Anyway, what the scientists found out was that the rat or mouse would put up with a lot more voltage for the pleasure. Even more than for the food. I don't know the significance of this, but I find it very interesting.

He radiated charisma. He really was the King. The party was elegant. Hot Polynesian hors d’oeuvres were passed around during drinks. Dinner was very French, with consommé madrilène as a first course followed by cold poached salmon and asparagus hollandaise. During dessert, a lemon soufflé, and coffee, the cocktail pianist by the pool, who had been playing through dinner, was discreetly augmented by a rhythm section, and they became a small combo for dancing. The dance floor was set up on the lawn near an open bar, and the whole garden glowed with colored paper lanterns. Later in the evening, I managed a subdued jitterbug with Deborah Kerr, who was much livelier than her cool on-screen image. She had not yet done From Here to Eternity, in which she and Burt Lancaster steamed up the screen with their love scene in the surf. I was, of course, extremely impressed to be there with Hollywood royalty that evening, but as far as parties go, I realized that I had a lot more fun at Gene Kelly’s open houses.

It can also cruise the dark streets all night long—for days, even weeks—before finally becoming empty, frequent gas station stops to be avoided. And the windows are tinted black, illegal of course, but hardly drawing any attention, so dark that even standing up next to them, it’s impossible to see inside. And for the driver, that’s a good thing—a very good thing, indeed.

Yes I also realized, but not until later, that there are countries where people don’t know how to read, at least not quickly, but speed is important, not only concentration, can you please tell me who can keep chewing on a simple or even a complex sentence without feeling disgust, either with the eyes or the mouth, just keep on grinding away, over and over, a sentence which only consists of subject and predicate must be consumed rapidly, a sentence with many appositions must for that very reason be taken at tremendous speed, with the eyeballs performing an imperceptible slalom, since a sentence doesn’t convey anything to itself, it has to “convey” something to the reader. I couldn’t “work my way through” a book, that would almost be an occupation. There are people, I tell you, you come across the strangest surprises in this field of reading . . . I do profess a certain weakness for illiterates, I even know someone here who doesn’t read and doesn’t want to, a person who has succumbed to the vice of reading more easily understands such a state of innocence, really unless people are truly capable of reading they ought not to read at all.

When Tesoro nods his head, the two men begin to eat the raw jalapenos. The contest is to see which man can eat more peppers. It is a ritual from their father, but the two brothers tried it only once, years ago. Both quit after two peppers and laughed it off. This time, things are different. They are older and have to prove a point. Freddy eats his first one more slowly than Tesoro, who takes to bites to finish his and is now on his second. Neither says anything, though a close study of each man's face would tell you the sudden burst of jalapeno energy does not waste time in changing the eater's perception of reality. Freddy works on his second as Tesoro rips into his fourth. Freddy is already sweating from his head and is surprised to see that Tesoro's fat face has not shanged its steady, consuming look. Tesoro's long, black hair is neatly combed, and not one bead of sweat has popped out. He is the first to sip from the beer before hitting his fifth jalapeno. Freddy leans back as the table begins to sway in his damp vision. He coughs, and a sharp pain rips through his chest. Tesoro attempts to laugh at his brother, but Freddy sees it is something else. As Freddy finishes his third jalapeno, Tesoro begins to breathe faster upon swallowing his sixth. The contest momentarily stops as both brothers shift in their seats and the sweat pours down their faces. Freddy clutches his stomach as he reaches for his fourth delight. Tesor has not taken his seventh, and it is clear to Freddy that his brother is suffering big-time. There is a bright blue bird sitting on Tesoro's head, and Tesoro is struggling to laugh because Freddy has a huge red spider crawling on top of his head. Freddy wipes the sweat from his eyes and finishes his fourth pepper. Tesoro sips more beer, sprinkles salt on the tip of his jalapeno, and bites it down to the stem. Freddy, who has not touched his beer, stares in amazement as two Tesoros sit in front of him. They both rise hastily, their beer guts pushing the table against Freddy, who leans back as the two Tesoros waver in the kitchen light. Freddy hears a tremendous fart erupt from his brother, who sits down again. Freddy holds his fifth jalapeno and can't breathe. Tesoro's face is purple, but the blue bird has been replaced by a burning flame of light that weaves over Tesoro's shiny head. Freddy is convinced that he is having a heart attack as he watches his brother fight for breath. Freddy bites into his fifth as Tesoro flips his eighth jalapeno into his mouth, stem and all. This is it. Freddy goes into convulsions and drops to the floor as he tries to reach for his glass of beer. He shakes on the dirty floor as the huge animal that is Tesoro pitches forward and throws up millions of jalapeno seeds all over the table. The last thing Freddy sees before he passes out is his brother's body levitating above the table as an angel, dressed in green jalapeno robes, floats into the room, extends a hand to Tesoro, and floats away with him. When Freddy wakes up minutes later, he gets up and makes it to the bathroom before his body lets go through his pants. As he reaches the bathroom door, he turns and gazes upon the jalapeno plants growing healthy and large on the kitchen table, thick peppers hanging under their leaves, their branches immersed in the largest pile of jalapeno seeds Freddy has ever seen.

