In Ramallah I spent the day with the beguiling Raimonda Tawil, confined to her home for committing no known crime save that of expressing her opinions. (For some reason, what I most remember is a sudden exclamation from her very restrained and respectable husband, a manager of the local bank: 'I would prefer living under a Bedouin muktar to another day of Israeli rule!' He had obviously spent some time thinking about the most revolting possible Arab alternative.) In Jerusalem I visited the Tutungi family, who could produce title deeds going back generations but who were being evicted from their apartment in the old city to make way for an expansion of the Jewish quarter. Jerusalem: that place of blood since remote antiquity. Jerusalem, over which the British and French and Russians had fought a foul war in the Crimea, and in the mid-nineteenth century, on the matter of which Christian Church could command the keys to some 'holy sepulcher.' Jerusalem, where the anti-Semite Balfour had tried to bribe the Jews with the territory of another people in order to seduce them from Bolshevism and continue the diplomacy of the Great War. Jerusalem: that pest-house in whose environs all zealots hope that an even greater and final war can be provoked. It certainly made a warped appeal to my sense of history.

The United States is one of the high contracting parties to the Geneva Convention, therefore it is obligated, by its domestic law and highest commitments, to prosecute the perpetrators of grave breaches of the conventions. That includes its own leaders. Until the United States prosecutes its own leaders, it is guilty of grave breaches of the Geneva Convention, that means war crimes. And it's worth remembering the context. It is not any old convention. These are the conventions established to criminalize the practices of the Nazis, right after the Second World War. The rock-cut sepulchres in the valleys of Jehoshaphat and Hinnom are of Roman period with late Greek inscriptions, and there exists nothing in groups of ruins at Petra, Sebaste, Baalbec, Palmyra or Damascus, or among the stone cities of the Haran, that are pre-Roman. Netanyahu once warned that if Palestinian citizens ever reached 35 percent of Israel, the Jewish state would be “annulled.” Looking at the “absurd” borders of Jerusalem, the former deputy mayor Meron Benvenisti summarized the policy behind them as “the aspiration to include a maximum of land with a minimum of Arabs.

This honeycomb of settlements and their interconnecting conduits effectively divide the West Bank into at least two noncontiguous areas and multiple fragments, often uninhabitable or even unreachable, and control of the Jordan River valley denies Palestinians any direct access eastward into Jordan. About one hundred military checkpoints completely surround Palestine and block routes going into or between Palestinian communities, combined with an uncountable number of other roads that are permanently closed with large concrete cubes or mounds of earth and rocks. There was no possibility that any Palestinian leader could accept such terms and survive, but official statements from Washington and Jerusalem were successful in placing the entire onus for the failure on Yasir Arafat. Violence in the Holy Land continued.

Jesus himself remains an enigma. There have been interesting attempts to uncover the figure of the ‘historical’ Jesus, a project that has become something of a scholarly industry. But the fact remains that the only Jesus we really know is the Jesus described in the New Testament, which was not interested in scientifically objective history. There are no other contemporary accounts of his mission and death. We cannot even be certain why he was crucified. The gospel accounts indicate that he was thought to be the king of the Jews. He was said to have predicted the imminent arrival of the kingdom of heaven, but also made it clear that it was not of this world. In the literature of the Late Second Temple period, there had been hints that a few people were expecting a righteous king of the House of David to establish an eternal kingdom, and this idea seems to have become more popular during the tense years leading up to the war. Josephus, Tacitus and Suetonius all note the importance of revolutionary religiosity, both before and after the rebellion.2 There was now keen expectation in some circles of a meshiah (in Greek, christos), an ‘anointed’ king of the House of David, who would redeem Israel. We do not know whether Jesus claimed to be this messiah – the gospels are ambiguous on this point.3 Other people rather than Jesus himself may have made this claim on his behalf.4 But after his death some of his followers had seen him in visions that convinced them that he had been raised from the tomb – an event that heralded the general resurrection of all the righteous when God would inaugurate his rule on earth.5 Jesus and his disciples came from Galilee in northern Palestine. After his death they moved to Jerusalem, probably to be on hand when the kingdom arrived, since all the prophecies declared that the temple would be the pivot of the new world order.6 The leaders of their movement were known as ‘the Twelve’: in the kingdom, they would rule the twelve tribes of the reconstituted Israel.7 The members of the Jesus movement worshipped together every day in the temple,8 but they also met for communal meals, in which they affirmed their faith in the kingdom’s imminent arrival.9 They continued to live as devout, orthodox Jews. Like the Essenes, they had no private property, shared their goods equally, and dedicated their lives to the last days.10 It seems that Jesus had recommended voluntary poverty and special care for the poor; that loyalty to the group was to be valued more than family ties; and that evil should be met with non-violence and love.11 Christians should pay their taxes, respect the Roman authorities, and must not even contemplate armed struggle.12 Jesus’s followers continued to revere the Torah,13 keep the Sabbath,14 and the observance of the dietary laws was a matter of extreme importance to them.15 Like the great Pharisee Hillel, Jesus’s older contemporary, they taught a version of the Golden Rule, which they believed to be the bedrock of the Jewish faith: ‘So always treat others as you would like them to treat you; that is the message of the Law and the Prophets.

