The body, he explains, was carried into the Forum and placed on the rostra, normally propped up somehow in an upright position, so it was visible to a large audience. In the procession that followed, family members wore masks made in the likeness of the dead man’s ancestors and dressed in the costume appropriate to the offices each had held (purple-bordered togas and so on), as if they were all present ‘living and breathing’. The funeral address, delivered by a family member, started with the achievements of the corpse on the rostra but then went through the careers of all the other characters, who by this time were sitting on ivory, or at least ivory-veneered, chairs lined up next to the dead man. ‘The most important upshot of this,’ Polybius concludes, ‘is that the younger generation is inspired to endure all suffering for the common good, in the hope of winning the glory that belongs to the brave.

Situation awareness means possessing an explorer mentality A general never knows anything with certainty, never sees his enemy clearly, and never knows positively where he is. When armies are face to face, the least accident in the ground, the smallest wood, may conceal part of the enemy army. The most experienced eye cannot be sure whether it sees the whole of the enemy’s army or only three-fourths. It is by the mind’s eye, by the integration of all reasoning, by a kind of inspiration that the general sees, knows, and judges. ~Napoleon 5   In order to effectively gather the appropriate information as it’s unfolding we must possess the explorer mentality.  We must be able to recognize patterns of behavior. Then we must recognize that which is outside that normal pattern. Then, you take the initiative so we maintain control. Every call, every incident we respond to possesses novelty. Car stops, domestic violence calls, robberies, suspicious persons etc.  These individual types of incidents show similar patterns in many ways. For example, a car stopped normally pulls over to the side of the road when signaled to do so.  The officer when ready, approaches the operator, a conversation ensues, paperwork exchanges, and the pulled over car drives away. A domestic violence call has its own normal patterns; police arrive, separate involved parties, take statements and arrest aggressor and advise the victim of abuse prevention rights. We could go on like this for all the types of calls we handle as each type of incident on its own merits, does possess very similar patterns. Yet they always, and I mean always possess something different be it the location, the time of day, the person you are dealing with. Even if it’s the same person, location, time and day, the person you’re dealing who may now be in a different emotional state and his/her motives and intent may be very different. This breaks that normal expected pattern.  Hence, there is a need to always be open-minded, alert and aware, exploring for the signs and signals of positive or negative change in conditions. In his Small Wars journal article “Thinking and Acting like an Early Explorer” Brigadier General Huba Wass de Czege (US Army Ret.) describes the explorer mentality:   While tactical and strategic thinking are fundamentally different, both kinds of thinking must take place in the explorer’s brain, but in separate compartments. To appreciate this, think of the metaphor of an early American explorer trying to cross a large expanse of unknown terrain long before the days of the modern conveniences. The explorer knows that somewhere to the west lies an ocean he wants to reach. He has only a sketch-map of a narrow corridor drawn by a previously unsuccessful explorer. He also knows that highly variable weather and frequent geologic activity can block mountain passes, flood rivers, and dry up desert water sources. He also knows that some native tribes are hostile to all strangers, some are friendly and others are fickle, but that warring and peace-making among them makes estimating their whereabouts and attitudes difficult.6

At first glance, professionalism tries to convince you it’s a neutral word, merely meant to signify a collection of behaviors, clothing, and norms “appropriate” for the workplace. We just ask that everyone be professional, the cis white men will say, smiles on their faces, as if they’re not asking for much. We try to maintain a professional office environment. But never has a word in the English language been so loaded with racism, sexism, heteronormativity, or trans exclusion. Whenever someone is telling you to “be professional,” they’re really saying, “be more like me.” If you’re black, “being professional” can often mean speaking differently, avoiding black cultural references, or not wearing natural hair. If you’re not American, “being professional” can mean abandoning your cultural dress for Western business clothes. If you’re not Christian, “being professional” can mean potentially removing your hijab to fit in, sitting by while your officemates ignore your need for kosher or halal food, sucking up the fact that your office puts up a giant Christmas tree every year. If you’re low-income or working class, “being professional” can mean spending money you don’t have on work clothes—“dressing nicely” for a job that may not pay enough for you to really afford to do so. If you’re a woman, “being professional” can mean navigating a veritable minefield of double standards. Show some skin, but don’t be a slut. Wear heels, but not too high, and not too low, either. Wear form-fitting clothes, but not too form-fitting. We offer maternity leave, but don’t “interrupt your career” by taking it. And if you’re trans like me, “being professional” can mean putting your identity away unless it conforms to dominant gender norms.

