San Francisco put on a show for me. I saw her across the bay, from the great road that bypasses Sausalito and enters the Golden Gate Bridge. The afternoon sun painted her white and gold---rising on her hills like a noble city in a happy dream. A city on hills has it over flat-land places. New York makes its own hills with craning buildings, but this gold and white acropolis rising wave on wave against the blue of the Pacific sky was a stunning thing, a painted thing like a picture of a medieval Italian city which can never have existed. I stopped in a parking place to look at her and the necklace bridge over the entrance from the sea that led to her. Over the green higher hills to the south, the evening fog rolled like herds of sheep coming to cote in the golden city. I’ve never seen her more lovely. When I was a child and we were going to the City, I couldn’t sleep for several nights before, out of busting excitement. She leaves a mark.

Before I opened my computer in the parking lot today, I relived one of my favorite memories. It's the one with Woody and me sitting on the steps of the Metropolitan Museum after it's closed. We're watching people parade out of the museum in summer shorts and sandals. The trees to the south are planted in parallel lines. The water in the fountain shoots up with a mist that almost reaches the steps we sit on. We look at silver-haired ladies in red-and-white-print dresses. We separate the mice from the men, the tourists from the New Yorkers, the Upper East Siders from the West Siders. The hot-pretzel vendor sells us a wad of dough in knots with clumps of salt stuck on top. We make our usual remarks about the crazies and wonder what it would be like to live in a penthouse apartment on Fifth Avenue overlooking the Met. We laugh and say the same things we always say. We hold hands and keep sitting, just sitting, as the sun beings to set. It's a perfect afternoon.

For the last twenty years, until recently, Jhumpa Lahiri's stories were the template of ethnic fiction that supports the fantasy of Asian American immigrants as compliant strivers. The fault lies not in Lahiri herself, who I think is an absorbing storyteller, but in the publishing industry that used to position her books as the "single story" on immigrant life. Using just enough comforting ethnic props to satisfy white reader's taste for cultural difference, Lahiri writes in a flat, restrained prose, where her characters never think or feel but just do: "I...opened a bank account, rented a post office box, and bought a plastic bowl and a spoon at Woolworth's." Her characters are always understated and avoid any interiority, which, as Jane Hu writes in The New Yorker, has become a fairly typical literary affect that signals Asianness (in fact, more East Asianness than South Asianness) to readers.

For decades, the Montgomery bus boycott has been told as a story triggered by Rosa Park's spontaneous refusal to give up her seat followed by the triumphant leadership of men like Fred Gray, Martin Luther King, Jr., E. D. Nixon, and Ralph Abernathy. While these men had a major impact on the emerging protest movement, it was black women's decade-long struggle against mistreatment and abuse by white bus drivers and police officers that launched the boycott. William Stead recognized the power of the fair immediately. The vision of the White City and its profound contrast to the Black City drove him to write If Christ Came to Chicago, a book often credited with launching the City Beautiful movement, which sought to elevate American cities to the level of the great cities of Europe. Like Stead, civic authorities throughout the world saw the fair as a model of what to strive for. They asked Burnham to apply the same citywide thinking that had gone into the White City to their own cities. He became a pioneer in modern urban planning. He created citywide plans for Cleveland, San Francisco, and Manila and led the turn-of-the-century effort to resuscitate and expand L’Enfant’s vision of Washington, D.C. In each case he worked without a fee. While helping design the new Washington plan, Burnham persuaded the head of the Pennsylvania Railroad, Alexander Cassatt, to remove his freight tracks and depot from the center of the federal mall, thus creating the unobstructed green that extends today from the Capitol to the Lincoln Memorial. Other cities came to Daniel Burnham for citywide plans, among them Fort Worth, Atlantic City, and St. Louis, but he turned them down to concentrate on his last plan, for the city of Chicago. Over the years many aspects of his Chicago plan were adopted, among them the creation of the city’s lovely ribbon of lakefront parks and Michigan Avenue’s “Miracle Mile.” One portion of the lakefront, named Burnham Park in his honor, contains Soldier Field and the Field Museum, which he designed. The park runs south in a narrow green border along the lakeshore all the way to Jackson Park, where the fair’s Palace of Fine Arts, transformed into a permanent structure, now houses the Museum of Science and Industry. It looks out over the lagoons and the Wooded Island, now a wild and tangled place that perhaps would make Olmsted smile—though no doubt he would find features to criticize.

