But the real reason was to better enable the United States to eavesdrop on its guests. Coded messages between the foreign delegations and their distant capitals passed through U.S. telegraph lines in San Francisco. With wartime censorship laws still in effect, Western Union and the other commercial telegraph companies were required to pass on both coded and uncoded telegrams to U.S. Army codebreakers. Once the signals were captured, a specially designed time-delay device activated to allow recorders to be switched on. Devices were also developed to divert a single signal to several receivers. The intercepts were then forwarded to Arlington Hall, headquarters of the Army codebreakers, over forty-six special secure teletype lines. By the summer of 1945 the average number of daily messages had grown to 289,802, from only 46,865 in February 1943. The same soldiers who only a few weeks earlier had been deciphering German battle plans were now unraveling the codes and ciphers wound tightly around Argentine negotiating points. During the San Francisco Conference, for example, American codebreakers were reading messages sent to and from the French delegation, which was using the Hagelin M-209, a complex six-wheel cipher machine broken by the Army Security Agency during the war. The decrypts revealed how desperate France had become to maintain its image as a major world power after the war. On April 29, for example, Fouques Duparc, the secretary general of the French delegation, complained in an encrypted note to General Charles de Gaulle in Paris that France was not chosen to be one of the "inviting powers" to the conference. "Our inclusion among the sponsoring powers," he wrote, "would have signified, in the eyes of all, our return to our traditional place in the world." In charge of the San Francisco eavesdropping and codebreaking operation was Lieutenant Colonel Frank B. Rowlett, the protégé of William F. Friedman. Rowlett was relieved when the conference finally ended, and he considered it a great success. "Pressure of work due to the San Francisco Conference has at last abated," he wrote, "and the 24-hour day has been shortened. The feeling in the Branch is that the success of the Conference may owe a great deal to its contribution." The San Francisco Conference served as an important demonstration of the usefulness of peacetime signals intelligence. Impressive was not just the volume of messages intercepted but also the wide range of countries whose secrets could be read. Messages from Colombia provided details on quiet disagreements between Russia and its satellite nations as well as on "Russia's prejudice toward the Latin American countries." Spanish decrypts indicated that their diplomats in San Francisco were warned to oppose a number of Russian moves: "Red maneuver . . . must be stopped at once," said one. A Czechoslovakian message indicated that nation's opposition to the admission of Argentina to the UN. From the very moment of its birth, the United Nations was a microcosm of East-West spying. Just as with the founding conference, the United States pushed hard to locate the organization on American soil, largely to accommodate the eavesdroppers and codebreakers of NSA and its predecessors.

Between 1985 and 2000, Mexico, Colombia, Brazil, India, Argentina, and Chile all opened up to trade by unilaterally cutting their tariffs across the board. Over the same time period, inequality increased in all those countries, and the timing of these increases seems to connect them to the trade liberalization episodes. Bearing in mind these lessons from success in Colombia, the next time an American president is urged to intervene in a Third World country’s internal conflict, stabilize the situation, or improve governance, he or she should ask these questions: Do we have a strong, competent, reasonably honest local leader committed to democracy and the rule of law with whom to partner? Are there existing indigenous institutions and capabilities on which to build? With our help, can the country’s military and police be strengthened sufficiently to carry the burden of the fight? Is the effort likely to be protracted, and if so, what is the prospect for long-term U.S. public and congressional support? Can we bring to bear a wide array of U.S. instruments of power in order to achieve our objectives without American forces being directly engaged in combat? Will we have the discipline to keep the number of U.S. military in-country small, forcing the locals to carry the burden of the fight?

Both Israel and the US trained and armed death squads in Colombia well into the 2000s. The former drug trafficker Carlos Castaño, who ran a far-right paramilitary force, explains in his ghost-written autobiography, “I learned an infinite amount of things in Israel [in the 1980s], and to that country I owe part of my essence, my human and military achievements. I copied the concept of paramilitary forces from the Israelis.”23 He reportedly arrived in Israel in 2004 after fleeing his own country.