Let there be no doubt that terror awaited workers who resisted directly. It was the cadres of the German Socialist and Communist parties who filled the first concentration camps in 1933, before the Jews. Since socialists and communists were already divided, it was not hard for the Nazis to create another division between those workers who continued to resist and those who decided to try to live normal lives. The suppression of autonomous worker organizations allowed fascist regimes to address workers individually rather than collectively. Soon, demoralized by the defeat of their unions and parties, workers were atomized, deprived of their usual places of sociability, and afraid to confide in anyone. Both regimes made some concessions to workers—Mason’s third device for worker “containment.” They did not simply silence them, as in traditional dictatorships. After power, official unions enjoyed a monopoly of labor representation. The Nazi Labor Front had to preserve its credibility by actually paying some attention to working conditions. Mindful of the 1918 revolution, the Third Reich was willing to do absolutely anything to avoid unemployment or food shortages. As the German economy heated up in rearmament, there was even some wage creep. Later in the war, the arrival of slave labor, which promoted many German workers to the status of masters, provided additional satisfactions. Mussolini was particularly proud of how workers would fare under his corporatist constitution. The Labor Charter (1927) promised that workers and employers would sit down together in a “corporation” for each branch of the economy, and submerge class struggle in the discovery of their common interests. It looked very imposing by 1939 when a Chamber of Corporations replaced parliament. In practice, however, the corporative bodies were run by businessmen, while the workers’ sections were set apart and excluded from the factory floor. Mason’s fourth form of “containment”—integrative devices—was a specialty of fascist regimes. Fascists were past masters at manipulating group dynamics: the youth group, the leisure-time association, party rallies. Peer pressure was particularly powerful in small groups. There the patriotic majority shamed or intimidated nonconformists into at least keeping their mouths shut. Sebastian Haffner recalled how his group of apprentice magistrates was sent in summer 1933 on a retreat, where these highly educated young men, mostly non-Nazis, were bonded into a group by marching, singing, uniforms, and drill. To resist seemed pointless, certain to lead nowhere but to prison and an end to the dreamed-of career. Finally, with astonishment, he observed himself raising his arm, fitted with a swastika armband, in the Nazi salute. These various techniques of social control were successful.

