The principal concern of a nuclear reactor - particularly an RBMK reactor, because of its graphite moderator - is that cooling water continuously flows into the core. Without it there could be an explosion or meltdown. Even if the reactor is shut down, the fuel within will still be generating decay heat, which would damage the core without further cooling. Pumps driving the flow of water rely on electricity generated by the plant’s own turbines, but in the event of a blackout the electrical supply can be switched to the national grid. If that fails, diesel generators on site will automatically start up to power the water pumps, but these take about 50 seconds to gather enough energy to operate the massive pumps. There are six emergency tanks containing a combined 250 tons of pressurised water which can be injected into the core within 3.5 seconds, but an RBMK reactor needs around 37,000 tons of water per hour - 10 tons-per-second - so 250 tons does not cover the 50 second gap.92

Fifteen years ago, a business manager from the United States came to Plum Village to visit me. His conscience was troubled because he was the head of a firm that designed atomic bombs. I listened as he expressed his concerns. I knew if I advised him to quit his job, another person would only replace him. If he were to quit, he might help himself, but he would not help his company, society, or country. I urged him to remain the director of his firm, to bring mindfulness into his daily work, and to use his position to communicate his concerns and doubts about the production of atomic bombs. In the Sutra on Happiness, the Buddha says it is great fortune to have an occupation that allows us to be happy, to help others, and to generate compassion and understanding in this world. Those in the helping professions have occupations that give them this wonderful opportunity. Yet many social workers, physicians, and therapists work in a way that does not cultivate their compassion, instead doing their job only to earn money. If the bomb designer practises and does his work with mindfulness, his job can still nourish his compassion and in some way allow him to help others. He can still influence his government and fellow citizens by bringing greater awareness to the situation. He can give the whole nation an opportunity to question the necessity of bomb production. Many people who are wealthy, powerful, and important in business, politics, and entertainment are not happy. They are seeking empty things - wealth, fame, power, sex - and in the process they are destroying themselves and those around them. In Plum Village, we have organised retreats for businesspeople. We see that they have many problems and suffer just as others do, sometimes even more. We see that their wealth allows them to live in comfortable conditions, yet they still suffer a great deal. Some businesspeople, even those who have persuaded themselves that their work is very important, feel empty in their occupation. They provide employment to many people in their factories, newspapers, insurance firms, and supermarket chains, yet their financial success is an empty happiness because it is not motivated by understanding or compassion. Caught up in their small world of profit and loss, they are unaware of the suffering and poverty in the world. When we are not int ouch with this larger reality, we will lack the compassion we need to nourish and guide us to happiness. Once you begin to realise your interconnectedness with others, your interbeing, you begin to see how your actions affect you and all other life. You begin to question your way of living, to look with new eyes at the quality of your relationships and the way you work. You begin to see, 'I have to earn a living, yes, but I want to earn a living mindfully. I want to try to select a vocation not harmful to others and to the natural world, one that does not misuse resources.' Entire companies can also adopt this way of thinking. Companies have the right to pursue economic growth, but not at the expense of other life. They should respect the life and integrity of people, animals, plants and minerals. Do not invest your time or money in companies that deprive others of their lives, that operate in a way that exploits people or animals, and destroys nature. Businesspeople who visit Plum Village often find that getting in touch with the suffering of others and cultivating understanding brings them happiness. They practise like Anathapindika, a successful businessman who lived at the time of the Buddha, who with the practise of mindfulness throughout his life did everything he could to help the poor and sick people in his homeland.

In airplane crashes and chemical industry accidents, in the infrequent but serious nuclear plant accidents, in the NASA Challenger and Columbia disasters, and in the British Petroleum gulf spill, a common finding is that lower-ranking employees had information that would have prevented or lessened the consequences of the accident, but either it was not passed up to higher levels, or it was ignored, or it was overridden. When I talk to senior managers, they always assure me that they are open, that they want to hear from their subordinates, and that they take the information seriously. However, when I talk to the subordinates in those same organizations, they tell me either they do not feel safe bringing bad news to their bosses or they’ve tried but never got any response or even acknowledgment, so they concluded that their input wasn’t welcome and gave up. Shockingly often, they settled for risky alternatives rather than upset their bosses with potentially bad news. When I look at what goes on in hospitals, in operating rooms, and in the health care system generally, I find the same problems of communication exist and that patients frequently pay the price. Nurses and technicians do not feel safe bringing negative information to doctors or correcting a doctor who is about to make a mistake. Doctors will argue that if the others were “professionals” they would speak up, but in many a hospital the nurses will tell you that doctors feel free to yell at nurses in a punishing way, which creates a climate where nurses will certainly not speak up. Doctors engage patients in one-way conversations in which they ask only enough questions to make a diagnosis and sometimes make misdiagnoses because they don’t ask enough questions before they begin to tell patients what they should do.

