Sergeant Colon had had a broad education. He’d been to the School of My Dad Always Said, the College of It Stands to Reason, and was now a postgraduate student at the University of What Some Bloke In the Pub Told Me.
Terry Pratchett (Jingo (Discworld, #21))
...That's exactly it, my dear friend,'' the future rector had once told him regarding Existentialism, when he was already doing postgraduate work in psychology to achieve his doctorate, ''for this is nothing but a noögenic neuroses due to which such people end up feeling as if they were lost in space and time.'' ''That which the Greek Stoics used to call agnoia, isn't it, or the spiritual ignorance of Man,'' the future professor had answered while they were in the university canteen having a coffee together. ''Correct. In fact, noögenic neuroses do not emerge from conflicts between drives and instincts but rather from spiritual and existential problems...
Anton Sammut (Paceville and Metanoia)
The main function of a university is not to grant degrees and diplomas, but to develop the university spirit and advance learning. The former is impossible without corporate life, the latter without honours and post-graduate
Sarvepalli Radhakrishnan (Foundation of Civilisation: Ideas and Ideals)
Whatever happens immediately post-graduation, chances are good that it will be at least a little disappointing.
Kelly Williams Brown (Adulting: How to Become a Grown-up in 468 Easy(ish) Steps)
Fortunately, our colleges and universities are fully cognizant of the problems I have been delineating and take concerted action to address them. Curricula are designed to give coherence to the educational experience and to challenge students to develop a strong degree of moral awareness. Professors, deeply involved with the enterprise of undergraduate instruction, are committed to their students' intellectual growth and insist on maintaining the highest standards of academic rigor. Career services keep themselves informed about the broad range of postgraduate options and make a point of steering students away from conventional choices. A policy of noncooperation with U.S. News has taken hold, depriving the magazine of the data requisite to calculate its rankings. Rather than squandering money on luxurious amenities and exorbitant administrative salaries, schools have rededicated themselves to their core missions of teaching and the liberal arts. I'm kidding, of course.
William Deresiewicz (Excellent Sheep: The Miseducation of the American Elite and the Way to a Meaningful Life)
For him the scholarship is a gigantic material fact, like a vast cruise ship that has sailed into view out of nowhere, and suddenly he can do a postgraduate program for free if he wants to, and live in Dublin for free, and never think about rent again until he finishes college. Suddenly he can spend an afternoon in Vienna looking at Vermeer’s The Art of Painting, and it’s hot outside, and if he wants he can buy himself a cheap cold glass of beer afterward. It’s like something he assumed was just a painted backdrop all his life has revealed itself to be real: foreign cities are real, and famous artworks, and underground railway systems, and remnants of the Berlin Wall. That’s money, the substance that makes the world real. There’s something so corrupt and sexy about it.
Sally Rooney (Normal People)
The Lord prepared Moses for his ministry and took eighty years to do it. He was raised as a prince in Egypt and taught all that the wise men in Egypt knew. Some scholars believe that Moses was in line to be the next Pharaoh. Yet Moses gave all this up to identify with the people of God in their suffering (Heb. 11:24–27). God gave Moses a forty-year “post-graduate course” as a shepherd in the land of Midian, a strange place for a man with all the learning of Egypt in his mind. But there were lessons to be learned in solitude and silence, and in taking care of ignorant sheep, that Moses could never have learned in the university in Egypt. God has different ways of training His servants, and each person’s training is tailor-made by the Lord.
Warren W. Wiersbe (Be Equipped (Deuteronomy): Acquiring the Tools for Spiritual Success (The BE Series Commentary))
I studied philosophy in college and didn’t realize until my senior year that no one would pay me to philosophize when I graduated. My frantic search for a “post-graduation plan” led me to law school mostly because other graduate programs required you to know something about your field of study to enroll; law schools, it seemed, didn’t require you to know anything. At Harvard, I could study law while pursuing a graduate degree in public policy at the Kennedy School of Government, which appealed to me.
Bryan Stevenson (Just Mercy: A Story of Justice and Redemption)
Mostly, as my friends seemed to plug along in pursuit of their postgraduation dreams, I stared terrified into the abyss, wondering if I’d be able to see my dream once my eyes adjusted to the darkness. Looking back, I realize pretty much everyone felt as lost as I did. But I didn’t know that then, and I wanted a plan of my own. I would not allow entropy.
Mary Laura Philpott (I Miss You When I Blink: Essays)
The small scale of the groups within such networks helps them remain agile, while the many-to-many ties in the larger network ensure that even if 10 percent or 20 percent of its membership is eliminated, the network as a whole will continue to function. "How many times have we killed the number three in al-Qaeda? In a network, everyone is number three," notes [US Naval Postgraduate School professor of defense analysis Dr. John] Arquilla, dryly.
Andrew Zolli (Resilience: Why Things Bounce Back)
Oaths are made to be kept only until their purpose be fulfilled," the fluty voice responded. "Every geas is lifted at last, every self-set rule repealed. Otherwise orderliness in life becomes a limitation to growth; discipline, chains; integrity, bondage and evil-doing. You have learned what you can from the world. You have graduated from that huge portion or Nehwon. It now remains that you take up your postgraduate studies in Lankhmar, the highest university of civilized life here.
Fritz Leiber (Swords Against Death (Fafhrd and the Gray Mouser, #2))
I had incipient ulcers most of the years that I was at Bell Labs. I have since gone off to the Naval Postgraduate School and laid back somewhat, and now my health is much better. But if you want to be a great scientist you’re going to have to put up with stress. You can lead a nice life; you can be a nice guy or you can be a great scientist. But nice guys end last, is what Leo Durocher said. If you want to lead a nice happy life with a lot of recreation and everything else, you’ll lead a nice life.
Richard Hamming
McRaven’s thesis, which would become part of the curriculum at the Naval Postgraduate School, set out the core concept of special ops: that a small, well-trained force can deliver a decisive blow against a much larger, well-defended one. He defined such a mission as one “conducted by forces specially trained, equipped, and supported for a specific target whose destruction, elimination, or rescue (in the case of hostages), is a political or military imperative.” Refining the key elements to success for such missions, he prescribed, in a nutshell, “A simple plan, carefully concealed, repeatedly and realistically rehearsed, and executed with surprise, speed, and purpose.

