In 1969 the Khmer Rouge numbered only about 4,000. By 1975 their numbers were enough to defeat the government forces. Their victory was greatly helped by the American attack on Cambodia, which was carried out as an extension of the Vietnam War. In 1970 a military coup led by Lon Nol, possibly with American support, overthrew the government of Prince Sihanouk, and American and South Vietnamese troops entered Cambodia. One estimate is that 600,000 people, nearly 10 per cent of the Cambodian population, were killed in this extension of the war. Another estimate puts the deaths from the American bombing at 1000,000 peasants. From 1972 to 1973, the quantity of bombs dropped on Cambodia was well over three times that dropped on Japan in the Second World War. The decision to bomb was taken by Richard Nixon and Henry Kissinger and was originally justified on the grounds that North Vietnamese bases had been set up in Cambodia. The intention (according to a later defence by Kissinger’s aide, Peter W. Rodman) was to target only places with few Cambodians: ‘From the Joint Chiefs’ memorandum of April 9, 1969, the White House selected as targets only six base areas minimally populated by civilians. The target areas were given the codenames BREAKFAST, LUNCH, DINNER, SUPPER, SNACK, and DESSERT; the overall programme was given the name MENU.’ Rodman makes the point that SUPPER, for instance, had troop concentrations, anti-aircraft, artillery, rocket and mortar positions, together with other military targets. Even if relatively few Cambodians were killed by the unpleasantly names items on the MENU, each of them was a person leading a life in a country not at war with the United States. And, as the bombing continued, these relative restraints were loosened. To these political decisions, physical and psychological distance made their familiar contribution. Roger Morris, a member of Kissinger’s staff, later described the deadened human responses: Though they spoke of terrible human suffering reality was sealed off by their trite, lifeless vernacular: 'capabilities', 'objectives', 'our chips', 'giveaway'. It was a matter, too, of culture and style. They spoke with the cool, deliberate detachment of men who believe the banishment of feeling renders them wise and, more important, credible to other men… They neither understood the foreign policy they were dealing with, nor were deeply moved by the bloodshed and suffering they administered to their stereo-types. On the ground the stereotypes were replaced by people. In the villages hit by bombs and napalm, peasants were wounded or killed, often being burnt to death. Those who left alive took refuge in the forests. One Western ob-server commented, ‘it is difficult to imagine the intensity of their hatred to-wards those who are destroying their villages and property’. A raid killed twenty people in the village of Chalong. Afterwards seventy people from Chalong joined the Khmer Rouge. Prince Sihanouk said that Richard Nixon and Henry Kissinger created the Khmer Rouge by expanding the war into Cambodia.

