Today, when we see Muslim Malaysia and Indonesia, Buddhist Thailand and even Hindu India doing well economically, we can soon expect to encounter new theories that will trumpet how uniquely all these cultures are suited for economic development (and how their authors have known about it all along).

És itt ismét nem szabad tévedésbe esni: nemcsak arról az óriási többségben levő irodalomról van szó, amely minden komolyságtól tudatosan óvakodik, és pusztán az élet ízléstelen komédiája. Az a nagy kisebbségben levő könyv is, amely látszólag mélyről jön, fájdalmas hullámzó, összetört, lázong és szenved, nem tud mást, mint legfeljebb pártmegoldást és szektánus eszmét hirdetni, s ezekről már tudjuk, hogy teljes egészükben a vezércikk körébe tartoznak. Ilyen körülmények között, és ilyen megértéssel most már talán világosabb, hogy miért van a külföldi irodalomnak negyven-ötven éve olyan nagy keletje. Így már érthető, hogy miért elsőrendű szerző itt nemcsak Tolsztoj, Rolland, Hamsun, France, hanem még Huxley, Dreiser, Giono, de még Du Maurier és Cronin is. Ha az ember az utóbbiaktól nem is kap valami sokat, de megkapja az egzisztencializmus látszatát. Itt legalább nincs meg a személyesen bántalmazó komédia ízléstelensége. A külföldi irodalomban az ember érzi, hogy többé-kevésbé az élet bírálatáról van szó. Ezért nem lehet rossz néven venni a tanártól, hogy bár Mikesről ír könyvet, az éjjeliszekrényen mégis Robert Graves fekszik. A tanár úrnak igaza van, mert Graves a mai dolgokat elég komolyan veszi, Mikes pedig bármilyen komolyan is vette, már elég régen élt ahhoz, hogy mai életünket az övével ne nevezhessük azonosnak. Ha egy népnél vallásos, tudományos és művészi eszmék és igazságok nincsenek – szól Manzzini –, akkor ez a nép ezeket az igazságokat onnan kényszerül venni, ahol azok megvannak. Ahol nincs egzisztenciális művészet, ott azt máshonnan fogják venni; ahol az ideologikus művészet hiányzik, ott azt más néptől hozzák. Mint ahogy ha egy országban nincs szó, akkor azt más országból kell hozni. Ez alól nincs kivétel, és soha nem is volt.

A mai életben, ha az ellenzék a hatalmat megszerzi, nem tud mást tenni, mint az elűzött kormányzat, csak azt még rosszabbul. Ha az életrend azonos, azon belül a tényezők változása alig jelent valamit. A szocializmus a korrupt tulajdon fogalmán nyugvó zsiványságot nemhogy nem számolta fel, hanem magasabb és finomultabb, szervezettebb és elméletileg megalapozottabb adminisztratív kizsákmányolási rendszert léptetett életbe, amelynek becstelensége eddig a történetben ismert semmiféle korszak rabszolgaságához még csak nem is hasonlít. Ezért a mai válság centruma a szocializmusban van. A szocializmusból való kiábrándulás a huszadik századnak még a világháborúknál is lényegesebb eseménye. Ma már tudjuk, hogy ebből semmi sem jöhet ki. A szociális gondolat ma már világcsalás éspedig egy kizsákmányolás-maximum ideológiai védelme, pontosan ugyanolyan, mint amilyen a középkorban a klerikalizmus volt. Csak még súlyosabb. A szocializmus a klérus világcsalása ellen kelt fel, és egyetlen célja volt azt a kizsákmányolást likvidálni, amelyet határtalanná és kizárólagossá tett.

Despite being the most protectionist country in the world throughout the 19th century and right up to the 1920s, the US was also the fastest growing economy. The eminent Swiss economic historian, Paul Bairoch, points out that there is no evidence that the only significant reduciton of protectionism in the US economy (between 1846 and 1861) had any noticeable positive impact on the country's rate of economic growth. SOme free trade economists argue that the US grew quickly during this period despite protectionism, because it had so many other favourable conditions for growth, particularly its abundant natural resources, large domestic market and high literacy rate. The force of the counter-argument is diminished by the fact that, as we shall see, many other countries with few of those conditions also grew rapidly behind protective barriers. Germany, Sweden, France, Finland, Austria, Japan, Taiwan, and Korea come to mind.

Countries like Finland, Norway, Italy and Austria-which were relatively backward at the end of the Second World War and saw the need for rapid industrial development-also used strategies similar to those used by France and Japan to promote their industrie. All of them had relatively high tariffs until the 1960s. They all actively used SOEs to upgrade their industries. This was particularly successful in Finland and Norway. In Finland, Norway and Austria, the government was very much involved in directing the flow of bank credit to strategic industries. Finland heavily controlled foreign investment. In many parts of Italy, local government provided support for marketing and R&D to small and medium-sized firms in the locality.
