She learns teamwork and how to cope in highly structured settings. She is taught how to interact comfortably with adults, and to speak up when she needs to. In Lareau’s words, the middle-class children learn a sense of "entitlement." That word, of course, has negative connotations these days. But Lareau means it in the best sense of the term: "They acted as though they had a right to pursue their own individual preferences and to actively manage interactions in institutional settings. They appeared comfortable in those settings; they were open to sharing information and asking for attention It was common practice among middle-class children to shift interactions to suit their preferences." They knew the rules. "Even in fourth grade, middle-class children appeared to be acting on their own behalf to gain advantages. They made special requests of teachers and doctors to adjust procedures to accommodate their desires." By contrast, the working-class and poor children were characterized by "an emerging sense of distance, distrust, and constraint." They didn’t know how to get their way, or how to "customize"—using Lareau’s wonderful term—whatever environment they were in, for their best purposes.

This act of whistleblowing was not like other acts of whistleblowing. Historically, whistleblowers reveal abuse of power that is surprising and shocking to the public. The Trump-Ukraine story was shocking but in no way surprising: it was in character, and in keeping with a pattern of actions. The incident that the whistleblower chose to report was not the worst thing that Trump had done. Installing his daughter and her husband in the White House was worse. Inciting violence was worse. Unleashing war on immigrants was worse. Enabling murderous dictators the world over was worse. The two realities of Trump’s America—democratic and autocratic—collided daily in the impeachment hearings. In one reality, Congress was following due process to investigate and potentially remove from office a president who had abused power. In the other reality, the proceedings were a challenge to Trump’s legitimate autocratic power. The realities clashed but still did not overlap: to any participant or viewer on one side of the divide, anything the other side said only reaffirmed their reality. The realities were also asymmetrical: an autocratic attempt is a crisis, but the logic and language of impeachment proceedings is the logic and language of normal politics, of vote counting and procedure. If it had succeeded in removing Trump from office, it would have constituted a triumph of institutions over the autocratic attempt. It did not. The impeachment proceedings became merely a part of the historical record, a record of only a small part of the abuse that is Trumpism.

As students, they were good at winning gold stars, and so they follow a gold-star-winning kind of life when they enter the workforce, and their parents get to brag that they work at Google or Williams & Connolly, or that they go to Harvard Business School.

The doctors found one electrode contact that greatly relieved the woman's symptoms. But the unexpected happened when the electric current passed through one of the four contact sites on the patient's left side, precisely two millimeters below the contact that improved her condition. The patient stopped her ongoing conversation quite abruptly, cast her eyes down and to her right side, then leaned slightly to the right and her emotional expression became one of sadness. After a few seconds she suddenly began to cry. Tears flowed and her entire demeanor was one of profound misery. Soon she was sobbing. As this display continued she began talking about how deeply sad she felt, how she had no energies left to go on living in this manner, how hopeless and exhausted she was. [ . . . ] The physician in charge of the treatment realized that this unusual event was due to the current and aborted the procedure. About ninety seconds after the current was interrupted the patient's behavior returned to normal. [ . . . ] Why would this patient's brain evoke the kind of thoughts that normally cause sadness considering that the emotion and feeling were unmotivated by the appropriate stimuli? The answer has to do with the dependence of feeling on emotion and the intriguing ways of one's memory. When the emotion sadness is deployed, feelings of sadness instantly follow. In short order, the brain also brings forth the kind of thoughts that normally cause the emotion sadness and feelings of sadness. This is because associative learning has linked emotions with thoughts in a rich two-way network. Certain thoughts evoke certain emotions and vice-versa.

