I have always been interested in this man. My father had a set of Tom Paine's books on the shelf at home. I must have opened the covers about the time I was 13. And I can still remember the flash of enlightenment which shone from his pages. It was a revelation, indeed, to encounter his views on political and religious matters, so different from the views of many people around us. Of course I did not understand him very well, but his sincerity and ardor made an impression upon me that nothing has ever served to lessen. Power is seeping away from autocrats and single-party systems whether they embrace reform or not. It is spreading from large and long-established political parties to small ones with narrow agendas or niche constituencies. Coalitions collapse, elections take place more often, and “mandates” prove ever more elusive. Decentralization and devolution are creating new legislative and executive bodies. In turn, more politicians and elected or appointed officials are emerging from these stronger municipalities and regional assemblies, eating into the power of top politicians in national capitals. Even the judicial branch is contributing: judges are getting friskier and more likely to investigate political leaders, block or reverse their actions, or drag them into corruption inquiries that divert them from passing laws and making policy. Winning an election may still be one of life’s great thrills, but the afterglow is diminishing. Even being at the top of an authoritarian government is no longer as safe and powerful a perch as it once was. As Professor Minxin Pei, one of the world’s most respected experts on China, told me: “The members of the politburo now openly talk about the old good times when their predecessors at the top of the Chinese Communist Party did not have to worry about bloggers, hackers, transnational criminals, rogue provincial leaders or activists that stage 180,000 public protests each year. When challengers appeared, the old leaders had more power to deal with them. Today’s leaders are still very powerful but not as much as those of a few decades back and their powers are constantly declining.”3

Political freedom, Arendt insisted in the book’s final pages, “means the right ‘to be a participator in government,’ or it means nothing.” The colonial townships and assemblies, building pyramidally to the constitutional conventions, were paradigms of citizen participation, but the popular elections that Americans today consider the hallmark of their democratic republic are hardly the same thing. Voting is not what Arendt meant by participation. The individual in the privacy of the voting booth is not engaged with others in the public arena, putting one’s opinions to the test against differing views and life experiences, but instead is choosing among professional politicians offering to promote and protect his or her personal interests through ready-made formulas, mindless banalities, blatant pandering, and outlandish promises cobbled together as party programs. (And heaven help the elected official who, in the manner of Edmund Burke, tries to argue against the personal interest of his or her constituents or to communicate bad news.) Leaders are selected on the basis of private, parochial concerns, not the public welfare, producing a mishmash of self-interested demands, or what Arendt called “the invasion of the public realm by society.” This was almost the opposite of genuine participation. Instead of the kind of intimate interchange of views and the deliberation that might be expected to resolve conflict, which was the practice of the townships and assemblies, isolated voters left to their own devices and with no appreciation of any larger good or of people different from themselves demand an affirmation of their particular prejudices and preconceptions. They have no opportunity, or desire, to come together with the aim of reaching mutual understanding and agreement on shared problems. Centrifugality prevails. American democracy, Arendt writes, had become a zero-sum game of “pressure groups, lobbies and other devices.” It is a system in which only power can prevail, or at best the blight of mutual backscratching to no greater end than mere political survival, lending itself to lies and demagoguery, quarrels and stalemates, cynical deal-making, not public exchange and calm deliberation.

