To begin with, we have to be more clear about what we mean by patriotic feelings. For a time when I was in high school, I cheered for the school athletic teams. That's a form of patriotism — group loyalty. It can take pernicious forms, but in itself it can be quite harmless, maybe even positive. At the national level, what "patriotism" means depends on how we view the society. Those with deep totalitarian commitments identify the state with the society, its people, and its culture. Therefore those who criticized the policies of the Kremlin under Stalin were condemned as "anti-Soviet" or "hating Russia". For their counterparts in the West, those who criticize the policies of the US government are "anti-American" and "hate America"; those are the standard terms used by intellectual opinion, including left-liberal segments, so deeply committed to their totalitarian instincts that they cannot even recognize them, let alone understand their disgraceful history, tracing to the origins of recorded history in interesting ways. For the totalitarian, "patriotism" means support for the state and its policies, perhaps with twitters of protest on grounds that they might fail or cost us too much. For those whose instincts are democratic rather than totalitarian, "patriotism" means commitment to the welfare and improvement of the society, its people, its culture. That's a natural sentiment and one that can be quite positive. It's one all serious activists share, I presume; otherwise why take the trouble to do what we do? But the kind of "patriotism" fostered by totalitarian societies and military dictatorships, and internalized as second nature by much of intellectual opinion in more free societies, is one of the worst maladies of human history, and will probably do us all in before too long. With regard to the US, I think we find a mix. Every effort is made by power and doctrinal systems to stir up the more dangerous and destructive forms of "patriotism"; every effort is made by people committed to peace and justice to organize and encourage the beneficial kinds. It's a constant struggle. When people are frightened, the more dangerous kinds tend to emerge, and people huddle under the wings of power. Whatever the reasons may be, by comparative standards the US has been a very frightened country for a long time, on many dimensions. Quite commonly in history, such fears have been fanned by unscrupulous leaders, seeking to implement their own agendas. These are commonly harmful to the general population, which has to be disciplined in some manner: the classic device is to stimulate fear of awesome enemies concocted for the purpose, usually with some shreds of realism, required even for the most vulgar forms of propaganda. Germany was the pride of Western civilization 70 years ago, but most Germans were whipped to presumably genuine fear of the Czech dagger pointed at the heart of Germany (is that crazier than the Nicaraguan or Grenadan dagger pointed at the heart of the US, conjured up by the people now playing the same game today?), the Jewish-Bolshevik conspiracy aimed at destroying the Aryan race and the civilization that Germany had inherited from Greece, etc. That's only the beginning. A lot is at stake.

Words like 'will' and 'courage' are difficult for historians to use as instruments of cold analysis. They cannot be quantified; they are elusive of definition; they are products of a moral language that is regarded sceptically today, even tainted by its association with fascist rhetoric. German and Japanese leaders believed that the spiritual strength of their soldiers and workers in some indefinable way compensate for their technical inferiority. When asked after the war why Japan lost, one senior naval officer replied that the Japanese 'were short on spirit, the military spirit was weak...' and put this explanation ahead of any material cause. Within Germany, belief that spiritual strength or willpower was worth more than generous supplies of weapons was not confined to Hitler by any means, though it was certainly a central element in the way he looked at the world. The irony was that Hitler's ambition to impose his will on others did perhaps more than anything to ensure that his enemies' will to win burned brighter still. The Allies were united by nothing so much as a fundamental desire to smash Hitlerism and Japanese militarism and to use any weapon to achieve it. The primal drive for victory at all costs nourished Allied fighting power and assuaged the thirst for vengeance. They fought not only because the sum of their resources added up to victory, but because they wanted to win and were certain that their cause was just. The Allies won the Second World War because they turned their economic strength into effective fighting power, and turned the moral energies of their people into an effective will to win. The mobilisation of national resources in this broad sense never worked perfectly, but worked well enough to prevail. Materially rich, but divided, demoralised, and poorly led, the Allied coalition would have lost the war, however exaggerated Axis ambitions, however flawed their moral outlook. The war made exceptional demands on the Allied peoples. Half a century later the level of cruelty, destruction and sacrifice that it engendered is hard to comprehend, let alone recapture. Fifty years of security and prosperity have opened up a gulf between our own age and the age of crisis and violence that propelled the world into war. Though from today's perspective Allied victory might seem somehow inevitable, the conflict was poised on a knife-edge in the middle years of the war. This period must surely rank as the most significant turning point in the history of the modern age.

The CIA plan to capture bin Laden also had to accommodate another layer of American law governing covert action: the presidential ban on assassination by the CIA or its agents, a ban initiated by President Gerald R. Ford in 1976 and renewed by Reagan in the same Executive Order 12333. To comply with this part of the law, when they met with their agents to develop their plan, the CIA officers had to make clear that the effort to capture bin Laden could not turn into an assassination hit. Not only was he living out his boyhood fantasy, he and his then-wife also enjoyed the perks of a borderline-European existence. Even in communist East Germany, the standard of living was far more comfortable than life in Russia, and the young Putins were climbing KGB social circles, making influential connections, networking a power base. The present was bright, and the future looked downright luminous. Then, the Berlin wall fell, and down with it crashed Putin’s world. A few days after the fall, a group of East German protestors gathered at the door of the secret service headquarters building. Putin, fearing the headquarters would be overrun, dialed up a Red Army tank unit stationed nearby to ask for protection. A voice on the other end of the line told him the unit could not do anything without orders from Moscow. And, “Moscow is silent,” the man told Putin. Putin’s boyhood dream was dissolving before his eyes, and his country was impotent or unwilling to stop it. Putin despised his government’s weakness in the face of threat. It taught him a lesson that would inform his own rule: Power is easily lost when those in power allow it to be taken away. In Putin’s mind, the Soviet Union’s fatal flaw was not that its authoritarianism was unsustainable but that its leaders were not strong enough or brutal enough to maintain their authority. The lesson Putin learned was that power must be guarded with vigilance and maintained by any means necessary.

