Hitherto, the Palestinians had been relatively immune to this Allahu Akhbar style. I thought this was a hugely retrograde development. I said as much to Edward. To reprint Nazi propaganda and to make a theocratic claim to Spanish soil was to be a protofascist and a supporter of 'Caliphate' imperialism: it had nothing at all to do with the mistreatment of the Palestinians. Once again, he did not exactly disagree. But he was anxious to emphasize that the Israelis had often encouraged Hamas as a foil against Fatah and the PLO. This I had known since seeing the burning out of leftist Palestinians by Muslim mobs in Gaza as early as 1981. Yet once again, it seemed Edward could only condemn Islamism if it could somehow be blamed on either Israel or the United States or the West, and not as a thing in itself. He sometimes employed the same sort of knight's move when discussing other Arabist movements, excoriating Saddam Hussein's Ba'ath Party, for example, mainly because it had once enjoyed the support of the CIA. But when Saddam was really being attacked, as in the case of his use of chemical weapons on noncombatants at Halabja, Edward gave second-hand currency to the falsified story that it had 'really' been the Iranians who had done it. If that didn't work, well, hadn't the United States sold Saddam the weaponry in the first place? Finally, and always—and this question wasn't automatically discredited by being a change of subject—what about Israel's unwanted and ugly rule over more and more millions of non-Jews?
I evolved a test for this mentality, which I applied to more people than Edward. What would, or did, the relevant person say when the United States intervened to stop the massacres and dispossessions in Bosnia-Herzegovina and Kosovo? Here were two majority-Muslim territories and populations being vilely mistreated by Orthodox and Catholic Christians. There was no oil in the region. The state interests of Israel were not involved (indeed, Ariel Sharon publicly opposed the return of the Kosovar refugees to their homes on the grounds that it set an alarming—I want to say 'unsettling'—precedent). The usual national-security 'hawks,' like Henry Kissinger, were also strongly opposed to the mission. One evening at Edward's apartment, with the other guest being the mercurial, courageous Azmi Bishara, then one of the more distinguished Arab members of the Israeli parliament, I was finally able to leave the arguing to someone else. Bishara [...] was quite shocked that Edward would not lend public support to Clinton for finally doing the right thing in the Balkans. Why was he being so stubborn? I had begun by then—belatedly you may say—to guess. Rather like our then-friend Noam Chomsky, Edward in the final instance believed that if the United States was doing something, then that thing could not by definition be a moral or ethical action.

disappeared after gunmen ordered the doctors to leave.
Everywhere, we found signs of hastily dug mass graves.
Even while we were there, amid the evidence of such
savagery, we could see the Israelis watching us. From the
top of the tower block to the west, we could see them
staring at us through field-glasses, scanning back and forth
across the streets of corpses, the lenses of the binoculars
sometimes flashing in the sun as their gaze ranged through
the camp. Loren Jenkins [of the Washington Post] cursed a
lot. Jenkins immediately realized that the Israeli defense
minister would have to bear some responsibility for this
horror. “Sharon!” he shouted. “That fucker [Ariel] Sharon!

Ideological heirs of Ze’ev Jabotinsky, they believed that the entirety of Palestine belonged solely to the Jewish people, and that a Palestinian people with national rights did not exist. At most, autonomy might be possible for the “local Arabs,” but this autonomy would apply only to people, not to the land. Their explicit aim was to transform the entirety of Palestine into the Land of Israel.

The Palestinian uprising, or intifada, which broke out in December 1987 was a perfect example of the law of unintended consequences.2 Ariel Sharon and Menachem Begin had launched the invasion of Lebanon to quash the power of the PLO, and thereby end Palestinian nationalist opposition in the occupied West Bank and Gaza to the absorption of those territories into Israel. This would complete the colonial task of historic Zionism, creating a Jewish state in all of Palestine. The 1982 war did succeed in weakening the PLO, but the paradoxical effect was to strengthen the Palestinian national movement in Palestine itself, shifting the focus of action from outside to inside the country. After two decades of a relatively manageable occupation, Begin and Sharon, two fervent partisans of the Greater Israel ideal, had inadvertently sparked a new level of resistance to the process of colonization. Opposition to Israel’s landgrab and military rule has erupted within Palestine repeatedly and in different forms ever since.

Target killing of Palestinian leaders, including moderate ones, was not a new phenomenon in the conflict. Israel began this policy with the assassination of Ghassan Kanafani in 1972, a poet and writer, who could have led his people to reconciliation. The fact that he was targeted, a secular and leftist activist, is symbolic of the role Israel played in killing those Palestinians it ‘regretted’ later for not being there as partners for peace.
In May 2001 President George Bush Jr appointed Senator George J. Mitchell as a special envoy to the Middle East conflict. Mitchell produced a report about the causes for the second Intifada. He concluded: ‘We have no basis on which to conclude that there was a deliberate plan by the PA to initiate a campaign of violence at the first opportunity; or to conclude that there was a deliberate plan by the [Government of Israel] to respond with lethal force.’13 On the other hand, he blamed Ariel Sharon for provoking unrest by visiting and violating the sacredness of the al-Aqsa mosque and the holy places of Islam.
In short, even the disempowered Arafat realized that the Israeli interpretation of Oslo in 2000 meant the end of any hope for normal Palestinian life and doomed the Palestinians to more suffering in the future. This scenario was not only morally wrong in his eyes, but also would have strengthened, as he knew too well, those who regarded the armed struggle against Israel as the exclusive way to liberate Palestine.

