One of the most infamous had involved a company called the Eastern Service Corporation, which in the sixties ran a huge predatory lending operation all over the city, but particularly in Brooklyn. Scam artists like ESC would first clear white residents out of certain neighborhoods with scare campaigns. They’d slip leaflets through mail slots warning of an incoming black plague, with messages like, “Don’t wait until it’s too late!” Investors would then come in and buy their houses at depressed rates. Once this “blockbusting” technique cleared the properties, a company like ESC would bring in a new set of homeowners, often minorities, and often with bad credit and shaky job profiles. They bribed officials in the FHA to approve mortgages for anyone and everyone. Appraisals would be inflated. Loans would be approved for repairs, but repairs would never be done. The typical target homeowner in the con was a black family moving to New York to escape racism in the South. The family would be shown a house in a place like East New York that in reality was only worth about $15,000. But the appraisal would be faked and a loan would be approved for $17,000. The family would move in and instantly find themselves in a house worth $2,000 less than its purchase price, and maybe with faulty toilets, lighting, heat, and (ironically) broken windows besides. Meanwhile, the government-backed loan created by a lender like Eastern Service by then had been sold off to some sucker on the secondary market: a savings bank, a pension fund, or perhaps to Fannie Mae, the government-sponsored mortgage corporation. Before long, the family would default and be foreclosed upon. Investors would swoop in and buy the property at a distressed price one more time. Next, the one-family home would be converted into a three- or four-family rental property, which would of course quickly fall into even greater disrepair. This process created ghettos almost instantly. Racial blockbusting is how East New York went from 90 percent white in 1960 to 80 percent black and Hispanic in 1966.

Far more damaging to Calvin’s reputation was the case of Michael Servetus. An accomplished physician, skilled cartographer, and eclectic theologian from Spain, Servetus held maverick (and sometimes unbalanced) views on many points of Christian doctrine. In 1531, he published Seven Books on the Errors of the Trinity, enraging both Catholics and Protestants, Calvin among them. At one point, Servetus took up residence in Vienne, a suburb of Lyon about ninety miles from Geneva, where, under an assumed name, he began turning out heterodox books while also practicing medicine. His magnum opus, The Restitution of Christianity—a rebuttal of Calvin’s Institutes—rejected predestination, denied original sin, called infant baptism diabolical, and further deprecated the Trinity. Servetus imprudently sent Calvin a copy. Calvin sent back a copy of his Institutes. Servetus filled its margins with insulting comments, then returned it. A bitter exchange of letters followed, in which Servetus announced that the Archangel Michael was girding himself for Armageddon and that he, Servetus, would serve as his armor-bearer. Calvin sent Servetus’s letters to a contact in Vienne, who passed them on to Catholic inquisitors in Lyon. Servetus was promptly arrested and sent to prison, but after a few days he escaped by jumping over a prison wall. After spending three months wandering around France, he decided to seek refuge in Naples. En route, he inexplicably stopped in Geneva. Arriving on a Saturday, he attended Calvin’s lecture the next day. Though disguised, Servetus was recognized by some refugees from Lyon and immediately arrested. Calvin instructed one of his disciples to file capital charges against him with the magistrates for his various blasphemies. After a lengthy trial and multiple examinations, Servetus was condemned for writing against the Trinity and infant baptism and sentenced to death. He asked to be beheaded rather than burned, but the council refused, and on October 27, 1553, Servetus, with a copy of the Restitution tied to his arm, was sent to the stake. In all of us are needs for security, certainty, and stability. Ideally, there develops a balance between the two types of needs. The base of security is present and serves as a foundation which allows the exploration of new ideas and new learning and experimenting. But all too often, the security and dependency needs outweigh the freedom to explore and we stifle, even snuff out, the creative urges, the fantasy, the child in us. We seek the sources that fill our dependency and security needs at the expense of the curious, imaginative child. There are those who take too many risks, who take too many chances and lose, to the detriment of all concerned. But there are others who are risk-averse and do little with their talents and abilities for fear of having to change their view of themselves as being the child, the dependent one, the protected one. Autonomy, independence, success are scary because they mean we can no longer justify our needs to be protected. Success to these people does not breed success. Suc- cess breeds more work, more dependence, more reason to give up the rationales for moving on, away from, and exploring the new and the different.