In this chapter, I want to focus on the really big crimes that have been committed by atheist groups and governments. In the past hundred years or so, the most powerful atheist regimes—Communist Russia, Communist China, and Nazi Germany—have wiped out people in astronomical numbers. Stalin was responsible for around twenty million deaths, produced through mass slayings, forced labor camps, show trials followed by firing squads, population relocation and starvation, and so on. Jung Chang and Jon Halliday’s authoritative recent study Mao: The Unknown Story attributes to Mao Zedong’s regime a staggering seventy million deaths.4 Some China scholars think Chang and Halliday’s numbers are a bit high, but the authors present convincing evidence that Mao’s atheist regime was the most murderous in world history. Stalin’s and Mao’s killings—unlike those of, say, the Crusades or the Thirty Years’ War—were done in peacetime and were performed on their fellow countrymen. Hitler comes in a distant third with around ten million murders, six million of them Jews. So far, I haven’t even counted the assassinations and slayings ordered by other Soviet dictators like Lenin, Khrushchev, Brezhnev, and so on. Nor have I included a host of “lesser” atheist tyrants: Pol Pot, Enver Hoxha, Nicolae Ceaus̹escu, Fidel Castro, Kim Jong-il. Even these “minor league” despots killed a lot of people. Consider Pol Pot, who was the leader of the Khmer Rouge, the Communist Party faction that ruled Cambodia from 1975 to 1979. Within this four-year period Pol Pot and his revolutionary ideologues engaged in systematic mass relocations and killings that eliminated approximately one-fifth of the Cambodian population, an estimated 1.5 million to 2 million people. In fact, Pol Pot killed a larger percentage of his countrymen than Stalin and Mao killed of theirs.5 Even so, focusing only on the big three—Stalin, Hitler, and Mao—we have to recognize that atheist regimes have in a single century murdered more than one hundred million people.

Revolutionary Russia has the largest army in the world; a secret police, that for ruthless efficiency rivals the German or the Italian; a rigid press censorship; a system of education that, since Stalin "reformed" it, is as authoritarian as Hitler's; an all-embracing system of military training that is applied to women and children as well as men; a dictator as slavishly adored as the man-gods of Rome and Berlin; a bureaucracy, solidly entrenched as the new ruling class and employing the powers of the state to preserve its privileges and protect its vested interests; an oligarchical party which dominates the entire country and within which there is no freedom even for faithful members. (Most ruling castes are democracies so far as their own members are concerned. Not so the Russian Communist Party, in which the Central Executive Committee acting through the Political Department, can override or altogether liquidate any district organization whatsoever.) No opposition is permitted in Russia. But where opposition is made illegal, it automatically goes underground and becomes conspiracy. Hence the treason trials and purges of 1936 and 1937. Large-scale manipulations of the social structure are pushed through against the wishes of the people concerned and with the utmost ruthlessness. (Several million peasants were deliberately starved to death in 1933 by the Soviet planners.) Ruthlessness begets resentment; resentment must be kept down by force. As usual the chief result of violence is the necessity to use more violence. Such then is Soviet planning-well-intentioned, but making use of evil means that are producing results utterly unlike those which the original makers of the revolution intended to produce.

Some people compared the Trumpian response to COVID-19 to the Soviet government’s response to the catastrophic accident at the Chernobyl power plant in 1986. For once, such a comparison was not far-fetched. The people most at risk were denied necessary, potentially lifesaving information, and this was the government’s failure; there was rumor and fear on the one hand and dangerous oblivion on the other. And, of course, there was unconscionable, preventable tragedy. To be sure, Americans in 2020 had vastly more access to information than did Soviet citizens in 1986. But the Trump administration shared two key features with the Soviet government: utter disregard for human life and a monomaniacal focus on pleasing the leader, to make him appear unerring and all-powerful. These are the features of autocratic leadership.

In the early twentieth century, as in the early twenty-first, these hopes were challenged by new visions of mass politics in which a leader or a party claimed to directly represent the will of the people. European democracies collapsed into right-wing authoritarianism and fascism in the 1920s and '30s. The communist Soviet Union, established in 1922, extended its model into Europe in the 1940s. The European history of the twentieth century shows us that societies can break, democracies can fall, ethics can collapse, and ordinary men can find themselves standing over death pits with guns in their hands. It would serve us well today to understand why.

