Troops became demoralised and brutalised. Even a political solution was abandoned. In all three cases the greater power withdrew. The Second World War was an altogether different conflict, but the will to win was every bit as important - indeed it was more so. The contest was popularly perceived to be about issues of life and death of whole communities rather than for their fighting forces alone. They were issues, wrote one American observer in 1939, 'worth dying for'. If, he continued, 'the will-to-destruction triumphs, our resolution to preserve civilisation must become more implacable...our courage must mount'. Words like 'will' and 'courage' are difficult for historians to use as instruments of cold analysis. They cannot be quantified; they are elusive of definition; they are products of a moral language that is regarded sceptically today, even tainted by its association with fascist rhetoric. German and Japanese leaders believed that the spiritual strength of their soldiers and workers in some indefinable way compensate for their technical inferiority. When asked after the war why Japan lost, one senior naval officer replied that the Japanese 'were short on spirit, the military spirit was weak...' and put this explanation ahead of any material cause. Within Germany, belief that spiritual strength or willpower was worth more than generous supplies of weapons was not confined to Hitler by any means, though it was certainly a central element in the way he looked at the world. The irony was that Hitler's ambition to impose his will on others did perhaps more than anything to ensure that his enemies' will to win burned brighter still. The Allies were united by nothing so much as a fundamental desire to smash Hitlerism and Japanese militarism and to use any weapon to achieve it. The primal drive for victory at all costs nourished Allied fighting power and assuaged the thirst for vengeance. They fought not only because the sum of their resources added up to victory, but because they wanted to win and were certain that their cause was just. The Allies won the Second World War because they turned their economic strength into effective fighting power, and turned the moral energies of their people into an effective will to win. The mobilisation of national resources in this broad sense never worked perfectly, but worked well enough to prevail. Materially rich, but divided, demoralised, and poorly led, the Allied coalition would have lost the war, however exaggerated Axis ambitions, however flawed their moral outlook. The war made exceptional demands on the Allied peoples. Half a century later the level of cruelty, destruction and sacrifice that it engendered is hard to comprehend, let alone recapture. Fifty years of security and prosperity have opened up a gulf between our own age and the age of crisis and violence that propelled the world into war. Though from today's perspective Allied victory might seem somehow inevitable, the conflict was poised on a knife-edge in the middle years of the war. This period must surely rank as the most significant turning point in the history of the modern age.

The “German problem” after 1970 became how to keep up with the Germans in terms of efficiency and productivity. One way, as above, was to serially devalue, but that was beginning to hurt. The other way was to tie your currency to the deutsche mark and thereby make your price and inflation rate the same as the Germans, which it turned out would also hurt, but in a different way. The problem with keeping up with the Germans is that German industrial exports have the lowest price elasticities in the world. In plain English, Germany makes really great stuff that everyone wants and will pay more for in comparison to all the alternatives. So when you tie your currency to the deutsche mark, you are making a one-way bet that your industry can be as competitive as the Germans in terms of quality and price. That would be difficult enough if the deutsche mark hadn’t been undervalued for most of the postwar period and both German labor costs and inflation rates were lower than average, but unfortunately for everyone else, they were. That gave the German economy the advantage in producing less-than-great stuff too, thereby undercutting competitors in products lower down, as well as higher up the value-added chain. Add to this contemporary German wages, which have seen real declines over the 2000s, and you have an economy that is extremely hard to keep up with. On the other side of this one-way bet were the financial markets. They looked at less dynamic economies, such as the United Kingdom and Italy, that were tying themselves to the deutsche mark and saw a way to make money. The only way to maintain a currency peg is to either defend it with foreign exchange reserves or deflate your wages and prices to accommodate it. To defend a peg you need lots of foreign currency so that when your currency loses value (as it will if you are trying to keep up with the Germans), you can sell your foreign currency reserves and buy back your own currency to maintain the desired rate. But if the markets can figure out how much foreign currency you have in reserve, they can bet against you, force a devaluation of your currency, and pocket the difference between the peg and the new market value in a short sale. George Soros (and a lot of other hedge funds) famously did this to the European Exchange Rate Mechanism in 1992, blowing the United Kingdom and Italy out of the system. Soros could do this because he knew that there was no way the United Kingdom or Italy could be as competitive as Germany without serious price deflation to increase cost competitiveness, and that there would be only so much deflation and unemployment these countries could take before they either ran out of foreign exchange reserves or lost the next election. Indeed, the European Exchange Rate Mechanism was sometimes referred to as the European “Eternal Recession Mechanism,” such was its deflationary impact. In short, attempts to maintain an anti-inflationary currency peg fail because they are not credible on the following point: you cannot run a gold standard (where the only way to adjust is through internal deflation) in a democracy.

