So here's where we find the creeping melancholy of modernity: The one thing all people are supposed to inherently deserve- a daily subsistence that's both meaningful and unpredictable-- tends to be an incredibly rare commodity. If it's not already there, we cannot manufacture it.

Women cling to irrational hatreds, focused particularly on the unfamiliar, so that they will not murder their fathers, husbands, sons, brothers, lovers, the men with whom they are intimate, those who do hurt them and cause them grief. Fear of a greater evil and a need to be protected from it intensify the loyalty of women to men who are, even when dangerous, at least known quantities.
Because women so displace their rage, they are easily controlled and manipulated haters. Having good reason to hate, but not the courage to rebel, women require symbols of danger that justify their fear. The Right provides these symbols of danger by designating clearly defined groups of outsiders as sources of danger. The identities of the dangerous outsiders can can change over time to meet changing social circumstances--for example, racism can be encouraged or contained; anti-Semitism can be provoked or kept dormant; homophobia can be aggravated or kept under the surface—but the existence of the dangerous outsider always functions for women simultaneously as deception, diversion, painkiller, and threat.

In order for this categorization to function, it needs to rest on a clear idea of how to divide men and women.
Capitalism also requires a certain level of unemployment to function. If there were enough work to go round, no worker would worry about losing their job, and all workers could demand higher wages and better conditions. The ever-present spectre of unemployment, on the other hand, enables employers to dictate conditions. Equally, in terms of severe crisis this 'reserve army' of unemployed people can be called into employment as and when the economy requires it. This system of deliberate unemployment needs ways to mark who will work and who will be left unemployed. In our society this is principally achieved through race, class, gender, and disability. Social exclusion and revulsion at the existence of trans people usefully provides another class of people more likely to be left in the ranks of the unemployed (even more so if they are trans and poor, black, or disabled - which is why unemployment is highest among these trans people).

Statistical discrimination explains why the police in the United States justify stopping black drivers more often. And how the Hindu majoritarian government of the state of Uttar Pradesh recently explained why so many of the people “accidentally” killed by the state police (in what are called “encounter deaths”) are Muslim. There are more blacks and Muslims among criminals. In other words, what looks like naked racism does not have to be that; it can be the result of targeting some characteristic (drug dealing, criminality) that happens to be correlated with race or religion. So statistical discrimination, rather than old-fashioned prejudice—what economists call taste-based discrimination—may be the cause. The end result is the same if you are black or Muslim, though. A recent study on the impact of “ban the box” (BTB) policies on the rate of unemployment of young black men provides a compelling demonstration of statistical discrimination. BTB policies restrict employers from using application forms where there is a box that needs to be checked if you have a criminal conviction. Twenty-three states have adopted these policies in the hope of raising employment among young black men, who are much more likely to have a conviction than others and whose unemployment rate is double the national average.31 To test the effect of these policies, two researchers sent fifteen thousand fictitious online job applications to employers in New Jersey and New York City, just before and right after the states of New York and New Jersey implemented the BTB policy.32 They manipulated the perception of race by using typically white or typically African American first names on the résumés. Whenever a job posting required indicating whether or not the applicant had a prior felony conviction, they also randomized whether he or she had one. They found, as many others before them, clear discrimination against blacks in general: white “applicants” received about 23 percent more callbacks than black applicants with the same résumé. Unsurprisingly, among employers who asked about criminal convictions before the ban, there was a very large effect of having a felony conviction: applicants without a felony conviction were 62 percent more likely to be called back than those with a conviction but an otherwise identical résumé, an effect similar for whites and blacks. The most surprising finding, however, was that the BTB policy substantially increased racial disparities in callbacks. White applicants to BTB-affected employers received 7 percent more callbacks than similar black applicants before BTB. After BTB, this gap grew to 43 percent. The reason was that without the actual information about convictions, the employers assumed all black applicants were more likely to have a conviction. In other words, the BTB policy led employers to rely on race to predict criminality, which is of course statistical discrimination.