As Barr would later ask his colleagues, “Did he seem off to you?” Later, close friends would say they noticed Mueller had changed dramatically, but a member of Mueller’s team would insist he had no medical problems. Mueller quickly turned the meeting over to his deputies, a notable handoff. Zebley went first, summing up the Russian interference portion of the investigation. He explained that the team had already shared most of its findings in two major indictments in February and July 2018. Though they had virtually no chance of bringing the accused to trial in the United States, Mueller’s team had indicted thirteen Russian nationals who led a troll farm to flood U.S. social media with phony stories to sow division and help Trump. They also indicted twelve Russian military intelligence officers who hacked internal Democratic Party emails and leaked them to hurt Hillary Clinton’s campaign. The Trump campaign had no known role in either operation. Zebley explained they had found insufficient evidence to suggest a conspiracy, “no campaign finance [violations], no issues found. . . . We have questions about [Paul] Manafort, but we’re very comfortable saying there was no collusion, no conspiracy.” Then Quarles talked about the obstruction of justice portion. “We’re going to follow the OLC opinion and conclude it wasn’t appropriate for us to make a final determination as to whether or not there was a crime,” he said. “We’re going to report the facts, the analysis, and leave it there. We are not going to say we would indict but for the OLC opinion.

They had taken it down, and they wanted to show who had done it. The Stars and Stripes had earned its place. Berntson continued jotting down Christmas’s words: “‘Proudest moment of my life—to be given opp to do it’ . . . ‘main thought was getting the flag up—so it would fly and everyone could see that flag flying’ . . . The men around Christmas were still loading up the wounded and dead. “I don’t think my men are going to like that,” he said. “That doesn’t make any difference,” said one. “You are violating protocol.” “Well, I’ll tell you what,” said Christmas. “If you want to take the flag down, you guys go take it down. But I cannot be responsible for all of my men.” Kaczmarek, who was sitting close enough to overhear the exchange, chose that moment to reposition his rifle. The majors left. The flag remained. Christmas had a gunny sergeant haul it down at sunset, and the next morning a bright yellow South Vietnamese flag flew in its place. But watching Old Glory run up that afternoon was a sight none of the marines who witnessed it would ever regret, or forget.

Daoist Ordination – Receiving a valid “Lu” 收录 Register Since returning to the US, and living in Los Angeles, many (ie, truly many) people have come to visit my office and library, asking about Daoist "Lu" 录registers, and whether or not they can be purchased from self declared “Daoist Masters” in the United States. The Daoist Lu register and ordination ritual can only be transmitted in Chinese, after 10+ years of study with a master, learning how to chant Zhengyi or Quanzhen music and liturgy, including the Daoist drum, flute, stringed instruments, and mudra, mantra, and visualization of spirits, where they are stored in the body, how they are summoned forth, for which one must be able to use Tang dynasty pronunciation of classical Chinese texts, ie “Tang wen” 唐文, to be effective and truly transmitted. Daoist meditation and ritual 金录醮,黄录斋 must all be a part of one's daily practice before going to Mt Longhu Shan and passing the test, which qualifies a person for one of the 9 grades of ordination (九品) the lowest of which is 9, highest is 1; grades 6 and above are never taught at Longhu Shan, only recognized in a "test", and awarded an appropriate grade ie rank, or title. Orthodox Longhu Shan Daoists may only pass on this knowledge to one offspring, and one chosen disciple, once in a lifetime, after which they must "pass on" (die) or be "wafted to heaven." Longmen Quanzhen Daoists, on the other hand, allow their knowledge to be transmitted and practiced, in classical Chinese, after living in a monastery and daily practice as a monk or nun. “Dao for $$$” low ranking Daoists at Longhu Shan accept money from foreign (mostly USA) commercial groups, and award illegitimate "licenses" for a large fee. Many (ie truly many) who have suffered from the huge price, and wrongful giving of "documents" have asked me this question, and shown me the documents they received. In all such cases, it is best to observe the warning of Confucius, "respect demonic spirits but keep a distance" 敬鬼神而遠之. One can study from holy nuns at Qingcheng shan, and Wudangshan, but it is best to keep safely away from “for profit” people who ask fees for going to Longhu Shan and receiving poorly translated English documents. It is a rule of Daoism, Laozi Ch 67, to respect all, with compassion, and never put oneself above others. The reason why so many Daoist and Buddhist masters do not come to the US is because of this commercial ie “for profit” instead of spiritual use, made from Daoist practices which must never be sold, or money taken for teaching / practicing, in which case true spiritual systems become ineffective. The ordination manual itself states the strict rule that the highly secret talisman, drawn with the tongue on the hard palate of the true Daoist, must never be drawn out in visible writing, or shown to anyone. Many of the phony Longhu Shan documents shown to me break this rule, and are therefore ineffective as well as law breaking. Respectfully submitted, 敬上 3-28-2015

