The news filled me with such euphoria that for an instant I was numb. It seemed to me that its central principle was the need or the desire? for perpetual conflict. The core of his thinking seemed to be that human struggles were the motivating force of history and that in order to make history 'class enemies' had to be continuously created en masse. I wondered whether there were any other philosophers whose theories had led to the suffering and death of so many. I thought of the terror and misery to which the Chinese population had been subjected. For what? But Mao's theory might just be the extension of his personality. He was, it seemed to me, really a restless fight promoter by nature, and good at it. He understood ugly human instincts such as envy and resentment, and knew how to mobilize them for his ends. He ruled by getting people to hate each other. In doing so, he got ordinary Chinese to carry out many of the tasks undertaken in other dictatorships by professional elites. Mao had managed to turn the people into the ultimate weapon of dictatorship. That was why under him there was no real equivalent of the KGB in China. There was no need. In bringing out and nourishing the worst in people, Mao had created a moral wasteland and a land of hatred. But how much individual responsibility ordinary people should share, I could not decide. The other hallmark of Maoism, it seemed to me, was the reign of ignorance. Because of his calculation that the cultured class were an easy target for a population that was largely illiterate, because of his own deep resentment of formal education and the educated, because of his megalomania, which led to his scorn for the great figures of Chinese culture, and because of his contempt for the areas of Chinese civilization that he did not understand, such as architecture, art, and music, Mao destroyed much of the country's cultural heritage. He left behind not only a brutalized nation, but also an ugly land with little of its past glory remaining or appreciated. The Chinese seemed to be mourning Mao in a heartfelt fashion. But I wondered how many of their tears were genuine. People had practiced acting to such a degree that they confused it with their true feelings. Weeping for Mao was perhaps just another programmed act in their programmed lives. Yet the mood of the nation was unmistakably against continuing Mao's policies. Less than a month after his death, on 6 October, Mme Mao was arrested, along with the other members of the Gang of Four. They had no support from anyone not the army, not the police, not even their own guards. They had had only Mao. The Gang of Four had held power only because it was really a Gang of Five. When I heard about the ease with which the Four had been removed, I felt a wave of sadness. How could such a small group of second-rate tyrants ravage 900 million people for so long? But my main feeling was joy. The last tyrants of the Cultural Revolution were finally gone.

But it is more than sharp enough to make a distinction between many physical theories on the one hand, and metaphysical theories, such as psychoanalysis, or Marxism (in its present form), on the other. This is, of course, one of my main theses; and nobody who has not understood it can be said to have understood my theory. The situation with Marxism is, incidentally, very different from that with psychoanalysis. Marxism was once a scientific theory: it predicted that capitalism would lead to increasing misery and, through a more or less mild revolution, to socialism; it predicted that this would happen first in the technically highest developed countries; and it predicted that the technical evolution of the 'means of production' would lead to social, political, and ideological developments, rather than the other way round. But the (so-called) socialist revolution came first in one of the technically backward countries. And instead of the means of production producing a new ideology, it was Lenin's and Stalin's ideology that Russia must push forward with its industrialization ('Socialism is dictatorship of the proletariat plus electrification') which promoted the new development of the means of production. Thus one might say that Marxism was once a science, but one which was refuted by some of the facts which happened to clash with its predictions (I have here mentioned just a few of these facts). However, Marxism is no longer a science; for it broke the methodological rule that we must accept falsification, and it immunized itself against the most blatant refutations of its predictions. Ever since then, it can be described only as nonscience—as a metaphysical dream, if you like, married to a cruel reality. Psychoanalysis is a very different case. It is an interesting psychological metaphysics (and no doubt there is some truth in it, as there is so often in metaphysical ideas), but it never was a science. There may be lots of people who are Freudian or Adlerian cases: Freud himself was clearly a Freudian case, and Adler an Adlerian case. But what prevents their theories from being scientific in the sense here described is, very simply, that they do not exclude any physically possible human behaviour. Whatever anybody may do is, in principle, explicable in Freudian or Adlerian terms. (Adler's break with Freud was more Adlerian than Freudian, but Freud never looked on it as a refutation of his theory.) The point is very clear. Neither Freud nor Adler excludes any particular person's acting in any particular way, whatever the outward circumstances. Whether a man sacrificed his life to rescue a drowning, child (a case of sublimation) or whether he murdered the child by drowning him (a case of repression) could not possibly be predicted or excluded by Freud's theory; the theory was compatible with everything that could happen—even without any special immunization treatment. Thus while Marxism became non-scientific by its adoption of an immunizing strategy, psychoanalysis was immune to start with, and remained so. In contrast, most physical theories are pretty free of immunizing tactics and highly falsifiable to start with. As a rule, they exclude an infinity of conceivable possibilities.