The boy, called Urbain, is now fourteen years old and wonderfully clever. He deserves to be given the best of educations, and in the neighborhood of Saintes the best education available is to be had at the Jesuit College of Bordeaux. This celebrated seat of learning comprised a high school for boys, a liberal arts college, a seminary, and a School of Advanced Studies for ordained postgraduates. Here the precociously brilliant Urbain Grandier spent more than ten years, first as schoolboy, and later as undergraduate, theological student and, after his ordination in 1615, as Jesuit novice. Not that he intended to enter the Company; for he felt no vocation to subject himself to so rigid a discipline. No, his career was to be made, not in a religious order, but as a secular priest.
Aldous Huxley (The Devils of Loudun)
No one can or will ever replace the love Andy, you, and I shared, but life goes on and we have to flow with it. I completed my postgraduate fashion design at the Royal College of Art, London in 1977; I then worked for Liberty of London for a few years before venturing into designing my own bridal wear collections for several major London department stores. In 1979, the Hong Kong Polytechnic now a university invited me to teach fashion design at their clothing and textile institute. Andy and I separated in 1970. He left for New Zealand to pursue engineering while I stayed in London to complete my fashion studies. Those early years of our separation were extremely difficult for the both of us. As you are well aware, we were very close at boarding school. After your departure to Vienna, Andy and I were inseparable. He asked me to join him permanently in Christchurch, but I was determined to enroll in a London fashion school. We corresponded for a couple of years before mutually deciding that it was best to severe ties and start afresh.

