Thus when the totalitarian movements invaded Parliament with their contempt for parliamentary government, they merely appeared inconsistent: actually, they succeeded in convincing the people at large that parliamentary majorities were spurious and did not necessarily correspond to the realities of the country, thereby undermining the self-respect and the confidence of governments which also believed in majority rule rather than in their constitutions.

And yet, if we revert from the printed matter to our real life, and cast a broad glance on society as it is, we are struck with the infinitesimal part played by government in our life. Millions of human beings live and die without having had anything to do with government. Every day millions of transactions are made without the slightest interference of government; and those who enter into agreements have not the slightest intention of breaking bargains. Nay, those agreements which are not protected by government (those of the exchange, or card debts) am perhaps better kept than any others. The simple habit of keeping one's word, the desire of not losing confidence, are quite sufficient in an overwhelming majority of cases to enforce the keeping of agreements. Of course it may be said that there is still the government which might enforce them if necessary. But without speaking of the numberless cases which could not even be brought before a court, everyone who has the slightest acquaintance with trade will undoubtedly confirm the assertion that, if there were not so strong a feeling of honour in keeping agreements, trade itself would become utterly impossible.

But while these thinkers equated faith with political action, the Sheikh believed that politics was puny. He was powered by a certainty that we are just passing through this earth and that mundane quests for land or power miss Islam’s point. Compared with the men fighting for worldly turf, Akram was far more uncompromising: turn away from quests for nation-states or parliamentary seats and toward God. “Allah doesn’t want people to complain to other people,” he said. “People must complain to Allah, not to anyone else.” All the time spent fulminating, organising, protesting? It has been widely said in the recent past that economic freedom can exist without the institution of property, because, under a Communist system, men own though they own corporately: they can dispose of their own lives, though such disposition be indirect and through delegates. This false argument is born of the dying Parliamentary theory of politics; it proceeds from the false statement which deceived three generations of Europe, from the French Revolution to our own day, that corporate action may be identified with individual action. So men speak of their so-called “Representatives” as having been “chosen” by themselves. But in experienced reality there is no such thing as this imagined permanent corporate action through delegation. On some very simple and universal point, which all understand, in which all are interested and on which all feel strongly, the desire of the bulk of people may be expressed for a brief moment by delegation. Men voting under strong emotion on one single clear issue, may instruct others to carry out their wishes; but the innumerable acts of choice and expression which make up human life can never work through a system of delegation. Even in the comparatively simple field of mere political action, delegation destroys freedom. Parliaments have everywhere proved irreconcilable with democracy. They are not the people. They are oligarchies, and those oligarchies are corrupt because they pretend to a false character and to be, or to mirror, the nation. They are in reality, and can only be, cliques of professional politicians; unless, indeed, they are drawn from an aristocratic class which the community reveres. For class government, the product of the aristocratic spirit, is the condition of oligarchies working successfully and therefore of a reasonably efficient Parliament. Such an instrument is not to be found save in the hands of a governing class.

It is perhaps easier for an English writer than it is for an Italian to see through that nonsense, and to perceive what it is designed to conceal: the deep structural similarity between communism and fascism, both as theory and as practice, and their common antagonism to parliamentary and constitutional forms of government. Even if we accept the – highly fortuitous – identification of National Socialism and Italian Fascism, to speak of either as the true political opposite of communism is to betray the most superficial understanding of modern history. In truth there is an opposite of all the ‘isms’, and that is negotiated politics, without an ‘ism’ and without a goal other than the peaceful coexistence of rivals. Communism, like fascism, involved the attempt to create a mass popular movement and a state bound together under the rule of a single party, in which there will be total cohesion around a common goal. It involved the elimination of opposition, by whatever means, and the replacement of ordered dispute between parties by clandestine ‘discussion’ within the single ruling elite. It involved taking control – ‘in the name of the people’ – of the means of communication and education, and instilling a principle of command throughout the economy. Both movements regarded law as optional and constitutional constraints as irrelevant – for both were essentially revolutionary, led from above by an ‘iron discipline’. Both aimed to achieve a new kind of social order, unmediated by institutions, displaying an immediate and fraternal cohesiveness. And in pursuit of this ideal association – called a fascio by nineteenth-century Italian socialists – each movement created a form of military government, involving the total mobilization of the entire populace,3 which could no longer do even the most peaceful-seeming things except in a spirit of war, and with an officer in charge. This mobilization was put on comic display, in the great parades and festivals that the two ideologies created for their own glorification.