Westerners, not just Lincoln Steffens. It took in the Central Intelligence Agency of the United States. It even took in the Soviet Union’s own leaders, such as Nikita Khrushchev, who famously boasted in a speech to Western diplomats in 1956 that “we will bury you [the West].” As late as 1977, a leading academic textbook by an English economist argued that Soviet-style economies were superior to capitalist ones in terms of economic growth, providing full employment and price stability and even in producing people with altruistic motivation. Poor old Western capitalism did better only at providing political freedom. Indeed, the most widely used university textbook in economics, written by Nobel Prize–winner Paul Samuelson, repeatedly predicted the coming economic dominance of the Soviet Union. In the 1961 edition, Samuelson predicted that Soviet national income would overtake that of the United States possibly by 1984, but probably by 1997. In the 1980 edition there was little change in the analysis, though the two dates were delayed to 2002 and 2012. Though the policies of Stalin and subsequent Soviet leaders could produce rapid economic growth, they could not do so in a sustained way. By the 1970s, economic growth had all but stopped. The most important lesson is that extractive institutions cannot generate sustained technological change for two reasons: the lack of economic incentives and resistance by the elites. In addition, once all the very inefficiently used resources had been reallocated to industry, there were few economic gains to be had by fiat. Then the Soviet system hit a roadblock, with lack of innovation and poor economic incentives preventing any further progress. The only area in which the Soviets did manage to sustain some innovation was through enormous efforts in military and aerospace technology. As a result they managed to put the first dog, Leika, and the first man, Yuri Gagarin, in space. They also left the world the AK-47 as one of their legacies. Gosplan was the supposedly all-powerful planning agency in charge of the central planning of the Soviet economy. One of the benefits of the sequence of five-year plans written and administered by Gosplan was supposed to have been the long time horizon necessary for rational investment and innovation. In reality, what got implemented in Soviet industry had little to do with the five-year plans, which were frequently revised and rewritten or simply ignored. The development of industry took place on the basis of commands by Stalin and the Politburo, who changed their minds frequently and often completely revised their previous decisions. All plans were labeled “draft” or “preliminary.” Only one copy of a plan labeled “final”—that for light industry in 1939—has ever come to light. Stalin himself said in 1937 that “only bureaucrats can think that planning work ends with the creation of the plan. The creation of the plan is just the beginning. The real direction of the plan develops only after the putting together of the plan.” Stalin wanted to maximize his discretion to reward people or groups who were politically loyal, and punish those who were not. As for Gosplan, its main role was to provide Stalin with information so he could better monitor his friends and enemies. It actually tried to avoid making decisions. On TV the first attempts to explore the past, the well-made dramas about Stalin’s Terror of the 1930s, are taken off screen and replaced with celebrations of World War II. (But while Stalin’s victory is celebrated publicly and loudly, invoking him also silently resurrects old fears: Stalin is back! Be very afraid!) The architecture reflects these agonies. The city writhes as twentyfirst-century Russia searches, runs away, returns, denies, and reinvents itself. “Moscow is the only city where old buildings are knocked down,” says Mozhayev, “and then rebuilt again as replicas of themselves with straight lines, Perspex, double glazing.

A special government commission consisting of Party officials and scientists were on their way to assess the situation, and would arrive over the following 24 hours. Legasov held a Doctorate in Chemistry and was something of a prodigy, having enjoyed an unprecedented rise within Soviet scientific circles to become the First Deputy-Director of the prestigious I. V. Kurchatov Institute of Atomic Energy. Even though he was not a specialist in nuclear reactors, he was a highly intelligent, experienced and influential figure, both within the Communist Party and the global scientific community.164

In Spain an exceptionally favourable situation, more favourable than in Russia before the October 1917 revolution, there was no party or leadership capable of making a correct estimate of the situation, drawing the necessary conclusions, and the workers firmly to take power. All that was necessary in the situation was to explain to the workers the real relationship of forces, the necessary and vital steps and to show them how their leaders and organisations stood in the way. Power was in the hands of the workers, but it was not centralised or organised. Committees, Juntas or Soviets, the name does not matter, should have been organised in every factory and district, elected by the workers, housewives and all sections of the working population, including the peasants and of course the workers’ militias. These in turn should have been linked by delegates to form area, regional and an all national committee. This could have formed the framework of a new regime pushing aside the contemptible and powerless government and establishing the dictatorship of the proletariat.

On the other hand, the deep emotional feeling among Americans and British is that all government is somehow dangerous, that there should be as little government as possible, that any increase in the power of government is bad, and that existing government must be watched constantly, watched and criticized to keep it sharp and on its toes. And later, on the farms, when we sat at table with farming men, and they asked how our government operated, we would try to explain that such was our fear of power invested in one man, or in one group of men, that our government was made up of a series of checks and balances, designed to keep power from falling into any one person’s hands. We tried to explain that the people who made our government, and those who continue it, are so in fear of power that they would willingly cut off a good leader rather than permit a precedent of leadership. I do not think we were thoroughly understood in this, since the training of the people of the Soviet Union is that the leader is good and the leadership is good. There is no successful argument here, it is just the failure of two systems to communicate one with the other.

In The Origins of Totalitarianism, Hannah Arendt looked at the essential role that propaganda played in gaslighting the populations of Nazi Germany and Soviet Russia, writing that “in an ever-changing, incomprehensible world the masses had reached the point where they would, at the same time, believe everything and nothing, think that everything was possible and that nothing was true.” “Mass propaganda,” she wrote, “discovered that its audience was ready at all times to believe the worst, no matter how absurd, and did not particularly object to being deceived because it held every statement to be a lie anyhow. The totalitarian mass leaders based their propaganda on the correct psychological assumption that, under such conditions, one could make people believe the most fantastic statements one day, and trust that if the next day they were given irrefutable proof of their falsehood, they would take refuge in cynicism; instead of deserting the leaders who had lied to them, they would protest that they had known all along that the statement was a lie and would admire the leaders for their superior tactical cleverness.

