Every miserable fool who has nothing at all of which he can be proud, adopts as a last resource pride in the nation to which he belongs; he is ready and happy to defend all its faults and follies tooth and nail, thus reimbursing himself for his own inferiority.
Arthur Schopenhauer (Essays and Aphorisms)
The cheapest sort of pride is national pride; for if a man is proud of his own nation, it argues that he has no qualities of his own of which he can be proud; otherwise he would not have recourse to those which he shares with so many millions of his fellowmen. The man who is endowed with important personal qualities will be only too ready to see clearly in what respects his own nation falls short, since their failings will be constantly before his eyes. But every miserable fool who has nothing at all of which he can be proud adopts, as a last resource, pride in the nation to which he belongs; he is ready and glad to defend all its faults and follies tooth and nail, thus reimbursing himself for his own inferiority.
Arthur Schopenhauer
The issue of reimbursement by payers is an important factor that should be discussed. Is it possible that if radiologists use AI to read scans, they’ll receive less reimbursement? Or to approach this from the other angle, if payers are reimbursing for the use of AI, will they pay radiologists less as a result? My discussions with insurance executives have shown that they don’t think this is likely. If the use of these technologies will improve patient outcomes and lead to fewer errors, there are benefits to them that will motivate executives to pay for them in addition to radiologists’ reading fees.
Ronald M. Razmi (AI Doctor: The Rise of Artificial Intelligence in Healthcare - A Guide for Users, Buyers, Builders, and Investors)
To the people who are upset about their hard-earned tax money going to things they don’t like: welcome to the f*cking club. Reimburse me for the Iraq war and oil subsidies, and diaphragms are on me!
Jon Stewart
This was my wake-up call. I opened my eyes to the depressing fact that there are other forces at work in medicine besides science. The U.S. health care system runs on a fee-for-service model in which doctors get paid for the pills and procedures they prescribe, rewarding quantity over quality. We don’t get reimbursed for time spent counseling our patients about the benefits of healthy eating. If doctors were instead paid for performance, there would be a financial incentive to treat the lifestyle causes of disease. Until the model of reimbursement changes, I don’t expect great changes in medical care or medical education.5
Michael Greger (How Not to Die: Discover the Foods Scientifically Proven to Prevent and Reverse Disease)
I NEVER lost as much but twice, And that was in the sod; Twice have I stood a beggar Before the door of God! Angels, twice descending, Reimbursed my store. Burglar, banker, father, I am poor once more!
Emily Dickinson (The Complete Poems of Emily Dickinson)
Death is a thief, the grandest perpetrator of larceny of all. It robs the potential of all the things left undone and reimburses the living with bits of memories that, with each day, pass through the fingers like a handful of sand.
Ron Perlman (Easy Street: The Hard Way)
When people want to be reimbursed for their pain they seldom are.
Cormac McCarthy (The Passenger (The Passenger #1))
Another, related issue is that longevity itself, and healthspan in particular, doesn’t really fit into the business model of our current healthcare system. There are few insurance reimbursement codes for most of the largely preventive interventions that I believe are necessary to extend lifespan and healthspan. Health insurance companies won’t pay a doctor very much to tell a patient to change the way he eats, or to monitor his blood glucose levels in order to help prevent him from developing type 2 diabetes. Yet insurance will pay for this same patient’s (very expensive) insulin after he has been diagnosed. Similarly, there’s no billing code for putting a patient on a comprehensive exercise program designed to maintain her muscle mass and sense of balance while building her resistance to injury. But if she falls and breaks her hip, then her surgery and physical therapy will be covered. Nearly all the money flows to treatment rather than prevention—and when I say “prevention,” I mean prevention of human suffering.
Peter Attia (Outlive: The Science and Art of Longevity)
Thanksgiving is recognition of a debt that cannot be paid. We express thanks, whether or not we are able otherwise to reimburse the giver.
Billy Graham (Billy graham in quotes)
Hatred has its pleasures. It is therefore often the compensation by which a frightened man reimburses himself for the miseries of Fear. The more he fears, the more he will hate. - Screwtape

And I hate to be a stickler for the rules but the Hibatsu Survival Settlement Charter clearly states that any individual who cannot reimburse the company in liquid assets must make it up with voluntary existence suspension.
Yahtzee Croshaw (Jam)
that none might factiously aspire to public employments, which ought neither to be sold nor made burdensome by a great expense, since otherwise those that serve in them would be tempted to reimburse themselves by cheats and violence, and it would become necessary to find out rich men for undergoing those employments,

Silverstein held insurance policies that stipulated a maximum reimbursement for each destructive “event.

Fadi has been slacking off at work and jeopardizing our business, staying late to hang out, charging the business card for personal trips, even claiming reimbursement for a storage room that doesn’t exist.

