There have been ample opportunities since 1945 to show that material superiority in war is not enough if the will to fight is lacking. In Algeria, Vietnam and Afghanistan the balance of economic and military strength lay overwhelmingly on the side of France, the United States, and the Soviet Union, but the will to win was slowly eroded. They were issues, wrote one American observer in 1939, 'worth dying for'. If, he continued, 'the will-to-destruction triumphs, our resolution to preserve civilisation must become more implacable...our courage must mount'. Words like 'will' and 'courage' are difficult for historians to use as instruments of cold analysis. They cannot be quantified; they are elusive of definition; they are products of a moral language that is regarded sceptically today, even tainted by its association with fascist rhetoric. German and Japanese leaders believed that the spiritual strength of their soldiers and workers in some indefinable way compensate for their technical inferiority. When asked after the war why Japan lost, one senior naval officer replied that the Japanese 'were short on spirit, the military spirit was weak...' and put this explanation ahead of any material cause. Within Germany, belief that spiritual strength or willpower was worth more than generous supplies of weapons was not confined to Hitler by any means, though it was certainly a central element in the way he looked at the world. The irony was that Hitler's ambition to impose his will on others did perhaps more than anything to ensure that his enemies' will to win burned brighter still. The Allies were united by nothing so much as a fundamental desire to smash Hitlerism and Japanese militarism and to use any weapon to achieve it. The primal drive for victory at all costs nourished Allied fighting power and assuaged the thirst for vengeance. They fought not only because the sum of their resources added up to victory, but because they wanted to win and were certain that their cause was just. The Allies won the Second World War because they turned their economic strength into effective fighting power, and turned the moral energies of their people into an effective will to win. The mobilisation of national resources in this broad sense never worked perfectly, but worked well enough to prevail. Materially rich, but divided, demoralised, and poorly led, the Allied coalition would have lost the war, however exaggerated Axis ambitions, however flawed their moral outlook. The war made exceptional demands on the Allied peoples. Half a century later the level of cruelty, destruction and sacrifice that it engendered is hard to comprehend, let alone recapture. Fifty years of security and prosperity have opened up a gulf between our own age and the age of crisis and violence that propelled the world into war. Though from today's perspective Allied victory might seem somehow inevitable, the conflict was poised on a knife-edge in the middle years of the war. This period must surely rank as the most significant turning point in the history of the modern age.