Just prior to that, Henry Ford had instigated operations that used the principles of Frederick Winslow Taylor to promote efficiency in his automobile factories—as did Lenin to advance his super-population in 1920. As extraordinary as it might sound, the name Henry Ford became well known throughout Russian villages in the 1920s—better known, in fact, than the names of many party leaders. Lenin had imported Ford Motor Company tractors in large numbers after the revolution. Peasants affectionately called these tractors “Fordzonishkas” (they also were said to have named their children after Ford in the early years of the Soviet era!), and the terms fordizatsiya and teilorizatsiya (Fordization, Taylorization) were used in Soviet universities in the 1920s. 13 And it was exactly this effect, the mechanizing of Russia, thanks to American industrial thought, that Zamyatin so fiercely satirized in his novel. Indeed, in 1922, Max Eastman, defender of the revolution in Russia, said, “I feel sometimes as though the whole modern world of capitalism and Communism and all were rushing toward some enormous efficient machine-made doom of the true values of life.”14

In March 1994, Putin attended a European Union event in Hamburg that included a speech by Estonian president Lennart Meri. Estonia, like the two other Baltic republics, was annexed by the Soviet Union at the start of World War II, then lost to the Germans, to be retaken by the Soviets in 1944. The three Baltic states were the last to be included in the Soviet empire and the first to emerge from it—in no small part because they had a population that still remembered a time before the Soviets. Meri, Estonia’s first democratically elected leader in half a century, had been active in the anti-Soviet liberation movement. Now, speaking in Hamburg, he referred to the Soviet Union as “occupiers.” At this point Putin, who had been sitting in the audience among Russian diplomats, rose and left the room. “It looked very impressive,” recalled a St. Petersburg colleague who would go on to run the Russian federal election commission under President Putin. “The meeting was held in Knights’ Hall, which has ten-meter-tall ceilings and a marble floor, and as he walked, in total silence, each step of his echoed under the ceiling. To top it all off, the huge cast-iron door slammed shut behind him with deafening thunder.

The Germans were eventually beaten only when the liberal countries allied themselves with the Soviet Union, which bore the brunt of the conflict and paid a much higher price: 25 million Soviet citizens died in the war, compared to half a million Britons and half a million Americans. Much of the credit for defeating Nazism should be given to communism. And at least in the short term, communism was also the great beneficiary of the war. The Soviet Union entered the war as an isolated communist pariah. It emerged as one of the two global superpowers, and the leader of an expanding international bloc. By 1949 eastern Europe became a Soviet satellite, the Chinese Communist Party won the Chinese Civil War, and the United States was gripped by anti-communist hysteria. Revolutionary and anti-colonial movements throughout the world looked longingly towards Moscow and Beijing, while liberalism became identified with the racist European empires. As these empires collapsed, they were usually replaced by either military dictatorships or socialist regimes, not liberal democracies. In 1956 the Soviet premier, Nikita Khrushchev, confidently told the liberal West that ‘Whether you like it or not, history is on our side. We will bury you!

Al-Zawahiri, the son of an upper middle-class family who had grown up in Al-Maadi, an affluent Cairene suburb, joined the Muslim Brotherhood at the age of fifteen right after the 1967 defeat. He quickly moved from the Brotherhood's ordinary ranks to join (and create) independent, highly radicalized cells. Though he had no links to the murder of Sadat, he was imprisoned in the major incarceration waves that followed the crime, and was sentenced to three years. Having served his prison sentence, he emigrated to Saudi Arabia, then soon afterwards to Afghanistan to join in the fight against the Soviets. It was during that time that he met Dr Abdullah Azzam, the Palestinian godfather of many militant Islamic groups and the founder of the Jihad Service Bureau, the vehicle that helped recruit thousands of Arabs to the Afghanistan War. Al-Zawahiri became a close friend and confidant of Azzam. After the Soviets' withdrawal from Afghanistan, he returned to Egypt where he became the effective leader of the Al-Jihad group. In 1992, Dr Al-Zawahiri joined his old Arab Afghan colleague, the Saudi multi-millionaire Osama bin Laden, in Sudan, and from there he continued to lead Al-Jihad, until its merger with Al-Qaeda in 1998. Dr Al-Zawahiri presented his thinking and rationale for ‘jihad by all means’ in his book Knights under the Prophet's Banner.38