Of a real, true contract, on whatsoever subject, there is no vestige in Rousseau's book. To give an exact idea of his theory, I cannot do better than compare it with a commercial agreement, in which the names of the parties, the nature and value of the goods, products and services involved, the conditions of quality, delivery, price, reimbursement, everything in fact which constitutes the material of contracts, is omitted, and nothing is mentioned but penalties and jurisdictions. "Indeed, Citizen of Geneva, you talk well. But before holding forth about the sovereign and the prince, about the policeman and the judge, tell me first what is my share of the bargain? What? You expect me to sign an agreement in virtue of which I may be prosecuted for a thousand transgressions, by municipal, rural, river and forest police, handed over to tribunals, judged, condemned for damage, cheating, swindling, theft, bankruptcy, robbery, disobedience to the laws of the State, offence to public morals, vagabondage,--and in this agreement I find not a word of either my rights or my obligations, I find only penalties! "But every penalty no doubt presupposes a duty, and every duty corresponds to a right. Where then in your agreement are my rights and duties? What have I promised to my fellow citizens? What have they promised to me? Show it to me, for without that, your penalties are but excesses of power, your law-controlled State a flagrant usurpation, your police, your judgment and your executions so many abuses. You who have so well denied property, who have impeached so eloquently the inequality of conditions among men, what dignity, what heritage, have you for me in your republic, that you should claim the right to judge me, to imprison me, to take my life and honor? Perfidious declaimer, have you inveighed so loudly against exploiters and tyrants, only to deliver me to them without defence?
Pierre-Joseph Proudhon (The General Idea of the Revolution in the Nineteenth Century)
There is also a finance troop, including a covert division that essentially launders money for use in denied missions. Commercial banks provide the unit with preloaded debit or credit cards untraceable to the government and are reimbursed through a backdoor channel.
Seth Harp (The Fort Bragg Cartel: Drug Trafficking and Murder in the Special Forces)
Where oppression does not completely and permanently break the spirit, has it not a natural tendency to produce retaliatory pride and contempt? We reimburse ourselves for cuffs and toil by a double dose of self-esteem. No one is more likely to be arrogant than a lately-freed slave.
C.S. Lewis (Surprised by Joy: The Shape of My Early Life)
Do you think the Prophus will reimburse me for gas?” I am glad you have your head in the game. “I’ve been in the car for almost two hours now. There’s only so many ways I can imagine getting killed. Now I want to think of happier thoughts.” Like gas reimbursement? May I remind you that we gave you this car?
Wesley Chu (The Lives of Tao (Tao, #1))
Cowardice, alone of all the vices, is purely painful- horrible to anticipate, horrible to feel, horrible to remember; hatred has its pleasures. It is therefore often the compensation by which a frightened man reimburses himself for the miseries of fear. The more he fears, the more he will hate. And hatred is also a great anodyne for shame.
C.S. Lewis (The Screwtape Letters)
Broken payment models. Because we rely on insurance companies to pay for care, the treatments offered are not necessarily the most effective or those supported by the most current evidence—they’re simply the treatments that insurance companies have agreed to reimburse. This is not evidence-based medicine, it’s reimbursement-based medicine.

The first symptom of the trouble appeared when Madison studied Hamilton’s proposal for the funding of the domestic debt. On the one hand, Hamilton’s recommendation looked straightforward: All citizens who owned government securities should be reimbursed at par—that is, the full value of the government’s original promise. But many original holders of the securities, mainly veterans of the American Revolution who had received them as pay for their service in the war, had then sold them at a fraction of their original value to speculators. What’s more, the release of Hamilton’s plan produced...

Washington is an example of the citizen-politician who goes to the capital of his state or nation, serves a few terms, and returns to civilian life – just as the Founding Fathers practiced and intended. Sadly, this has been almost completely disregarded by the pervasive career politicians of later generations. The current practice of politicians is to gain elected government positions and then refuse to honor voluntary term limits, thus obtaining lifetime security and prestige, exemption from laws legislated on others, and inappropriate padding of personal income through gifts from lobbyists, self-initiated increases in benefits, and lifetime pensions. Their lifestyles would shock and embarrass a selfless man like George Washington, who served eight years as commander in chief, accepting only expense reimbursements as his compensation. (See the stories on Haym Salomon and Dave Roever similar examples). On

On average, Medicare only reimburses hospitals 87 cents for every dollar spent.37 How do hospitals stay in business? By charging people with private health insurance significantly more for health care services to make up the difference.

Children’s duty is to house and home, simple Family life, hard work; they depart, forgetting How their skin crawled at the firm fingers Of the Priestly touch, for which the Priest Is reimbursed with a shady porch from which To shoo them to labor in the noonday sun.

Dear Hilde, I assume you're still celebrating your 15th birthday. Or is it the morning after? Anyways, it makes no difference to your present. In a sense, that will last a life time. But I'd like to wish you happy birthday one more time. Perhaps you understand now why I send the cards to Sophie. I am sure she will pass them on to you. P.S. Mom said you lost your wallet. I hereby promise to reimburse you the 150 crowns. You will probably be able to get another school I.D. before they close for the summer vacation. Love from Dad.

Psychiatry is on the verge of abandoning the field of psychotherapy. Young psychiatrists are forced to specialize in psychopharmacology because third-party payers now reimburse for psychotherapy only if it is delivered by low-fee (in other words, minimally trained) practitioners.

