I stopped in a parking place to look at her and the necklace bridge over the entrance from the sea that led to her. Over the green higher hills to the south, the evening fog rolled like herds of sheep coming to cote in the golden city. I’ve never seen her more lovely. When I was a child and we were going to the City, I couldn’t sleep for several nights before, out of busting excitement. She leaves a mark.

The Middle West, such States for instance as Kansas, Colorado, Nebraska or Iowa, have an entirely different psychology from that of Florida or Lower California. Their habits of life, their modes of thought, even their language is different. Still further, it must also be considered that millions of foreigners and descendants of foreign born people live in the United States and are part of the entire population that is known as "American". Add to this more than 10 million negroes, not to mention the score of different Indian (red-skin) tribes, who are the real, indigenous Americans. In this conglomeration of races it is impossible to speak of the "average" American, nor can any adequate estimate of American psychology be made on such a basis.

I suggested that my experience in New Orleans working with the city's poorest people in the years before the storm had reflected the reality of third-world conditions in New Orleans, and that Katrina had not turned New Orleans into a third-world city but had only revealed it to the world as such. I explained that my work, running Reprieve, a charity that brought lawyers and volunteers to the Deep South from abroad to work on death penalty issues, had made it clear to me that much of the world had perceived this third-world reality, even if it was unnoticed by our own citizens. To try answer Ryan's question, I attempted to use my own experience to explain that for many people in New Orleans, and in poor communities across the country, the government was merely an antagonist, a terrible landlord, a jailer, and a prosecutor. As a lawyer assigned to indigent people under sentence of death and paid with tax dollars, I explained the difficulty of working with clients who stand to be executed and who are provided my services by the state, not because they deserve them, but because the Constitution requires that certain appeals to be filed before these people can be killed. The state is providing my clients with my assistance, maybe the first real assistance they have ever received from the state, so that the state can kill them. I explained my view that the country had grown complacent before Hurricane Katrina, believing that the civil rights struggle had been fought and won, as though having a national holiday for Martin Luther King, or an annual march by politicians over the bridge in Selma, Alabama, or a prosecution - forty years too late - of Edgar Ray Killen for the murder of civil rights workers in Philadelphia, Mississippi, were any more than gestures. Even though President Bush celebrates his birthday, wouldn't Dr. King cry if he could see how little things have changed since his death? If politicians or journalists went to Selma any other day of the year, they would see that it is a crumbling city suffering from all of the woes of the era before civil rights were won as well as new woes that have come about since. And does anyone really think that the Mississippi criminal justice system could possibly be a vessel of social change when it incarcerates a greater percentage of its population than almost any place in the world, other than Louisiana and Texas, and then compels these prisoners, most of whom are black, to work prison farms that their ancestors worked as chattel of other men? ... I hoped, out loud, that the post-Katrina experience could be a similar moment [to the Triangle Shirtwaist factory fiasco], in which the American people could act like the children in the story and declare that the emperor has no clothes, and hasn't for a long time. That, in light of Katrina, we could be visionary and bold about what people deserve. We could say straight out that there are people in this country who are racist, that minorities are still not getting a fair shake, and that Republican policies heartlessly disregard the needs of individual citizens and betray the common good. As I stood there, exhausted, in front of the thinning audience of New Yorkers, it seemed possible that New Orleans's destruction and the suffering of its citizens hadn't been in vain.

ARTICHOKE, BLUEBIRD, MKULTRA and MKSEARCH are precursors of mind control programs that are operational in the twenty first century. Human rights violations by psychiatrists must be ongoing in programs like COPPER GREEN, the interrogation program at Abu Ghraib prison in Iraq. Such programs must be carried out within CIA units like Task Force 121 (The Dallas Morning News, December 1, 2004, p. 1A). Information pointing to ongoing human rights violations by psychiatrists is available in publications like The New Yorker (see article by Seymour M. Hersh, May 24, 2004). Yes the indifference, silence, denial, and disinformation of organized medicine and psychiatry continue. In the last week of April 2004, a handful of the Abu Ghraib photographs were broadcast on 60 minutes and published in The New Yorker, and within a couple of days they had been rebroadcast and republished pretty much everywhere on earth. Overnight, the human pyramid, the hooded man on the box, the young woman soldier with a prisoner on a leash, and the corpse packed in ice had become the defining images of the Iraq war...Never before had such primal dungeon scenes been so baldly captured on camera...But above all, it was the posing soldiers, mugging for their buddies' cameras while dominating the prisoners in trophy stances, that gave the photographs the sense of unruly and unmediated reality. The staging was part of the reality they documented. And the grins, the thumbs-up, the arms crossed over puffed-out chests—all this unseemly swagger and self-regard was the height of amateurism. These soldier-photographers stood, at once, inside and outside the events they recorded, watching themselves take part in the spectacle, and their decision not to conceal but to reveal what they were doing indicated that they were not just amateur photographers, but amateur torturers. So the amateurism was not merely a formal dimension of the Abu Ghraib pictures. It was part of their content, part of what we saw in them, and it corresponded to an aspect of the Iraq War that troubled and baffled nearly everyone: the reckless and slapdash ineptitude with which it had been prosecuted. It was an amateur-run war, a murky and incoherent war. It was not clear why it was waged; too many reasons were given, none had held up, and the stories we invented to explain it to ourselves hardly seemed to matter, since once it was started the war had become its own engine—not a means to an end but an end in itself. What had been billed as a war of ideas and ideals had been exposed as a war of poses and posturing.