Some have argued that capitalism promotes democracy, because of common norms of transparency, rule of law, and free competition—for markets, for ideas, for votes. In some idealized world, capitalism may enhance democracy, but in the history of the West, democracy has expanded by limiting the power of capitalists. When that project fails, dark forces are often unleashed. In the twentieth century, capitalism coexisted nicely with dictatorships, which conveniently create friendly business climates and repress independent worker organizations. Western capitalists have enriched and propped up third-world despots who crush local democracy. Hitler had a nice understanding with German corporations and bankers, who thrived until the unfortunate miscalculation of World War II. Communist China works hand in glove with its capitalist business partners to destroy free trade unions and to preserve the political monopoly of the Party. Vladimir Putin presides over a rigged brand of capitalism and governs in harmony with kleptocrats. When push comes to shove, the story that capitalism and democracy are natural complements is a myth. Corporations are happy to make a separate peace with dictators—and short of that, to narrow the domain of civic deliberation even in democracies. After Trump’s election, we saw corporations standing up for immigrants and saluting the happy rainbow of identity politics, but lining up to back Trump’s program of gutting taxes and regulation. Some individual executives belatedly broke with Trump over his racist comments, but not a single large company has resisted the broad right-wing assault on democracy that began long before Trump, and all have been happy with the dismantling of regulation. If democracy is revived, the movement will come from empowered citizens, not from corporations.

So he remarried and brought another woman into the house, and eventually they had yet more children, thus changing the power dynamics of inheritance in the household in a way that had very little to do with inherent, archetypal evil and everything to do with social expectation and pressure. What was a woman to do when she remarried into a family and had to act as mother to her husband’s children as well as her own, in a time when economic prosperity was a magical dream for most? Would she think of killing her husband’s children so that her own children might therefore inherit and thrive? [...] Perhaps. Perhaps not. But the fear that stepmothers (or stepfathers) might do this kind of thing was very real, and it was that fear–fed by the socioeconomic pressures felt by the growing urban class–that fed the stories. We see this also with the stories passed around in France–fairies who swoop in to save the day when women themselves can’t do so; romantic tales of young girls who marry beasts as a balm to those young ladies facing arranged marriages to older, distant dukes. We see this with the removal of fairies and insertion of religion into the German tales. Fairy tales, in short, are not created in a vacuum. As with all stories, they change and bend both with and in response to culture.

But after 1950, he never published another scientific paper. “He didn’t have Sitzfleisch,” said Murray Gell-Mann, a visiting physicist at the Institute in 1951. “Perseverance, the Germans call it Sitzfleisch, ‘sitting flesh,’ when you sit on a chair. On 28 June 1914 the heir to the throne, Archduke Franz Ferdinand, was assassinated in Sarajevo, capital of Bosnia, a heartland of the South Slavs. Philosophers refer to ‘the inevitable accident’, and this was a very accidental one. Some young Serb terrorists had planned to murder him as he paid a state visit. They had bungled the job, throwing a bomb that missed, and one of them had repaired to a café in a side street to sort himself out. The Archduke drove to the headquarters of the governor-general, Potiorek (where he was met by little girls performing folklore), and berated him (the two men were old enemies, as the Archduke had prevented the neurasthenic Potiorek from succeeding an elderly admirer as Chief of the General Staff). The Archduke went off in a rage, to visit in hospital an officer wounded by the earlier bomb. His automobile moved off again, a Count Harrach standing on the running board. Its driver turned left after crossing a bridge over Sarajevo’s river. It was the wrong street, and the driver was told to stop and reverse. In reverse gear such automobiles sometimes stalled, and this one did so - Count Harrach on the wrong side, away from the café where one of the assassination team was calming his nerves. Now, slowly, his target drove up and stopped. The murderer, Gavrilo Princip, fired. He was seventeen, a romantic schooled in nationalism and terrorism, and part of a team that stretches from the Russian Nihilists of the middle of the nineteenth century, exemplified especially in Dostoyevsky’s prophetic The Possessed and Joseph Conrad’s Under Western Eyes. Austria did not execute adolescents and Princip was young enough to survive. He was imprisoned and died in April 1918. Before he died, a prison psychiatrist asked him if he had any regrets that his deed had caused a world war and the death of millions. He answered: if I had not done it, the Germans would have found another excuse.