But when Trump emerged from the primary, Bennett characterized those Republicans not supporting Trump as not team players who “suffer from a terrible case of moral superiority and put their own vanity and taste above the interest of the country.”22 What has changed? If he believed what he wrote in The Book of Virtues that “it is our character that supports the promise of our future—far more than particular government programs or policies,” if he believed what he wrote about Bill Clinton that “a president whose character manifests itself in patterns of reckless personal conduct…cannot be a good president,” how can Bennett support a man who brags about assaulting women and directs his own son to write checks to reimburse his lawyer Michael Cohen for hush payments to a porn star?
Stuart Stevens (It Was All a Lie: How the Republican Party Became Donald Trump)
Well, this was predictable. House Republicans last week acceded to an extension of the Export-Import Bank for at least the next nine months. The Export-Import Bank is far from the worst example of government-business cronyism. I just completed a history of American political corruption and actually had to leave Ex-Im on the cutting room floor. Its cronies are pikers compared with the corporate moguls that take advantage of tax preferences like the G.E. and Apple loopholes. They also cannot hold a candle to the American Medical Association, which is basically free to write the reimbursement rates for Medicare Part B. And nothing compares to Fannie Mae and Freddie Mac from 1991-2008. The two mortgage giants kept the entire D.C. political class bent over a barrel for almost 20 years as its top executives reaped enormous bonuses while putting the broader economy at risk.

But every miserable fool who has nothing at all of which he can be proud adopts, as a last resource, pride in the nation to which he belongs; he is ready and glad to defend all its faults and follies tooth and nail, thus reimbursing himself for his own inferiority. For example, if you speak of the stupid and degrading bigotry of the English nation with the contempt it deserves, you will hardly find one Englishman in fifty to agree with you; but if there should be one, he will generally happen to be an intelligent man.

nothing. Even when unfairness is only a minor concern, system noise poses another problem. People who are affected by evaluative judgments expect the values these judgments reflect to be those of the system, not of the individual judges. Something must have gone badly wrong if one customer, complaining of a defective laptop, gets fully reimbursed, and another gets a mere apology; or if one employee who has been with a firm for five years asks for a promotion and gets exactly that, while another employee, whose performance is otherwise identical, is politely turned down. System noise is inconsistency, and inconsistency damages the credibility of the system.
Daniel Kahneman (Noise: A Flaw in Human Judgment)
Part of what kept him standing in the restive group of men awaiting authorization to enter the airport was a kind of paralysis that resulted from Sylvanshine’s reflecting on the logistics of getting to the Peoria 047 REC—the issue of whether the REC sent a van for transfers or whether Sylvanshine would have to take a cab from the little airport had not been conclusively resolved—and then how to arrive and check in and where to store his three bags while he checked in and filled out his arrival and Post-code payroll and withholding forms and orientational materials then somehow get directions and proceed to the apartment that Systems had rented for him at government rates and get there in time to find someplace to eat that was either in walking distance or would require getting another cab—except the telephone in the alleged apartment wasn’t connected yet and he considered the prospects of being able to hail a cab from outside an apartment complex were at best iffy, and if he told the original cab he’d taken to the apartment to wait for him, there would be difficulties because how exactly would he reassure the cabbie that he really was coming right back out after dropping his bags and doing a quick spot check of the apartment’s condition and suitability instead of it being a ruse designed to defraud the driver of his fare, Sylvanshine ducking out the back of the Angler’s Cove apartment complex or even conceivably barricading himself in the apartment and not responding to the driver’s knock, or his ring if the apartment had a doorbell, which his and Reynolds’s current apartment in Martinsburg most assuredly did not, or the driver’s queries/threats through the apartment door, a scam that resided in Claude Sylvanshine’s awareness only because a number of independent Philadelphia commercial carriage operators had proposed heavy Schedule C losses under the proviso ‘Losses Through Theft of Service’ and detailed this type of scam as prevalent on the poorly typed or sometimes even handwritten attachments required to explain unusual or specific C-deductions like this, whereas were Sylvanshine to pay the fare and the tip and perhaps even a certain amount in advance on account so as to help assure the driver of his honorable intentions re the second leg of the sojourn there was no tangible guarantee that the average taxi driver—a cynical and ethically marginal species, hustlers, as even their smudged returns’ very low tip-income-vs.-number-of-fares-in-an-average-shift ratios in Philly had indicated—wouldn’t simply speed away with Sylvanshine’s money, creating enormous hassles in terms of filling out the internal forms for getting a percentage of his travel per diem reimbursed and also leaving Sylvanshine alone, famished (he was unable to eat before travel), phoneless, devoid of Reynolds’s counsel and logistical savvy in the sterile new unfurnished apartment, his stomach roiling in on itself in such a way that it would be all Sylvanshine could do to unpack in any kind of half-organized fashion and get to sleep on the nylon travel pallet on the unfinished floor in the possible presence of exotic Midwest bugs, to say nothing of putting in the hour of CPA exam review he’d promised himself this morning when he’d overslept slightly and then encountered last-minute packing problems that had canceled out the firmly scheduled hour of morning CPA review before one of the unmarked Systems vans arrived to take him and his bags out through Harpers Ferry and Ball’s Bluff to the airport, to say even less about any kind of systematic organization and mastery of the voluminous Post, Duty, Personnel, and Systems Protocols materials he should be receiving promptly after check-in and forms processing at the Post, which any reasonable Personnel Director would expect a new examiner to have thoroughly internalized before reporting for the first actual day interacting with REC examiners, and which there was no way in any real world that Sylvanshine could expect

But I wasn’t like Archer Sylvan in other ways; I was never given the opportunity to try. Archer would sleep on tour buses with bands or camp in the desert with an actor or do ayahuasca with a politician and come to the realization that he had to divorce his wife and marry his research assistant, whom he now realized he knew twelve lives ago. He got lost for days waiting for a reclusive rock star. He spent $7,000 on stripper tips once, submitted the expense without a receipt (naturally), and was reimbursed even though no stripper ended up in the story. Once, I had to check a second bag on a flight from Europe where I was interviewing an actor and I got a pissed-off call from our managing editor and I never did it again.