The proper METHOD for studying poetry and good letters is the method of contemporary biologists, that is careful first-hand examination of the matter, and continual COMPARISON of one ‘slide’ or specimen with another. No man is equipped for modern thinking until he has understood the anecdote of Agassiz and the fish: A post-graduate student equipped with honours and diplomas went to Agassiz to receive the final and finishing touches. The great man offered him a small fish and told him to describe it. Post-Graduate Student: “That’s only a sun-fish” Agassiz: “I know that. Write a description of it.” After a few minutes the student returned with the description of the Ichthus Heliodiplodokus, or whatever term is used to conceal the common sunfish from vulgar knowledge, family of Heliichterinkus, etc., as found in textbooks of the subject. Agassiz again told the student to describe the fish. The student produced a four-page essay. Agassiz then told him to look at the fish. At the end of the three weeks the fish was in an advanced state of decomposition, but the student knew something about it. — ABC of Reading (1934; New Directions)

Polls show that while students who just finished high school believe in an active God at a rate of 77 percent, once students reach the level of postgraduate education, that rate drops to 65 percent.70 This may be due to youthful arrogance; more likely, it is due, at least in large part, to the anti-God bias of the universities.

But his mannered English bothered her as she got older, because it was costume, his shield against insecurity. He was haunted by what he did not have—a postgraduate degree, an upper-middle-class life—and so his affected words became his armor. She preferred it when he spoke Igbo; it was the only time he seemed unconscious of his own anxieties.

The review article is appealing because advertiser-supported publications, sometimes called “throwaways ,” have a constant appetite for content. Examples of such publications are Postgraduate Medicine , Consultant , and Hospital Practice .

Girls learn this very early at home by watching their parents. They also learn who has more power. Namrata, 30, who has a postgraduate degree, says, ‘Papa never gave value to my mother. He respected her but never asked for her opinion. He might consult her about social situations but never on any other matters.’ Himanshi, 21, who describes herself as ‘big on fitness’, says she feels hurt when she sees her mother keep quiet or change her opinion in front of her father. ‘I don’t like it when she sometimes sacrifices her opinions or needs in front of my father. If there is an issue and my father has an opinion that is A and Mom has an opinion that is B, my father won’t change to B, my mother will change to A.’ Himanshi does not want to be like her mother but she may be like her mother after all. Initially she said with great gusto, ‘Usually I am pretty open with my opinions,’ then her voice dropped as she trailed off, ‘but sometimes I forgo them for the family.’ And then she added almost in a whisper, ‘I usually keep quiet in family affairs.

Design targets are not marketing targets. Stamp that on every persona document you create. Market segments do not translate into archetypes. And the user type with the highest value to your business may not be the one with the most value to the design process. Maybe existing Fantastic Science Center members with post-graduate science degrees generate the most revenue through gift shop sales and special event attendance, but they know too much. Their existing level of knowledge and engagement is likely to be very high. Design for the users with less expertise and you can meet the needs of those with more

