And so they eliminated our most ancient brain structures for regulating metabolic functions, and they adapted our sensory/motor networks to the control of peripherals. As it turns out, intelligence is not limited to neural networks, Merrill. Indeed, half of human intelligence resides in our bodies outside our skulls. This was intelligence the mentars never inherited from us. ... The genius of the irrational... ... We gave them only rational functions -- the ability to think and feel, but no irrational functions... Have you ever been in a tight situation where you relied on your 'gut instinct'? Every December, Mass-Observation also asked its panel of diarists to send in a ranked list of the inconveniences caused by the bombings that most bothered them. The blackout invariably ranked first, with transport second, though these two factors were often linked. Bomb damage turned simple commutes into hours-long ordeals, and forced workers to get up even earlier in the darkness, where they stumbled around by candlelight to prepare for work. Workers raced home at the end of the day to darken their windows before the designated start of the nightly blackout period, a wholly new class of chore. It took time: an estimated half hour each evening—more if you had a lot of windows, and depending on how you went about it. The blackout made the Christmas season even bleaker. Christmas lights were banned. Churches with windows that could not easily be darkened canceled their night services.

The survey Bartholomew supervised before drafting the zoning ordinance listed the race of each building's occupants. Bartholomew attempted to estimate where African Americans might encroach so the commission could respond with restrictions to control their spread. The St. Louis zoning ordinance was eventually adopted in 1919, two years after the Supreme Court's Buchanan ruling banned racial assignments; with no reference to race, the ordinance pretended to be in compliance. Guided by Bartholomew's survey, it designated land for future industrial development if it was in or adjacent to neighborhoods with substantial African American populations. Once such rules were in force, plan commission meetings were consumed with requests for variances. Race was frequently a factor. For example, on meeting in 1919 debated a proposal to reclassify a single-family property from first-residential to commercial because the area to the south had been 'invaded by negroes.' Bartholomew persuaded the commission members to deny the variance because, he said, keeping the first-residential designation would preserve homes in the area as unaffordable to African Americans and thus stop the encroachment. On other occasions, the commission changed an area's zoning from residential to industrial if African American families had begun to move into it. In 1927, violating its normal policy, the commission authorized a park and playground in an industrial, not residential, area in hopes that this would draw African American families to seek housing nearby. Similar decision making continued through the middle of the twentieth century. In a 1942 meeting, commissioners explained they were zoning an area in a commercial strip as multifamily because it could then 'develop into a favorable dwelling district for Colored people. In 1948, commissioners explained they were designating a U-shaped industrial zone to create a buffer between African Americans inside the U and whites outside. In addition to promoting segregation, zoning decisions contributed to degrading St. Louis's African American neighborhoods into slums. Not only were these neighborhoods zoned to permit industry, even polluting industry, but the plan commission permitted taverns, liquor stores, nightclubs, and houses of prostitution to open in African American neighborhoods but prohibited these as zoning violations in neighborhoods where whites lived. Residences in single-family districts could not legally be subdivided, but those in industrial districts could be, and with African Americans restricted from all but a few neighborhoods, rooming houses sprang up to accommodate the overcrowded population. Later in the twentieth century, when the Federal Housing Administration (FHA) developed the insure amortized mortgage as a way to promote homeownership nationwide, these zoning practices rendered African Americans ineligible for such mortgages because banks and the FHA considered the existence of nearby rooming houses, commercial development, or industry to create risk to the property value of single-family areas. Without such mortgages, the effective cost of African American housing was greater than that of similar housing in white neighborhoods, leaving owners with fewer resources for upkeep. African American homes were then more likely to deteriorate, reinforcing their neighborhoods' slum conditions.

