Language as a Prison The Philippines did have a written language before the Spanish colonists arrived, contrary to what many of those colonists subsequently claimed. However, it was a language that some theorists believe was mainly used as a mnemonic device for epic poems. There was simply no need for a European-style written language in a decentralized land of small seaside fishing villages that were largely self-sufficient. One theory regarding language is that it is primarily a useful tool born out of a need for control. In this theory written language was needed once top-down administration of small towns and villages came into being. Once there were bosses there arose a need for written language. The rise of the great metropolises of Ur and Babylon made a common written language an absolute necessity—but it was only a tool for the administrators. Administrators and rulers needed to keep records and know names— who had rented which plot of land, how many crops did they sell, how many fish did they catch, how many children do they have, how many water buffalo? More important, how much then do they owe me? In this account of the rise of written language, naming and accounting seem to be language's primary "civilizing" function. Language and number are also handy for keeping track of the movement of heavenly bodies, crop yields, and flood cycles. Naturally, a version of local oral languages was eventually translated into symbols as well, and nonadministrative words, the words of epic oral poets, sort of went along for the ride, according to this version. What's amazing to me is that if we accept this idea, then what may have begun as an instrument of social and economic control has now been internalized by us as a mark of being civilized. The Nation's only gain from his efforts were the classic dissents of Holmes and Brandeis. In our own times, the old blunt instruments have again been put to work. The States have followed in the footsteps of the Federalists and have put Alien and Sedition Acts upon their statute books. An epidemic of loyalty oaths has spread across the Nation until no town or village seems to feel secure until its servants have purged themselves of all suspicion of non-conformity by swearing to their political cleanliness. Those who love the twilight speak as if public education must be training in conformity, and government support of science be public aid of caution. We have also seen a sharpening and refinement of abusive power. The legislative investigation, designed and often exercised for the achievement of high ends, has too frequently been used by the Nation and the States as a means for effecting the disgrace and degradation of private persons. Unscrupulous demagogues have used the power to investigate as tyrants of an earlier day used the bill of attainder. The architects of fear have converted a wholesome law against conspiracy into an instrument for making association a crime. Pretending to fear government they have asked government to outlaw private protest. They glorify "togetherness" when it is theirs, and call it conspiracy when it is that of others. In listing these abuses I do not mean to condemn our central effort to protect the Nation's security. The dangers that surround us have been very great, and many of our measures of vigilance have ample justification. Yet there are few among us who do not share a portion of the blame for not recognizing soon enough the dark tendency towards excess of caution.

In this version, Ceres looks all over town for her Proserpine, who crossed the River Cyane in a pretty sailboat with Pluto, having had the good sense to come to an understanding with the king early on. Pluto and Proserpine picnic in a charming park, twinkling lights overhead and handsome wide benches like the ones in Central Park. When Ceres comes, tripping a little on her hem as she walks through the soft grass, muttering and trying to yank Proserpine to her feet so they can start the long trip home to Enna and daylight (which has lost much of its luster, now that Proserpine is queen of all she surveys), the girl does not jump up at the sight of her mother, but takes her time handing out the sandwiches and pours cups of sweetened tea for the three of them. She lays a nicely ironed napkin in her lap and another in the lap of her new husband, the king. Proserpine does not eat the pomegranate seeds by mistake, or in a moment of desperate hunger, or fright, or misunderstanding. She takes the pomegranate slice out of her husband’s dark and glittering hand and pulls the seeds into her open, laughing mouth; she eats only six seeds because her mother knocks it out of her hand before she can swallow the whole sparkling red cluster. “We have to get home,” Ceres says. “I am home,” her daughter says.