We will be evaluating some nasty oils. You will have to put them in your mouth.* For the good of science. For the good of olive oil. We are here to help the producers, to tell them, What attributes does the oil have, does it have defects, what can they do differently next year—treat the olives better, pick them at a different time, et cetera.” There will be no pay. No one will reimburse for the seven-dollar parking-garage fee. The existing panelists are known to have some prickle, to borrow an official olive-oil sensory descriptor. “You may be thinking, wow, I really don’t want to be on this thing.” The faint of heart are invited to pack up and go. No one moves. “All right then.” Langstaff surveys the room. “Shields up.” She is referring to removable panels used to partition the room’s long tables into private tasting booths. This way, you aren’t influenced by the facial expressions (or test answers) of the people seated next to you.
Mary Roach (Gulp: Adventures on the Alimentary Canal)
[on interest from loans] Now that I have loaned you them (100 gulden), you cause me a double loss due to my not being able to pay on the one hand nor buy on the other, so that I have to lose on both sides, and this is called duplex interesse, damni emergentis et lucri cessantis.... on hearing that John sustained losses on his loan of 100 gulden and demands just damages, they rush in and charge double on every 100 gulden, such double reimbursement, namely, for the loss due to non-payment and to inability to make a profit on a bargain, just as though these 100 gulden had the double loss grown on to them, so that whenever they have 100 gulden, they loan them out and charge for two losses, which they have not at all sustained... Therefore you are a usurer, who takes damages out of his neighbour's money for an imaginary loss that you did not sustain at all, and which you can neither prove nor calculate. This sort of loss is called by the jurists non verum, sed phantasticum interesse. It is a loss which each conjures up for himself... It will not do to say, therefore, that there could have been losses because I could not have been able to pay or buy. Else it would mean ex contingente necessarium, which is making something out of a thing that is not, and a thing that is uncertain into a thing that is absolutely sure. Would not such usury devour the world in a few years? ... If an unhappy accident befalls him against his will, and he must recover from it, he may demand damages for it, but it is different in trade and just the reverse. There they scheme to profit at the expense of their needy neighbours, how to amass wealth and get rich, to be lazy and idle and live in luxury on the labour of others, without any care, danger, and loss. To sit by the stove and let my 100 gulden gather wealth for me in the country and yet keep them in my pocket, because they are only loaned, without any danger or risk; my friend, who would not like that?
Martin Luther
Give us an idea of…” Noya Baram rubs her temples. “Oh, well.” Augie begins to stroll around again. “The examples are limitless. Small examples: elevators stop working. Grocery-store scanners. Train and bus passes. Televisions. Phones. Radios. Traffic lights. Credit-card scanners. Home alarm systems. Laptop computers will lose all their software, all files, everything erased. Your computer will be nothing but a keyboard and a blank screen. “Electricity would be severely compromised. Which means refrigerators. In some cases, heat. Water—well, we have already seen the effect on water-purification plants. Clean water in America will quickly become a scarcity. “That means health problems on a massive scale. Who will care for the sick? Hospitals? Will they have the necessary resources to treat you? Surgical operations these days are highly computerized. And they will not have access to any of your prior medical records online. “For that matter, will they treat you at all? Do you have health insurance? Says who? A card in your pocket? They won’t be able to look you up and confirm it. Nor will they be able to seek reimbursement from the insurer. And even if they could get in contact with the insurance company, the insurance company won’t know whether you’re its customer. Does it have handwritten lists of its policyholders? No. It’s all on computers. Computers that have been erased. Will the hospitals work for free? “No websites, of course. No e-commerce. Conveyor belts. Sophisticated machinery inside manufacturing plants. Payroll records. “Planes will be grounded. Even trains may not operate in most places. Cars, at least any built since, oh, 2010 or so, will be affected. “Legal records. Welfare records. Law enforcement databases. The ability of local police to identify criminals, to coordinate with other states and the federal government through databases—no more. “Bank records. You think you have ten thousand dollars in your savings account? Fifty thousand dollars in a retirement account? You think you have a pension that allows you to receive a fixed payment every month?” He shakes his head. “Not if computer files and their backups are erased. Do banks have a large wad of cash, wrapped in a rubber band with your name on it, sitting in a vault somewhere? Of course not. It’s all data.” “Mother of God,” says Chancellor Richter, wiping his face with a handkerchief.
Bill Clinton (The President Is Missing)
Sometimes reparations is used to justify a feeding frenzy in which minority claimants simply raid the U.S. Treasury en masse while government bureaucrats facilitate a large transfer of wealth from the taxpayer to these so-called historical victims. A scandalous example of this is the Pigford case. Some ninety-one black farmers had sued the U.S. government alleging a legacy of bias against African Americans. Rather than settle the suit and pay the farmers a reasonable compensation, the Obama administration used the lawsuit to make an absurdly expensive settlement. It agreed to pay out $1.33 billion to compensate not only the ninety-one plaintiffs but also thousands of Hispanic and female farmers who had never claimed bias in court. Encouraged by this largesse, law firms began to conjure up new claimants. Later reviews showed that some of these claimants were nursery-school-age children and even urban dwellers who had no connection to farming. In some towns, the number of people being paid was many times greater than the total number of farms. According to the New York Times, one family in Little Rock, Arkansas, had ten members each submit a claim for $50,000, netting $500,000 for the family without any proof of discrimination. Then the Native Americans got in on the racket, and the Obama administration settled with them, agreeing to fork over an additional $760 million. The government also reimbursed hundreds of millions of dollars in legal fees, a cornucopia for trial lawyers who also happen to be large contributors to Obama and the Democratic Party. Altogether the Pigford payout is estimated to have cost taxpayers a staggering $4.4 billion.3

