You are also punished for watching videos, reading books, talking to other human beings, eating pizza or cheesecake, & writing letters. These are all considered behavior problems by the Gorns. To avoid going crazy, once again you wait until they are not around to try doing anything you wish to do. While they are around, you sit quietly, staring straight ahead. Because they witness this good behavior you are so obviously capable of, they attribute to “spite” the video watching & other transgressions that occur when you are alone. Obviously you resent being left alone, they figure. You are walked several times a day and left crossword puzzle books to do. You have never used them because you hate crosswords; the Gorns think you’re ignoring them out of revenge. Worst of all, you like them. They are, after all, often nice to you. But when you smile at them, they punish you, likewise for shaking hands. If you apologize they punish you again. You have not seen another human since you were a small child. When you see one you are curious, excited & afraid. You really don’t know how to act. So, the Gorn you live with keeps you away from other humans. Your social skills never develop. Finally, you are brought to “training” school. A large part of the training consists of having your air briefly cut off by a metal chain around your neck. They are sure you understand every squeak & telepathic communication they make because sometimes you get it right. You are guessing & hate the training. You feel pretty stressed out a lot of the time. One day, you see a Gorn approaching with the training collar in hand. You have PMS, a sore neck & you just don’t feel up to the baffling coercion about to ensue. You tell them in your sternest voice to please leave you alone & go away. The Gorns are shocked by this unprovoked aggressive behavior. They thought you had a good temperament. They put you in one of their vehicles & take you for a drive. You watch the attractive planetary landscape going by & wonder where you are going. You are led into a building filled with the smell of human sweat & excrement. Humans are everywhere in small cages. The puzzle involved transferring colored balls between two boxes in accordance with a set of rules governing which balls could be moved at which time. One of the groups used software that had been designed to be as helpful as possible. It offered on-screen assistance during the course of solving the puzzle, providing visual cues, for instance, to highlight permitted moves. The other group used a bare-bones program, which provided no hints or other guidance. In the early stages of solving the puzzle, the group using the helpful software made correct moves more quickly than the other group, as would be expected. But as the test proceeded, the proficiency of the members of the group using the bare-bones software increased more rapidly. In the end, those using the unhelpful program were able to solve the puzzle more quickly and with fewer wrong moves. They also reached fewer impasses—states in which no further moves were possible—than did the people using the helpful software. The findings indicated, as van Nimwegen reported, that those using the unhelpful software were better able to plan ahead and plot strategy, while those using the helpful software tended to rely on simple trial and error. Often, in fact, those with the helpful software were found “to aimlessly click around” as they tried to crack the puzzle.

ASSOCIATIVE MEMORY In Proust's Swann's Way a sip of tea and a bite of a small scallopshaped cake known as a petite madeleine cause the narrator to find himself suddenly flooded with memories from his past. At first he is puzzled, but then, slowly, after much effort on his part, he remembers that his aunt used to give him tea and madeleines when he was a little boy, and it is this association that has stirred his memory. We have all had similar experiences—a whiff of a particular food being prepared, or a glimpse of some long-forgotten object—that suddenly evoke some scene out of our past. The holographic idea offers a further analogy for the associative tendencies of memory. This is illustrated by yet another kind of holographic recording technique. First, the light of a single laser beam is bounced off two objects simultaneously, say an easy chair and a smoking pipe. The light bounced off each object is then allowed to collide, and the resulting interference pattern is captured on film. Then, whenever the easy chair is illuminated with laser light and the light that reflects off the easy chair is passed through the film, a three-dimensional image of the pipe will appear. Conversely, whenever the same is done with the pipe, a hologram of the easy chair appears. So, if our brains function holographically, a similar process may be responsible for the way certain objects evoke specific memories from our past

