If government had declined to build racially separate public housing in cities where segregation hadn’t previously taken root, and instead had scattered integrated developments throughout the community, those cities might have developed in a less racially toxic fashion, with fewer desperate ghettos and more diverse suburbs. If the federal government had not urged suburbs to adopt exclusionary zoning laws, white flight would have been minimized because there would have been fewer racially exclusive suburbs to which frightened homeowners could flee. If the government had told developers that they could have FHA guarantees only if the homes they built were open to all, integrated working-class suburbs would likely have matured with both African Americans and whites sharing the benefits. If state courts had not blessed private discrimination by ordering the eviction of African American homeowners in neighborhoods where association rules and restrictive covenants barred their residence, middle-class African Americans would have been able gradually to integrate previously white communities as they developed the financial means to do so. If churches, universities, and hospitals had faced loss of tax-exempt status for their promotion of restrictive covenants, they most likely would have refrained from such activity. If police had arrested, rather than encouraged, leaders of mob violence when African Americans moved into previously white neighborhoods, racial transitions would have been smoother. If state real estate commissions had denied licenses to brokers who claimed an “ethical” obligation to impose segregation, those brokers might have guided the evolution of interracial neighborhoods. If school boards had not placed schools and drawn attendance boundaries to ensure the separation of black and white pupils, families might not have had to relocate to have access to education for their children. If federal and state highway planners had not used urban interstates to demolish African American neighborhoods and force their residents deeper into urban ghettos, black impoverishment would have lessened, and some displaced families might have accumulated the resources to improve their housing and its location. If government had given African Americans the same labor-market rights that other citizens enjoyed, African American working-class families would not have been trapped in lower-income minority communities, from lack of funds to live elsewhere. If the federal government had not exploited the racial boundaries it had created in metropolitan areas, by spending billions on tax breaks for single-family suburban homeowners, while failing to spend adequate funds on transportation networks that could bring African Americans to job opportunities, the inequality on which segregation feeds would have diminished. If federal programs were not, even to this day, reinforcing racial isolation by disproportionately directing low-income African Americans who receive housing assistance into the segregated neighborhoods that government had previously established, we might see many more inclusive communities. Undoing the effects of de jure segregation will be incomparably difficult. To make a start, we will first have to contemplate what we have collectively done and, on behalf of our government, accept responsibility.

The competition for accumulation requires that the capitalists inflict a daily violence upon the working class in the work place. The intensity of that violence is not under individual capitalists' control, particularly if competition is unregulated. The restless search for relative surplus value raises the productivity of labour at the same time as it devalues and depreciates labour power, to say nothing of the loss of dignity, of sense of control over the work process of the perpetual harassment by overseers and the necessity to conform to the dictates of the machine. As individuals, workers are scarcely in a position to resist, most particularly since a rising productivity has the habit of 'freeing' a certain number of them into the ranks of the unemployed. Workers can develop the power to resist only by class action of some kind — either spontaneous acts of violence (the machine-breakings, burnings and mob fury of earlier eras, which have by no means disappeared) or the creation of organizations (such as the unions) capable of waging a collective class struggle. The capitalists' compulsion to capture ever more relative surplus value does not pass unchallenged. The battle is joined once more, and the main lines of class struggle form around questions such as the application of machinery, the speed and intensity of the labour process, the employment of women and children, the conditions of labour and the rights of the worker in the work place. The fact that struggles over such issues are a part of daily life in capitalist society attests to the fact that the quest for relative surplus value is omnipresent and that the necessary violence that that quest implies is bound to provoke some kind of class response on the part of the workers.

Groups have powerful self-reinforcing mechanisms at work. These can lead to group polarization—a tendency for members of the group to end up in a more extreme position than they started in because they have heard the views repeated frequently. At the extreme limit of group behavior is groupthink. This occurs when a group makes faulty decisions because group pressures lead to a deterioration of “mental efficiency, reality testing, and moral judgment.” The original work was conducted with reference to the Vietnam War and the Bay of Pigs fiasco. However, it rears its head again and again, whether it is in connection with the Challenger space shuttle disaster or the CIA intelligence failure over the WMD of Saddam Hussein. Groupthink tends to have eight symptoms: 1 . An illusion of invulnerability. This creates excessive optimism that encourages taking extreme risks. [...] 2. Collective rationalization. Members of the group discount warnings and do not reconsider their assumptions. [...] 3. Belief in inherent morality. Members believe in the rightness of their cause and therefore ignore the ethical or moral consequences of their decisions. 4. Stereotyped views of out-groups. Negative views of “enemy” make effective responses to conflict seem unnecessary. Remember how those who wouldn't go along with the dot-com bubble were dismissed as simply not getting it. 5. Direct pressure on dissenters. Members are under pressure not to express arguments against any of the group’s views. 6. Self-censorship. Doubts and deviations from the perceived group consensus are not expressed. 7. Illusion of unanimity. The majority view and judgments are assumed to be unanimous. 8. "Mind guards" are appointed. Members protect the group and the leader from information that is problematic or contradictory to the group's cohesiveness, view, and/or decisions. This is confirmatory bias writ large.

