The history of black workers in the United States illustrates the point. As already noted, from the late nineteenth-century on through the middle of the twentieth century, the labor force participation rate of American blacks was slightly higher than that of American whites. In other words, blacks were just as employable at the wages they received as whites were at their very different wages. The minimum wage law changed that. Before federal minimum wage laws were instituted in the 1930s, the black unemployment rate was slightly lower than the white unemployment rate in 1930. But then followed the Davis-Bacon Act of 1931, the National Industrial Recovery Act of 1933 and the Fair Labor Standards Act of 1938—all of which imposed government-mandated minimum wages, either on a particular sector or more broadly. The National Labor Relations Act of 1935, which promoted unionization, also tended to price black workers out of jobs, in addition to union rules that kept blacks from jobs by barring them from union membership. The National Industrial Recovery Act raised wage rates in the Southern textile industry by 70 percent in just five months and its impact nationwide was estimated to have cost blacks half a million jobs. While this Act was later declared unconstitutional by the Supreme Court, the Fair Labor Standards Act of 1938 was upheld by the High Court and became the major force establishing a national minimum wage. As already noted, the inflation of the 1940s largely nullified the effect of the Fair Labor Standards Act, until it was amended in 1950 to raise minimum wages to a level that would have some actual effect on current wages. By 1954, black unemployment rates were double those of whites and have continued to be at that level or higher. Those particularly hard hit by the resulting unemployment have been black teenage males. Even though 1949—the year before a series of minimum wage escalations began—was a recession year, black teenage male unemployment that year was lower than it was to be at any time during the later boom years of the 1960s. The wide gap between the unemployment rates of black and white teenagers dates from the escalation of the minimum wage and the spread of its coverage in the 1950s. The usual explanations of high unemployment among black teenagers—inexperience, less education, lack of skills, racism—cannot explain their rising unemployment, since all these things were worse during the earlier period when black teenage unemployment was much lower. Taking the more normal year of 1948 as a basis for comparison, black male teenage unemployment then was less than half of what it would be at any time during the decade of the 1960s and less than one-third of what it would be in the 1970s. Unemployment among 16 and 17-year-old black males was no higher than among white males of the same age in 1948. It was only after a series of minimum wage escalations began that black male teenage unemployment not only skyrocketed but became more than double the unemployment rates among white male teenagers. In the early twenty-first century, the unemployment rate for black teenagers exceeded 30 percent. After the American economy turned down in the wake of the housing and financial crises, unemployment among black teenagers reached 40 percent.

The cultural Left has contributed to the formation of this politically useless unconscious not only by adopting “power” as the name of an invisible, ubiquitous, and malevolent presence, but by adopting ideals which nobody is yet able to imagine being actualized. Among these ideals are participatory democracy and the end of capitalism. Power will pass to the people, the Sixties Left believed only when decisions are made by all those who may be affected by the results. This means, for example, that economic decisions will be made by stakeholders rather than by shareholders, and that entrepreneurship and markets will cease to play their present role. When they do, capitalism as we know it will have ended, and something new will have taken its place. […] Sixties leftists skipped lightly over all the questions which had been raised by the experience of non market economies in the so-called socialist countries. They seemed to be suggesting that once we were rid of both bureaucrats and entrepreneurs, “the people” would know how to handle competition from steel mills or textile factories in the developing world, price hikes on imported oil, and so on. But they never told us how “the people” would learn how to do this. The cultural Left still skips over such questions. Doing so is a consequence of its preference for talking about “the system” rather than about specific social practices and specific changes in those practices. The rhetoric of this Left remains revolutionary rather than reformist and pragmatic. Its insouciant use of terms like “late capitalism” suggests that we can just wait for capitalism to collapse, rather than figuring out what, in the absence of markets, will set prices and regulate distribution. The voting public, the public which must be won over if the Left is to emerge from the academy into the public square, sensibly wants to be told the details. It wants to know how things are going to work after markets are put behind us. It wants to know how participatory democracy is supposed to function. The cultural Left offers no answers to such demands for further information, but until it confronts them it will not be able to be a political Left. The public, sensibly, has no interest in getting rid of capitalism until it is offered details about the alternatives. Nor should it be interested in participatory democracy –– the liberation of the people from the power of technocrats –– until it is told how deliberative assemblies will acquire the same know-how which only the technocrats presently possess. […] The cultural Left has a vision of an America in which the white patriarchs have stopped voting and have left all the voting to be done by members of previously victimized groups, people who have somehow come into possession of more foresight and imagination than the selfish suburbanites. These formerly oppressed and newly powerful people are expected to be as angelic as the straight white males were diabolical. If I shared this expectation, I too would want to live under this new dispensation. Since I see no reason to share it, I think that the left should get back into the business of piecemeal reform within the framework of a market economy. This was the business the American Left was in during the first two-thirds of the century. Someday, perhaps, cumulative piecemeal reforms will be found to have brought about revolutionary change. Such reforms might someday produce a presently unimaginable non market economy, and much more widely distributed powers of decision making. […] But in the meantime, we should not let the abstractly described best be the enemy of the better. We should not let speculation about a totally changed system, and a totally different way of thinking about human life and affairs, replace step-by-step reform of the system we presently have.