As Allied forces moved into Hitler’s Fortress Europe, Roosevelt and his circle were confronted with new evidence of the Holocaust. In early 1942, he had been given information that Adolf Hitler was quietly fulfilling his threat to “annihilate the Jewish race.” Rabbi Stephen Wise asked the President that December 1942 to inform the world about “the most overwhelming disaster of Jewish history” and “try to stop it.” Although he was willing to warn the world about the impending catastrophe and insisted that there be war crimes commissions when the conflict was over, Roosevelt told Wise that punishment for such crimes would probably have to await the end of the fighting, so his own solution was to “win the war.” The problem with this approach was that by the time of an Allied victory, much of world Jewry might have been annihilated. By June 1944, the Germans had removed more than half of Hungary’s 750,000 Jews, and some Jewish leaders were asking the Allies to bomb railways from Hungary to the Auschwitz death camp in Poland. In response, Churchill told his Foreign Secretary, Anthony Eden, that the murder of the Jews was “probably the greatest and most horrible crime ever committed in the whole history of the world,” and ordered him to get “everything” he could out of the British Air Force. But the Prime Minister was told that American bombers were better positioned to do the job. At the Pentagon, Stimson consulted John McCloy, who later insisted, for decades, that he had “never talked” with Roosevelt about the option of bombing the railroad lines or death camps. But in 1986, McCloy changed his story during a taped conversation with Henry Morgenthau’s son, Henry III, who was researching a family history. The ninety-one-year-old McCloy insisted that he had indeed raised the idea with the President, and that Roosevelt became “irate” and “made it very clear” that bombing Auschwitz “wouldn’t have done any good.” By McCloy’s new account, Roosevelt “took it out of my hands” and warned that “if it’s successful, it’ll be more provocative” and “we’ll be accused of participating in this horrible business,” as well as “bombing innocent people.” McCloy went on, “I didn’t want to bomb Auschwitz,” adding that “it seemed to be a bunch of fanatic Jews who seemed to think that if you didn’t bomb, it was an indication of lack of venom against Hitler.” If McCloy’s memory was reliable, then, just as with the Japanese internment, Roosevelt had used the discreet younger man to discuss a decision for which he knew he might be criticized by history, and which might conceivably have become an issue in the 1944 campaign. This approach to the possible bombing of the camps would allow the President to explain, if it became necessary, that the issue had been resolved at a lower level by the military. In retrospect, the President should have considered the bombing proposal more seriously. Approving it might have required him to slightly revise his insistence that the Allies’ sole aim should be winning the war, as he did on at least a few other occasions. But such a decision might have saved lives and shown future generations that, like Churchill, he understood the importance of the Holocaust as a crime unparalleled in world history.*

One government policy that libertarians accept is provisions of national defense, since no private solution is likely to prove satisfactory. A private group that attempted to field an army and defend the country would find it difficult to exclude any individual person from the benefits of its protection, since any activities that deterred potential attacks or warded off actual attacks would defend everyone within the country. Thus, most people would not voluntarily pay for national defense provided by a private group, so it is hard for such an activity to be profitable enough to induce adequate private provision. That is, national defenses is what economists refer to as public good. The conclusion that government should provide some national defense applies to narrow self-defense activities, such as fielding an army that deters enemy attacks and responds to attacks that do occur. In practice, however, nations perform many inappropriate actions under the mantle self-defense, most of them harmful. On action that goes beyond strict self-defense is preemptive attacks on other countries, as in the invasion of Iraq. In rare instances preemptive strikes might be legitimate self-defense, and by moving first and preventing extended conflict, a government might save lives and property both at home and in the threatening country...In most instances of preemptive attack, however, the threat is not obvious, undeniable, or imminent. The justification for military action is therefor readily misused whenever leaders have other agendas but wish to hide behind the guise of self defense. Thus, preemptive national defense deserves extreme suspicion, and most such actions are not wise uses of government resources. Another problematic use of a country's self defense capabilities is humanitarian or national-building efforts that purport to help other countries. One objection to such actions might be that the helping country pays the costs while foreigners receive the benefits, but this is not the right criticism. The compassion argument for redistributing income holds that government should be willing to impose costs on society generally to raise the welfare of the least fortunate members. It is hard to see how logic would apply only to people who already residents of a given country.

Congressmen and -women have sabotaged their own institution’s ability to do that for us. They have smashed the tools it possessed to help fashion laws in the public interest. They have crippled their own capacity to come to independent conclusions as to the nature of the problems such laws would address. Congress has been disabled from inside. Most of this happened in one of those revisions of the House of Representatives’ internal rules when an election flipped the majority party. It was January 1995, and a last-minute geyser of campaign cash had delivered an upset Republican victory two months before. Newt Gingrich held the gavel. The very first provision of the new rules he hammered through on January 5 reads: “In the One Hundred Fourth Congress, the total number of staff of House committees shall be at least one-third less than the corresponding total in the One Hundred Third Congress.” Congressional staffers are the citizens’ subject matter experts. Over years, these scientists and auditors and lawyers and military veterans build up historical knowledge on the complex issues that jostle for House and Senate attention. They help members, who have to be generalists, drill down into specifics. Cut staffs, and members lose the bandwidth to craft wise legislation, the expertise to ask telling questions in hearings—the ability to hold oversight hearings at all. The Congressional Research Service, the Government Accountability Office, the Congressional Budget Office all suffered the cuts. The Office of Technology Assessment was abolished—because, in 1995, what new technology could possibly be poised on the horizon? Democrats, when they regained control of the House, did not repair the damage. Today, the number of staff fielding thousands of corporate lobbyists or fact-checking their jive remains lower than it was a quarter century ago.