One of the many benefits is that the sinuses release a huge boost of nitric oxide, a molecule that plays an essential role in increasing circulation and delivering oxygen into cells. Immune function, weight, circulation, mood, and sexual function can all be heavily influenced by the amount of nitric oxide in the body. (The popular erectile dysfunction drug sildenafil, known by the commercial name Viagra, works by releasing nitric oxide into the bloodstream, which opens the capillaries in the genitals and elsewhere.) Nasal breathing alone can boost nitric oxide sixfold, which is one of the reasons we can absorb about 18 percent more oxygen than by just breathing through the mouth. Mouth taping, Burhenne said, helped a five-year-old patient of his overcome ADHD, a condition directly attributed to breathing difficulties during sleep. It helped Burhenne and his wife cure their own snoring and breathing problems. Hundreds of other patients reported similar benefits. The whole thing seemed a little sketchy until Ann Kearney, a doctor of speech-language pathology at the Stanford Voice and Swallowing Center, told me the same. Kearney helped rehabilitate patients who had swallowing and breathing disorders. She swore by mouth taping. Kearney herself had spent years as a mouthbreather due to chronic congestion. She visited an ear, nose, and throat specialist and discovered that her nasal cavities were blocked with tissue. The specialist advised that the only way to open her nose was through surgery or medications. She tried mouth taping instead. “The first night, I lasted five minutes before I ripped it off,” she told me. On the second night, she was able to tolerate the tape for ten minutes. A couple of days later, she slept through the night. Within six weeks, her nose opened up. “It’s a classic example of use it or lose it,” Kearney said. To prove her claim, she examined the noses of 50 patients who had undergone laryngectomies, a procedure in which a breathing hole is cut into the throat. Within two months to two years, every patient was suffering from complete nasal obstruction. Like other parts of the body, the nasal cavity responds to whatever inputs it receives. When the nose is denied regular use, it will atrophy. This is what happened to Kearney and many of her patients, and to so much of the general population. Snoring and sleep apnea often follow.

I am well aware that certain exercises, tasks setup by the facilitator, can practically force the group to more of a here-and-now communication or more of a feeling level. There are leaders who do these very skillfully, and with good effect at the time. However, I am enough of a scientist-clinician to make many casual follow-up inquiries, and I know that frequently the lasting result of such procedures is not nearly as satisfying as the immediate effect. At it's best it may lead to discipleship (which I happen not to like): "What a marvelous leader he is to have made me open up when I had no intention of doing it!" It can also lead to a rejection of the whole experience. "Why did I do those silly things he asked me to?" At worst, it can make the person feel that his private self has been in some way violated, and he will be careful never to expose himself to a group again. From my experience I know that if I attempt to push a group to a deeper level it is not, in the long run, going to work.

In the fall of 2000 I started getting calls and emails from people asking me to erase their memories. Karim Nader, Glenn Schafe, and I had recently published a paper in the journal Nature with a rather technical title, “Fear Memories Require Protein Synthesis in the Lateral Amygdala for Reconsolidation after Retrieval.”3 In this study we conditioned rats with a tone and shock and then later presented them with the tone alone after a drug that blocks protein synthesis had been infused in the lateral amygdala (LA), a key area of the amygdala where the tone-shock association is stored. When tested the following day, or at any time afterward, the rats behaved as though they had never been conditioned. The procedure, in other words, seemed to erase the memory that the tone was a signal of danger. Toward the end of the short piece, we proposed that it might be possible to use a technique like this (but without having to inject a drug directly into the amygdala) to dampen traumatic memory in people with PTSD.

