But the real reason was to better enable the United States to eavesdrop on its guests. Coded messages between the foreign delegations and their distant capitals passed through U.S. telegraph lines in San Francisco. With wartime censorship laws still in effect, Western Union and the other commercial telegraph companies were required to pass on both coded and uncoded telegrams to U.S. Army codebreakers. Once the signals were captured, a specially designed time-delay device activated to allow recorders to be switched on. Devices were also developed to divert a single signal to several receivers. The intercepts were then forwarded to Arlington Hall, headquarters of the Army codebreakers, over forty-six special secure teletype lines. By the summer of 1945 the average number of daily messages had grown to 289,802, from only 46,865 in February 1943. The same soldiers who only a few weeks earlier had been deciphering German battle plans were now unraveling the codes and ciphers wound tightly around Argentine negotiating points. During the San Francisco Conference, for example, American codebreakers were reading messages sent to and from the French delegation, which was using the Hagelin M-209, a complex six-wheel cipher machine broken by the Army Security Agency during the war. The decrypts revealed how desperate France had become to maintain its image as a major world power after the war. On April 29, for example, Fouques Duparc, the secretary general of the French delegation, complained in an encrypted note to General Charles de Gaulle in Paris that France was not chosen to be one of the "inviting powers" to the conference. "Our inclusion among the sponsoring powers," he wrote, "would have signified, in the eyes of all, our return to our traditional place in the world." In charge of the San Francisco eavesdropping and codebreaking operation was Lieutenant Colonel Frank B. Rowlett, the protégé of William F. Friedman. Rowlett was relieved when the conference finally ended, and he considered it a great success. "Pressure of work due to the San Francisco Conference has at last abated," he wrote, "and the 24-hour day has been shortened. The feeling in the Branch is that the success of the Conference may owe a great deal to its contribution." The San Francisco Conference served as an important demonstration of the usefulness of peacetime signals intelligence. Impressive was not just the volume of messages intercepted but also the wide range of countries whose secrets could be read. Messages from Colombia provided details on quiet disagreements between Russia and its satellite nations as well as on "Russia's prejudice toward the Latin American countries." Spanish decrypts indicated that their diplomats in San Francisco were warned to oppose a number of Russian moves: "Red maneuver . . . must be stopped at once," said one. A Czechoslovakian message indicated that nation's opposition to the admission of Argentina to the UN. From the very moment of its birth, the United Nations was a microcosm of East-West spying. Just as with the founding conference, the United States pushed hard to locate the organization on American soil, largely to accommodate the eavesdroppers and codebreakers of NSA and its predecessors.

to be open and straightforward about their needs for attention in a social setting. It is equally rare for members of a group in American culture to honestly and openly express needs that might be in conflict with that individual’s needs. This value of not just honestly but also openly fully revealing the true feelings and needs present in the group is vital for it’s members to feel emotional safe. It is also vital to keeping the group energy up and for giving the feedback that allows it’s members to know themselves, where they stand in relation to others and for spiritual/psychological growth. Usually group members will simply not object to an individual’s request to take the floor—but then act out in a passive-aggressive manner, by making noise or jokes, or looking at their watches. Sometimes they will take the even more violent and insidious action of going brain-dead while pasting a jack-o’-lantern smile on their faces. Often when someone asks to read something or play a song in a social setting, the response is a polite, lifeless “That would be nice.” In this case, N.I.C.E. means “No Integrity or Congruence Expressed” or “Not Into Communicating Emotion.” So while the sharer is exposing his or her vulnerable creation, others are talking, whispering to each other, or sitting looking like they are waiting for the dental assistant to tell them to come on back. No wonder it’s so scary to ask for people’s attention. In “nice” cultures, you are probably not going to get a straight, open answer. People let themselves be oppressed by someone’s request—and then blame that someone for not being psychic enough to know that “Yes” meant “No.” When were we ever taught to negotiate our needs in relation to a group of people? In a classroom? Never! The teacher is expected to take all the responsibility for controlling who gets heard, about what, and for how long. There is no real opportunity to learn how to nonviolently negotiate for the floor. The only way I was able to pirate away a little of the group’s attention in the school I attended was through adolescent antics like making myself fart to get a few giggles, or asking the teacher questions like, “Why do they call them hemorrhoids and not asteroids?” or “If a number two pencil is so popular, why is it still number two,” or “What is another word for thesaurus?” Some educational psychologists say that western culture schools are designed to socialize children into what is really a caste system disguised as a democracy. And in once sense it is probably good preparation for the lack of true democratic dynamics in our culture’s daily living. I can remember several bosses in my past reminding me “This is not a democracy, this is a job.” I remember many experiences in social groups, church groups, and volunteer organizations in which the person with the loudest voice, most shaming language, or outstanding skills for guilting others, controlled the direction of the group. Other times the pain and chaos of the group discussion becomes so great that people start begging for a tyrant to take charge. Many times people become so frustrated, confused and anxious that they would prefer the order that oppression brings to the struggle that goes on in groups without “democracy skills.” I have much different experiences in groups I work with in Europe and in certain intentional communities such as the Lost Valley Educational Center in Eugene, Oregon, where the majority of people have learned “democracy skills.” I can not remember one job, school, church group, volunteer organization or town meeting in mainstream America where “democracy skills” were taught or practiced.

