They’d slip leaflets through mail slots warning of an incoming black plague, with messages like, “Don’t wait until it’s too late!” Investors would then come in and buy their houses at depressed rates. Once this “blockbusting” technique cleared the properties, a company like ESC would bring in a new set of homeowners, often minorities, and often with bad credit and shaky job profiles. They bribed officials in the FHA to approve mortgages for anyone and everyone. Appraisals would be inflated. Loans would be approved for repairs, but repairs would never be done. The typical target homeowner in the con was a black family moving to New York to escape racism in the South. The family would be shown a house in a place like East New York that in reality was only worth about $15,000. But the appraisal would be faked and a loan would be approved for $17,000. The family would move in and instantly find themselves in a house worth $2,000 less than its purchase price, and maybe with faulty toilets, lighting, heat, and (ironically) broken windows besides. Meanwhile, the government-backed loan created by a lender like Eastern Service by then had been sold off to some sucker on the secondary market: a savings bank, a pension fund, or perhaps to Fannie Mae, the government-sponsored mortgage corporation. Before long, the family would default and be foreclosed upon. Investors would swoop in and buy the property at a distressed price one more time. Next, the one-family home would be converted into a three- or four-family rental property, which would of course quickly fall into even greater disrepair. This process created ghettos almost instantly. Racial blockbusting is how East New York went from 90 percent white in 1960 to 80 percent black and Hispanic in 1966.

It was a small company, owned and operated by a programmer named Ladar Levison, and it was popular among the tech-savvy. It had half a million users, Edward Snowden amongst them. Soon after Snowden fled to Hong Kong in 2013, Levison received a National Security Letter demanding that the company turn over the master encryption key that protected all of Lavabit’s users—and then not tell any of its customers that they could be monitored. Levison fought this order in court, and when it became clear that he had lost, he shut down his service rather than deceive and compromise his customers. The moral is clear. If you run a business, and the FBI or the NSA wants to turn it into a mass surveillance tool, it believes that it is entitled to do so, solely on its own authority. The agency can force you to modify your system. It can do it all in secret and then force your business to keep that secret. Once it does that, you no longer control that part of your business. If you’re a large company, you can’t shut it down. You can’t realistically terminate part of your service. In a very real sense, it is not your business anymore. It has become an arm of the vast US surveillance apparatus, and if your interest conflicts with the agency’s, the agency wins. Your business has been commandeered.

When she arrived, a mail clerk on duty drove her to her grandmother’s house rather than leaving her at the post office for morning delivery. Another common error is to confuse freedom with planlessness. Some writers these days argue that if the system of economic laissez-faire—“letting everyone do as he wishes”—were altered as history marches on, our freedom would vanish with it. Laissez-faire was a great idea, as we have seen, in earlier centuries: but times change, and almost everyone nowadays earns his living by virtue of belonging to a large group, be it an industry, or a university, or a labor union. It is a vastly more interdependent world, this “one world” of our twentieth century, than the world of the entrepreneurs of earlier centuries or of our own pioneer days; and freedom must be found in the context of economic community and the social value of work, not in everyone’s setting up his own factory or university. Fortunately, this economic interdependence need not destroy freedom if we keep our perspective. The pony express was a great idea, also, back in the days when sending a letter from coast to coast was an adventure. But certainly we are thankful—complain as we may about mail service these days—that now when we write a letter to a friend on the coast, we don’t have to give more than a passing thought to its method of travel; we drop it in the box with an air-mail stamp and forget about it. We are free, that is, to devote more time and concern to our message to our friend, our intellectual and spiritual interchange in the letter, because in a world made smaller by specialized communication we don’t have to be so concerned about how the letter gets there.