German voters never gave the Nazis a majority of the popular vote, as is still sometimes alleged. As we saw in the last chapter, the Nazis did indeed become the largest party in the German Reichstag in the parliamentary election of July 31, 1932, with 37.2 percent of the vote. More than one German in two voted against Nazi candidates in that election, in the teeth of intimidation by Storm Troopers. The Italian Fascist Party won 35 out of 535 seats, in the one free parliamentary election in which it participated, on May 15, 1921. At the other extreme, neither Hitler nor Mussolini arrived in office by a coup d’état. Neither took the helm by force, even if both had used force before power in order to destabilize the existing regime, and both were to use force again, after power, in order to transform their governments into dictatorships (as we will see shortly). Even the most scrupulous authors refer to their “seizure of power,” but that phrase better describes what the two fascist leaders did after reaching office than how they got into office. Both Mussolini and Hitler were invited to take office as head of government by a head of state in the legitimate exercise of his official functions, on the advice of civilian and military counselors. Both thus became heads of government in what appeared, at least on the surface, to be legitimate exercises of constitutional authority by King Victor Emmanuel III and President Hindenburg. Both these appointments were made, it must be added at once, under conditions of extreme crisis, which the fascists had abetted. Indeed no insurrectionary coup against an established state has ever so far brought fascists to power. Authoritarian dictatorships have several times crushed such attempts.

It seems to us that there are many New Deal Democrats who do not subscribe to such a program, also many aspiring Republicans. Other millions of Americans are nonsubscribers. It's too bad to emasculate the word 'Fascist' by using it on persons whose only offense is that they vote the wrong ticket. The word should be saved for use in cases where it applies, as it does to members of our Ku Klux Klan, for instance, whose beliefs and practices are identical with Fascism. Unfortunately (or perhaps fortunately), there is a certain quality in Fascism which is quite close to a certain quality in nationalism. Fascism is openly against people-in-general, in favor of people-in-particular. Nationalism, although in theory not dedicated to such an idea, actually works against people-in-general because of its preoccupation with people-in-particular. It reminds one of Fascism, also, in its determination to stabilize its own position by whatever haphazard means present themselves--by treaties, policies, balances, agreements, pacts, and the jockeying for position which is summed up in the term 'diplomacy.' This doesn't make an America Firster a Fascist. It simply makes him, in our opinion, a man who hasn't grown into his pants yet. The persons who have written most persuasively against nationalism are the young soldiers who have got far enough from our shores to see the amazing implications of a planet. Once you see it, you never forget it.

