With their permission, the researchers randomly assigned half of them to see a team of geriatric nurses and doctors—a team dedicated to the art and science of managing old age. The others were asked to see their usual physician, who was notified of their high-risk status. Within eighteen months, 10 percent of the patients in both groups had died. But the patients who had seen a geriatrics team were a quarter less likely to become disabled and half as likely to develop depression. They were 40 percent less likely to require home health services. These were stunning results. If scientists came up with a device—call it an automatic defrailer—that wouldn’t extend your life but would slash the likelihood you’d end up in a nursing home or miserable with depression, we’d be clamoring for it. We wouldn’t care if doctors had to open up your chest and plug the thing into your heart. We’d have pink-ribbon campaigns to get one for every person over seventy-five. Congress would be holding hearings demanding to know why forty-year-olds couldn’t get them installed. Medical students would be jockeying to become defrailulation specialists, and Wall Street would be bidding up company stock prices. Instead, it was just geriatrics. Speculators, meanwhile, have seized control of the global economy and the levers of political power. They have weakened and emasculated governments to serve their lust for profit. They have turned the press into courtiers, corrupted the courts, and hollowed out public institutions, including universities. They peddle spurious ideologies—neoliberal economics and globalization—to justify their rapacious looting and greed. They create grotesque financial mechanisms, from usurious interest rates on loans to legalized accounting fraud, to plunge citizens into crippling forms of debt peonage. And they have been stealing staggering sums of public funds, such as the $65 billion of mortgage-backed securities and bonds, many of them toxic, that have been unloaded each month on the Federal Reserve in return for cash.21 They feed like parasites off of the state and the resources of the planet. Speculators at megabanks and investment firms such as Goldman Sachs are not, in a strict sense, capitalists. They do not make money from the means of production. Rather, they ignore or rewrite the law—ostensibly put in place to protect the weak from the powerful—to steal from everyone, including their own shareholders. They produce nothing. They make nothing. They only manipulate money. They are no different from the detested speculators who were hanged in the seventeenth century, when speculation was a capital offense. The obscenity of their wealth is matched by their utter lack of concern for the growing numbers of the destitute. In early 2014, the world’s 200 richest people made $13.9 billion, in one day, according to Bloomberg’s billionaires index.22 This hoarding of money by the elites, according to the ruling economic model, is supposed to make us all better off, but in fact the opposite happens when wealth is concentrated in the hands of a few individuals and corporations, as economist Thomas Piketty documents in his book Capital in the Twenty-First Century.23 The rest of us have little or no influence over how we are governed, and our wages stagnate or decline. Underemployment and unemployment become chronic. Social services, from welfare to Social Security, are slashed in the name of austerity. Government, in the hands of speculators, is a protection racket for corporations and a small group of oligarchs. And the longer we play by their rules the more impoverished and oppressed we become. When we look back on what happened in Ferguson, Missouri, during the summer of 2014, it will be easy to think of it as yet one more episode of black rage ignited by yet another police killing of an unarmed African American male. But that has it precisely backward. What we've actually seen is the latest outbreak of white rage. Sure, it is cloaked in the niceties of law and order, but it is rage nonetheless. Protests and looting naturally capture attention. But the real rage smolders in meetings where officials redraw precincts to dilute African American voting strength or seek to slash the government payrolls that have long served as sources of black employment. It goes virtually unnoticed, however, because white rage doesn't have to take to the streets and face rubber bullets to be heard. Instead, white rage carries an aura of respectability and has access to the courts, police, legislatures, and governors, who cast its efforts as noble, though they are actually driven by the most ignoble motivations. White rage recurs in American history. It exploded after the Civil War, erupted again to undermine the Supreme Court's Brown v. Board of Education decision, and took on its latest incarnation with Barack Obama's ascent to the White House. For every action of African American advancements, there's a reaction, a backlash.