A year after Calder Hall opened, in October 1957, technicians at the neighboring Windscale breeder reactor faced an almost impossible deadline to produce the tritium needed to detonate a British hydrogen bomb. Hopelessly understaffed, and working with an incompletely understood technology, they operated in emergency conditions and cut corners on safety. On October 9 the two thousand tons of graphite in Windscale Pile Number One caught fire. It burned for two days, releasing radiation across the United Kingdom and Europe and contaminating local dairy farms with high levels of iodine 131. As a last resort, the plant manager ordered water poured onto the pile, not knowing whether it would douse the blaze or cause an explosion that would render large parts of Great Britain uninhabitable. A board of inquiry completed a full report soon afterward, but, on the eve of publication, the British prime minister ordered all but two or three existing copies recalled and had the metal type prepared to print it broken up. He then released his own bowdlerized version to the public, edited to place the blame for the fire on the plant operators. The British government would not fully acknowledge the scale of the accident for another thirty years.

Joscha: For me a very interesting discovery in the last year was the word spirit—because I realized that what “spirit” actually means: It’s an operating system for an autonomous robot. And when the word was invented, people needed this word, but they didn’t have robots that built themselves yet; the only autonomous robots that were known were people, animals, plants, ecosystems, cities and so on. And they all had spirits. And it makes sense to say that a plant is an operating system, right? If you pinch the plant in one area, then it’s going to have repercussions throughout the plant. Everything in the plant is in some sense connected into some global aesthetics, like in other organisms. An organism is not a collection of cells; it’s a function that tells cells how to behave. And this function is not implemented as some kind of supernatural thing, like some morphogenetic field, it is an emergent result of the interactions of each cell with each other cell. Lex: Oh my god, so what you’re saying is the organism is a function that tells the cells what to do? And the function emerges from the interaction of the cells. Joscha: Yes. So it’s basically a description of what the plant is doing in terms of macro-states. And the macro-states, the physical implementation are too many of them to describe them, so the software that we use to describe what a plant is doing—this spirit of the plant—is the software, the operating system of the plant, right? This is a way in which we, the observers, make sense of the plant. The same is true for people, so people have spirits, which is their operating system in a way, right, and there’s aspects of that operating system that relate to how your body functions, and others how you socially interact, how you interact with yourself and so on. And we make models of that spirit and we think it’s a loaded term because it’s from a pre-scientific age, but it took the scientific age a long time to rediscover a term that is pretty much the same thing and I suspect that the differences that we still see between the old word and the new word are translation errors that over the centuries.

Unit 1’s service life came to an end on November 30th 1996 after Ukraine’s government agreed to decommission it in exchange for US$300 million of foreign funds to modernise Ukraine’s power sector, including improvements to Chernobyl’s remaining reactor. The punishment was quick in coming and was a typically stark violation of international law and human rights. The mayor of Khalil, its Qadi (judge in a Shari’a court) and the mayor of the nearby town Halhul were expelled at the end of that month. Typical of this method of official punishment, it was accompanied by vigilante retaliation by the settlers themselves who planted bombs in the cars of Bassam Shaq’a, the mayor of Nablus, and Karim Khalaf, the mayor of Ramallah, both of whom were badly injured. This turned out to be a step too far for the government, who feared this could become a ‘Jewish Underground’, which is indeed what happened. It transpired that a group of vigilantes was operating under the name ‘The Jewish Underground’. The plea for ethical veganism, which rejects the treatment of birds and other animals as a food source or other commodity, is sometimes mistaken as a plea for dietary purity and elitism, as if formalistic food exercises and barren piety were the point of the desire to get the slaughterhouse out of one’s kitchen and one’s system. Abstractions such as 'vegetarianism' and 'veganism' mask the experiential and philosophical roots of a plant-based diet. They make the realities of 'food' animal production and consumption seem abstract and trivial, mere matters of ideological preference and consequence, or of individual taste, like selecting a shirt, or hair color. However, the decision that has led millions of people to stop eating other animals is not rooted in arid adherence to diet or dogma, but in the desire to eliminate the kinds of experiences that using animals for food confers upon beings with feelings. The philosophic vegetarian believes with Isaac Bashevis Singer that even if God or Nature sides with the killers, one is obliged to protest. The human commitment to harmony, justice, peace, and love is ironic as long as we continue to support the suffering and shame of the slaughterhouse and its satellite operations. Vegetarians do not eat animals, but, according to the traditional use of the term, they may choose to consume dairy products and eggs, in which case they are called lacto-ovo (milk and egg) vegetarians. In reality, the distinction between meat on the one hand and dairy products and eggs on the other is moot, as the production of milk and eggs involves as much cruelty and killing as meat production does: surplus cockerels and calves, as well as spent hens and cows, have been slaughtered, bludgeoned, drowned, ditched, and buried alive through the ages. Spent commercial dairy cows and laying hens endure agonizing days of pre-slaughter starvation and long trips to the slaughterhouse because of their low market value.

