I was reminded of the Asian financial crisis in 1997. When Asian economies were devastated by similarly foolish borrowing the West – including the International Monetary Fund and World Bank – prescribed bitter medicine. They extolled traditional free market principles: Asia should raise interest rates to support sagging currencies, while state spending, debt, subsidies should be cut drastically. Banks and companies in trouble should be left to fail, there should be no bail-outs. South Korea, Thailand, Indonesia were pressured into swallowing the bitter medicine. President Suharto paid the ultimate price: he was forced to resign. Anger against the IMF was widespread. I was in Los Angeles for a seminar organised by the Claremont McKenna College to discuss, among other things, the Asian crisis. The Thai speaker resorted to profanity: F-- the IMF, he screamed. The Asian press was blamed by some Western academics. If we had the kind of press freedoms the West enjoyed, we could have flagged the danger before the crisis hit. Western credibility was torn to shreds when the financial tsunami struck Wall Street. Shamelessly abandoning the policy prescriptions they imposed on Asia, they decided their banks and companies like General Motors were too big to fail. How many Asian countries could have been spared severe pain if they had ignored the IMF? How vain was their criticism of the Asian press, for the almost unfettered press freedoms the West enjoyed had failed to prevent catastrophe.

INTERNATIONAL LAW WAS CREATED DURING THE BUSH ADMINISTRATION BECAUSE a group of Mexicans—and one African American—gang-raped and murdered two teenaged girls in Houston, Texas.1 The crime made history in another way: It led to the most death sentences handed out for a single crime in Texas since 1949.2 Do you even know about this case? The only reason the media eventually admitted that the lead rapist, Jose Ernesto Medellin, was an illegal alien from Mexico was to try to overturn his conviction on the grounds that he had not been informed of his right, as a Mexican citizen, to confer with the Mexican consulate. Journalists have an irritating tendency to skimp on detail when reporting crimes by immigrants, a practice that will not be followed here. One summer night in June 1993, fourteen-year-old Jennifer Ertman and Elizabeth Peña, who had just turned sixteen, were returning from a pool party, and decided to take a shortcut through a park to make their 11:30 p.m. curfew. They encountered a group of Hispanic men, who were in the process of discussing “gang etiquette,” such as not complaining if other members talked about having sex with your mother.3 The girls ran away, but Medellin grabbed Jennifer and began ripping her clothes off. Hearing her screams, Elizabeth came back to help her friend. For more than an hour, the five Hispanics and one black man raped the teens, vaginally, anally, and orally—“every way you can assault a human being,” as the prosecutor put it.4 The girls were beaten, kicked, and stomped, their teeth knocked out and their ribs broken. One of the Hispanic men told Medellin’s fourteen-year-old brother to “get some,” so he raped one of the girls, too. But when it was time to kill the girls, Medellin said his brother was “too small to watch” and dragged the girls into the woods.5 There, the girls were forced to kneel on the ground and a belt or shoelace was looped around their necks. Then a man on each side pulled on the cord as hard as he could. The men strangling Jennifer pulled so hard they broke the belt. Medellin later complained that “the bitch wouldn’t die.” When it was done, he repeatedly stomped on the girls’ necks, to make sure they were dead.6 At trial, Medellin’s sister-in-law testified that shortly after the gruesome murders, Medellin was laughing about it, saying they’d “had some fun with some girls” and boasting that he had “virgin blood” on his underpants.7 It’s difficult to understand a culture where such an orgy of cruelty is bragged about at all, but especially in front of women.

Cause unknown. All shipping advised avoid area!" All this time the sea was thundering and boiling, almost as if military manoeuvres had been taking place under the water; but apart from the erupting water and steam there was nothing to see. From both Dover and Calais, destroyers and torpedo boats set out at full steam and squadrons of military aircraft flew to the site of the disturbance; but by the time they got there all they found was that the surface was discoloured with something like a yellow mud and covered with startled fish and newts that had been torn to pieces. At first it was thought that a mine in the channel must have exploded; but once the shores on both sides of the Straits of Dover had been ringed off with a chain of soldiers and the English prime-minister had, for the fourth time in the history of the world, interrupted his Saturday evening and hurried back to London, there were those who thought the incident must be of extremely serious international importance. The papers carried some highly alarming rumours, but, oddly enough, this time remained far from the truth; nobody had any idea that Europe, and the whole world with it, stood for a few days on the brink of a major war. It was only several years later that a member of the then British cabinet, Sir Thomas Mulberry, failed to be re-elected in a general election and published his memoirs setting out just what had actually happened; but by then, though, nobody was interested.