Qualities such as honesty, determination, and a cheerful acceptance of stress, which can all be identified through probing questionnaires and interviews, may be more important to the company in the long run than one's college grade-point average or years of "related experience." Every business is only as good as the people it brings into the organization. The corporate trainer should feel his job is the most important in the company, because it is. Exalt seniority-publicly, shamelessly, and with enough fanfare to raise goosebumps on the flesh of the most cynical spectator. And, after the ceremony, there should be some sort of permanent display so that employees passing by are continuously reminded of their own achievements and the achievements of others. The manager must freely share his expertise-not only about company procedures and products and services but also with regard to the supervisory skills he has worked so hard to acquire. If his attitude is, "Let them go out and get their own MBAs," the personnel under his authority will never have the full benefit of his experience. Without it, they will perform at a lower standard than is possible, jeopardizing the manager's own success. Should a CEO proclaim that there is no higher calling than being an employee of his organization? Perhaps not-for fear of being misunderstood-but it's certainly all right to think it. In fact, a CEO who does not feel this way should look for another company to manage-one that actually does contribute toward a better life for all. Every corporate leader should communicate to his workforce that its efforts are important and that employees should be very proud of what they do-for the company, for themselves, and, literally, for the world. If any employee is embarrassed to tell his friends what he does for a living, there has been a failure of leadership at his workplace. Loyalty is not demanded; it is created. Why can't a CEO put out his own suggested reading list to reinforce the corporate vision and core values? An attractive display at every employee lounge of books to be freely borrowed, or purchased, will generate interest and participation. Of course, the program has to be purely voluntary, but many employees will wish to be conversant with the material others are talking about. The books will be another point of contact between individuals, who might find themselves conversing on topics other than the weekend football games. By simply distributing the list and displaying the books prominently, the CEO will set into motion a chain of events that can greatly benefit the workplace. For a very cost-effective investment, management will have yet another way to strengthen the corporate message. The very existence of many companies hangs not on the decisions of their visionary CEOs and energetic managers but on the behavior of its receptionists, retail clerks, delivery drivers, and service personnel. The manager must put himself and his people through progressively challenging courage-building experiences. He must make these a mandatory group experience, and he must lead the way. People who have confronted the fear of public speaking, and have learned to master it, find that their new confidence manifests itself in every other facet of the professional and personal lives. Managers who hold weekly meetings in which everyone takes on progressively more difficult speaking or presentation assignments will see personalities revolutionized before their eyes. Command from a forward position, which means from the thick of it. No soldier will ever be inspired to advance into a hail of bullets by orders phoned in on the radio from the safety of a remote command post; he is inspired to follow the officer in front of him. It is much more effective to get your personnel to follow you than to push them forward from behind a desk. The more important the mission, the more important it is to be at the front.

For Kant, as for the Greeks, [A5] thinking (as Logos—forms of judgment—categories—reason) gets the upper hand in establishing the perspective for interpreting beings as such. Additionally, following Descartes’s procedure, thinking as “thinking” comes to dominate; and beings themselves become [A1] perceptum (represented) or object, in accordance with the same [legacy] historical reason. Therefore thinking cannot get to a [ICS] ground of Da-sein; i.e., the question of the [A2] truth of be-ing is unaskable here.45 The Greeks allowed thinking to get “the upper hand” in the correct ascertainment of the Forms until it came to dominate interpretation completely, eliminating A2 Unconcealment Truth (rendering it “unaskable”) and radically altering man and Being. The very essence of man itself changes, in that man becomes subject. . . . Man becomes that being upon which all that is, is grounded as regards the manner of its Being and its truth. Number four comes around to check that no one has booby-trapped the house. He nods to number one. Number one then leans back on number two, number two leans back on number three, number three then pushes back forward on number two, number two pushes back on number one, number one nods to number four, and number four kicks in the door. Number one runs in, followed by two, three, and four. Everyone makes sure that the room is clear and then everyone stacks back in place for the next door. This is the way you move strategically and stealthily through the house until all is secure and any targets are apprehended. We arrived at our target house and Jerry was all fired up to knock in the door. We are all stacked up and I was number one, so I was the point man and Jerry was number four so he was the door kicker. We were all ready to roll until all of a sudden I saw something and held my hand up to motion, STOP! Then I put my finger next to my mouth and motioned for everyone to shush. There was a broken window in the door. I reached in through the jagged, broken glass and without making a sound I turned the knob. I just opened the door. The cactus flower had dropped from her when she should have been having a quinceañera, blooming across the dance floor in a bright, sequined dress, not spending the night at her boyfriend’s nana’s across town so that her mama wouldn’t know what she’d done, not taking a Tylenol for the cramping and eating the caldo de rez they’d made for her. They’d taken such good care of her. Had they done it for her? Or for their son’s chance at a football scholarship? She’d never know. What she did know: She was blessed with a safe procedure. She was blessed with women to check her for bleeding. She was blessed with choice. Only, she hadn’t chosen for herself. She hadn’t. Awareness must come. And it did. Too late. She’d have been a Queen of the Night and taught her daughter to give her body to no Gabe. She knew that, deep inside. Where Anzaldúa and Castillo dwelled, where she fed on the nectar of their toughest blossoms. These truths would moonstone in her palm and she would grasp her hand shut, hold it tight to her heart, and try to carry it with her toward the front door, out onto the walkway, into the world. Until Gabe would bend her over. And call her gordita or cochina. Chubby girl. Dirty girl. She’d open her palm, and the stone had turned to dust. She swept it away on her jeans. Q5. Have not I merely shown that it is possible to outdo just a particular algorithmic procedure, A, by defeating it with the computation Cq(n)? Why does this show that I can do better than any A whatsoever? The argument certainly does show that we can do better than any algorithm. This is the whole point of a reductio ad absurdum argument of this kind that I have used here. I think that an analogy might be helpful here. Some readers will know of Euclid's argument that there is no largest prime number. This, also, is a reductio ad absurdum. Euclid's argument is as follows. Suppose, on the contrary, that there is a largest prime; call it p. Now consider the product N of all the primes up to p and add 1: N=2*3*5*...*p+1. N is certainly larger than p, but it cannot be divisible by any of the prime numbers 2,3,5...,p (since it leaves the remainder 1 on division); so either N is the required prime itself or it is composite-in which case it is divisible by a prime larger than p. Either way, there would have to be a prime larger than p, which contradicts the initial assumption that p is the largest prime. Hence there is no largest prime. The argument, being a reductio ad absurdum, does not merely show that a particular prime p can be defeated by finding a larger one; it shows that there cannot be any largest prime at all. Likewise, the Godel-Turing argument above does not merely show that a particular algorithm A can be defeated, it shows that there cannot be any (knowably sound) algorithm at all that is equivalent to the insights that we use to ascertain that certain computations do not stop.
Roger Penrose (Shadows of the Mind: A Search for the Missing Science of Consciousness)
Stanford University’s John Koza, who pioneered genetic programming in 1986, has used genetic algorithms to invent an antenna for NASA, create computer programs for identifying proteins, and invent general purpose electrical controllers. Twenty-three times Koza’s genetic algorithms have independently invented electronic components already patented by humans, simply by targeting the engineering specifications of the finished devices—the “fitness” criteria. For example, Koza’s algorithms invented a voltage-current conversion circuit (a device used for testing electronic equipment) that worked more accurately than the human-invented circuit designed to meet the same specs. Mysteriously, however, no one can describe how it works better—it appears to have redundant and even superfluous parts. But that’s the curious thing about genetic programming (and “evolutionary programming,” the programming family it belongs to). The code is inscrutable. The program “evolves” solutions that computer scientists cannot readily reproduce. What’s more, they can’t understand the process genetic programming followed to achieve a finished solution. A computational tool in which you understand the input and the output but not the underlying procedure is called a “black box” system. And their unknowability is a big downside for any system that uses evolutionary components. Every step toward inscrutability is a step away from accountability, or fond hopes like programming in friendliness toward humans. That doesn’t mean scientists routinely lose control of black box systems. But if cognitive architectures use them in achieving AGI, as they almost certainly will, then layers of unknowability will be at the heart of the system. Unknowability might be an unavoidable consequence of self-aware, self-improving software.

