While MTA officials were completing the assessment of their needs, they learned that President Carter was not going to be the system’s savior. On November 4, he lost his reelection bid to Ronald Reagan, a California Republican who wanted to slash federal aid to urban areas. Three weeks after the election, the MTA board issued a detailed report proposing a ten-year, $14.4 billion capital program to restore the system to a state of good repair. Most importantly, the board suggested ways to pay for the capital program and new legislation that would streamline the process so that projects could be completed in a more cost-effective and timely manner.44 Ravitch said, “I will not cease for a minute petitioning the government to provide more capital funding. But on the other hand, we should not put our heads in the sand and think that we have fulfilled our responsibilities at the MTA merely by exhorting elected officials to provide funds which, as a practical matter, are simply not available.” That is why Ravitch was prepared for the MTA to take on billions of dollars in new debt to pay for improvements. He suggested increasing the maximum amount of bonds that the MTA’s Triborough Bridge and Tunnel Authority (TBTA) could issue, and allowing its bond proceeds to be used for transit improvements, something it had never done before. He also proposed that the MTA be able, for the first time, to issue bonds that would be paid back from future fares.

Is this not possible in a light-speed world of software and business metrics? We need more real business leaders and visionaries like Jack Stack, not BS Wall Street leverage artists or old-line corporate managers who merely streamline their top-down management systems while their workers wait for their unfunded retirement and death. And we need real educators, like Neil deGrasse Tyson, who can make science understandable to everyday people. Most of all, we need people to love what they do so much that they won’t even think of retiring at age 63 or 65 or even 75. They’re so productive and happy that they don’t worry about a retirement that doesn’t make sense to them anymore, though it’s there if they have health challenges. They’re too busy satisfying their customers and creating new businesses to contemplate life without that fulfillment. They’re so focused on what they do that they’re like the champion basketball player who’s totally “in state” and one with his process. They’re certainly not bored or waiting to retire and do nothing!

Supplier Consolidation Once the purchasing process has been streamlined, as was described in the preceding sections, the next step is to pursue cost reduction activities. A significant cost reduction technique is to reduce the number of suppliers with which a company does business. By concentrating its orders with a smaller number of suppliers, it can use higher purchasing volume to negotiate price reductions, rebates, and discounts. This concept is addressed in more detail in Chapters 8 and 9. The following subtopics address various supplier consolidation issues at a general level. Bottom 10 Percent Besides concentrating order volume, another reason to consolidate suppliers is to eliminate the worst-performing ones. These are the suppliers that deliver the wrong items late and with low quality. Even if these suppliers offer what appear to be rock-bottom prices, the total cost of doing business with them is much higher, because the company is endlessly dealing with receiving inspections, product returns, and the processing of credits. Consequently, having a separate program to identify and eliminate a company’s lowest-rated suppliers can also reduce costs.

Imagine raising a child with a large staff of help: one person for feeding, one for diapering, one for entertainment, and so on. None of these people is as vested in the child’s life as a single, overworked parent. It is the scarcity of the parenting resource that brings clarity and efficiency to the process of raising children. When resources are scarce, you are forced to optimize. You are quick to see process inefficiencies and not repeat them. You create a feeding schedule and stick to it. You place the various diapering implements in close proximity to streamline steps in the process. It’s the same concept for software-testing projects at Google. Because you can’t simply throw people at a problem, the tool chain gets streamlined. Automation that serves no real purpose gets deprecated. Tests that find no regressions aren’t written. Developers who demand certain types of activity from testers have to participate in it. There are no make-work tasks. There is no busy work in an attempt to add value where you are not needed.

Much like moving from propeller-driven aircraft to jets, the frequency with which we ship new versions of software at Google also adds to the amount of data and the premium on the speed at which we can make decisions. We’ve taken a similar approach with BITE for regression and manual testing. We implemented BITE as a browser extension because it allows us to watch what the tester is doing (see Figure 3.35) and examine the inside of the web application (DOM). It also enables us to project a unified user experience in the toolbar for quick access to data while overlaying that data on the web application at the same time, much like a HUD.

Diffusion tensor imaging (DTI), or tractography, is an in vivo MRI technology that uses water diffusion in brain tissue to visualize in stunning detail the brain's three-dimensional white matter anatomy. DTI is made possible by characterizing water diffusion in tissues by means of a mathematical tool called a tensor, based on matrix algebra: (1) a 3 x 3 matrix, called a diffusion tensor, is used to characterize the three-dimensional properties of water molecule diffusion; (2) from each diffusion tensor, the three pairs of eigenvalues and eigenvectors are calculated using matrix diagonalization; and (3) the eigenvector that corresponds to the largest eigenvalue is selected as the primary eigenvector. A 'streamline' algorithm then creates "tracts" by connecting adjacent voxels if their directional bias is above some treshold level. Does the orientation of the primary eigenvector coincide with that of the actual axon fibers in most white matter tracts ? Takahashi et al. (2011), for example, have demonstrated that radial organization of the subplate revealed via tractography directly correlates with its radial cellular organization, and G. Xu et al. (2014) were able to determine that transient radial coherence of white matter in the developing fetus reflected a composite of radial glial fibers, penetrating blood vessels, and radial axons.

Making the process better, easier, and cheaper is an important aspiration, something we continually work on—but it is not the goal. Making something great is the goal. I see this over and over again in other companies: A subversion takes place in which streamlining the process or increasing production supplants the ultimate goal, with each person or group thinking they’re doing the right thing—when, in fact, they have strayed off course. When efficiency or consistency of workflow are not balanced by other equally strong countervailing forces, the result is that new ideas—our ugly babies—aren’t afforded the attention and protection they need to shine and mature. They are abandoned or never conceived of in the first place. Emphasis is placed on doing safer projects that mimic proven money-makers just to keep something—anything!—moving through the pipeline (see The Lion King 1½, a direct-to-video effort that came out in 2004, six years after The Lion King 2: Simba’s Pride). This kind of thinking yields predictable, unoriginal fare because it prevents the kind of organic ferment that fuels true inspiration. But it does feed the Beast.

Prepare to double CD Baby doubled in size every year for the first six years. Both customers and profit, almost exactly 100 percent growth each year. Because the business needed a warehouse for the CDs, I always had to buy more shelving. Each time I did, I’d buy twice as much as I had before. It always filled up fast, even when it got warehouse-sized. When I had filled a 5000-square-foot warehouse, I rented 10,000 square feet. When I filled up 10,000 square feet, I rented 20,000 square feet. Even that filled up fast. But no matter what business you’re in, it’s good to prepare for what would happen if business doubled. Have 10 clients now? How would it look if you had 20 at once? Serving 80 customers for lunch each day? What would happen if 160 showed up? “More of the same” is never the answer. You have to do things in a new way to handle twice as much business. Processes have to be streamlined. Never be the typical tragic small business that gets frazzled and freaked out when business is doing well. It sends a repulsive “I can’t handle this!” message to everyone. Instead, if your internal processes are always designed to handle twice your existing load, it sends an attractive “come on in, we’ve got plenty of room” message to everyone.