The most interesting aspects of the story lie between the two extremes of coercion and popularity. It might be instructive to consider fascist regimes’ management of workers, who were surely the most recalcitrant part of the population. It is clear that both Fascism and Nazism enjoyed some success in this domain. According to Tim Mason, the ultimate authority on German workers under Nazism, the Third Reich “contained” German workers by four means: terror, division, some concessions, and integration devices such as the famous Strength Through Joy (Kraft durch Freude) leisure-time organization.
Let there be no doubt that terror awaited workers who resisted directly. It was the cadres of the German Socialist and Communist parties who filled the first concentration camps in 1933, before the Jews. Since socialists and communists were already divided, it was not hard for the Nazis to create another division between those workers who continued to resist and those who decided to try to live normal lives. The suppression of autonomous worker organizations allowed fascist regimes to address workers individually rather than collectively. Soon, demoralized by the defeat of their unions and parties, workers were atomized, deprived of their usual places of sociability, and afraid to confide in anyone.
Both regimes made some concessions to workers—Mason’s third device for worker “containment.” They did not simply silence them, as in traditional dictatorships. After power, official unions enjoyed a monopoly of labor representation. The Nazi Labor Front had to preserve its credibility by actually paying some attention to working conditions. Mindful of the 1918 revolution, the Third Reich was willing to do absolutely anything to avoid unemployment or food shortages. As the German economy heated up in rearmament, there was even some wage creep. Later in the war, the arrival of slave labor, which promoted many German workers to the status of masters, provided additional satisfactions.
Mussolini was particularly proud of how workers would fare under his corporatist constitution. The Labor Charter (1927) promised that workers and employers would sit down together in a “corporation” for each branch of the economy, and submerge class struggle in the discovery of their common interests. It looked very imposing by 1939 when a Chamber of Corporations replaced parliament. In practice, however, the corporative bodies were run by businessmen, while the workers’ sections were set apart and excluded from the factory floor.
Mason’s fourth form of “containment”—integrative devices—was a specialty of fascist regimes. Fascists were past masters at manipulating group dynamics: the youth group, the leisure-time association, party rallies. Peer pressure was particularly powerful in small groups. There the patriotic majority shamed or intimidated nonconformists into at least keeping their mouths shut. Sebastian Haffner recalled how his group of apprentice magistrates was sent in summer 1933 on a retreat, where these highly educated young men, mostly non-Nazis, were bonded into a group by marching, singing, uniforms, and drill. To resist seemed pointless, certain to lead nowhere but to prison and an end to the dreamed-of career. Finally, with astonishment, he observed himself raising his arm, fitted with a swastika armband, in the Nazi salute.
These various techniques of social control were successful.

He therefore never investigated the possibility of a systematic interference with the trade cycle, much less did he offer a proof of its impossibility. It is strange to find that the same people who complain of the irresponsibility of the capitalists in the face of human suffering are irresponsible enough to oppose, with dogmatic assertions of this kind, experiments from which we may learn how to relieve human suffering (how to become masters of our social environment, as Marx would have said), and how to control some of the unwanted social repercussions of our actions. But the apologists of Marxism are quite unaware of the fact that in the name of their own vested interests they are fighting against progress; they do not see that it is the danger of any movement like Marxism that it soon comes to represent all kinds of vested interests, and that there are intellectual investments, as well as material ones.

