In Milwaukee and across the nation, most renters were responsible for keeping the lights and heat on, but that had become increasingly difficult to do. Since 2000, the cost of fuels and utilities had risen by more than 50 percent, thanks to increasing global demand and the expiration of price caps. In a typical year, almost 1 in 5 poor renting families nationwide missed payments and received a disconnection notice from their utility company.4 Families who couldn’t both make rent and keep current with the utility company sometimes paid a cousin or neighbor to reroute the meter. As much as $6 billion worth of power was pirated across America every year. Only cars and credit cards got stolen more.5 Stealing gas was much more difficult and rare. It was also unnecessary in the wintertime, when the city put a moratorium on disconnections. On that April day when the moratorium lifted, gas operators returned to poor neighborhoods with their stacks of disconnection notices and toolboxes. We Energies disconnected roughly 50,000 households each year for nonpayment. Many tenants who in the winter stayed current on their rent at the expense of their heating bill tried in the summer to climb back in the black with the utility company by shorting their landlord. Come the following winter, they had to be connected to benefit from the moratorium on disconnection. So every year in Milwaukee evictions spiked in the summer and early fall and dipped again in November, when the moratorium began.

Gustavo Arcos, a loyal revolutionary who was with Castro in the second car when they attacked the Moncada Barracks in Santiago de Cuba, was shot in his back. The shot severely wounded him and disabled his right leg, thereby causing him a lifetime of pain. A few years later, Arcos went to Mexico with the intention of gathering support as well as money and munitions for the movement. After the revolution, for his loyalty, Gustavo Arcos was appointed the Cuban Ambassador to Belgium. However, as ambassador he became disillusioned with the Soviet form of communism and began to see Castro more as a dictator than a revolutionary leader. When he returned from his duties in Belgium, instead of being able to freely leave Cuba, Arcos was convicted and sentenced to ten years in prison on charges of being a counter-revolutionary. In 1981, after his release from his years of confinement, he attempted to escape from Cuba, for which he was sent back to prison. After his second release, Arcos decided that he could better serve the people of Cuba by staying and accepting the position of the Executive Secretary of the Cuban Committee for Human Rights. His committee rapidly grew from occupying a small office in Havana, to being a nationwide organization recognized by the United Nations. Gustavo Arcos died of natural causes on August 8, 2006, at 79 years of age.

it is very often the case in large metro areas that the geographic locations of desirable housing with good school districts are far from the place where there are the best job opportunities. Meanwhile, lack of access to a car is one of the most debilitating aspects of modern poverty, particularly for those in places where public transportation is scarce and unsteady. According to the 2000 census, 8 percent of Americans resided in a household without access to a car, but that number varies widely depending on class and location. Among the poor nationwide, 20 percent live in households that don’t have access to a car, and

As far as real life goes, however, serial homicide no longer commands the kind of attention it once did. In the fall of 2018, a seventy-eight-year-old convict named Samuel Little, serving three life sentences for the murders of three Los Angeles women in the 1980s, admitted to police that he had committed more than ninety murders over a five-decade span, picking up “vulnerable women from bars, nightclubs and along streets and strangl[ing] them to death in the back seat of his car.”7 The claim—which authorities believed to be true—would make him the most prolific serial sex-killer in the annals of US crime. Though Little’s shocking revelation was certainly noted in the national press, it disappeared from the news within days and, from all available evidence, barely made a dent in public awareness—a radical difference from the days when, for example, the confessions of Henry Lee Lucas rocketed him to instant (and lasting) nationwide notoriety.