The Syrian civil war was raging at this time. I hid my disappointment and rebounded with an idea that Energy Minister Yuval Steinitz had raised earlier with Ron Dermer and me in the event that Obama wouldn’t attack. The Russian military was in Syria to shore up the Assad regime and protect Russian assets in Syria, such as the strategic Russian naval base in Latakia. That was a fact we could do little to change. But Putin shared with us and the United States a desire to prevent chemical weapons from falling into the hands of Islamic terrorists who posed a threat to Russia, too. “Why don’t you get the Russians with your approval to take out the chemical stockpiles from Syria?” I suggested to the president. “We would back that decision.” This is in fact what transpired in the coming months, though some materials for chemical weapons were still left in Syria. Yet, despite these positive results, the lingering effect of Obama’s last-minute turn to Congress was the impression that red lines can be crossed with impunity and that Obama would not employ America’s massive airpower even when the situation warranted it. A shame culture is one in which the source of moral sanctions and authority is perceived to reside in other people, in their ridicule, criticism, or contempt (so that one is shamed in other people's eyes). The feeling of shame actually occurs in oneself, of course, and can occur when one is alone, but it characteristically perceived as something that occurs before an audience, an external judge in whose eyes (and by comparison with whom) one appears weak, failed, foolish, incompetent, ridiculous, rejected, inferior, contemptible — in short, shameful. Thus, shame motivates concealment of those traits in oneself of which one is ashamed, since shame is only intensified by exposure to others. A guilt culture is one in which the source of moral sanctions and authority is oneself, one's own internalized conscience and the moral law one imposes on oneself, violation of which leaves one feeling guilty and sinful in one's own eyes. By contrast with shame, the feeling of guilt or sin is actually relieved by exposure, which is why guilt cultures institutionalize the practice of confession of sins. This is understandable, since the person who feels guilty perceives his sin (evil) as being "inside" himself, so to speak, so letting it "out" through confession can feel like draining a moral abscess, bringing a relief of painful pressure. But why would the perceived source of moral sanctions and disapproval affect either the likelihood or the direction of violent impulses? The answer, I believe, is that what the feeling of shame motivates most directly is the wish to eliminate the feeling of shame, since it is a very painful feeling; and since shame is seen as emanating from other people, that can be done most directly by eliminating other people. It is true that one could also eliminate the feeling of shame, at lower cost to oneself and others, by means of achievements of which one could feel proud, and which would elicit approval, admiration, respect and honors from others. But that is not always possible, and when it is not, eliminating others may be seen as the only alternative. What the feeling of guilt motivates, correspondingly, is the wish to eliminate the feeling of guilt, since it is a very painful feeling; and since the feeling of guilt emanates from the self, the only way to eliminate it may be by eliminating the self (as in suicide, or by provoking or passively submitting to martyrdom). Another way to understand why shame motivates anger and violence toward others, and why guilt directs those same feelings and behaviors toward the self, is to remember that in a shame ethic the worse evil is shame, the source of which is perceived as other people (the audience in whose "evil eyes" one is shamed). Therefore evil resides in other people, and to the degree that one feels shame, it is other people who deserve punishment. Punishing others alleviates feelings of shame because it replaces the image of oneself as a weak, passive, helpless, and therefore shameful victim of their punishment (i.e. their shaming) with the contrasting image of oneself as powerful, active, self-reliant, and therefore admirable, and unshameable. In a guilt ethic, by contrast, the worst evil is to be guilty or sinful, and guilt and sin (to the degree that one feels guilty and sinful) are perceived as residing within oneself. Thus, people who feel guilty see themselves as deserving punishment. And receiving punishment, whether from oneself or from others, relieves guilt by expiating it. Indeed, that is the purpose of punishment, both in the criminal law (in which punishment is the means by which the criminal "pays his debt" to society and thus discharges his guilt) and in the religious sacrament of penance (the self-punishment by which the sinner expiates his sins, that is, relieves his guilt-feelings). Thus, whereas punishment intensifies feelings of shame, it relieves feelings of guilt.