In this way his code of ethics is replaced by a knowledge of what is permitted or forbidden or ordered. How, under these circumstances, can one expect a soldier to subject an order received from a superior to ethical scrutiny? He has not yet made the discovery that he might be capable of spontaneous ethical impulses, and of performing them—even when no one is looking.

The meaning of this symbolism becomes clear in the light of what we said earlier: the forward-striving libido which rules the conscious mind of the son demands separation from the mother, but his childish longing for her prevents this by setting up a psychic resistance that manifests itself in all kinds of neurotic fears—that is to say, in a general fear of life. The more a person shrinks from adapting himself to reality, the greater becomes the fear which increasingly besets his path at every point. Thus a vicious circle is formed: fear of life and people causes more shrinking back, and this in turn leads to infantilism and finally “into the mother.” The reasons for this are generally projected outside oneself: the fault lies with external circumstances, or else the parents are made responsible. And indeed, it remains to be found out how much the mother is to blame for not letting the son go. The son will naturally try to explain everything by the wrong attitude of the mother, but he would do better to refrain from all such futile attempts to excuse his own ineptitude by laying the blame on his parents.

They’re all trying themselves on day by day, hour by hour, I know — already making choices that will last too unfairly long. I’m surprised to find, after a few days, how invigorating it all is. I pace and plead for reaction, for ideas, for words, and gradually we all relax a little and we make progress. The boys crouch in their too-small desks, giant feet sticking out, and the girls perch on the edge, alert like little groundhogs listening for the patter of coyote feet. I begin to like them a lot. Then the outlines come in. I am startled at the preoccupation with romance and family in many of these imaginary futures. But the distinction between boys and girls is perfectly, painfully stereotypical. The boys also imagine adventure, crime, inventions, drama. One expects war with China, several get rich and lose it all, one invents a time warp, another resurrects Jesus, another is shot by a robber. Their outlines are heavy on action, light on response. A freshman: “I grow populerity and for the rest of my life I’m a million air.” [sic] A sophomore boy in his middle age: “Amazingly, my first attempt at movie-making won all the year’s Oscars. So did the next two. And my band was a HUGE success. It only followed that I run the country.” Among the girls, in all the dozens and dozens of girls, the preoccupation with marriage and children is almost everything. They are entirely reaction, marked by caution. One after the other writes of falling in love, getting married, having children and giving up — giving up careers, travel, college, sports, private hopes, to save the marriage, take care of the children. The outlines seem to describe with remarkable precision the quietly desperate and disappointed lives many women live today.

Early in Roosevelt’s tenure, Lyman Abbott, editor of The Outlook, joined a small group of friends in the president’s library to offer advice and criticism on a draft of his upcoming message to Congress. “He had just finished a paragraph of a distinctly ethical character,” Abbott recalled, “when he suddenly stopped, swung round in his swivel chair, and said, ‘I suppose my critics will call that preaching, but I have got such a bully pulpit.’ ” From this bully pulpit, Roosevelt would focus the charge of a national movement to apply an ethical framework, through government action, to the untrammeled growth of modern America. Roosevelt understood from the outset that this task hinged upon the need to develop powerfully reciprocal relationships with members of the national press. He called them by their first names, invited them to meals, took questions during his midday shave, welcomed their company at day’s end while he signed correspondence, and designated, for the first time, a special room for them in the West Wing. He brought them aboard his private railroad car during his regular swings around the country. At every village station, he reached the hearts of the gathered crowds with homespun language, aphorisms, and direct moral appeals. Accompanying reporters then extended the reach of Roosevelt’s words in national publications. Such extraordinary rapport with the press did not stem from calculation alone. Long before and after he was president, Roosevelt was an author and historian. From an early age, he read as he breathed. He knew and revered writers, and his relationship with journalists was authentically collegial. In a sense, he was one of them. While exploring Roosevelt’s relationship with the press, I was especially drawn to the remarkably rich connections he developed with a team of journalists—including Ida Tarbell, Ray Stannard Baker, Lincoln Steffens, and William Allen White—all working at McClure’s magazine, the most influential contemporary progressive publication. The restless enthusiasm and manic energy of their publisher and editor, S. S. McClure, infused the magazine with “a spark of genius,” even as he suffered from periodic nervous breakdowns. “The story is the thing,” Sam McClure responded when asked to account for the methodology behind his publication. He wanted his writers to begin their research without preconceived notions, to carry their readers through their own process of discovery. As they educated themselves about the social and economic inequities rampant in the wake of teeming industrialization, so they educated the entire country. Together, these investigative journalists, who would later appropriate Roosevelt’s derogatory term “muckraker” as “a badge of honor,” produced a series of exposés that uncovered the invisible web of corruption linking politics to business. McClure’s formula—giving his writers the time and resources they needed to produce extended, intensively researched articles—was soon adopted by rival magazines, creating what many considered a golden age of journalism. Speaking of gendered differences in reaction and action—you’ve talked of a certain “bullying reception” to your book here in New Zealand by a certain set of older male critics. The omniscient narrator, the idea that you “had to be everywhere,” seems to have affronted some male readers, as has the length of the book. Have you experienced this reaction in the UK, too, or in Canada? Has it been a peculiarly New Zealand response, perhaps because of the necessarily small pool of literary competition here? This is a point that has been perhaps overstated. There’s been a lot written about what I said, and in fact the way I think and feel about the reviewing culture we have in New Zealand has changed a lot through reading the responses and objections of others. Initially I used the word “bullying” only to remark that, as we all learn at school, more often than not someone’s objections are more to do with their own shortcomings or failures than with yours, and that’s something that you have to remember when you’re seeing your artistic efforts devalued or dismissed in print. I don’t feel bullied when I receive a negative review, but I do think that some of the early reviewers refused to engage with the book on its own terms, and that refusal seemed to me to have a lot to do with my gender and my age. To even things out, I called attention to the gender and age of those reviewers, which at the time seemed only fair. I feel that it’s very important to say that sexism is a hegemonic problem, written in to all kinds of cultural attitudes that are held by men and women alike. As a culture we are much more comfortable with the idea of the male thinker than the female thinker, simply because there are so many more examples, throughout history, of male thinkers; as an image and as an idea, the male thinker is familiar to us, and acts in most cases as a default. Consequently female thinkers are often unacknowledged and discouraged, sometimes tacitly, sometimes explicitly, sometimes by men, and sometimes by women. I am lucky, following the Man Booker announcement, that my work is now being read very seriously indeed; but that is a privilege conferred for the most part by the status of the prize, and I know that I am the exception rather than the rule. I’d like to see a paradigm shift, and I’m confident that one is on the way, but the first thing that needs to happen is a collective acknowledgment that reviewing culture is gendered—that everything is gendered—and that until each of us makes a conscious effort to address inequality, we will each remain a part of the problem, rather than a part of the solution. Protesting the fact of inequality is like protesting global warming or evolution: it’s a conservative blindness, born out of cowardice and hostility.