Describe the values of your fellow citizens that you activated, and the sense of moral purpose that you were able to stir. Recount all the different ways that you engaged the systems of government, of the marketplace, of social institutions, of faith organizations, of the media. Catalog all the skills you had to deploy, how to negotiate, how to advocate, how to frame issues, how to navigate diversity in conflict, all those skills that enabled you to bring folks on board and to overcome resistance. What you'll be doing when you write that narrative is you'll be discovering how to read power, and in the process, how to write power. So share what you write, do you what you write, and then share what you do. There, he began an apprenticeship under the soon-to-be-famous John Gardner, the first "real writer" he had ever met. "He offered me the key to his office," Carver recalled in his preface to Gardner’s On Becoming a Novelist (1983). "I see that gift now as a turning point." Something happens that changes the way that character looks at himself and hence the world." Through the 1960s and 1970s he steered wide of the metafictional "funhouse" erected by Barth, Barthelme and Company, concentrating instead on what he called "those basics of old-fashioned storytelling: plot, character, and action." Like Gardner and Chekhov, Carver declared himself a humanist. "Art is not self-expression," he insisted, "it’s communication.

Edmund Morris, who with great literary flair captured the life of Theodore Roosevelt, was given the access to write an authorized biography, but he became flummoxed by the topic; he took an erratic swing by producing Dutch, a semifictionalized ruminative bio-memoir, thus fouling off his precious opportunity. Both Garry Wills in his elegant 1987 sociobiography, Reagan’s America, and Dinesh D’Souza in his 1997 delicate drypoint, Ronald Reagan, do a good job of analyzing why he was able to make such a successful connection with the American people.

To be precise, you and I pay government lawyers to fight as hard as they can to get as much Aboriginal land as possible and to give as little as possible in return. They act like rapacious divorce lawyers. Why? We must ask ourselves why they are doing this for us. First, our governments seem to be arguing that these negotiations are all about saving the taxpayer money. This is lunacy. You don’t save money by dragging out complex legal negotiations for twenty-five years. Protracted legal battles are the equivalent of throwing taxpayers’ money away. And you force Canadian citizens – Aboriginals – to waste their own money and their lives on unnecessary battles. Second, our governments more or less argue that a few thousand or a few hundred Aboriginals shouldn’t have control over land that might have great timber or mineral or energy value. They argue as if it were all about the interests of a few thousand Aboriginals versus that of millions of Canadians. As if the Aboriginals were invaders come to steal our land. The question we should be asking is quite different. If there is value in these territories, don’t you want it controlled by Canadians who feel strongly that this is their land? By people who want to live there and want their children and grandchildren to live there? Surely they are the people most likely to do a good long-term job at managing the land. And why shouldn’t they profit from it? Wouldn’t that be a good thing? Is there any reason why Canadians living in the interior and in the north should profit less than urban Canadians do in the south? And if those Canadians are Aboriginal, is there some reason why they should profit less than non-Aboriginals?

The search for meaning, though it begins with science, must go beyond it. Science does not yield meanings, nor does it prove the absence of meanings. The meaning of a system lies outside the system. Therefore the meaning of the universe lies outside the universe. The belief in a God who transcends the universe was the discovery of Abrahamic monotheism, which transformed the human condition, endowing it with meaning and thereby rescuing it from tragedy in the name of hope. For if God created the physical universe, then God is free, and if God made us in his image, we are free. If we are free, then history is not a matter of eternal recurrences. Because we can change ourselves, we can change the world. That is the religious basis of hope. There are cultures that do not share these beliefs. They are, ultimately, tragic cultures, for whatever shape they give the powers they name, those powers are fundamentally indifferent to human fate. They may be natural forces. They may be human institutions: the empire, the state, the political system, or the economy. They may be human collectivities: the tribe, the nation, the race. But all end in tragedy because none attaches ultimate significance to the individual as individual. All end by sacrificing the individual, which is why, in the end, such cultures die. There is only one thing capable of defeating tragedy, which is the belief in God who in love sets his image on the human person, thus endowing each of us with non-negotiable, unconditional dignity.