The suicide of a charismatic young Micronesian set off an epidemic of suicides that lasted for a decade. Putting a little gold box in the corner of a Columbia Record Club advertisement suddenly made record buying by mail seem irresistible. To look closely at complex behaviors like smoking or suicide or crime is to appreciate how suggestible we are in the face of what we see and hear, and how acutely sensitive we are to even the smallest details of everyday life. That's why social change is so volatile and so often inexplicable, because it is the nature of all of us to be volatile and inexplicable.

The NYPD has one of the lowest rates of officer shootings and killings in the country; it is recognized internationally for its professionalism and training standards. After years of ungrounded criticism from the press and activists, after highly publicized litigation and the passage of ill-considered laws—such as the one making officers financially liable for alleged “racial profiling”—NYPD officers have radically scaled back their discretionary activity. Pedestrian stops have dropped 80 percent citywide and almost 100 percent in some areas. The department is grappling with how to induce officers to use their lawful authority again to stop crime before it happens. Garner’s death was a heartbreaking tragedy, but the unjustified backlash against misdemeanor enforcement is likely to result in more tragedy for New Yorkers.

But it’s a class-divided society. It’s a rich cultural environment, full of galleries and incredible restaurants and museums and shows. But unless you’re wealthy, the city requires sacrifice to enjoy those things. Unless you are rich, you struggle every day. You grind. You ride the subway for two hours just to work at Starbucks. But there’s also nowhere else to be for professional networking. You can access the movers and shakers. You can be a mover and a shaker if you work hard enough. Just plug yourself into the scene, whatever your scene is. But what ends up happening— or what ended up happening to me— is an unplugging form family life, an unplugging from the things that make you feel whole and rooted. While living in New York, I eventually came to realize that for every good thing about the city, there was also a dark side. We go to New York to make our careers, but we end up stepping over homeless people on the sidewalk on our way to work. Successful New Yorkers can ignore those dark sides, but I could not.

Is it all just designed to keep us looking down, or to give us the illusion that we have some sort of control over our chaotic lives? Will you do me a small favor, dears, and look up? Especially you New Yorkers and Londoners and other city dwellers who cross all those busy streets. How else will you take in the majesty of the buildings that have stood there for hundreds of years? How else will you run into an acquaintance on the street who might turn into a friend or a lover or even just recommend a good restaurant that no one has complained about on that app yet? If you never look out the window of the subway car, how will you see the boats gliding by on the East River, or have an idea that only you could have? Just look up for no reason, just for a moment here and there, or maybe for an entire day once in a while. Let the likes go unchecked and the quality of sleep go unnoticed. Que sera sera, my dears—whatever will be will be, whether we’re tracking it on our GPS devices or not.

I hate the Fourth of July. The early middle age of summer. Everything is alive and kicking for now, but the eventual decline into fall has already set itself in motion. Some of the lesser shrubs and bushes, seared by the heat, are starting to resemble a bad peroxide job. The heat reaches a blazing peak, but summer is lying to itself, burning out like some alcoholic genius. And you start to wonder - what have I done with June? The poorest of the lot - the Vladeck House project dwellers who live beneath my co-op - seem to take summer in stride; they groan and sweat, drink the wrong kind of lager, make love, the squat children completing mad circles around them by foot or mountain bike. But for the more competitive of New Yorkers, even for me, the summer is there to be slurped up. We know summer is the height of being alive. We don’t believe in God or the prospect of an afterlife mostly, so we know that we’re only given eighty summers or so per lifetime, and each one has to be better than the last, has to encompass a trip to that arts center up at Bard, a seemingly mellow game of badminton over at some yahoo’s Vermont cottage, and a cool, wet, slightly dangerous kayak trip down an unforgiving river. Otherwise, how would you know that you have lived summertime best? What if you missed out on some morsel of shaded nirvana?