His knuckles were busted open, so I went to the bathroom and got a wet towel and the first aid kit. I cleaned his fingers then wrapped them up. I felt fingers in my hair and looked up to see a very drunk Devin staring back at me. “You’re so fucking beautiful,” he whispered as his heavy head fell against the back of my couch again. Shaking my head, I dropped onto my knees on the floor and removed his boots. Once I was done getting Devin out of his shoes, I went to the hallway closet and pulled out a blanket for him. This so strangely negative but disturbing mood lasted some little time; and then, as with many of my longer stories, the first hint for Nostromo came to me in the shape of a vagrant anecdote completely destitute of valuable details. As a matter of fact in 1875 or ’6, when very young, in the West Indies or rather in the Gulf of Mexico, for my contacts with land were short, few, and fleeting, I heard the story of some man who was supposed to have stolen single-handed a whole lighter-full of silver, somewhere on the Tierra Firme seaboard during the troubles of a revolution. On the face of it this was something of a feat. But I heard no details, and having no particular interest in crime qua crime I was not likely to keep that one in my mind. And I forgot it till twenty-six or seven years afterwards I came upon the very thing in a shabby volume picked up outside a second-hand book-shop. It was the life story of an American seaman written by himself with the assistance of a journalist. In the course of his wanderings that American sailor worked for some months on board a schooner, the master and owner of which was the thief of whom I had heard in my very young days. The collective verdict holds that the Democratic Party lost its way when it abandoned commonsense everyday economic issues like job creation for the softer fare of social justice. The indictment continues: To their neoliberal economics, Democrats, and liberals at large, have married a condescending elitist affect that sneers at blue-collar culture and mocks white men as history’s greatest monster and prime time television’s biggest doofus. In this rendition, Donald Trump is not the product of white supremacy so much as the product of a backlash against contempt for white working people. “We so obviously despise them, we so obviously condescend to them,” Charles Murray, a conservative social scientist who co-wrote The Bell Curve, recently told The New Yorker’s George Packer. “The only slur you can use at a dinner party and get away with is to call somebody a redneck—that won’t give you any problems in Manhattan.” “The utter contempt with which privileged Eastern liberals such as myself discuss red-state, gun-country, working-class America as ridiculous and morons and rubes,” charged Anthony Bourdain, “is largely responsible for the upswell of rage and contempt and desire to pull down the temple that we’re seeing now.” That black people who’ve lived under centuries of such derision and condescension have not yet been driven into the arms of Trump does not trouble these theoreticians. After all, in this analysis Trump’s racism and the racism of his supporters are incidental to his rise. Indeed, the alleged glee with which liberals call out Trump’s bigotry is assigned even more power than the bigotry itself. Ostensibly assaulted by campus protests, battered by theories of intersectionality, throttled by bathroom rights, a blameless white working class did the only thing any reasonable polity might: elect an orcish reality television star who insists on taking his intelligence briefings in picture-book form.

