According to Bartholomew, an important goal of St. Louis zoning was to prevent movement into 'finer residential districts . . . by colored people.' He noted that without a previous zoning law, such neighborhoods have become run-down, 'where values have depreciated, homes are either vacant or occupied by color people.' The survey Bartholomew supervised before drafting the zoning ordinance listed the race of each building's occupants. Bartholomew attempted to estimate where African Americans might encroach so the commission could respond with restrictions to control their spread. The St. Louis zoning ordinance was eventually adopted in 1919, two years after the Supreme Court's Buchanan ruling banned racial assignments; with no reference to race, the ordinance pretended to be in compliance. Guided by Bartholomew's survey, it designated land for future industrial development if it was in or adjacent to neighborhoods with substantial African American populations. Once such rules were in force, plan commission meetings were consumed with requests for variances. Race was frequently a factor. For example, on meeting in 1919 debated a proposal to reclassify a single-family property from first-residential to commercial because the area to the south had been 'invaded by negroes.' Bartholomew persuaded the commission members to deny the variance because, he said, keeping the first-residential designation would preserve homes in the area as unaffordable to African Americans and thus stop the encroachment. On other occasions, the commission changed an area's zoning from residential to industrial if African American families had begun to move into it. In 1927, violating its normal policy, the commission authorized a park and playground in an industrial, not residential, area in hopes that this would draw African American families to seek housing nearby. Similar decision making continued through the middle of the twentieth century. In a 1942 meeting, commissioners explained they were zoning an area in a commercial strip as multifamily because it could then 'develop into a favorable dwelling district for Colored people. In 1948, commissioners explained they were designating a U-shaped industrial zone to create a buffer between African Americans inside the U and whites outside. In addition to promoting segregation, zoning decisions contributed to degrading St. Louis's African American neighborhoods into slums. Not only were these neighborhoods zoned to permit industry, even polluting industry, but the plan commission permitted taverns, liquor stores, nightclubs, and houses of prostitution to open in African American neighborhoods but prohibited these as zoning violations in neighborhoods where whites lived. Residences in single-family districts could not legally be subdivided, but those in industrial districts could be, and with African Americans restricted from all but a few neighborhoods, rooming houses sprang up to accommodate the overcrowded population. Later in the twentieth century, when the Federal Housing Administration (FHA) developed the insure amortized mortgage as a way to promote homeownership nationwide, these zoning practices rendered African Americans ineligible for such mortgages because banks and the FHA considered the existence of nearby rooming houses, commercial development, or industry to create risk to the property value of single-family areas. Without such mortgages, the effective cost of African American housing was greater than that of similar housing in white neighborhoods, leaving owners with fewer resources for upkeep. African American homes were then more likely to deteriorate, reinforcing their neighborhoods' slum conditions.

A still more sobering social media example of a different kind, one so important that it could well have influenced the presidential election of 2016, was the cooperation between Cambridge Analytica and Facebook. Cambridge Analytica, a political data firm, was largely the creation of Steve Bannon and his billionaire sponsor, Robert Mercer. One former co-executive referred to Cambridge Analytica as “Bannon’s arsenal of weaponry to wage a culture war on America using military strategies.” Cambridge Analytica combined a particularly vicious version of traditional “dirty tricks” with cutting-edge social media savvy. The dirty tricks, according to its former CEO, Alexander Nix, included bribery, sting operations, the use of prostitutes, and “honey traps” (usually involving sexual behavior, sometimes even initiated for the purposes of obtaining compromising photographs) to discredit politicians on whom it conducted opposition research. The social media savvy included advanced methods developed by the Psychometrics Centre of Cambridge University. Aleksandr Kogan, a young Russian American psychologist working there, created an app that enabled him to gain access to elaborate private information on more than fifty million Facebook users, information specifically identifying personality traits that influenced behavior. Kogan had strong links to Facebook, which failed to block his harvesting of that massive data; he then passed the data along to Cambridge Analytica. Kogan also taught at the Saint Petersburg State University in Russia; and given the links between Cambridge Analytica and Russian groups, the material was undoubtedly made available to Russian intelligence. So extensive was Cambridge Analytica’s collection of data that Nix could boast, “Today in the United States we have somewhere close to 4 or 5 thousand data points on every individual…. So we model the personality of every adult across the United States, some 230 million people.” Whatever his exaggeration, he was describing a new means of milieu control that was invisible and potentially manipulable in the extreme. Beyond Cambridge Analytica or Kogan, Russian penetration of American social media has come to be recognized as a vast enterprise involving extensive falsification and across-the-board anti-Clinton messages, with special attention given to African American men in order to discourage them from voting. The Russians apparently reached millions of people and surely had a considerable influence on the outcome of the election. More generally, one can say that social media platforms can now create a totality of their own, and can make themselves available to would-be owners of reality by means of massive deception, distortion, and promulgation of falsehoods. The technology itself promotes mystification and becomes central to creating and sustaining cultism. Trump is the first president to have available to him these developments in social media. His stance toward the wild conspiracism I have mentioned is to stop short of total allegiance to them, but at the same time to facilitate them and call them forth in his tweets and harbor their followers at his rallies. All of this suggests not only that Trump and the new social media are made for each other, but also that the problem will long outlive Trump’s brief, but all too long, moment on the historical stage.

