Consider the social ramifications of fission and fusion power, supercomputers, data “highways,” abortion, radon, massive reductions in strategic weapons, addiction, government eavesdropping on the lives of its citizens, high-resolution TV, airline and airport safety, fetal tissue transplants, health costs, food additives, drugs to ameliorate mania or depression or schizophrenia, animal rights, superconductivity, morning-after pills, alleged hereditary antisocial predispositions, space stations, going to Mars, finding cures for AIDS and cancer. How can we affect national policy—or even make intelligent decisions in our own lives—if we don’t grasp the underlying issues? As I write, Congress is dissolving its own Office of Technology Assessment—the only organization specifically tasked to provide advice to the House and Senate on science and technology. Its competence and integrity over the years have been exemplary. Of the 535 members of the U.S. Congress, rarely in the twentieth century have as many as one percent had any significant background in science. The last scientifically literate President may have been Thomas Jefferson.* So how do Americans decide these matters? How do they instruct their representatives? The legal argument the ACLU used to support Engel and his fellow plaintiffs was that the Regents’ nondenominational prayer violated the Establishment Clause. The ACLU backed its argument not with a clause in the Constitution, but with a phrase taken from a private letter written by President Thomas Jefferson. In a letter to the Danbury Baptist Association of Connecticut on January 1, 1802, Jefferson wrote that the First Amendment, enacted on behalf of all the American people, “declared that their legislature should ‘make no law respecting an establishment of religion, or prohibiting the free exercise thereof,’ thus building a wall of separation between Church & State.”7 Jefferson coined the metaphor of a wall of church-state separation to assure the Baptists in Connecticut that the government would never infringe on the free exercise of their religion. The ACLU stood Jefferson’s reassurance on its head, turning it into a rationale for suppressing the free exercise of religion. That phrase, “wall of separation between church and state,” became a bumper-sticker slogan for leftists and secularists who want to silence religious people and marginalize their beliefs.

Just as the Rape of Lucretia led to the overthrow of the last Etruscan king, so the Boston Tea Party led to the overthrow of the British crown. The Founding Fathers of the United States sought quite literally to create a New Rome, with, for instance, a clear separation of powers between the legislative and executive branches of government—with the legislative branch called, as in Rome, the Senate. They even debated whether the executive branch would not be better represented, as in Rome, by two consuls rather than the president that they eventually settled for. The extended period of relative peace and prosperity since the end of the Second World War has been dubbed the Pax Americana [‘American Peace’], after the Pax Romana which perdured from the accession of Augustus in 27 BCE to the death of the last of the Five Good Emperors, Marcus Aurelius, in 180 CE. The United Kingdom’s departure from the European Union can be accounted for, in part, by the ghost of the nineteenth century Pax Britannica, when the British Empire was not merely a province of Rome but a Rome unto herself.

If you happened to find yourself at the foot of the stairs in the White House on a typical afternoon sometime around 1804 or 1805, you might have noticed a perky bird in a pearl-gray coat ascending the steps behind Thomas Jefferson, hop by hop, as the president retired to his chambers for a siesta. This was Dick. Although the president didn’t dignify his pet mockingbird with one of the fancy Celtic or Gallic names he gave his horses and sheepdogs—Cucullin, Fingal, Bergère—still it was a favorite pet. “I sincerely congratulate you on the arrival of the Mocking bird,” Jefferson wrote to his son-in-law, who had informed him of the advent of the first resident mockingbird. “Learn all the children to venerate it as a superior being in the form of a bird.” Dick may well have been one of the two mockingbirds Jefferson bought in 1803. These were pricier than most pet birds ($10 or $15 then—around $125 now) because their serenades included not only renditions of all the birds of the local woods, but also popular American, Scottish, and French songs. Not everyone would pick this bird for a friend. Wordsworth called him the “merry mockingbird.” Brash, yes. Saucy and animated. But merry? His most common call is a bruising tschak!—a kind of unlovely avian expletive that one naturalist described as a cross between a snort of disgust and a hawking of phlegm. But Jefferson adored Dick for his uncommon intelligence, his musicality, and his remarkable ability to mimic. As the president’s friend Margaret Bayard Smith wrote, “Whenever he was alone he opened the cage and let the bird fly about the room. After flitting for a while from one object to another, it would alight on his table and regale him with its sweetest notes, or perch on his shoulder and take its food from his lips.” When the president napped, Dick would sit on his couch and serenade him with both bird and human tunes.