It is not quite true that the Swiss do not have a government. What they do not have is a large central government, or what the common discourse describes as “the” government— what governs them is entirely bottom-up, municipal of sorts, regional entities called cantons, near-sovereign mini-states united in a confederation. There is plenty of volatility, with enmities between residents that stay at the level of fights over water fountains or other such uninspiring debates. This is not necessarily pleasant, since neighbors are transformed into busybodies— this is a dictatorship from the bottom, not from the top, but a dictatorship nevertheless. Jung wrote in 1938 "Any large company composed of wholly admirable persons has the morality and intelligence of an unwieldy, stupid, and violent animal. The bigger the organization, the more unavoidable is its immorality and blind stupidity." Each of these systems promotes itself by pointing out the moral failings of the other, but these moral failings are actually failings brought about by people acting within the context of large organizations. What is truly needed is to learn a structure of organization of human beings that provides for the organized group the same capacity and propensity for moral behavior that is possessed by individuals.

Disinformation has become the bubonic plague of our contemporary life. Marx used disinformation to depict money as an odious instrument of capitalist exploitation. Lenin's disinformation brought Marx's utopian communism to life. Hitler resorted to disinformation to portray the Jews as an inferior and loathsome race so as to rationalize his Holocaust. Disinformation was the tool used by Stalin to dispossess a third of the world and to transform it into a string of gulags. Khrushchev's disinformation widened the gap between Christianity and Judaism. Andropov's disinformation turned the Islamic world against the US and ignited the international terrorism that threatens us today. Disinformation has also generated worldwide disrespect and even contempt for the US and its leaders.

St Alexander, his friends, and mentors opposed National Socialism primarily from the standpoint of their Christian faith. They perceived Nazi ideology as an assault on Truth. In the ambition of the Nazi creed to destroy the existing order of society, in its fierce determination to annihilate Jews, Slavs, Gypsies, and all whom it deemed unworthy of existence, the White Rose saw an assault on the very concept of Man who was created in God’s image. It was an assault on God himself. The authors of the White Rose leaflets, Alexander and Hans, ascribe a spiritual significance to their resistance to Nazism, which they call “the dictatorship of evil.”255 In their fourth leaflet, they present this resistance as a struggle against “the National Socialist terrorist state … the struggle against the devil, against the servants of Antichrist.” It is of utmost importance, they continue, to realize that everywhere and at all times, demons have been lurking in the dark, waiting for the moment when man is weak; when of his own volition he leaves his place in the order of Creation as founded for him by God in freedom; when he yields to the force of evil, separates himself from the powers of a higher order and, after voluntarily taking the first step, is driven on to the next and the next at a furiously accelerating pace. One must therefore cling to God, as “of course man is free, but without God he is defenseless against evil. He is like a rudderless ship, at the mercy of the storm, an infant without his mother, a cloud dissolving into thin air.” The accuracy of the young people’s perception of the fundamental antagonism of National Socialism to Christianity was corroborated by the Nazis themselves (although, like the Communists in Russia, they made efforts to disguise and deny this). In a secret circular of June 9, 1941, Martin Bormann, Hitler’s second in command, divulged the fact that the repressive measures against the Churches of Germany were aimed against Christianity itself. The circular opened with the following words: “National Socialism and Christianity are irreconcilable.”256 In a private conversation, the head of the dreaded SS, Heinrich Himmler, boasted that “We shall not rest until we have rooted out Christianity.