As I see it, the War on Drugs—more than any other government program or political initiative—gave rise to mass incarceration as defined above. Although the political dynamics that gave birth to the system date back to slavery, the drug war marked an important turning point in American history, one that cannot be measured simply by counting heads in prisons and jails. The declaration and escalation of the War on Drugs marked a moment in our past when a group of people defined by race and class was viewed and treated as the “enemy.” A literal war was declared on a highly vulnerable population, leading to a wave of punitiveness that permeated every aspect of our criminal justice system and redefined the scope of fundamental constitutional rights. The war mentality resulted in the militarization of local police departments and billions invested in drug law enforcement at the state and local levels. It also contributed to astronomical expenditures for prison building for people convicted of all crimes and the slashing of billions from education, public housing and welfare programs, as well as a slew of legislation authorizing legal discrimination against millions of people accused of drug offenses, denying them access to housing, food stamps, credit, basic public benefits, and financial aid for schooling. This war did not merely increase the number of people in prisons and jails. It radically altered the life course of millions, especially black men who were the primary targets in the early decades of the war. Their lives and families were destroyed for drug crimes that were largely ignored on the other side of town. Fatmah Hassan Tabashe Sufian, sixty-one years old, married and a mother of four, was woken up on 6 April 1993 at three o’clock in the morning. Soldiers broke into her house, pushed her up against the wall and asked her where her children were; they are asleep, she replied. They woke up her son Saad, thirty years old, kicking him and beating him with their hands and rifle stocks, until he was spitting blood all over the place. Her other son, Ibrahim, was badly beaten, and the B’Tselem researcher who took Fatmah’s evidence testified that long after the incident he could still see signs of ecchymosis – subcutaneous bleeding – on his back. Both sons were taken out to the yard and put against a wall. The soldiers found two toy guns and began slashing the two men with them until the toys broke. Then they gathered everyone in the complex, twenty-seven people, into one room and threw in a shock grenade. Saad and Ibrahim were ordered to empty the cupboard while they were continuously beaten by the soldiers shouting at them, ‘You are Hamas and we are Golani [the name of the military brigade to which they belonged].’ Nor did they spare Fatmah’s old, blind brother who was a hundred years old. He too was abused by the soldiers, who threw mattresses and blankets at him.25 Thus, every April from 1987 until 1993 this was the routine of the collective punishment. But it was not only these three days that mattered. Collective punishment in March–May 1993 robbed 116,000 Palestinian workers of their source of living, bisected the Occupied Territories into four disconnected areas and barred any access to Jerusalem.26 Seen from that perspective, when the Oslo Accord was implemented as a territorial and security arrangement, it was just official confirmation of a policy already in place since 1987.

The first time he’d cut off ears because he was there and it was being done, but that was it. He wasn’t one of those who once they were in all that lawlessness couldn’t wait to get going, the ones who weren’t too well put together or were pretty aggressive to start off with and only needed the slightest opportunity to go ape-shit. One guy in his unit, guy they called Big Man, he wasn’t there one or two days when he’d slashed some pregnant woman’s belly open. Farley was himself only beginning to get good at it at the end of his first tour. But the second time, in this unit where there are a lot of other guys who’d also come back and who hadn’t come back just to kill time or to make a couple extra bucks, this second time, in with these guys who are always looking to be put out in front, ape-shit guys who recognize the horror but know it is the very best moment of their lives, he is ape-shit too. In a firefight, running from danger, blasting with guns, you can’t not be frightened, but you can go berserk and get the rush, and so the second time he goes berserk. The second time he fucking wreaks havoc. Living right out there on the edge, full throttle, the excitement and the fear, and there’s nothing in civilian life that can match it. Door gunning. They’re losing helicopters and they need door gunners. They ask at some point for door gunners and he jumps at it, he volunteers. Up there above the action, and everything looks small from above, and he just guns down huge. Whatever moves. Death and destruction, that is what door gunning is all about. With the added attraction that you don’t have to be down in the jungle the whole time. But then he comes home and it’s not better than the first time, it’s worse. Not like the guys in World War II: they had the ship, they got to relax, someone took care of them, asked them how they were. There’s no transition. One day he’s door gunning in Vietnam, seeing choppers explode, in midair seeing his buddies explode, down so low he smells skin cooking, hears the cries, sees whole villages going up in flames, and the next day he’s back in the Berkshires. And now he really doesn’t belong, and, besides, he’s got fears now about things going over his head. He doesn’t want to be around other people, he can’t laugh or joke, he feels that he is no longer a part of their world, that he has seen and done things so outside what these people know about that he cannot connect to them and they cannot connect to him. They told him he could go home? How could he go home?