THE IRIS OF THE EYE WAS TOO BIG TO HAVE BEEN FABRICATED AS A single rigid object. It had been built, beginning about nine hundred years ago, out of links that had been joined together into a chain; the two ends of the chain then connected to form a loop. The method would have seemed familiar to Rhys Aitken, who had used something like it to construct Izzy’s T3 torus. For him, or anyone else versed in the technological history of Old Earth, an equally useful metaphor would have been that it was a train, 157 kilometers long, made of 720 giant cars, with the nose of the locomotive joined to the tail of the caboose so that it formed a circular construct 50 kilometers in diameter. An even better analogy would have been to a roller coaster, since its purpose was to run loop-the-loops forever. The “track” on which the “train” ran was a circular groove in the iron frame of the Eye, lined with the sensors and magnets needed to supply electrodynamic suspension, so that the whole thing could spin without actually touching the Eye’s stationary frame. This was an essential design requirement given that the Great Chain had to move with a velocity of about five hundred meters per second in order to supply Earth-normal gravity to its inhabitants. Each of the links had approximately the footprint of a Manhattan city block on Old Earth. And their total number of 720 was loosely comparable to the number of such blocks that had once existed in the gridded part of Manhattan, depending on where you drew the boundaries—it was bigger than Midtown but smaller than Manhattan as a whole. Residents of the Great Chain were acutely aware of the comparison, to the point where they were mocked for having a “Manhattan complex” by residents of other habitats. They were forever freeze-framing Old Earth movies or zooming around in virtual-reality simulations of pre-Zero New York for clues as to how street and apartment living had worked in those days. They had taken as their patron saint Luisa, the eighth survivor on Cleft, a Manhattanite who had been too old to found her own race. Implicit in that was that the Great Chain—the GC, Chaintown, Chainhattan—was a place that people might move to when they wanted to separate themselves from the social environments of their home habitats, or indeed of their own races. Walls and billboards were plastered with posters depicting scenes of happiness and prosperity. The real picture, however, was very different. Admittedly, timesavers were better dressed than the people who lived near the old amphitheater. They earned more money and had more to spend, but they looked tired, disgruntled and sour, and there was an unfriendly light in their eyes. They'd never heard the phrase, "Why not go and see Momo?' nor did they have anyone to listen to them in a way that would make them reasonable or conciliatory, let alone happy. Even had they known such a person, they would have been highly unlikely to pay him or her a visit unless the whole affair could be dealt with in five minutes flat, or they would have considered it a waste of time. In their view, even leisure time had to be used to the full, so as to extract the maximum of entertainment and relaxation with the minimum amount of delay. Whatever the occasion, whether solemn or joyous, timesavers could no longer celebrate it properly. Daydreaming they regarded almost as a criminal offense. What they could endure least of all, however, was silence, for when silence fell they became terrified by the realization of what was happening to their lives. And so, whenever silence threatened to descend, they made a noise. It wasn't a happy sound, of course, like the hubbub in a children's playground, but an angry ill tempered din that grew louder every day. It had ceased to matter that people should enjoy their work and take pride in it; on the contrary, enjoyment merely slowed them down. All that mattered was to get through as much work as possible in the shortest possible time, so notices to the effect were prominently displayed in every factory and office building. They read: TIME IS PRECIOUS - DON'T WASTE IT! or: TIME IS MONEY - SAVE IT! Last but not least, the appearance of the city itself changed more and more. Old buildings were pulled down and replaced with modern ones devoid of all the things that were now through superfluous. No one cared to admit that life was becoming even poorer, bleaker, and more monotonous. The ones who felt this most keenly were the children, because no one had time for them any more. I think we may be building up to that.” Rather than have to design a special survey every time an apparent cluster of type 1 cases emerges, mandatory case reporting, on a national level, would permit the CDC to automatically track cases as they emerge, to see not only the big national picture, but also local variations that could prove crucial in unraveling the riddle of why type 1 diabetes continues to rise, each and every year, by 3 percent. Presently, however, no national organization is advocating for mandated case reporting of type 1. Where is the line of protesters holding placards, marching outside the Atlanta offices of the CDC? Perhaps we need to look farther back, to the period before the diabetes pandemic began. In 1866, you might recall, the death rate from diabetes in New York City was 1.3 per 100,000 residents. If that rate held today for the 306 million residents of the United States, there would be 4,284 deaths due to diabetes each year. Instead, in 2006, there were 72,507 death certificates on which diabetes was listed as the underlying cause. The official national death rate from diabetes now stands at 23.3 per 100,000, according to the CDC — nearly 19 times higher than it was following the Civil War. And that doesn’t count the additional 200,000 or so deaths each year for which diabetes is listed as a “contributing” cause.