Typically only the incivility of the less powerful toward the more powerful can be widely understood as such, and thus be subject to such intense censure. Which is what made #metoo so fraught and revolutionary. It was a period during which some of the most powerful faced repercussion. The experience of having patriarchal control compromised felt, perhaps ironically, like a violation, a diminishment, a threat to professional standing—all the things that sexual harassment feels like to those who’ve experienced it. Frequently, in those months, I was asked about how to address men’s confusion and again, their discomfort: How were they supposed to flirt? What if their respectful and professional gestures of affiliation had been misunderstood? Mothers told me of sons worried about being misinterpreted, that expression of their affections might be heard as coercion, their words or intentions read incorrectly, that they would face unjust consequences that would damage their prospects. The amazing thing was the lack of acknowledgment that these anxieties are the normal state for just about everyone who is not a white man: that black mothers reasonably worry every day that a toy or a phone or a pack of Skittles might be seen as a gun, that their children’s very presence—sleeping in a dorm room, sitting at a Starbucks, barbecuing by a river, selling lemonade on the street—might be understood as a threat, and that the repercussions might extend far beyond a dismissal from a high-paying job or expulsion from a high-profile university, and instead might result in arrest, imprisonment, or execution at the hands of police or a concerned neighbor. Women enter young adulthood constantly aware that their inebriation might be taken for consent, or their consent for sluttiness, or that an understanding of them as having been either drunk or slutty might one day undercut any claim they might make about having been violently aggressed upon. Women enter the workforce understanding from the start the need to work around and accommodate the leering advances and bad jokes of their colleagues, aware that the wrong response might change the course of their professional lives. We had been told that our failures to extend sympathy to the white working class—their well-being diminished by unemployment and drug addictions—had cost us an election; now we were being told that a failure to feel for the men whose lives were being ruined by harassment charges would provoke an angry antifeminist backlash. But with these calls came no acknowledgment of sympathies that we have never before been asked to extend: to black men who have always lived with higher rates of unemployment and who have faced systemically higher prison sentences and social disapprobation for their drug use; to the women whose careers and lives had been ruined by ubiquitous and often violent harassment. Now the call was to consider the underlying pain of those facing repercussions. Rose McGowan, one of Weinstein’s earliest and most vociferous accusers, recalled being asked “in a soft NPR voice, ‘What if what you’re saying makes men uncomfortable?’ Good. I’ve been uncomfortable my whole life. Welcome to our world of discomfort.”34 Suddenly, men were living with the fear of consequences, and it turned out that it was not fun. And they very badly wanted it to stop. One of the lessons many men would take from #metoo was not about the threat they had posed to women, but about the threat that women pose to them.

Jim Cramer’s Mad Money is one of the most popular shows
on CNBC, a cable TV network that specializes in business
and financial news. Cramer, who mostly offers investment
advice, is known for his sense of showmanship. But few
viewers were prepared for his outburst on August 3, 2007,
when he began screaming about what he saw as inadequate
action from the Federal Reserve:
“Bernanke is being an academic! It is no time to be an
academic. . . . He has no idea how bad it is out there.
He has no idea! He has no idea! . . . and Bill Poole? Has
no idea what it’s like out there! . . . They’re nuts! They
know nothing! . . . The Fed is asleep! Bill Poole is a
shame! He’s shameful!!”
Who are Bernanke and Bill
Poole? In the previous chapter we
described the role of the Federal Reserve System, the U.S. central bank.
At the time of Cramer’s tirade, Ben
Bernanke, a former Princeton professor of economics, was the chair
of the Fed’s Board of Governors,
and William Poole, also a former
economics professor, was the president of the Federal Reserve Bank of
St. Louis. Both men, because of
their positions, are members of the
Federal Open Market Committee,
which meets eight times a year to
set monetary policy. In August
2007, Cramerwas crying outforthe
Fed to change monetary policy in
order to address what he perceived
to be a growing financial crisis.
Why was Cramer screaming at the Federal Reserve
rather than, say, the U.S. Treasury—or, for that matter, the
president? The answer is that the Fed’s control of monetary policy makes it the first line of response to macroeconomic difficulties—very much including the financial crisis
that had Cramer so upset. Indeed, within a few weeks the
Fed swung into action with a dramatic reversal of its previous policies.
In Section 4, we developed the aggregate demand
and supply model and introduced the use of fiscal policy
to stabilize the economy. In Section 5, we introduced
money, banking, and the Federal Reserve System, and
began to look at how monetary
policy is used to stabilize the
economy. In this section, we
use the models introduced in
Sections 4 and 5 to further
develop our understanding of
stabilization policies (both fiscal and monetary), including
their long-run effects on the
economy. In addition, we introduce the Phillips curve—a
short-run trade-off between
unexpected inflation and unemployment—and investigate
the role of expectations in the
economy. We end the section
with a brief summary of the
history of macroeconomic
thought and how the modern
consensus view of stabilization
policy has developed.