Finding a taxi, she felt like a child pressing her nose to the window of a candy store as she watched the changing vista pass by while the twilight descended and the capital became bathed in a translucent misty lavender glow. Entering the city from that airport was truly unique. Charles de Gaulle, built nineteen miles north of the bustling metropolis, ensured that the final point of destination was veiled from the eyes of the traveller as they descended. No doubt, the officials scrupulously planned the airport’s location to prevent the incessant air traffic and roaring engines from visibly or audibly polluting the ambience of their beloved capital, and apparently, they succeeded. If one flew over during the summer months, the visitor would be visibly presented with beautifully managed quilt-like fields of alternating gold and green appearing as though they were tilled and clipped with the mathematical precision of a slide rule. The countryside was dotted with quaint villages and towns that were obviously under meticulous planning control. When the aircraft began to descend, this prevailing sense of exactitude and order made the visitor long for an aerial view of the capital city and its famous wonders, hoping they could see as many landmarks as they could before they touched ground, as was the usual case with other major international airports, but from this point of entry, one was denied a glimpse of the city below. Green fields, villages, more fields, the ground grew closer and closer, a runway appeared, a slight bump or two was felt as the craft landed, and they were surrounded by the steel and glass buildings of the airport. Slightly disappointed with this mysterious game of hide-and-seek, the voyager must continue on and collect their baggage, consoled by the reflection that they will see the metropolis as they make their way into town. For those travelling by road, the concrete motorway with its blue road signs, the underpasses and the typical traffic-logged hubbub of industrial areas were the first landmarks to greet the eye, without a doubt, it was a disheartening first impression. Then, the real introduction began. Quietly, and almost imperceptibly, the modern confusion of steel and asphalt was effaced little by little as the exquisite timelessness of Parisian heritage architecture was gradually unveiled. Popping up like mushrooms were cream sandstone edifices filigreed with curled, swirling carvings, gently sloping mansard roofs, elegant ironwork lanterns and wood doors that charmed the eye, until finally, the traveller was completely submerged in the glory of the Second Empire ala Baron Haussmann’s master plan of city design, the iconic grand mansions, tree-lined boulevards and avenues, the quaint gardens, the majestic churches with their towers and spires, the shops and cafés with their colourful awnings, all crowded and nestled together like jewels encrusted on a gold setting.

Even when Libby’s evil—perhaps most of all when she’s evil—she’s easy to categorize, to stick to a board with a pin like some scientific specimen. Those men in Stillwater are terrified of her because being terrified lets them know who she is—it keeps them safe. Imagine how much harder it would be to say, yes, she’s a woman capable of terrible anger and violence, but she’s also someone who’s tried desperately to be a nurturer, to be a good and constructive human being. If you accept all that, if you allow that inside she’s not just one or the other, but both, what does that say about all the other women in town? How will you ever be able to tell what’s actually going on in their hearts—and heads? Life in the simple village would suddenly become immensely complicated. And so, to keep that from happening, they separate things. The normal, ordinary woman is defined as nurturing and loving, docile and compliant. Any female who defies that categorization must be so completely evil that she’s got to be feared, feared even more than the average criminal—she’s got to be invested with the powers of the Devil himself. A witch, they probably would have called her in the old days. Because she’s not just breaking the law, she’s defying the order of things.

These days, there are so few pure country people left on the concession roads that we may be in need of a new category of membership, much as sons and daughters of veterans are now allowed to join the Legion. A few simple questions could be asked, a small fee paid and (assuming that the answers are correct) you could be granted the status of an "almost local." Here are some of the questions you might be asked: Do you have just one suit for weddings and funerals? Do you save plastic buckets? Do you leave your car doors unlocked at all times? Do you have an inside dog and an outside dog? Has your outside dog never been to town? When you pass a neighbour in the car, do you wave from the elbow or do you merely raise one finger from the steering wheel? Do you have trouble keeping the car or truck going in a straight line because you are looking at crops or livestock? Do you sometimes find yourself sitting in the car in the middle of a dirt road chatting with a neighbour out the window while other cars take the ditch to get around you? Can you tell whose tractor is going by without looking out the window? Can people recognize you from three hundred yards away by the way you walk or the tilt of your hat? If somebody honks their horn at you, do you automatically smile and wave? Do most of your conversations open with some observation about the weather? Is your most important news source the store in the village? Have you had surgery in the local hospital? If you hear about a death or a fire in the community, does the woman in your house immediately start making sandwiches or a cake? Do you sometimes find yourself referring to a farm in the neighbourhood by the name of someone who owned it more than twenty-five years ago? If you answered yes to all of the above questions, consider it official: you are a local.