A common problem plagues people who try to design institutions without accounting for hidden motives. First they identify the key goals that the institution “should” achieve. Then they search for a design that best achieves these goals, given all the constraints that the institution must deal with. This task can be challenging enough, but even when the designers apparently succeed, they’re frequently puzzled and frustrated when others show little interest in adopting their solution. Often this is because they mistook professed motives for real motives, and thus solved the wrong problems. Savvy institution designers must therefore identify both the surface goals to which people give lip service and the hidden goals that people are also trying to achieve. Designers can then search for arrangements that actually achieve the deeper goals while also serving the surface goals—or at least giving the appearance of doing so. Unsurprisingly, this is a much harder design problem. But if we can learn to do it well, our solutions will less often meet the fate of puzzling disinterest. We should take a similar approach when reforming a preexisting institution by first asking ourselves, “What are this institution’s hidden functions, and how important are they?” Take education, for example. We may wish for schools that focus more on teaching than on testing. And yet, some amount of testing is vital to the economy, since employers need to know which workers to hire. So if we tried to cut too much from school’s testing function, we could be blindsided by resistance we don’t understand—because those who resist may not tell us the real reasons for their opposition. It’s only by understanding where the resistance is coming from that we have any hope of overcoming it. Not all hidden institutional functions are worth facilitating, however. Some involve quite wasteful signaling expenditures, and we might be better off if these institutions performed only their official, stated functions. Take medicine, for example. To the extent that we use medical spending to show how much we care (and are cared for), there are very few positive externalities. The caring function is mostly competitive and zero-sum, and—perhaps surprisingly—we could therefore improve collective welfare by taxing extraneous medical spending, or at least refusing to subsidize it. Don’t expect any politician to start pushing for healthcare taxes or cutbacks, of course, because for lawmakers, as for laypeople, the caring signals are what makes medicine so attractive. These kinds of hidden incentives, alongside traditional vested interests, are what often make large institutions so hard to reform. Thus there’s an element of hubris in any reform effort, but at least by taking accurate stock of an institution’s purposes, both overt and covert, we can hope to avoid common mistakes. “The curious task of economics,” wrote Friedrich Hayek, “is to demonstrate to men how little they really know about what they imagine they can design.”8

Convergent intelligence focuses on one line of thought, ignoring the more complex “divergent” form of intelligence, which involves measuring differing factors. For example, during World War II, the U.S. Army Air Forces asked scientists to devise a psychological exam that would measure a pilot’s intelligence and ability to handle difficult, unexpected situations. One question was: If you are shot down deep in enemy territory and must somehow make it back to friendly lines, what do you do? The results contradicted conventional thinking. Most psychologists expected that the air force study would show that pilots with high IQs would score highly on this test as well. Actually, the reverse was true. The pilots who scored highest were the ones with higher levels of divergent thinking, who could see through many different lines of thought. Pilots who excelled at this, for example, were able to think up a variety of unorthodox and imaginative methods to escape after they were captured behind enemy lines. The difference between convergent and divergent thinking is also reflected in studies on split-brain patients, which clearly show that each hemisphere of the brain is principally hardwired for one or the other. Dr. Ulrich Kraft of Fulda, Germany, writes, “The left hemisphere is responsible for convergent thinking and the right hemisphere for divergent thinking. The left side examines details and processes them logically and analytically but lacks a sense of overriding, abstract connections. The right side is more imaginative and intuitive and tends to work holistically, integrating pieces of an informational puzzle into a whole.” In this book, I take the position that human consciousness involves the ability to create a model of the world and then simulate the model into the future, in order to attain a goal.

But how did proteins make physiological reactions possible? Hemoglobin, the oxygen carrier in blood, for instance, performs one of the simplest and yet most vital reactions in physiology. When exposed to high levels of oxygen, hemoglobin binds oxygen. Relocated to a site with low oxygen levels, it willingly releases the bound oxygen. This property allows hemoglobin to shuttle oxygen from the lung to the heart and the brain. But what feature of hemoglobin allows it to act as such an effective molecular shuttle? The answer lies in the structure of the molecule. Hemoglobin A, the most intensively studied version of the molecule, is shaped like a four-leaf clover. Two of its “leaves” are formed by a protein called alpha-globin; the other two are created by a related protein, beta-globin.II Each of these leaves clasps, at its center, an iron-containing chemical named heme that can bind oxygen—a reaction distantly akin to a controlled form of rusting. Once all the oxygen molecules have been loaded onto heme, the four leaves of hemoglobin tighten around the oxygen like a saddle clasp. When unloading oxygen, the same saddle-clasp mechanism loosens. The unbinding of one molecule of oxygen coordinately relaxes all the other clasps, like the crucial pin-piece pulled out from a child’s puzzle. The four leaves of the clover now twist open, and hemoglobin yields its cargo of oxygen. The controlled binding and unbinding of iron and oxygen—the cyclical rusting and unrusting of blood—allows effective oxygen delivery into tissues. Hemoglobin allows blood to carry seventyfold more oxygen than what could be dissolved in liquid blood alone. The body plans of vertebrates depend on this property: if hemoglobin’s capacity to deliver oxygen to distant sites was disrupted, our bodies would be forced to be small and cold. We might wake up and find ourselves transformed into insects.