We Americans, in spite of our decisive role in the final victory, have always had a defective understanding of the Great War. All Quiet arrived here as an antidote to our national triumphalism and exceptionalism. To whatever extent it continues to serve as an antidote today, so much the better.

Among the fraudulent farmworker amnesties approved by the INS was one from Egyptian Mahmud Abouhalima,7 or—as he was known in the terrorist community—“Mahmud the Red.” Mahmud had come to the United States as a “tourist” from Germany—where he had been denied political asylum, but got around that by marrying an emotionally disturbed alcoholic, and then married another German woman after divorcing the first when she objected to his taking a second wife.8 At the end of 1985, Mahmud and his second wife took a “three-week” trip to the United States on tourist visas and promptly settled into an apartment in Brooklyn.9 Luckily for Mahmud, just as his tourist visa was expiring six months later, Schumer’s farmworker amnesty became law. So Mahmud submitted an application, claiming to have worked on a farm in South Carolina, despite having never left New York, except one short visit to the Michigan Islamic community.10 Mahmud was approved. Otherwise, crops would rot in the fields! And what a wonderful agricultural worker Mahmud was. He became a limo driver in New York, where he repeatedly had his license suspended for ripping off customers and speeding through red lights because he was busy reading the Koran.

It didn't happen often, but when it did, it could be spectacular. Most famously, in 2008, a surprise takeover attempt of the German automaker Volkswagen by rival Porsche drove Volkswagen's stock price up by a factor of 5 — briefly making it the most valuable company in the world — in two quick days of trading, as short selling funds struggled to cover their positions. Similarly, a battle between two hedge fund titans — Bill Ackman, of Pershing Square Capital Management, and Carl Icahn — led to a squeeze involving supplement maker — and alleged pyramid marketer — Herbalife, which cost Ackman a reported $1 billion. And perhaps the first widely reported short squeeze dated back a century, to 1923, when grocery magnate Clarence Saunders successfully decimated short sellers who had targeted his nascent chain of Piggly Wiggly grocery stores.

The Swedish royal family’s legitimacy is even more tenuous. The current king of Sweden, Carl XVI Gustaf, is descended neither from noble Viking blood nor even from one of their sixteenth-century warrior kings, but from some random French bloke. When Sweden lost Finland to Russia in 1809, the then king, Gustav IV Adolf—by all accounts as mad as a hamburger—left for exile. To fill his throne and, it is thought, as a sop to Napoleon whose help Sweden hoped to secure against Russia in reclaiming Finland, the finger of fate ended up pointing at a French marshal by the name of Jean-Baptiste Bernadotte (who also happened to be the husband of Napoleon’s beloved Desirée). Upon his arrival in Stockholm, the fact that Bernadotte had actually once fought against the Swedes in Germany was quickly forgotten, as was his name, which was changed to Charles XIV John. This, though, is where the assimilation ended: the notoriously short-tempered Charles XIV John attempted to speak Swedish to his new subjects just the once, meeting with such deafening laughter that he never bothered again (there is an echo of this in the apparently endless delight afforded the Danes by the thickly accented attempts at their language by their current queen’s consort, the portly French aristocrat Henri de Monpezat). On the subject of his new country, the forefather of Sweden’s current royal family was withering: “The wine is terrible, the people without temperament, and even the sun radiates no warmth,” the arriviste king is alleged to have said. The current king is generally considered to be a bit bumbling, but he can at least speak Swedish, usually stands where he is told, and waves enthusiastically. At least, that was the perception until 2010, when the long-whispered rumors of his rampant philandering were finally exposed in a book, Den motvillige monarken (The Reluctant Monarch). Sweden’s tabloids salivated over gory details of the king’s relationships with numerous exotic women, his visits to strip clubs, and his fraternizing with members of the underworld. Hardly appropriate behavior for the chairman of the World Scout Foundation. (The exposé followed allegations that the father of the king’s German-Brazilian wife, Queen Silvia, was a member of the Nazi party. Awkward.) These days, whenever I see Carl Gustaf performing his official duties I can’t shake the feeling that he would much prefer to be trussed up in a dominatrix’s cellar. The