There was a story that the present box had been made with some pieces of the box that had preceded it, the one that had been constructed when the first people settled down to make a village here. Every year, after the lottery, Mr. Summers began talking again about a new box, but every year the subject was allowed to fade off without anything's being done. The black box grew shabbier each year: by now it was no longer completely black but splintered badly along one side to show the original wood color, and in some places faded or stained. Mr. Martin and his oldest son, Baxter, held the black box securely on the stool until Mr. Summers had stirred the papers thoroughly with his hand. Because so much of the ritual had been forgotten or discarded, Mr. Summers had been successful in having slips of paper substituted for the chips of wood that had been used for generations. Chips of wood, Mr. Summers had argued, had been all very well when the village was tiny, but now that the population was more than three hundred and likely to keep on growing, it was necessary to use something that would fit more easily into he black box. The night before the lottery, Mr. Summers and Mr. Graves made up the slips of paper and put them in the box, and it was then taken to the safe of Mr. Summers' coal company and locked up until Mr. Summers was ready to take it to the square next morning. The rest of the year, the box was put way, sometimes one place, sometimes another; it had spent one year in Mr. Graves's barn and another year underfoot in the post office. and sometimes it was set on a shelf in the Martin grocery and left there.

Most had traveled hundreds of miles—and undergone the routine indignities of criminal background checks and pee-in-a-cup drug tests—for the chance to earn $11.50 per hour plus overtime at temporary warehouse jobs. They planned to stay through early winter, despite the fact that most of their homes on wheels weren’t designed to support life in subzero temperatures. Their employer was Amazon.com.

But the demolition of Carthage (what one should think should have established is in supreme dominion) by removing all danger, suffered it to sink into debauchery, and made it at length an easy prey to Barbarians. England immediately upon this began to increase (the particular and minute cause of which I am not historian enough to trace) in power and magnificence, and is now the greatest nation upon the globe. Soon after the reformation a few people came over into the new world for conscience sake. Perhaps this (apparently) trivial incident may transfer the great seat of empire into America. It looks likely to me. For if we can remove the turbulent Gallics, our people according to exactest computations, will in another century, become more numerous than England itself. Should this be the case, since we have (I may say) all the naval stores of the nation in our hands, it will be easy to obtain the mastery of the seas, and then the united force of all Europe will not be able to subdue us. The only way to keep us from setting up for ourselves is to disunite us. Divide et impera. Keep us in distinct colonies, and then, some great men from each colony, desiring the monarchy of the whole, they will destroy each others' influence and keep the country in equilibrio. Be not surprised that I am turned into politician. The whole town is immersed in politics.

He imagined a town called A. Around the communal fire they’re shaping arrowheads and carving tributes o the god of the hunt. One day some guys with spears come over the ridge, perform all kinds of meanness, take over, and the new guys rename the town B. Whereupon they hang around the communal fire sharpening arrowheads and carving tributes to the god of the hunt. Some climatic tragedy occurs — not carving the correct tributary figurines probably — and the people of B move farther south, where word is there’s good fishing, at least according to those who wander to B just before being cooked for dinner. Another tribe of unlucky souls stops for the night in the emptied village, looks around at the natural defenses provided by the landscape, and decides to stay awhile. It’s a while lot better than their last digs — what with the lack of roving tigers and such — plus it comes with all the original fixtures. they call the place C, after their elder, who has learned that pretending to talk to spirits is a fun gag that gets you stuff. Time passes. More invasions, more recaptures, D, E, F, and G. H stands as it is for a while. That ridge provides some protection from the spring floods, and if you keep a sentry up there you can see the enemy coming for miles. Who wouldn’t want to park themselves in that real estate? The citizens of H leave behind cool totems eventually toppled by the people of I, whose lack of aesthetic sense if made up for by military acumen. J, K, L, adventures in thatched roofing, some guys with funny religions from the eastern plains, long-haired freaks from colder climes, the town is burned to the ground and rebuilt by still more fugitives. This is the march of history. And conquest and false hope. M falls to plague, N to natural disaster — same climatic tragedy as before, apparently it’s cyclical. Mineral wealth makes it happen for the O people, and the P people are renowned for their basket weaving. No one ever — ever — mentions Q. The dictator names the city after himself; his name starts with the letter R. When the socialists come to power they spend a lot of time painting over his face, which is everywhere. They don’t last. Nobody lasts because there’s always somebody else. They all thought they owned it because they named it and that was their undoing. They should have kept the place nameless. They should have been glad for their good fortune, and left it at that. X, Y, Z.