Government is a contrivance of human wisdom to provide for human wants," wrote Edmund Burke in his Reflections on the Revolution in France. In the original and primary sense of lacks or needs, wants tend to structure our vision of government's responsibilities. The quest for security - whether economic, physical, psychological, or military - brings a sense of urgency to politics and is one of the enduring sources of passion in policy controversies. Need is probably the most fundamental political claim. Even toddlers know that need carries more weight than desire or deservingness. They learn early to counter a rejected request by pleading, "I need it." To claim need is to claim that one should be given the resources or help because they are essential. Of course, this raises the question "essential for what?" In conflicts over security, the central issues are what kind of security government should attempt to provide; what kinds of needs it should attempt to meet; and how the burdens of making security a collective responsibility should be distributed. Just as most people are all for equity and efficiency in the abstract, most people believe that society should help individuals and families when they are in dire need. But beneath this consensus is a turbulent and intense conflict over how to distinguish need from mere desire, and how to preserve a work - or - merit based system of economic distribution in the face of distribution according to need. Defining need for purposes of public programs become much an exercise like defining equity and efficiency. People try to portray their needs as being objective, and policymakers seek to portray their program criteria as objective, in order to put programs beyond political dispute. As with equity and efficiency, there are certain recurring strategies of argument that can be used to expand or contract a needs claim. In defense policy, relative need is far more important than absolute. Our sense of national security (and hence our need for weapons) depends entirely on comparison with the countries we perceive as enemies. And here Keynes is probably right: The need for weapons can only be satisfied by feeling superior to "them." Thus, it doesn't matter how many people our warheads can kill or how many cities they can destroy. What matters is what retaliatory capacity we have left after an attack by the other side, or whether our capacity to sustain an offense is greater than their capacity to destroy it. The paradox of nuclear weapons is that the more security we gain in terms of absolute capability (i.e., kill potential), the more insecure we make ourselves with respect to the consequences of nuclear explosions. We gain superiority only by producing weapons we ourselves are terrified to use.

His large Manhattan townhouse is full of Sesame Street memorabilia – photographs of Christopher with his arm around Big Bird, etc. ‘Well, it’s certainly not what I expected when I wrote them,’ Christopher said. ‘I have to admit, my first reaction was, “Oh my gosh, is my music really that terrible?” ’ I laughed. ‘I once wrote a song for Bert and Ernie called “Put Down The Ducky”,’ he said, ‘which might be useful for interrogating members of the Ba’ath Party.’ ‘That’s very good,’ I said. ‘This interview,’ Christopher said, ‘has been brought to you by the letters W, M and D.’ ‘That’s very good,’ I said. We both laughed. I paused. ‘And do you think that the Iraqi prisoners, as well as giving away vital information, are learning new letters and numbers?’ I said. ‘Well, wouldn’t that be an incredible double win?’ said Christopher. Christopher took me upstairs to his studio to play me one of his Sesame Street compositions, called ‘Ya! Ya! Bye, bye . . .’ ‘What was that about?’ I asked Christopher. ‘Whether I’m due some money for the performance royalties,’ he explained. ‘Why not? It’s an American thing to do. If I have the knack of writing songs that can drive people crazy sooner and more effectively than others, why shouldn’t I profit from that?’ This is why, later that day, Christopher asked Danny Epstein – who has been the music supervisor of Sesame Street since the very first programme was broadcast in July 1969 – to come to his house. Another dangerous neoliberal word circulating everywhere that is worth zooming in on is the word ‘resilience’. On the surface, I think many people won’t object to the idea that it is good and beneficial for us to be resilient to withstand the difficulties and challenges of life. As a person who lived through the atrocities of wars and sanctions in Iraq, I’ve learnt that life is not about being happy or sad, not about laughing or crying, leaving or staying. Life is about endurance. Since most feelings, moods, and states of being are fleeting, endurance, for me, is the common denominator that helps me go through the darkest and most beautiful moments of life knowing that they are fleeing. In that sense, I believe it is good for us to master the art of resilience and endurance. Yet, how should we think about the meaning of ‘resilience’ when used by ruling classes that push for wars and occupations, and that contribute to producing millions of deaths and refugees to profit from plundering the planet? What does it mean when these same warmongers fund humanitarian organizations asking them to go to war-torn countries to teach people the value of ‘resilience’? What happens to the meaning of ‘resilience’ when they create frighteningly precarious economic structures, uncertain employment, and lay off people without accountability? All this while also asking us to be ‘resilient’… As such, we must not let the word ‘resilience’ circulate or get planted in the heads of our youth uncritically. Instead, we should raise questions about what it really means. Does it mean the same thing for a poor young man or woman from Ghana, Ecuador, Afghanistan vs a privileged member from the upper management of a U.S. corporation? Resilience towards what? What is the root of the challenges for which we are expected to be resilient? Does our resilience solve the cause or the root of the problem or does it maintain the status quo while we wait for the next disaster? Are individuals always to blame if their resilience doesn’t yield any results, or should we equally examine the social contract and the entire structure in which individuals live that might be designed in such a way that one’s resilience may not prevail no matter how much perseverance and sacrifice one demonstrates? There is no doubt that resilience, according to its neoliberal corporate meaning, is used in a way that places the sole responsibility of failure on the shoulders of individuals rather than equally holding accountable the structure in which these individuals exist, and the precarious circumstances that require work and commitment way beyond individual capabilities and resources. I find it more effective not to simply aspire to be resilient, but to distinguish between situations in which individual resilience can do, and those for which the depth, awareness, and work of an entire community or society is needed for any real and sustainable change to occur. But none of this can happen if we don’t first agree upon what each of us mean when we say ‘resilience,’ and if we have different definitions of what it means, then we should ask: how shall we merge and reconcile our definitions of the word so that we complement not undermine what we do individually and collectively as people. Resilience should not become a synonym for surrender. It is great to be resilient when facing a flood or an earthquake, but that is not the same when having to endure wars and economic crises caused by the ruling class and warmongers. Manage Your Team’s Collective Time Time management is a group endeavor. The payoff goes far beyond morale and retention. People who fall behind at work are seen to be personally failing—just as people who give up on diet or exercise plans are seen to be lacking self-control or discipline. In response, countless time management experts focus on individual habits, much as self-help coaches do. They offer advice about such things as keeping better to-do lists, not checking e-mail incessantly, and not procrastinating. Of course, we could all do a better job managing our time. But in the modern workplace, with its emphasis on connectivity and collaboration, the real problem is not how individuals manage their own time. It’s how we manage our collective time—how we work together to get the job done. Here is where the true opportunity for productivity gains lies. Nearly a decade ago I began working with a team at the Boston Consulting Group to implement what may sound like a modest innovation: persuading each member to designate and spend one weeknight out of the office and completely unplugged from work. The intervention was aimed at improving quality of life in an industry that’s notorious for long hours and a 24/7 culture. The early returns were positive; the initiative was expanded to four teams of consultants, and then to 10. The results, which I described in a 2009 HBR article, “Making Time Off Predictable—and Required,” and in a 2012 book, Sleeping with Your Smartphone , were profound. Consultants on teams with mandatory time off had higher job satisfaction and a better work/life balance, and they felt they were learning more on the job. It’s no surprise, then, that BCG has continued to expand the program: As of this spring, it has been implemented on thousands of teams in 77 offices in 40 countries. During the five years since I first reported on this work, I have introduced similar time-based interventions at a range of companies—and I have come to appreciate the true power of those interventions. They put the ownership of how a team works into the hands of team members, who are empowered and incentivized to optimize their collective time. As a result, teams collaborate better. They streamline their work. They meet deadlines. They are more productive and efficient. Teams that set a goal of structured time off—and, crucially, meet regularly to discuss how they’ll work together to ensure that every member takes it—have more open dialogue, engage in more experimentation and innovation, and ultimately function better. CREATING “ENHANCED PRODUCTIVITY” DAYS One of the insights driving this work is the realization that many teams stick to tried-and-true processes that, although familiar, are often inefficient. Even companies that create innovative products rarely innovate when it comes to process. This realization came to the fore when I studied three teams of software engineers working for the same company in different cultural contexts. The teams had the same assignments and produced the same amount of work, but they used very different methods. One, in Shenzen, had a hub-and-spokes org chart—a project manager maintained control and assigned the work. Another, in Bangalore, was self-managed and specialized, and it assigned work according to technical expertise. The third, in Budapest, had the strongest sense of being a team; its members were the most versatile and interchangeable. Although, as noted, the end products were the same, the teams’ varying approaches yielded different results. For example, the hub-and-spokes team worked fewer hours than the others, while the most versatile team had much greater flexibility and control over its schedule. The teams were completely unaware that their counterparts elsewhere in the world were managing their work differently. My research provide