The cardinal error of the Germans who opposed Nazism was their failure to unite against it. But the 63 per cent of the German people who expressed their opposition to Hitler were much too divided and shortsighted to combine against a common danger which they must have known would overwhelm them unless they united, however temporarily, to stamp it out. The Communists, at the behest of Moscow, were committed to the last to the silly idea of first destroying the Social Democrats, the Socialist trade unions and what middle-class democratic forces there were, on the dubious theory that although this would lead to a Nazi regime it would be only temporary and would bring inevitably the collapse of capitalism, after which the Communists would take over and establish the dictatorship of the proletariat. Fascism, in the Bolshevik Marxist view, represented the last stage of a dying capitalism; after that, the Communist deluge!

Somehow simultaneously cherubic and menacing in appearance, Huey Long was a populist, a rule breaker, a shockingly gifted orator, and a thug. He once commanded National Guard troops to mount an actual true-blue armed military assault on the municipal government of the largest city in his state. The man launched an armed invasion of New Orleans!—and got away with it. The best contemporaneous biography of Long in Louisiana was subtitled “The American Rehearsal for Dictatorship.

José Martí, born on January 28, 1853, is known as the George Washington of Cuba, or is perhaps better identified with Simon Bolivar, the liberator of South America. Although he admired and visited the United States, José Martí realized that not only would he have to free his country from Spain, he would also have to prevent the United States from interfering in Cuba’s internal affairs. By his admirers, he was considered a great Latin American intellectual, and his newspaper Patria became the voice of “Cuban Independence.” After years of suppression, the Cuban struggle for independence began in 1868. At the age of 17, José Martí was jailed in Cuba and then exiled to Spain because of his revolutionary activities. It was during this time in his life that he published a pamphlet describing the atrocities he had experienced while being imprisoned in Cuba. He strongly believed in racial equality and denounced the horrors of people having to live under a dictatorship. In 1878, Martí was allowed to return to Cuba under a general amnesty, but was once again banished from Cuba after being accused of conspiracy against the Spanish authorities. From 1881 to 1895, he lived and worked in New York City. Moving to Florida, he organized forces for a three-pronged attack supporting the smoldering Cuban War of Independence. It was during one of the first battles that he was killed at the Battle of Dos Ríos in Cuba, and thus became a national hero and martyr when he was only 42 years old.

Although my own position is, I believe, clearly enough implied in the text, I may perhaps briefly formulate what seems to me the most important principles of humanitarian and equalitarian ethics. (1) Tolerance towards all who are not intolerant and who do not propagate intolerance. This implies, especially, that the moral decisions of others should be treated with respect, as long as such decisions do not conflict with the principle of tolerance. (2) The recognition that all moral urgency has its basis in the urgency of suffering or pain. I suggest, for this reason, to replace the utilitarian formula 'Aim at the greatest amount of happiness for the greatest number', or briefly, 'Maximize happiness' by the formula 'The least amount of avoidable suffering for all', or briefly, 'Minimize suffering'. Such a simple formula can, I believe, be made one of the fundamental principles (admittedly not the only one) of public policy. (The principle 'Maximize happiness', in contrast, seems to be apt to produce a benevolent dictatorship.) We should realize that from the moral point of view suffering and happiness must not be treated as symmetrical; that is to say, the promotion of happiness is in any case much less urgent than the rendering of help to those who suffer, and the attempt to prevent suffering. (The latter task has little to do with 'matters of taste', the former much.) (3) The fight against tyranny; or in other words, the attempt to safeguard the other principles by the institutional means of a legislation rather than by the benevolence of persons in power.