The hiss and tick on the metal of our big living van distracted him from his papers. Rain on a show night was catastrophe. Rain on the road meant talk, which, for Papa, was pure pleasure. 'It's a shame and a pity, Lil,' he'd say, 'that these offspring of yours should only know the slumming summer geeks from Yale.' 'Princeton, dear,' Mama would correct him mildly. 'Randall will be a sophomore this fall. I believe he's our first Princeton boy.' We children would sense our story slipping away to trivia. Arty would nudge me and I'd pipe up with, 'Tell about the time when Mama was the geek!' and Arty and Elly and Iphy and Chick would all slide into line with me on the floor between Papa's chair and Mama. Mama would pretend to be fascinated by her sewing and Papa would tweak his swooping mustache and vibrate his tangled eyebrows, pretending reluctance. 'WellIll . . .' he'd begin, 'it was a long time ago . . .' 'Before we were born!' 'Before . . .' he'd proclaim, waving an arm in his grandest ringmaster style, 'before I even dreamed you, my dreamlets!' 'I was still Lillian Hinchcliff in those days,' mused Mama. 'And when your father spoke to me, which was seldom and reluctantly, he called me "Miss." ' 'Miss!' we would giggle. Papa would whisper to us loudly, as though Mama couldn't hear, 'Terrified! I was so smitten I'd stutter when I tried to talk to her. "M-M-M-Miss . . ." I'd say.' We'd giggle helplessly at the idea of Papa, the GREAT TALKER, so flummoxed. I had walked up a steep, cobblestoned street that offered a sweeping view of the village below and a lake, which, in the late afternoon light, was like a great cloudy opal. And I remember thinking, with a sense of mounting joy, that not a single soul knew where I was at that moment. No one could find me. No one could phone me. No one could see me who knew me by name. For someone whose childhood experiences had pounded home the Sartrian concept that hell, truly, is other people, that was an awesome moment. I knew, at least for an instant, that I was free. That feeling is one I've sought to find again and again. Often I've succeeded, other times, for no reason I can figure out, the feeling of elation and freedom degenerates into a profound loneliness and sense of bitter isolation. But there is still something about arriving in a strange or unexplored city, in Hong Kong or Paris or Sydney, wandering streets one has never walked before, in a place where, only against the most astronomical odds, would one encounter a familiar face. It's that desire for peace coupled with anonymity, for that strange serenity that sometimes comes with immersing oneself in the utterly foreign and exotic, that I suppose was at the heart of my idea for Cities.