What then can we do about crime and punishment? To ask that question is to ask what we can do about violence — whether it takes the form of crime or punishment. The first and most important principle might be to start doing nothing, or in other words, to stop doing the things that we are already doing that only stimulate violence — such as responding to the kind of violence that we call crime with the kind that we call punishment. I am not suggesting that it would make sense to let those who are actively raping and murdering others walk the streets. Physical restraint of those who are currently and actively physically violent, including confining or "quarantining" them in a locked facility, is at times the only way, in our ignorance, we have yet discovered to prevent further violence, temporarily. But to punish people — that is, to deliberately cause them pain — above and beyond the degree that is unavoidable in the act of restraining them only constitutes further violence (on our part), and only causes further violence (on the part of the "criminals" we punish). And since restraint itself unavoidably involves coercion and physical force, and will inevitably be experienced by some (though not all) as a form of punishment, it would make sense to utilize it only for those who are physically violent themselves. In other words, it is time that we stopped overcrowding our prisons, distorting our economic priorities, and subjecting the non-violent to violence and teaching them to become violent themselves by placing anyone in prison for a nonviolent crime. To use our prisons for those who have committed only crimes against property, or drug offenses, or have offended against someone's sense of morality, as with prostitution or gambling, is self-defeating if our goal is to decrease the amount of violence in our society; for the most effective way to turn a non-violent person into a violent one is to send him to prison.

First, educate the traffick-aged victim on how to stay safe - especially in regards to social media. I don’t think they have nay idea that once they hit that send button just how far that message or picture can go and how it can be used. I think we should help parents understand their responsibility and what they can do to keep their kids safe. In addition to that, I think to educate the schools and school counselors, school nurses, teachers to be aware of the signs of the student who suddenly either begins to withdraw or become hyper-sexualized. Something is going on there.   Also, I think society as a whole needs to look at prostitution differently. There is no girl who wants to become a prostitute. It’s just not like that. And, we really didn’t play with hooker Barbies when we were kids and say “that’s what I want to be when I grow up.” No, we wanted to be nurses or stewardesses or something else. Don’t drive by prostitutes and look down at them and call them names and be hateful to them - but love them, pray for them.   Everybody can help in some way whether it’s through prayer, financial support, or volunteering. Everyone can help in some way.   Selling people for sex is a profitable business right now. I would love for the purchasers to stop buying. I think that’s wrong. If there’s no buying of the product, people will quit trying to sell the product, so it would end the market. I’d like that!

Arguably, the Malecón is the most photographed street in Havana. It lies as a bulwark just across the horizon from the United States, which is only 90 treacherous miles away. It is approximately 5 miles long, following the northern coast of the city from east to west. This broad boulevard is ideal for the revelers partaking in parades and is the street used for Fiesta Mardi Gras, known in Cuba as Los Carnavales. It has also been used for “spontaneous demonstrations” against the United States. It runs from the entrance to Havana harbor at the Morro Castle, Castillo del Morro, alongside the Centro Habana neighborhood to the Vedado neighborhood, past the United States Embassy on the Calle Calzada. Since 1977, the renovated Embassy building has housed the United States Interests Section in Havana. The Malecón is also known as a street where both male and female prostitutes ply their trade. At the present time, most of the buildings that line this once magnificent coastal boulevard are in ruins, which doesn’t stop it from being a spectacular and popular esplanade for an evening walk by residents and tourists alike.