I have talked to many people about this and it seems to be a kind of mystical experience. The preparation is unconscious, the realization happens in a flaming second. It was on Third Avenue. The trains were grinding over my head. The snow was nearly waist-high in the gutters and uncollected garbage was scattered in a dirty mess. The wind was cold, and frozen pieces of paper went scraping along the pavement. I stopped to look in a drug-store window where a latex cooch dancer was undulating by a concealed motor–and something burst in my head, a kind of light and a kind of feeling blended into an emotion which if it had spoken would have said, “My God! I belong here. Isn’t this wonderful?” Everything fell into place. I saw every face I passed. I noticed every doorway and the stairways to apartments. I looked across the street at the windows, lace curtains and potted geraniums through sooty glass. It was beautiful–but most important, I was part of it. I was no longer a stranger. I had become a New Yorker. Now there may be people who move easily into New York without travail, but most I have talked to about it have had some kind of trial by torture before acceptance. And the acceptance is a double thing. It seems to me that the city finally accepts you just as you finally accept the city. A young man in a small town, a frog in a small puddle, if he kicks his feet is able to make waves, get mud in his neighbor’s eyes–make some impression. He is known. His family is known. People watch him with some interest, whether kindly or maliciously. He comes to New York and no matter what he does, no one is impressed. He challenges the city to fight and it licks him without being aware of him. This is a dreadful blow to a small-town ego. He hates the organism that ignores him. He hates the people who look through him. And then one day he falls into place, accepts the city and does not fight it any more. It is too huge to notice him and suddenly the fact that it doesn’t notice him becomes the most delightful thing in the world. His self-consciousness evaporates. If he is dressed superbly well–there are half a million people dressed equally well. If he is in rags–there are a million ragged people. If he is tall, it is a city of tall people. If he is short the streets are full of dwarfs; if ugly, ten perfect horrors pass him in one block; if beautiful, the competition is overwhelming. If he is talented, talent is a dime a dozen. If he tries to make an impression by wearing a toga–there’s a man down the street in a leopard skin. Whatever he does or says or wears or thinks he is not unique. Once accepted this gives him perfect freedom to be himself, but unaccepted it horrifies him. I don’t think New York City is like other cities. It does not have character like Los Angeles or New Orleans. It is all characters–in fact, it is everything. It can destroy a man, but if his eyes are open it cannot bore him. New York is an ugly city, a dirty city. Its climate is a scandal, its politics are used to frighten children, its traffic is madness, its competition is murderous. But there is one thing about it–once you have lived in New York and it has become your home, no place else is good enough. All of everything is concentrated here, population, theatre, art, writing, publishing, importing, business, murder, mugging, luxury, poverty. It is all of everything. It goes all right. It is tireless and its air is charged with energy. I can work longer and harder without weariness in New York than anyplace else….

It is already apparent that the word 'Fascist' will be one of the hardest-worked words in the Presidential campaign. Henry Wallace called some people Fascists the other day in a speech and next day up jumped Harrison Spangler, the Republican, to remark that if there were any Fascists in this country you would find them in the New Deal's palace guard. It is getting so a Fascist is a man who votes the other way. Persons who vote your way, of course, continue to be 'right-minded people.' We are sorry to see this misuse of the word 'Fascist.' If we recall matters, a Fascist is a member of the Fascist party or a believer in Fascist ideals. These are: a nation founded on bloodlines, political expansion by surprise and war, murder or detention of unbelievers, transcendence of state over individual, obedience to one leader, contempt for parliamentary forms, plus some miscellaneous gymnastics for the young and a general feeling of elation. It seems to us that there are many New Deal Democrats who do not subscribe to such a program, also many aspiring Republicans. Other millions of Americans are nonsubscribers. It's too bad to emasculate the word 'Fascist' by using it on persons whose only offense is that they vote the wrong ticket. The word should be saved for use in cases where it applies, as it does to members of our Ku Klux Klan, for instance, whose beliefs and practices are identical with Fascism. Unfortunately (or perhaps fortunately), there is a certain quality in Fascism which is quite close to a certain quality in nationalism. Fascism is openly against people-in-general, in favor of people-in-particular. Nationalism, although in theory not dedicated to such an idea, actually works against people-in-general because of its preoccupation with people-in-particular. It reminds one of Fascism, also, in its determination to stabilize its own position by whatever haphazard means present themselves--by treaties, policies, balances, agreements, pacts, and the jockeying for position which is summed up in the term 'diplomacy.' This doesn't make an America Firster a Fascist. It simply makes him, in our opinion, a man who hasn't grown into his pants yet. The persons who have written most persuasively against nationalism are the young soldiers who have got far enough from our shores to see the amazing implications of a planet. Once you see it, you never forget it.