The Iran/Contra cover-up The major elements of the Iran/Contra story were well known long before the 1986 exposures, apart from one fact: that the sale of arms to Iran via Israel and the illegal Contra war run out of Ollie North’s White House office were connected. The shipment of arms to Iran through Israel didn’t begin in 1985, when the congressional inquiry and the special prosecutor pick up the story. It began almost immediately after the fall of the Shah in 1979. By 1982, it was public knowledge that Israel was providing a large part of the arms for Iran—you could read it on the front page of the New York Times. In February 1982, the main Israeli figures whose names later appeared in the Iran/Contra hearings appeared on BBC television [the British Broadcasting Company, Britain’s national broadcasting service] and described how they had helped organize an arms flow to the Khomeini regime. In October 1982, the Israeli ambassador to the US stated publicly that Israel was sending arms to the Khomeini regime, “with the cooperation of the United States…at almost the highest level.” The high Israeli officials involved also gave the reasons: to establish links with elements of the military in Iran who might overthrow the regime, restoring the arrangements that prevailed under the Shah—standard operating procedure. As for the Contra war, the basic facts of the illegal North-CIA operations were known by 1985 (over a year before the story broke, when a US supply plane was shot down and a US agent, Eugene Hasenfus, was captured). The media simply chose to look the other way. So what finally generated the Iran/Contra scandal? A moment came when it was just impossible to suppress it any longer. When Hasenfus was shot down in Nicaragua while flying arms to the Contras for the CIA, and the Lebanese press reported that the US National Security Adviser was handing out Bibles and chocolate cakes in Teheran, the story just couldn’t be kept under wraps. After that, the connection between the two well-known stories emerged. We then move to the next phase: damage control. That’s what the follow-up was about. The information in this topic of decision making and how to create and nurture it, is beneficial to every cop in their quest to mastering tactics and tactical decision making and are a must read for every cop wanting to be more effective and safe on the street. My purpose is to get cops thinking about this critical question: In mastering tactics shouldn’t we be blending policy and procedure with people and ideas? It should be understandable that teaching people, procedures helps them perform tasks more skillfully doesn’t always apply. Procedures are most useful in well-ordered situations when they can substitute for skill, not augment it. In complex situations, in the shadows of the unknown, uncertain and unpredictable and complex world of law enforcement conflict, procedures are less likely to substitute for expertise and may even stifle its development. Here is a different way of putting it as Klein explains: In complex situations, people will need judgment skills to follow procedures effectively and to go beyond them when necessary.3 For stable and well-structured tasks i.e. evidence collection and handling, follow-up investigations, booking procedures and report writing, we should be able to construct comprehensive procedure guides. Even for complex tasks we might try to identify the procedures because that is one road to progress. But we also have to discover the kinds of expertise that comes into play for difficult jobs such as, robbery response, active shooter and armed gunman situations, hostage and barricade situations, domestic disputes, drug and alcohol related calls and pretty much any other call that deals with emotionally charged people in conflict. Klein states, “to be successful we need both analysis (policy and procedure) and intuition (people and ideas).”4 Either one alone can get us into trouble. Experts certainly aren’t perfect, but analysis can fail. Intuition isn’t magic either. Klein defines intuition as, “ways we use our experience without consciously thinking things out”. Intuition includes tacit knowledge that we can’t describe. It includes our ability to recognize patterns stored in memory. We have been building these patterns up all our lives from birth to present, and we can rapidly match a situation to a pattern or notice that something is off, that some sort of anomaly is warning us to be careful.5