Kissinger explicitly stated in the memorandum, ‘how much more efficient expenditures for population control might be than (would be funds for) raising production through direct investments in additional irrigation and power projects and factories.’ British 19th century Imperialism could have expressed it no better. By the middle 1970’s the government of the United States, with this secret policy declaration, had committed itself to an agenda which would contribute to its own economic demise as well as untold famine, misery and unnecessary death throughout the developing sector. The 13 target countries named by Kissinger’s study were Brazil, Pakistan, India, Bangladesh, Egypt, Nigeria, Mexico, Indonesia, Philippines, Thailand, Turkey, Ethiopia and Colombia.13

As drugs flow up into the United States, all kinds of people make money off them. People are subcontracted to ship, truck, warehouse, and finally smuggle the product over the border. To complicate this, drugs are often bought and sold many times on their journey. People actually handling these narcotics will often have no knowledge which so-called kingpin or cartel ever owned them, only knowing the direct contacts they are dealing with. Ask a New York cocaine dealer who smuggled his product into America. He would rarely have a clue. All this helps explain why the Mexican drug trade is such a confusing web, which confounds both journalists and drug agents. Tracing exactly who touched a shipment on its entire journey is a hard task. But this dynamic, moving industry has a solid center of gravity—turfs, or plazas. Drugs have to pass through a certain territory on the border to get into the United States, and whoever is running those plazas makes sure to tax everything that moves. The border plazas have thus become a choke point that is not seen in other drug-producing nations such as Colombia, Afghanistan, or Morocco. This is one of the key reasons why Mexican turf wars have become so bloody. The vast profits attract all kinds to the Mexican drug trade: peasant farmers, slum teenagers, students, teachers, businessmen, idle rich kids, and countless others. It is often pointed out that in poor countries people turn to the drug trade in desperation. That is true. But plenty of middle-class or wealthy people also dabble. Growing up in the south of England, I knew dozens of people who moved and sold drugs, from private-school boys to kids from council estates (projects). The United States has never had a shortage of its own citizens willing to transport and sell drugs. The bottom line is that drugs are good money even to wealthy people, and plenty have no moral dilemmas about the business.

Nonetheless, the lower intensity of interstate war in Latin America did lead to some familiar outcomes. There was much less competitive pressure to consolidate strong national bureaucracies along French-Prussian lines prior to the arrival of mass political participation in the late nineteenth and early twentieth centuries. This meant that when the franchise was opened up in the early twentieth century, there was no “absolutist coalition” in place to protect the autonomy of national bureaucracies. The spread of democratic political competition created huge incentives in Argentina, Brazil, Mexico, Colombia, and other countries for democratic politicians to use clientelistic methods to recruit voters, and consequently to turn public administration into a piggy bank for political appointments. With the partial exceptions of Chile and Uruguay, countries in Latin America followed the paths of Greece and southern Italy and transformed nineteenth-century patronage politics into full-blown twentieth-century clientelism.

NATIONS FAIL TODAY because their extractive economic institutions do not create the incentives needed for people to save, invest, and innovate. Extractive political institutions support these economic institutions by cementing the power of those who benefit from the extraction. Extractive economic and political institutions, though their details vary under different circumstances, are always at the root of this failure. In many cases, for example, as we will see in Argentina, Colombia, and Egypt, this failure takes the form of lack of sufficient economic activity, because the politicians are just too happy to extract resources or quash any type of independent economic activity that threatens themselves and the economic elites. In some extreme cases, as in Zimbabwe and Sierra Leone, which we discuss next, extractive institutions pave the way for complete state failure, destroying not only law and order but also even the most basic economic incentives. The result is economic stagnation and—as the recent history of Angola, Cameroon, Chad, the Democratic Republic of Congo, Haiti, Liberia, Nepal, Sierra Leone, Sudan, and Zimbabwe illustrates—civil wars, mass displacements, famines, and epidemics, making many of these countries poorer today than they were in the 1960s. A

The World Health Organization has twice found that schizophrenia outcomes are much, much better in poor countries like India, Nigeria, and Colombia than in the United States and other rich countries. Moreover, the number of psychiatrically disabled people in the United States has increased from 600,000 in 1955 to nearly six million today, a statistic that shows we still do not have a form of care that truly helps people recover, and even suggests that we are doing something today that may actively prevent recovery.

During the 19th and most of the 20th centuries Venezuela was ruled by caudillos or military strongmen. In the 1950’s, Venezuela became a good example of a Latin American Country, ruled by a benevolent dictator on the very far right. This automatically made Venezuela our ally and thus received huge grants from us. President Marcos Pérez Jiménez was awarded the Legion of Merit by Dwight D. Eisenhower. In return for this, he allowed American corporations to flourish in his country. Of course, he was also always ready to accept personal contributions. Since 1958, the country has had a series of democratic governments. It’s economy depended on the export of coffee and cocoa until oil was discovered early in the 20th century. It now has the world's largest known oil reserves and is one of the world's leading exporters of oil. The people lost confidence in the existing parties since the government favored the large corporations over their needs. This led to Hugo Chávez being elected president in 1998, In 1999 the Constituent Assembly wrote a new Constitution of Venezuela. Chávez also initiated programs aimed at helping the poor. In 2013. After the death of Chavez, Nicolás Maduro his vice president was elected. Problems ensued causing an economic recession. Inflation also became the worst in the country's history, leading to hunger, crime and corruption. Protests starting in 2014 became prevalent and continue until now, leaving many of the protesters maimed or dead.