A long-standing question in the assembly of communities, ecosystems and regional biotas concerns the relative contributions of abiotic environmental conditions (such as climate), species interactions (such as competition and predation), evolutionary and coevolutionary adjustments, and stochastic processes (such as population demography) [32]. This question has increased importance in a world where species ranges are rapidly shifting in response to climate change and human transport [14,34]. In this context it is important to ask whether species assemblages with novel combinations of species (including both native and exotic species) function in the same way as native assemblages, even when many of the constituent species do not have a shared evolutionary history. The answer to this question, although pressing, is still unclear [16,35–37]. What is becoming clear, however, is that assemblages composed largely of exotic species can and do occur (e.g. plant communities that dominate portions of many oceanic islands, such as Ascension Island [16,36]), and that assemblages dominated by exotic species, such as Eucalyptus globulus woodlands in California, can be as species-rich as those dominated by native species [38]. We believe that these findings support Janzen’s [39] conjecture, which was based largely on patterns observed with native species, that diverse assemblages of species with complex ecological relationships can be formed by the ecological ‘fitting’ [40] and ‘sorting’ of species (sensu Ackerly [41]), that is, solely through ecological interactions among species, and that a long history of coevolution is not always necessary to explain the species composition of communities. Although species coexisting in such recently formed assemblages might not have a prolonged history of evolutionary coadaptation, rapid evolutionary adjustments might still have occurred over timescales of decades to centuries.

Furthermore, well-known composite indices of urban performance and the quality of life, such as those assembled by the World Economic Forum and magazines like Fortune, Forbes, and The Economist, primarily rely on naive linear combinations of such measures.6 Because we have quantitative scaling curves for many of these urban characteristics and a theoretical framework for their underlying dynamics we can do much better in devising a scientific basis for assessing performance and ranking cities. The ubiquitous use of per capita indicators for ranking and comparing cities is particularly egregious because it implicitly assumes that the baseline, or null hypothesis, for any urban characteristic is that it scales linearly with population size. In other words, it presumes that an idealized city is just the linear sum of the activities of all of its citizens, thereby ignoring its most essential feature and the very point of its existence, namely, that it is a collective emergent agglomeration resulting from nonlinear social and organizational interactions. Cities are quintessentially complex adaptive systems and, as such, are significantly more than just the simple linear sum of their individual components and constituents, whether buildings, roads, people, or money. This is expressed by the superlinear scaling laws whose exponents are 1.15 rather than 1.00. This approximately 15 percent increase in all socioeconomic activity with every doubling of the population size happens almost independently of administrators, politicians, planners, history, geographical location, and culture.

On the first day of the meeting that would become known as the United States Constitutional Convention, Edmund Randolph of Virginia kicked off the proceedings. Addressing his great fellow Virginian General George Washington, victorious hero of the War of Independence, who sat in the chair, Randolph hoped to convince delegates sent by seven, so far, of the thirteen states, with more on the way, to abandon the confederation formed by the states that had sent them—the union that had declared American independence from England and won the war—and to replace it with another form of government. “Our chief danger,” Randolph announced, “arises from the democratic parts of our constitutions.” This was in May of 1787, in Philadelphia, in the same ground-floor room of the Pennsylvania State House, borrowed from the Pennsylvania assembly, where in 1776 the Continental Congress had declared independence. Others in the room already agreed with Randolph: James Madison, also of Virginia; Robert Morris of Pennsylvania; Gouverneur Morris of New York and Pennsylvania; Alexander Hamilton of New York; Washington. They wanted the convention to institute a national government. As we know, their effort was a success. We often say the confederation was a weak government, the national government stronger. But the more important difference has to do with whom those governments acted on. The confederation acted on thirteen state legislatures. The nation would act on all American citizens, throughout all the states. That would be a mighty change. To persuade his fellow delegates to make it, Randolph was reeling off a list of what he said were potentially fatal problems, urgently in need, he said, of immediate repair. He reiterated what he called the chief threat to the country. “None of the constitutions”—he meant those of the states’ governments—“have provided sufficient checks against the democracy.” The term “democracy” could mean different things, sometimes even contradictory things, in 1787. People used it to mean “the mob,” which historians today would call “the crowd,” a movement of people denied other access to power, involving protest, riot, what recently has been called occupation, and often violence against people and property. But sometimes “democracy” just meant assertive lawmaking by a legislative body staffed by gentlemen highly sensitive to the desires of their genteel constituents. Men who condemned the working-class mob as a democracy sometimes prided themselves on being “democratical” in their own representative bodies. What Randolph meant that morning by “democracy” is clear. When he said “our chief danger arises from the democratic parts of our constitutions,” and “none of the constitutions have provided sufficient checks against the democracy,” he was speaking in a context of social and economic turmoil, pervading all thirteen states, which the other delegates were not only aware of but also had good reason to be urgently worried about. So familiar was the problem that Randolph would barely have had to explain it, and he didn’t explain it in detail. Yet he did say things whose context everyone there would already have understood.