Knut Haukelid and his assistants had been discovered by the night watchman of the civilian ferry while they were sneaking on board to sabotage it. Haukelid had told the watchman that they were escaping the Gestapo, and the watchman had let them go. Haukelid had considered warning the night watchman, but that would have endangered the mission, so Haukelid had only shaken his hand. And the civilian ship had sunk in the deepest part of the lake, with eight dead Germans, seven dead crew, and three dead civilian bystanders. Some of the Norwegian rescuers of the ship had thought the German soldiers present should be left to drown, but this view had not prevailed, and the German survivors had been rescued. And that had been the end of the Nazi nuclear weapons program. Which was to say that Knut Haukelid had killed innocent people. One of whom, the night watchman of the ship, had been a good person. Someone who'd gone out of his way to help Haukelid, at risk to himself; from the kindness of his heart, for the highest moral reasons; and been sent to drown in turn. Moscow can be a cold, hard place in winter. But the big old house on Tverskoy Boulevard had always seemed immune to these particular facts, the way that it had seemed immune to many things throughout the years. When breadlines filled the streets during the reign of the czars, the big house had caviar. When the rest of Russia stood shaking in the Siberian winds, that house had fires and gaslight in every room. And when the Second World War was over and places like Leningrad and Berlin were nothing but rubble and crumbling walls, the residents of the big house on Tverskoy Boulevard only had to take up a hammer and drive a single nail—to hang a painting on the landing at the top of the stairs—to mark the end of a long war. The canvas was small, perhaps only eight by ten inches. The brushstrokes were light but meticulous. And the subject, the countryside near Provence, was once a favorite of an artist named Cézanne. No one in the house spoke of how the painting had come to be there. Not a single member of the staff ever asked the man of the house, a high-ranking Soviet official, to talk about the canvas or the war or whatever services he may have performed in battle or beyond to earn such a lavish prize. The house on Tverskoy Boulevard was not one for stories, everybody knew. And besides, the war was over. The Nazis had lost. And to the victors went the spoils. Or, as the case may be, the paintings. Eventually, the wallpaper faded, and soon few people actually remembered the man who had brought the painting home from the newly liberated East Germany. None of the neighbors dared to whisper the letters K-G-B. Of the old Socialists and new socialites who flooded through the open doors for parties, not one ever dared to mention the Russian mob. And still the painting stayed hanging, the music kept playing, and the party itself seemed to last—echoing out onto the street, fading into the frigid air of the night. The party on the first Friday of February was a fund-raiser—though for what cause or foundation, no one really knew. It didn’t matter. The same people were invited. The same chef was preparing the same food. The men stood smoking the same cigars and drinking the same vodka. And, of course, the same painting still hung at the top of the stairs, looking down on the partygoers below. But one of the partygoers was not, actually, the same. When she gave the man at the door a name from the list, her Russian bore a slight accent. When she handed her coat to a maid, no one seemed to notice that it was far too light for someone who had spent too long in Moscow’s winter. She was too short; her black hair framed a face that was in every way too young. The women watched her pass, eyeing the competition. The men hardly noticed her at all as she nibbled and sipped and waited until the hour grew late and the people became tipsy. When that time finally came, not one soul watched as the girl with the soft pale skin climbed the stairs and slipped the small painting from the nail that held it. She walked to the window. This enrages many of its architects, including Bob Taylor and Larry Roberts, who insistently and repeatedly debunked this origin myth. However, like many of the innovations of the digital age, there were multiple causes and origins. Different players have different perspectives. Some who were higher in the chain of command than Taylor and Roberts, and who have more knowledge of why funding decisions were actually made, have begun to debunk the debunking. Let’s try to peel away the layers. There is no doubt that when Paul Baran proposed a packet-switched network in his RAND reports, nuclear survivability was one of his rationales. “It was necessary to have a strategic system that could withstand a first attack and then be able to return the favor in kind,” he explained. “The problem was that we didn’t have a survivable communications system, and so Soviet missiles aimed at U.S. missiles would take out the entire telephone-communication system.”76 That led to an unstable hair-trigger situation; a nation was more likely to launch a preemptive strike if it feared that its communications and ability to respond would not survive an attack. “The origin of packet switching is very much Cold War,” he said. “I got very interested in the subject of how the hell you build a reliable command and control system.”77 So in 1960 Baran set about devising “a communication network which will allow several hundred major communications stations to talk with one another after an enemy attack.”78

Fascism feeds on social and economic grievances, including the belief that the people over there are receiving better treatment than they deserve while I’m not getting what I’m owed. It seems today that almost everyone has a grievance: the unemployed steelworker, the low-wage fast-food employee, the student up to her ears in debt, the businessperson who feels harassed by government regulations, the veteran waiting too long for a doctor’s appointment, the fundamentalist who thinks war is being waged against Christmas, the professional with her head brushing against a glass ceiling, the Wall Street broker who feels unfairly maligned, the tycoon who still thinks he is being overtaxed. Obviously, personal gripes—legitimate or not—have been part of the human condition ever since Cain decided to work out his jealousy on his brother. What is an added concern now is the lack of effective mechanisms for assuaging anger. As described above, we all tend to live in media and information bubbles that reinforce our grievances instead of causing us to look at difficult questions from many sides. Rather than think critically, we seek out people who share our opinions and who encourage us to ridicule the ideas of those whose convictions and perspectives clash with our own. At many levels, contempt has become a defining characteristic of American politics. It makes us unwilling to listen to what others say—unwilling, in some cases, even to allow them to speak. This stops the learning process cold and creates a ready-made audience for demagogues who know how to bring diverse groups of the aggrieved together in righteous opposition to everyone else.