Even though deaths were lower among the rich who lived more spaciously and moved residence more easily, the plague reduced their control, creating a shortage of manpower that raised the status of ordinary people. The wool-processing workshops of Italy and Flanders, England and France were short of workers. The rise in wages and the fall in inequality led to higher spending power which doubled per capita investment, leading in turn to higher production in textiles and other consumer goods. Fewer mouths to feed meant better diets. Female wages – once half those of men – were now the same. Workers formed guilds. The new confidence felt by ordinary people empowered them to launch a spate of peasant revolts. The shortage of labour necessitated new sources of power – hydraulics were harnessed to drive watermills and smelting furnaces – and new unpaid workers were obtained from a new source altogether: African slavery. Demand for silk, sugar, spices and slaves inspired European men, bound by a new esprit de corps, to voyage abroad, to destroy their rivals, in the east and in Europe itself, so that they could supply these appetites. The competition intensified improvements in firearms, cannon, gunpowder and galleons. The paradox of the Great Mortality was not only that it elevated the respect for humanity, it also degraded it; it not only decimated Europe, it became a factor in Europe’s rise.

Modern society is incredibly complex, complex even beyond human comprehension, if we grant its premises—property, "production for the sake of production," competition, capital accumulation, exploitation, finance, centralization, coercion, bureaucracy and the domination of man by man. As in Kafka's novels, these things are real but strangely dreamlike, indefinable shadows on the social landscape. The economy has a greater reality to it and is easily mastered by the mind and senses, but it too is highly intricate—if we grant that buttons must be styled in a thousand different forms, textiles varied endlessly in kind and pattern to create the illusion of innovation and novelty, bathrooms filled to overflowing with a dazzling variety of pharmaceuticals and lotions, and kitchens cluttered with an endless number of imbecile appliances. If we single out of this odious garbage one or two goods of high quality in the more useful categories and if we eliminate the money economy, the state power, the credit system, the paperwork and the policework required to hold society in an enforced state of want, insecurity and domination, society would not only become reasonably human but also fairly simple.

Businesses call this “profit.” Marx called it “surplus value.” For Marx, the crucial question is: Who gets this surplus value? Who is entitled to the profit that businesses accumulate? Marx insisted that this profit belongs wholly to the workers. They earned it, so they deserve to share it. In reality, however, the entrepreneur or the capitalist gets it. If he has investors, they too share it. Marx regarded this as the most scandalous form of exploitation. He insisted that workers spend only part of their day working to benefit themselves; the rest of the time they spend working to benefit the capitalists. Basically the capitalists are stealing from the workers. Yet Marx recognized that this was the essence of capitalism. Only a workers’ revolution, Marx believed, would end this unjust arrangement. Notice that Marx isn’t condemning the capitalist for taking “excessive” profits; he is condemning the capitalist for taking any profits. Marx, I want to emphasize, was not a progressive con man. He passionately believed that capitalists were greedy, corrupt exploiters. The reason he felt that way was that he was a complete ignoramus about business. He simply had no idea how businesses actually operate. Marx never ran a business. He never even balanced his checkbook. He was a lifelong leech. He had all his expenses paid for by his partner, Friedrich Engels, who inherited his father’s textile companies. Progressives like to portray Engels as a businessman but in fact he too didn’t actually operate the family business. He had people to do that for him.