In the 1950’s, Venezuela became a good example of a Latin American Country, ruled by a benevolent dictator on the very far right. This automatically made Venezuela our ally and thus received huge grants from us. President Marcos Pérez Jiménez was awarded the Legion of Merit by Dwight D. Eisenhower. In return for this, he allowed American corporations to flourish in his country. Of course, he was also always ready to accept personal contributions. Since 1958, the country has had a series of democratic governments. It’s economy depended on the export of coffee and cocoa until oil was discovered early in the 20th century. It now has the world's largest known oil reserves and is one of the world's leading exporters of oil. The people lost confidence in the existing parties since the government favored the large corporations over their needs. This led to Hugo Chávez being elected president in 1998, In 1999 the Constituent Assembly wrote a new Constitution of Venezuela. Chávez also initiated programs aimed at helping the poor. In 2013. After the death of Chavez, Nicolás Maduro his vice president was elected. Problems ensued causing an economic recession. Inflation also became the worst in the country's history, leading to hunger, crime and corruption. Protests starting in 2014 became prevalent and continue until now, leaving many of the protesters maimed or dead.

Discussions of national progress were by now being formulated in the technical vocabulary of economics, which made them wholly unintelligible to most Indians. The task of translation was entrusted to the civil service, and as the algebra of progress moved down the echelons, it was mangled and diluted. The civil service itself provoked deep ambivalence among nationalists: mistrusted because of its colonial paternity, but respected for its obvious competence and expertise. In the 1930s Nehru had called for a radical transformation of the Indian Civil Service in a free India, though by the time independence actually arrived he had become decidedly less belligerent towards it. It was Patel who had stood up for the civil servants after 1947, speaking thunderously in their favour in the Constituent Assembly. But by the early 1950s Nehru had himself turned more wholeheartedly towards them: he hoped now to use them against the obstructions raised by his own party. The colonial civil-service tradition of fiscal stringency was preserved during the Nehru period, but the bureaucracy was now also given explicitly developmental responsibilities.

The result is a prime minister bereft of real power, subservient to the dynastic head and a mute spectator to the loot and plunder of the nation’s resources; a president who is a loyal camp follower and will faithfully rubber stamp the decisions ordained by the dynasty: witness how unhesitatingly President Fakhruddin Ali Ahmed signed the Proclamation of Emergency at Mrs. Gandhi’s bidding in 1975 and ponder whether Mrs. Pratibha Patil, (besieged as she was by her co-operative sugar factory in liquidation, her co-operative bank bankrupt, and her family embroiled in the murder case of a popular intra-party rival in Jalgaon at the time of her nomination by Mrs. Sonia Gandhi), would have done otherwise; or for that matter whether President Pranab Mukherjee, whose many acts of subversion of the Constitution during the Emergency have been documented by the Shah Commission, is so radically transformed that he would now protect it; a judiciary accused of judicial overreach when it censures the government or brings its ministers to book while its inconvenient judgments are subjected to review or Presidential Reference; a CAG whose findings against the government’s decisions are vilified as being patently erroneous, in excess of jurisdiction and even motivated, although that august body, the Constituent Assembly had opined that as the guardian of the nation’s finances, the CAG was as important a Constitutional functionary as the justices of the Supreme Court; a CVC appointed despite the taint of corruption and over the protest of the leader of the Opposition, whose appointment was finally quashed by the Supreme Court; and a CBI whose only role on empirical evidence is to falsely implicate political opponents and wrongly exonerate the regime’s members and cronies.