It is perhaps easier for an English writer than it is for an Italian to see through that nonsense, and to perceive what it is designed to conceal: the deep structural similarity between communism and fascism, both as theory and as practice, and their common antagonism to parliamentary and constitutional forms of government. Even if we accept the – highly fortuitous – identification of National Socialism and Italian Fascism, to speak of either as the true political opposite of communism is to betray the most superficial understanding of modern history. In truth there is an opposite of all the ‘isms’, and that is negotiated politics, without an ‘ism’ and without a goal other than the peaceful coexistence of rivals. Communism, like fascism, involved the attempt to create a mass popular movement and a state bound together under the rule of a single party, in which there will be total cohesion around a common goal. It involved the elimination of opposition, by whatever means, and the replacement of ordered dispute between parties by clandestine ‘discussion’ within the single ruling elite. It involved taking control – ‘in the name of the people’ – of the means of communication and education, and instilling a principle of command throughout the economy. Both movements regarded law as optional and constitutional constraints as irrelevant – for both were essentially revolutionary, led from above by an ‘iron discipline’. Both aimed to achieve a new kind of social order, unmediated by institutions, displaying an immediate and fraternal cohesiveness. And in pursuit of this ideal association – called a fascio by nineteenth-century Italian socialists – each movement created a form of military government, involving the total mobilization of the entire populace,3 which could no longer do even the most peaceful-seeming things except in a spirit of war, and with an officer in charge. This mobilization was put on comic display, in the great parades and festivals that the two ideologies created for their own glorification.

Construction finally began that winter, and by early 1974 Syncrude’s Mildred Lake site bustled with 1,500 construction workers. But the deal remained tentative as cost estimates grew beyond the initial $1.5 billion to $2 billion or more and the federal government’s new budget arrived with punitive new taxes for oil and gas exports. Then, in the first week of December, one of the Syncrude partners, Atlantic Richfield, summarily quit the consortium, leaving a 30 percent hole in its financing. A mad scramble ensued in search of a solution. Phone calls pinged back and forth between government officials in Edmonton and Ottawa. Finally, on the morning of February 3, 1975, executives from the Syn-crude partner companies and cabinet ministers from the Alberta, Ontario and federal governments met without fanfare and outside the media’s brightest spotlights at an airport hotel in Winnipeg to negotiate a deal to save the project. Lougheed and Ontario premier Bill Davis both attended, along with their energy ministers. Federal mines minister Donald Macdonald represented Pierre Trudeau’s government, accompanied by Trudeau’s ambitious Treasury Board president, Jean Chrétien. Macdonald and Davis, both Upper Canadian patricians in the classic mould, were put off by Lougheed’s blunt style. By midday, the Albertans were convinced Macdonald would not be willing to compromise enough to reach a deal. Rumours in Lougheed’s camp after the fact had it that over lunch, Chrétien persuaded the mines minister to accept the offer on the table. Two days later, Chrétien rose in the House of Commons to announce that the federal government would be taking a 15 percent equity stake in the Syn-crude project, with Alberta owning 10 percent and Ontario the remaining 5 percent. In the coming years, it would be Lougheed, with his steadfast support and multimillion-dollar investments in SAGD, who would be seen as the Patch’s great public sector champion. But it was Chrétien, “the little guy from Shawinigan,” whose backroom deal-making skills had saved Syncrude