IRCC Updates Guidance on Intra-Company Transferees Amid Canadian Immigration Changes: ESSE India Insights On October 3, Immigration, Citizenship, and Refugees Canada (IRCC) introduced updated guidelines concerning Intra-Company Transferees (ICTs) under Canada's International Mobility Program. These updates are especially relevant for foreign nationals looking to transfer within multinational corporations to Canadian branches, as they clarify the criteria for eligibility and the assessment of specialized knowledge. For individuals pursuing, including those engaging in work programs like the Global Talent Stream Canada, these changes have significant implications. These updates align with IRCC’s broader objective to decrease the proportion of temporary residents in Canada over the next three years. This is particularly important for those seeking assistance from Canada immigration consultants, especially those based in India, who are providing services for Canada PR consultancy. Key Changes to the Intra-Company Transferee Program The IRCC has refined the ICT program under section R205(a) of Canadian Interests – Significant Benefit. Transfers must now originate from an established foreign enterprise of a multinational corporation (MNC). The updates also clarify the definition of “specialized knowledge,” which is crucial for foreign workers applying for such roles. Furthermore, all ICT instructions have been consolidated onto a single page, streamlining the process for applicants and immigration consultants alike. These changes don’t just affect ICT applicants but also extend to broader implications for those navigating the Canada PR process, including individuals using Canada immigration consultants in India or from other locations. Those applying through programs such as bcpnp, provincial nomination, or even looking to work and study in Canada for free should take these updates into consideration. Free Trade Agreements and the International Mobility Program The updates also encompass free trade agreements related to ICTs, including the Canada–United States–Mexico Agreement, Canada–Korea Free Trade Agreement, and Canada–European Union: Comprehensive Economic and Trade Agreement. These agreements simplify the Canada PR procedure for skilled workers, often allowing them to bypass the requirement for a Labour Market Impact Assessment (LMIA), which can be time-consuming. This simplification is beneficial for businesses and foreign nationals navigating the Canadian immigration system. For those considering PR in Australia or Germany through the Global Talent Stream Australia or Global Talent Stream Germany, understanding the differences in immigration policies between countries is vital. As Canada refines its ICT program, both Australia PR and Germany PR processes have their own unique requirements, which can be managed with the help of Australia immigration consultants or Germany immigration consultants. Impacts on Temporary Resident Programs and the Canadian Labour Market In conjunction with the ICT updates, Canada's Temporary Foreign Worker Program (TFWP), which involves LMIA-based work permits, is undergoing significant reforms. IRCC’s new measures aim to reduce temporary residents in Canada from 6.5% to 5% of the total population by 2026. These changes will be especially relevant for foreign nationals seeking permanent residency in Canada and for those applying for Canada Visa Consultancy Services, such as spouse visa consultants or tourist visa ETA applications. Long-Term Outlook for Canadian Immigration Looking ahead, IRCC’s reforms signify a strategic shift in Canada’s immigration framework. Key programs such as the Provincial Nominee Program (PNP), study permits, and post-graduation work permits (PGWPs) will be affected by these changes. For immigrants relying on Canada immigration consultants, staying informed about these updates is essential for making well-informed decisions.

And yet—I have said that I would have killed to protect them, only there was no one to kill. If that were the solution—which, of course, it isn’t—the man to kill was Robert Stadler. Of any one person, of any single guilt for the evil which is now destroying the world—his was the heaviest guilt. He had the mind to know better. His was the only name of honor and achievement, used to sanction the rule of the looters. He was the man who delivered science into the power of the looters’ guns. John did not expect it. Neither did I. . . . John came back for his postgraduate course in physics. But he did not finish it. He left, on the day when Robert Stadler endorsed the establishment of a State Science Institute. I met Stadler by chance in a corridor of the university, as he came out of his office after his last conversation with John. He looked changed. I hope that I shall never have to see again a change of that kind in a man’s face. He saw me approaching—and he did not know, but I knew, what made him whirl upon me and cry, ‘I’m so sick of all of you impractical idealists!’ I turned away. I knew that I had heard a man pronounce a death sentence upon himself. . . . Miss Taggart, do you remember the question you asked me about my three pupils?

Mid June 2012 …Young, as time passed, I missed you more than ever. My exasperation with Toby festered with each passing day. When I finally could not tolerate our tempestuous relationship, I confronted the young man. After a heated emotional argument, Toby left our unfinished discussion in a state of vexation. I did not realize he was using the age-old psychological threat of overdosing himself to obtain my attention. I found him unconscious, foaming at the corner of his mouth from consuming an entire bottle of sleeping pills. He was rushed to hospital. I would not have been able to live with my guilt if Toby had died. He recovered from this ordeal, but my respect for him had plummeted. Instead of loving him, I felt sorry and pitied him. This was a malignant sign of what was to come. To appease him, we often kissed and made up after impassioned disputes. I made false promises that I had no intention of keeping. These desolate pledges soon dissolved into self-abhorrence. I had allowed myself to be trapped into a situation, and I could not figure out a solution. Throughout this ordeal, I threw myself into my engineering studies, channeling my unhappiness into what I enjoyed best. I could not give myself fully to the boy, and had little respect for him. When we made love, I shut him out. Instead, I saw you in our sexual liaisons. Toby was merely a vehicle to satisfy my sexual desires to be with you. Throughout the years we were together, it was you I made love to, not Toby or anyone else. I could not and would not release you from my mind. The pain of losing you was too oppressive, until the fateful day I suffered a nervous breakdown. I ended up in a hospital, in the psychiatric ward. Aria and Ari came to nurse me back to health. Aria stayed for two weeks until I could commence classes again. I knew I had to get away from this toxic relationship. The day I graduated I enrolled in a postgraduate program in Alberta, Canada. I desired to be as far away from New Zealand as possible; I needed to be away from Toby and to find myself again. I finally had a solid and legitimate excuse to separate from the boy. I was glad when Toby’s parents demanded their son’s return to the Philippines after his graduation so that he could take over his father’s business. Toby did not wish to return to Manila, but had no choice. His father threatened to cut off his financial support if he did not return. Thanks to universal intervention, my freedom was restored. I began a new life in Canada. That, my dearest Young, was the beginning of a new chapter in my life. The rest will be revealed to you in our next correspondence. For now, be happy, be well, and most importantly, be you at all times: the Young whom I love and cherish. Andy, Xoxoxo