Preventing a radioactive release is the highest priority at any nuclear facility, so power stations are built and operated with a safety philosophy of ‘defense in depth’. Defense in depth aims to avoid accidents by embracing a safety culture, but also accepts that mechanical (and human) failures are inevitable. Any possible problem - however unlucky - is then anticipated and factored into the design with multiple redundancies. The goal, therefore, is to provide depth to the safety systems; akin to the way Russian dolls have several layers before reaching the core doll. When one element fails, there is another, and another, and another that still functions. The first barrier are the fuel ceramic pellets themselves, followed by each fuel rod’s zirconium alloy cladding. In an ordinary modern commercial nuclear plant, the nuclear core where the fission reaction takes place would be contained inside a third barrier: an almost unbreakable metal shield enveloping the reactor, called a ‘pressure vessel’.

Legasov had his faults, but fundamentally he was a good, conscientious man who pushed against, and felt guilty about, both his own inaction before the disaster and the official, half-honest approach he was forced to adopt afterwards. It was too late. Both the pretence and his willingness to criticise a Soviet system that had gestated a belief in invulnerability had damaged his reputation. While reporting to his peers at the Soviet Academy of Sciences in October 1986, he stated, “I did not lie in Vienna; but I did not tell the whole truth.”256 Legasov decided to take a firm stance against the official explanation and penned several papers on the subject. In them, he criticised the underlying problems with the RBMK, the poor quality of training for nuclear operators, the complacency entrenched within the Soviet scientific community and nuclear industry in particular (one plant director was quoted as saying that a nuclear reactor is like a kettle, “and much simpler than a conventional plant”), and proposed further research into safer reactor types.257

Demolition was once a question not of “whether, but when,” until one photographer spent a year on the trail documenting what was there. 4 The scenes were “hallucinatory”—wildflowers, Queen Anne’s lace, irises, and grasses wafted next to hardwood ailanthus trees that bolted up from the soil on railroad tracks, on which rust had accumulated over the decades. 5 Steel played willing host to an exuberant, spontaneous garden that showed fealty to its unusual roots. Tulips shared the soilbed with a single pine tree outfitted with lights for the winter holidays, planted outside of a building window that opened onto the iron-bottomed greenway with views of the Hudson River and the Statue of Liberty to the left and traffic, buildings, and Tenth Avenue to the right. 6 Wading through waist-high Queen Anne’s lace was like seeing “another world right in the middle of Manhattan.” 7 The scene was a kind of wildering, the German idea of ortsbewüstung, an ongoing sense of nature reclaiming its ground. 8 “You think of hidden things as small. That is how they stay hidden. But this hidden thing was huge. A huge space in New York City that had somehow escaped everybody’s notice,” said Joshua David, who cofounded a nonprofit organization with Robert Hammonds to save the railroad. 9 They called it the High Line. “It was beautiful refuse, which is kind of a scary thing because you find yourself looking forward and looking backwards at the same time,” architect Liz Diller told me in our conversation about the conversion of the tracks into a public space, done in a partnership with her architectural firm, Diller Scofidio + Renfro, and James Corner, Principal of Field Operations, and Dutch planting designer Piet Oudolf. Other architectural plans proposed turning the High Line into a “Street in the Air” with biking, art galleries, and restaurants, but their team “saw that the ruinous state was really alive.” Joel Sternfeld, the “poet-keeper” of the walkway, put the High Line’s resonance best: “It’s more of a path than a park. And more of a Path than a path.” 10