The Seventh Central Pay Commission was appointed in February 2014 by the Government of India (Ministry of Finance) under the Chairmanship of Justice Ashok Kumar Mathur. The Commission has been given 18 months to make its recommendations. The terms of reference of the Commission are as follows:  1. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalisation and simplification therein as well as the specialised needs of various departments, agencies and services, in respect of the following categories of employees:-  (i) Central Government employees—industrial and non-industrial; (ii) Personnel belonging to the All India Services; (iii) Personnel of the Union Territories; (iv) Officers and employees of the Indian Audit and Accounts Department; (v) Members of the regulatory bodies (excluding the RBI) set up under the Acts of Parliament; and (vi) Officers and employees of the Supreme Court.   2. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as the retirement benefits of the personnel belonging to the Defence Forces, having regard to the historical and traditional parties, with due emphasis on the aspects unique to these personnel.   3. To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to the complex challenges of modern administration and the rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.   4. To examine the existing schemes of payment of bonus, keeping in view, inter-alia, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.   5. To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalisation and simplification with a view to ensuring that the pay structure is so designed as to take these into account.   6. To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).   7. To make recommendations on the above, keeping in view:  (i) the economic conditions in the country and the need for fiscal prudence; (ii) the need to ensure that adequate resources are available for developmental expenditures and welfare measures; (iii) the likely impact of the recommendations on the finances of the state governments, which usually adopt the recommendations with some modifications; (iv) the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and (v) the best global practices and their adaptability and relevance in Indian conditions.   8. To recommend the date of effect of its recommendations on all the above.

After only eight months in office, Meadows made national headlines by sending an open letter to the Republican leaders of the House demanding they use the “power of the purse” to kill the Affordable Care Act. By then, the law had been upheld by the Supreme Court and affirmed when voters reelected Obama in 2012. But Meadows argued that Republicans should sabotage it by refusing to appropriate any funds for its implementation. And, if they didn’t get their way, they would shut down the government. By fall, Meadows had succeeded in getting more than seventy-nine Republican congressmen to sign on to this plan, forcing Speaker of the House John Boehner, who had opposed the radical measure, to accede to their demands. Meadows later blamed the media for exaggerating his role, but he was hailed by his local Tea Party group as “our poster boy” and by CNN as the “architect” of the 2013 shutdown. The fanfare grew less positive when the radicals in Congress refused to back down, bringing virtually the entire federal government to a halt for sixteen days in October, leaving the country struggling to function without all but the most vital federal services. In Meadows’s district, day-care centers that were reliant on federal aid reportedly turned distraught families away, and nearby national parks were closed, bringing the tourist trade to a sputtering standstill. National polls showed public opinion was overwhelmingly against the shutdown. Even the Washington Post columnist Charles Krauthammer, a conservative, called the renegades “the Suicide Caucus.” But the gerrymandering of 2010 had created what Ryan Lizza of The New Yorker called a “historical oddity.” Political extremists now had no incentive to compromise, even with their own party’s leadership. To the contrary, the only threats faced by Republican members from the new, ultraconservative districts were primary challenges from even more conservative candidates. Statistics showed that the eighty members of the so-called Suicide Caucus were a strikingly unrepresentative minority. They represented only 18 percent of the country’s population and just a third of the overall Republican caucus in the House. Gerrymandering had made their districts far less ethnically diverse and further to the right than the country as a whole. They were anomalies, yet because of radicalization of the party’s donor base they wielded disproportionate power. “In previous eras,” Lizza noted, “ideologically extreme minorities could be controlled by party leadership. What’s new about the current House of Representatives is that party discipline has broken down on the Republican side.” Party bosses no longer ruled. Big outside money had failed to buy the 2012 presidential election, but it had nonetheless succeeded in paralyzing the U.S. government. Meadows of course was not able to engineer the government shutdown by himself. Ted Cruz, the junior senator from Texas, whose 2012 victory had also been fueled by right-wing outside money, orchestrated much of the congressional strategy.