The one we meditate on first is always the lower chakra, where the Chi resides. We want to pull the lower energy in this powerful chakra point up to enhance the other two chakra points. When we're finished with this area, it doesn't matter whether we go to the heart or mind chakra. What we will find is, with all the other chakra points below, above, or in-between, different chakra points will bleed their energy into the other two. We're still getting the benefits of the other two without having to spend a lot of time focusing on that chakra. Remember, this system has many systems designed within. We only have so much time in the day. MOST CITIES ARE designed on grids that fill them with hard angles. Not Amsterdam, which has a softness about it imparted by the watery curves of the 16th-century canals that fan out through the city. Though its gabled canal houses and narrow medieval streets give it an undeniable old-world charm, Amsterdam’s thoroughly contemporary takes on arts, architecture and design show that it has modernity in a firm embrace. It’s a city that invites wandering, with a tram system and a plenitude of bicycles (about as many as there are residents) that make navigating as fun as it is easy. Thanks to the locals, most of whom speak English, you’ll feel instantly welcome and will be spared the indignity of trying to pronounce Dutch (don’t even try). Spend as much time as possible on foot, the better to enjoy the city’s theatrical quality: The huge, unshaded windows of the canal homes allow you to peer right in, testimony to the Dutch ethos of having nothing to hide.

Peñalosa learned when he was a boy that the redistribution of privilege always meets with resistance. But he was not one for compromise. He ordered the removal of thousands of cluttering commercial billboards, and he tore down the fences residents had erected around neighborhood parks. He went to war not just with cars but with anyone who appropriated public space in Bogotá, even if they were poor—in one case forcing thousands of struggling street vendors to remove stalls that had choked off public plazas. The city’s amenities were for everyone. Peñalosa campaigned to turn the city’s grand country club into a public park. Even the dead were targeted: while Mockus had the words “Life Is Sacred” painted on the walls of a cemetery in the central city, Peñalosa attempted to remove the graves so that the living could have more park space. (Both the country club and cemetery initiatives failed.) This aggressive plan created plenty of enemies for him at first. Private bus operators and drivers who were pushed from TransMilenio routes were furious. So were the vendors and hawkers who were swept from popular plazas. Chapter 2 “THE UTTER FAILURE OF THE MUNICIPAL GOVERNMENT OF MEMPHIS” The economic success achieved in the 1850s simply could not have been accomplished without the backbreaking labor of enslaved human beings. African American slaves picked the cotton that was shipped through the Bluff City and worked the docks that loaded the white gold onto steamboats. Slaves also constructed railroads and worked in many of the city’s manufacturing concerns. In addition, the buying and selling of slaves was also one of the most lucrative businesses in Memphis. For example, the slave-trading firm owned by city alderman Nathan Bedford Forrest charged between $800 and $1,000 for individual chattel, and in a good year, Forrest and his partner, Byrd Hill, sold more than 1,000 slaves. By 1860 there were 16,953 slaves residing in Shelby County, and the majority of them made their way into Memphis either through the cotton trade or being rented to businesses in the city. Because of Memphis’s dependence on cotton and slaves for its economic growth, the city was often referred to as “the Charleston of the West.” The large numbers of slaves passing through the city made government officials very nervous. As a result, the mayor and board of aldermen passed several ordinances designed to control the number of slaves and free persons of color who resided or worked in Memphis. On March 27, 1850, an omnibus bill was passed that severely restricted the movements of African Americans in Memphis: State laws against slaves, free blacks and mulattoes to be enforced by city marshal. Slaves not allowed to be entertained or permitted to visit or remain on Sabbath in the house of any free person of colour. Large collection of slaves banned, except for public worship conducted in an orderly manner under superintendence of a white person. Unlawful for slaves to remain in corporate limits of city after sun set or any part of the Sabbath, except by permission of owner specifying limit of time. Collection of negroes in tippling houses [saloons and bars] not to be allowed.

