Others were refuseniks who tried to flee the country. The inmates complained about poor-quality food, the bitter cold, occasional mistreatment by guards. I should point out that these labor camps were that: they were work camps. They weren't death camps that you had under Nazism where there was a systematic extermination of the people in the camps. So there was a relatively high survival rate. The visitors also noted that throughout the 1980s, hundreds of political prisoners had been released from the various camps, but hundreds are not millions. Even with the great fall that took place after Stalin, under Khrushchev, when most of the camps were closed down...there was no sign of millions pouring back into Soviet life—the numbers released were in the thousands. Why—where are the victims? Why no uncovering of mass graves? No Nuremburg-style public trials of communist leaders, documenting the widespread atrocities against these millions—or hundreds of millions, if we want to believe our friend at the Claremont Institute. Surely the new...anti-communist rulers in eastern Europe and Russia would have leaped at the opportunity to put these people on trial. And the best that the West Germans could do was to charge East German leader Erich Honecker and seven of his border guards with shooting persons who tried to escape over the Berlin Wall. It's a serious enough crime, that is, but it's hardly a gulag. In 1955[sic], the former secretary of the Prague communist party was sentenced to two and a half years in prison. 'Ah, a gulag criminal!' No, it was for ordering police to use tear gas and water cannons against demonstrators in 1988. Is this the best example of bloodthirsty communist repression that the capitalist restorationists could find in Czechoslovakia? An action that doesn't even qualify as a crime in most Western nations—water cannons and tear gas! Are they kidding? No one should deny that crimes were committed, but perhaps most of the gulag millions existed less in reality and more in the buckets of anti-communist propaganda that were poured over our heads for decades.

Betrayed and abandoned, cut adrift or superannuated, coerced or manipulated, speeded up, cheated, living in the shadows—this is a recipe for acquiescence. Yet conditions of life and labor as bad as or even far worse than these once were instigators to social upheaval. Alongside the massing of enemies on the outside—employers, insulated and self-protective union leaders, government policy makers, the globalized sweatshop, and the globalized megabank—something in the tissue of working-class life had proved profoundly disempowering and also accounted for the silence. Work itself had lost its cultural gravitas. What in part qualified the American Revolution as a legitimate overturning of an ancien régime was its political emancipation of labor. Until that time, work was considered a disqualifying disability for participating in public life. It entailed a degree of deference to patrons and a narrow-minded preoccupation with day-to-day affairs that undermined the possibility of disinterested public service. By opening up the possibility of democracy, the Revolution removed, in theory, that crippling impairment and erased an immemorial chasm between those who worked and those who didn’t need to. And by inference this bestowed honor on laboring mankind, a recognition that was to infuse American political culture for generations. But in our new era, the nature of work, the abuse of work, exploitation at work, and all the prophecies and jeremiads, the condemnations and glorifications embedded in laboring humanity no longer occupied center stage in the theater of public life. The eclipse of the work ethic as a spiritual justification for labor may be liberating. But the spiritless work regimen left behind carries with it no higher justification. This disenchantment is also a disempowerment. The modern work ethic becomes, to cite one trenchant observation, “an ideology propagated by the middle class for the working classes with enough plausibility and truth to make it credible.

He has a system, which he explained to me. First, he submits an outline for a biography to the Academy to be absolutely sure his approach is consistent with Party policy. A crucial first step, as you'll see later. Now, the person he studies is always an important figure - that is, someone from Moscow - hence Tomashevski must do his Russian research close to home for two years. But this historical character also traveled, yes, lived for some years in Paris or London; hence Tomashevski must do the same, apply for and receive permission for foreign residence. Four years have passed. The Academy and the Party are rubbing their hands in anticipation of this seminal study of the important figure by the eminent Tomashevski. And now Tomashevski must retire to the solitude of a dacha outside Moscow to tend his garden and creatively brood over his cartons of research. Two more years pass in seminal thought. And just as Tomashevski is about to commit himself to paper, he checks with the Academy again only to learn that Party policy has totally about-faced; his hero is a traitor, and with regrets all around, Tomashevski must sacrifice his years of labor for the greater good. Naturally, they are only too happy to urge Tomashevski to start a new project, to plow under his grief with fresh labor. Tomashevski is now studying a very important historical figure who lived for some time in the South of France. He says there is always a bright future for Soviet historians, and I believe him.

The Union of South Africa divided the functionality of government between Cape Town and Pretoria. Cape Town was the Administrative Capital and Pretoria served as the Legislative Capital. Consequently, many of the politicians divided their time between the two cities and there were always gala events in both cities. It was the established way of life and it was just the way it was. Written and unwritten rules regarding their interaction were strict but accepted and no one objected to them. Every day the commuter trains brought the black laborers into the city to work, mostly in the mines. The more privileged Caucasian men planed their ongoing business transactions and expansion in wealth at their exclusive clubs, while their wives socialized, organizing charitable events. Frequently to break the monotony of their daily lives they colluded clandestinely with lovers, thereby enhancing an otherwise affluent but shallow existence.