Vice Admiral William S. Pye relieved Admiral Kimmel on 17 December 1941 as temporary Commander of the Fleet. He was number two in the fleet echelon of command and assumed the job as additional duty until a regular relief arrived. Admiral Pye was hard put to decide whether to take action in relieving Wake Island. He had two task forces near enough to the island to subject the Japanese forces to an aircraft carrier raid. But to do so required him to risk the loss of a carrier, which at that stage he could ill afford. Hindsight proves that action even against the land-based planes of the Japanese from the Marshall Islands only about 500 miles away would have been successful. But Wake is nearer to Japan than Hawaii, and holding it would have been impossible without changing the whole complexion of the war which lay ahead. The relief of Wake would have prevented the capture of military and some 650 civilian personnel which the Japanese took into custody. There were a number of other considerations involved, including the state of the weather, the shortage of fleet oilers, and the lack of loading and unloading facilities at Wake. As it appears now, Admiral Pye acted wisely, about 22 December 1941, in sacrificing the manpower on Wake without risking the loss or crippling of one or more aircraft carriers. 7.

I left with it and later that evening I met a consultant, also from the Democratic side, who tried to put me wise to the first man’s failings. To be frank, I was left not knowing whom to believe. The consultant told me that these days he thinks it impossible for the US political system to throw up people or parties of true character, vision or integrity. (A businessman from the Republican side once told me the same thing.) Rather, the system is now ideal for hacks, ‘yes men’ and fodder for lobbyists. Political thinking has become institutionalised and incapable of solving the country’s problems. The press has lost character in proportion to the politician, and accepts their values and arguments almost without question. No matter how beautiful the natural world, we should remember that it is always conspiring to starve, sicken, and kill us, and that if we lacked the protective shield constituted by Culture as Security we would be devoured by wild animals, frozen by blizzards, prostrated by the heat of the desert, and starved by the fact that food does not simply manifest itself for our delectation. So there are two different ideologies—both of which are “correct,” but each of which tell only half the story.

All they could see was the bright red ball floating on top of the water far down in the well. The princes were disappointed because they could not continue with their game. Just then, they saw a young man dressed in black clothes passing by. From his dress, they knew immediately that was a sage, a wise and pious man with little concern for the cares of the world. They called out to him. “Sir, can you help us?” When he approached them, Durand, the eldest prince, told him how their ball had fallen into the well and they could not reach it. The man smiled. “You are princes of royal blood and you cannot solve such a simple problem?” he said. “Now watch me.” The princes looked on as the sage plucked a blade of grass, chanted some holy words and threw it into the well.   Amazingly, the blade of grass hit the surface of the ball and remained stuck on it. The sage took a second blade of grass and again after chanting some words, threw it into the well. The second blade of grass stuck to the first blade of grass. The man kept chanting and throwing blades of grass into the well. Each blade stuck to the earlier blade of grass and soon formed a chain leading to the very top of the well. The sage then used this to pull out the ball. The princes stared at him in astonishment.   Later, they told their grandfather what had happened. He then asked them to describe the man who he realised was none other than Sayer, a famous warrior who had given up fighting to become a sage. So their grandfather hastened to find him and never stopped until he persuaded Sayer to come and teach the princes how to shoot and to fight with a sword. Sayer faithfully taught the princes all kinds of warfare and military skills. As a result, the kingdom of Hastings became extremely powerful. In the process, Sayer became one of the most important and powerful men in the land. Moral of story: Once skills are learned they are not easily forgotten.
