The document begins: Among the future trends that will impact our national security is climate change. Rising global temperatures, changing precipitation patterns, climbing sea levels, and more extreme weather events will intensify the challenges of global instability, hunger, poverty, and conflict. They will likely lead to food and water shortages, pandemic disease, disputes over refugees and resources, and destruction by natural disasters in regions across the globe. In our defense strategy, we refer to climate change as a “threat multiplier” because it has the potential to exacerbate many of the challenges we are dealing with today—from infectious disease to terrorism. We are already beginning to see some of these impacts.

How is it possible to substantiate these miracles? The Jews, among whom they were said to have been performed, did not believe them. If we were all on board ship and there was trouble among the stewards, I can just conceive their chief spokesman looking with disfavor on anyone who stole away from the fierce debates in the saloon or pantry to take a breather on deck. So long as we write and talk about them we are much more likely to deter him from entering any Christian communion than to draw him into our own.

The ancient Romans built elaborate networks of pipes to deliver water where they wanted it to go. The networks were a marvel. But many of the pipes were made of lead, and the water carried the lead along with it. One school of thought regards this as part of the reason for the decline and fall of Rome: lead poisoning gradually took its toll, impairing the thought and judgment of many Romans, especially at the top. The theory is much disputed; perhaps it contains no truth. But as a metaphor it is irresistible. We have built networks for the delivery of information—the internet, and especially social media. These networks, too, are a marvel. But they also carry a kind of poison with them. The mind fed from those sources learns to subsist happily on quick reactions, easy certainties, one-liners, and rage. It craves confirmation and resents contradiction. Attention spans collapse; imbecility propagates, then seems normal, then is celebrated. The capacity for rational discourse between people who disagree gradually rots. I have a good deal more confidence in the lead-pipe theory of the internet, and its effect on our culture, than in the lead-pipe theory of the fall of Rome.

I quickly learned that the congressional delegation from Alaska was deeply committed to the oil industry and other commercial interests, and senatorial courtesy prevented other members from disputing with Senators Ted Stevens (Republican) and Mike Gravel (Democrat) over a matter involving their home state. Former Idaho governor Cecil Andrus, my secretary of interior, and I began to study the history of the controversy and maps of the disputed areas, and I flew over some of them a few times. Environmental groups and most indigenous natives were my allies, but professional hunters, loggers, fishers, and the Chambers of Commerce were aligned with the oil companies. All the odds were against us until Cecil discovered an ancient law, the Antiquities Act of 1906, which permitted a president to set aside an area for “the protection of objects of historic and scientific interest,” such as Indian burial grounds, artifacts, or perhaps an ancient church building or the site of a famous battle. This gave me the bargaining chip I needed, and I was able to prevail in the subsequent debates. My efforts were extremely unpopular in Alaska, and I had to have extra security on my visits. I remember that there was a state fair where people threw baseballs at two targets to plunge a clown into a tank of water. My face was on one target and Iran’s Ayatollah Khomeini’s on the other, and few people threw at the Ayatollah’s.

So what was this reincarnated ether, and what did it mean for Mach’s principle and for the question raised by Newton’s bucket?* Einstein had initially enthused that general relativity explained rotation as being simply a motion relative to other objects in space, just as Mach had argued. In other words, if you were inside a bucket that was dangling in empty space, with no other objects in the universe, there would be no way to tell if you were spinning or not. Einstein even wrote to Mach saying he should be pleased that his principle was supported by general relativity. Einstein had asserted this claim in a letter to Schwarzschild, the brilliant young scientist who had written to him from Germany’s Russian front during the war about the cosmological implications of general relativity. “Inertia is simply an interaction between masses, not an effect in which ‘space’ of itself is involved, separate from the observed mass,” Einstein had declared.23 But Schwarzschild disagreed with that assessment. And now, four years later, Einstein had changed his mind. In his Leiden speech, unlike in his 1916 interpretation of general relativity, Einstein accepted that his gravitational field theory implied that empty space had physical qualities. The mechanical behavior of an object hovering in empty space, like Newton’s bucket, “depends not only on relative velocities but also on its state of rotation.” And that meant “space is endowed with physical qualities.” As he admitted outright, this meant that he was now abandoning Mach’s principle. Among other things, Mach’s idea that inertia is caused by the presence of all of the distant bodies in the universe implied that these bodies could instantly have an effect on an object, even though they were far apart. Einstein’s theory of relativity did not accept instant actions at a distance. Even gravity did not exert its force instantly, but only through changes in the gravitational field that obeyed the speed limit of light. “Inertial resistance to acceleration in relation to distant masses supposes action at a distance,” Einstein lectured. “Because the modern physicist does not accept such a thing as action at a distance, he comes back to the ether, which has to serve as medium for the effects of inertia.”24 It is an issue that still causes dispute, but Einstein seemed to believe, at least when he gave his Leiden lecture, that according to general relativity as he now saw it, the water in Newton’s bucket would be pushed up the walls even if it were spinning in a universe devoid of any other objects. “In contradiction to what Mach would have predicted,” Brian Greene writes, “even in an otherwise empty universe, you will feel pressed against the inner wall of the spinning bucket… In general relativity, empty spacetime provides a benchmark for accelerated motion.