Then came the men with eyes heavy as anchors who sank without tombs, brigands who barbecued cattle, leaving their charred ribs like palm leaves on the shore, then the foaming, rabid maw of the tidal wave swallowing Port Royal, and that was Jonah, but where is your Renaissance? Sir, it is locked in them sea sands out there past the reef's moiling shelf, where the men-o'-war floated down; strop on these goggles, I'll guide you there myself. It's all subtle and submarine, through colonnades of coral, past the gothic windows of sea fans to where the crusty grouper, onyx-eyed, blinks, weighted by its jewels, like a bald queen; and these groined caves with barnacles pitted like stone are our cathedrals, and the furnace before the hurricanes: Gomorrah. Bones ground by windmills into marl and cornmeal, and that was Lamentations - that was just Lamentations, it was not History; then came, like scum on the river's drying lip, the brown reeds of villages mantling and congealing into towns, and at evening, the midges' choirs, and above them, the spires lancing the side of God as His son set, and that was the New Testament. Then came the white sisters clapping to the waves' progress, and that was Emancipation - jubilation, O jubilation - vanishing swiftly as the sea's lace dries in the sun, but that was not History, that was only faith, and then each rock broke into its own nation; then came the synod of flies, then came the secretarial heron, then came the bullfrog bellowing for a vote, fireflies with bright ideas and bats like jetting ambassadors and the mantis, like khaki police, and the furred caterpillars of judges examining each case closely, and then in the dark ears of ferns and in the salt chuckle of rocks with their sea pools, there was the sound like a rumour without any echo of History, really beginning.

The women in that ward were simple, ordinary refugee women. They came from villages or very small towns. Even before becoming refugees, they had been poor. They had no education. They had no notion of an outside world where life might be different. They were being treated for various ailments, but in the end, their gender was their ailment. In the first bed, a skinny fourteen-year-old girl lay rolled into her sheets in a state of almost catatonic unresponsiveness, eyes closed, not speaking even in reply to the doctor’s gentle greeting. Her family had brought her to be treated for mental illness, the doctor explained with regret. They had recently married her to a man in his seventies, a wealthy and influential personage by their standards. In their version of things, something had started mysteriously to go wrong with her mind as soon as the marriage was agreed upon – a case of demon possession, her family supposed. When, after repeated beatings, she still failed to cooperate gracefully with her new husband’s sexual demands, he had angrily returned her to her family and ordered them to fix this problem. They had taken the girl to a mullah, who had tried to expel the demon through prayers and by writing Quranic passages on little pieces of paper that had to be dissolved in water and then drunk, but this had brought no improvement, so the mullah had abandoned his diagnosis of demon possession and decided that the girl was sick. The family had brought her to the clinic, to be treated for insanity.

We decided to attend to our community instead of asking our community to attend the church.” His staff started showing up at local community events such as sports contests and town hall meetings. They entered a float in the local Christmas parade. They rented a football field and inaugurated a Free Movie Night on summer Fridays, complete with popcorn machines and a giant screen. They opened a burger joint, which soon became a hangout for local youth; it gives free meals to those who can’t afford to pay. When they found out how difficult it was for immigrants to get a driver’s license, they formed a drivers school and set their fees at half the going rate. My own church in Colorado started a ministry called Hands of the Carpenter, recruiting volunteers to do painting, carpentry, and house repairs for widows and single mothers. Soon they learned of another need and opened Hands Automotive to offer free oil changes, inspections, and car washes to the same constituency. They fund the work by charging normal rates to those who can afford it. I heard from a church in Minneapolis that monitors parking meters. Volunteers patrol the streets, add money to the meters with expired time, and put cards on the windshields that read, “Your meter looked hungry so we fed it. If we can help you in any other way, please give us a call.” In Cincinnati, college students sign up every Christmas to wrap presents at a local mall — ​no charge. “People just could not understand why I would want to wrap their presents,” one wrote me. “I tell them, ‘We just want to show God’s love in a practical way.’ ” In one of the boldest ventures in creative grace, a pastor started a community called Miracle Village in which half the residents are registered sex offenders. Florida’s state laws require sex offenders to live more than a thousand feet from a school, day care center, park, or playground, and some municipalities have lengthened the distance to half a mile and added swimming pools, bus stops, and libraries to the list. As a result, sex offenders, one of the most despised categories of criminals, are pushed out of cities and have few places to live. A pastor named Dick Witherow opened Miracle Village as part of his Matthew 25 Ministries. Staff members closely supervise the residents, many of them on parole, and conduct services in the church at the heart of Miracle Village. The ministry also provides anger-management and Bible study classes.