...The gulag—with its millions of victims, if you listen to Solzehnitsyn and Sakharov—supposedly existed in the Soviet Union right down to the very last days of communism. If so—as I've asked before—where did it disappear to? That is, when the communist states were overthrown, where were the millions of stricken victims pouring out of the internment camps with their tales of torment? I'm not saying they don't exist; I'm just asking, where are they? One of the last remaining camps, Perm-35—visited in 1989 and again in '90 by Western observers—held only a few dozen prisoners, some of whom were outright spies, as reported in the Washington Post. Others were refuseniks who tried to flee the country. The inmates complained about poor-quality food, the bitter cold, occasional mistreatment by guards. I should point out that these labor camps were that: they were work camps. They weren't death camps that you had under Nazism where there was a systematic extermination of the people in the camps. So there was a relatively high survival rate. The visitors also noted that throughout the 1980s, hundreds of political prisoners had been released from the various camps, but hundreds are not millions. Even with the great fall that took place after Stalin, under Khrushchev, when most of the camps were closed down...there was no sign of millions pouring back into Soviet life—the numbers released were in the thousands. Why—where are the victims? Why no uncovering of mass graves? No Nuremburg-style public trials of communist leaders, documenting the widespread atrocities against these millions—or hundreds of millions, if we want to believe our friend at the Claremont Institute. Surely the new...anti-communist rulers in eastern Europe and Russia would have leaped at the opportunity to put these people on trial. And the best that the West Germans could do was to charge East German leader Erich Honecker and seven of his border guards with shooting persons who tried to escape over the Berlin Wall. It's a serious enough crime, that is, but it's hardly a gulag. In 1955[sic], the former secretary of the Prague communist party was sentenced to two and a half years in prison. 'Ah, a gulag criminal!' No, it was for ordering police to use tear gas and water cannons against demonstrators in 1988. Is this the best example of bloodthirsty communist repression that the capitalist restorationists could find in Czechoslovakia? An action that doesn't even qualify as a crime in most Western nations—water cannons and tear gas! Are they kidding? No one should deny that crimes were committed, but perhaps most of the gulag millions existed less in reality and more in the buckets of anti-communist propaganda that were poured over our heads for decades.

From the brilliant-versus-clueless question flows even more complex ones. Was he a visionary who clung to a few verities, or an amiable dunce who floated obliviously above facts and nuances? Was he a stubborn ideological coot or a clever negotiator able to change course when dealing with Congress and the Soviets and movie moguls? Was he a historic figure who stemmed the tide of government expansion and stared down Moscow, or an out-of-touch actor who bloated the deficit and deserves less credit than Gorbachev for ending the cold war? The most solidly reported biography of Reagan so far—indeed, the only solidly reported biography—is by the scrupulously fair newspaperman Lou Cannon, who has covered him since the 1960s. Edmund Morris, who with great literary flair captured the life of Theodore Roosevelt, was given the access to write an authorized biography, but he became flummoxed by the topic; he took an erratic swing by producing Dutch, a semifictionalized ruminative bio-memoir, thus fouling off his precious opportunity. Both Garry Wills in his elegant 1987 sociobiography, Reagan’s America, and Dinesh D’Souza in his 1997 delicate drypoint, Ronald Reagan, do a good job of analyzing why he was able to make such a successful connection with the American people.

There are many things we cannot understand about the Soviet Union, and this is one of them. There are not more than fifty of these women. They are no good to the Soviet Union. They are suspected. Russians do not associate with them, and yet they are not permitted to leave. And on these fifty women, these fifty unimportant women, the Soviet Union has got itself more bad publicity than on any other single small item. Of course this situation cannot arise again, since by a new decree no Russian may marry a foreigner. But here they sit in Moscow, these sad women, no longer Russians, and they have not become British or American. And we cannot understand the reasoning which keeps them here. Perhaps it is just that the Russians do not intend to be told what to do about anything by anyone else. It might be as simple as that. When Clement Attlee personally requested that they be sent out of Russia, he was told, in effect, to mind his own business. It is just one more of the international stupidities which seem to be on the increase in the world. Sometimes it seems that the leaders of nations are little boys with chips on their shoulders, daring each other to knock them off.

Everyone is going to know.” The conversation ended. I called Steve Hadley to tell him about the Russian demand. Then I called the British, the French, and several others. That afternoon the UN Security Council was meeting. I asked our representative to inform the Council as well. Lavrov was furious, saying that he’d never had a colleague divulge the contents of a diplomatic conversation. I felt I had no choice. If the Georgians wanted to punish Saakashvili for the war, they would have a chance to do it through their own constitutional processes. But the Russians had no right to insist on his removal. The whole thing had an air of the Soviet period, when Moscow had controlled the fate of leaders throughout Eastern Europe. I was certainly not going to be party to a return to those days [688].
Condoleezza Rice (No Higher Honor: A Memoir of My Years in Washington)
gave up on the idea of creating “socialist men and women” who would work without monetary incentives. In a famous speech he criticized “equality mongering,” and thereafter not only did different jobs get paid different wages but also a bonus system was introduced. It is instructive to understand how this worked. Typically a firm under central planning had to meet an output target set under the plan, though such plans were often renegotiated and changed. From the 1930s, workers were paid bonuses if the output levels were attained. These could be quite high—for instance, as much as 37 percent of the wage for management or senior engineers. But paying such bonuses created all sorts of disincentives to technological change. For one thing, innovation, which took resources away from current production, risked the output targets not being met and the bonuses not being paid. For another, output targets were usually based on previous production levels. This created a huge incentive never to expand output, since this only meant having to produce more in the future, since future targets would be “ratcheted up.” Underachievement was always the best way to meet targets and get the bonus. The fact that bonuses were paid monthly also kept everyone focused on the present, while innovation is about making sacrifices today in order to have more tomorrow. Even when bonuses and incentives were effective in changing behavior, they often created other problems. Central planning was just not good at replacing what the great eighteenth-century economist Adam Smith called the “invisible hand” of the market. When the plan was formulated in tons of steel sheet, the sheet was made too heavy. When it was formulated in terms of area of steel sheet, the sheet was made too thin. When the plan for chandeliers was made in tons, they were so heavy, they could hardly hang from ceilings. By the 1940s, the leaders of the Soviet Union, even if not their admirers in the West, were well aware of these perverse incentives. The Soviet leaders acted as if they were due to technical problems, which could be fixed. For example, they moved away from paying bonuses based on output targets to allowing firms to set aside portions of profits to pay bonuses. But a “profit motive” was no more encouraging to innovation than one based on output targets. The system of prices used to calculate profits was almost completely unconnected to the value of new innovations or technology. Unlike in a market economy, prices in the Soviet Union were set by the government, and thus bore little relation to value. To more specifically create incentives for innovation, the Soviet Union introduced explicit innovation bonuses in 1946. As early as 1918, the principle had been recognized that an innovator should receive monetary rewards for his innovation, but the rewards set were small and unrelated to the value of the new technology. This changed only in 1956, when it was stipulated that the bonus should be proportional to the productivity of the innovation. However, since productivity was calculated in terms of economic benefits measured using the existing system of prices, this was again not much of an incentive to innovate. One could fill many pages with examples of the perverse incentives these schemes generated. For example, because the size of the innovation bonus fund was limited by the wage bill of a firm, this immediately reduced the incentive to produce or adopt any innovation that might have economized on labor.