Let me pursue this point briefly with reference to what is described in our media, and by many of our public intellectuals, as “the Islamic roots of violence”—especially since September 2001. Religion has long been seen as a source of violence,10 and (for ideological reasons) Islam has been represented in the modern West as peculiarly so (undisciplined, arbitrary, singularly oppressive). Experts on “Islam,” “the modern world,” and “political philosophy” have lectured the Muslim world yet again on its failure to embrace secularism and enter modernity and on its inability to break off from its violent roots. Now some reflection would show that violence does not need to be justified by the Qur‘an—or any other scripture for that matter. When General Ali Haidar of Syria, under the orders of his secular president Hafez al-Assad, massacred 30,000 to 40,000 civilians in the rebellious town of Hama in 1982 he did not invoke the Qur’an—nor did the secularist Saddam Hussein when he gassed thousands of Kurds and butchered the Shi’a population in Southern Iraq. Ariel Sharon in his indiscriminate killing and terrorizing of Palestinian civilians did not—so far as is publicly known—invoke passages of the Torah, such as Joshua’s destruction of every living thing in Jericho.11 Nor has any government (and rebel group), whether Western or non-Western, needed to justify its use of indiscriminate cruelty against civilians by appealing to the authority of sacred scripture. They might in some cases do so because that seems to them just—or else expedient. But that’s very different from saying that they are constrained to do so. One need only remind oneself of the banal fact that innumerable pious Muslims, Jews, and Christians read their scriptures without being seized by the need to kill non-believers. My point here is simply to emphasize that the way people engage with such complex and multifaceted texts, translating their sense and relevance, is a complicated business involving disciplines and traditions of reading, personal habit, and temperament, as well as the perceived demands of particular social situations.

Israel’s existence as a Jewish state would be assured. Unfortunately, four years later, in 2008, the Bush administration abandoned these assurances made to Prime Minister Sharon in 2004. Secretary of State Rice told reporters in Israel on the occasion of Israel’s 60th Anniversary as a re-born State that the 2004 letter “talked about realities at that time. And there are realities for both sides…” In an interview in the Oval Office with David Horowitz, editor of the Jerusalem Post, President Bush had to be reminded of the letter by his National Security Adviser, Stephen Hadley, who said in briefings that “Israel has tried to overstate the importance of a rather vague letter.” (Jerusalem Post, May 14, 2008).

In 2008 an official website commemorating Sharon’s life and achievements was established, in which, rather than hiding his role in Gaza in those days, it proudly lauded it: Sharon participates in these searches himself. He orders the soldiers to perform a full body search on all males and sometimes imposes curfews on refugee camps in order to conduct a search. The clear goal of the mission is finding terrorists and killing them. The soldiers have orders not to try and capture the terrorists alive. Sharon instructs them to be rough with the local population, to perform searches in the streets and even to strip suspects naked if necessary; to shoot to kill any Arab who holds a gun; to shoot to kill any Arab who does not obey a Stop! call; and to diminish the risk to their lives by employing a big volume of fire, by uprooting trees from orchards which makes it difficult to capture terrorists, by demolishing houses and driving out their owners to other houses in order to pave secure roads. Haider Abd al-Shafi, Senior Palestinian leader, says: ‘Sharon took a decision to open roads in Al Shateya camp and in Rafah for security. That led to removing houses, the houses of refugees, which is an action not to be taken lightly, but there was no objection neither from Dayan nor from the Israeli government. They let Sharon realize his aim and he really destroyed a lot of refugees’ houses.’ Eli Landau, political ally and a friend of Ariel Sharon, says: ‘He was a very senior officer going with the troops from house to house, from bunker to bunker, from orange grove to orange grove, to explain what he meant. Three months later, Gaza was quiet. The terror was crushed with an iron fist, with a vicious hand. He cast fear in Gaza, he was feared.’9 The manner and detail of the retaliation were based on British military counter-insurgency methods employed against the Palestinians during the Arab revolt in the 1930s; it seems that the new rulers of the West Bank and the Gaza Strip were highly impressed by this ruthless methodology. In the case of the British this pattern of inhumanity was in place for three years; in the case of the Palestinians it has lasted for more than fifty years.

After Netanyahu was defeated in the 1999 election, his more liberal successor, Ehud Barak, made efforts to establish a broader peace in the Middle East, including outlining a two-state solution that went further than any previous Israeli proposal. Arafat demanded more concessions, however, and talks collapsed in recrimination. Meanwhile, one day in September 2000, Likud party leader Ariel Sharon led a group of Israeli legislators on a deliberately provocative and highly publicized visit to one of Islam’s holiest sites, Jerusalem’s Temple Mount. It was a stunt designed to assert Israel’s claim over the wider territory, one that challenged the leadership of Ehud Barak and enraged Arabs near and far. Four months later, Sharon became Israel’s next prime minister, governing throughout what became known as the Second Intifada: four years of violence between the two sides, marked by tear gas and rubber bullets directed at stone-throwing protesters; Palestinian suicide bombs detonated outside an Israeli nightclub and in buses carrying senior citizens and schoolchildren; deadly IDF retaliatory raids and the indiscriminate arrest of thousands of Palestinians; and Hamas rockets launched from Gaza into Israeli border towns, answered by U.S.-supplied Israeli Apache helicopters leveling entire neighborhoods. Approximately a thousand Israelis and three thousand Palestinians died during this period—including scores of children—and by the time the violence subsided, in 2005, the prospects for resolving the underlying conflict had fundamentally changed. The Bush administration’s focus on Iraq, Afghanistan, and the War on Terror left it little bandwidth to worry about Middle East peace, and while Bush remained officially supportive of a two-state solution, he was reluctant to press Sharon on the issue. Publicly, Saudi Arabia and other Gulf states continued to offer support to the Palestinian cause, but they were increasingly more concerned with limiting Iranian influence and rooting out extremist threats to their own regimes.