What programs would a prison need to utilize in order to maximize the likelihood that the people sent to it would renounce violence as a behavioral strategy? To begin with, it would need to be an anti-prison. Beginning with its architecture, it would need to convey an entirely different message. Current prisons are modeled architecturally after zoos — or rather, after the kinds of zoos that used to exist, but that have been replaced with zoological parks because the animals' keepers began to realize that the old zoos, with concrete floors and walls and steel bars were too inhumane for animals to survive in. Yet we still keep our human animals in zoos that no humane society would permit for animals. And the architecture itself conveys that message to the prisoners: "You are an animal, for this is a zoo, and zoos are what animals are put in." And then we act surprised when the men and women we treat that way actually behave like animals, both when they are in this human zoo and after they return to the community. So we would need to build an anti-prison that would actually look as if it had been built for human beings rather than animals, i.e. that was as home-like and pleasant and civilized and human as possible. Once we had done that, we could offer those who had been sent there the opportunity to acquire as much education and/or vocational training as they had the ability and energy and interest to obtain. We would of course need to provide treatment for whatever medical, dental, psychiatric, or substance-abuse problems they had, and would want to incorporate many of the principles of a therapeutic community into the everyday routines of this residential school, with frequent group discussions with the other residents and staff members with training in psychotherapy. The goal would be to replace the "monster factories" that most prisons now are with therapeutic communities designed to enable people who are deeply damaged, and damaging, to recover their humanity or to gain a degree of humanity they had never been able to acquire; in short, to help them heal themselves and learn, in the process, how to heal others and even repair some of the damage they have done.

They see within it things that go beyond the wildest dreams of mortal man till they thought they’d died and gone to heaven. Then they realise that this planet is besotted with many dark and ancient secrets relating to the Pharaohs, as they also learn that the planets responds only to human emotion. Upon their return to earth the great surprise involving Cody takes place, and in the moment of farewell this mysterious planet sends a definite and resounding message to earth and all who reside on it. The surprises don’t end there, till we return a second time to this planet to discover even more of its secrets… The only remaining question then is, will the inhabitants of this world reveal them?

Already embittered at being separated from loved ones, slaves on the frontier grew 'mean.' Planters, eager to get on with the work at hand, often countered the slaves' discontent by pressing them with greater force, only to find that slaves called their bet and then raised the stakes, resisting with still greater force. As the struggle escalated, planters discovered that even their best hands became unmanageable. One planter noted that his previously compliant slaves evinced 'a general disregard (with a few exceptions) of orders . . . and an unwillingness to be pressed hard at work.' In the face of festering anger, planters struggled to sustain the old order. Drawing on lessons of mastership that had been nearly two hundred years in the making on the North American mainland, planters instituted a familiar regime: they employed force freely and often; created invidious divisions among the slaves; and exacted exemplary punishments for the smallest infraction. If they sometimes extended the carrot of privilege, the stick was never far behind. The results were violent and bloody, as slave masters made it clear that slaves, by definition, had no rights they need respect. The plantation did not just happen; it had to be made to happen. Planter authority did not transplant easily. Relations between masters and slaves teetered toward anarchy on the cotton frontier. In some places, negotiations between owners and owned became little more than hard words and angry threats. Rumors of rebellion seemed to be everywhere. 'Scarcely a day passes,' observed Mississippi's territorial governor in 1812, 'without my receiving some information relative to the designs of those people to insurrect.' While few rebelled, some joined gangs of bandits and outlaws who resided in the middle ground between the westward-moving planters and the retreating Indians. On the plantations, slave masters saw sabotage everywhere - in broken tools, maimed animals, and burned barns. Slaves regularly took flight to the woods, and a few, eager to regain the world they had lost, tried to retrace their steps to Virginia or the Carolinas. It was a doubtful enterprise, and success was rare. Recaptured, they faced an even grimmer reality than before.