Another common error is to confuse freedom with planlessness. Some writers these days argue that if the system of economic laissez-faire—“letting everyone do as he wishes”—were altered as history marches on, our freedom would vanish with it. It is a vastly more interdependent world, this “one world” of our twentieth century, than the world of the entrepreneurs of earlier centuries or of our own pioneer days; and freedom must be found in the context of economic community and the social value of work, not in everyone’s setting up his own factory or university. Fortunately, this economic interdependence need not destroy freedom if we keep our perspective. The pony express was a great idea, also, back in the days when sending a letter from coast to coast was an adventure. But certainly we are thankful—complain as we may about mail service these days—that now when we write a letter to a friend on the coast, we don’t have to give more than a passing thought to its method of travel; we drop it in the box with an air-mail stamp and forget about it. We are free, that is, to devote more time and concern to our message to our friend, our intellectual and spiritual interchange in the letter, because in a world made smaller by specialized communication we don’t have to be so concerned about how the letter gets there. We are more free intellectually and spiritually precisely because we accept our position in economic interdependence with our fellow men.

Engels also wrote that the "bourgeois" sectors were those that were unionized. Sounds like a raving ultra-leftist, doesn't he? (which he sure wasn't). So that this is a strategic and not a tactical problem, that it has a material basis in imperialized class privilege, has long been understood by those willing to see reality. (the fact that we have radical movements here addicted to not seeing reality is a much larger crisis than any one issue).

Team Obama joined the fight against teachers unions from day one: the administration supported charter schools and standardized tests; they gave big grants to Teach for America. In Jonathan Alter’s description of how the administration decided to take on the matter, it is clear that professionalism provided the framework for their thinking. Teachers’ credentials are described as somewhat bogus; they “often bore no relationship to [teachers’] skills in the classroom.” What teachers needed was a more empirical form of certification: they had to be tested and then tested again. Even more offensive to the administration was the way teachers’ unions had resisted certain accountability measures over the years, resulting in a situation “almost unimaginable to professionals in any other part of the economy,” as Alter puts it.15 As it happens, the vast majority of Americans are unprofessional: they are the managed, not the managers. But people whose faith lies in “cream rising to the top” (to repeat Alter’s take on Obama’s credo) tend to disdain those at the bottom. Those who succeed, the doctrine of merit holds, are those who deserve to—who race to the top, who get accepted to “good” colleges and get graduate degrees in the right subjects. Those who don’t sort of deserve their fates. “One of the challenges in our society is that the truth is kind of a disequalizer,” Larry Summers told journalist Ron Suskind during the early days of the Obama administration. “One of the reasons that inequality has probably gone up in our society is that people are being treated closer to the way that they’re supposed to be treated.”16 Remember, as you let that last sentence slide slowly down your throat, that this was a Democrat saying this—a prominent Democrat, a high-ranking cabinet official in the Clinton years and the man standing at the right hand of power in the first Obama administration.* The merit mind-set destroyed not only the possibility of real action against inequality; in some ways it killed off the hopes of the Obama presidency altogether. “From the days of the 2008 Obama transition team offices, it was clear that the Administration was going to be populated with Ivy Leaguers who had cut their teeth, and filled their bank accounts, at McKinsey, Goldman Sachs and Citigroup,” a labor movement official writes me. They fancy themselves more generous and noble-hearted than the plain freemen who labor for subsistence. They look down upon the simplicity of a Yankee’s manners, because he has no habit of overbearing like theirs and cannot treat negroes like dogs. It is among the evils of slavery that it taints the very sources of moral principle. The role of socialists and single-taxers in the early Labor Party, and their uneasy relations with union activists, foreshadowed the dynamic of conflict and co-operation between middle-class radicals and unionists that has continued in the ALP to the present day.

In 1883, Paul Lafargue (who was Karl Marx’s son-in-law) wrote a tract promoting The Right to Be Lazy. In the first decades of the twentieth century, on the heels of early victories in the fight for a forty-hour workweek, some labor unions began to push to reduce work further. Calls for a thirty-hour week became increasingly prominent, and some of the more radical unions sought still shorter hours (the Industrial Workers of the World even went so far as to print T-shirts calling for a “four-day week, four-hour day”). Disinterested observers took these calls to be expressing a serious proposition. No less than John Maynard Keynes, writing around 1930, predicted that technological innovation would effectively eliminate long (or even moderate) human hours and labor effort for the masses, imagining that a three-hour workday might be possible within a century. Keynes and others hoped that these developments would usher in something approaching a utopia—a new world in which everyone might enjoy a form of life that, in their world, only elites could afford. These hopes were natural in their time. Work remained drudgery, and leisure still constituted honor. The idea that through industrialization, machine power would relieve the working classes of the yoke of their labor naturally captivated hopeful dreamers. Much of what was predicted has in fact come to pass, although not in the way that was expected, and with results more nearly ruinous than utopian.

Put Steve Forbes to work as a union organizer in the shadows of the breathtaking architectural homage to investor-class excess known as the Abu Dhabi skyline - where the local construction industry is awash in sweated day labor. Indeed, I can see a whole Survivor-style reality television franchise in the offing: Capitalist Detox Island. True, it might be hard to sell to advertisers - unless, that is, you compel TARP recipients to purchase ad time. Now that's a manipulation of market forces I can get behind.