If Marx had no time for the state, it was partly because he viewed it as a kind of alienated power. It was as though this august entity had confiscated the abilities of men and women to determine their own existence, and was now doing so on their behalf. It also had the impudence to call this process ‘‘democracy.’’ Marx himself began his career as a radical democrat and ended up as a revolutionary one, as he came to realize just how much transformation genuine democracy would entail; and it is as a democrat that he challenges the state’s sublime authority. He is too wholehearted a believer in popular sovereignty to rest content with the pale shadow of it known as parliamentary democracy. He is not in principle opposed to parliaments, any more than was Lenin. But he saw democracy as too precious to be entrusted to parliaments alone. It had to be local, popular and spread across all the institutions of civil society. It had to extend to economic as well as political life. It had to mean actual self-government, not government entrusted to a political elite. The state Marx approved of was the rule of citizens over themselves, not of a minority over a majority. The state, Marx considered, had come adrift from civil society. There was a blatant contradiction between the two. We were, for example, abstractly equal as citizens within the state, but dramatically unequal in everyday social existence. That social existence was riven with conflicts, but the state projected an image of it as seamlessly whole. The state saw itself as shaping society from above, but was in fact a product of it. Society did not stem from the state; instead, the state was a parasite on society. The whole setup was topsy-turvy. As one commentator puts it, ‘‘Democracy and capitalism have been turned upside down’’—meaning that instead of political institutions regulating capitalism, capitalism regulated them. The speaker is Robert Reich, a former U.S. labour secretary, who is not generally suspected of being a Marxist. Marx’s aim was to close this gap between state and society, politics and everyday life, by dissolving the former into the latter. And this is what he called democracy. Men and women had to reclaim in their daily lives the powers that the state had appropriated from them. Socialism is the completion of democracy, not the negation of it. It is hard to see why so many defenders of democracy should find this vision objectionable.

Another of Madison’s friends had been Alexander Hamilton, with whom he had worked so valiantly on The Federalist Papers. But the two had become estranged over the question of the national debt. As secretary of the Treasury, Hamilton was charged with devising a plan to place the nation’s credit on a solid basis at home and abroad. When Hamilton presented his Report on the Public Credit to Congress in January, there was an instant split, roughly geographic, north vs. south. His report called for the assumption of state debts by the nation, the sale of government securities to fund this debt, and the creation of a national bank. Washington had become convinced that Hamilton’s plan would provide a strong economic foundation for the nation, particularly when he thought of the weak, impoverished Congress during the war, many times unable to pay or supply its troops. Madison led the opposition, incensed because he believed that dishonest financiers and city slickers would be the only ones to benefit from the proposal, while poor veterans and farmers would lose out. Throughout the spring, the debate continued. Virtually no other government business got done as Hamilton and his supporters lobbied fiercely for the plan’s passage and Madison and his followers outfoxed them time and again in Congress. Although pretending to be neutral, Jefferson was philosophically and personally in sympathy with Madison. By April, Hamilton’s plan was voted down and seemed to be dead, just as a new debate broke out over the placement of the national capital. They are not stupid and they are not utterly destroyed. They still posses the will to organize a democratic body and follow it into paths of Government. In all these battles the Labour right has enormous reserves of political power. The Parliamentary Labour Party is overwhelmingly hostile to Jeremy Corbyn. Of the 232 Labour MPs no more than 20 can be relied on to back him. Back bench revolts, leaks, and public attacks by MPs opposed to the leadership are likely to be frequent. Some Labour left wingers hope that the patronage that comes with the leader’s position will appeal to the careerism of the right and centre MPs to provide Jeremy with the support he lacks. No doubt this will have some effect, but it will be limited. For a start it’s a mistake to think that all right wingers are venal. Some are. But some believe in their ideas as sincerely as left wingers believe in theirs. More importantly, the leading figures of the Labour right should not be seen as simply part of the Labour movement. They are also, and this is where their loyalty lies, embedded in the British political establishment. Commentators often talk as if the sociological dividing line in British politics lies between the establishment (the heads of corporations, military, police, civil service, the media, Tory and Liberal parties, etc, etc) on the one hand, and the Labour Party as a whole, the unions and the left on the other. But this is not the case. The dividing line actually runs through the middle of the Labour Party, between its right wing leaders and the left and the bulk of the working class members. From Ramsey MacDonald (who started on the left of the party) splitting Labour and joining the Tory government in 1931, to the Labour ‘Gang of Four’ splitting the party to form the SDP in 1981, to Neil Kinnock’s refusal to support the 1984-85 Miners Strike, to Blair and Mandelson’s neo-conservative foreign policy and neoliberal economic policy, the main figures of the Labour right have always put their establishment loyalties first and their Labour Party membership second. They do not need Jeremy Corbyn to prefer Cabinet places on them because they will be rewarded with company directorships and places in the Lords by the establishment. Corbyn is seen as a threat to the establishment and the Labour right will react, as they have always done, to eliminate this threat. And because the Labour right are part of the establishment they will not be acting alone. Even if they were a minority in the PLP, as the SDP founders were, their power would be enormously amplified by the rest of the establishment. In fact the Labour right today is much more powerful than the SDP, and so the amplified dissonance from the right will be even greater. This is why the argument that a Corbyn leadership must compromise with the right in the name of unity is so mistaken. The Labour right are only interested in unity on their terms. If they can’t get it they will fight until they win. If they can’t win they would rather split the party than unite with the left on the left’s terms. When Leon Trotsky analysed the defeat of the 1926 General Strike it was the operation of this kind of ‘unity’ which he saw as critical in giving the right the ability to disorganise the left. The collapse of the strike came, argued Trotsky, when the government put pressure on the right wing of the Labour movement, who put pressure on the left wing of the movement, who put pressure on the Minority Movement (an alliance of the Labour left and the Communist Party). And the Minority Movement put pressure on the CP…and thus the whole movement collapsed. To this day this is the way in which the establishment transmits pressure through the labour movement. The only effective antidote is political and organisational independence on the far left so that it is capable of mobilising beyond the ranks of the Labour Party and trade union bureaucracy. This then provides a counter-power pushing in the opposite direction that can be more powerful than the pressure from the right.