Just as I was on the verge of release, loud banging was heard at the front door, rudely jolting us back to reality. Desperately adjusting my spinning vision to normality, I saw Toby fuming in front of our nakedness. The boy was shouting obscenities at Jack and me. That was the straw that broke the camel’s back; I had enough of Toby’s erratic behavior. I commanded him to leave my flat, and our relationship terminated from that moment forward. I had no wish to see this irrational guy again. I was no longer responsible for his childishness, even if he threatened suicide. By now I had enough of his stupidity and told him that was none of my business if he decided to take his own life. Toby stomped out of my lodgings, cursing and hurling profanity at us. This offensive episode had ruptured our evening of blissful sexuality. Jack and I decided to take a hiatus. I also needed a respite from Toby’s drama. My four-year on-again-off-again relationship with the Portuguese Filipino ended that very evening. I had been holding on to that relationship, hoping I would uncover a glimmer of your positive traits in the boy. I learned that people don’t change; what changes is our perception of them. Toby slowly relinquished his suicidal absurdity over time. Our friendship remained cordial despite all that had transpired. He continued to try to reignite our passions, which to me had passed the point of no return. I never looked back after I left for Canada to pursue my postgraduate studies. That was the final chapter to my relationship with Toby. Well, Young, here we are, reminiscing about the past when we have the present and the future to enjoy each other’s company. Be well, be good, and don’t do anything I wouldn’t do. Love you always, Andy.

Interestingly enough, whenever I cite examples from superhero comic books in a lecture, my students never wonder when they will use this information in their "real life". Apparently they all have plans, post-graduation, that involve protecting the City from all threat while wearing spandex. As a law-abiding citizen, this notion fills me with a great sense of security, knowing as I do how many of my scientist colleagues could charitably be termed "mad".

Let’s take a woman, and make her twenty-five years old and give her a postgraduate education. Let’s call her ‘Jane’. If she works for forty years, Jane is likely – if things go according to the average experience – to earn a lifetime total of $2.49 million. But if you take a second graduate, and call him ‘Jeff’, and give him exactly the same qualifications as Jane and bless him with the same degree of averageness, he ends his forty-year career with a lifetime total of $3.78 million.11 That amounts to, as Anne Summers pointed out in her book The Misogyny Factor, ‘a million dollar penalty for being a young woman in Australia today’.12
Annabel Crabb (The Wife Drought)
The scientists. The technicians. Everyone you needed to make it happen. They actually had to do this. They had to watch the video of people dying all over Eros. They had to design those radioactive murder chambers. So unless you managed to round up every serial killer in the solar system and send them through a postgraduate program, how did you do this?” “We modified our science team to remove ethical restraints.” Half a dozen clues clicked into place in Holden’s head. “Sociopaths,” he said. “You turned them into sociopaths.” “High-functioning sociopaths,” Dresden said with a nod.

An October 2015 Gallup poll found that a 56 to 41 percent margin of Americans believe that increased concealed carry leads to improved safety.3 The results are reversed only among Democrats and those with postgraduate degrees. This is quite a change from 2005, when 65 percent of Americans told Gallup that they felt less safe in places allowing concealed weapons.

