategy of “offshore balancing” by which the distant United States would step in with limited amounts of power to shape overseas events, particularly in Eurasia, rather than getting involved directly with its own soldiers and Marines. But offshore balancing is too clever by half. In fact, overseas developments are not so easily nudged in favorable directions through modest outside interventions. One of the reasons is that off- shore balancing can suggest, in the minds of friends and foes alike, a lack of real American commitment. That can embolden adversaries. It can also worry allies to the point where, among other things, they may feel obliged to build up their own nuclear arsenals as the likes of South Korea, Japan, Taiwan, Turkey, Egypt, and Saudi Arabia might well do absent strong security ties with America. Put bluntly, offshore balancing greatly exaggerates American power by assuming that belated and limited uses of U.S. force can swing overseas events in acceptable directions.

The attack on 9/11 was a localized event, affecting only a relatively small number of Americans. As indicated earlier, the general threat of terrorism, even factoring in the large death toll on that tragic day, produces a statistically insignificant threat to the average person’s life. People across the country, however, were gripped with fear. And because we are an object-oriented people, most felt the need to project that fear onto something. Some people stopped flying in airplanes, worried about a repeat attack—and for years afterward, air travel always dipped on the anniversary of 9/11.4 Of course, this was and is an irrational fear; it is safer to travel by plane than by car. According to the National Safety Council, in 2010 there were over 22,000 passenger deaths involving automobiles, while no one died in scheduled airline travel that year.5 Nevertheless, Congress responded by rushing through the USA PATRIOT Act six weeks after 9/11—a 240-plus page bill that was previously written, not available to the public prior to the vote, and barely available to the elected officials in Congress, none of whom read it through before casting their votes.6 Two weeks previous to the bill’s passage, President Bush had announced the establishment of the Office of Homeland Security to “develop and coordinate the implementation of a comprehensive national strategy to secure the United States from terrorist threats or attacks.” He explained that “[t]he Office will coordinate the executive branch’s efforts to detect, prepare for, prevent, protect against, respond to, and recover from terrorist attacks within the United States.”7 The office’s efforts culminated in the creation of the Department of Homeland Security (DHS) one year later as a result of the Homeland Security Act of 2002. This law consolidated executive branch organizations related to “homeland security” into a single Cabinet department; twenty-two total agencies became part of this new apparatus. The government, responding to the outcry from a fearful citizenry, was eager to “do something.” All of this (and much, much more), affecting all Americans, because of a localized event materially affecting only a few. But while the event directly impacted only a small percentage of the population, its impact was felt throughout the entire country.
