Major General Leonard Wood Leonard Wood was an army officer and physician, born October 9, 1860 in Winchester, New Hampshire. His first assignment was in 1886 at Fort Huachuca, Arizona where he fought in the last campaign against the fierce Apache warrior Geronimo. He was awarded the Medal of Honor for carrying dispatches 100 miles through hostile territory and was promoted to the rank of Captain, commanding a detachment of the 8th Infantry. From 1887 to 1898, he served as a medical officer in a number of positions, the last of which was as the personal physician to President William McKinley. In 1898 at the beginning of the war with Spain, he was given command of the 1st Volunteer Cavalry. The regiment was soon to be known as the “Rough Riders." Wood lead his men on the famous charge up San Juan Hill and was given a field promotion to brigadier general. In 1898 he was appointed the Military Governor of Santiago de Cuba. In 1920, as a retired Major General, Wood ran as the Republican candidate for the presidency of the United States, losing to Warren Harding. In 1921 following his defeat, General Wood accepted the post of Governor General of the Philippines. He held this position from 1921 to 1927, when he died of a brain tumor in Boston, on 7 August 1927, at 66 years of age after which he was buried, with full honors, in Arlington National Cemetery.

Along with the concept of the authoritarian personality, the term “-phobe” for political opponents has been added to the arsenal of obloquy deployed by technocratic neoliberals against those who disagree with them. The coinage of the term “homophobia” by the psychologist George Weinberg in the 1970s has been followed by a proliferation of pseudoclinical terms in which those who hold viewpoints at variance with the left-libertarian social consensus of the transatlantic ruling class are understood to suffer from “phobias” of various kinds similar to the psychological disorders of agoraphobia (fear of open spaces), ornithophobia (fear of birds), and pentheraphobia (fear of one’s mother-in-law). The most famous use of this rhetorical strategy can be found in then-candidate Hillary Clinton’s leaked confidential remarks to an audience of donors at a fund-raiser in New York in 2016: “You know, to just be grossly generalistic, you could put half of Trump’s supporters into what I call the basket of deplorables. Right? They’re racist, sexist, homophobic, xenophobic, Islamophobic—you name it.” A disturbed young man who is driven by internal compulsions to harass and assault gay men is obviously different from a learned Orthodox Jewish rabbi who is kind to lesbians and gay men as individuals but opposes homosexuality, along with adultery, premarital sex, and masturbation, on theological grounds—but both are "homophobes.” A racist who opposes large-scale immigration because of its threat to the supposed ethnic purity of the national majority is obviously different from a non-racist trade unionist who thinks that immigrant numbers should be reduced to create tighter labor markets to the benefit of workers—but both are “xenophobes.” A Christian fundamentalist who believes that Muslims are infidels who will go to hell is obviously different from an atheist who believes that all religion is false—but both are “Islamophobes.” This blurring of important distinctions is not an accident. The purpose of describing political adversaries as “-phobes” is to medicalize politics and treat differing viewpoints as evidence of mental and emotional disorders. In the latter years of the Soviet Union, political dissidents were often diagnosed with “sluggish schizophrenia” and then confined to psychiatric hospitals and drugged. According to the regime, anyone who criticized communism literally had to be insane. If those in today’s West who oppose the dominant consensus of technocratic neoliberalism are in fact emotionally and mentally disturbed, to the point that their maladjustment makes it unsafe to allow them to vote, then to be consistent, neoliberals should support the involuntary confinement, hospitalization, and medication of Trump voters and Brexit voters and other populist voters for their own good, as well as the good of society.

Financial arrangements could be single-payer like Medicare or use private insurance companies as intermediaries like Switzerland, without copying the full Italian model of doctors on government salaries. Agnes’s case was chronicled by Harold Garfinkel in an article that’s now taught in trans studies courses. Agnes is regularly celebrated as some kind of gender ninja: savvy, tactical, carefully conning the medical-industrial complex into giving her what she wants. What no one wants to talk about is what she actually wanted: a cunt, a man, a house, and normal fucking life. Whatever intuition she may not have had about gender as a “managed achievement” was put toward a down payment on a new dishwasher. If there’s anything Agnes “reveals” about gender, it’s that actually existing normativity is, strictly speaking, impossible. Norms, as such, do not exist. (If Gender Trouble knew this, it did a poor job explaining it.) That doesn’t mean that norms don’t structure people’s desires; what it means is that the desire for the norm consists, in terms of its lived content, in nonnormative attempts at normativity. Agnes was a nonnormative subject, but that wasn’t because she was “against” the norm; on the contrary, her nonnormativity was what wanting to be normal actually looked like. Like most of us, Agnes was making do in the gap between what she wanted and what wanting it got her. We can argue, and people have, about whether queer theory is possible without antinormativity. But whatever comes after trans studies—can I suggest transsexual theory?—will be impossible with antinormativity. The most powerful intervention scholars working in trans studies can make, at this juncture within the academy, is to defend the claim that transness requires that we understand, as we never have before, what it means to be attached to a norm—by desire, by habit, by survival.

Type 2 diabetes, a less serious disease, is linked to genetic and dietary factors. Snow was a storyteller as well as a scientist, so he deployed anecdotes to put faces to his number in the hope of persuading his medical colleagues of cholera’s waterborne spread. There was a woman, “the widow of a percussion-cap maker,” who had moved from Soho to the West End some months earlier but had not lost her taste for Broad Street’s water. She had arranged for bottles of it to be brought to her by cart. There was a delivery on August 31. She drank from it then and the next day, and she shared it with a niece who lived in Islington, another district still untouched by cholera. Both died. Seven workmen making dentists’ materials at numbers 8 and 9 Broad Street were “in the habit of drinking water from the pump, generally drinking about half-a-pint once or twice a day.” Cholera killed them all—but two people who lived in the same building who did not draw their water from the pump experienced only bouts of diarrhea. Both lived. A factory at 37 Broad Street provided its workers with barrels of pump water and lost eighteen out of a staff of two hundred. A brewery down the road gave its seventy men malt liquor; no one drank water; none fell ill. Tellingly, the Broad Street outbreak did not single out the abject poor. Rather, Snow wrote, “the mortality appears to have fallen pretty equally amongst all classes, in proportion to their numbers.” He concluded that “out of rather more than six hundred deaths, there were about one hundred in the families of tradesmen and other resident house holders.” The most wretched people in the parish, those locked in the workhouse, were almost entirely spared. That building was bordered on three sides by streets in which the outbreak raged, but lost only 5 of its 535 inmates; if it had seen the same mortality as those richer households, Snow wrote, “upwards of one hundred persons would have died.” What had saved them? The workhouse had its own pump, “and the inmates never sent to Broad Street for water.” This was a refutation of the argument that disease explicitly targeted the poor, either as punishment for their ineradicable sins or because their poverty exposed them to miasmas those above them avoided. Snow kept going, seeking out the details of death after death, and those of seemingly anomalous survivals. He finished his review of the first week’s deaths in just four days, delivering his results to parish authorities on Thursday, September 7. The next morning the parish took perhaps the most famous single action in the history of public health: it ordered that the handle from the Broad Street pump be removed. If Snow was right, the poison that had ruined the district would be cut off at its source, and the epidemic would end. It did.