Nations fail economically because of extractive institutions. These institutions keep poor countries poor and prevent them from embarking on a path to economic growth. This is true today in Africa, in places such as Zimbabwe and Sierra Leone; in South America, in countries such as Colombia and Argentina; in Asia, in countries such as North Korea and Uzbekistan; and in the Middle East, in nations such as Egypt. There are notable differences among these countries. Some are tropical, some are in temperate latitudes. Some were colonies of Britain; others, of Japan, Spain, and Russia. They have very different histories, languages, and cultures. What they all share is extractive institutions. In all these cases the basis of these institutions is an elite who design economic institutions in order to enrich themselves and perpetuate their power at the expense of the vast majority of people in society. The different histories and social structures of the countries lead to the differences in the nature of the elites and in the details of the extractive institutions. But the reason why these extractive institutions persist is always related to the vicious circle, and the implications of these institutions in terms of impoverishing their citizens are similar—even if their intensity differs.

What do the current presidents and prime ministers of France, the United Kingdom, the Netherlands, India, Georgia, Greece, Colombia, Mexico, Philippines, Portugal and many other countries have in common? They were selected by different U.S. Embassies and educated by our elite through the U.S. State Department. Earlier in their careers all have participated in the Foreign Leader Program.[63] After participating in this special Program more then 240 alumni became heads of government in their home countries!

Another inconvenient fact frequently ignored by gun control advocates is that many countries with very high homicide rates have either complete or virtually complete gun bans. Major countries such as Russia and Brazil have homicide rates several times that of the U.S. After decades of severe restrictions on gun ownership, Brazil temporarily tried to ban guns, but its supreme court eventually threw out the law. Other countries such as Colombia and Venezuela have even much higher homicide rates, but there are other obvious explanations (such as the drug trade).

Even if making precise predictions about which societies will prosper relative to others is difficult, we have seen throughout the book that our theory explains the broad differences in the prosperity and poverty of nations around the world fairly well. We will see in the rest of this chapter that it also provides some guidelines as to what types of societies are more likely to achieve economic growth over the next several decades. First, vicious and virtuous circles generate a lot of persistence and sluggishness. There should be little doubt that in fifty or even a hundred years, the United States and Western Europe, based on their inclusive economic and political institutions, will be richer, most likely considerably richer, than sub-Saharan Africa, the Middle East, Central America, or Southeast Asia. However, within these broad patterns there will be major institutional changes in the next century, with some countries breaking the mold and transitioning from poor to rich. Nations that have achieved almost no political centralization, such as Somalia and Afghanistan, or those that have undergone a collapse of the state, such as Haiti did over the last several decades - long before the massive earthquake there in 2010 led to the devastation of the country's infrastructure - are unlikely either to achieve growth under extractive political institutions or to make major changes toward inclusive institutions. Instead, nations likely to grow over the next several decades - albeit probably under extractive institutions - are those that have attained some degree of political centralization. In sub-Saharan Africa this includes Burundi, Ethiopia, Rwanda, nations with long histories of centralized states, and Tanzania, which has managed to build such centralization, or at least put in place some of the prerequisites for centralization, since independence. In Latin America, it includes Brazil, Chile, and Mexico, which have not only achieved political centralization but also made significant strides toward nascent pluralism. Our theory suggests that sustained economic growth is very unlikely in Colombia. Our theory also suggests that growth under extractive political institutions, as in China, will not bring sustained growth, and is likely to run out of steam. Beyond these cases, there is much uncertainty. Cuba, for example, might transition toward inclusive institutions and experience a major economic transformation, or it may linger on under extractive political and economic institutions. The same is true of North Korea and Burma (Myanmar) in Asia. Thus, while our theory provides the tools for thinking about how institutions change and the consequences of such changes, the nature of this change - the role of small differences and contingency - makes more precise predictions difficult.