The imperialist found it useful to incorporate the credible and seemingly unimpeachable wisdom of science to create a racial classification to be used in the appropriation and organization of lesser cultures. The works of Carolus Linnaeus, Georges Buffon, and Georges Cuvier, organized races in terms of a civilized us and a paradigmatic other. The other was uncivilized, barbaric, and wholly lower than the advanced races of Europe. This paradigm of imaginatively constructing a world predicated upon race was grounded in science, and expressed as philosophical axioms by John Locke and David Hume, offered compelling justification that Europe always ought to rule non-Europeans. This doctrine of cultural superiority had a direct bearing on Zionist practice and vision in Palestine. A civilized man, it was believed, could cultivate the land because it meant something to him; on it, accordingly, he produced useful arts and crafts, he created, he accomplished, he built. For uncivilized people, land was either farmed badly or it was left to rot. This was imperialism as theory and colonialism was the practice of changing the uselessly unoccupied territories of the world into useful new versions of Europe. It was this epistemic framework that shaped and informed Zionist attitudes towards the Arab Palestinian natives. This is the intellectual background that Zionism emerged from. Zionism saw Palestine through the same prism as the European did, as an empty territory paradoxically filled with ignoble or, better yet, dispensable natives. It allied itself, as Chaim Weizmann said, with the imperial powers in carrying out its plans for establishing a Jewish state in Palestine. The so-called natives did not take well to the idea of Jewish colonizers in Palestine. As the Zionist historians, Yehoshua Porath and Neville Mandel, have empirically shown, the ideas of Jewish colonizers in Palestine, this was well before World War I, were always met with resistance, not because the natives thought Jews were evil, but because most natives do not take kindly to having their territory settled by foreigners. Zionism not only accepted the unflattering and generic concepts of European culture, it also banked on the fact that Palestine was actually populated not by an advanced civilization, but by a backward people, over which it ought to be dominated. Zionism, therefore, developed with a unique consciousness of itself, but with little or nothing left over for the unfortunate natives. In fact, I would go so far as to say that if Palestine had been occupied by one of the well-established industrialized nations that ruled the world, then the problem of displacing German, French, or English inhabitants and introducing a new, nationally coherent element into the middle of their homeland would have been in the forefront of the consciousness of even the most ignorant and destitute Zionists. In short, all the constitutive energies of Zionism were premised on the excluded presence, that is, the functional absence of native people in Palestine; institutions were built deliberately shutting out the natives, laws were drafted when Israel came into being that made sure the natives would remain in their non-place, Jews in theirs, and so on. It is no wonder that today the one issue that electrifies Israel as a society is the problem of the Palestinians, whose negation is the consistent thread running through Zionism. And it is this perhaps unfortunate aspect of Zionism that ties it ineluctably to imperialism- at least so far as the Palestinian is concerned. In conclusion, I cannot affirm that Zionism is colonialism, but I can tell you the process by which Zionism flourished; the dialectic under which it became a reality was heavily influenced by the imperialist mindset of Europe. The depression which spread over the world like a great conflagration toward the end of 1929 gave Adolf Hitler his opportunity, and he made the most of it. Like most great revolutionaries he could thrive only in evil times, at first when the masses were unemployed, hungry and desperate, and later when they were intoxicated by war. Yet in one respect he was unique among history’s revolutionaries: He intended to make his revolution after achieving political power. There was to be no revolution to gain control of the State. That goal was to be reached by mandate of the voters or by the consent of the rulers of the nation—in short, by constitutional means. To get the votes Hitler had only to take advantage of the times, which once more, as the Thirties began, saw the German people plunged into despair; to obtain the support of those in power he had to convince them that only he could rescue Germany from its disastrous predicament. In the turbulent years from 1930 to 1933 the shrewd and daring Nazi leader set out with renewed energy to obtain these twin objectives. In retrospect it can be seen that events themselves and the weakness and confusion of the handful of men who were bound by their oath to loyally defend the democratic Republic which they governed played into Hitler’s hands. But this was by no means foreseeable at the beginning of 1930.