A child should learn through a medium of pleasure, not of pain. Most of the things that are really useful in later life come to the children through play and through association with nature." Burbank, like other geniuses, realized that his successes came from having conserved the exuberance of a small boy and his wonder for everything around him. He told one of his biographers: 'Tm almost seventy-seven, and I can still go over a gate or run a foot race or kick the chandelier. That's because my body is no older than my mind-and my mind is adolescent. It has never grown up and I hope it never will." It was this quality which so puzzled the dour scientists who looked askance at his power of creation and bedeviled audiences who expected him to be explicit as to how he produced so many horticultural wonders. For instance, emotional memories are stored in the amygdala, but words are recorded in the temporal lobe. Meanwhile, colors and other visual information are collected in the occipital lobe, and the sense of touch and movement reside in the parietal lobe. So far, scientists have identified more than twenty categories of memories that are stored in different parts of the brain, including fruits and vegetables, plants, animals, body parts, colors, numbers, letters, nouns, verbs, proper names, faces, facial expressions, and various emotions and sounds. Figure 11. This shows the path taken to create memories. Impulses from the senses pass through the brain stem, to the thalamus, out to the various cortices, and then to the prefrontal cortex. They then pass to the hippocampus to form long-term memories. (illustration credit 5.1) A single memory—for instance, a walk in the park—involves information that is broken down and stored in various regions of the brain, but reliving just one aspect of the memory (e.g., the smell of freshly cut grass) can suddenly send the brain racing to pull the fragments together to form a cohesive recollection. The ultimate goal of memory research is, then, to figure out how these scattered fragments are somehow reassembled when we recall an experience. This is called the “binding problem,” and a solution could potentially explain many puzzling aspects of memory. For instance, Dr. Antonio Damasio has analyzed stroke patients who are incapable of identifying a single category, even though they are able to recall everything else. This is because the stroke has affected just one particular area of the brain, where that certain category was stored. The binding problem is further complicated because all our memories and experiences are highly personal. Memories might be customized for the individual, so that the categories of memories for one person may not correlate with the categories of memories for another. Wine tasters, for example, may have many categories for labeling subtle variations in taste, while physicists may have other categories for certain equations. Categories, after all, are by-products of experience, and different people may therefore have different categories. One novel solution to the binding problem uses the fact that there are electromagnetic vibrations oscillating across the entire brain at roughly forty cycles per second, which can be picked up by EEG scans. One fragment of memory might vibrate at a very precise frequency and stimulate another fragment of memory stored in a distant part of the brain. Previously it was thought that memories might be stored physically close to one another, but this new theory says that memories are not linked spatially but rather temporally, by vibrating in unison. If this theory holds up, it means that there are electromagnetic vibrations constantly flowing through the entire brain, linking up different regions and thereby re-creating entire memories. Hence the constant flow of information between the hippocampus, the prefrontal cortex, the thalamus, and the different cortices might not be entirely neural after all. Some of this flow may be in the form of resonance across different brain structures.

As she explained to her students, patients often awoke from very bad illnesses or cardiac arrests, talking about how they had been floating over their bodies. “Mm-hmmm,” Norma would reply, sometimes thinking, Yeah, yeah, I know, you were on the ceiling. Such stories were recounted so frequently that they hardly jolted medical personnel. Norma at the time had mostly chalked it up to some kind of drug reaction or brain malfunction, something like that. “No, really,” said a woman who’d recently come out of a coma. “I can prove it.” The woman had been in a car accident and been pronounced dead on arrival when she was brought into the emergency room. Medical students and interns had begun working on her and managed to get her heartbeat going, but then she had coded again. They’d kept on trying, jump-starting her heart again, this time stabilizing it. She’d remained in a coma for months, unresponsive. Then one day she awoke, talking about the brilliant light and how she remembered floating over her body. Norma thought she could have been dreaming about all kinds of things in those months when she was unconscious. But the woman told them she had obsessive-compulsive disorder and had a habit of memorizing numbers. While she was floating above her body, she had read the serial number on top of the respirator machine. And she remembered it. Norma looked at the machine. It was big and clunky, and this one stood about seven feet high. There was no way to see on top of the machine without a stepladder. “Okay, what’s the number?” Another nurse took out a piece of paper to jot it down. The woman rattled off twelve digits. A few days later, the nurses called maintenance to take the ventilator machine out of the room. The woman had recovered so well, she no longer needed it. When the worker arrived, the nurses asked if he wouldn’t mind climbing to the top to see if there was a serial number up there. He gave them a puzzled look and grabbed his ladder. When he made it up there, he told them that indeed there was a serial number. The nurses looked at each other. Could he read it to them? Norma watched him brush off a layer of dust to get a better look. He read the number. It was twelve digits long: the exact number that the woman had recited. The professor would later come to find out that her patient’s story was not unique. One of Norma’s colleagues at the University of Virginia Medical Center at the time, Dr. Raymond Moody, had published a book in 1975 called Life After Life, for which he had conducted the first large-scale study of people who had been declared clinically dead and been revived, interviewing 150 people from across the country. Some had been gone for as long as twenty minutes with no brain waves or pulse. In her lectures, Norma sometimes shared pieces of his research with her own students. Since Moody had begun looking into the near-death experiences, researchers from around the world had collected data on thousands and thousands of people who had gone through them—children, the blind, and people of all belief systems and cultures—publishing the findings in medical and research journals and books.