Bolívar was one of the shapers of the modern world, leading his ragged band of followers to take on what was then the longest enduring empire, that of Spain, which disposed of some 36,000 troops and 44,000 seamen to preserve an entire continent in its iron grip. He liberated no fewer than six modern countries from the Spanish stranglehold – Venezuela, Colombia, Peru, Ecuador, Bolivia and Panama – in a series of astonishing marches that led his army across Amazonian rainforests, sodden marshes, dizzying mountains, parched outbacks and prosperous highlands to exceed the achievements of the conquistadors, Hernán Cortés and Francisco Pizarro (because the Spanish empire was so much better armed than the Aztecs and the Incas).

It isn't fair to blame the banana industry for all of Colombia's problems. But it is important to point out that in that country and throughout Latin America the destabilization resulting from banana-related interventions created a tradition of weak institutions, making it difficult for true democracy and fair economic policies to take hold. The Latin American tradition of governments not supported by the general population, and propped up by overseas commercial interests, was created under the authorship of United Fruit.

The cartels rose out of the barrios and country clubs of Medellín and Cali, but the ultimate responsibility for Colombia’s agonies lies in good measure with every person who has ever bought street cocaine and every foreign nation that has made possible the illicit market by prohibiting the drug without curbing its use in any serious way.

Magical realism, celebrated as Colombia’s gift to Latin American literature, is within the country simply journalism. Gabriel García Márquez wrote of what he saw. He was an observer, a practicing journalist for most of his life, who just happened to live in a land where heaven and earth converge on a regular basis to reveal glimpses of the divine.

Hispanic" and "Latino" are terms whose descriptive legitimacy is premised on a startling lack of specificity. The categories encompass any and all individuals living in the United States who trace their ancestry to the Spanish-speaking regions of Latin America and the Caribbean; Latinos hail from Colombia, Mexico, Paraguay, Puerto Rico, and beyond-more than twenty countries in all. Such inclusivity is part of the problem: "Hispanic" and "Latino" tell us nothing about country of origin, gender, citizenship status, economic class, or length of residence in the United States. An undocumented immigrant from Guatemala is Hispanic; so is a third-generation Mexican American lawyer. Moreover, both categories are racially indeterminate: Latinos can be white, black, indigenous, and every combination thereof. In other words, characterizing a subject as either "Hispanic" or "Latino" is an exercise in opacity-the terms are so comprehensive that their explanatory power is limited. When referring to "Latinos in the United States," it is far from immediately clear whether the subjects under discussion are farmworkers living below the poverty line or middle-class homeowners, urban hipsters or rural evangelicals, white or black, gay or straight, Catholic or Jewish, undocumented Spanish monolinguals or fourth-generation speakers of English-only.

The Guardian further notes, in an unintentional rebuke to Cyrus Vance who claimed to Archbishop Romero that the Carter Administration was seeking “peaceful and progressive solutions” in El Salvador, that “the arming of one side of the conflict by the US [which began under Carter] hastened the country’s descent into a civil war in which 75,000 people died and 1 million out of a population of 6 million became refugees.” And, while Vance in his letter decried the violence on both sides of the political spectrum in El Salvador, it was in truth the forces which the United States funded which carried out the lion’s share of the violence. Thus, as El Salvador’s Truth Commission would later conclude, “85% of ‘serious acts of violence’ were attributed to the state” which the United States backed throughout the conflict. In truth, the United States’ “Salvador option,” or option of creating, training, and arming indigenous paramilitary death squad units to destroy local insurgencies, really began in Colombia in the early 1960s, was then carried out in Vietnam, and continues to this day in countries such as Afghanistan and Syria. And so, Romero’s words to Carter shortly before his death ring as powerful and true as they did then, and they continue to be ignored by successive US presidents.

Q: What can ordinary people with busy lives and not a lot of political access do to address this stuff? You can try to address it in your own life. You can try to set up your life so you have to drive as little as possible. In so doing, you vote with your feet and your wallet. When more people bike, walk and use public transit, there is greater pressure on elected officials and government agencies to improve these modes of transportation. It thus increases the profitability of public transit and makes cities more desirable places to live. Peñalosa learned when he was a boy that the redistribution of privilege always meets with resistance. But he was not one for compromise. Private bus operators and drivers who were pushed from TransMilenio routes were furious. So were the vendors and hawkers who were swept from popular plazas. But none were as vociferous as the business lobby, who were outraged by the bollards that went up along city sidewalks, effectively killing their free parking. They could not imagine customers arriving by foot, bike, or bus. “He was trying to Satanize cars,” Guillermo Botero, the president of FENALCO, Colombia’s national federation of retailers, told me. “The car is a means of subsistence.