Hitler deployed four panzer groups with a total of seventeen panzer divisions and 3,106 tanks2 for Operation Barbarossa, the invasion of the Soviet Union. In addition, two independent panzer battalions, Pz.Abt. 40 and Pz.Abt. 211, were deployed in Finland with 124 tanks (incl. twenty Pz.III). The 2 and 5.Panzer-Divisionen were refitting in Germany after the Greek Campaign in April 1941 and were in OKH reserve. Otherwise, the only other extant panzer units were the 15.Panzer-Division with Generalleutnant Erwin Rommel in Libya and two panzer brigades in France. No other panzer units were in the process of forming in Germany. Consequently, the OKH was committing virtually all of the available German panzer forces to Barbarossa, with negligible reserves and limited monthly production output to replace losses. In mid-1941, German industry was producing an average of 250 tanks per month, half of which were the Pz.III medium tank. Combat experience in France and Belgium in 1940 indicated that the Germans could expect to lose about one-third of their medium tanks even in a short six-week campaign, which Hitler regarded as acceptable losses. Furthermore, German industry had no tanks beyond the Pz.III or Pz.IV in advance development. The Heereswaffenamt (Army Weapons Office) only authorized Henschel and Porsche to begin working on prototypes for a new heavy tank four weeks before Operation Barbarossa began, and this program had no special priority until after the first encounters with the Soviet T-34 and KV-1 tanks in combat.

Surprise your antagonists while their forces are scattering, prepare new successes, however small, but daily; keep up the moral ascendancy which the first successful rising has given to you; rally those vacillating elements to your side which always follow the strongest impulse, and which always look out for the safer side; force your enemies to a retreat before they can collect their strength against you; in the words of Danton, the greatest master of revolutionary policy yet known, de l'audace, de l'audace, encore de l'audace!

Theobald Smith, yet another of those forgotten heroes of medical history. Smith, born in 1859, was the son of German immigrants (the family name was Schmitt) in upstate New York and grew up speaking German, so was able to follow and appreciate the experiments of Robert Koch more quickly than most of his American contemporaries. He taught himself Koch’s methods for culturing bacteria and was thus able to isolate salmonella in 1885, long before any other American could do so. Daniel Salmon was head of the Bureau of Animal Husbandry at the U.S. Department of Agriculture and was primarily an administrator, but the convention of the day was to list the bureau head as lead author on the department’s papers, and that was the name that got attached to the microbe. Smith was also robbed of credit for the discovery of the infectious protozoa Babesia, which is wrongly named for a Romanian bacteriologist, Victor Babeş. In a long and distinguished career, Smith also did important work on yellow fever, diphtheria, African sleeping sickness, and fecal contamination of drinking water, and showed that tuberculosis in humans and in livestock was caused by different microorganisms, proving Koch wrong on two vital points. Koch also believed that TB could not jump from animals to humans, and Smith showed that that was wrong, too. It was thanks to this discovery that pasteurization of milk became a standard practice. Smith was, in short, the most important American bacteriologist during what was the golden age of bacteriology and yet is almost completely forgotten now.

The insensitivity of Roosevelt’s reply startled Churchill. The subtext seemed clear: Roosevelt was concerned only about assistance that would directly help sustain the safety of the United States from German attack, and cared little whether the Middle East fell or not. Churchill wrote to Anthony Eden, “It seems to me as if there has been a considerable recession across the Atlantic, and that quite unconsciously we are being left very much to our fate.” Colville noted how the accumulation of bad news that night left Churchill “in worse gloom than I have ever seen him.” Churchill dictated a reply to Roosevelt in which he sought to frame the importance of the Middle East in terms of the long-range interests of the United States itself. “We must not be too sure that the consequences of the loss of Egypt and the Middle East would not be grave,” he told Roosevelt. “It would seriously increase the hazards of the Atlantic and the Pacific, and could hardly fail to prolong the war, with all the suffering and military dangers that this would entail.” Churchill was growing weary of Roosevelt’s reluctance to commit America to war. He had hoped that by now the United States and Britain would be fighting side by side, but always Roosevelt’s actions fell short of Churchill’s needs and expectations. It was true that the destroyers had been an important symbolic gift, and that the lend-lease program and Harriman’s efficient execution of its mandate were a godsend; but it had become clear to Churchill that none of it was enough—only America’s entry into the war would guarantee victory in any reasonable period of time. One result of Churchill’s long courtship of Roosevelt, however, was that now at least the prime minister felt able to express his concerns and wishes with more candor, directly, without fear of driving America away altogether.