This would, no doubt, be a major reform in the existing indirect tax system of the country. With a view to introducing the GST, Union finance minister Arun Jaitley has introduced the Constitution (122nd Amendment) Bill 2014 in Parliament. The new tax would be implemented from April 1, 2016. Both the government and the taxpayers will have enough time to understand the implications of the new tax and its administrative nuances. Unlike the 119th Amendment Bill, which lapsed with the dissolution of the previous Lok Sabha, the new Bill will hopefully see the light of the day as it takes into account the objections of the state governments regarding buoyancy of the tax and the autonomy of the states. It proposes setting up of the GST Council, which will be a joint forum of the Centre and the states. This council would function under the chairmanship of the Union finance minister with all the state finance ministers as its members. It will make recommendations to the Union and the states on the taxes, cesses and surcharges levied by the Union, the states and the local bodies, which may be subsumed in the GST; the rates including floor rates with bands of goods and services tax; any special rate or rates for a specified period to raise additional resources during any natural calamity or disaster etc. However, all the recommendations will have to be supported by not less than three-fourth of the weighted votes—the Centre having one-third votes and the states having two-third votes. Thus, no change can be implemented without the consent of both the Centre and the states. The proposed GST would be a single levy. It would aim at creating an integrated national market for goods and services by replacing the plethora of indirect taxes levied by the Centre and the states. While central taxes to be subsumed include central excise duty (CenVAT), additional excise duties, service tax, additional customs duty (CVD) and special additional duty of customs (SAD), the state taxes that fall in this category include VAT/sales tax, entertainment tax, octroi, entry tax, purchase tax and luxury tax. Therefore, all taxes on goods and services, except alcoholic liquor for human consumption, will be brought under the purview of the GST. Irrespective of whether we currently levy GST on these items or not, it is important to bring these items under the Constitution Amendment Bill because the exclusion of these items from the GST does not provide any flexibility to levy GST on these items in the future. Any change in the future would then require another Constitutional Amendment. From a futuristic approach, it is prudent not to confine the scope of the tax under the bindings of the Constitution. The Constitution should demarcate the broad areas of taxing powers as has been the case with sales tax and Union excise duty in the past. Currently, the rationale of exclusion of these commodities from the purview of the GST is solely based on revenue considerations. No other considerations of tax policy or tax administration have gone into excluding petroleum products from the purview of the GST. However, the long-term perspective of a rational tax policy for the GST shows that, at present, these taxes constitute more than half of the retail prices of motor fuel. In a scenario where motor fuel prices are deregulated, the taxation policy would have to be flexible and linked to the global crude oil prices to ensure that prices are held stable and less pressure exerted on the economy during the increasing price trends. We must make do with what we are given and what we have left. Whereas you or I in our daily lives might seek a new homestead in such an infestation, in this labyrinth of the psyche, we cannot. There are different ways that a consciousness, once gnawed and riddled with holes, might come to adapt to such a state of being. Consider three men with this dilemma, if you will. The first man may seek to repair the damage—replace the eaten portions and shore up the foundations. This man is pragmatic, but shortsighted. He treats the symptoms, but not the cause. What programs would a prison need to utilize in order to maximize the likelihood that the people sent to it would renounce violence as a behavioral strategy? To begin with, it would need to be an anti-prison. Beginning with its architecture, it would need to convey an entirely different message. Current prisons are modeled architecturally after zoos — or rather, after the kinds of zoos that used to exist, but that have been replaced with zoological parks because the animals' keepers began to realize that the old zoos, with concrete floors and walls and steel bars were too inhumane for animals to survive in. Yet we still keep our human animals in zoos that no humane society would permit for animals. And the architecture itself conveys that message to the prisoners: "You are an animal, for this is a zoo, and zoos are what animals are put in." And then we act surprised when the men and women we treat that way actually behave like animals, both when they are in this human zoo and after they return to the community. So we would need to build an anti-prison that would actually look as if it had been built for human beings rather than animals, i.e. that was as home-like and pleasant and civilized and human as possible. Once we had done that, we could offer those who had been sent there the opportunity to acquire as much education and/or vocational training as they had the ability and energy and interest to obtain. We would of course need to provide treatment for whatever medical, dental, psychiatric, or substance-abuse problems they had, and would want to incorporate many of the principles of a therapeutic community into the everyday routines of this residential school, with frequent group discussions with the other residents and staff members with training in psychotherapy. The goal would be to replace the "monster factories" that most prisons now are with therapeutic communities designed to enable people who are deeply damaged, and damaging, to recover their humanity or to gain a degree of humanity they had never been able to acquire; in short, to help them heal themselves and learn, in the process, how to heal others and even repair some of the damage they have done.

On the first day of the meeting that would become known as the United States Constitutional Convention, Edmund Randolph of Virginia kicked off the proceedings. Addressing his great fellow Virginian General George Washington, victorious hero of the War of Independence, who sat in the chair, Randolph hoped to convince delegates sent by seven, so far, of the thirteen states, with more on the way, to abandon the confederation formed by the states that had sent them—the union that had declared American independence from England and won the war—and to replace it with another form of government. “Our chief danger,” Randolph announced, “arises from the democratic parts of our constitutions.” This was in May of 1787, in Philadelphia, in the same ground-floor room of the Pennsylvania State House, borrowed from the Pennsylvania assembly, where in 1776 the Continental Congress had declared independence. Others in the room already agreed with Randolph: James Madison, also of Virginia; Robert Morris of Pennsylvania; Gouverneur Morris of New York and Pennsylvania; Alexander Hamilton of New York; Washington. They wanted the convention to institute a national government. As we know, their effort was a success. We often say the confederation was a weak government, the national government stronger. But the more important difference has to do with whom those governments acted on. The confederation acted on thirteen state legislatures. The nation would act on all American citizens, throughout all the states. That would be a mighty change. To persuade his fellow delegates to make it, Randolph was reeling off a list of what he said were potentially fatal problems, urgently in need, he said, of immediate repair. He reiterated what he called the chief threat to the country. “None of the constitutions”—he meant those of the states’ governments—“have provided sufficient checks against the democracy.” The term “democracy” could mean different things, sometimes even contradictory things, in 1787. People used it to mean “the mob,” which historians today would call “the crowd,” a movement of people denied other access to power, involving protest, riot, what recently has been called occupation, and often violence against people and property. But sometimes “democracy” just meant assertive lawmaking by a legislative body staffed by gentlemen highly sensitive to the desires of their genteel constituents. Men who condemned the working-class mob as a democracy sometimes prided themselves on being “democratical” in their own representative bodies. What Randolph meant that morning by “democracy” is clear. When he said “our chief danger arises from the democratic parts of our constitutions,” and “none of the constitutions have provided sufficient checks against the democracy,” he was speaking in a context of social and economic turmoil, pervading all thirteen states, which the other delegates were not only aware of but also had good reason to be urgently worried about.