It is not possible to observe your own face in this context, just as it is not possible to observe your own physical form (except in a mirror), as we are aware only of our internalized externalization of image and not the way we appear to an observer. Next you are to project your consciousness into your body. By this I mean that you are no longer the person observing, but the person being observed. Look around your immediate environment. Go to the doorway and walk around the room, looking at everything: look behind objects, inside cupboards and boxes, look closely at books, pictures, everything. Continue this exercise nightly until you are familiar with your immediate surroundings. Always reenter your prone material body the way you left. Phase 2 Begin with meditation. Go with the process of projecting into the externalized image of yourself. You may now proceed to leave the room with which you have oriented yourself over the preceding nights and travel around the house in which you live, observing at all times and remaining aware of all things your senses perceive. If there are other people in the house, you may pick up on their emotions, moods, dream patterns, etc., but at this stage, do not work at having them become aware of your presence (they may become aware of you anyway, especially if they are asleep and traveling close to their physical habitat). Continue with this exercise until you are familiar with the process. Phase 3 Begin with meditation. Project your consciousness into your self-image. You can now leave the house and move around outside. Be aware of the time. Observe all that is around you. Now you can begin the process of expanding your entity. If you bend your knees and jump, you will discover that you are weightless and can keep rising into the atmosphere as long as you desire. You can also think your astral body from one place to another without necessarily following a familiar route. Practice this often, but don’t forget to follow the return-to-body procedure! I tend to stress this like a mother-hen. I’ve had horrible postastral dysfunction occur due to both interruption and lack of experience, and it has sometimes been days before I stopped feeling dizzy and/or nauseous and disoriented. Sleeping lots tends to fix it, though.

