If police had arrested, rather than encouraged, leaders of mob violence when African Americans moved into previously white neighborhoods, racial transitions would have been smoother. If state real estate commissions had denied licenses to brokers who claimed an “ethical” obligation to impose segregation, those brokers might have guided the evolution of interracial neighborhoods. If school boards had not placed schools and drawn attendance boundaries to ensure the separation of black and white pupils, families might not have had to relocate to have access to education for their children. If federal and state highway planners had not used urban interstates to demolish African American neighborhoods and force their residents deeper into urban ghettos, black impoverishment would have lessened, and some displaced families might have accumulated the resources to improve their housing and its location. It’s all for show. Branton’s the kind of place that tries to pretend it’s better than it really is. It’s really the kind of place with more bars than bookstores and more churches than either, not that that’s necessarily a bad thing. It’s a place where teenagers still sometimes take baseball bats to mailboxes and wearing the wrong brand of shoes gets you at least a dirty look. It snows a lot in Branton. Like avalanches dumped from the sky. Like heaps to hills to mountains, the plows carving their paths through our neighborhood, creating alpine ranges nearly tall enough to ski down. Some of the snow mounds are so big you can build houses inside them, complete with entryways and coat closets. Restrooms are down the hall on your right. Just look for the steaming yellow hole. There’s nothing like that first Branton snow, though. Soft as a cat scruff and bleach white, so bright you can almost see your reflection in it. Then the plows come and churn up the earth underneath. The dirt and the boot tracks and the car exhaust mix together to make it all ash gray, almost black, and it sickens your stomach just to look at it. I narrowed my eyes and pursed my lips, as if struggling to decide whether to wager five hundred pesos or fold my hand and call it quits. I knew there were five men between me and the door and watched them from the corner of my eye. Even if I folded and accepted my losses, I knew they would not let me leave without taking all my cash. They had strength in numbers and would strong arm me if they could. The men stared, intently watching my next move. I set down my beer and took five one hundred peso notes from my wallet. The men at the bar relaxed. My adrenaline surged, pumping through my brain, sharpening my focus as I prepared for action. I moved as if to place my bet on the table, but instead my hand bumped my beer bottle, spilling it onto Elvis’ lap. Elvis reacted instinctively to the cold beer, pushing back from the table and rising to his feet. I jumped up from my chair making a loud show of apologizing, and in the ensuing pandemonium I snatched all the money off the table and bolted for the door! My tactics took everyone by complete surprise. I had a small head start, but the Filipinos recovered quickly and scrambled to cut off my escape. I dashed to the door and barely made it to the exit ahead of the Filipinos. The thugs were nearly upon me when I suddenly wheeled round and kicked the nearest man square in the chest. My kick cracked ribs and launched the shocked Filipino through the air into the other men, tumbling them to the ground. For the moment, my assailants were a jumble of tangled bodies on the floor. I darted out the door and raced down the busy sidewalk, dodging pedestrians. I looked back and saw the furious Filipinos swarming out of the bar. Running full tilt, I grabbed onto the rail of a passing Jeepney and swung myself into the vehicle. The wide-eyed passengers shrunk back, trying to keep their distance from the crazy American. I yelled to the driver, “Step on the gas!” and thrust a hundred peso note into his hand. I looked back and saw all six of Johnny’s henchmen piling onto one tricycle. The jeepney driver realized we were being pursued and stomped the gas pedal to the floor. The jeepney surged into traffic and accelerated away from the tricycle. The tricycle was only designed for one driver and two passengers. With six bodies hanging on, the overloaded motorcycle was slow and unstable. The motorcycle driver held the throttle wide open and the tricycle rocked side to side, almost tipping over, as the frustrated riders yelled curses and flailed their arms futilely. My jeepney continued to speed through the city, pulling away from our pursuers. Finally, I could no longer see the tricycle behind us. When I was sure I had escaped, I thanked the driver and got off at the next stop. I hired a tricycle of my own and carefully made my way back to my neighborhood, keeping careful watch for Johnny and his friends. I knew that Johnny was in a frustrated rage. Not only had I foiled his plans, I had also made off with a thousand pesos of his cash. Even though I had great fun and came out of my escapade in good shape, my escape was risky and could’ve had a very different outcome. Every time someone in Baltimore comes to a public clinic for treatment of syphilis or gonorrhea, John Zenilman plugs his or her address into his computer, so that the case shows up as a little black star on a map of the city. It's rather like a medical version of the maps police departments put up on their walls, with pins marking where crimes have occurred. On Zenilman's map the neighborhoods of East and West Baltimore, on either side of the downtown core, tend to be thick with black stars. From those two spots, the cases radiate outward along the two central roadways that happen to cut through both neighborhoods. In the summer, when the incidence of sexually transmitted disease is highest, the clusters of black stars on the roads leading out of East and West Baltimore become thick with cases. The disease is on the move. But in the winter months, the map changes. When the weather turns cold, and the people of East and West Baltimore are much more likely to stay at home, away from the bars and clubs and street corners where sexual transactions are made, the stars in each neighborhood fade away.

