In today’s safety culture we seem to swing from strictly monitoring and guiding our children from infancy through high school, and then releasing them to the absolute freedom of college (though some parents are trying to encroach there as well). We have to remember that for most of human history adolescents took on adult roles earlier and rose admirably to the challenge. Many of the problems we have with teenagers result from failing to adequately challenge their growing brains. While we now know that the brain’s decision-making areas aren’t completely wired until at least their early twenties, it is experience-making decisions that wires them, and it can’t be done without taking some risks. We need to allow children to try and fail. And when they do make the stupid, shortsighted decisions that come from inexperience, we need to let them suffer the results. At the same time we also need to provide balance by not setting policies that will magnify one mistake, like drug use or fighting, into a life-derailing catastrophe. Unfortunately, this is exactly what our current “zero tolerance” policies—that expel children from school for just one rule violation—do.

So far from a political ideology being the quasi-divine parent of political activity, it turns out to be its earthly stepchild. Instead of an independently premeditated scheme of ends to be pursued, it is a system of ideas abstracted from the manner in which people have been accustomed to go about the business of attending to the arrangements of their societies. The pedigree of every political ideology shows it to be the creature, not of premeditation in advance of political activity, but of meditation upon a manner of politics. In short, political activity comes first and a political ideology follows after; and the understanding of politics we are investigating has the disadvantage of being, in the strict sense, preposterous. Let us consider the matter first in relation to scientific hypothesis, which I have taken to play a role in scientific activity in some respects similar to that of an ideology in politics. If a scientific hypothesis were a self-generated bright idea which owed nothing to scientific activity, then empiricism governed by hypothesis could be considered to compose a self-contained manner of activity; but this certainly is not its character. The truth is that only a man who is already a scientist can formulate a scientific hypothesis; that is, an hypothesis is not an independent invention capable of guiding scientific inquiry, but a dependent supposition which arises as an abstraction from within already existing scientific activity. Moreover, even when the specific hypothesis has in this manner been formulated, it is inoperative as a guide to research without constant reference to the traditions of scientific inquiry from which it was abstracted. The concrete situation does not appear until the specific hypothesis, which is the occasion of empiricism being set to work, is recognized as itself the creature of owing how to conduct a scientific inquiry. Or consider the example of cookery. It might be supposed that an ignorant man, some edible materials, and a cookery book compose together the necessities of a self-moved (or concrete) activity called cooking. But nothing is further from the truth. The cookery book is not an independently generated beginning from which cooking can spring; it is nothing more than an abstract of somebody's knowledge of how to cook: it is the stepchild, not the parent of the activity. The book, in its tum, may help to set a man on to dressing a dinner, but if it were his sole guide he could never, in fact, begin: the book speaks only to those who know already the kind of thing to expect from it and consequently bow to interpret it. Now, just as a cookery book presupposes somebody who knows how to cook, and its use presupposes somebody who already knows how to use it, and just as a scientific hypothesis springs from a knowledge of how to conduct a scientific investigation and separated from that knowledge is powerless to set empiricism profitably to work, so a political ideology must be understood, not as an independently premeditated beginning for political activity, but as knowledge (abstract and generalized) of a concrete manner of attending to the arrangements of a society. The catechism which sets out the purposes to be pursued merely abridges a concrete manner of behaviour in which those purposes are already hidden. It does not exist in advance of political activity, and by itself it is always an insufficient guide. Political enterprises, the ends to be pursued, the arrangements to be established (all the normal ingredients of a political ideology), cannot be premeditated in advance of a manner of attending to the arrangements of a society; what we do, and moreover what we want to do, is the creature of how we are accustomed to conduct our affairs. Indeed, it often reflects no more than a dis­covered ability to do something which is then translated into an authority to do it.