The unbelievable speed of this process has been principally caused by the fact that a handful of businesses in Silicon Valley (notably Google, Twitter and Facebook) now have the power not just to direct what most people in the world know, think and say, but have a business model which has accurately been described as relying on finding ‘customers ready to pay to modify someone else’s behaviour’.2 Yet although we are being aggravated by a tech world which is running faster than our legs are able to carry us to keep up with it, these wars are not being fought aimlessly. They are consistently being fought in a particular direction. And that direction has a purpose that is vast. The purpose – unknowing in some people, deliberate in others – is to embed a new metaphysics into our societies: a new religion, if you will. Although the foundations had been laid for several decades, it is only since the financial crash of 2008 that there has been a march into the mainstream of ideas that were previously known solely on the obscurest fringes of academia. The attractions of this new set of beliefs are obvious enough. It is not clear why a generation which can’t accumulate capital should have any great love of capitalism. And it isn’t hard to work out why a generation who believe they may never own a home could be attracted to an ideological world view which promises to sort out every inequity not just in their own lives but every inequity on earth. The interpretation of the world through the lens of ‘social justice’, ‘identity group politics’ and ‘intersectionalism’ is probably the most audacious and comprehensive effort since the end of the Cold War at creating a new ideology. As we look to the future, the docile and passive state described by Aldous Huxley in his Brave New World is perhaps more appropriate analogy than the strictly totalitarian predictions offered by George Orwell's Nineteen Eighty-Four. Bizarrely, many British citizens are quite content in this new climate of hyper-surveillance, since its their own lifestyle choices that helped to create 'wired world' - or even wish for it, for as we have seen, the new torrents of data have been been a source of endless trouble for the overstretched secret agencies. As Ken Macdonald rightly points out, the real drives of our wired world have been private companies looking for growth, and private individuals in search of luxury and convenience at the click of a mouse. The sigint agencies have merely been handed the impossible task of making an interconnected society perfectly secure and risk-free, against the background of a globalized world that presents many unprecedented threats, and now has a few boundaries or borders to protect us. Who, then, is to blame for the rapid intensification of electronic surveillance? Instinctively, many might reply Osama bin Laden, or perhaps Pablo Escobar. Others might respond that governments have used these villains as a convenient excuse to extend state control. At first glance, the massive growth of security, which includes includes not only eavesdropping but also biometric monitoring, face recognition, universal fingerprinting and the gathering of DNA, looks like a sad response to new kinds of miscreants. However, the sad reality is that the Brave New World that looms ahead of us is ultimately a reflection of ourselves. It is driven by technologies such as text messaging and customer loyalty cards that are free to accept or reject as we choose. The public debate on surveillance is often cast in terms of a trade-off between security and privacy. The truth is that luxury and convenience have been pre-eminent themes in the last decade, and we have given them a much higher priority than either security or privacy. We have all been embraced the world of surveillance with remarkable eagerness, surfing the Internet in a global search for a better bargain, better friends, even a better partner. GCHQ vast new circular headquarters is sometimes represented as a 'ring of power', exercising unparalleled levels of surveillance over citizens at home and abroad, collecting every email, every telephone and every instance of internet acces. It has even been asserted that GCHQ is engaged in nothing short of 'algorithmic warfare' as part of a battle for control of global communications. By contrast, the occupants of 'Celtenham's Doughnut' claim that in reality they are increasingly weak, having been left behind by the unstoppable electronic communications that they cannot hope to listen to, still less analyse or make sense of. In fact, the frightening truth is that no one is in control. No person, no intelligence agency and no government is steering the accelerating electronic processes that may eventually enslave us. Most of the devices that cause us to leave a continual digital trail of everything we think or do were not devised by the state, but are merely symptoms of modernity. GCHQ is simply a vast mirror, and it reflects the spirit of the age.

For that half hour spent in the dappled shade of the Douglas firs, reading Betty and Veronica, the icy ball had melted away without him even noticing. That was magic—not the apparent magic of a silk-hatted card-palmer, or the bold, brute trickery of the escape artist, but the genuine magic of art. But looking back I see how much the experience of my own heart, at least, was caused by our modern 'laws and kings': by the different regimes of East and West, and the conflict between them. Perhaps, after all, Johnson was expressing not a universal but a purely local truth. Happy the country where that was ever true.