While virtually every force continuum provides that such progressing through force options may not be appropriate in all use-of-force situations, the seed of hesitation is inescapably planted. The word continuum implies a sequential approach. The goal of force continua – using the least intrusive means to respond to a threat – simply is not constitutionally required. The law does not require officers to select the minimum force necessary, only a reasonable option.

I get up and stare out at the place where I live. I’m right at the heart of Planet Normal. Its strangest resident maybe, but I don’t care about that. I like a place where dads go to work in the mornings and people grumble when the post is late. If Rattigan’s army of the undead is out there waiting for me, they’re well disguised. There are some clouds dotting the sky. Those high stately ones that look like ships sailing in from the west. There aren’t many of them, though, and the sun is already well into its stride. It’s going to be hot. Drift downstairs. Eat a nectarine straight from the fridge. Make tea. Eat something else, because we citizens of Planet Normal don’t get by on a single nectarine. I unlock my garden shed and open a window in there, because if it’s hot outside, the shed can get boiling. It’ll be too hot even with the window open, but I lock up all the same. I always do. I’d intended to shower and stuff, but I did all that last night and I’ve already let too much time drift by to do it all again now. Sharp means sharp, now, Griffiths. Apart from sniffing my wrists to make sure they don’t smell of the firing range, I do as little as I can. But I have to get dressed. That’s easy, normally. Select a bland, appropriate outfit from the array of bland, appropriate outfits I have in my wardrobe. I used to own almost nothing that wasn’t black, navy, tan, white, charcoal or a pink so muted that you might as well call it beige. I never thought those colours suited me particularly. I didn’t have an opinion on the subject. It was just a question of following the golden rule: observe what others do, then follow suit. Many people find they get better results if they imagine themselves sitting before a large motion picture screen—and imagine that they are seeing a motion picture of themselves. The important thing is to make these pictures as vivid and as detailed as possible. You want your mental pictures to approximate actual experience as much as possible. The way to do this is pay attention to small details, sights, sounds, objects, in your imagined environment. One of my patients was using this exercise to overcome her fear of the dentist. She was unsuccessful, until she began to notice small details in her imagined picture—the smell of the antiseptic in the office, the feel of the leather on the chair arms, the sight of the dentist’s well-manicured nails as his hands approached her mouth, etc. Details of the imagined environment are all-important in this exercise, because for all practical purposes, you are creating a practice experience. And if the imagination is vivid enough and detailed enough, your imagination practice is equivalent to an actual experience, insofar as your nervous system is concerned. The next important thing to remember is that during this 30 minutes you see yourself acting and reacting appropriately, successfully, ideally. It doesn’t matter how you acted yesterday. You do not need to try to have faith you will act in the ideal way tomorrow. Your nervous system will take care of that in time—if you continue to practice. See yourself acting, feeling, “being,” as you want to be. Do not say to yourself, “I am going to act this way tomorrow.” Just say to yourself—“I am going to imagine myself acting in this way now—for 30 minutes—today.” Imagine how you would feel if you were already the sort of personality you want to be. If you have been shy and timid, see yourself moving among people with ease and poise—and feeling good because of it. If you have been fearful and anxious in certain situations—see yourself acting calmly and deliberately, acting with confidence and courage—and feeling expansive and confident because you are.