According to Bartholomew, an important goal of St. Louis zoning was to prevent movement into 'finer residential districts . . . by colored people.' He noted that without a previous zoning law, such neighborhoods have become run-down, 'where values have depreciated, homes are either vacant or occupied by color people.' The survey Bartholomew supervised before drafting the zoning ordinance listed the race of each building's occupants. Bartholomew attempted to estimate where African Americans might encroach so the commission could respond with restrictions to control their spread. The St. Louis zoning ordinance was eventually adopted in 1919, two years after the Supreme Court's Buchanan ruling banned racial assignments; with no reference to race, the ordinance pretended to be in compliance. Guided by Bartholomew's survey, it designated land for future industrial development if it was in or adjacent to neighborhoods with substantial African American populations. Once such rules were in force, plan commission meetings were consumed with requests for variances. Race was frequently a factor. For example, on meeting in 1919 debated a proposal to reclassify a single-family property from first-residential to commercial because the area to the south had been 'invaded by negroes.' Bartholomew persuaded the commission members to deny the variance because, he said, keeping the first-residential designation would preserve homes in the area as unaffordable to African Americans and thus stop the encroachment. On other occasions, the commission changed an area's zoning from residential to industrial if African American families had begun to move into it. In 1927, violating its normal policy, the commission authorized a park and playground in an industrial, not residential, area in hopes that this would draw African American families to seek housing nearby. Similar decision making continued through the middle of the twentieth century. In a 1942 meeting, commissioners explained they were zoning an area in a commercial strip as multifamily because it could then 'develop into a favorable dwelling district for Colored people. In 1948, commissioners explained they were designating a U-shaped industrial zone to create a buffer between African Americans inside the U and whites outside. In addition to promoting segregation, zoning decisions contributed to degrading St. Louis's African American neighborhoods into slums. Not only were these neighborhoods zoned to permit industry, even polluting industry, but the plan commission permitted taverns, liquor stores, nightclubs, and houses of prostitution to open in African American neighborhoods but prohibited these as zoning violations in neighborhoods where whites lived. Residences in single-family districts could not legally be subdivided, but those in industrial districts could be, and with African Americans restricted from all but a few neighborhoods, rooming houses sprang up to accommodate the overcrowded population. Later in the twentieth century, when the Federal Housing Administration (FHA) developed the insure amortized mortgage as a way to promote homeownership nationwide, these zoning practices rendered African Americans ineligible for such mortgages because banks and the FHA considered the existence of nearby rooming houses, commercial development, or industry to create risk to the property value of single-family areas. Without such mortgages, the effective cost of African American housing was greater than that of similar housing in white neighborhoods, leaving owners with fewer resources for upkeep. African American homes were then more likely to deteriorate, reinforcing their neighborhoods' slum conditions.

