The declaration and escalation of the War on Drugs marked a moment in our past when a group of people defined by race and class was viewed and treated as the “enemy.” A literal war was declared on a highly vulnerable population, leading to a wave of punitiveness that permeated every aspect of our criminal justice system and redefined the scope of fundamental constitutional rights. The war mentality resulted in the militarization of local police departments and billions invested in drug law enforcement at the state and local levels. It also contributed to astronomical expenditures for prison building for people convicted of all crimes and the slashing of billions from education, public housing and welfare programs, as well as a slew of legislation authorizing legal discrimination against millions of people accused of drug offenses, denying them access to housing, food stamps, credit, basic public benefits, and financial aid for schooling. This war did not merely increase the number of people in prisons and jails. It radically altered the life course of millions, especially black men who were the primary targets in the early decades of the war. I slowly closed and opened my eyes. As I looked ahead I saw something. There, further on, I had another glimpse of the large white cat. She was stopped and her hindquarters were in the air. I stared, trying to figure out what she was doing. Her forepaws and head were on the ground, but her hind was wiggling. She was next to a tree, marking it, so I slowly paced in a zigzag pattern as I walked close to her. I was being cautious because poachers had been known to employ shifters to entice real animals in the wild. She turned her head and growled at me. I took it as an invite to come closer. I ran up to her and started circling. She was an albino panther as I thought. I paced closer, breathing deep. I was in the middle of Ohio, outside of a lost cougar and a few bobcats there were no big cats here, at least not counting lycanthropes, and this creature didn’t smell like one of those. Her rump almost wagged in anticipation, and I felt my tiger body respond. I circled her, taking a swipe in her direction to see if she was going to respond negatively to me. The pink eyes followed me and she growled. I walked up to her, sniffed her face and neckline. I didn’t smell any other male on her, and I walked to her raised rump. Burying my nose in her groin I smelled deeper, and she shifted her body. I felt it before I could see it. She was shifting, changing from albino panther to human. I sat on my hindquarters as I watched. Her white fur seemed to melt from her, sliding upwards, starting with her back legs. The flesh and fur on her feet slid forward, leaving human feet and calves. It was fully fleshed, unlike some lycanthrope changes when they’re younger. The calves of her legs appeared, and slowly slid up. The panther flesh was sliding forward, slowly and methodically. Across her ass and groin, now lower back and stomach. The pheromones I smelled earlier were coming from her, the human form. I stood and started pacing behind her, and her panther head shook in a very human gesture. I stopped, fighting the desire to lean forward and lick her wetness with my large tongue. The flesh was sliding forward and as her teats turned into breasts, I growled in need. Next were her shoulders and arms, then her head and hands. As the transformation ended, there was a pile of fur and flesh lying in front of her. Her human form was beautiful; a full figured woman with long white hair, that was perfectly natural. She looked to be in her early forties, but didn’t have a line on her face that she didn’t want. In the corners of her eyes were small, but beautiful, crow’s feet, laugh lines surrounded her mouth. There were several methods by which the Indians obtained eagle feathers. Some tribes dug a pit in the ground in the areas known to have eagles. These pits were large enough to conceal a brave. The trap was baited with a live rabbit or pieces of buffalo meat, and the opening was covered with a buffalo hide or brush. A large enough opening was left so that the Indian crouching in the pit could grab the tail feathers of the bird alighting to take the bait. The bird would lose its feathers, but could escape unharmed to grow new tail feathers by its next moulting period. This method was very dangerous. Often bears, attracted by the bait, would discover and kill the Indian. Sometimes eagles were caught and killed for their feathers. There also were tribes who captured young eagles while they were still in the nest. These birds were tethered by a leather thong around their leg and were kept solely for their feathers; they were plucked regularly. These birds seldom became tame and never lost their desire for freedom. They continually would fly into the air as far as the leather thong would allow, screaming their defiance at their captor. Regardless of where or how an Indian brave accumulated feathers, he was not allowed, according to tribal law, to wear them until he won them by a brave deed. He had to appear before the council and tell or re-enact his exploit. Witnesses were examined and if in the eyes of the council the deed was thought to be worthy, the brave was authorized to wear the feather or feathers in his hair or war bonnet. These honors were called “counting coup” (pronounced “coo”). Deeds of exceptional valor (such as to touch the enemy without killing him and escape) were called “grand coup” and were rated more than one feather. Sometimes a tuft of horsehair or down was added to the tip of a feather to designate additional honor. Some tribes designated special deeds by special marking on “coup” feathers, such as cutting notches or adding paint spots. The coup feathers of the American Indian can be compared to the campaign ribbons and medals awarded to our modern soldier. An Indian would rather part with his horse, his tepee, or even his wife, than to lose his eagle feathers. To do so would be to be dishonored in the eyes of the tribe. Many old Indian chiefs, such as Many Coup of the Crow tribe, had won enough honors to wear a double-tailed bonnet that dragged on the ground and to carry a feathered lance to display the additional feathers.