Clifford” is an important psychedelic researcher, group leader, and writer. He is currently writing a book of personal essays. Student days at the University of California at San Diego were a whirlwind blending of 1960s’ issues with the academic pressure necessary to enter postgraduate training of some sort. My personal choices were between psychology and medicine. My introduction to psychedelics had convinced me of their value. I was taking a biology course to prepare for medical school, and we were studying the development of the chick embryo. After the first meeting of the one-quarter-long course, I realized that in order to stay alert, a tiny dose of LSD could be useful. With that in mind, I licked a small, but very potent, tablet emblazoned with the peace sign before every class. This produced a barely noticeable brightening of colors and created a generalized fascination with the course and my professor, who was otherwise uninteresting to me. Unfortunately, when finals came around, my health disintegrated and I missed the final exam. The next day I called my professor and begged for mercy. She said, “No problem, come to my lab.” “When shall we schedule this?” She suggested immediately. With some dismay, I agreed that I would meet her within an hour. I reached into the freezer and licked the almost exhausted fragment of the tablet I had used for class. I decided that there was so little left I might as well swallow it all. At

Yes, education destroys. Twenty-five years continuously, from the kindergarten to the postgraduate courses in university, it goes on destroying in you whatsoever is beautiful and aesthetic. The lotus is crushed under scholarship, the rose is murdered by the so-called professors, teachers, vice-chancellors, chancellors.

What’s behind these terribly low diagnostic rates? “One of the reasons celiac disease is so grossly underdiagnosed in this country,” says Dr. Green, “is that the pharmaceutical industry has such a major role in the direction of health care here. In many countries around the world, where there are national health plans, doctors are actively encouraged to diagnose celiac disease. In this country, the pharmaceutical industry provides eighty percent of the money for medical research. It also provides a lot of money for postgraduate education, and there just aren’t any drug companies that are interested in researching celiac disease. There’s basically no money in it—no drug company will provide funds for the research.” Simply put: Since there are no drugs to treat celiac disease, pharmaceutical companies stand to gain no profits from encouraging its diagnosis.

In America and the European Union, around a third of the public have college degrees. An even smaller share get postgraduate education, barely 13% in the United States. And yet most of the leadership positions in Western societies are held by people who have at least a college education and usually some postgraduate training. In other words, about two thirds of people stand by and watch as the other third run everything. (In large Asian countries, which have a smaller share of college graduates, the divide is arguably much greater. Just 10% of China’s population attended some college and yet virtually every member of the Communist Party’s Central Committee has—99% as of 2016.

person anywhere in Europe would have had a solid grounding in the classics. Certainly the coiner of addict did. Is it an exaggeration to say that Latin and Greek were known quantities in households with more books than a lone family bible? Probably, but if a member of such a household completed any kind of undergraduate or postgraduate work, there would have been significant accumulated exposure to the classical languages, and the cultures they represented, and their stories, their myths and their legends. Obviously old Gabriel Fallopius knew all that stuff. Certainly Friedrich Sertürner knew all about the Greek god of dreams. (And was probably ready to argue for forty-five minutes why it was indeed dreams, not sleep.) In the eighteenth and nineteenth centuries, anyone educated in Germany as a pharmacist would have known that kind of thing. Which meant Felix Hoffmann did, too. So why did he call it heroin? Even before I learned it was so, I always vaguely assumed ‘hero’ was ancient Greek. It just sounded right. I further vaguely assumed even in modern times the word might signify something complicated, central and still marginally relevant in today’s Greek heritage. Naively I assumed I was proved right, the first time I came to New York, in 1974. I ate in Greek diners with grand and legacy-heavy names like Parthenon and Acropolis, and from Greek corner delis, some of which had no name at all, but every single establishment had ‘hero sandwiches’ on the menu. This was partly simple respect for tradition, I thought, like the blue-and-white take-away coffee cups, and also perhaps a cultural imperative, a ritual genuflection, but probably most of all marketing, as if to say, eat this mighty meal and you too could be a legend celebrated for millennia. Like Wheaties, the breakfast of champions. But no. ‘Hero’ was a simple phonetic spelling in English of the Greek word ‘gyro’. It was how New Yorkers said it. A hero sandwich was a gyro sandwich, filled with street-meat thinly carved from a large wad that rotated slowly against a source of heat. Like the kebab shops we got in Britain a few years later. Central to modern culture, perhaps, but not to ancient heritage. Even