In opting for large scale, Korean state planners got much of what they bargained for. Korean companies today compete globally with the Americans and Japanese in highly capital-intensive sectors like semiconductors, aerospace, consumer electronics, and automobiles, where they are far ahead of most Taiwanese or Hong Kong companies. Unlike Southeast Asia, the Koreans have moved into these sectors not primarily through joint ventures where the foreign partner has provided a turnkey assembly plant but through their own indigenous organizations. So successful have the Koreans been that many Japanese companies feel relentlessly dogged by Korean competitors in areas like semiconductors and steel. The chief advantage that large-scale chaebol organizations would appear to provide is the ability of the group to enter new industries and to ramp up to efficient production quickly through the exploitation of economies of scope.70 Does this mean, then, that cultural factors like social capital and spontaneous sociability are not, in the end, all that important, since a state can intervene to fill the gap left by culture? The answer is no, for several reasons. In the first place, not every state is culturally competent to run as effective an industrial policy as Korea is. The massive subsidies and benefits handed out to Korean corporations over the years could instead have led to enormous abuse, corruption, and misallocation of investment funds. Had President Park and his economic bureaucrats been subject to political pressures to do what was expedient rather than what they believed was economically beneficial, if they had not been as export oriented, or if they had simply been more consumption oriented and corrupt, Korea today would probably look much more like the Philippines. The Korean economic and political scene was in fact closer to that of the Philippines under Syngman Rhee in the 1950s. Park Chung Hee, for all his faults, led a disciplined and spartan personal lifestyle and had a clear vision of where he wanted the country to go economically. He played favorites and tolerated a considerable degree of corruption, but all within reasonable bounds by the standards of other developing countries. He did not waste money personally and kept the business elite from putting their resources into Swiss villas and long vacations on the Riviera.71 Park was a dictator who established a nasty authoritarian political system, but as an economic leader he did much better. The same power over the economy in different hands could have led to disaster. There are other economic drawbacks to state promotion of large-scale industry. The most common critique made by market-oriented economists is that because the investment was government rather than market driven, South Korea has acquired a series of white elephant industries such as shipbuilding, petrochemicals, and heavy manufacturing. In an age that rewards downsizing and nimbleness, the Koreans have created a series of centralized and inflexible corporations that will gradually lose their low-wage competitive edge. Now if one notices carefully one will see that between these two worlds, despite much physical contact and daily intermingling, there is almost no community of intellectual life or point of transference where the thoughts and feelings of one race can come into direct contact and sympathy with the thoughts and feelings of the other. Before and directly after the war, when all the best of the Negroes were domestic servants in the best of the white families, there were bonds of intimacy, affection, and sometimes blood relationship, between the races. They lived in the same home, shared in the family life, often attended the same church, and talked and conversed with each other. But the increasing civilization of the Negro since then has naturally meant the development of higher classes: there are increasing numbers of ministers, teachers, physicians, merchants, mechanics, and independent farmers, who by nature and training are the aristocracy and leaders of the blacks. Between them, however, and the best element of the whites, there is little or no intellectual commerce. They go to separate churches, they live in separate sections, they are strictly separated in all public gatherings, they travel separately, and they are beginning to read different papers and books. To most libraries, lectures, concerts, and museums, Negroes are either not admitted at all, or on terms peculiarly galling to the pride of the very classes who might otherwise be attracted. The daily paper chronicles the doings of the black world from afar with no great regard for accuracy; and so on, throughout the category of means for intellectual communication,—schools, conferences, efforts for social betterment, and the like,—it is usually true that the very representatives of the two races, who for mutual benefit and the welfare of the land ought to be in complete understanding and sympathy, are so far strangers that one side thinks all whites are narrow and prejudiced, and the other thinks educated Negroes dangerous and insolent. Moreover, in a land where the tyranny of public opinion and the intolerance of criticism is for obvious historical reasons so strong as in the South, such a situation is extremely difficult to correct. The white man, as well as the Negro, is bound and barred by the color-line, and many a scheme of friendliness and philanthropy, of broad-minded sympathy and generous fellowship between the two has dropped still-born because some busybody has forced the color-question to the front and brought the tremendous force of unwritten law against the innovators. It is hardly necessary for me to add very much in regard to the social contact between the races. Nothing has come to replace that finer sympathy and love between some masters and house servants which the radical and more uncompromising drawing of the color-line in recent years has caused almost completely to disappear. In a world where it means so much to take a man by the hand and sit beside him, to look frankly into his eyes and feel his heart beating with red blood; in a world where a social cigar or a cup of tea together means more than legislative halls and magazine articles and speeches,—one can imagine the consequences of the almost utter absence of such social amenities between estranged races, whose separation extends even to parks and streetcars.

Many excellent sites have been proposed as headquarters for the United Nations, but the location we like best is the Black Hills of South Dakota. Staunch advocacy of this site appears from time to time in the appendix of the Congressional Record, and we have been following it, first with interest, lately with enthusiasm. Unquestionably, the seat of the new world league should be Dinosaur Park, near Rapid City, South Dakota, in the Black Hills, for in Dinosaur Park stand the cement figures, full size, of the Big Five of Long Ago--Tyrannosaurus rex (35 feet long, 16 feet high), Triceratops (27 by 11), Brontosaurus (90 feet long, weight 40 tons), and a couple of other plug-uglies of the period, all of them in combative attitudes astride a well-worn path. Much can be said for such a bizarre setting. Here let the new halls be built, so that earnest statesmen, glancing up from their secret instructions from the home office, may gaze out upon the prehistoric sovereigns who kept on fighting one another until they perished from the earth.