The prognosis for an officer with a traumatic physical injury is improved by early intervention due to personnel who are increasingly more skilled during each step in the process. The same situation applies to psychological injuries. Officers who receive the best psychological care the soonest are those who have the greatest long-term improvements (Artwohl & Christensen, 1997). Immediate intervention at the scene is vital, followed by more advanced care to ensure stability and to determine the next phase of appropriate assistance. Then finally, definitive care to put things back in order to manage the long-term effects of psychological injuries. Officers facing a traumatic stress injury resulting from a single incident, or officers reaching a breaking point from cumulative strain are in desperate need of some basic psychological first aid. This initial intervention commonly falls to the first responding unit or supervisor to arrive and find an officer in need. Nationwide most law enforcement officers lack the understanding to provide traumatic field care for psychological injury. While officers are trained with multiple options on how to deal with members of the public who have been traumatized as the victim of a crime, those in law enforcement rarely discuss how to take care of each other. The goal of the immediate response is to limit the chances of a temporary injury becoming a longer lasting wound in need of more serious care. On-scene psychological intervention is consistent with the model used when initially dealing with a physical injury, such as a gunshot wound in the field. One-on-one intervention should last no more than a half hour and result in the officer being assured his/her physical and mental responses are normal and they are not alone (Kates, 1999). This initial intervention will be rudimentary in nature, but, if handled properly, it sets the groundwork for all future interventions.

The order was; “Stand behind your chairs.” Usually bellowed by the deputy although Art and I occasionally got the chance. The seventy odd patients milling round in the dining gallery would stand behind their chairs in absolute silence. Years of institutional living had taught them that meals would only be served after a period of absolute silence, followed by grace. The charge, not leaving his chair, would open his office door and poking his head out would call. “For whayouare aboutorecieve maythelor mayoutruly thankful.” To which the patients would dutifully chorus “Amen” and sit down to eat. On this day the “Big Chief” was present and Art and I could tell things were going to be different. “Stand behind your chairs.” Was said. Nothing happened.—Louder, “Stand behind your chairs.” Nothing.—Art bellowed “Stand behind your chairs.” The effect was electric and the mass moved into its lunchtime position of silence standing behind their chairs in the dining room. The charge had slipped into his long white nursing coat. He was going to assist with lunch. He moved away from the side of the Physician Superintendent and stood in the centre of the dining room. There he adopted a posture which he adjudged spiritually appropriate. Hands clasped in front of him, eyes lowered, he bowed his head. Not wishing to get on the wrong side of our boss. Art and I stood one either side of him and followed suit. Absolute silence reigned. Before the charge could proceed any further with this charade the ward kitchen door opened to reveal Benny and Jimmy. They were two long standing ward worker patients who’s job it was to prepare the plates on the servery ready for the meal. Patients assisting with serving meals was against the “rules” and Benny realising that the Superintendent was present blurted out. “For Christ’s sake shut that bloody door.” Seventy nine patients solemnly responded with “Amen.” and promptly sat down in eager anticipation of their dinner. “I see.” said the Physician Superintendent and walked poker faced from the dining room with the red faced charge trailing in his wake. We never said Grace again after that.