The Art Deco movement, both in Havana and in Miami Beach, took hold during the late 1920’s, and is found primarily in the residential section of Miramar. Miramar is where most of the embassies are located, including the massive Russian embassy. The predominant street is Fifth Avenue known as La Quinta Avenida, along which is found the church of Jesus de Miramar, the Teatro Miramar and the Karl Marx Theater. There is also the Old Miramar Yacht Club and the El Ajibe Restaurant, recently visited and televised by Anthony Bourdain on his show, “No Reservations.” Anthony Bourdain originally on the Travel Channel is now being shown on CNN. The modern five-star Meliá Habana hotel, known for its cigar bar, is located opposite the Miramar Trade Centre. Started in 1772, el Paseo del Prado, also known as el Paseo de Marti, became the picturesque main street of Havana. It was the first street in the city to be paved and runs north and south, dividing Centro Habana from Old Havana. Having been designed by Jean-Claude Nicolas Forestier, a French landscape architect, it connects the Malecón, the city’s coastal esplanade, with a centrally located park, Parque Central. Although the streets on either side are still in disrepair, the grand pedestrian walkway goes for ten nicely maintained blocks. The promenade has a decorated, inlaid, marble terrazzo pavement with a balustrade of small posts. It is shaded by a tree-lined corridor and has white marble benches for the weary tourist. Arguably, the Malecón is the most photographed street in Havana. It lies as a bulwark just across the horizon from the United States, which is only 90, sometimes treacherous miles away. It is approximately 5 miles long, following the northern coast of the city from east to west. This broad boulevard is ideal for the revelers partaking in parades and is the street used for Fiesta Mardi Gras, known in Cuba as Los Carnavales. It has at times also been used for “spontaneous demonstrations” against the United States. It runs from the entrance to Havana harbor, alongside the Centro Habana neighborhood to the Vedado neighborhood, past the United States Embassy on the Calle Calzada.

The women of the neighborhood would gather there weekly to untangle their long hair with tortoiseshell combs and lotus powder, a silky conditioner that left locks gleaming like onyx uncovered. For pocket change, a 'dalak' could be hired by the hour. These bathhouse attendants, matronly and humorous for all their years spent whispering local chatter, would scrub at tired limbs with loofahs and mitts of woven Caspian seaweed. Massages and palm readings accompanied platters of watermelon and hot jasmine tea, the afternoons whiled away with naps and dips in the perfumed aqueducts regulated according to their hot and cold properties.

The ethnics caught up in the racial struggies oi the post-war period in Chicago were in the unenviable position of people who had the rules changed on them in mid-game. The Poles who settled Calumet Park as Sobieski Park had created their neighborhood enclaves under certain assumptions, all of which got changed when the environmentalist East Coast WASP internationalist establishment took power in 1941. Not only hadn’t they been informed of the rule change, they were doubly vulnerable because compared to their opponents who were further along on the scale of assimilation, they didn’t have a clear sense of themselves as Poles or Catholics or Americans or “white” people. They also feared the sexual mores of the invading black hordes but could not articulate this fear in polite language. As a result, each attempt to explain their position drove them further beyond the pale of acceptable public discourse. More often than not, the only people who were articulating their position were the American Civil Liberties Union and American Friends Service Committee agents sent into their neighborhoods to spy on them. One AFSC spy reported that fear of intermarriage “caused the intensity of feelings” in Trumbull Park.* Black attempts to use the community swimming pool were similarly seen in a sexual light. The ACLU agent who was paid to infiltrate bars in South Deering reported that the real motivation behind Brown v. Board of Education, the Supreme Court’s landmark 1954 decision mandating desegregation of Southern schools, was to move “niggers into every neighborhood” to intermarry and thereby send the “whole white race . . . downhill.” Deprived of their ethnic designation as Catholic by a Church that was either hostile (as in the case of Catholic intellectuals) or indifferent (as in the case of the bishops and their chancery officials), Chicago ethnics, attempting to be good Americans, chose to become “white” instead, a transformation that not only guaranteed that they would lose their battle in the court of public opinion, but one which also guaranteed that they would go out of existence as well, through the very assimilation process being proposed by their enemies.

He thrashes around in an escalating state of agitation, tinkering with concept, menu, various marketing schemes. As the end draws near, these ideas are replaced by more immediately practical ones: closed on Sundays. . . cut back staff . . . shut down lunch. Naturally, as the operation becomes more schizophrenic — one week French, one week Italian — as the poor schmuck tries one thing after another like a rat trying to escape a burning building, the already elusive dining public begins to detect the unmistakable odor of uncertainty, fear and approaching death. And once that distinctive reek begins to waft into the dining room, he may as well lay out petri-dishes of anthrax spores as bar snacks, because there is no way the joint is gonna bounce back. It's remarkable how long some of these neophytes hang on after the clouds of doom gather around the place, paying for deliveries COD as if magic will happen — one good weekend, a good review, something will somehow save them. Like some unseen incubus, this evil cloud of failure can hang over a restaurant long after the operation has gone under, killing any who follow. The cumulative vibe of a history of failed restaurants can infect an address year after year, even in an otherwise bustling neighborhood. You can see it when passersby peer into the front window of the next operator; there's a scowl, a look of suspicion, as if they are afraid of contamination.