These four changes—in the nature of work, education, social values, and communication technology—make it harder for dictators to dominate citizens in the old way. Harsh laws and bureaucratic regulations provoke furious responses from previously docile groups. These groups have new skills and networks that help them resist. At the same time, violent repression and comprehensive censorship destroy the innovation now central to progress. Eventually, the expansion of the highly educated, creative class, with its demands for self-expression and participation, makes it difficult to resist a move to some form of democracy. But so long as this class is not too large and the leader has the resources to co-opt or censor its members, an alternative is spin dictatorship. At least for a while, the ruler can buy off the informed with government contracts and privileges. So long as they stay loyal, he can tolerate their niche magazines, websites, and international networking events. He can even hire the creative types to design an alternative reality for the masses. This strategy will not work against a Sakharov. But Sakharovs are rare. With a modern, centrally controlled mass media, they pose little threat. Co-opting the informed takes resources. When these run low, spin dictators turn to censorship, which is often cheaper. They need not censor everything. All that really matters is to stop opposition media reaching a mass audience. And here the uneven dynamics of cultural change help. Early in the postindustrial era, most people still have industrial-era values. They are conformist and risk averse. The less educated are alienated from the creative types by resentment, economic anxiety, and attachment to tradition. Spin dictators can exploit these sentiments, rallying the remaining workers against the “counterculture” while branding the intellectuals as disloyal, sacrilegious, or sexually deviant. Such smears inoculate the leader’s base against opposition revelations. As long as the informed are not too strong, manipulation works well. Dictators can resist political demands without destroying the creative economy or revealing their own brutality to the public.

If we must talk here about interference by one nation in another's affairs, let us talk of this American interference in every nation's affairs. Is there a nation on the face of the earth to-day except Russian and her so-called satellites which can hold up its head and say it is independent of the American dollar? We are all on our knees, and we won't admit it. Our American masters do not need arms and occupation; capital is enough. As Hamas’s rocket stockpiles dwindled, it reduced the number of rockets launched nightly but increased the range to Tel Aviv and beyond. Several of my conversations with Obama were interrupted by sirens. “Sorry, Barack,” I’d say. “I’m afraid we’ll have to resume our conversation in a few minutes.” With the rest of the staff I had forty-five seconds to go into underground shelters, returning after getting the all-clear sign. These live interruptions strengthened my argument for taking increasingly powerful actions against Hamas. And so we did. The IAF destroyed more and more enemy targets. Hamas panicked and became careless. Our intelligence identified the locations of their commanders. We targeted them and delivered painful blows to their hierarchy. Hamas then shifted their command posts to high-rises, believing they would be immune to our strikes. Using a technique called “knock on roof,” the air force fired nonlethal warning shots on the roofs of the buildings. Along with phone calls to the building occupants, these warnings enabled them to leave the premises unharmed. The IDF flattened several high-rise buildings with no civilian casualties. The sight of these collapsing towers sent Hamas a powerful message of demoralization and fear. This was literally “you can climb but you can’t hide.” Desperation was seeping through Hamas ranks. Arguments began to flare between Mashal in Qatar and the ground command in Gaza, which was suffering the brunt of our attacks. Eventually they caved. In the talks with Egypt they rescinded all their demands and agreed to an unconditional cease-fire that went into effect on August 26, 2014. After fifty days, Protective Edge was over. Sixty-seven IDF soldiers, five Israeli civilians, including one child, and a Thai civilian working in Israel lost their lives in the war. There were 4,564 rockets and mortars fired at Israel from Gaza, nearly all from civilian neighborhoods. The Iron Dome system intercepted 86 percent of them.4 The IDF killed 2,125 Gazans,5 roughly two-thirds of whom were members of Hamas, Palestinian Islamic Jihad and other Palestinian terrorist groups. A third were civilians who were often used by the terrorists as human shields. Colonel Richard Kemp, the commander of British forces in Afghanistan, said that “the IDF took measures to limit civilian casualties never taken by any Western army in similar situations.” At least twenty-three Palestinian civilians were executed by Hamas over false accusations of colluding with Israel. In reality many had simply criticized the devastation of Gaza brought about by Hamas’s aggression against Israel.6 Hamas leaders emerged from their bunkers. Surveying the rubble, they predictably declared victory. This is what all dictatorships do. They are not accountable to the facts or to their people. Less predictably, Palestinian Authority chairman Mahmoud Abbas admitted that Hamas was severely weakened and achieved none of its demands.7 With the