That was the summer of the Great Railroad Strike and for much of the country it was a dark, discouraging time. Half a dozen cities were hit by walkouts and violence. In Baltimore twelve people were shot down by militia. Pittsburgh was in the grip of a mob for two straight days. Millions of dollars’ worth of railroad equipment was destroyed in Pittsburgh alone. The Union Depot was burned, stores were looted, and a pitched battle between rioters and soldiers took the lives of fifty-seven. It was the bloodiest labor uprising the country had ever known and it left much of the populace wondering what in the world was happening to life in America.

On December 1, 1930, as the Great Depression was raging, the cornflake magnate W. K. Kellogg decided to introduce a six-hour workday at his factory in Battle Creek, Michigan. It was an unmitigated success: Kellogg was able to hire an additional 300 employees and slashed the accident rate by 41%. Moreover, his employees became noticeably more productive. “This isn’t just a theory with us,” Kellogg proudly told a local newspaper. “The unit cost of production is so lowered that we can afford to pay as much for six hours as we formerly paid for eight.”30 For Kellogg, like Ford, a shorter workweek was simply a matter of good business.31 But for the residents of Battle Creek, it was much more than that. For the first time ever, a local paper reported, they had “real leisure.”32 Parents had time to spare for their children. They had more time to read, garden, and play sports. Suddenly, churches and community centers were bursting at the seams with citizens who now had time to spend on civic life.33 Nearly half a century later, British Prime Minister Edward Heath also discovered the benefits of cornflake capitalism, albeit inadvertently. It was late 1973 and he was at his wits’ end. Inflation was reaching record highs and government expenditures were skyrocketing, and labor unions were dead set against compromise of any kind. As if that weren’t enough, the miners decided to go on strike. With energy consequently in short supply, the Brits turned down their thermostats and donned their heaviest sweaters. December came, and even the Christmas tree in Trafalgar Square remained unlit. Heath decided on a radical course of action. On January 1, 1974, he imposed a three-day workweek. Employers were not permitted to use more than three days’ electricity until energy reserves had recovered. Steel magnates predicted that industrial production would plunge 50%. Government ministers feared a catastrophe. When the five-day workweek was reinstated in March 1974, officials set about calculating the total extent of production losses. They had trouble believing their eyes: The grand total was 6%.34

In 1933, the U.S. Senate approved legislation introducing a thirty-hour workweek. Although the bill languished in the House of Representatives under industry pressure, a shorter workweek remained the labor unions’ top priority. In 1938, legislation protecting the five-day workweek was finally passed. The following year, the folk song “Big Rock Candy Mountain” climbed to the top of the charts, describing a utopia in which “hens lay soft-boiled eggs,” cigarettes grow on trees, and “the jerk that invented work” is strung up from the tallest tree. After World War II, leisure time continued its steady rise. In 1956, Vice President Richard Nixon promised Americans that they would only have to work four days a week “in the not too distant future.” The country had reached a “plateau of prosperity,” and he believed a shorter workweek was inevitable.8 Before long, machines would be doing all the work. This would free up “abundant scope for recreation,” enthused an English professor, “by immersion in the imaginative life, in art, drama, dance, and a hundred other ways of transcending the constraints of daily life.”9 Keynes’ bold prediction had become a truism. In the mid-1960s, a Senate committee report projected that by 2000 the workweek would be down to just fourteen hours, with at least seven weeks off a year. The RAND Corporation, an influential think tank, foresaw a future in which just 2% of the population would be able to produce everything society needed.10 Working would soon be reserved for the elite.

We’re summoning our forces from shipyard, shop and mill: Eight hours for work, eight hours for rest, eight hours for what we will!11

The spin doctors in the health care industry say this is because, unlike a factory or a school, the facility doesn’t close when workers vote to strike in a health care setting. Patients still need care. Health care employers use the excuse that the agencies that specialize in recruiting scab labor (strikebreaker workers, usually hired from Southern states) require them to sign contracts that schedule this replacement labor for a minimum of five days. The scab agencies say it’s worth it only if they can charge for at least five days because they have to pay strikebreakers top dollar (often twice as much as the regular staff), put them in premium hotels, give them equally premium meal per diems, fly them last minute, and generally spend a ton of money—all to defeat mostly women workers demanding an end to income inequality and fighting for fair work rules.

Of all the tactics brought to bear upon the growers in the sixties, the most important was the United Farm Workers’ (UFW’s) ever-resourceful grape boycott. Here, ironically, the weakness of the 1935 National Labor Relations Act (NLR A), which had left agricultural workers out of its purview as a sop to southern political interests, proved beneficial. The Taft-Hartley amendments had eliminated the secondary boycott, which otherwise would have allowed unions to boycott firms who did business with an employer that was being struck—that is, boycott the secondary handler of a good. For the farmworkers, not being covered by the act meant that they could take their struggle from the fields to the secondary sight of the supermarkets that sold grapes. Working outside of the New Deal order, in essence, proved to be the workers’ best hope and most successful strategy.