As mentioned earlier, the officer class came from the narrow aristocracy of senators and equestrians. The great armies of the Republic were commanded by senators who had attained the rank of consul, the pinnacle of their society. Their training in military science came mainly from experience: until the later second century B.C., aspiring senators were required to serve in ten campaigns before they could hold political office 49 Intellectual education was brought to Rome by the Greeks and began to take hold in the Roman aristocracy sometime in the second century B.C.; thus it is the Greek Polybius who advocates a formal training for generals in tactics, astronomy, geometry, and history.50 And in fact some basic education in astronomy and geometry-which Polybius suggests would be useful for calculating, for example, the lengths of days and nights or the height of a city wall-was normal for a Roman aristocrat of the late Republic or the Principate. Aratus' verse composition on astronomy, several times translated into Latin, was especially popular.51 But by the late Republic the law requiring military service for office was long defunct; and Roman education as described by Seneca the Elder or Quintilian was designed mainly to produce orators. One cannot examine the actions of the Secret Service on November 22, 1963, without concluding that the Service stood down on protecting President Kennedy. Indeed, the 120-degree turn into Dealey Plaza violates Secret Service procedures, because it required the presidential limousine to come to a virtual stop. The reduction of the president’s motorcycle escort from six police motorcycles to two and the order for those two officers to ride behind the presidential limousine also violates standard Secret Service procedure. The failure to empty and secure the tall buildings on either side of the motorcade route through Dealey Plaza likewise violates formal procedure, as does the lack of any agents dispersed through the crowd gathered in Dealey Plaza. Readers who are interested in a comprehensive analysis of the Secret Service’s multiple failures and the conspicuous violation of longstanding Secret Service policies regarding the movement and protection of the president on November 22, 1963, should read Vince Palamara’s Survivor’s Guilt: The Secret Service and the Failure to Protect. The difference in JFK Secret Service protection and its adherence to the services standard required procedures in Chicago and Miami would be starkly different from the arrangements for Dallas. Palamara established that Agent Emory Roberts worked overtime to help both orchestrate the assassination and cover up the unusual actions of the Secret Service in the aftermath. Roberts was commander of the follow-up car trailing the presidential limousine. Roberts covered up the escapades of his fellow secret servicemen at The Cellar, a club in downtown Ft. Worth, where agents, some directly responsible for the safety of President Kennedy during the motorcade, drank until dawn on November 22. He also ordered a perplexed agent Donald Lawton off the back of the presidential limousine while at Love Field, thus giving the assassins clearer, more direct shots and more time to get them off. Also, although Roberts recognized rifle fire being discharged in Dealey Plaza, he neglected to mobilize any of the agents under his watch to act. To mask the inactivity of his agents, Roberts, in sworn testimony, falsely increased the speed of the cars (from 9–11 mph to 20–25 mph) and the distance between them (from five feet to 20–25 feet).85 No analysis of the Secret Service’s actions on the day of the assassination can be complete without mentioning that Secret Service director James Rowley was a former FBI agent and close ally of FBI Director J. Edgar Hoover, as well as a crony of Lyndon Johnson. Hoover was one of Johnson’s closest associates. The FBI Director would take the unusual step of flying to Dallas for a victory celebration in 1948 when Johnson illegally stole his Senate seat through election fraud. Johnson and Hoover were neighbors in the Foxhall Road area of the District of Columbia. Hoover’s budget would virtually triple during the years LBJ dominated the appropriations process as Senate Majority Leader. Rowley was a protégé of the director and one of the few men who left the FBI on good terms with Hoover. Rowley’s first public service job in the Roosevelt administration was arranged for him by LBJ. The neglect of assigning even one Secret Service agent to secure Dealey Plaza, as well as cleaning blood and other relatable pieces of evidence from the presidential limousine immediately following the assassination, seizing Kennedy’s body from Parkland Hospital to prevent a proper, well-documented autopsy, failing to record Oswald’s interrogation—all were important pieces of the assassination deftly executed by Rowley.

While earlier office technologies had supplemented workers and increased demand for them, the development of the microprocessor and computing technologies began to replace semiskilled service workers in many areas – for example, telephone operators and secretaries.20 The roboticisation of services is now gathering steam, with over 150,000 professional service robots sold in the past fifteen years.21 Under particular threat have been ‘routine’ jobs – jobs that can be codified into a series of steps. These are tasks that computers are perfectly suited to accomplish once a programmer has created the appropriate software, leading to a drastic reduction in the numbers of routine manual and cognitive jobs over the past four decades.22 The result has been a polarisation of the labour market, since many middle-wage, mid-skilled jobs are routine, and therefore subject to automation.23 Across both North America and Western Europe, the labour market is now characterised by a predominance of workers in low-skilled, low-wage manual and service jobs (for example, fast-food, retail, transport, hospitality and warehouse workers), along with a smaller number of workers in high-skilled, high-wage, non-routine cognitive jobs.24