A more venomous opponent, Christopher Hitchens, made the charge, all too familiar on the left, that Kissinger was a war criminal—what else could he be if his lethal policies had no other aim but his personal advancement? Hitchens drew up a “Bill of Indictment” that charged Kissinger with crimes in such places as Bangladesh, Chile, Cyprus, and East Timor. International relations, Hitchens wrote, were treated “as something contingent to his own needs.” One Kissinger defender, his authorized biographer Niall Ferguson, has argued that every postwar administration before Nixon’s—Truman’s, Eisenhower’s, Kennedy’s, and Johnson’s—“could just as easily be accused of war crimes or crimes against humanity.” He pointed out that Eisenhower’s policies in Guatemala had led to the deaths of about 200,000 people. Causing or condoning death, even of innocents, was the price of being a superpower with a global role. Yet perhaps with the exception of Truman (because of his decision to use atomic weapons against Japan), no one was put in the leftist dock as a war criminal so often or to the same degree as Kissinger, not John Foster Dulles, not Dean Rusk. Why, Ferguson wondered, did Kissinger’s accusers subject him to a “double standard”? The left, however, didn’t see a double standard. Kissinger, alone among postwar policymakers, was charged with making decisions out of personal interest, not national or global concerns. According to his critics, he “believed in nothing,” though it would be more accurate to say that what he believed in was weighing means against ends, a kind of situational, pragmatic ethics that rejected the left’s moralistic strictures. What he didn’t believe in were absolutes. “There is no easy and surely no final answer,” he said. To be sure, valid objections could be raised against specific Kissinger policies, even in his own terms of weighing means against ends—the invasion of Cambodia, for example, or the tilt toward Pakistan during the Bangladesh crisis—and there is certainly truth to Seymour Hersh’s assertion that “Nixon and Kissinger remained blind to the human costs of their actions.” Callousness has always been the besetting sin of Realpolitik, and it is not difficult to find examples of almost brutal coldness in Kissinger’s record. “It’s none of our business how they treat their own people,” he said of Moscow’s policy toward Soviet Jews. “I’m Jewish myself, but who are we to complain?” Actual human beings could get lost as power was being balanced.

What happened in 1970 in Los Angeles was the worst economic episode I’ve ever had to fight through. Unlike the post–Cold War Recession, we did not have the waves of in-migration from Mexico, nor were drug sales as great. I believe the underground economy was a silent savior of Los Angeles during 1990–94. The Kent State Massacre and the Pentagon Papers scandal didn’t help the 1970 scene. Furthermore, things didn’t get better in the early 1970s. The sharp recession of 1970 was followed by a sudden inflation caused by Vietnam spending. Nixon “slammed the gold window shut.” From 1945 to 1971, the U.S., under the Bretton Woods Agreement, had agreed to back its currency to a limited extent with gold at $35 per ounce. Other nations’ central banks were withdrawing our gold so fast that Nixon had to renege on the promise. This was followed in 1973 by the end of fixed currency exchange rates. The dollar plummeted. Traveling to the wine country of France in the summer of 1973, I was unable to cash American Express dollar-denominated traveler’s checks. Inflation jumped with the 1973 Energy Crisis. Nixon imposed wage and price controls. Then Watergate, accompanied by the Dow Jones hitting bottom in 1974. Three Initiatives to Turn the Tide Against all this, Trader Joe’s mounted three initiatives. In chronological order: We launched the Fearless Flyer early in 1970. During the centuries that science has fruitlessly sought remedies against coronavirus (aka the common cold), only zinc has repeatedly proven its efficacy in peer-reviewed studies. Zinc impedes viral replication, prophylaxing against colds and abbreviating their duration. The groaning shelves that commercial pharmacies devote to zinc-based cold remedies attest to its extraordinary efficacy. Yet Anthony Fauci never advised Americans to increase zinc uptake following exposure to infection.

For many struggling peoples in the Third World that recently overcame decades of Western colonialism and imperialism, North Korea’s economic recovery and military prowess were justifiably admirable. On the other hand, the oppressiveness and brutality of the North Korean political system undermined the appeal of the DPRK’s developmental model to the Third World. The growing inefficiencies of North Korea’s economic system also became too obvious to ignore. In fact, Kim Il Sung’s Third World diplomacy may have furthered the DPRK’s domestic economic troubles. A former member of the North Korean elite, Kang Myong- do, said after his defection to South Korea that “excessive aid to Third World countries had caused an actual worsening of North Korea’s already serious economic problems.

