What are the health effects of the choice between austerity and stimulus? Today there is a vast natural experiment being conducted on the body economic. It is similar to the policy experiments that occurred in the Great Depression, the post-communist crisis in eastern Europe, and the East Asian Financial Crisis. As in those prior trials, health statistics from the Great Recession reveal the deadly price of austerity—a price that can be calculated not just in the ticks to economic growth rates, but in the number of years of life lost and avoidable deaths. Had the austerity experiments been governed by the same rigorous standards as clinical trials, they would have been discontinued long ago by a board of medical ethics. The side effects of the austerity treatment have been severe and often deadly. The benefits of the treatment have failed to materialize. Instead of austerity, we should enact evidence-based policies to protect health during hard times. Social protection saves lives. If administered correctly, these programs don’t bust the budget, but—as we have shown throughout this book—they boost economic growth and improve public health. Austerity’s advocates have ignored evidence of the health and economic consequences of their recommendations. They ignore it even though—as with the International Monetary Fund—the evidence often comes from their own data. Austerity’s proponents, such as British Prime Minister David Cameron, continue to write prescriptions of austerity for the body economic, in spite of evidence that it has failed. Ultimately austerity has failed because it is unsupported by sound logic or data. It is an economic ideology. It stems from the belief that small government and free markets are always better than state intervention. It is a socially constructed myth—a convenient belief among politicians taken advantage of by those who have a vested interest in shrinking the role of the state, in privatizing social welfare systems for personal gain. It does great harm—punishing the most vulnerable, rather than those who caused this recession.

It drove the dollar up, which produced deflationary pressures in the U.S., which allowed the Fed to ease interest rates without raising inflation. This fueled a boom. The banks were protected both because the Federal Reserve loaned them cash and the creditors’ committees and international financial restructuring organizations such as the International Monetary Fund (IMF) and the Bank for International Settlements arranged things so that the debtor nations could pay their debt service from new loans. That way everyone could pretend everything was fine and write down those loans over many years. My experience over this period was like a series of blows to the head with a baseball bat. Being so wrong—and especially so publicly wrong—was incredibly humbling and cost me just about everything I had built at Bridgewater. I saw that I had been an arrogant jerk who was totally confident in a totally incorrect view. So there I was after eight years in business, with nothing to show for it. That’s part of standard Keynesian economics, too, although Keynes, writing during the Great Depression, did not emphasize it. Setting aside the underlying theory, the central Keynesian policy idea is that the government can—and, Keynes argued, should—act as a kind of balance wheel, stimulating aggregate demand when it’s too weak and restraining aggregate demand when it’s too strong. Now, some might think this is fine, because the reader will assume that Sam caught the ball. I’m afraid that many, many readers, however, will not make that assumption, and a tiny tickle of disbelief will begin far back in their brain somewhere – the obvious question: What happened to the ball??? How do you fix such slips? By showing the completion of the stimulus-response transaction, by providing the response to the stimulus you’ve already shown, thus: (Stimulus) Joe threw the ball to Sam. During NASA’s first fifty years the agency’s accomplishments were admired globally. Democratic and Republican leaders were generally bipartisan on the future of American spaceflight. The blueprint for the twenty-first century called for sustaining the International Space Station and its fifteen-nation partnership until at least 2020, and for building the space shuttle’s heavy-lift rocket and deep spacecraft successor to enable astronauts to fly beyond the friendly confines of low earth orbit for the first time since Apollo. That deep space ship would fly them again around the moon, then farther out to our solar system’s LaGrange points, and then deeper into space for rendezvous with asteroids and comets, learning how to deal with radiation and other deep space hazards before reaching for Mars or landings on Saturn’s moons. It was the clearest, most reasonable and best cost-achievable goal that NASA had been given since President John F. Kennedy’s historic decision to land astronauts on the lunar surface. Then Barack Obama was elected president. The promising new chief executive gave NASA short shrift, turning the agency’s future over to middle-level bureaucrats with no dreams or vision, bent on slashing existing human spaceflight plans that had their genesis in the Kennedy, Johnson, Nixon, Ford, Carter, Reagan, Bush, Clinton, and Bush White Houses. From the starting gate, Mr. Obama’s uncaring space team rolled the dice. First they set up a presidential commission designed to find without question we couldn’t afford the already-established spaceflight plans. The fifty-year dream of new frontiers was replaced with the shortsighted obligations of party politics. As 2011 dawned, NASA, one of America’s great science agencies, was effectively defunct. While Congress has so far prohibited the total cancellation of the space agency’s plans to once again fly astronauts beyond low earth orbit, Obama space operatives have systematically used bureaucratic tricks to slow roll them to a crawl. Congress holds the purse strings and spent most of 2010 saying, “Wait just a minute.” Thousands of highly skilled jobs across the economic spectrum have been lost while hundreds of billions in “stimulus” have been spent. As of this writing only Congress can stop the NASA killing. Florida’s senior U.S. Senator Bill Nelson, a Democrat, a former spaceflyer himself, is leading the fight to keep Obama space advisors from walking away from fifty years of national investment, from throwing the final spade of dirt on the memory of some of America’s most admired heroes. The Benefits of Suffering Not only is sickness an inherent part of life, it is often beneficial one. Nietzsche found that the most brilliant parts of his writings co-occurred with bodily weakness and suffering. He felt that failures, anxieties, deprivations and mistakes, were necessary for him, just as their opposites 'the path of one's own heaven always leads through the voluptuousness of one's own hell'. Those who cannot endure their suffering and try desperately to eliminate it, encourage neglectfulness remissness, and by their efforts rule out happiness 'For happiness and misfortune are brother and sister, we all grow tall together, or, as with you, remain small together'. The two, health and illness, cannot be separated; the ability to tolerate sickness defines health; and illness is a trigger for a new learning 'as important survival supporting signal, and hurt, conditions people to avoid dangers and protect themselves 'some storm is approaching, and we do well to 'catch' as little wind as possible'. Moreover, 'illness may even act as a powerful stimulus to life, to an abundance of life,' exemplified by Nietzsche, who after a prolonged sickness, rediscovered life, enjoyed it even more, and transformed his suffering into his new philosophy. Nietzsche rejected the conception of suffering as an argument against existence, and pointed out that there were ages in which people tolerated suffering 'and saw in it an enchantment of the first order, a genuine seduction to life. Perhaps in those days [. . .] pain did not hurt as much as it does now'. Furthermore, for healthy people, 'being sick can even become an energetic stimulus for life, for living more'. I turned my will to health, to life, into a philosophy'. Nietzsche felt that he owed his philosophy to Amor Fati, to a higher kind of health, to his prolonged illness 'It is great pain only which is the ultimate emancipator of the spirit'. Pain teaches strong suspicion which enable seeing things from different perspectives, seeming them different from what they seem to be. A great torturing long pain 'compels us, philosophers, to descend into our ultimate depths, and divest ourselves of all trust, all good-nature, veiling, gentleness, and mediocrity'. Having to live with pain and suffering, Nietzsche tried not only to persevere, but to turn it into great suffering, thus turning a constraint into an opportunity, and the list of advantages is telling: 'Prophetic human beings are afflicted with a great deal of suffering [. . .] it is their path that makes them prophets'. Pain and sickness do not necessarily make people any better, but they do make them deeper, and without them the great suspicion which liberates the spirit and a philosophical examination of life will probably be lost 'Only great pain is the ultimate liberator of the spirit'. Persons who experienced severe suffering become ones who know much about a terrifying world, about which others have no clue 'Deep suffering makes noble; it separates'. The ability to discover happiness in the midst of 'weariness, in the old illness, in the convalescent's relapses', is a sign of the free spirit, who can remain grateful, see the bright side of things and furthermore, after periods of sickness get cured of pessimism