Michigan is still home to one of the most extreme human containment systems in the United States. Its prison population has increased by 450 percent since 1973, and the state maintains a higher rate of imprisonment than most countries. African Americans are the largest incarcerated group by far in Michigan, with a total population of 14 percent and a penal population of 49 percent. Latinos and Native Americans are incarcerated in Michigan at rates equal to their population percentage. However, white Michiganders, who make up 77 percent of the general population, are underrepresented in the prison population at 46 percent. Racialized sentencing policies have much to do with these statistics. Historians Heather Ann Thompson and Matthew Lassiter, the founding codirectors of the Carceral State Project at the University of Michigan, point to "draconian" state legislation that by the 1990s included the infamous "lifer laws," which exacted life terms for narcotics possessions of over 650 grams and extinguished the opportunity for parole. As men and women were thrown behind bars for nonviolent offenses in the 1980s through the early 2000s, Detroit neighborhoods were gutted, children were orphaned, and voter rolls were depleted.

Partisans of both stripes joined the Elks, the Knights of Columbus, bridge clubs, and knitting circles. More informally, they used to eat at each other’s houses and drink at the same neighborhood bars. These interactions produced, to use Putnam’s term, “bridging” social capital. They built bridges between people who might not naturally fit together. The act of being together with people who might not be similar politically or otherwise produced shared understanding. This is the kind of social interaction that could help to overcome prejudice, and help Americans see each other’s common humanity despite their differences.

So the next question we must ask is, “Is there freedom everywhere?” Look again at Paul’s words: “Wherever the Spirit of the Lord is, there is freedom.” We have proven that He is everywhere; so again, is there freedom everywhere? The answer to this is, absolutely no. There isn’t freedom in brothels, bars, prisons, and hospitals. I’ve been to neighborhoods, schools, homes, and even churches where there is no freedom. They were always crowded with young people in jeans and plaid, typing away on their laptops. There were the bars, too, with a dozen local beers on tap, and short menus that consisted mostly of nuts, pickles, cheese. Penelope could see the changes, of course, but she still recognized the neighborhood - it wasn't like Fort Greene or Williamsburg, which were no longer themselves. Strangers still said hello to her as they lounged on their stoops at sundown. She still had to ignore the whistles from the young men who stood in front of the bodega for so long each day it was clear they were dealing. Church bells rang on the hour and floors thumped with praise for Jesus in the Baptist churches, the one-room Pentecostal churches, the regal AME tabernacles, worship never ceasing in Bed-Stuy. The horizon on Bedford Avenue was just as long, the sirens of the police cars ars persistent, the wheeze of the B26 loud enough to wake her up at night.

Dredging up a vague Oishinbo memory, I also ordered broiled sweetfish, a seasonal delicacy said to taste vaguely of melon. While we started in on our sushi, our waitress- the kind of harried diner waitress who would call customers "hon" in an American restaurant- delivered a huge, beautiful steamed flounder with soy sauce, mirin, and chunks of creamy tofu. "From that guy," she said, indicating the Rotarian samaritan. We retaliated with a large bottle of beer for him and his friend (the friend came over to thank us, with much bowing). What would happen at your neighborhood bar if a couple of confused foreigners came in with a child and didn't even know how to order a drink? Would someone send them a free fish? I should add that it's not exactly common to bring children to an izakaya, but it's not frowned upon, either; also, not every izakaya is equally welcoming. Some, I have heard, are more clubby and are skeptical of nonregulars, whatever their nationality. But I didn't encounter any places like that. Oh, how was the food? So much of the seafood we eat in the U.S., even in Seattle, is previously frozen, slightly past its prime, or both. All of the seafood at our local izakaya was jump-up-and-bite-you fresh. This was most obvious in the flounder and the scallops. A mild fish, steamed, lightly seasoned, and served with tofu does not sound like a recipe for memorable eating, but it was. The butter-sauteed scallops, meanwhile, would have been at home at a New England seaside shack. They were served with a lettuce and tomato salad and a dollop of mayo. The shellfish were cooked and seasoned perfectly. I've never had a better scallop.

I recall stumbling through an old square that had once been a city bullring, apartments now overlooking the empty space. Past old churches, up cobblestone steps, down others, lost in a whirlwind of food.

"All the oaks on this trail have their own names," I explained to Freddie. "This one is my favorite. Can you believe it's still growing?" He put his face against mine. He didn't say anything. For a while we just stood like that, together, watching the Great Mamamushi grow.