Growth was so rapid that it took in generations of Westerners, not just Lincoln Steffens. It took in the Central Intelligence Agency of the United States. It even took in the Soviet Union’s own leaders, such as Nikita Khrushchev, who famously boasted in a speech to Western diplomats in 1956 that “we will bury you [the West].” As late as 1977, a leading academic textbook by an English economist argued that Soviet-style economies were superior to capitalist ones in terms of economic growth, providing full employment and price stability and even in producing people with altruistic motivation. Poor old Western capitalism did better only at providing political freedom. Indeed, the most widely used university textbook in economics, written by Nobel Prize–winner Paul Samuelson, repeatedly predicted the coming economic dominance of the Soviet Union. In the 1961 edition, Samuelson predicted that Soviet national income would overtake that of the United States possibly by 1984, but probably by 1997. In the 1980 edition there was little change in the analysis, though the two dates were delayed to 2002 and 2012. Though the policies of Stalin and subsequent Soviet leaders could produce rapid economic growth, they could not do so in a sustained way. By the 1970s, economic growth had all but stopped. The most important lesson is that extractive institutions cannot generate sustained technological change for two reasons: the lack of economic incentives and resistance by the elites. In addition, once all the very inefficiently used resources had been reallocated to industry, there were few economic gains to be had by fiat. Then the Soviet system hit a roadblock, with lack of innovation and poor economic incentives preventing any further progress. The only area in which the Soviets did manage to sustain some innovation was through enormous efforts in military and aerospace technology. As a result they managed to put the first dog, Leika, and the first man, Yuri Gagarin, in space. They also left the world the AK-47 as one of their legacies. Gosplan was the supposedly all-powerful planning agency in charge of the central planning of the Soviet economy. One of the benefits of the sequence of five-year plans written and administered by Gosplan was supposed to have been the long time horizon necessary for rational investment and innovation. In reality, what got implemented in Soviet industry had little to do with the five-year plans, which were frequently revised and rewritten or simply ignored. The development of industry took place on the basis of commands by Stalin and the Politburo, who changed their minds frequently and often completely revised their previous decisions. All plans were labeled “draft” or “preliminary.” Only one copy of a plan labeled “final”—that for light industry in 1939—has ever come to light. Stalin himself said in 1937 that “only bureaucrats can think that planning work ends with the creation of the plan. The creation of the plan is just the beginning. The real direction of the plan develops only after the putting together of the plan.” Stalin wanted to maximize his discretion to reward people or groups who were politically loyal, and punish those who were not. As for Gosplan, its main role was to provide Stalin with information so he could better monitor his friends and enemies. It actually tried to avoid making decisions. If you made a decision that turned out badly, you might get shot. Better to avoid all responsibility. An example of what could happen

And now it is with a strange sensation that we look at what is happening to you; many social phenomena that happened in Russia before its collapse are being repeated. Our experience of life is of vital importance to the West, but I am not convinced that you are capable of assimilating it without having gone through it to the end yourselves. You know, one could quote here many examples: for one, a certain retreat by the older generation, yielding their intellectual leadership to the younger generation. It is against the natural order of things for those who are youngest, with the least experience of life, to have the greatest influence in directing the life of society. One can say then that this is what forms the spirit of the age, the current of public opinion, when people in authority, well known professors and scientists, are reluctant to enter into an argument even when they hold a different opinion. It is considered embarrassing to put forward one's counterarguments, lest one become involved. And so there is a certain abdication of responsibility, which is typical here where there is complete freedom....There is now a universal adulation of revolutionaries, the more so the more extreme they are! Similarly, before the revolution, we had in Russia, if not a cult of terror, then a fierce defense of terrorists. People in good positions—intellectuals, professors, liberals—spent a great deal of effort, anger, and indignation in defending terrorists.