You might expect that if you spent such an extended period in twelve different households, what you would gather is twelve different ideas about how to raise children: there would be the strict parents and the lax parents and the hyperinvolved parents and the mellow parents and on and on. What Lareau found, however, is something much different. There were only two parenting “philosophies,” and they divided almost perfectly along class lines. The wealthier parents raised their kids one way, and the poorer parents raised their kids another way. The wealthier parents were heavily involved in their children’s free time, shuttling them from one activity to the next, quizzing them about their teachers and coaches and teammates. It was making up games outside with their siblings and other kids in the neighborhood. One girl from a working-class family—Katie Brindle—sang in a choir after school. But she signed up for it herself and walked to choir practice on her own. I am going to kill you.” These six words may have triggered more high-stakes predictions than any other sentence ever spoken. They have certainly caused a great deal of fear and anxiety. But why? Perhaps we believe only a deranged and dangerous person would even think of harming us, but that just isn’t so. Plenty of people have thought of harming you: the driver of the car behind you who felt you were going too slowly, the person waiting to use the pay-phone you were chatting on, the person you fired, the person you walked out on—they have all hosted a fleeting violent idea. Though thoughts of harming you may be terrible, they are also inevitable. The thought is not the problem; the expression of the thought is what causes us anxiety, and most of the time that’s the whole idea. Understanding this will help reduce unwarranted fear. That someone would intrude on our peace of mind, that they would speak words so difficult to take back, that they would exploit our fear, that they would care so little about us, that they would raise the stakes so high, that they would stoop so low—all of this alarms us, and by design. Threatening words are dispatched like soldiers under strict orders: Cause anxiety that cannot be ignored. Surprisingly, their deployment isn’t entirely bad news. It’s bad, of course, that someone threatens violence, but the threat means that at least for now, he has considered violence and decided against doing it. The threat means that at least for now (and usually forever), he favors words that alarm over actions that harm. For an instrument of communication used so frequently, the threat is little understood, until you think about it. The parent who threatens punishment, the lawyer who threatens unspecified “further action,” the head of state who threatens war, the ex-husband who threatens murder, the child who threatens to make a scene—all are using words with the exact same intent: to cause uncertainty. Our social world relies on our investing some threats with credibility while discounting others. Our belief that they really will tow the car if we leave it here encourages us to look for a parking space unencumbered by that particular threat. The disbelief that our joking spouse will really kill us if we are late to dinner allows us to stay in the marriage. Threats, you see, are not the issue—context is the issue.

The culture generated by peer-orientation is sterile in the strict sense of that word: it is unable to reproduce itself or to transmit values that can serve future generations. There are very few third generation hippies. Whatever its nostalgic appeal, that culture did not have much staying power. Peer culture is momentary, transient, and created daily, a “culture du jour,” as it were. The content of peer culture resonates with the psychology of our peer-oriented children and adults who are arrested in their own development. In one sense it is fortunate that peer culture cannot be passed on to future generations, since its only redeeming aspect is that it is fresh every decade. It does not edify or nurture or even remotely evoke the best in us or in our children. The peer culture, concerned only with what is fashionable at the moment, lacks any sense of tradition or history. As peer orientation rises, young people's appreciation of history wanes, even of recent history. For them, present and future exist in a vacuum with no connection to the past. The implications are alarming for the prospects of any informed political and social decision-making flowing from such ignorance. A current example is South Africa today, where the end of apartheid has brought not only political freedom but, on the negative side, rapid and rampant Westernization and the advent of globalized peer culture. The tension between the generations is already intensifying. “Our parents are trying to educate us about the past,” one South African teenager told a Canadian newspaper reporter. “We're forced to hear about racists and politics…” For his part, Steve Mokwena, a thirty-six year-old historian and a veteran of the anti-apartheid struggle, is described by the journalist as being “from a different world than the young people he now works with.” “They're being force-fed on a diet of American pop trash. But above all, just as writers, when their hands are tied by the tyranny of a monarch or of poetic convention, by the strict rules of prosody or state religion, often achieve a power of concentration they would not have done under a system of political freedom or literary anarchy, so Françoise, by not being free to respond to us in an explicit manner, spoke like Tiresias and would have written like Tacitus.5 She knew how to contain everything she could not express directly in a sentence we could not denounce without casting aspersions on ourselves, in less than a sentence in fact, in a silence, in the way she placed an object.