The Sleepwalkers: How Europe Went to War in 1914 (Clark, Christopher) - Your Highlight on page 26 | location 732-759 | Added on Saturday, 3 May 2014 14:31:16 Garašanin articulated this imperative in 1848 during the uprising in the Vojvodina. ‘The Vojvodina Serbs,’ he wrote, ‘expect from all Serbdom a helping hand, so they can triumph over their traditional enemy. […] But because of political factors, we cannot aid them publicly. It only remains for us to aid them in secret.’55 This preference for covert operations can also be observed in Macedonia. Following an abortive Macedonian insurrection against the Turks in August 1903, the new Karadjordjević regime began to operate an active policy in the region. Committees were established to promote Serb guerrilla activity in Macedonia, and there were meetings in Belgrade to recruit and supply bands of fighters. Confronted by the Ottoman minister in Belgrade, the Serbian foreign minister Kaljević denied any involvement by the government and protested that the meetings were in any case not illegal, since they had been convened ‘not for the raising of bands, but merely for collecting funds and expressing sympathy for co-religionists beyond the border’.56 The regicides were deeply involved in this cross-border activity. The conspirator officers and their fellow travellers within the army convened an informal national committee in Belgrade, coordinated the campaign and commanded many of the volunteer units. These were not, strictly speaking, units of the Serbian army proper, but the fact that volunteer officers were immediately granted leave by the army suggested a generous measure of official backing.57 Militia activity steadily expanded in scope, and there were numerous violent skirmishes between Serb četniks (guerrillas) and bands of Bulgarian volunteers. In February 1907, the British government requested that Belgrade put a stop to this activity, which appeared likely to trigger a war between Serbia and Bulgaria. Once again, Belgrade disclaimed responsibility, denying that it was funding četnik activity and declaring that it ‘could not prevent [its people] from defending themselves against foreign bands’. But the plausibility of this posture was undermined by the government’s continuing support for the struggle – in November 1906, the Skupština had already voted 300,000 dinars for aid to Serbs suffering in Old Serbia and Macedonia, and this was followed by a ‘secret credit’ for ‘extraordinary expenses and the defence of national interests’.58 Irredentism of this kind was fraught with risk. It was easy to send guerrilla chiefs into the field, but difficult to control them once they were there. By the winter of 1907, it was clear that a number of the četnik bands were operating in Macedonia independently of any supervision; only with some difficulty did an emissary from Belgrade succeed in re-imposing control. The ‘Macedonian imbroglio’ thus delivered an equivocal lesson, with fateful implications for the events of 1914. On the one hand, the devolution of command functions to activist cells dominated by members of the conspirator network carried the danger that control over Serb national policy might pass from the political centre to irresponsible elements on the periphery. On the other hand, the diplomacy of 1906–7 demonstrated that the fuzzy, informal relationship between the Serbian government and the networks entrusted with delivering irredentist policy could be exploited to deflect political responsibility from Belgrade and maximize the government’s room for manoeuvre. The Belgrade political elite became accustomed to a kind of doublethink founded on the intermittent pretence that the foreign policy of official Serbia and the work of national liberation beyond the frontiers of the state were separate phenomena.

