The sixty-seven typewritten words of the Balfour Declaration combined considerations of imperial planning, wartime propaganda, biblical resonances and a colonial mindset, as well as evident sympathy for the Zionist idea. With them, as the writer Arthur Koestler was to quip memorably – neatly encapsulating the attendant and continuing controversy – ‘one nation solemnly promised to a second nation the country of a third’.8 Lloyd George highlighted sympathy for the Jews as his principal motivation. But the decisive calculations were political, primarily the wish to outsmart the French in post-war arrangements in the Levant9 and the impulse to use Palestine’s strategic location – its ‘fatal geography’ – to protect Egypt, the Suez Canal and the route to India.10 Other judgements have placed greater emphasis on the need to mobilize Jewish public opinion behind the then flagging Allied war effort. As Balfour told the war cabinet at its final discussion of the issue on 31 October: ‘If we could make a declaration favourable to such an ideal [Zionism], we should be able to carry on extremely useful propaganda both in Russia and in America.’11 Historians have spent decades debating the connections and contradictions between Balfour’s public pledge to the Zionists, the secret 1916 Sykes–Picot agreement between Britain, France and Russia about post-war spheres of influence in the Middle East, and pledges about Arab independence made by the British in 1915 to encourage Sharif Hussein of Mecca to launch his ‘revolt in the desert’ against the Turks. Samuel Richards realized that mass-oriented facilities had to be developed before Atlantic City could become a major resort and a permanent community. From Richards’ perspective, more working-class visitors from Philadelphia were needed to spur growth. These visitors would only come if railroad fares cost less. For several years Samuel Richards tried, without success, to sell his ideas to the other shareholders of the Camden-Atlantic Railroad. He believed that greater profits could be made by reducing fares, which would increase the volume of patrons. A majority of the board of directors disagreed. Finally in 1875, Richards lost patience with his fellow directors. Together with three allies, Richards resigned from the board of directors of the Camden-Atlantic Railroad and formed a second railway company of his own. Richards’ railroad was to be an efficient and cheaper narrow gauge line. The roadbed for the narrow gauge was easier to build than that of the first railroad. It had a 3½-foot gauge instead of the standard 4 feet 8½ inches, so labor and material would cost less. The prospect of a second railroad into Atlantic City divided the town. Jonathan Pitney had died six years earlier, but his dream of an exclusive watering hole persisted. Many didn’t want to see the type of development that Samuel Richards was encouraging, nor did they want to rub elbows with the working class of Philadelphia. A heated debate raged for months. Most of the residents were content with their island remaining a sleepy little beach village and wanted nothing to do with Philadelphia’s blue-collar tourists. But their opinions were irrelevant to Samuel Richards. As he had done 24 years earlier, Richards went to the state legislature and obtained another railroad charter. The Philadelphia-Atlantic City Railway Company was chartered in March 1876. The directors of the Camden-Atlantic were bitter at the loss of their monopoly and put every possible obstacle in Richards’ path. When he began construction in April 1877—simultaneously from both ends—the Camden-Atlantic directors refused to allow the construction machinery to be transported over its tracks or its cars to be used for shipment of supplies. The Baldwin Locomotive Works was forced to send its construction engine by water, around Cape May and up the seacoast; railroad ties were brought in by ships from Baltimore. Richards permitted nothing to stand in his way. He was determined to have his train running that summer. Construction was at a fever pitch, with crews of laborers working double shifts seven days a week. Fifty-four miles of railroad were completed in just 90 days. See how close you have to get the toy before she makes her move. Remember, the object here is not to tease or torture the baby, it’s to have fun. You can add another layer of complexity by putting the out-of-reach object on a blanket or towel. Then slowly pull the blanket and show her how it gets closer. Will she try that herself? TOUCHING GAMES Try this: let your baby play with a small toy without letting her see it (you could do this in the dark or with her hands in a paper bag). Then put that toy together with several other toys she’s never played with. Many babies this age will pick up the familiar toy. Although this may sound fairly easy, it isn’t. You’re asking your baby to use two senses—touch and vision—at the same time, and to recognize by sight something she’s touched but not seen. If your baby isn’t ready for this one, don’t worry. Just try it again in a few weeks. It’s a concept that can take a while to develop. IF … THEN … GAMES There are thousands of things you can do to reinforce cause-and-effect thinking. Rattles, banging games, rolling a ball back and forth, and splashing in the pool are excellent. So is blowing up your cheeks and having the baby “pop” them with her hands. Baby gyms—especially the kind that make a lot of noise when smacked—are also good, but be sure to pack them up the moment your baby starts trying to use the gym to pull herself up; they’re meant to be used while sitting or lying down and aren’t sturdy enough to support much weight. OBJECT PERMANENCE GAMES When your baby is about six or seven months old, the all-important idea that objects can exist even when they’re out of sight finally starts sinking in. • Object permanence develops in stages. If you’re interested in seeing how, try this: Show your baby a toy. Then, while she’s watching, “hide” it under a pillow. If you ask her where the toy is, she’ll probably push the pillow out of the way and “find” it. But if you quickly move the toy to another hiding place when she’s not looking, she’ll continue to look for it in the first hiding place. • Peek-a-boo and other games that involve hiding and finding things are great for developing object permanence. Peek-a-boo in particular teaches your baby an excellent lesson: when you go away, you always come back. This doesn’t sound like much, but making this connection now lets her know she can count on you to be there when she needs you and will help her better cope with separation anxiety (see page 222).

Sharing Each week, we will take time to share what is happening in our lives. At first this sharing will include some planned “sharing questions.” After the first few weeks, it will become more informal and personal as our group feels safer and more comfortable. Study Each week we’ll study a portion of God’s Word that relates to the previous weekend’s sermon. Our goal is to learn how to apply and live out our Christianity in our day-to-day experiences and relationships. Support Each week, we’ll learn how to take care of one another as Christ commanded (see John 15:9–13). This care will take many forms, such as praying, listening, meeting needs, and encouraging and even challenging one another as needed. Five Marks of a Healthy Group For our group to be healthy, we need to 1. focus on spiritual growth as a top priority (Romans 8:29); 2. accept one another in love just as Christ has accepted us (Romans 15:7); 3. take care of one another in love without crossing over the line into parenting or taking inappropriate responsibility for solving the problems of others (John 13:34); 4. treat one another with respect in both speech and action (Ephesians 4:25–5:2); 5. keep our commitments to the group—including attending regularly, doing the homework, and keeping confidences whenever requested (Psalm 15:1–2, 4b). But instead of acting when I should have, I froze. You had to kill him instead. That never—never—would have happened last year.” I want to burst out with another denial, but I make myself think about his words, what he’s expressing. I have to process it so I can give his naked confession the response he deserves. Still massaging his lower back, I finally say slowly, “I understand what you’re saying, and I understand why you think it means something is wrong with you. But I honestly don’t believe the reaction time of your trigger finger defines whether you’re a good or bad man. There’s so much more to you than being a protector, Mack.” He’s shaking again, more urgently this time. His eyes are still squeezed shut. “What else is there?” “What else? Are you serious? You’ve got the biggest heart of anyone I’ve ever known. You encourage people. Make them laugh. Make them happy. Make them want to be brave, want to do the right thing. You’ve been like… like a beacon fire, lighting the way for us. And keeping all of us warm. You’ve always taken care of people in so many ways that have nothing to do with handling weapons. Even if you never get back to the reaction time you used to have, you can do so much good in the world. And you can have a really good life. You don’t have to be the same man you were to be good or be happy. You don’t. And maybe you should offer the same grace to yourself that you’ve always offered everyone else.