Put another way, when the Constitution authorized judicial power, it took for granted that judges, by their nature, had such a duty.19 This judicial duty was recognized very early, because it was the foundation of what nowadays is called “judicial review.” When writing about the judicial power of North Carolina in 1786, James Iredell explained: “The duty of the power I conceive, in all cases, is to decide according to the laws of the state,” and as “the constitution is a law of the state,” a statute “inconsistent with the constitution is void.” Or as put by John Marshall in Marbury v. Madison, where “both the law and the constitution apply to a particular case” the court “must determine which of these conflicting rules governs the case,” this being “of the very essence of judicial duty.”20 Judicial review, in other words, is entailed by judicial duty—a duty that accompanies judicial power and that requires judges to exercise their own independent judgment in following the law. And another result of this duty is that a mere statute cannot justify the judges in abandoning their independent judgment or in following extralegal rules or interpretations. As if this were not enough, the U.S. Constitution adds that no person shall be “deprived of life, liberty, or property, without due process of law.” If this means anything, it surely requires a judge not to defer to one of the parties, let alone to defer systematically to the government. Cultural forms, it is held, should change apace to keep up with technology. Sexual discipline should be replaced by the chemicals, devices, and procedures of "birth control," and poetry must hasten to accept the influence of typewriter or computer. It can be better argued that cultural forms ought to change by analogy with biological forms. I assume that they do change in that way, and by the same necessity to respond to changes of circumstance. It is necessary, nevertheless, to recognize a difference in kinds of cultural change: there is change by necessity, or adaptation; and there is contrived change, or novelty. The first is the work of species or communities or lineages of descent, occurring usually by slow increments over a long time. The second is the work of individual minds, and it happens, or is intended to happen, by fiat. Individual attempts to change cultural form - as to make a new kind of marriage or family or community - are nearly always shallow or foolish and are frequently totalitarian. The assumption that it can easily be otherwise comes from the faith in genius. To adopt a communal form with the idea of chain or discarding it according to individual judgment is hopeless, the despair and death of meaning. To keep the form is an act of faith in possibility, not of the form, but of the life that is given to it; the form is a question addressed to life and time, which only life and time can answer. Individual genius, then, goes astray when it proposes to do the work of community. We rightly follow its promptings, on the other hand, when it can point out correctly that we have gone astray - when forms have become rigid or empty, when we have forgot their use or their meaning. We then follow our genius or our geniuses back to reverence, to truth, or to nature. This alternation is one of the long rhythms. But the faith in genius and the rebellions of genius, at the times when thee are necessary, should lead to the renewal of forms, not to their destruction.

The company even forged its own standard operating procedures, which FDA investigators rely on to assess whether a company is following its own policies. In one instance, employees backdated documents and then artificially aged them in a steamy room overnight in an attempt to fool regulators during inspections.

The radical rhetoric of the early fascist movements led many observers, then and since, to suppose that once in power the fascist regimes would make sweeping and fundamental changes in the very bases of national life. In practice, although fascist regimes did indeed make some breathtaking changes, they left the distribution of property and the economic and social hierarchy largely intact (differing fundamentally from what the word revolution had usually meant since 1789). The reach of the fascist “revolution” was restricted by two factors. For one thing, even at their most radical, early fascist programs and rhetoric had never attacked wealth and capitalism as directly as a hasty reading might suggest. As for social hierarchy, fascism’s leadership principle effectively reinforced it, though fascists posed some threat to inherited position by advocating the replacement of the tired bourgeois elite by fascist “new men.” The handful of real fascist outsiders, however, went mostly into the parallel organizations. The scope of fascist change was further limited by the disappearance of many radicals during the period of taking root and coming to power. As fascist movements passed from protest and the harnessing of disparate resentments to the conquest of power, with its attendant alliances and compromises, their priorities changed, along with their functions. They became far less interested in assembling the discontented than in mobilizing and unifying national energies for national revival and aggrandizement. This obliged them to break many promises made to the socially and economically discontented during the first years of fascist recruitment. The Nazis in particular broke promises to the small peasants and artisans who had been the mainstay of their electoral following, and to favor urbanization and industrial production. Despite their frequent talk about “revolution,” fascists did not want a socioeconomic revolution. They wanted a “revolution of the soul,” and a revolution in the world power position of their people. They meant to unify and invigorate and empower their decadent nation—to reassert the prestige of Romanità or the German Volk or Hungarism or other group destiny. For that purpose they believed they needed armies, productive capacity, order, and property. Force their country’s traditional productive elements into subjection, perhaps; transform them, no doubt; but not abolish them. The fascists needed the muscle of these bastions of established power to express their people’s renewed unity and vitality at home and on the world stage. Fascists wanted to revolutionize their national institutions in the sense that they wanted to pervade them with energy, unity, and willpower, but they never dreamed of abolishing property or social hierarchy. The fascist mission of national aggrandizement and purification required the most fundamental changes in the nature of citizenship and in the relation of citizens to the state since the democratic revolutions of the eighteenth and nineteenth centuries. The first giant step was to subordinate the individual to the community. Whereas the liberal state rested on a compact among its citizens to protect individual rights and freedoms, the fascist state embodied the national destiny, in service to which all the members of the national group found their highest fulfillment. We have seen that both regimes found some distinguished nonfascist intellectuals ready to support this position. In fascist states, individual rights had no autonomous existence. The State of Law—the Rechtsstaat, the état de droit—vanished, along with the principles of due process by which citizens were guaranteed equitable treatment by courts and state agencies. A suspect acquitted in a German court of law could be rearrested by agents of the regime at the courthouse door and put in a concentration camp without any further legal procedure.