But most agree that postmodern America is committed to at least three principles.13 (1) Postmodernism is postrationalistic. It rejects the idea that truth is absolute and purely rational. By dethroning the human intellect, postmoderns accept other paths to truth besides reason, such as the emotions and intuition. (2) Postmodernism is postindividualistic. Rejecting modernism’s paradigm of the self-determining, autonomous individual, who stands outside any community, postmoderns prefer to think of the individual within community. (3) Postmodernism is postnoeticentric, which means it desires more than knowledge for knowledge’s sake. Our world today is full of data and information. But postmoderns want more than purely intellectual apprehension. They want to know how to live well. Knowledge is of no value unless it works, unless it helps the postmoderns get along in life. In this sense, the fiercely pragmatic postmodern will consider something “true” if it works. If it does not work, then it is not true regardless of how much empirical data seems to support it. Of course, much of this philosophy is not bad. American culture has needed more emphasis on the community and social responsibility. But one of the consequences of this combination of ideas is the assumption that there is no absolute truth governing the universe. Since truth has to be defined for each context, it is up to each community to determine truth in the sense of finding what works for it and its individuals. Truth, then, is communally defined. The community accepts as truth the laws and ideals agreed upon by the majority. Truth is determined by a sort of collective knowledge (or ignorance, as the case may be).

This strategy goes against the established management practice of “holding people accountable,” and thus deserves some additional discussion. If people aren’t even asked to commit on a given task, won’t they relax too much, slow down, and lose focus? It turns out that the answer is no— people, as a rule, enjoy being highly productive— and tend to have even higher motivation when they can manage their own pace of work. Especially in high-risk environments like projects, it actually helps build unity of purpose and trust when staff see that managers above them are assuming responsibility for project risk, and buffering the task-level risk as needed. The aggregated risk approach frees everyone from the need to have the “how aggressively can you commit?” conversation, and allows all team members to focus instead on how to be a high-performing team. And if certain team members decide to take advantage of the “no-commitment” approach by slowing things down, it won’t take long for managers and other team members to notice it and take appropriate action.

While the concepts of pain and suffering are often lumped together, it’s helpful to be aware of their distinctiveness: pain is something we can’t escape and suffering is what we do about the pain. Suffering is the work we do with the pain. We don’t know what the Apostle Paul’s “thorn in the flesh” was. But when Paul prays to have this “thorn” removed, the divine response is, “My grace is sufficient for you, for power is made perfect in weakness.” Paul then was able to boast in his weaknesses: “I am content,” he writes, “with weaknesses, insults, hardships, persecutions, and calamities for the sake of Christ; for whenever I am weak, then I am strong.” Individually or collectively, the Divine experiences pain, suffers it, and out of the wreckage helps people rebuild their lives—even though things may never be the same as they once were.

This winter we christened Steve’s Whale One, a whale-watching excursion boat that will realize another of his long-held dreams. He always wanted to expand the experience of the zoo to include whales. Steve’s Whale One is a way for people to see firsthand some of the most amazing creatures on earth. The humpbacks in Australian waters approach whale-watching boats with curiosity and openness. It is a delightful experience, and one that I am confident will work to help inspire people and end the inhumane practice of whaling.

To fail to conserve a finite resource when conservation measures are available, to needlessly add carbon to the atmosphere when we know very well what carbon is doing to it, is simply wrong. Although the actions of one individual have zero effect on the climate, this doesn't mean that they're meaningless. Each of us has an ethical choice to make. During the Protestant Reformation, when "end times" was merely an idea, not the horribly concrete thing it is today, a key doctrinal question was whether you should perform good works because it will get you into Heaven, or whether you should perform them simply because they're good--because, while Heaven is a question mark, you know that this world would be better if everyone performed them. I can respect the planet, and care about the people with whom I share it, without believing that it will save me.