TROPHY HUNTERS, by eliminating the most magnificent specimens of a species, enact reverse selection. It’s the opposite of natural selection. The hunters remove the healthiest and fittest males from the gene pool by targeting the largest bears or the lions with the darkest manes. The same sort of reverse selection has had disastrous consequences for elephants, in which it combines with ivory poaching. In many populations, bulls with large tusks have gone virtually extinct. One of the devastating side-effects has been that young bulls have become unruly and dangerous. In Pilanesberg National Park in South Africa, marauding gangs of juvenile elephant bulls went berserk. Like a blood sport, they began to chase down white rhinoceroses, stomping them with their feet and goring them to death with their tusks. They harassed other animals as well. The park resolved this problem by setting up a Big Brother program. Park staff flew in six full-grown bull elephants from Kruger National Park. Bulls keep growing larger throughout their lives, and the oldest ones often roam with younger bulls in tow. Like warriors in training, the latter follow and watch their mentors. The hyperaggressive state of musth—when testosterone levels increase fifty-fold—is curbed when young bulls are exposed to dominant males. A young bull may lose the physical signs of musth within minutes of being put in his place by a bigger one. At Pilanesberg, hormonal suppression and reduced risk-taking in the presence of intimidating adults made all the difference. After the Big Brother program, signs of random violence disappeared. In previous years, elephants had killed over forty endangered white rhinos. The civilizing influence of older bulls stopped the carnage.

Every afternoon at three Lee would take off his gray coat and wrestle an alligator in a mud hole. Prize drawings. A lot of T-shirts and maybe a few black-and-white portables. If you don’t like that, how about a stock-car track? Year-round racing with hardly any rules. Deadly curves right on the water. The Symes 500 on Christmas day. Get a promotional tie-in with the Sugar Bowl. How about an industrial park? How about a high-rise condominium with a roof garden? How about a baseball clinic? How about a monkey island? I don’t say it would be cheap. Nobody’s going to pay to see one or two monkeys these days. People want to see a lot of monkeys. I’ve got plenty of ideas but first I have to get my hands on the island.

The ethnics caught up in the racial struggies oi the post-war period in Chicago were in the unenviable position of people who had the rules changed on them in mid-game. The Poles who settled Calumet Park as Sobieski Park had created their neighborhood enclaves under certain assumptions, all of which got changed when the environmentalist East Coast WASP internationalist establishment took power in 1941. Not only hadn’t they been informed of the rule change, they were doubly vulnerable because compared to their opponents who were further along on the scale of assimilation, they didn’t have a clear sense of themselves as Poles or Catholics or Americans or “white” people. They also feared the sexual mores of the invading black hordes but could not articulate this fear in polite language. As a result, each attempt to explain their position drove them further beyond the pale of acceptable public discourse. More often than not, the only people who were articulating their position were the American Civil Liberties Union and American Friends Service Committee agents sent into their neighborhoods to spy on them. One AFSC spy reported that fear of intermarriage “caused the intensity of feelings” in Trumbull Park.* Black attempts to use the community swimming pool were similarly seen in a sexual light. The ACLU agent who was paid to infiltrate bars in South Deering reported that the real motivation behind Brown v. Board of Education, the Supreme Court’s landmark 1954 decision mandating desegregation of Southern schools, was to move “niggers into every neighborhood” to intermarry and thereby send the “whole white race . . . downhill.” Deprived of their ethnic designation as Catholic by a Church that was either hostile (as in the case of Catholic intellectuals) or indifferent (as in the case of the bishops and their chancery officials), Chicago ethnics, attempting to be good Americans, chose to become “white” instead, a transformation that not only guaranteed that they would lose their battle in the court of public opinion, but one which also guaranteed that they would go out of existence as well, through the very assimilation process being proposed by their enemies.

In 1925, a master plan was instituted to blend the French neo-classical design with the tropical background. The Art Deco movement, both in Havana and in Miami Beach, took hold during the late 1920’s, and is found primarily in the residential section of Miramar. Miramar is where most of the embassies are located, including the massive Russian embassy. The predominant street is Fifth Avenue known as La Quinta Avenida, along which is found the church of Jesus de Miramar, the Teatro Miramar and the Karl Marx Theater. There is also the Old Miramar Yacht Club and the El Ajibe Restaurant, recently visited and televised by Anthony Bourdain on his show, “No Reservations.” Anthony Bourdain originally on the Travel Channel is now being shown on CNN. The modern five-star Meliá Habana hotel, known for its cigar bar, is located opposite the Miramar Trade Centre. Started in 1772, el Paseo del Prado, also known as el Paseo de Marti, became the picturesque main street of Havana. It was the first street in the city to be paved and runs north and south, dividing Centro Habana from Old Havana. Having been designed by Jean-Claude Nicolas Forestier, a French landscape architect, it connects the Malecón, the city’s coastal esplanade, with a centrally located park, Parque Central. Although the streets on either side are still in disrepair, the grand pedestrian walkway goes for ten nicely maintained blocks. The promenade has a decorated, inlaid, marble terrazzo pavement with a balustrade of small posts. It is shaded by a tree-lined corridor and has white marble benches for the weary tourist. Arguably, the Malecón is the most photographed street in Havana. It lies as a bulwark just across the horizon from the United States, which is only 90, sometimes treacherous miles away. It is approximately 5 miles long, following the northern coast of the city from east to west. This broad boulevard is ideal for the revelers partaking in parades and is the street used for Fiesta Mardi Gras, known in Cuba as Los Carnavales. It has at times also been used for “spontaneous demonstrations” against the United States. It runs from the entrance to Havana harbor, alongside the Centro Habana neighborhood to the Vedado neighborhood, past the United States Embassy on the Calle Calzada.