This requires less self-control on the parents’ part: They can be nice when they feel like it, and then punish severely if they’re feeling angry or the misbehavior is egregious. But imagine how this looks from the child’s point of view. Some days you make a smart remark and the grown-ups all laugh. Other days a similar remark brings a smack or the loss of treasured privileges. Seemingly tiny or even random differences in your own behavior or in the situation seem to spell the difference between no punishment at all and a highly upsetting one. Besides resenting the unfairness, you learn that the most important thing is not how you behave but whether or not you get caught, and whether your parents are in the mood to punish. You might learn, for instance, that table manners can be dispensed with at restaurants, because the grown-ups are too embarrassed to discipline you in public. “Parents find it hard to administer discipline in public because they feel judged,” Carroll says. “They’re afraid people will think they’re a bad mother. But you have to get that out of your head. I’ve had people stare at me when I take a child out of a restaurant for being rude, but you can’t worry about that. You have to do what’s right for the child, and it really is all about being consistent. They have to grow up knowing what’s appropriate and inappropriate behavior.

It is a reason why so many who seek holiness or spiritual improvement impose on themselves a strict austerity. And it is why schools and colleges used to emulate the ways of monasteries. The first Christian hermits and monastics who practiced extreme austerity in the desert saw themselves as emulating Jesus during his sojourn in the wilderness. Once monastic life became institutionalized, removing oneself from carnal temptation was a major reason why religiously minded individuals would choose to take vows. The Rule of St. Benedict, set down around the year 530, included commitments to poverty, humility, chastity, and obedience, and this became the paradigm for most Christian monastic orders. The vow of poverty generally involved renouncing all individual property, although the monastic community was allowed to hold property, and of course some monasteries eventually became quite wealthy. But the lifestyle of most monks in the Middle Ages was kept deliberately austere. Here is how Aelred of Rievaulx, writing in the twelfth century, describes it: Our food is scanty, our garments rough, our drink is from the streams and our sleep upon our book. Under our tired limbs there is a hard mat; when sleep is sweetest we must rise at a bell’s bidding. . . . self-will has no scope; there is no moment for idleness or dissipation.4 Strict precautions to eliminate the possibility of sexual encounters, regular searches of dormitories to ensure that no one was hoarding personal property, a rigid and arduous daily routine to occupy to the full one’s physical and mental energy: by means of this sort monasteries and convents did their best to provide a temptation-free environment. More than a trace of the same thinking lay behind the preference for isolated rural locations among those who sought to establish colleges in nineteenth-century America. Sometimes the argument might be conveyed subtly by a brochure picturing the college surrounded by nothing but fields, woods, and hills, an image that also appealed to the deeply rooted idea that the land was a source of virtue.5 But it was also put forward explicitly. The best companies almost always make it through hard times because the people rally to make sure they do. In other words, from a strictly business standpoint, treating people well in any economy is more cost effective than not. Too many leaders are managing organizations in a way that is costing them money, hurting performance and damaging people’s health. And if that’s not enough to convince us that something has to change, then perhaps our love for our children will. A study by two researchers at the Graduate School of Social Work at Boston College found that a child’s sense of well-being is affected less by the long hours their parents put in at work and more by the mood their parents are in when they come home. Throughout their kids’ upbringing, authoritative parents also had clear, bright limits, rules they did not negotiate. “We’re socialized to believe that warmth and strictness are opposites,” Doug Lemov writes in his book Teach Like a Champion. “The fact is, the degree to which you are warm has no bearing on the degree to which you are strict, and vice versa.” Parents and teachers who manage to be both warm and strict seem to strike a resonance with children, gaining their trust along with their respect. When researcher Jelani Mandara at Northwestern University studied 4,754 U.S. teenagers and their parents, he found that kids with authoritative parents had higher academic achievement levels, fewer symptoms of depression, and fewer problems with aggression, disobedience, and other antisocial behaviors. The urge to suspend the division of labour which, within certain limits, his economic situation enables him to satisfy, is thought particularly disreputable: it betrays a disinclination to sanction the operations imposed by society, and domineering competence permits no such idiosyncrasies. The departmentalization of mind is a means of abolishing mind where it is not exercised ex officio, under contract. It performs this task all the more reliably since anyone who repudiates the division of labour - if only by taking pleasure in his work - makes himself vulnerable by its standards in ways inseparable from elements of his superiority. Thus is order ensured: some have to play the game because they cannot otherwise live, and those who could live otherwise are kept out because they do not want to play the game. It is as if the class from which independent intellectuals have defected takes its revenge, by pressing its demands home in the very domain where the deserter seeks refuge.