For example, the song “That Funny Reefer Man”100 contains the line “Any time he gets a notion, he can walk across the ocean.” Harry’s agents warned: “He does think that.” Anslinger looked out over a scene filled with men like Charlie Parker,101 Louis Armstrong,102 and Thelonious Monk,103 and—as the journalist Larry Sloman recorded—he longed to see them all behind bars.104 He wrote to all the agents he had sent to follow them, and instructed: “Please prepare all cases in your jurisdiction105 involving musicians in violation of the marijuana laws. We will have a great national round-up arrest of all such persons on a single day. I will let you know what day.” His advice on drug raids to his men was always “Shoot first.”106 He reassured congressmen that his crackdown would affect not “the good musicians, but the jazz type.”107 But when Harry came for them, the jazz world would have one weapon that saved them: its absolute solidarity. Anslinger’s men could find almost no one among them who was willing to snitch,108 and whenever one of them was busted,109 they all chipped in to bail him out.

It was a beautiful fall day at the soccer fields when I met Stacy for the first time. The game had just begun when she arrived carrying homemade pumpkin spice muffins with cream cheese frosting for everyone, photos of the jack-o’-lantern she had elaborately carved earlier that morning into the shape of a witch stirring a bubbling cauldron with the rising steam spelling out the word “Boo,” enough material and glue for each of the siblings not playing soccer to make adorable “easy no-sew” bat wings as a fun craft to fill their time, as well as little gift bags for every mother full of Halloween-themed wine charms and sleep masks that were embroidered with “Sleeping for a spell.” Besides her generous gifts, she also looked terrific. She was wearing the perfect fall outfit with just the right number of layers and textures and cool boots. Her hair was beautifully twisted into a loose braid casually thrown over one shoulder. While everyone sat in their lawn chair and screamed at their kid to “attack the ball,” Stacy ran up and down the sidelines taking (no doubt fabulous) photos of her son and overseeing the siblings’ craft bonanza. At this point I should also mention, in case you don’t feel bad enough about yourself, that Stacy has a full-time job outside the home. Like a really important one. I’m not sure what she does exactly, but from the thirty seconds that she slowed down long enough to talk to me, I learned that she works fifty hours a week or so and travels around the country every few days and then comes home and makes her kids pancakes in the shape of clovers for breakfast, because it’s International Clover Day or some shit like that.

After any highly stressful event, such as an automobile accident, it is normal for memories, emotions, and sensations associated with the trauma to flood involuntarily into consciousness. In most cases, people replay these memories over and over again, and this "replay" mechanism actually helps defuse their emotional content and allows people to put the experience behind them. This kind of mental processing is healthy and does not lead to long-term problems. But events that are extremely traumatic—being caught in a hurricane, attacked in a war, being the victim of an assault or a rape, or having suffered severe abuse as a child—are not effectively processed by some people. When images or memories of the event return, they are not able to think about them analytically or dispassionately, but instead they reexperience the terror all over again. These intrusive thoughts do not fade with time but are persistent, and each time they occur they are newly traumatizing. Such people are haunted by nightmares, flashbacks, and feelings of anxiety, fear, and foreboding that make them experience the trauma not as a painful event of the past but as a real, in-the-present, on-going threat. As a result, their entire stress-response system, in body and mind, becomes stuck in a state of constant alert, but the state tends to be unstable. Their emotions tend to swing from one extreme to its opposite. To cope with such emotional overload, these people organize their lives around avoiding any reminder of the trauma and the feelings it invokes. It is ultimately a futile struggle, however—like fighting an invisible enemy. The battle for control sets off a vicious cycle of intrusive thoughts that produce fear and anxiety followed by desperate attempts to achieve psychological numbing to reduce the anxiety. They progressively lose the ability to control or modulate their physiological response to any kind of stressor, and stimuli completely unrelated to the trauma may trigger intrusive memories. Lit up like a pinball machine, all their internal bells and whistles blaring, they cannot articulate how they feel because they cannot decipher the messages that their nervous system is sending them. Eventually, just having a feeling, any feeling, can seem enormously threatening.