German voters never gave the Nazis a majority of the popular vote, as is still sometimes alleged. As we saw in the last chapter, the Nazis did indeed become the largest party in the German Reichstag in the parliamentary election of July 31, 1932, with 37.2 percent of the vote. They then slipped back to 33.1 percent in the parliamentary election of November 6, 1932. In the parliamentary election of March 6, 1933, with Hitler as chancellor and the Nazi Party in command of all the resources of the German state, its score was a more significant but still insufficient 43.9 percent. More than one German in two voted against Nazi candidates in that election, in the teeth of intimidation by Storm Troopers. The Italian Fascist Party won 35 out of 535 seats, in the one free parliamentary election in which it participated, on May 15, 1921. At the other extreme, neither Hitler nor Mussolini arrived in office by a coup d’état. Neither took the helm by force, even if both had used force before power in order to destabilize the existing regime, and both were to use force again, after power, in order to transform their governments into dictatorships (as we will see shortly). Even the most scrupulous authors refer to their “seizure of power,” but that phrase better describes what the two fascist leaders did after reaching office than how they got into office. Both Mussolini and Hitler were invited to take office as head of government by a head of state in the legitimate exercise of his official functions, on the advice of civilian and military counselors. Both thus became heads of government in what appeared, at least on the surface, to be legitimate exercises of constitutional authority by King Victor Emmanuel III and President Hindenburg. Both these appointments were made, it must be added at once, under conditions of extreme crisis, which the fascists had abetted. Indeed no insurrectionary coup against an established state has ever so far brought fascists to power. Authoritarian dictatorships have several times crushed such attempts.

It was the only real work, the one impulse in the souls, of all the broad-minded and deep-thinking men of this century — this reparation of a new synthesis, and the tentative effort to anticipate the future of "the European." Only in their weaker moments, or when they grew old, did they fall back again into the national narrowness of the "Fatherlanders" — then they were once more "patriots." I am thinking of men like Napoleon, Heinrich Heine, Goethe, Beethoven, Stendhal, Schopenhauer. Perhaps Richard Wagner likewise belongs to their number, concerning whom, as a successful type of German obscurity, nothing can be said without some such "perhaps." But to the help of such minds as feel the need of a new unity there comes a great explanatory economic fact: the small States of Europe — I refer to all our present kingdoms and "empires" — will in a short time become economically untenable, owing to the mad, uncontrolled struggle for the possession of local and international trade. Money is even now compelling European nations to amalgamate into one Power. In order, however, that Europe may enter into the battle for the mastery of the world with good prospects of victory (it is easy to perceive against whom this battle will be waged), she must probably "come to an understanding" with England. The English colonies are needed for this struggle, just as much as modern Germany, to play her new role of broker and middleman, requires the colonial possessions of Holland. For no one any longer believes that England alone is strong enough to continue to act her old part for fifty years more; the impossibility of shutting out homines novi from the government will ruin her, and her continual change of political parties is a fatal obstacle to the carrying out of any tasks which require to be spread out over a long period of time. A man must to-day be a soldier first and foremost that he may not afterwards lose his credit as a merchant. Enough; here, as in other matters, the coming century will be found following in the footsteps of Napoleon — the first man, and the man of greatest initiative and advanced views, of modern times. For the tasks of the next century, the methods of popular representation and parliaments are the most inappropriate imaginable.