The fascination with automation in part reflected the country’s mood in the immediate postwar period, including a solid ideological commitment to technological progress. Representatives of industry (along with their counterparts in science and engineering) captured this mood by championing automation as the next step in the development of new production machinery and American industrial prowess. These boosters quickly built up automation into “a new gospel of postwar economics,” lauding it as “a universal ideal” that would “revolutionize every area of industry.” 98 For example, the November 1946 issue of Fortune magazine focused on the prospects for “The Automatic Factory.” The issue included an article titled “Machines without Men” that envisioned a completely automated factory where virtually no human labor would be needed. 99 With visions of “transforming the entire manufacturing sector into a virtually labor-free enterprise,” factory owners in a range of industries began to introduce automation in the postwar period. 100 The auto industry moved with particular haste. After the massive wave of strikes in 1945–46, automakers seized on automation as a way to replace workers with machines. 101 As they converted back to civilian auto production after World War II, they took the opportunity to install new labor-saving automatic production equipment. The two largest automakers, Ford and General Motors, set the pace. General Motors introduced the first successful automated transfer line at its Buick engine plant in Flint in 1946 (shortly after a 113-day strike, the longest in the industry’s history). The next year Ford established an automation department (a Ford executive, Del S. Harder, is credited with coining the word “automation”). By October 1948 the department had approved $ 3 million in spending on 500 automated devices, with early company estimates predicting that these devices would result in a 20 percent productivity increase and the elimination of 1,000 jobs. Through the late 1940s and 1950s Ford led the way in what became known as “Detroit automation,” undertaking an expensive automation program, which it carried out in concert with the company’s plans to decentralize operations away from the city. A major component of this effort was the Ford plant in the Cleveland suburb of Brook Park, a $ 2 billion engine-making complex that attracted visitors from government, industry, and labor and became a national symbol of automation in the 1950s. 102

Investigations revealed that two Venezuelan nationals, Freddy Lugo and Hernán Ricardo Lozano, who had been employed by Luis Posada Carriles, planted the bombs that destroyed a Cuban airliner. The men admitted to the crime and confessed that they were acting under Luis Posada’s orders. During the ensuing investigation, explosives, weapons and a radio transmitter were discovered at Posada’s private detective agency, in Venezuela. Posada was arrested and jailed in Venezuela. Freddy Lugo and Hernán Ricardo Lozano were sentenced to 20-year prison terms. It was later learned that Posada was overheard saying, “We are going to hit a Cuban airplane and Orlando has the details.” Posada was tried and while awaiting a verdict escaped from prison once again. Apparently a sizeable bribe was paid to his guards and other authorities making it possible to buy his way out dressed as a priest. Once out he fled from Venezuela to Panama and then to the United States. It was only after his return to the United States and he was assigned to Nicaragua, as a deputy to Félix Rodríguez that his CIA connection became apparent. Félix Rodríguez was the CIA Operative who helped capture “Che” Guevara in the Bolivian highlands. After an investigation of Posada’s background by the press it became apparent that Posada was responsible for 41 bombings during the Contra conflict. By his own admission, he also planned numerous attacks against Cuba. In 1997, it was discovered that Posada was involved in a series of terrorist bombings in Cuba, with the intent of disrupting the country’s fledgling tourist industry.

Nothing in science can account for the way people feel about orchids. Orchids seem to drive people crazy. Those who love them love them madly. Orchids arouse passion more than romance. They are the sexiest flowers on earth. The name "orchid" derives from the Latin orchis, which means testicle. This refers not only to the testicle-shaped tubers of the plant but to the fact that it was long believed that orchids sprang from the spilled semen of mating animals. The British Herbal Guide of 1653 advised that orchids be used with discretion. "They are hot and moist in operation, under the dominion of Venus, and provoke lust exceedingly." In Victorian England the orchid hobby grew so consuming that it was sometimes called "orchidelirium"; under its influence many seemingly normal people, once smitten with orchids, became less like normal people and more like John Laroche. Even now, there is something delirious in orchid collecting. Every orchid lover I met told me the same story - how one plant in the kitchen had led to a dozen, and then to a backyard greenhouse, and then, in some cases, to multiple greenhouses and collecting trips to Asia and Africa and an ever-expanding orchid budget and a desire for oddities so stingy in their rewards that only a serious collector could appreciate them - orchids like the Stanhopea, which blooms only once a year for at most one day. "The bug hits you," a collector from Guatemala explained to me. "You can join A.A. to quit drinking, but once you get into orchids you can't do anything to kick the habit.