Thus the good that fierce advocacy of personal wealth accomplishes in the historical run of things outweighs the bad. And while we may not admire always the personal motives of our business leaders we can appreciate the inevitable percolation of the good life as it comes down through our native American soil. The Third Reich built by his Nazis seemed invincible. Yet the restless erstwhile artist and miracle-working warlord was not finished. In fact, the most ambitious act of Nazi world building was yet to come. In Mein Kampf Hitler had made it abundantly clear that the long-term plan of National Socialism was the elimination of the Jews and the enslavement of the Slavs. Both goals were contingent on the conquest of the Soviet Union. Since a large percentage of European Jewry lived within her borders and those of Poland, a war in the east was necessary. Poland had now fallen, and German military forces were already sweeping through the country rounding up its Jewish citizenry. But the Soviet Union—the heart of “Jewish-Bolshevism”—remained untouched. To overcome the Aryans’ greatest racial enemy and subdue the Slavs, a full-scale invasion was necessary. As 1941 opened, then, Hitler prepared for what came to be known as Operation Barbarossa. Bringing Nazi ideology to fulfillment, it proved to be the greatest invasion in history. They were defined by a combination of utopian vision and nihilistic contempt. Gathering his generals before him on March 30, the leader declared that the coming struggle was not merely one of army against army but of culture against culture. It would be a “clash of two ideologies,” he explained. The Communists and Nazis had erected their states on the ruins of Christendom. Both Christianity, with its principle of charity, and humanism, with its celebration of autonomous individual dignity, were bankrupt. Wars in the past, he observed, had accommodated such values. But mercy and chivalry were now dead. Between opposing armies, he declared “we must forget the notion” of sympathy.150 The coming conflict will be “a war of annihilation.”151 Hitler’s generals got the message. One, Erich Hoepner (d. 1944), subsequently declared to his men with a combination of Darwinian objectivity and Nietzschean ruthlessness: The war against Russia is an essential phase in the German nation’s struggle for existence. It is the ancient struggle of the Germanic peoples against Slavdom, the defense of European culture against the Muscovite-Asiatic tide, the repulse of Jewish Bolshevism. That struggle must have as its aim the shattering of present-day Russia and therefore be waged with unprecedented hardness.

With the increasing recognition of Jews as the parasitic germs of these diseases, state after state was forced in the last years to take a position on this fateful question for nations. On this process-which according to Mommsen results in the Jewish engineered decomposition of people and states-the young, awakening Europe has now declared war. Proud and honorable people in other parts of the world have allied themselves to it. They will be joined by hundreds of millions of oppressed men who, irrespective of how their present leaders may view this, will one day break their chains. The end of these liars will come, liars who claim to protect the world against a threatening domination but who actually only seek to save their own world-rule. Another obstacle was the stubbornness of the countries the pipeline had to cross, particularly Syria, all of which were demanding what seemed to be exorbitant transit fees. It was also the time when the partition of Palestine and the establishment of the state of Israel were aggravating American relations with the Arab countries. But the emergence of a Jewish state, along with the American recognition that followed, threatened more than transit rights for the pipeline. Ibn Saud was as outspoken and adamant against Zionism and Israel as any Arab leader. He said that Jews had been the enemies of Arabs since the seventh century. American support of a Jewish state, he told Truman, would be a death blow to American interests in the Arab world, and should a Jewish state come into existence, the Arabs “will lay siege to it until it dies of famine.” When Ibn Saud paid a visit to Aramco’s Dhahran headquarters in 1947, he praised the oranges he was served but then pointedly asked if they were from Palestine—that is, from a Jewish kibbutz. He was reassured; the oranges were from California. In his opposition to a Jewish state, Ibn Saud held what a British official called a “trump card”: He could punish the United States by canceling the Aramco concession. That possibility greatly alarmed not only the interested companies, but also, of course, the U.S. State and Defense departments. Yet the creation of Israel had its own momentum. In 1947, the United Nations Special Committee on Palestine recommended the partition of Palestine, which was accepted by the General Assembly and by the Jewish Agency, but rejected by the Arabs. An Arab “Liberation Army” seized the Galilee and attacked the Jewish section of Jerusalem. Violence gripped Palestine. In 1948, Britain, at wit’s end, gave up its mandate and withdrew its Army and administration, plunging Palestine into anarchy. On May 14, 1948, the Jewish National Council proclaimed the state of Israel. It was recognized almost instantly by the Soviet Union, followed quickly by the United States. The Arab League launched a full-scale attack. The first Arab-Israeli war had begun. A few days after Israel’s proclamation of statehood, James Terry Duce of Aramco passed word to Secretary of State Marshall that Ibn Saud had indicated that “he may be compelled, in certain circumstances, to apply sanctions against the American oil concessions… not because of his desire to do so but because the pressure upon him of Arab public opinion was so great that he could no longer resist it.” A hurriedly done State Department study, however, found that, despite the large reserves, the Middle East, excluding Iran, provided only 6 percent of free world oil supplies and that such a cut in consumption of that oil “could be achieved without substantial hardship to any group of consumers.