Since moving here, I’ve had a revolving door of friends and acquaintances. Another completely different way that the contacts of a relay could fail was if dirt or an insect got trapped in the spacing between contacts. If a fly or a moth, for example, happened to be sitting on the make contact when the coil was energized, then it could be squashed and, after its smashed little body dried, the contacts would be covered with a very disgusting but quite effective insulator. To clean up such a disabled relay was called debugging, a term that has survived in the vocabulary of modern computer users trying to fix their faulty programs. This is not a joke—I heard it as a quite serious story in a lecture at the Naval Postgraduate School in 1982 from a legend in computer science, Rear Admiral Grace Hopper (1906–1992), a Yale PhD mathematician who worked during the Second World War with Harvard’s five ton, 800 cubic foot Mark I relay computer, which when operating was described as sounding like a “roomful of ladies knitting.” To debug such a machine must have been an “interesting” job for someone;

Specifically, they reference the work of Argyris and Schon on distinguishing between single and double-loop learning in both papers.72 Naot, Lipshitz, and Popper state that double loop learning is, “considered to be of higher quality because effective solution of some problems requires the examination of sensitive undiscussable issues, and the reframing of assumptions, values and goals.”73 Whereas single loop learning is more interested in a quick fix, double loop considers the larger context and works to shift organizational culture (values, beliefs, assumptions, etc.) when necessary to truly implement a lesson, and more importantly, change individual and organizational behavior. For example, Moynihan states, “The creation of the ICS can be considered an example of intercrisis double-loop learning, as it shows practitioners and policy makers questioning basic approaches to crisis response, and developing a new framework for future responses.”74

In a situation of uncertainty planning becomes learning, which never stops. We have an in-built urge to try to pin down situations, and to try to reach a point where we have got it sorted out in our mind. If uncertainty is acknowledged it is not any longer possible to take this position of “we have done the planning.112

Unfortunately, in the homeland security enterprise, practitioners are in the precarious position of being expected to know, or of having to have “done the planning,” for if they do not know or have not planned, how can U.S. citizens (and responders themselves) have confidence that they are secure? The trick is to move into a mindset of continual learning because as Moynihan states “Learning helps to manage uncertainty”113

Obviously, an actual emergency cannot be interrupted to reflect on specific objectives, goals, and capabilities as a way to engage in an emergent learning process. However, a number of ways that this type of reflective process can still be accomplished is to facilitate and encourage learning during a real emergency. To be clear, the underlying motive of the entire framework is to infuse a continuous learning sensibility into a response agency by adopting a philosophy of continual learning though reflection and action. In other words, a shift in organizational culture and values is necessary.

With this objective in mind, the critical weapon in the RRF’s arsenal turns out to be insightful questions, rather than preformatted answers, which are the building blocks of artificial certainty, the Trojan horses of instant collapse.128

In normal situations, system one runs automatically while system two is in the background at a low level of engagement. However, when things become difficult for system one, a type of override occurs and system two is activated.

Learning is the major process of human adaptation. This concept of learning is considerably broader than that commonly associated with the school classroom. It occurs in all human settings, from schools to the workplace, from the research laboratory to the management board room, in personal relationships and the aisles of the local grocery…Therefore it encompasses other, more limited adaptive concepts such as creativity, problem solving, decision making, and attitude change that focus heavily on one or another basic aspects of adaptation.107

The ideas that do produce observable benefits can then be adopted and amplified when the complex system has shown the appropriate response to its stimulus.108

Involving participants increases and reinforces learning.”78 Storytelling is listed as a learning technique that: …helps communicate complicated ideas, situations, and experiences. Postsecondary education in particular has become an “inequality machine.”16 As more ordinary people have earned college degrees, upper middle-class families have simply upped the ante. Postgraduate qualifications are now the key to maintaining upper middle-class status.17 The upper middle class gains most of its status not by exploiting others but by exploiting its own skills.