Among those who would block the right of rape victims to choice, none is more determined than David C. Reardon,48 founder of the Elliott Institute. There is no eponymous Elliott; the institute’s website explains that the name was selected to sound official and impartial. Starting in the early 1980s, some pro-life advocates opposed abortion even for rape victims on the basis that it could lead to a condition they named ‘postabortion syndrome’,49 characterised by depression, regret and suicidality – a condition formulated as evidence that the Supreme Court had been wrong, in Roe v. Wade, when it averred that abortion was a safe procedure. The ultimate goal of the Elliott Institute is to generate legislation that would allow a woman to seek civil damages against a physician who has ‘damaged her mental health’ by providing her with an elective abortion. On the topic of impregnated survivors of rape and incest, Reardon states in his book Victims and Victors, ‘Many women report that their abortions felt like a degrading form of “medical rape.”50 Abortion involves a painful intrusion into a woman’s sexual organs by a masked stranger.’ He and other anti-abortion partisans often quote the essay ‘Pregnancy and Sexual Assault’ by Sandra K. Mahkorn, who suggests that the emotional and psychological burdens of pregnancy resulting from rape ‘can be lessened with proper support’.51 Another activist, George E. Maloof, writes, ‘Incestuous pregnancy offers a ray of generosity to the world,52 a new life. To snuff it out by abortion is to compound the sexual child abuse with physical child abuse. We may expect a suicide to follow abortion as the quick and easy way to solving personal problems.

The inspection agency would not accept our submission that the vehicles were mass produced, following a well-documented system for quality control, and that sample checking should be adequate. They would also generally not accept Maruti’s explanation that what were being pointed out as defects were not really defects. As was foreseen, the delivery date expired before the bulk of the vehicles had been inspected. Once that happened, inspections stopped. The purchase order had to be revalidated before the remaining vehicles could be inspected. The process of revalidation took another nine to ten months. In the meantime, the vehicles were standing in the open in the factory, braving the elements. The system was not concerned about the consequences. K. Kumar made several visits to the army headquarters and met officers at various levels, to explain the Maruti-SMC system for ensuring uniformity of quality and adherence to specifications. He pleaded for expediting the process of inspection, but in vain. Kumar and I then met Lt. Gen. M.S. Bhullar, who was director general quality assurance in the army, and pointed out that exposure to the sun and rain would damage the vehicles and neither Maruti nor the army was gaining by rigidly following tortuous government procedures. In these latter events some participants would often fall into a trance, but even in trance there were prescribed procedures. It wasn't all thrashing chaos, as a Westerner might expect, but a deeper kind of dance. As In Japanese theater, the performers often wore masks and extreme makeup; their movements, too, were stylized and "unnatural." It began to sink in that this kind of "presentational" theater has more in common with certain kinds of pop-music performance that traditional Western theater did. I was struck by other peripheral aspects of these performances. The audiences, mostly local villagers of all ages, weren't paying attention half the time. People would wander in and out, go get a snack from a cart or leave to smoke a bidi cigarette, and then return to watch some more. This was more like the behavior of audiences in music clubs than in Western theaters, where they were expected to sit quietly and only leave or converse once the show was over. The Balinese "shows" were completely integrated into people's daily lives, or so it seemed to me. There was no attempt to formally separate the ritual and the show from the audience. Everything seemed to flow into everything else. The food, the music, and the dance were all just another part of daily activity. I remembered a story about John Cage, who, when in Japan, asked someone what their religion was. The reply was that they didn't have a strict religion--they danced. Japanese do, of course, have Buddhist and Shinto rituals for weddings, funerals, and marriages, but a weekly thing like going to church or temple doesn't exist. The "religion" is so integrated into the culture that it appears in daily gestures and routines, unsegregated for ordinary life. I was beginning to see that theatricality wasn't necessarily a bad thing. It was part of life in much of the world, and not necessarily phony either.

