Hundreds of planes—massive winged mechanical beasts roaring over Tokyo, flying so low that the entire city pulsed with the booming of their engines. The US military’s worries about the city’s air defenses proved groundless: the Japanese were completely unprepared for an attacking force coming in at five thousand feet. The full attack lasted almost three hours; 1,665 tons of napalm were dropped. LeMay’s planners had worked out in advance that this many firebombs, dropped in such tight proximity, would create a firestorm—a conflagration of such intensity that it would create and sustain its own wind system. They were correct. Everything burned for sixteen square miles. Buildings burst into flame before the fire ever reached them. Mothers ran from the fire with their babies strapped to their backs only to discover—when they stopped to rest—that their babies were on fire. People jumped into the canals off the Sumida River, only to drown when the tide came in or when hundreds of others jumped on top of them. People tried to hang on to steel bridges until the metal grew too hot to the touch, and then they fell to their deaths. After the war, the US Strategic Bombing Survey concluded: “Probably more persons lost their lives by fire at Tokyo in a six-hour period than at any time in the history of man.” As many as 100,000 people died that night. The aircrews who flew that mission came back shaken. [According to historian] Conrad Crane: “They’re about five thousand feet, they are pretty low... They are low enough that the smell of burning flesh permeates the aircraft...They actually have to fumigate the aircraft when they land back in the Marianas, because the smell of burning flesh remains within the aircraft. (...) The historian Conrad Crane told me: I actually gave a presentation in Tokyo about the incendiary bombing of Tokyo to a Japanese audience, and at the end of the presentation, one of the senior Japanese historians there stood up and said, “In the end, we must thank you, Americans, for the firebombing and the atomic bombs.” That kind of took me aback. And then he explained: “We would have surrendered eventually anyway, but the impact of the massive firebombing campaign and the atomic bombs was that we surrendered in August.” In other words, this Japanese historian believed: no firebombs and no atomic bombs, and the Japanese don’t surrender. And if they don’t surrender, the Soviets invade, and then the Americans invade, and Japan gets carved up, just as Germany and the Korean peninsula eventually were. Crane added, The other thing that would have happened is that there would have been millions of Japanese who would have starved to death in the winter. George Mumford, a Newton-based mindfulness teacher, one such moment took place in 1993, at the Omega Institute, a holistic learning center in Rhinebeck, New York. The center was hosting a retreat devoted to mindfulness meditation, the clear-your-head habit in which participants sit quietly and focus on their breathing. Leading the session: meditation megastar Jon Kabat-Zinn. Originally trained as a molecular biologist at MIT, Kabat-Zinn had gone on to revolutionize the meditation world in the 1970s by creating a more secularized version of the practice, one focused less on Buddhism and more on stress reduction and other health benefits. After dinner one night, Kabat-Zinn was giving a talk about his work, clicking through a slide show to give the audience something to look at. At one point he displayed a slide of Mumford. Mumford had been a star high school basketball player who’d subsequently hit hard times as a heroin addict, Kabat-Zinn explained. By the early 1980s, however, he’d embraced meditation and gotten sober. Now Mumford taught meditation to prison inmates and other unlikely students. Kabat-Zinn explained how they were able to relate to Mumford because of his tough upbringing, his openness about his addiction — and because, like many inmates, he’s African-American. Kabat-Zinn’s description of Mumford didn’t seem to affect most Omega visitors, but one participant immediately took notice: June Jackson, whose husband had just coached the Chicago Bulls to their third consecutive NBA championship. Phil Jackson had spent years studying Buddhism and Native American spirituality and was a devoted meditator. As cadets, we constantly hammered, scraped and wire brushed rusting steel, before applying red lead paint. Most of the paint we used was Navy surplus or a concoction made up of fish oil, lampblack and china dryer. We found that by mixing all different color paints, we would wind up with a paint we called “Sh-t Grindle Brown.” Inventiveness was key as we repaired, replaced, and painted the State of Maine from stem to stern. This work, being in addition to our studies, consumed all of our time. How we managed to fit all of this into the time we had, is still a mystery. The conversion of the ship was labor intensive and expensive, but the U.S. Maritime Commission contributed to the Academy’s financial needs where possible. The mounting expenses remained a challenge but we didn’t give up. We never did finish the entire conversion prior to our first cruise, but one thing we managed to do was paint over the name “USS Comfort” and hand letter in her new name “State of Maine.” If you looked carefully, you could still see her previous name outlined by a welded bead, but this was a minor detail that would eventually be taken care of. Perhaps because of my experience with the letters on the front of “Richardson Hall,” the task of lettering her name and her new homeport on the stern became mine. Much of the ship’s superstructure was still covered with a sticky preservative made up of paint and crank case oil, which never really dried and indelibly got onto our working uniforms. However, from a distance, you couldn’t tell the difference and it looked all right, but more importantly it prevented further rusting. One bulkhead at a time, using a mixture of gasoline and paint remover, we scraped the gunk off and repainted it. The engineers had been busy rebuilding the pumps and generators, as well as repacking steam pipes with asbestos wrapping. We finally got the ship to where we could sail her to Portland under her own power. The twin Babcock and Wilcox heater-type boilers had to be repaired and re-bricked there. After this, we would continue on to the dry dock in Boston for additional work and the hull inspection that was required below the water line.

Whether or not it is true, as Money claims, that “pure democracy has neither the imagination, nor the energy, nor the disciplined mentality to create major improvement,” it is indisputably true that it is far easier for a totalitarian regime to take the probably unpopular decision to allocate a disproportionate share of its resources to such improvements, far easier for it to mobilize the men necessary to plan and build them; the great highways of antiquity awaited the formation of regimes capable of assigning to their construction great masses of men ( Rome’s were built in large part by the legions who were to tramp along them); at times, the great highways of the modern age seemed to be awaiting some force capable of assigning to their planning the hundreds of engineers, architects and technicians necessary to plan them. And most important, it is far easier for a totalitarian regime to ignore the wishes of its people, for its power does not derive from the people.