...the centrality of competitiveness as the key to growth is a recurrent EU motif. Two decades of EC directives on increasing competition in every area, from telecommunications to power generation to collateralizing wholesale funding markets for banks, all bear the same ordoliberal imprint. Similarly, the consistent focus on the periphery states’ loss of competitiveness and the need for deep wage and cost reductions therein, while the role of surplus countries in generating the crisis is utterly ignored, speaks to a deeply ordoliberal understanding of economic management. Savers, after all, cannot be sinners. Similarly, the most recent German innovation of a constitutional debt brake (Schuldenbremse) for all EU countries regardless of their business cycles or structural positions, coupled with a new rules-based fiscal treaty as the solution to the crisis, is simply an ever-tighter ordo by another name. If states have broken the rules, the only possible policy is a diet of strict austerity to bring them back into conformity with the rules, plus automatic sanctions for those who cannot stay within the rules. There are no fallacies of composition, only good and bad policies. And since states, from an ordoliberal viewpoint, cannot be relied upon to provide the necessary austerity because they are prone to capture, we must have rules and an independent monetary authority to ensure that states conform to the ordo imperative; hence, the ECB. Then, and only then, will growth return. In the case of Greece and Italy in 2011, if that meant deposing a few democratically elected governments, then so be it. The most remarkable thing about this ordoliberalization of Europe is how it replicates the same error often attributed to the Anglo-American economies: the insistence that all developing states follow their liberal instruction sheets to get rich, the so-called Washington Consensus approach to development that we shall discuss shortly. The basic objection made by late-developing states, such as the countries of East Asia, to the Washington Consensus/Anglo-American idea “liberalize and then growth follows” was twofold. First, this understanding mistakes the outcomes of growth, stable public finances, low inflation, cost competitiveness, and so on, for the causes of growth. Second, the liberal path to growth only makes sense if you are an early developer, since you have no competitors—pace the United Kingdom in the eighteenth century and the United States in the nineteenth century. Yet in the contemporary world, development is almost always state led.

In fact, who could doubt how useful it is that such spirits rule from time to time? It would be a mistake to think that highly cultivated spirits who fly off to great distances would be particularly skilful at establishing many small, common facts, collecting them, and pushing to a conclusion: — they are, by contrast, as exceptional men, from the very start in no advantageous position vis-à-vis the “rules.” In the final analysis, they have more to do than merely have knowledge — for they have to be something new, to mean something new, to present new values! The gap between knowing something and being able to do something is perhaps greater as well as more mysterious than people think. It’s possible that the man who can act in the grand style, the creating man, will have to be a person who does not know; whereas, on the other hand, for scientific discoveries of the sort Darwin made a certain narrowness, aridity, and conscientious diligence, in short, something English, may not be an unsuitable arrangement. Finally we should not forget that the English with their profoundly average quality have already once brought about a collective depression of the European spirit. What people call “modern ideas” or “the ideas of the eighteenth century” or even “French ideas” — in other words, what the German spirit has risen against with a deep disgust — were English in origin. There’s no doubt of that. The French have been only apes and actors of these ideas, their best soldiers, as well, and at the same time unfortunately their first and most complete victims. For with the damnable Anglomania of “modern ideas” the âme française [French soul] has finally become so thin and emaciated that nowadays we remember almost with disbelief its sixteenth and seventeenth centuries, its profoundly passionate power, its resourceful nobility. But with our teeth we must hang on to the following principle of historical fairness and defend it against the appearance of the moment: European noblesse [nobility] — in feeling, in taste, in customs, in short, the word taken in every higher sense — is the work and invention of France; European nastiness, the plebeian quality of modern ideas, the work of England.

Several teams of German psychologists that have studied the RAT in recent years have come up with remarkable discoveries about cognitive ease. One of the teams raised two questions: Can people feel that a triad of words has a solution before they know what the solution is? How does mood influence performance in this task? To find out, they first made some of their subjects happy and others sad, by asking them to think for several minutes about happy or sad episodes in their lives. Then they presented these subjects with a series of triads, half of them linked (such as dive, light, rocket) and half unlinked (such as dream, ball, book), and instructed them to press one of two keys very quickly to indicate their guess about whether the triad was linked. The time allowed for this guess, 2 seconds, was much too short for the actual solution to come to anyone’s mind. The first surprise is that people’s guesses are much more accurate than they would be by chance. I find this astonishing. A sense of cognitive ease is apparently generated by a very faint signal from the associative machine, which “knows” that the three words are coherent (share an association) long before the association is retrieved. The role of cognitive ease in the judgment was confirmed experimentally by another German team: manipulations that increase cognitive ease (priming, a clear font, pre-exposing words) all increase the tendency to see the words as linked. Another remarkable discovery is the powerful effect of mood on this intuitive performance. The experimenters computed an “intuition index” to measure accuracy. They found that putting the participants in a good mood before the test by having them think happy thoughts more than doubled accuracy. An even more striking result is that unhappy subjects were completely incapable of performing the intuitive task accurately; their guesses were no better than random. Mood evidently affects the operation of System 1: when we are uncomfortable and unhappy, we lose touch with our intuition. These findings add to the growing evidence that good mood, intuition, creativity, gullibility, and increased reliance on System 1 form a cluster. At the other pole, sadness, vigilance, suspicion, an analytic approach, and increased effort also go together. A happy mood loosens the control of System 2 over performance: when in a good mood, people become more intuitive and more creative but also less vigilant and more prone to logical errors. Here again, as in the mere exposure effect, the connection makes biological sense. A good mood is a signal that things are generally going well, the environment is safe, and it is all right to let one’s guard down. A bad mood indicates that things are not going very well, there may be a threat, and vigilance is required. Cognitive ease is both a cause and a consequence of a pleasant feeling.