Curzon – reflecting contemporary perceptions about the map and identity of the region – had referred to the ‘Syrian Arabs’ who had ‘occupied [Palestine] for the best part of 1,500 years’, and asked what would become of them. ‘They will not be content either to be expropriated for Jewish immigrants or to act merely as hewers of wood and drawers of water to the latter’, he predicted with the help of another then familiar biblical reference.17 The declaration’s second reservation – about the rights of Jews in other countries – was a response to the opposition of Edwin Montagu, the secretary of state for India, even though he was not in the war cabinet. Montagu was a Jewish grandee who feared that an official expression of sympathy for Zionism in fact masked anti-Semitic prejudice and would undermine the hard-won position of British Jews and their co-religionists elsewhere in the world. However, it did not weaken his vehement opposition, any more than the words about ‘non-Jewish communities’ assuaged Arab fears. Over time, Jewish attitudes to Zionism would change significantly; Arab attitudes, by and large, did not.

Visiting the Holy Land in 1867, Mark Twain echoes many contemporary travelers when he says, “A desolation is here that not even imagination can grace with the pomp of life and action… the desolate and unlovely land is hopeless, dreary and heartbroken.”17 A century later, Arab propaganda depicts things differently. It describes Palestine in the nineteenth century as a lush land teeming with a flourishing Arab population. “The Jewish invasion began in 1881,” says Arafat at an infamous United Nations speech in 1974. “Palestine was then a verdant area.”18 It wasn’t. Visiting the Holy Land in 1881, the famous British visitor Arthur Penrhyn Stanley reaffirms Twain’s observation fourteen years earlier: “In Judea, it is hardly an exaggeration to say that for miles and miles there was no appearance of life or habitation.”19 In the second half of the nineteenth century, Jewish immigration brings the fallow land back to life. The Jews build farms, plant orange groves, erect factories. This induces immigration of Arabs from neighboring countries who join the indigenous Arab population. From 1860 on, the majority of Jerusalem’s inhabitants are Jewish. Even so, by the turn of the twentieth century the total population in the Holy Land doesn’t exceed four hundred thousand, less than 4 percent of the present population. As the visiting German Kaiser notes in 1898, “There is room here for everyone.”20

I confess I cannot manage to regard Palestine as a place where a special curse was laid on those who can become like little children. And I never could understand why such critics who agree that the kingdom of heaven is for children, should forbid it to be the only sort of kingdom that children would really like; a kingdom with real crowns of gold or even of tinsel. But that is another question, which I shall discuss in another place; the point is for the moment that such people would be quite as much surprised at the place of tinsel in our lives as we are at its place in theirs. If we are critical of the petty things they do to glorify great things, they would find quite as much to criticise (as in Kensington Gardens) in the great things we do to glorify petty things. And if we wonder at the way in which they seem to gild the lily, they would wonder quite as much at the way we gild the weed.