The European states resembled each other rather closely in their luxuriant growth of antiliberal criticism as the twentieth century opened. Where they differed was in those political, social, and economic preconditions that seem to distinguish the states where fascism, exceptionally, was able to become established. One of the most important preconditions was a faltering liberal order. Fascisms grew from back rooms to the public arena most easily where the existing government functioned badly, or not at all. One of the commonplaces of discussions of fascism is that it thrived upon the crisis of liberalism. I hope here to make that vague formulation somewhat more concrete. On the eve of World War I the major states of Europe were either governed by liberal regimes or seemed headed that way. Liberal regimes guaranteed freedoms both for individuals and for contending political parties, and allowed citizens to influence the composition of governments, more or less directly, through elections. Liberal government also accorded a large measure of freedom to citizens and to enterprises. Government intervention was expected to be limited to the few functions individuals could not perform for themselves, such as the maintenance of order and the conduct of war and diplomacy. Economic and social matters were supposed to be left to the free play of individual choices in the market, though liberal regimes did not hesitate to protect property from worker protests and from foreign competition. This kind of liberal state ceased to exist during World War I, for total war could be conducted only by massive government coordination and regulation. After the war was over, liberals expected governments to return to liberal policies. The strains of war making, however, had created new conflicts, tensions, and malfunctions that required sustained state intervention. At the war’s end, some of the belligerent states had collapsed...What had gone wrong with the liberal recipe for government? What was at stake was a technique of government: rule by notables, where the wellborn and well-educated could rely on social prestige and deference to keep them elected. Notable rule, however, came under severe pressure from the “nationalization of the masses." Fascists quickly profited from the inability of centrists and conservatives to keep control of a mass electorate. Whereas the notable dinosaurs disdained mass politics, fascists showed how to use it for nationalism and against the Left. They promised access to the crowd through exciting political spectacle and clever publicity techniques; ways to discipline that crowd through paramilitary organization and charismatic leadership; and the replacement of chancy elections by yes-no plebiscites. Whereas citizens in a parliamentary democracy voted to choose a few fellow citizens to serve as their representatives, fascists expressed their citizenship directly by participating in ceremonies of mass assent. The propagandistic manipulation of public opinion replaced debate about complicated issues among a small group of legislators who (according to liberal ideals) were supposed to be better informed than the mass of the citizenry. Fascism could well seem to offer to the opponents of the Left efficacious new techniques for controlling, managing, and channeling the “nationalization of the masses,” at a moment when the Left threatened to enlist a majority of the population around two non-national poles: class and international pacifism. One may also perceive the crisis of liberalism after 1918 in a second way, as a “crisis of transition,” a rough passage along the journey into industrialization and modernity. A third way of looking at the crisis of the liberal state envisions the same problem of late industrialization in social terms.