Thompson: Bugs are bugs. You write code with bugs because you do. If it's a safe language in the sense of run-time-safe, the operating system crashes instead of doing a buffer overflow in a way that's exploitable. The ping of death was the IP stack in the operating system. It seems to me that there'd be more pings of death. There wouldn't be pings of “take over the machine becoming superuser.” There'd be pings of death.

Science writers Po Bronson and Ashley Merryman have found that ethnic pride is an important element of self-esteem for other races but they draw the line at whites: “It’s horrifying to imagine kids being ‘proud to be white’. ” Many intellectuals believe whites are collectively guilty. As James Traub of The New Yorker wrote, when it comes to any discussion about race, whites must acknowledge that they are the offending party: “One’s hand is stayed by the knowledge of innumerable past hurts and misdeeds. The recognition of those wrongs, along with the acceptance of the sense of collective responsibility—guilt—that comes with recognition is a precondition to entering the discussion [about race].” Joe Klein, in New York Magazine, wrote that any conversation about race must begin with a confession: “It’s our fault; we’re racists.” “Black anger and white surrender have become a staple of contemporary racial discourse,” writes another commentator. Most blacks endorse this view. James Baldwin wrote that any real dialogue between the races requires a confession from whites that is nothing less than “a cry for help and healing.” Popular culture casually denigrates whites. Jay Blumenfield, an executive producer for the Showtime cable network, was working in 2004 on a reality program tentatively titled “Make Me Cool,” in which a group of blacks were to give “hipness makeovers” to a series of “desperately dweebie” whites. Why whites? Mr. Blumenfield explained that the purpose of the program was to correct “uncoolness,” and that “the easiest way to express that is they’ll be white.” Gary Bassell, head of an advertising agency that specializes in reaching Hispanics explained that “we’ve been shaped by an American pop culture today that increasingly proves that color is cool and white is washed out.” Miss Gallagher noted above that there are “few things more degrading than being proud to be white.” The United States Patent and Trademark Office (USPTO) agrees. In 2005, it refused to grant a trademark on the phrase “White Pride Country Wide.” It explained that “the ‘white pride’ element of the proposed mark is considered offensive and therefore scandalous.” The USPTO has nevertheless trademarked “Black Power” and “Black Supremacy,” and apparently finds nothing scandalous in “African Pride,” “Native Pride!” “Asian Pride,” “Black Pride,” “Orgullo Hispano” (Hispanic Pride), “Mexican Pride,” and “African Man Pride,” all of which have been trademarked.

Sticking with the $2 trillion infrastructure proposal, MMT would have us begin by asking if it would be safe for Congress to authorize $2 trillion in new spending without offsets. A careful analysis of the economy’s existing (and anticipated) slack would guide lawmakers in making that determination. If the CBO and other independent analysts concluded it would risk pushing inflation above some desired inflation rate, then lawmakers could begin to assemble a menu of options to identify the most effective ways to mitigate that risk. Perhaps one-third, one-half, or three-fourths of the spending would need to be offset. It’s also possible that none would require offsets. Or perhaps the economy is so close to its full employment potential that PAYGO is the right policy. The point is, Congress should work backward to arrive at the answer rather than beginning with the presumption that every new dollar of spending needs to be fully offset. That helps to protect us from unwarranted tax increases and undesired inflation. It also ensures that there is always a check on any new spending. The best way to fight inflation is before it happens. In one sense, we have gotten lucky. Congress routinely makes large fiscal commitments without pausing to evaluate inflation risks. It can add hundreds of billions of dollars to the defense budget or pass tax cuts that add trillions to the fiscal deficit over time, and for the most part, we come out unscathed—at least in terms of inflation. That’s because there’s normally enough slack to absorb bigger deficits. Although excess capacity has served as a sort of insurance policy against a Congress that ignores inflation risk, maintaining idle resources comes at a price. It depresses our collective well-being by depriving us of the array of things we could have enjoyed if we had put our resources to good use. MMT aims to change that. MMT is about harnessing the power of the public purse to build an economy that lives up to its full potential while maintaining appropriate checks on that power. No one would think of Spider-Man as a superhero if he refused to use his powers to protect and serve. With great power comes great responsibility. The power of the purse belongs to all of us. It is wielded by democratically elected members of Congress, but we should think of it as a power that exists to serve us all. Overspending is an abuse of power, but so is refusing to act when more can be done to elevate the human condition without risking inflation.