The Clintons’ last act before leaving the White House was to take stuff that didn’t belong to them. The Clintons took china, furniture, electronics, and art worth around $360,000. Hillary literally went through the rooms of the White House with an aide, pointing to things that she wanted taken down from shelves or out of cabinets or off the wall. By Clinton theft standards $360,000 is not a big sum, but it certainly underlines the couple’s insatiable greed—these people are not bound by conventional limits of propriety or decency. When the House Government Reform and Oversight Committee blew the whistle on this misappropriation, the Clintons first claimed that the stuff was given to them as gifts. Unfortunately for Hillary, gifts given to a president belong to the White House—they are not supposed to be spirited away by the first lady. The Clintons finally agreed to return $28,000 worth of gifts and reimburse the government $95,000, representing a fraction of the value of what they took. One valuable piece of art the Clintons attempted to steal was a Norman Rockwell painting showing the flame from Lady Liberty’s torch. Hillary had the painting taken from the Oval Office to the Clinton home in Chappaqua, but the Secret Service got wind of it and sent a car to Chappaqua to get it back. Hillary was outraged. Even here, though, the Clintons got the last laugh: they persuaded the Obama administration to let the Clinton Library have the painting, and there it hangs today. In Living History, Hillary put on a straight face and dismissed media reports about the topic. “The culture of investigation,” she wrote, “followed us out the door of the White House when clerical errors in the recording of gifts mushroomed into a full-blown flap, generating hundreds of news stories over several months.”17

Human emotional immaturity has been studied for a long time. However, over the years it has lost ground to an increasing focus on symptoms and clinical diagnosis, using a medical disease model to quantify behaviors as illnesses suitable for insurance reimbursement.

Even among the uninitiated - men and women who were unaware of how a day's labor had been defined through years of tense negotiation - extracting such large drafts of labor required extraordinarily coercive measures. Violent confrontations between masters and slaves seemed to grow as the lower Mississippi Valley became a slave society. Wielding the lash with greater frequency if not greater force, planters struggled to bend slaves to the new order. Slaves resisted with equal ferocity. Unrest increased and rumors of rebellion boiled to the surface. During the 1790s and into the new century, the lower Mississippi Valley was alive with news of revolt, as one intrigue after another came to light. In 1791, 1795, and again in 1804 and 1805, planters uncovered major conspiracies. They responded with the lash, mutilating many rebels and suspected rebels, deporting others, and executing still others, often after grotesque torture. Yet behind this bloody facade, master and slave began to renegotiate the terms under which slaves lived and worked. Many of these involved the pace of labor; others originated in the organization of labor and the authority of the masters' subalterns, as overseers became a fixture on the largest estates. From the planters' perspective, the large units on which sugar and cotton were grown made movement from plantation to plantation - a prominent feature of slave life in eighteenth-century Louisiana - unnecessary and undesirable. But perhaps the most intense conflicts arose over the slaves' economy: their free Sundays and half-Saturdays, their gardens and provision grounds, and their right to sell their labor and market its product. Slaves in the lower Mississippi Valley had a long tradition of independent productive activities. Planters, who once saw advantages in allowing slaves to subsist themselves, pressed for an allowance society in which rations replaced gardens and the right to market. ... Under the new regime, plantation slaves frequently worked from dawn to noon and then, after a two hour break, until 'the approach of night.' As the planters' demands intensified, the time left for slaves to work their gardens grew shorter. Sustaining them took an extraordinary commitment. The frantic pace at which slaves worked in their own plots was captured by an emigre from Saint Domingue in 1799, who observed that a slave returning form the field 'does not lose his time. He goes to work at a bit of the land which he has planted with provisions for his own use, while his companion, if he has one, busies herself in preparing some for him, herself, and their children.' 'Many of the owners take off a part of that ration,' noted another visitor. Slaves 'must obtain the rest of their food, as well as their clothing, from the results of their Sunday labors.' Planters who supplied their slaves with clothes forced them to work on Sunday 'until they have been reimbursed for their advances,' so that the cash that previously went into the slaves' pockets went to the masters'.
Ira Berlin (Generations of Captivity: A History of African-American Slaves)
Berwick captured this brilliantly in his article, “The Toxicity of Pay for Performance”: “Pay for performance” reduces intrinsic motivation. Many tasks, especially in health care, are potentially intrinsically satisfying. Relieving pain, answering questions, exercising manual dexterity, being confided in, working on a professional team, solving puzzles, and experiencing the role of a trusted authority—these are not at all bad ways to spend part of one’s day at work. Pride and joy in the work of caring is among the many motivations that do result in “performance” among health care professionals. In the rancorous debates about compensation, fees, and reimbursement that so occupy the time of health care leaders and clinicians today, it is all too easy to neglect, or even to doubt, the fact that nonfinancial and intrinsic rewards are important in the work of medical care. Unfortunately, neglecting intrinsic satisfiers in work can inadvertently diminish them.
Jerry Z. Muller (The Tyranny of Metrics)
Peter Attia (Outlive: The Science and Art of Longevity)
This means, for example, that instead of having a unique small box for each small task on your plate for the day—respond to boss’s e-mail, submit reimbursement form, ask Carl about report—you can batch similar things into more generic task blocks. You might find it useful, in this case, to draw a line from a task block to the open right-hand side of the page where you can list out the full set of small tasks you plan to accomplish in that block. When you’re done scheduling your day, every minute should be part of a block. You have, in effect, given every minute of your workday a job. Now as you go through your day, use this schedule to guide you.