When they say, “We can never come to an understanding with this world,” then this world is the world of the awakening social conscience, with which they cannot come to an understanding. I can make only one response to these gentlemen on both sides of the ocean: the socialist world will be the victorious one in the end! The social conscience of all people will be roused. They can wage wars for their capitalist interests, but these wars themselves will ultimately pave the way for social upheaval among their people. It is not possible in the long run to gear hundreds of millions of people to the interests of a few individuals. The common interest of mankind will gain the victory over the interests of these small, plutocratic profiteers! Just a short while ago, they conclusively proved to us that our officers and generals are worthless because they are young and infected with National Socialist thinking, that is, they have some contact with the broad masses. Now events have shown where the better generals are, over there or here! If this war lasts any longer, then this will be a great misfortune for England. They will get to see real action. And, one day, perhaps the English will send a commission over here in order to adopt our platform! The most effective way of making people accept the validity of the values they are to serve is to persuade them that they are really the same as those which they, or at least the best among them, have always held, but which were not properly understood or recognized before. The people are made to transfer their allegiance from the old gods to the new under the pretense that the new gods really are what their sound instinct had always told them but what before they had only dimly seen. And the most efficient technique to this end is to use the old words but change their meaning. Few traits of totalitarian regimes are at the same time so confusing to the superficial observer and yet so characteristic of the whole intellectual climate as the complete perversion of language, the change of meaning of the words by which the ideals of the new regimes are expressed. The worst sufferer in this respect is, of course, the word “liberty.” It is a word used as freely in totalitarian states as elsewhere. Indeed, it could almost be said—and it should serve as a warning to us to be on our guard against all the tempters who promise us New Liberties for Old 5 —that wherever liberty as we understand it has been destroyed, this has almost always been done in the name of some new freedom promised to the people. Even among us we have “planners for freedom” who promise us a “collective freedom for the group,” the nature of which may be gathered from the fact that its advocate finds it necessary to assure us that “naturally the advent of planned freedom does not mean that all [sic] earlier forms of freedom must be abolished.” Dr. Karl Mannheim, from whose work6 these sentences are taken, at least warns us that “a conception of freedom modelled on the preceding age is an obstacle to any real understanding of the problem.” But his use of the word “freedom” is as misleading as it is in the mouth of totalitarian politicians. Like their freedom, the “collective freedom” he offers us is not the freedom of the members of society but the unlimited freedom of the planner to do with society what he pleases.7 It is the confusion of freedom with power carried to the extreme. In this particular case the perversion of the meaning of the word has, of course, been well prepared by a long line of German philosophers and, not least, by many of the theoreticians of socialism. But “freedom” or “liberty” are by no means the only words whose meaning has been changed into their opposites to make them serve as instruments of totalitarian propaganda. We have already seen how the same happens to “justice” and “law,” “right” and “equality.” The list could be extended until it includes almost all moral and political terms in general use. If one has not one’s self experienced this process, it is difficult to appreciate the magnitude of this change of the meaning of words, the confusion which it causes, and the barriers to any rational discussion which it creates. It has to be seen to be understood how, if one of two brothers embraces the new faith, after a short while he appears to speak a different language which makes any real communication between them impossible. And the confusion becomes worse because this change of meaning of the words describing political ideals is not a single event but a continuous process, a technique employed consciously or unconsciously to direct the people. Gradually, as this process continues, the whole language becomes despoiled, and words become empty shells deprived of any definite meaning, as capable of denoting one thing as its opposite and used solely for the emotional associations which still adhere to them.