By my reckoning, Lewis wrote thirteen books and forty-four articles during his Cambridge years, not to mention numerous book reviews and several poems, and he edited three collections of essays. There were controversies, of course, perhaps most significantly the 1960 debate with F. R. Leavis and his supporters over the merits of literary criticism. Nevertheless, Lewis’s Cambridge period—while not being anything like Bunyan’s “Plain called Ease”—was certainly an oasis of creativity, resulting in some of his most significant works, including Till We Have Faces (1956), Reflections on the Psalms (1958), The Four Loves (1960), An Experiment in Criticism (1961), and The Discarded Image (published posthumously in 1964). Yet Lewis’s Cambridge period was dominated by an event in his personal life, which had a significant impact on his writings during this time. Lewis found a new—but rather demanding—literary stimulus: Helen Joy Davidman.

How the temptation to sin always aids our progress. You should know that the impulse to sin always brings great benefit for someone who is righteous. Now listen to this. Imagine two individuals, one of whom is the type of person who experiences little or no temptation while the other is the type who is much troubled by temptation. The mere presence of certain things rouses their outer self so that they are moved to anger, to vanity or to sensuality, according to the nature of the stimulus. But with their higher powers they remain steadfast and unmoved, and determined not to give in to their weakness, whether it be losing their temper or any other sin, and they strongly resist it. Perhaps it is a question of a weakness which is rooted in their own nature, just as certain people are irascible or vain or whatever but do not wish to commit the sin. These are far worthier of praise and deserving of a far greater reward, and are far nobler than the first type, for the perfection of virtue is born in struggle, as St Paul says: ‘virtue is perfected in weakness’ (2 Cor. 12:9). It is not being tempted to sin which is sinful, but consenting to sin; it is wanting to lose your temper which is sinful. In fact, if someone who is in the right state of mind had the power to make the temptation to sin go away, then they would not exercise that power, for without temptation we would be untried in all things and in all that we do, unaware of the dangers of things, and without the honour of battle, victory and reward. The assault and stimulation of vice bring virtue and our struggle’s reward. Temptation makes us work harder in the practice of virtue, and it drives us forcefully into the arms of virtue and is a sharp lash which teaches us vigilance and virtue; for the weaker someone is, the more they should arm themselves with strength and victory, since virtue, like vice, is a matter of the will.

One has to learn to see, one has to learn to think, one has to learn to speak and write: the end in all three is a noble culture. Learning to see – habituating the eye to repose, to patience, to letting things come to it; learning to defer judgment, to investigate and comprehend the individual case in all its aspects. This is the first preliminary schooling in spirituality; not to react immediately to a stimulus, but to have the restraining, stock-taking instincts in one’s control. Learning to see, as I understand it, is almost what is called in unphilosophical language ‘strong will-power’: the essence of it is precisely not to ‘will,’ the ability to defer decision.