Arafat himself sometimes spoke even more candidly. On January 30, 1996, he said in a closed meeting to forty Arab diplomats in Stockholm’s Grand Hotel, “We intend to destroy Israel and to establish a pure Palestinian state…. We will make the life of the Jews miserable and take everything from them…. I don’t need any Jews.”12 In a radio address on the Voice of Palestine on November 11, 1995, he said, “The struggle will continue until all of Palestine is liberated.” Lest anyone had doubts that by “all of Palestine” he meant not only Judea and Samaria and Gaza but all of Israel, he had proclaimed two months earlier, on September 7, 1995, “O Gaza, your sons are returning. O Lod, O Haifa, O Jerusalem, you are returning, you are returning,” in Arabic to a Palestinian audience. True to his deceptive character, he was careful not to mention places like Haifa and Lod, which were well within pre-1967 Israel and ostensibly not in the PLO’s plan for a state, when he spoke before Western audiences. On September 13, 1993, the day he signed the Oslo Accords, Arafat used more oblique language in explaining to a Palestinian audience that the agreement was nothing more than the PLO’s “Phased Plan.” This plan, calling for the destruction of Israel in stages, had been adopted by the PLO in 1964 and was well familiar to Palestinians. The unchanging and thinly disguised PLO strategy of destroying Israel in stages completely contradicted Oslo’s ostensible message of peace and reconciliation. So did the post-Oslo flood of official Palestinian exhortations dehumanizing Jews as pigs and teaching schoolchildren to glorify Palestinian suicide bombers. As usual, little of this entered the international discourse or caused governments to rethink the much-vaunted Oslo Accords. There was supposedly a honeymoon between the PLO and Israel under Prime Minister Rabin; Arafat and Rabin were jointly awarded the Nobel Peace Prize in 1994 “for their efforts to create peace in the Middle East.” It was inconceivable that the prizewinning Arafat could be swindling the entire world. Of course, anybody with a sober view of the facts could see that this was precisely what was happening. But what Yoni had written years earlier about some in Israel was now true of many in the international community: “They want to believe, so they believe. They want not to see, so they distort.”13

Another obstacle was the stubbornness of the countries the pipeline had to cross, particularly Syria, all of which were demanding what seemed to be exorbitant transit fees. It was also the time when the partition of Palestine and the establishment of the state of Israel were aggravating American relations with the Arab countries. But the emergence of a Jewish state, along with the American recognition that followed, threatened more than transit rights for the pipeline. Ibn Saud was as outspoken and adamant against Zionism and Israel as any Arab leader. He said that Jews had been the enemies of Arabs since the seventh century. American support of a Jewish state, he told Truman, would be a death blow to American interests in the Arab world, and should a Jewish state come into existence, the Arabs “will lay siege to it until it dies of famine.” When Ibn Saud paid a visit to Aramco’s Dhahran headquarters in 1947, he praised the oranges he was served but then pointedly asked if they were from Palestine—that is, from a Jewish kibbutz. He was reassured; the oranges were from California. In his opposition to a Jewish state, Ibn Saud held what a British official called a “trump card”: He could punish the United States by canceling the Aramco concession. That possibility greatly alarmed not only the interested companies, but also, of course, the U.S. State and Defense departments. Yet the creation of Israel had its own momentum. In 1947, the United Nations Special Committee on Palestine recommended the partition of Palestine, which was accepted by the General Assembly and by the Jewish Agency, but rejected by the Arabs. An Arab “Liberation Army” seized the Galilee and attacked the Jewish section of Jerusalem. Violence gripped Palestine. In 1948, Britain, at wit’s end, gave up its mandate and withdrew its Army and administration, plunging Palestine into anarchy. On May 14, 1948, the Jewish National Council proclaimed the state of Israel. It was recognized almost instantly by the Soviet Union, followed quickly by the United States. The Arab League launched a full-scale attack. The first Arab-Israeli war had begun. A few days after Israel’s proclamation of statehood, James Terry Duce of Aramco passed word to Secretary of State Marshall that Ibn Saud had indicated that “he may be compelled, in certain circumstances, to apply sanctions against the American oil concessions… not because of his desire to do so but because the pressure upon him of Arab public opinion was so great that he could no longer resist it.” A hurriedly done State Department study, however, found that, despite the large reserves, the Middle East, excluding Iran, provided only 6 percent of free world oil supplies and that such a cut in consumption of that oil “could be achieved without substantial hardship to any group of consumers.