Today the cloud is the central metaphor of the internet: a global system of great power and energy that nevertheless retains the aura of something noumenal and numnious, something almost impossible to grasp. We connect to the cloud; we work in it; we store and retrieve stuff from it; we think through it. We pay for it and only notice it when it breaks. It is something we experience all the time without really understanding what it is or how it works. It is something we are training ourselves to rely upon with only the haziest of notions about what is being entrusted, and what it is being entrusted to. Downtime aside, the first criticism of this cloud is that it is a very bad metaphor. The cloud is not weightless; it is not amorphous, or even invisible, if you know where to look for it. The cloud is not some magical faraway place, made of water vapor and radio waves, where everything just works. It is a physical infrastructure consisting of phone lines, fibre optics, satellites, cables on the ocean floor, and vast warehouses filled with computers, which consume huge amounts of water and energy and reside within national and legal jurisdictions. The cloud is a new kind of industry, and a hungry one. The cloud doesn't just have a shadow; it has a footprint. Absorbed into the cloud are many of the previously weighty edifices of the civic sphere: the places where we shop, bank, socialize, borrow books, and vote. Thus obscured, they are rendered less visible and less amenable to critique, investigation, preservation and regulation. Another criticism is that this lack of understanding is deliberate. There are good reasons, from national security to corporate secrecy to many kinds of malfeasance, for obscuring what's inside the cloud. What evaporates is agency and ownership: most of your emails, photos, status updates, business documents, library and voting data, health records, credit ratings, likes, memories, experiences, personal preferences, and unspoken desires are in the cloud, on somebody else's infrastructure. There's a reason Google and Facebook like to build data centers in Ireland (low taxes) and Scandinavia (cheap energy and cooling). There's a reason global, supposedly post-colonial empires hold onto bits of disputed territory like Diego Garcia and Cyprus, and it's because the cloud touches down in these places, and their ambiguous status can be exploited. The cloud shapes itself to geographies of power and influence, and it serves to reinforce them. The cloud is a power relationship, and most people are not on top of it. These are valid criticisms, and one way of interrogating the cloud is to look where is shadow falls: to investigate the sites of data centers and undersea cables and see what they tell us about the real disposition of power at work today. We can seed the cloud, condense it, and force it to give up some of its stories. As it fades away, certain secrets may be revealed. By understanding the way the figure of the cloud is used to obscure the real operation of technology, we can start to understand the many ways in which technology itself hides its own agency - through opaque machines and inscrutable code, as well as physical distance and legal constructs. And in turn, we may learn something about the operation of power itself, which was doing this sort of thing long before it had clouds and black boxes in which to hide itself.

If existing law were to form any part of China’s grab, it can be assumed that its strategy until recently was a kind of game of hopscotch that begins at its southernmost province, the island of Hainan, and proceeds formation by formation, feature by feature, through the Paracel Islands, disputed by Vietnam, and down through the Spratlys and their surrounding waters, which are claimed by the Philippines, Vietnam and Taiwan, as well as in part by Malaysia and Brunei. Under this theory, China had reckoned that control of anything deemed to be an island along the way would confer China control of a two-hundred-mile exclusive economic zone (EEZ) of surrounding seas.

Then, all of a sudden, at 2 a.m. we heard an ear-splitting crash above us, and the vessel trembled. Everyone rushed out to see what had happened. A connection between two pipe lengths had broken somewhere. A giant counterweight atop the drilling derrick had slammed down onto the upper deck above us while 30 tons of pipe smashed into the seabed below, obliterating the pod with all the equipment I had just borrowed. We quickly realized why the accident had happened. But the object of primitive interchanges of blows between armed men was not the killing of a mass of people in battle or the robbing and razing of their village- but rather the singling out of a few live captives for ceremonial slaughter, and eventually serving up in a cannibal feast, itself a magico-religious rite. Once the city came into existence, with its collective increase in power in every department, this whole situation underwent a change. Instead of raids and sallies for single victims, mass extermination and mass destruction came to prevail. What had once been a magic sacrifice to ensure fertility and abundant crops, an irrational act to promote a rational purpose, was turned into the exhibition of the power of one community, under its wrathful god and priest-king, to control, subdue or totally wipe out another community. Much of this aggression was unprovoked, and morally unjustified by the aggressor; though by the time the historic record becomes clear, some economic color would be given to war by reason of political tensions arising over disputed boundaries or water rights. But the resulting human and economic losses, in earliest times no less than today, were out of all proportion to the tangible stakes for which they were fought. The urban institution of war thus was rooted to the magic of a more primitive society: a childish dream that, with the further growth of mechanical power, became an adult nightmare. This infantile trauma has remained in existence to warp the development of all subsequent societies: not least our own.

While driving home from the brewery one night this man from Quebec heard a radio program about purple martins & the next day he set out to build them a house in his own back yard. I’ve never built anything, let alone a house, not to mention a home for somebody else. Never put in aluminum floors to smooth over the waiting. Never piped sugar water through colored tubes to each empty nest lined with newspaper shredded with strong, tired hands. Never dismantled the entire affair & put it back together again. Still no swallows. I never installed the big light that stays on through the night to keep owls away. Never installed lesser lights, never rested on Sunday with a beer on the deck surveying what I had done & what yet remained to be done, listening to Styx while the neighbor kids ran through my sprinklers. I have never collapsed in abandon. Never prayed. But enough about the purple martins. Every line of the work is a first & a last line & this is the spring of its action.