However, there is an issue of confusion, as there are texts stating that actions are a reason for being safe from the Fire, such as Allah's words, “A reward for the things you used to do." There are other verses with this meaning. Verily, actions are a cause for salvation, not compensation. If actions were compensation, then one of Allah's blessings would suffice all actions. Therefore, actions are a reason for reward, but they are not reimbursed.

My father was born in 1941 and he taught me never to confuse pity with comprehension. His Quechan (Yuma) grandfather was born in a time when California’s Indian population had plummeted 90 percent because of foreign diseases, Catholic slave-labor, and the government’s hiring of private militia to bring in Indian scalps. California’s first governor, Peter Hardeman Burnett, openly promoted genocide, calling for “a war of extermination” in his 1851 second state address. With the help of the U.S. Army, the California legislature distributed weapons to vigilantes, who raided Native homes and killed 100,000 of my ancestors in the first two years of the gold rush alone. The legislature paid $1.1 million to these murderers, and when it was done, the U.S. Congress agreed to reimburse the state.

Phlebotomy. Even the word sounds archaic—and that’s nothing compared to the slow, expensive, and inefficient reality of drawing blood and having it tested. As a college sophomore, Elizabeth Holmes envisioned a way to reinvent old-fashioned phlebotomy and, in the process, usher in an era of comprehensive superfast diagnosis and preventive medicine. That was a decade ago. Holmes, now 30, dropped out of Stanford and founded a company called Theranos with her tuition money. Last fall it finally introduced its radical blood-testing service in a Walgreens pharmacy near the company headquarters in Palo Alto, California. (The plan is to roll out testing centers nationwide.) Instead of vials of blood—one for every test needed—Theranos requires only a pinprick and a drop of blood. With that they can perform hundreds of tests, from standard cholesterol checks to sophisticated genetic analyses. The results are faster, more accurate, and far cheaper than conventional methods. The implications are mind-blowing. With inexpensive and easy access to the information running through their veins, people will have an unprecedented window on their own health. And a new generation of diagnostic tests could allow them to head off serious afflictions from cancer to diabetes to heart disease. None of this would work if Theranos hadn’t figured out how to make testing transparent and inexpensive. The company plans to charge less than 50 percent of the standard Medicare and Medicaid reimbursement rates. And unlike the rest of the testing industry, Theranos lists its prices on its website: blood typing, $2.05; cholesterol, $2.99; iron, $4.45. If all tests in the US were performed at those kinds of prices, the company says, it could save Medicare $98 billion and Medicaid $104 billion over the next decade.

One way for communities to create affordable housing is for local communities to adopt land-use rights. Local governments or community land trusts would provide financing to homebuyers, who would then make land contributions on their properties in perpetuity. As a result, communities would get reimbursed for the goods and services they provide to homeowners, while property buyers would primarily become home buyers not land buyers.
Martin Adams (Land: A New Paradigm for a Thriving World)
How can we share the gifts of nature? By sharing the monetary value that human beings assign to nature. The fundamental thing we need to abolish is the mechanism by which people unfairly profit from land. The solution is simple: Property owners merely need to pay the communities from which they receive benefits through their exclusive use of land the exact market value of the benefits they receive. When land users pay significant proportions of the rental value of land to their local communities, they rightfully reimburse their communities. These can be called Community Land Contributions. Unlike, land value taxes, CLCs relate to the rental value (which subsumes all natural and social benefits) not land price. Also, a tax implies land users are being taxed on their land values while CLCs emphasize that land is a community good.