As the century opened there was an uneasy balance of power among four cities: Larsa ruled by Rim-Sin, Mari ruled by Yahdun-Lim (and later, Zimri-Lim), Assur ruled by Shamshi-Adad I, and Babylon ruled by Hammurapi. Through a generation of political intrigue and diplomatic strategy, Hammurapi eventually emerged to establish the prominence of the first dynasty of Babylon. The Old Babylonian period covered the time from the fall of the Ur III dynasty (c. 2000 BC) to the fall of the first dynasty of Babylon (just after 1600 BC). This is the period during which most of the narratives in Ge 12–50 occur. The rulers of the first dynasty of Babylon were Amorites. The Amorites had been coming into Mesopotamia as early as the Ur III period, at first being fought as enemies, then gradually taking their place within the society of the Near East. With the accession of Hammurapi to the throne, they reached the height of success. Despite his impressive military accomplishments, Hammurapi is most widely known today for his collection of laws. The first dynasty of Babylon extends for more than a century beyond the time of Hammurapi, though decline began soon after his death and continued unabated, culminating in the Hittite sack of Babylon in 1595 BC. This was nothing more than an incursion on the part of the Hittites, but it dealt the final blow to the Amorite dynasty, opening the doors of power for another group, the Kassites. The period began about the time of the fall of the dynasty of Akkad in Mesopotamia (c. 2200 BC) and extended until about 1500 BC (plus or minus 50 years, depending on the theories followed). In Syria there were power centers at Yamhad, Qatna, Alalakh and Mari, and the coastal centers of Ugarit and Byblos seemed to be already thriving. In Palestine only Hazor is mentioned in prominence. Contemporary records from Palestine are scarce, though the Egyptian Story of Sinuhe has Middle Bronze Age Palestine as a backdrop and therefore offers general information. Lists of cities in Palestine are also given in the Egyptian texts. Most are otherwise unknown, though Jerusalem and Shechem are mentioned. As the period progresses there is more and more contact with Egypt and extensive caravan travel between Egypt and Palestine.

They loved their enemies, prayed for their persecutors and cared for the poor wherever they found them. We know that the Jerusalem church set up a large daily food roster for the destitute among them—no fewer than seven Christian leaders were assigned to the management of the program (Acts 6:1—7). In response to a famine that ravaged Palestine between AD 46—48 Paul conducted his own decade-long international aid program earmarked for poverty-stricken Palestinians. Wherever he went, he asked the Gentile churches to contribute whatever they could to the poor in Jerusalem.23 Christian “good deeds” continued long after the New Testament era. We know, for instance, that by AD 250 the Christian community in Rome was supporting 1,500 destitute people every day.24 All around the Mediterranean churches were setting up food programs, hospitals and orphanages. These were available to believers and unbelievers alike. This was an innovation. The Great March of Return was both a lab and showroom. The most sophisticated new weapon used against the Palestinian protesters was the “Sea of Tears,” a drone that dropped tear gas canisters on a desired area. Despite Israeli claims of accuracy, a tent full of Palestinian women and children had tear gas dropped onto them, as did groups of reporters. Israeli police started using drones that dropped tear gas grenades on protestors in the West Bank in April 2021. One month later, Israel announced that a fleet of drones would be used to track riots and protests as well as areas damaged by rockets fired from Gaza. Israel announced in 2022 that it approved the use of armed drones for “targeted killings” in the West Bank. Reportedly tested over Gaza before the major protests began in 2018, a Chinese-made drone by Da Jiang Innovations was reconfigured by Israel’s Border Force, which was working with Israeli company Aeronautics to adapt the drone to on-the-ground service requirements. “Beyond the fact that it neutralizes all danger to our forces, it allows us to reach places that we had yet to reach,” Border Police Commander Kobi Shabtai told Israel’s Channel 2 news. The immediate effectiveness of the Sea of Tears led Maf’at, the Israeli Administration for the Development of Weapons and Technological Infrastructure, to purchase hundreds of the drones after the first night of demonstrations in Gaza. Another innovation was the “skunk water” drone, a form of liquid emitted from a water cannon that left a foul smell on clothes and body for a long time. Israeli firm Aeronautics was behind this innovation, a technique that had been already used in the West Bank and Jerusalem to deter protestors. Reports appeared in early 2020 by anti-occupation activists in the West Bank that Israeli-controlled talking drones were flying overhead and sending out a “Go Home” message to Palestinian protestors. Israeli activists were told in Hebrew not to “stand with the enemy.