But the issues that too often get addressed through policy and training are the legally-enforceable ones: Accepting inappropriate gifts, misuse of position, conflict of interest. Yet gaining the trust and cooperation of those we serve, dealing efficiently and dispassionately with those we pursue, using force effectively and humanely, are all reflections of the law enforcement officer’s personal ethics. Although the mission of the Marines is obviously very different from that of local, state, or federal law enforcement, their ethical construct is still appropriate for law enforcement. The Ethical Warrior, as defined by the Marines, is a “protector,” who protects and defends their life, the life of others, and all life, if possible. One grossly overweight young Sergeant I’d put on the PT and Personal Appearance platoon had written a letter complaining to his parents.  They wrote their congressman about how horrible I was treating their son, and we received a “CONGRINT” which stood for Congressional Interest inquiry.  This was a big deal; it got the attention of everyone from headquarters in Washington all the way down to the squadron.       When I showed it to Major Psaros he didn’t even blink.  He said, “Where is this guy?”      “Sir he’s a Sergeant down in radio repair and one hell of a technician.  He’s just a big chunky Italian looking kid and I think he came into the Marine Corps looking like a tub and they slimmed him down in boot camp.  But now he’s just reverted to his natural shape.  I bet his whole family looks just like this.  He’s not going to qualify for reenlistment because of his personal appearance and weight.  He’s one of the most productive technicians, but if he had to saddle up and go into combat I think he’d be a liability.”      “Get his ass up here and let me see what he looks like.”      I brought the Sergeant up to the CO’s office.  The Major took one look at him and said, “Marine, you look like a Technicolor Sea Bag in your uniform.  You’re fat and out of shape.  I’ll give you a month to start showing some major improvements or your career as a Marine will be coming to an end.”      After the Sergeant left Major Psaros told me to take a picture of him in his skivvies, front and side and bring him copies of all the appropriate Marine Corps orders on personal appearance and weight control.      The CO answered the CONGRINT with the pictures of the Sergeant in his skivvies and the copies of the orders.  He didn’t include anything else.  We never heard another word.

In the law enforcement and security professions most of the little training conducted surrounds physical skills training. Training focuses on firearm proficiency, how to swing and block with an impact weapon, use oleoresin capsicum (Pepper Spray), defensive tactics and handcuffing techniques. A small portion of time is spent talking about use of force decisions and filing appropriate reports as to the action taken by officers. Although there have been great strides in bringing new training techniques such as Redman suits, Sim-munitions and range 3000 simulators to combine the physical and mental realms of conflict. While this training is excellent, it is just a small part of the overall conditioning that must take place in the preparation of our profession.  This type of response training is called conditioned response.  It is a specific training for a specific reaction, and while it is important, does not fully prepare people for complex situations.

Draw a line in the sand As you get going, keep in mind why you’re doing what you’re doing. Great businesses have a point of view, not just a product or service. You have to believe in something. You need to have a backbone. You need to know what you’re willing to fight for. And then you need to show the world. A strong stand is how you attract superfans. They point to you and defend you. And they spread the word further, wider, and more passionately than any advertising could. Strong opinions aren’t free. You’ll turn some people off. They’ll accuse you of being arrogant and aloof. That’s life. For everyone who loves you, there will be others who hate you. If no one’s upset by what you’re saying, you’re probably not pushing hard enough. (And you’re probably boring, too.) Lots of people hate us because our products do less than the competition’s. They’re insulted when we refuse to include their pet feature. But we’re just as proud of what our products don’t do as we are of what they do. We design them to be simple because we believe most software is too complex: too many features, too many buttons, too much confusion. So we build software that’s the opposite of that. If what we make isn’t right for everyone, that’s OK. We’re willing to lose some customers if it means that others love our products intensely. That’s our line in the sand. When you don’t know what you believe, everything becomes an argument. Everything is debatable. But when you stand for something, decisions are obvious. For example, Whole Foods stands for selling the highest quality natural and organic products available. They don’t waste time deciding over and over again what’s appropriate. No one asks, “Should we sell this product that has artificial flavors?” There’s no debate. The answer is clear. That’s why you can’t buy a Coke or a Snickers there. This belief means the food is more expensive at Whole Foods. Some haters even call it Whole Paycheck and make fun of those who shop there. But so what? Whole Foods is doing pretty damn well. Another example is Vinnie’s Sub Shop, just down the street from our office in Chicago. They put this homemade basil oil on subs that’s just perfect. You better show up on time, though. Ask when they close and the woman behind the counter will respond, “We close when the bread runs out.” Really? “Yeah. We get our bread from the bakery down the street early in the morning, when it’s the freshest. Once we run out (usually around two or three p.m.), we close up shop. Reid and company were trying to make it so corporations and conservative interest groups would be muzzled, but unions and the Democrats’ tame press would be free to spew any kind of biased crap they like. If they can’t win elections fair and square, Democrats are more than willing to silence huge portions of the citizenry to stay in power.