Nor, since a Corbyn led Labour Party is still a long way from government, has there been the kind of moment where the governor of the Bank of England tells a Labour prime minister to dump his economic policy, as Lord Cromer instructed Harold Wilson in the 1960s, or where the IMF imposes austerity, as it did on an all too willing Denis Healy in the late 1976s. Anyone who wants an analysis of how this will all work can still do no better than read two books by Ralph Miliband, Parliamentary Socialism and The State in Capitalist Society. Or to read how the left wing rapture for former Nye Bevan supporter Harold Wilson turned to despair there is no better account than the one written by Paul Foot. For a contemporary example of the same disastrous process we need look no further than the defenestration of Tsipris’ Syriza in Greece. These are endgames, not the immediate prospect of the coming months. But they should warn us that we need to prepare alternatives now and not allow the excitement of current advance to blind us to the real dangers ahead. They should also serve to warn us that if we are to avoid these dangers it will be mass movements and political organisations outside the Labour Party which will play a decisive role.

The official can always convince himself that he can exercise more restraining influence inside, and he then remains acquiescent lest his connection with power be terminated. The effect of the American Presidency with its power of appointment in the Executive branch is overbearing. Advisers find it hard to say no to the President or to dispute policy because they know that their status, their invitation to the next White House meeting, depends on staying in line. If they are Cabinet officers, they have in the American system no parliamentary seat to return to from which they may retain a voice in government.

SANDINISTAS. The Sandinista National Liberation Front (Frente Sandinista de Liberación Nacional—FSLN), more commonly known as Sandinistas, ruled Nicaragua from 1979 until 1990, attempting to transform the country along Marxist-influenced lines. The group formed in the early 1960s, and spent the first two decades of its existence engaged in a guerrilla campaign against the dictatorship of Anastasio Somoza, receiving backing from Cuba which remained a close ally when the Sandinistas took office. With popular revulsion towards Somoza rising, in 1978 the Sandinistas encouraged the Nicaraguan people to rise up against his regime. After a brief but bloody battle, in July 1979 the dictator was forced into exile, and the Sandinistas emerged victorious. With the country in a state of morass, they quickly convened a multi-interest five-person Junta of National Reconstruction to implement sweeping changes. The junta included rigid Marxist and long-serving Sandinista Daniel Ortega, and under his influence Somoza’s vast array of property and land was confiscated and brought under public ownership. Additionally, mining, banking and a limited number of private enterprises were nationalized, sugar distribution was taken into state hands, and vast areas of rural land were expropriated and distributed among the peasantry as collective farms. There was also a highly successful literacy campaign, and the creation of neighborhood groups to place regional governance in the hands of workers. Inevitably, these socialist undertakings got tangled up in the Cold War period United States, and in 1981 President Ronald Reagan began funding oppositional “Contra” groups which for the entire decade waged an economic and military guerrilla campaign against the Sandinista government. Despite this and in contrast to other communist states, the government fulfilled its commitment to political plurality, prompting the growth of opposition groups and parties banned under the previous administration. In keeping with this, an internationally recognized general election was held in 1984, returning Ortega as president and giving the Sandinistas 61 of 90 parliamentary seats. Yet, in the election of 1990, the now peaceful Contra’s National Opposition Union emerged victorious, and Ortega’s Sandinistas were relegated to the position of the second party in Nicaraguan politics, a status they retain today. The Marxism of the Sandinistas offered an alternative to the Marx- ism–Leninism of the Soviet Bloc and elsewhere. This emanated from the fact that the group attempted to blend a Christian perspective on theories of liberation with a fervent devotion to both democracy and the Marxian concepts of dialectical materialism, worker rule and proletariat-led revolution. The result was an arguably fairly success- ful form of socialism cut short by regional factors.