Regret can improve decisions. To begin understanding regret’s ameliorative properties, imagine the following scenario. During the pandemic of 2020–21, you hastily purchased a guitar, but you never got around to playing it. Now it’s taking up space in your apartment—and you could use a little cash. So, you decide to sell it. As luck would have it, your neighbor Maria is in the market for a used guitar. She asks how much you want for your instrument. Suppose you bought the guitar for $500. (It’s acoustic.) No way you can charge Maria that much for a used item. It would be great to get $300, but that seems steep. So, you suggest $225 with the plan to settle for $200. When Maria hears your $225 price, she accepts instantly, then hands you your money. Are you feeling regret? Probably. Many people do, even more so in situations with stakes greater than the sale of a used guitar. When others accept our first offer without hesitation or pushback, we often kick ourselves for not asking for more.[2] However, acknowledging one’s regrets in such situations—inviting, rather than repelling, this aversive emotion—can improve our decisions in the future. For example, in 2002, Adam Galinsky, now at Columbia University, and three other social psychologists studied negotiators who’d had their first offer accepted. They asked these negotiators to rate how much better they could have done if only they’d made a higher offer. The more they regretted their decision, the more time they spent preparing for a subsequent negotiation.[3] A related study by Galinsky, University of California, Berkeley’s, Laura Kray, and Ohio University’s Keith Markman found that when people look back at previous negotiations and think about what they regretted not doing—for example, not extending a strong first offer—they made better decisions in later negotiations. What’s more, these regret-enhanced decisions spread the benefits widely. During their subsequent encounters, regretful negotiators expanded the size of the pie and secured themselves a larger slice. The very act of contemplating what they hadn’t done previously widened the possibilities of what they could do next and provided a script for future interactions.[4]

Angela, one of ABC’s representatives, gasped. “It sounds like you think we are the big, bad prime contractor trying to push out the small business,” Anna said, heading off the accusation before it could be made. “No, no, we don’t think that,” Angela said, conditioned by the acknowledgment to look for common ground. With the negatives labeled and the worst accusations laid bare, Anna and Mark were able to turn the conversation to the contract. Watch what they do closely, as it’s brilliant: they acknowledge ABC’s situation while simultaneously shifting the onus of offering a solution to the smaller company. “It sounds like you have a great handle on how the government contract should work,” Anna said, labeling Angela’s expertise. “Yes—but I know that’s not how it always goes,” Angela answered, proud to have her experience acknowledged. Anna then asked Angela how she would amend the contract so that everyone made some money, which pushed Angela to admit that she saw no way to do so without cutting ABC’s worker count. Several weeks later, the contract was tweaked to cut ABC’s payout, which brought Anna’s company $1 million that put the contract into the black. But it was Angela’s reaction at the end of the meeting that most surprised Anna. It’s got you wrapped in a warm gorilla hug of adoration. It wants to give you everything you desire. It wants you to be happy. It wants you to see what it sees in you. You are perfect. To think anything less is as pointless as a river thinking that it’s got too many curves or that it moves too slowly or that its rapids are too rapid. Says who? You’re on a journey with no defined beginning, middle or end. There are no wrong twists and turns. There is just being. And your job is to be as you as you can be. This is why you’re here. To shy away from who you truly are would leave the world you-less. You are the only you there is and ever will be. I repeat, you are the only you there is and ever will be. In Western culture today, you decide to get married because you feel an attraction to the other person. You think he or she is wonderful. But a year or two later—or, just as often, a month or two—three things usually happen. First, you begin to find out how selfish this wonderful person is. Second, you discover that the wonderful person has been going through a similar experience and he or she begins to tell you how selfish you are. And third, though you acknowledge it in part, you conclude that your spouse’s selfishness is more problematic than your own. This is especially true if you feel that you’ve had a hard life and have experienced a lot of hurt. You say silently, “OK, I shouldn’t do that—but you don’t understand me.” The woundedness makes us minimize our own selfishness. And that’s the point at which many married couples arrive after a relatively brief period of time. So what do you do then? There are at least two paths to take. First, you could decide that your woundedness is more fundamental than your self-centeredness and determine that unless your spouse sees the problems you have and takes care of you, it’s not going to work out. Of course, your spouse will probably not do this—especially if he or she is thinking almost the exact same thing about you! And so what follows is the development of emotional distance and, perhaps, a slowly negotiated kind of détente or ceasefire. There is an unspoken agreement not to talk about some things. There are some things your spouse does that you hate, but you stop talking about them as long as he or she stops bothering you about certain other things. No one changes for the other; there is only tit-for-tat bargaining. Couples who settle for this kind of relationship may look happily married after forty years, but when it’s time for the anniversary photo op, the kiss will be forced. The alternative to this truce-marriage is to determine to see your own selfishness as a fundamental problem and to treat it more seriously than you do your spouse’s. Why? Only you have complete access to your own selfishness, and only you have complete responsibility for it. So each spouse should take the Bible seriously, should make a commitment to “give yourself up.” You should stop making excuses for selfishness, you should begin to root it out as it’s revealed to you, and you should do so regardless of what your spouse is doing. If two spouses each say, “I’m going to treat my self-centeredness as the main problem in the marriage,” you have the prospect of a truly great marriage. It Only Takes One to Begin