The Washingtons were delighted with the arrival of Thomas Jefferson, a southern planter of similar background to themselves, albeit a decade younger; if not a close friend, he was someone George had felt an affinity for during the years since the Revolution, writing to him frequently for advice. Madison was a brilliant parliamentary and political strategist who had been Washington’s closest adviser and confidant in the early days of the presidency, helping design the machinery of government and guiding measures through the House, where he served as a representative. Another of Madison’s friends had been Alexander Hamilton, with whom he had worked so valiantly on The Federalist Papers. But the two had become estranged over the question of the national debt. As secretary of the Treasury, Hamilton was charged with devising a plan to place the nation’s credit on a solid basis at home and abroad. When Hamilton presented his Report on the Public Credit to Congress in January, there was an instant split, roughly geographic, north vs. south. His report called for the assumption of state debts by the nation, the sale of government securities to fund this debt, and the creation of a national bank. Washington had become convinced that Hamilton’s plan would provide a strong economic foundation for the nation, particularly when he thought of the weak, impoverished Congress during the war, many times unable to pay or supply its troops. Madison led the opposition, incensed because he believed that dishonest financiers and city slickers would be the only ones to benefit from the proposal, while poor veterans and farmers would lose out. Throughout the spring, the debate continued. Virtually no other government business got done as Hamilton and his supporters lobbied fiercely for the plan’s passage and Madison and his followers outfoxed them time and again in Congress. Although pretending to be neutral, Jefferson was philosophically and personally in sympathy with Madison. By April, Hamilton’s plan was voted down and seemed to be dead, just as a new debate broke out over the placement of the national capital. Needless to say, what whites now think and say about race has undergone a revolution. In fact, it would be hard to find other opinions broadly held by Americans that have changed so radically. What whites are now expected to think about race can be summarized as follows: Race is an insignificant matter and not a valid criterion for any purpose—except perhaps for redressing wrongs done to non-whites. The races are equal in every respect and are therefore interchangeable. It thus makes no difference if a neighborhood or nation becomes non-white or if white children marry outside their race. Whites have no valid group interests, so it is illegitimate for them to attempt to organize as whites. Given the past crimes of whites, any expression of racial pride is wrong. The displacement of whites by non-whites through immigration will strengthen the United States. These are matters on which there is little ground for disagreement; anyone who holds differing views is not merely mistaken but morally suspect. By these standards, of course, most of the great men of America’s past are morally suspect, and many Americans are embarrassed to discover what our traditional heroes actually said. Some people deliberately conceal this part of our history. For example, the Jefferson Memorial has the following quotation from the third president inscribed on the marble interior: “Nothing is more certainly written in the book of fate than that these people [the Negroes] shall be free.” Jefferson did not end those words with a period, but with a semicolon, after which he wrote: “nor is it less certain that the two races equally free, cannot live under the same government.” The Jefferson Memorial was completed in 1942. A more contemporary approach to the past is to bring out all the facts and then repudiate historical figures. This is what author Conor Cruise O’Brien did in a 1996 cover story for The Atlantic Monthly. After detailing Jefferson’s views, he concluded: “It follows that there can be no room for a cult of Thomas Jefferson in the civil religion of an effectively multiracial America . . . . Once the facts are known, Jefferson is of necessity abhorrent to people who would not be in America at all if he could have had his way.” Columnist Richard Grenier likened Jefferson to Nazi SS and Gestapo chief Heinrich Himmler, and called for the demolition of the Jefferson Memorial “stone by stone.” It is all very well to wax indignant over Jefferson’s views 170 years after his death, but if we expel Jefferson from the pantheon where do we stop? Clearly Lincoln must go, so his memorial must come down too. Washington owned slaves, so his monument is next. If we repudiate Jefferson, we do not just change the skyline of the nation’s capital, we repudiate practically our entire history. This, in effect, is what some people wish to do. American colonists and Victorian Englishmen saw the expansion of their race as an inspiring triumph. Now it is cause for shame. “The white race is the cancer of human history,” wrote Susan Sontag. The wealth of America used to be attributed to courage, hard work, and even divine providence. Now, it is common to describe it as stolen property. Robin Morgan, a former child actor and feminist, has written, “My white skin disgusts me. My passport disgusts me. They are the marks of an insufferable privilege bought at the price of others’ agony.

Political divisions were intrinsic; what mattered most was how a president managed those divisions. Jefferson’s strategy was sound. Believing in the promise of democratic republicanism and in his own capacity for transformative leadership, he took a broad view: “There is nothing to which a nation is not equal where it pours all its energies and zeal into the hands of those to whom they confide the direction of their force.”10 He proposed a covenant: Let us meet the political challenges of the country together and try to restrain the passions that led to the extremist, apocalyptic rhetoric of what Jefferson called the “gloomy days of terrorism” of the 1790s, and perhaps politics could become a means of progress, not simply a source of conflict.11 The prevailing Federalist view was that such a covenant was lovely to talk about but impossible to bring into being. John Quincy Adams was right when he told his diary that political war was to be the rule, not the exception, in American life. “The country is so totally given up to the spirit of party, that not to follow blindfold the one or the other is an inexpiable offense,” Adams wrote during Jefferson’s first term.12