Steve could look at an open, weed-choked field and see gardens, walkways, new environments for animals. His mind buzzed with projects. It takes vision, and hard work. I would watch Steve planting trees, moving earth, and landscaping. He milled his own timber to build enclosures. He worked from dawn until well after dark, when he rigged spotlights to be able to keep working. I had never seen anything like it. He was a machine. He would go past human endurance. Often I’d catch him throwing up behind a tree out of sheer physical exhaustion. “Don’t worry about it. I just drank too much tea this morning,” he said after one such incident, when I expressed my concern. He continued with the job. Running a zoo meant being able to work with wildlife, yes. But I discovered there was so much more to it. Steve had an apprenticeship in diesel fitting, so he could operate and repair the backhoes, vehicles, and machines necessary to run the zoo. He laid brick and concrete, designed enclosures, and had an eye like an interior decorator for the end result of all his work. It didn’t just have to be sturdy and well-built. It had to look good, too. Over the course of several years in the early 1990s, I helped as Steve developed and expanded the zoo. Funds were limited. Steve did much of the work himself, making what little money we had stretch that much further. He wouldn’t even have one project finished and would already be dreaming up visions of another.

He also explained Operation Trojan, where Mossad relayed disinformation to be received by the US and Britain. They planted the Trojan, a communication device, deep inside the enemy territory. The device would rebroadcast prerecorded digital transmissions, which would be able to be picked up by Americans and the British. On the night of February 17th, two Israeli missile boats headed through the Mediterranean, letting four submarines and two speedboats disembark just outside the territorial waters of Libya. The submarines headed for shore and the agents headed inland with the Trojan device. They were picked up by a Mossad combatant who was already there, then they headed to the city, where they went to an apartment building less than three blocks away from the Bab al Azizia barracks known to house Qadhafi’s headquarters. They brought the device to the top floor of the building, activated it, then headed back to the beach. The combatant monitored the unit in the apartment for the next few weeks. The Trojan broadcasted messages during heavy communication traffic hours. They appeared as long series of terrorist orders to Libyan embassies around the world. The Americans began to perceive the Libyans as active sponsors of terrorism, while the French and Spanish were suspicious. The Mossad used America’s promise to retaliate against support for terrorism, to manipulate them into the ploy. Their intention was to get a country with better weapons to attack Libya. They succeeded. On April 14th, 1986, one hundred and sixty American aircrafts dropped over sixty tons of bombs on Libya. A deal for the release of American hostages in Lebanon was cut, forty Libyan civilians died, and an American pilot and his weapons officer died. For the Mossad, this mission was incredibly successful. However, it doesn’t highlight the intelligence agency in the same ways as other stories of operations. It showed deceit toward the Americans, who they would normally try to cooperate with. It “by ingenious sleight of hand, had prodded the United States to do what was right.” It showed the world what side the US was on in the Arab-Israeli conflict.

We live in an age when doubt is part of our collective spiritual condition more than in times past. But honest questioning and lack of surety are not the same as active unbelief so often warned against in scripture. As a necessary part of living on this side of the veil, doubt is neither good nor bad necessarily. While it sends some careening, for many others is sparks deeper spiritual yearnings and more mature reflection on the complexities of mortality. Doubt can therefore operate as faith's partner as much as its enemy, depending on our response to it. The quest to eradicate all doubt becomes counterproductive to God's cal for us to live by faith in a mortal existence where uncertainty is so often the norm. Once we recognize with Nephi that it is not wrong to not know all things (1 Nephi 11:17) and we acknowledge that testimonies come in different shapes and sizes, we are prepared to embrace both those within our faith and those beyond with love rather than judgement. Comprehending that faith is a process, a journey, a spectrum–choose your own metaphor–we realize that neither faith nor doubt are all-or-nothing propositions. People can (and most people do) hold both faith and doubt in their minds and hearts simultaneously. The call to belief is not a decree to deny our doubts. It is rather to "give place for a portion" of God's light—whatever portion we have received, in whatever form–to be planted and then grow within us. Desire is enough; "a particle of faith" is sufficient. God's plea is simple and direct: do not cast out the seed of faith, whatever yours looks like, by your unbelief.

Stocks that are in the hands of operators, on the other hand, will display very little reactions to good or bad news. That may be because the news itself is “planted” or is “motivated”. Such stocks will often defy gravity and their falls will defy reason. Chances that you are wrong in calling the direction in these stocks is high. That’s because the chart itself is “fixed”. It is fixed to get you to interpret it in copybook style and then trap you (and many others) to be on the wrong side and provide an exit for the operators with motivated reasons. Many stocks have only a few people driving them. A stock without a diversity of owners will always be subject to severe turbulence. And even if the overall direction is up, you will always be at a disadvantage because you don’t really know what this group driving the stock is thinking and will do next. That is why stocks with a large diversified investor and trader base which includes thousands of buyers every day don’t react erratically.