In the depth of it, by introspective meditation, one is able to find the jewel of knowledge, truth, reality, liberation, nirvana, these various terms being different denominations of the same thing. Nirvana, the supreme salvation, is not separated from samsara, the phenomenal world, but the mystic finds the first in the heart of the second, just as the jewel may be found in the lotus. Nirvana, the jewel, exists when enlightenment exists. Samsara, the lotus, exists when delusion exists, which veils nirvana, just as the many petals of the lotus conceal the jewel, nestling among them. Hum! at the end of the formula, is a mystic expression of wrath used in coercing fierce deities and subduing demons. Hum! is a kind of mystic war cry; uttering it, is challenging the enemy. Tibetans affirm that through mastery over breath one may conquer all passion and anger as well as carnal desires, acquire serenity, prepare the mind for meditation and awake spiritual energy. Breath, in its turn, influences bodily and mental activity. Consequently, two methods have been devised: the most easy one which quiets the mind by controlling the breath and the more difficult way which consists in regulating the breath by controlling the mind. Liberty is the motto on the heights of the Land of Snows, but strangely enough, the disciple starts on that road of utter freedom by the strictest obedience to his spiritual guide. However, the required submission is confined to the spiritual and psychic exercises and the way of living prescribed by the master. No dogmas are ever imposed. The disciple may believe, deny or doubt anything according to his own feelings. People who habitually practice methodical contemplation often experience, when sitting down for their appointed time of meditation, the sensation of putting down a load or taking off a heavy garment and entering a silent, delightfully calm, region. It is the impression of deliverance and serenity which Tibetan mystics call niampar jagpa, to make equal, to level - meaning calming down all causes of agitation that roll their waves through the mind. A flag moves. What is that which moves? Is it the flag or the wind? The answer is that neither the flag nor the wind moves. it is the mind that moves. The fact is that Orientals, excepting vulgar charlatans, do not make a show of their mystic, philosophic or psychic knowledge. Gods, demons, the whole universe, are but a mirage which exists in the mind, springs from it and sinks into it.

Those more panicked are often hardly less complacent, living instead through climate fatalism as though it were climate optimism. Over the last few years, as the planet's own environmental rhythms seem to grow more fatalistic, skeptics have found themselves arguing not that climate change isn't happening, since extreme weather has made that undeniable, but that it's causes are unclear. Suggesting that the changes we are seeing are the result of natural cycles rather than human activities and interventions. It is a very strange argument. If the planet is warming at a terrifying pace and on a horrifying scale it should transparently concern us more, rather than less, that the warming is beyond our control, possibly even our comprehension. That we know global warming is our doing should be a comfort, not a cause for despair, however incomprehensibly large and complicated we find the processes that have brought it into being. That we know we are, ourselves, responsible for all it's punishing effects should be empowering, and not just perversely. Global warming is after all a human invention and the flip-side of our real time guilt is that we remain in command. No matter how out of control the climate system seems; with it's roiling typhones, unprecedented famines and heat waves, refugee crises and climate conflicts; we are all it's authors and still writing. Some, like our oil companies and their political patrons are more prolific authors than others. But the burden of responsibility is too great to be shouldered by a few however comforting it is to think all that is needed is for a few villians to fall. Each of us imposes some suffering on our future selves every time we flip on a light switch, buy a plane ticket, or fail to vote. Now we all share the responsibility to write the next act.

They firmly and squarely sided with the Allies, gave volunteer forces under the Allied Command in the Middle East, on the eastern front and elsewhere. For a people whose numbers had been decimated to less than 4 million, they gave a participation of 250,000, fighting against the Axis Powers.”34     General Dro spoke through an interpreter. The awkward issue of his wartime collaboration with Nazi Germany was not mentioned. The general reminisced about a luncheon in 1921 hosted for him by Stalin, whom he described as an old comrade from the revolution of 1905, at which promises were made and then broken. Dro, a veteran of the Russian-Ottoman war, also conspicuously failed to mention Turkey or 1915. He only spoke about atrocities committed by the Bolsheviks, who, he said, “took over Armenia with a brutality and persecution characteristic of the Middle Ages.”35     A certain kind of Armenia—one that had lost its independence, bravely fighting Soviet Russia—was required by the Cold War American political imagination.