The increases in productivity brought about by Ford’s innovation were startling and revolutionized not just the automobile industry but virtually every industry serving a mass market. Introduction of “Fordist” mass production techniques became something of a fad outside America: German industry went through a period of “rationalization” in the mid-1920s as manufacturers sought to import the most “advanced” American organizational techniques.12 It was the Soviet Union’s misfortune that Lenin and Stalin came of age in this period, because these Bolshevik leaders associated industrial modernity with large-scale mass production tout court. Their view that bigger necessarily meant better ultimately left the Soviet Union, at the end of the communist period, with a horrendously overconcentrated and inefficient industrial infrastructure—a Fordism on steroids in a period when the Fordist model had ceased to be relevant. The new form of mass production associated with Henry Ford also had its own ideologist: Frederick W. Taylor, whose book The Principles of Scientific Management came to be regarded as the bible for the new industrial age.13 Taylor, an industrial engineer, was one of the first proponents of time-and-motion studies that sought to maximize labor efficiency on the factory floor. He tried to codify the “laws” of mass production by recommending a very high degree of specialization that deliberately avoided the need for individual assembly line workers to demonstrate initiative, judgment, or even skill. Maintenance of the assembly line and its fine-tuning was given to a separate maintenance department, and the controlling intelligence behind the design of the line itself was the province of white-collar engineering and planning departments. Kennedy saw himself and all Americans as the in-group and Khrushchev and the Soviets as the out-group. All of the biases we’ve seen accrued: Americans saw themselves as trustworthy, and any aggressive behaviors by the United States (even as judged by international standards) were justified; any aggressive behaviors by the Soviets showed their true nature as vicious, heartless, and irrational agents bent on destruction. The turning point came when Khrushchev broke through all of the bravado and rhetoric and asked Kennedy to consider things from his perspective, to use a little empathy. He implored Kennedy several times to “try to put yourself in our place.” He then pointed out their similarities, that both of them were leaders of their respective countries: “If you are really concerned about the peace and welfare of your people, and this is your responsibility as President, then I, as the Chairman of the Council of Ministers, am concerned for my people. Moreover, the preservation of world peace should be our joint concern, since if, under contemporary conditions, war should break out, it would be a war not only between the reciprocal claims, but a world wide cruel and destructive war.” In effect, Khrushchev pointed to a group in which he and Kennedy were both members—leaders of major world powers. Even before the first Soviet tanks crossed into Afghanistan in 1979, a movement of Islamists had sprung up nationwide in opposition to the Communist state. They were, at first, city-bound intellectuals, university students and professors with limited countryside appeal. But under unrelenting Soviet brutality they began to forge alliances with rural tribal leaders and clerics. The resulting Islamist insurgents—the mujahedeen—became proxies in a Cold War battle, with the Soviet Union on one side and the United States, Pakistan, and Saudi Arabia on the other. As the Soviets propped up the Afghan government, the CIA and other intelligence agencies funneled millions of dollars in aid to the mujahedeen, along with crate after crate of weaponry. In the process, traditional hierarchies came radically undone. When the Communists killed hundreds of tribal leaders and landlords, young men of more humble backgrounds used CIA money and arms to form a new warrior elite in their place. In the West, we would call such men “warlords.” In Afghanistan they are usually labeled “commanders.” Whatever the term, they represented a phenomenon previously unknown in Afghan history. Now, each valley and district had its own mujahedeen commanders, all fighting to free the country from Soviet rule but ultimately subservient to the CIA’s guns and money. The war revolutionized the very core of rural culture. With Afghan schools destroyed, millions of boys were instead educated across the border in Pakistani madrassas, or religious seminaries, where they were fed an extreme, violence-laden version of Islam. Looking to keep the war fueled, Washington—where the prevailing ethos was to bleed the Russians until the last Afghan—financed textbooks for schoolchildren in refugee camps festooned with illustrations of Kalashnikovs, swords, and overturned tanks. One edition declared: Jihad is a kind of war that Muslims fight in the name of God to free Muslims.… If infidels invade, jihad is the obligation of every Muslim. An American text designed to teach children Farsi: Tey [is for] Tofang (rifle); Javed obtains rifles for the mujahedeen Jeem [is for] Jihad; Jihad is an obligation. My mom went to the jihad. The cult of martyrdom, the veneration of jihad, the casting of music and cinema as sinful—once heard only from the pulpits of a few zealots—now became the common vocabulary of resistance nationwide. The US-backed mujahedeen branded those supporting the Communist government, or even simply refusing to pick sides, as “infidels,” and justified the killing of civilians by labeling them apostates. They waged assassination campaigns against professors and civil servants, bombed movie theaters, and kidnapped humanitarian workers. They sabotaged basic infrastructure and even razed schools and clinics. With foreign backing, the Afghan resistance eventually proved too much for the Russians. The last Soviet troops withdrew in 1989, leaving a battered nation, a tottering government that was Communist in name only, and a countryside in the sway of the commanders. For three long years following the withdrawal, the CIA kept the weapons and money flowing to the mujahedeen, while working to block any peace deal between them and the Soviet-funded government. The CIA and Pakistan’s spy agency pushed the rebels to shell Afghan cities still under government control, including a major assault on the eastern city of Jalalabad that flattened whole neighborhoods. As long as Soviet patronage continued though, the government withstood the onslaught. With the collapse of the Soviet Union in late 1991, however, Moscow and Washington agreed to cease all aid to their respective proxies. Within months, the Afghan government crumbled. The question of who would fill the vacuum, who would build a new state, has not been fully resolved to this day.

The serious possibility that the Chekist-in-Charge in the Kremlin will seek more provocations, and possibly a major war, to achieve his strategic aim of establishing Russian control over the former Soviet space and therefore dominance over Eastern Europe, is reducing weak-willed Western leaders like Merkel and Hollande to political incoherence.

They can’t, because I control the purse strings, for one thing. None of these future leaders can do anything contrary to what I want, and whatever form the KGB takes, after they have the current version of the Soviet Union collapse. If anyone tries, those people will be taken down through assassinations, coups, or economic collapse. One of my new associates is in the process of training a new form of terrorist, who will kill themselves to destroy a whole host of people; this will also be part of the plan to weaken the western powers.