Second, it refused to really internalize that Israel’s government was dependent on a parliamentary system in which the prime minister could be toppled at any moment by the slimmest of majorities.

Which is, sadly, quite true. True because the American system of ‘democracy’ is a winner-take-all system. And a minor party candidate, lacking funding and media support, has exactly no chance of winning. If, however, America were based on a representational system, as are the European democracies, winning would be a relative concept, and third-party votes would not be thrown away. For in that type of system, congressional or parliamentary seats are awarded proportionally based on the election outcome. In other words, your party need not ‘win’ to gain representation. Every vote for your party gains greater representation, and no votes are thrown away. It is easy to see how this type of democracy could quickly erode the entrenched ‘two-party’ system.

During President Obama’s reelection campaign, Mitt Romney warned of a growing Russian strategic threat, highlighting their role as “our number one geopolitical foe.”[208] The response from President Obama, Secretary Clinton, and other Democrats was not to echo his sentiment, but actually to ridicule Romney and support the Russian government. President Obama hurled insults, saying Romney was “stuck in a Cold War mind warp” [209] and in a nationally televised debate mocked the former governor, saying “the 1980s are now calling to ask for their foreign policy back…” [210] When asked to respond to Romney’s comment, Secretary Clinton refused to rebuke the over-the-top and false Obama campaign attacks. Instead, she delivered a message that echoed campaign talking points arguing that skepticism of Russia was outdated: “I think it’s somewhat dated to be looking backwards,” she said, adding, “In many of the areas where we are working to solve problems, Russia has been an ally.”[211] A month after Secretary Clinton’s statement on Romney, Putin rejected Obama’s calls for a landmark summit.[212] He didn’t seem to share the secretary’s view that the two countries were working together. It was ironic that while Obama and Clinton were saying Romney was in a “Cold War mind warp,”[213] the Russian leader was waging a virulent, anti-America “election campaign” (that’s if you can call what they did in Russia an “election”). In fact, if anyone was in a Cold War mind warp, it was Putin, and his behavior demonstrated just how right Romney was about Russia’s intentions. “Putin has helped stoke anti-Americanism as part of his campaign emphasizing a strong Russia,” Reuters reported. “He has warned the West not to interfere in Syria or Iran, and accused the United States of ‘political engineering’ around the world.”[214] And his invective was aimed not just at the United States. He singled out Secretary Clinton for verbal assault. Putin unleashed the assault Nov. 27 [2011] in a nationally televised address as he accepted the presidential nomination, suggesting that the independent election monitor Golos, which gets financing from the United States and Europe, was a U.S. vehicle for influencing the elections here. Since then, Golos has been turned out of its Moscow office and its Samara branch has come under tax investigation. Duma deputies are considering banning all foreign grants to Russian organizations. Then Putin accused U.S. Secretary of State Hillary Rodham Clinton of sending a signal to demonstrators to begin protesting the fairness of the Dec. 4 parliamentary elections.[215] [Emphasis added.] Despite all the evidence that the Russians had no interest in working with the U.S., President Obama and Secretary Clinton seemed to believe that we were just a Putin and Obama election victory away from making progress. In March 2012, President Obama was caught on a live microphone making a private pledge of flexibility on missile defense “after my election” to Dmitry Medvedev.[216] The episode lent credence to the notion that while the administration’s public unilateral concessions were bad enough, it might have been giving away even more in private. So it shouldn’t have been a surprise that Putin didn’t abandon his anti-American attitudes after he won the presidential “election.” In the last few weeks of Clinton’s tenure as Secretary of State, Putin signed a law banning American adoption of Russian children,[217] in a move that could be seen as nothing less than a slap in the face to the United States. Russia had been one of the leading sources of children for U.S. adoptions.[218] This disservice to Russian orphans in need of a home was the final offensive act in a long trail of human rights abuses for which Secretary Clinton failed to hold Russia accountable.