The individual most responsible for the triumph of the documentary style was probably Roy Stryker of the government’s Farm Security Administration (FSA), who sent a platoon of famous photographers out to record the lives of impoverished farmers and thus “introduce America to Americans.” Stryker was the son of a Kansas Populist, and, according to a recent study of his work, “agrarian populism” was the “first basic assumption” of the distinctive FSA style. Other agencies pursued the same aesthetic goal from different directions. Federal workers transcribed folklore, interviewed surviving ex-slaves, and recorded the music of the common man. Federally employed artists painted murals illustrating local legends and the daily work of ordinary people on the walls of public buildings. Unknowns contributed to this work, and great artists did too—Thomas Hart Benton, for example, painted a mural that was actually titled A Social History of the State of Missouri in the capitol building in Jefferson City.16 There was a mania for documentary books, photos of ordinary people in their homes and workplaces that were collected and narrated by some renowned prose stylist. James Agee wrote the most enduring of these, Let Us Now Praise Famous Men, in cooperation with photographer Walker Evans, but there were many others. The novelist Erskine Caldwell and the photographer Margaret Bourke-White published You Have Seen Their Faces in 1937, while Richard Wright, fresh from the success of his novel Native Son, published Twelve Million Black Voices in 1941, with depictions of African American life chosen from the populist photographic output of the FSA.

While there is no formula for cognitive load, we can assess the number and relative complexity (internal to the organization) of domains for which a given team is responsible. The Engineering Productivity team at OutSystems that we mentioned in Chapter 1 realized that the different domains they were responsible for (build and continuous integration, continuous delivery, test automation, and infrastructure automation) had caused them to become overloaded. The team was constantly faced with too much work and context switching prevailed, with tasks coming in from different product areas simultaneously. There was a general sense in the team that they lacked sufficient domain knowledge, but they had no time to invest in acquiring it. In fact, most of their cognitive load was extraneous, leaving very little capacity for value-add intrinsic or germane cognitive load. The team made a bold decision to split into microteams, each responsible for a single domain/product area: IDE productivity, platform-server productivity, and infrastructure automation. The two productivity microteams were aligned (and colocated) with the respective product areas (IDE and platform server). Changes that overlapped domains were infrequent; therefore, the previous single-team model was optimizing for the exceptions rather than the rule. With the new structure, the teams collaborated closely (even creating temporary microteams when necessary) on cross-domain issues that required a period of solution discovery but not as a permanent structure. After only a few months, the results were above their best expectations. Motivation went up as each microteam could now focus on mastering a single domain (plus they didn’t have a lead anymore, empowering team decisions). The mission for each team was clear, with less context switching and frequent intra-team communication (thanks to a single shared purpose rather than a collection of purposes). Overall, the flow and quality of the work (in terms of fitness of the solutions for product teams) increased significantly.

Liu was taken at bayonet point from his Shandong village in 1944 and sent to work in the Showa coal mine in Hokkaido. Unlike those at Hanaoka who rose up in rebellion, he fled into the mountains. He escaped in July 1945, just about one month before the end of the war, but he was so terrified that he remained in hiding, living off grasses and nuts, and occasionally descending to the remote coastline to collect seaweed, less afraid of bears than of human beings, and with no knowledge that the war was over, until he was by chance discovered by a rabbit trapper in 1958. When he emerged, not only was the war over, but Kishi Nobosuke, the Tojo Cabinet's Minister for Commerce and Labor, who had been responsible for the forced-labor program, had become prime minister. When Kishi's government ordered an investigation of Liu on suspicion of illegal entry into the country, Liu published a famous statement of protest and then returned to China. Failure can feel like the ultimate death sentence, but it’s actually a step forward. When we fail, life is pushing us in a different direction so we can experience something new. One adventure has ended and another is about to begin, because it must. Think of your activities in life as scientific experiments. Scientists expect the vast majority of their tests to fail, but they still view each test as a step forward, regardless of the outcome. This is because each failed test rules out that particular approach, narrowing the remaining scope of potential solutions. You might be thinking, “What if all of my experiments fail until the day I die?” Great question. That might happen, depending on how you define failure and success. Here’s the magical solution to that problem: The results of your experiments are of little consequence. Only the experiments themselves matter. The old platitude is true: It’s about the journey, not the destination. Doing experiments will account for 99% of your time on this earth. That’s the journey. The result of your experiments is the other 1%. If you enjoy 99% of your life (the time spent in experimentation), who cares about the results? This is how to remove the problem of failure. Failure is just a temporary result. Its effect is as big or as small as you allow it to be. Elon Musk is becoming a household name. He cofounded Paypal. He now runs two companies simultaneously. The first, Tesla Motors, builds electric cars. The second, SpaceX, builds rocket ships. Many people think of Elon Musk as a real-world Iron Man—a superhero. He’s a living legend. He works extremely hard, and he’s brilliant. Did you know that Elon Musk never worked at Netscape? This is interesting because he actually wanted to work there very badly. He applied to Netscape while he was in grad school at Stanford, but never received a response. He even went to Netscape’s lobby with resume in hand, hoping to talk to someone about getting a job. No one in the lobby ever spoke to Elon that day. After getting nervous and feeling ashamed of himself, he walked out. That’s right. Elon Musk failed to get hired at Netscape. The recruiting managers didn’t see a need for him, and he was too ashamed to keep badgering them. So what happened next? Well, we know what happened from there. Musk went on to become one of the most successful and respected visionaries of our time.[30] Take a deep breath and realize that there are no life-ending failures, only experiments and results. It’s also important to realize that you are not the failure—the experiment is the failure. It is impossible for a person to be a failure. A person’s life is just a collection of experiments.