The biblical picture of miracles, though, shows them to be an indication of a ruling God’s care for and involvement in the world. Indeed, many in modern times have witnessed specific indicators of direct divine action and answers to prayer.2 The Christian faith stands or falls on God’s miraculous activity, particularly in Jesus’ resurrection (1 Corinthians 15). Scripture readily acknowledges the possibility of miracles in nonbiblical religious settings. Some may be demonically inspired,3 but we shouldn’t rule out God’s gracious, miraculous actions in pagan settings—say, the response of the “unknown God” to prayers so that a destructive plague in Athens might be stayed. However, we’ll note below that, unlike many divinely wrought miracles in Scripture, miracle claims in other religions are incidental—not foundational—to the pagan religion’s existence.

But all of us, from agreeable agnostics to fire-and-brimstone Protestants, from devout Catholics to observant Jews, from devoted Muslims to those who claim no god at all, share a language of moral repair.

Don’t panic Did the founders anticipate a Donald Trump? I would say yes. As James Madison wrote in the most prominent of his contributions to the Federalist Papers, “Enlightened statesmen will not always be at the helm.”2 Just after Aaron Burr nearly became president, Jefferson wrote that “bad men will sometimes get in, & with such an immense patronage, may make great progress in corrupting the public mind & principles. This is a subject with which wisdom & patriotism should be occupied.”3 Fortunately the founders built a durable system, one that often in recent years has stymied Trump. He has tried to introduce a retrogressive personal form of rule, but repeatedly has run into a Constitution built instead to foster the rule of law.4 Over the last several years we have seen Madison’s checks and balances operate robustly. Madison designed a structure that could accommodate people acting unethically and venally. Again, our national political gridlock sometimes is not a bug but a feature. It shows our system is working. The key task is to do our best to make sure the machinery of the system works. This begins with ensuring that eligible citizens are able to vote. This ballot box is the basic building block of our system. We should appreciate how strong and flexible our Constitution is. It is all too easy, as one watches the follies and failings of humanity, to conclude that we live in a particularly wicked time. In a poll taken just as I was writing the first part of this book, the majority of Americans surveyed said they think they are living at the lowest point in American history.5 So it is instructive to be reminded that Jefferson held similar beliefs about his own era. He wrote that there were “three epochs in history signalized by the total extinction of national morality.” The first two were in ancient times, following the deaths of Alexander the Great and Julius Caesar, he thought, and the third was his own age.6 As an aside, Trump’s attacks on immigrants might raise a few eyebrows among the founders. Seven of the thirty-nine people who signed the Constitution were themselves born abroad, most notably Hamilton and James Wilson.7

The two factions were Alexander Hamilton and the Federalists and Thomas Jefferson and the Democratic-Republican Party. The Federalists argued for a strong national government with a national bank and a strong economic and industry system. The Democratic-Republicans argued for a limited government, with a greater emphasis on farmers and states' rights. After the 1800 presidential election, the Democratic-Republicans gained major dominance for the next twenty years, and the Federalists slowly died off. Second Party System: This system developed as a result of the one party rule of the Democratic-Republicans not being able to contain some of the most pressing issues of the time, namely slavery. Out of this system came the Whig Party and Henry Clay's American System. Wealthier people tended to support the Whigs, and the poorer tended to support the Democrats. During the Jacksonian era, his Democratic Party evolved from Democratic-Republicans. The Whig party began to break apart into factions, mainly over the issue of slavery. This period lasted until 1860. Third Party System: Beginning around the time of the start of the Civil War, this system was defined by bitter conflict and striking party differences and coalitions. These coalitions were most evidently defined by geography. The South was dominated by the Democrats who opposed the ending of slavery, and the North, with the exception of some major political machines, was dominated by the Republicans, who supported ending slavery. This era was a time of extreme industrial and economic expansion. The Third Party System lasted until 1896. Fourth Party System: This era was defined by Progressivism and immigration, as well as the political aftermath of the American Civil War. Northeastern business supported the Republicans while the South and West supported the Democrats. Immigrant groups were courted by both parties. The Fourth Party System came to an end around 1932. Fifth Party System: This system was defined by the creation of the New Deal Coalition by President Franklin D. Roosevelt in response to the Great Depression. This coalition supporting new social welfare programs brought together many under-privileged, working class, and minority groups including unions, Catholics, and Jews. It also attracted African-Americans, who had previously largely supported the Republican Party due to Lincoln's freeing of the slaves. This era lasted approximately until early-mid 1970s. Sixth Party System: The transition to this system appears to have begun with the Civil Rights Act of 1964 with the Democrats subsequently losing their long dominance of the South in the late 1960s, with the GOP adopting the southern strategy leading to Republican dominance as evidenced by election results.
