That is the wrong way to think about perception. Let’s simplify it. The problem is something like the following: The brain is locked inside a bony skull, and let’s assume for the sake of this argument that the perception problem is the problem of figuring out what’s out there in the world giving rise to sensory signals impinging on our sensory surfaces—eyes and ears, and so on. Within this framework, what we perceive is constituted by those multilevel predictions that try to account for the sensory signals. We perceive what the brain infers caused those signals, not the sensory signals themselves, nor things in the world “in themselves” either.