My Daddy and My Car By Marilyn Akers, Georgia Grits At fifteen, I came home from school one afternoon to find a faded red car with a white hardtop and a damaged front fender parked in the driveway. Since my daddy often worked on cars, both for himself and others, I noticed it only in passing. That is until my daddy explained that it was a 1971 Mercury Comet…and it was mine! Trouble was, it had a blown engine, and it was my job to overhaul it. So after school and on weekends I washed car parts, rode to the junk yard for replacement parts (and foot-long hot dogs from the Dairy Queen), handed my dad all sorts of tools, fixed coffee with cream and sugar, and occasionally got to do a “real” job under the hood. I remember being so excited when he asked me to get on the creeper and roll under the car (the children were never allowed under the car!) to tighten a fender bolt. Another day, I helped him connect the spark-plug wires to the distributor cap. I asked him why this particular job was so important for him to show me. He replied, “So if you’re ever out with a boy and the car breaks down, you’ll know what to look for.” He meant intentional removal of the wires, and it didn’t occur to me until many years later to ask if that advice was from personal experience! When the engine work was done, we took it to Earl Scheib for one of his infamous $99 paint jobs. I was so proud of that car and the work done side by side with my dad. We sold it less than a year later, after I stuck my foot through a rusted hole in the floorboard. I lost my dad in 2001 following a sixteen-year battle with Alzheimer’s Disease. But the bond formed between a teenage daughter and her father, and the lessons I learned from him, will be with me for a lifetime.

Well, pretty soon the jails were full, and the entire country had heard about what was going on. Almost everybody sided with the African-American cause and demanded that the unjust laws be changed. If I have heard you right, you said that you would be willing to go to jail to protect your animals. That’s very brave of you, and I can’t ask you to act against your conscience. Under the headline, “Bribe Culture Seeps Into South Texas,” the Houston Chronicle described how payoffs have become common, everywhere from school districts to building inspections to municipal courts. The bribe—la mordida—as a way of life is moving north. Anthony Knopp, who teaches border history at the University of Texas at Brownsville, said that as America becomes more Hispanic, “corruption will show up here, naturally.” The same thing is happening in California. Small towns south of Los Angeles, such as South Gate, Lynwood, Bell Gardens, Maywood, Huntington Park, and Vernon were once white suburbs but have become largely Hispanic. They have also become notorious for thieving, bribe-taking politicians. Mayors, city council members, and treasurers have paraded off to jail. “When new groups come to power, and become entrenched … then they tend to rule it as a fiefdom,” explained Jaime Regalado, of California State University, Los Angeles. Maywood, which was 96 percent Hispanic by 2010, was so badly run it lost insurance coverage and had to lay off all its employees. The California Joint Powers Insurance Authority (JPIA), composed of more than 120 cities and other public agencies to share insurance costs, declared the Maywood government too risky to insure. It was the first time in its 32-year history that the JPIA had ever terminated a member. It has been reported that black elected officials are 5.3 times more likely to be arrested for crimes than white elected officials. Comparative arrest figures for Hispanic officials are not available. Hispanics may be especially susceptible to corruption if they work along the US-Mexico border. There are no comprehensive data on this problem, but incidents reported in just one year —2005 are disturbing. Operation Lively Green was an FBI drug smuggling sting that led to 33 guilty pleas. Twenty-four of the guilty were Hispanic and most of the rest were black. All were police officers, port inspectors, prison guards, or soldiers. They waved drug shipments through ports, prevented seizures by the Border Patrol, and sold fake citizenship documents.