The growth of Israeli influence in Europe presents a curious historical milestone and an unresolved contradiction. After the annihilation of Jews in the Holocaust, Germany has become the most consistently pro-Israel nation on the continent and is Israel’s biggest trading partner in Europe. German Chancellor Angela Merkel visited Israel in October 2021 on one of her final overseas visits before leaving office; it was her eighth trip during her sixteen years in power. She did not travel to the West Bank or Gaza. She praised the Jewish state, despite acknowledging that Israel did not embrace her favored two-state solution to the conflict with the Palestinians, but this did not matter because “the topic of Israel’s security will always be of central importance and a central topic of every German government.” It was an emotional connection, Merkel stressed, and one rooted in historical reconciliation and forgiveness. “The fact that Jewish life has found a home again in Germany after the crimes of humanity of the Shoah is an immeasurable sign of trust, for which we are grateful,” she wrote in the guest book at Jerusalem’s Holocaust memorial

The reason behind Israel’s engagement with Lebanon was justified at the time as based on national security grounds, with other nations admiring the Jewish state’s actions and wanting to learn from them, but there was something more existential at work. In his 1998 book on the Middle East, From Beirut to Jerusalem, the New York Times journalist Thomas Friedman gave an anecdote from 1982 about the real, less acknowledged mission of Israeli forces: Two targets in particular seemed to interest [Ariel] Sharon’s army. One was the PLO Research Center. There were no guns at the PLO Research Center, no ammunition and no fighters. But there was something more dangerous—books about Palestine, old records and land deeds belonging to Palestinian families, photographs about Arab life in Palestine, historical archives about the Arab life in Palestine and, most important, maps—maps of pre-1948 Palestine with every Arab village on it before the state of Israel came into being and erased many of them. The Research Center was like an ark containing the Palestinians’ heritage—some of their credentials as a nation. In a certain sense, this is what Sharon most wanted to take home from Beirut. You could read it in the graffiti the Israeli boys left behind on the Research Center walls: [/block]Palestinians? What’s that?[block] And [/block]Palestinians, fuck you[block], and [/block]Arafat, I will hump your mother[block]. (The PLO later forced Israel to return the entire archive as part of a November 1983 prisoner exchange.)56 It is not hard to see why this attitude was and remains so appealing to some governments. It is a desire to militarily destroy an opponent but also erase its history and ability to remember what has been lost. When surveillance technology is added to the mix, tested on unwilling subjects, it’s even harder to successfully resist.

Israel remains the biggest recipient of US aid, although the Jewish state is now less reliant on that aid than it once was. While this is true financially, it’s protected diplomatically by the US from a tsunami of global condemnation after decades of occupation and frequent wars on Gaza. US backing remains vital to Israel’s relative strength. Nonetheless, in 1981 US aid was equivalent to roughly 10 percent of Israel’s economy, but by 2020, at close to US$4 billion annually, it was down to around 1 percent.2 For this reason, Israel cares far less about even the mildest American pressure to curtail illegal Jewish colonies in the West Bank, attacks on Gaza, or house demolitions in East Jerusalem.

LIKE A SLOW, seemingly endless train wreck, the Nakba unfolded over a period of many months. Its first stage, from November 30, 1947, until the final withdrawal of British forces and the establishment of Israel on May 15, 1948, witnessed successive defeats by Zionist paramilitary groups, including the Haganah and the Irgun, of the poorly armed and organized Palestinians and the Arab volunteers who had come to help them. This first stage saw a bitterly fought campaign that culminated in a country-wide Zionist offensive dubbed Plan Dalet in the spring of 1948.33 Plan Dalet involved the conquest and depopulation in April and the first half of May of the two largest Arab urban centers, Jaffa and Haifa, and of the Arab neighborhoods of West Jerusalem, as well as of scores of Arab cities, towns, and villages, including Tiberias on April 18, Haifa on April 23, Safad on May 10, and Beisan on May 11. Thus, the ethnic cleansing of Palestine began well before the state of Israel was proclaimed on May 15, 1948.