At noon, I downed a ham sandwich and Diet Coke and then I saw more patients. One eight-year-old boy had visited a chiropractor for “spinal alignment” eighty times in the past year. He had no back pain. It was a con job perpetrated by several area chiropractors. They offer the parents a free TV or VCR if they bring their kids in. Then they bill Medicaid for the visit. Medicaid is a wonderful, necessary thing, but it gets abused like a Don King undercard. I once had a sixteen-year-old boy rushed to the hospital in an ambulance—for routine sunburn. competition in the current system is too local, because it is centered on relatively small, self-contained local institutions catering to local needs. Services are both delivered locally and managed locally. The local bias in health care is a throwback to an earlier era when medical care was less complicated, and travel more difficult. It has been institutionalized by prevailing ownership and governance structures for provider institutions, regulatory and reimbursement practices, and a lack of local provider accountability for performance.

The taking of trophies, especially the mutilation attendant to beheadings and scalping, was elemental to the genocide of Native peoples. Reinforcing the savage, animal, and inhuman nature of their victims lay behind the collection of such trophies by the perpetrators. 117 Wright and his men were rewarded economically with bounties paid by the community and reimbursement and pay by the state, and socially with adulation from their local communities. In part, this helps to explain the rise of a category of men known as "Indian hunters," who came to prominence in northern California during the r85os and i86os.

This is another part of the special expertise of the ST. The CIA would use secrecy and need-to-know control to arrange with a Cabinet-level officer for the cover assignment of an Agency employee to that organization, for example to the Federal Aviation Administration. The Cabinet officer would agree without too much concern and quietly tip off his manpower officer to arrange a “slot” (personnel space) for someone who would be coming into a certain office. He would simply say that the “slot would be reimbursed,” and this would permit the FAA to carry a one-man overage in its manning tables. Soon the man would arrive to work in that position. As far as his associates would know, he would be on some special project, and in a short time he would have worked so well into the staff that they would not know that he was not really one of them. Turnover being what it is in bureaucratic Washington, it would not be too long before everyone around that position would have forgotten that it was still there as a special slot. It would be a normal FAA-assigned job with a CIA man in it.

Reimbursement has become the primary mechanism through which the regulation of doctors occurs in the United States.2 To the extent that doctors cannot afford to do things they are not paid to do, and will gladly do more of those things they are paid handsomely to do, the decisions about whether, when, and how much to pay doctors for the various things they do has unwittingly become one of the most pervasive and powerful regulatory mechanisms ever devised.

At Netflix you don’t have to complete a purchase order and wait for approval to buy something. You just buy it, take a photo of the receipt, and submit it directly for reimbursement. But that doesn’t mean no one pays attention to what you spend. The finance team offers two routes for eradicating unwise expenditure. Managers can choose which route to take or can combine the two. The first method leans lightly toward an ethos of Freedom and Responsibility (or F&R, as we say at Netflix). The second choice jumps all in.

When you design a health-insurance reimbursement system that financially rewards doctors for providing patients with more care (as opposed to better care), that’s exactly what doctors value and do. And when third-party insurers pay for patient care regardless of the outcomes, patients also assume that more care is better, even when research and data demonstrate that’s not the case. And when we pay physicians more to take care of heart attacks or strokes than to prevent them in the first place, they value emergency intervention dramatically more than disease prevention.

Studies in the workplace have found that employees who sleep six hours or less are significantly more deviant and more likely to lie the following day than those who sleep six hours or more. Seminal work by Dr. Christopher Barns, a researcher in the Foster School of Business at Washington University, has found that the less an individual sleeps, the more likely they are to create fake receipts and reimbursement claims, and the more willing to lie to get free raffle tickets. Barns also discovered that under-slept employees are more likely to blame other people in the workplace for their own mistakes, and even try to take credit for other people’s successful work: hardly a recipe for team building and a harmonious business environment.

States, in the name of austerity, have stopped providing prisoners with essential items including shoes, extra blankets, and even toilet paper, while starting to charge them for electricity and room and board. Most prisoners and the families that struggle to support them are chronically short of money. When they go broke—and being broke is a frequent occurrence in prison—prisoners must take out prison loans to pay for medications, legal and medical fees, and basic commissary items such as soap and deodorant. Debt peonage inside prison is as prevalent as it is outside prison. Prisoners are charged for visits to the infirmary and the dentist. Prisoners must pay the state for a fifteen-minute deathbed visit to an immediate family member, or for a fifteen-minute visit to a funeral home to view the deceased. New Jersey, like most other states, forces a prisoner to reimburse the system for overtime wages paid to the two guards who accompany him or her to the visit or viewing, plus mileage cost. For mental health coverage and the study of it to advance at all, physical health needs to be regarded as something that encompasses both body and mind. Angst and his holistic approach to psychiatric health remain the gold standard. But health insurance companies and the pharmaceutical industrial complex don’t seem remotely interested in pursuing a health care system that would actually contribute to overall health. In fact, the labyrinthine process for reimbursement, coverage, rules, and regulations for both doctors and patients amplifies mental illness and anxiety. Every time I’m put on hold or puzzle through a pharmaceutical query, my back tightens, my jaw locks, and I have to calm myself down and coach myself through it. Most of the time I give up.