One labor historian has described them as intellectual machines, “grasping and releasing a single piece of ‘data’ over and over again.”37 The second class of workers prepared instructions for the computation and oversaw the actual calculations. De Prony had no special title for this group of workers, but subsequent computing organizations came to use the term “planning committee” or merely “planners,” as they were the ones who actually planned the calculations. There were eight planners in de Prony’s organization. Most of them were experienced computers who had worked for either the Bureau du Cadastre or the Paris Observatory. A few had made interesting contributions to mathematical theory, but the majority had dealt only with the problems of practical mathematics.38 They took the basic equations for the trigonometric functions and reduced them to the fundamental operations of addition and subtraction. He also ordered a perplexed agent Donald Lawton off the back of the presidential limousine while at Love Field, thus giving the assassins clearer, more direct shots and more time to get them off. Also, although Roberts recognized rifle fire being discharged in Dealey Plaza, he neglected to mobilize any of the agents under his watch to act. To mask the inactivity of his agents, Roberts, in sworn testimony, falsely increased the speed of the cars (from 9–11 mph to 20–25 mph) and the distance between them (from five feet to 20–25 feet).85 No analysis of the Secret Service’s actions on the day of the assassination can be complete without mentioning that Secret Service director James Rowley was a former FBI agent and close ally of FBI Director J. Edgar Hoover, as well as a crony of Lyndon Johnson. Hoover was one of Johnson’s closest associates. The FBI Director would take the unusual step of flying to Dallas for a victory celebration in 1948 when Johnson illegally stole his Senate seat through election fraud. Johnson and Hoover were neighbors in the Foxhall Road area of the District of Columbia. Hoover’s budget would virtually triple during the years LBJ dominated the appropriations process as Senate Majority Leader. Rowley was a protégé of the director and one of the few men who left the FBI on good terms with Hoover. Rowley’s first public service job in the Roosevelt administration was arranged for him by LBJ. The neglect of assigning even one Secret Service agent to secure Dealey Plaza, as well as cleaning blood and other relatable pieces of evidence from the presidential limousine immediately following the assassination, seizing Kennedy’s body from Parkland Hospital to prevent a proper, well-documented autopsy, failing to record Oswald’s interrogation—all were important pieces of the assassination deftly executed by Rowley.

Another great benefit of DR plans and their tests is the likelihood that, by undertaking them, you can improve the organization’s everyday processes and systems. When teams closely scrutinize processes and figure out how they can protect and recover those processes, often the team members discover opportunities for improvement. Sometimes the question, “How can we recover this system?” gives people the opportunity to answer the question, “How can we improve the existing system?” Be open to those opportunities because they’ll come, sometimes in droves. The types of testing that I discuss in this chapter are Paper tests Walkthrough tests Simulations Parallel tests Cutover tests These tests range from the simple review of DR procedure documents to simulations to running through procedures as if you’re experiencing the real thing. Developing a test strategy DR testing in all its forms takes considerable effort and time. To make the best possible use of staff and other resources, map out a test strategy well in advance of any scheduled tests. Structure DR testing in the same way you structure other complicated undertakings, such as software development and associated testing. Just follow these steps: 1. Determine how frequently you should perform each type of test. 2. Test individual components. 3. Perform wider tests of combined components. 4. Test the entire plan. When you perform DR testing as outlined in the preceding list, you can identify many errors during individual tests and correct those errors before you do more comprehensive tests. This process saves time by preventing little errors from interrupting comprehensive tests that involve a lot of people. Virtually every enterprise that builds actual products performs testing as outlined in the preceding list. Businesses have found this test methodology to be the most effective way to ensure success in a reasonable timeframe. Figure 10-2 shows the flow of DR testing.
