He has a brain, a perceptual apparatus, and a bodily structure that are relevantly similar to my own: these are his eyes, these are his ears, this is his skin, there is his mouth. It is not just on the basis of his behavior that I conclude that he is conscious, but rather on the basis of the causal structure that mediates the relation between the input stimulus and the output behavior.

In distinct contrast, socialism means to have no economy, no economizing, at all, because under these conditions monetary calculation and cost-accounting is impossible by definition. If no private property in the factors of production exists, then no prices for any production factor exist; hence, it is impossible to determine whether or not they are employed economically. Accordingly, socialism is not a higher mode of production but rather economic chaos and regression to primitivism.

This third part of the brain also was the input/output terminal that interacted between the two other minds and the cyber world. Even so, this was all likely to change in a few years as research was on the verge of eliminating the need for intestines making room in the abdominal cavity for a smaller second brain.

His argument has given rise to an instructive online debate that accentuates the counterintuitive nature of some IIT's predictions. Aaronson estimates phi.max for networks called expander graphs, characterized by being both sparsely yet widely connected. Their integrated information will grow indefinitely as the number of elements in these reticulated lattices increases. This is true even of a regular grid of XOR logic gates. IIT predicts that such a structure will have high phi.max. This implies that two-dimensional arrays of logic gates, easy enough to build using silicon circuit technology, have intrinsic causal powers and will feel like something. This is baffling and defies commonsense intuition. Aaronson therefor concludes that any theory with such a bizarre conclusion must be wrong. Tononi counters with a three-pronged argument that doubles down and strengthens the theory's claim. Consider a blank featureless wall. From the extrinsic perspective, it is easily described as empty. Yet the intrinsic point of view of an observer perceiving the wall seethes with an immense number of relations. It has many, many locations and neighbourhood regions surrounding these. These are positioned relative to other points and regions - to the left or right, above or below. Some regions are nearby, while others are far away. There are triangular interactions, and so on. All such relations are immediately present: they do not have to be inferred. Collectively, they constitute an opulent experience, whether it is seen space, heard space, or felt space. All share s similar phenomenology. The extrinsic poverty of empty space hides vast intrinsic wealth. This abundance must be supported by a physical mechanism that determines this phenomenology through its intrinsic causal powers. Enter the grid, such a network of million integrate-or-fire or logic units arrayed on a 1,000 by 1,000 lattice, somewhat comparable to the output of an eye. Each grid elements specifies which of its neighbours were likely ON in the immediate past and which ones will be ON in the immediate future. Collectively, that's one million first-order distinctions. But this is just the beginning, as any two nearby elements sharing inputs and outputs can specify a second-order distinction if their joint cause-effect repertoire cannot be reduced to that of the individual elements. In essence, such a second-order distinction links the probability of past and future states of the element's neighbours. By contrast, no second-order distinction is specified by elements without shared inputs and outputs, since their joint cause-effect repertoire is reducible to that of the individual elements. Potentially, there are a million times a million second-order distinctions. Similarly, subsets of three elements, as long as they share input and output, will specify third-order distinctions linking more of their neighbours together. And on and on. This quickly balloons to staggering numbers of irreducibly higher-order distinctions. The maximally irreducible cause-effect structure associated with such a grid is not so much representing space (for to whom is space presented again, for that is the meaning of re-presentation?) as creating experienced space from an intrinsic perspective.

Here is how it works: Any member of the party can register (with the optino of using a pseudonym) with LiquidFeedback and propose that the Pirates should do x. If more than 10 percent of other members find this proposal intriguing, it passes to the next stage, in which party members can vote for or against it. After the proposal has been submitted, and before it has moved to the voting stage, other party members can launch counterproposals on a similar subject or make suggestions about how to improve the original one. What's interesting is that party members can transfer their votes to those they consider more knowledgeable about a given subject; thus, someone recognized as an expert on transportation policy might end up casting ten votes rather than one. To prevent some such experts from accumulating and abusing power, transferred votes can be recalled to their original "ownders." The votes cast in LiquidFeedback are not bniding; they simply inform party officials about the views of the grass roots. Big policy proposals are still discussed and voted upon at the party congress. LiquidFeedback thus aims to provide the intellectual inputs to the Pirates' work; the outputs are still determined by rather conventional means. This all sounds great in theory...but the reality is much grimmer. In one German region, reports Der Spiegel, the Pirates used LiquidFeedback to gather general opinions on only two issues, while only twenty votes were cast in the controversial law on circumcision.

Stanford University’s John Koza, who pioneered genetic programming in 1986, has used genetic algorithms to invent an antenna for NASA, create computer programs for identifying proteins, and invent general purpose electrical controllers. Twenty-three times Koza’s genetic algorithms have independently invented electronic components already patented by humans, simply by targeting the engineering specifications of the finished devices—the “fitness” criteria. For example, Koza’s algorithms invented a voltage-current conversion circuit (a device used for testing electronic equipment) that worked more accurately than the human-invented circuit designed to meet the same specs. Mysteriously, however, no one can describe how it works better—it appears to have redundant and even superfluous parts. But that’s the curious thing about genetic programming (and “evolutionary programming,” the programming family it belongs to). The code is inscrutable. The program “evolves” solutions that computer scientists cannot readily reproduce. What’s more, they can’t understand the process genetic programming followed to achieve a finished solution. A computational tool in which you understand the input and the output but not the underlying procedure is called a “black box” system. And their unknowability is a big downside for any system that uses evolutionary components. Every step toward inscrutability is a step away from accountability, or fond hopes like programming in friendliness toward humans. That doesn’t mean scientists routinely lose control of black box systems. But if cognitive architectures use them in achieving AGI, as they almost certainly will, then layers of unknowability will be at the heart of the system. Unknowability might be an unavoidable consequence of self-aware, self-improving software.

Are you skeptical of that possibility? SETH: Yes, I’m skeptical of that, because I think there’s a lot of clear air between saying the physical state of a system is what matters, and that simulation is sufficient. First, it’s not clear to me what “substrate independence” really means. It seems to turn on an overzealous application of the hardware/software distinction—that the mind and consciousness is just a matter of getting the functional relations right and it doesn’t matter what hardware or wetware you run it on. But it’s unclear whether I can really partition how a biological system like the brain works according to these categories. Where does the wetware stop and the mindware start, given that the dynamics of the brain are continually reshaping the structure and the structure is continually reshaping the dynamics? It becomes a bit difficult to define what the substrate really is. Of course, if you’re willing to say, “Well, we’re not just capturing input-output relations, we’re going to make an exact physical duplicate,” then that’s fine. That’s just a statement about materialism. But I don’t find it intuitive to go from making an exact physical replicate, all the way up to simulations, and therefore simulations of lots of possible life histories, and so on. It’s really not clear to me that simulation will ever be sufficient to instantiate phenomenal properties.

I shall take the liberty of answering for you: You plan to do nothing about them. You may, of course, cast a ballot for someone who claims to have some plans, as well as the power to act. But this you can do only once every two or four years by giving one hour of your time, hardly a satisfying means of expressing the broad range of opinions you hold. Voting, we might even say, is the next to last refuge of the politically impotent. The last refuge is, of course, giving your opinion to a pollster, who will get a version of it through a desiccated question, and then will submerge it in a Niagara of similar opinions, and convert them into--what else?--another piece of news.