4. Priceless versus worthless: The cost of materials today ranges from $0.1 per kg for wood to $4 trillion per kg for certain pharmaceuticals (reimbursable by health insurance). With revolutions in smart materials and molecular engineering, all materials and objects could be reduced to the range of $0.2 per kg (electronics, clothes, foods, cosmetics, and so on)—or people could spend more and more for less and less via clever branding, copyright and patent laws, elaborate licensing and regulatory schemes, and the like. Or is there a way of artfully combining and integrating all of the above?

THE VARIOUS GAINS OF FLIGHT DELAY DAMAGES Travelling byair is one of the handiest means to get from one point to another. It's quick, safe, and hassle-free. Obviously, hassle-free is a subjective term as some folks find all the safety precautions cumbersome. Since there are much fewer plane accidents when compared with automobile accidents however, it's a good deal better mathematically talking. Naturally, travel issues are not merely limited to injuries and crashes; occasionally, the ones that are most problematic are the small things that eventually become larger. Having the flight postponed for 5 - 10 minutes does not seem much to most folks. However, for people who will be catching a connecting flight after, this really is an extremely large difficulty. They need to run across the next airport simply to make it in time or they will need to get it rescheduled and watch for the next available flight. Either way, it's a very big hassle and it all came from a 5 minute delay. What You Can Get That is why you should be aware of the many benefits that you can get. Flight delay compensation isn't a simple thing that airlines give just to keep customers satisfied; the law requires to give damages for faulty service as mandated them. Different areas have different laws regarding this but it usually means that if your flight got delayed, the airline must help you during that time. If, for example, you may end up late to your connecting flight, then you can certainly ask aid from the airline to assist you look for an accessible connecting flight, have it reserved, and even request financial compensation as you need to wait for the brand new boarding time if it's a few hours more. Typically, you can demand help for the amount of money you are going to be spending simply because your flight was delayed. This can happen whether the flight was delayed for a very long time due to technical issues. That those can get somewhere to sleep in, some airports will open up the VIP lounge. Also, they are going to be given free food and drinks especially if they must stay for more than one night. Inclusions and Exceptions Flight delay settlement is all about getting compensated for hassle and all the trouble that an undue delay has brought on. Delays caused by neglect or some other reason which was a result of the airline can be deemed as such. This implies that if they couldn't have prevented the issue no matter what, you won't be able to seek damages. For example, if the weather suddenly took a turn for the worse and the whole airport was locked down and no airplanes are permitted to fly, then this is a problem that they couldn't avert. It would not be safe to fly with such conditions and no one can do anything about it. Naturally, you can still seek assistance but remember that they have no obligation to do so and you've got no right to demand money as reimbursement for the delay. In the end, the biggest difference between force of nature accidents and those due to negligence is that you can ask for aid but they're just required to do so during the latter. They have to give money for the hassle to you as well if it was their fault.

Families are finding that they are getting funding from a variety of sources. One typical family has counseling covered through their insurance for family counseling, and counseling funded by a federally funded adoption support program for their child. They receive respite care funded through the Division of Developmental Disabilities. They pay privately for Sibshop, a well-loved program for the siblings of their special needs children. Since the Sibshop is through a non-profit organization, it is particularly affordable. Their school district pays for tutoring. After they specifically requested a review, they received an adoption subsidy available to older children through their state. The cost of braces was partially reimbursed by the adoption support system, as well. The combination of resources and financial relief allowed the parents to enjoy some outings, plan a simple family vacation, and get some household help. They said, “Without this help, we would not have made it as an emotionally intact family. We would not have disrupted, but we would not have been the unit that we are today.

What is your self-worth? Take a second to ponder. Is it the 100's in my pockets or the virtues and morals? It makes you wonder. Is diamonds what make your heart sound off or the thought of wanting someone to be true? Cause in truth, there's diamonds that abide in you, what a beautiful truth. True to be, let the value of love compare with the love of loyalty. I've learned this passion I once had for the love of money doesn't compare to the love of me. It's like one of them Pretty Ricky songs "Love like honey", yeah that's all me, self-worth value over infinity. I can go on with my ABC rhymes and keep stimulating your mind, make you see things with your eyes closed as if I'm leading the blind. This conscience cannot be bought with money or gold but my character and values last way past old. Put me deep in the dirt, the soils where I lay, sprout flowers of life, my soul lives on everyday. I have a question to ask, you might be as curious to hear: When's the last time you saw a Wells Fargo truck following a hearse? Don't let them try to trick you, once you're gone, your money can't be reimbursed. So the question is what lasts forever? If diamonds, money, even our flesh which is considered of such high importance soon perishes, what lasts forever? Give ear if you hear my words.

In the face of federal inaction, Texas has tried to address these challenges through the federal system and on its own. Unilateral attempts to limit access to public services for illegal immigrants have been shot down by federal courts with stern reminders that, in the opinion of the federal government, matters related to immigration and border are under their sole authority. Texas regularly requests reimbursement from the federal government for State-initiated expenses to secure the border. To date, all requests have been denied.

Insurance companies require a DSM diagnosis for reimbursement, until recently all research funding was based on DSM diagnoses, and academic programs are organized around DSM categories.

Cost-effectiveness analyses can be undertaken from a number of different perspectives. The choice of the study perspective is an important methodological decision because it determines which costs and effects to count and how to value them. The appropriate perspective depends on the objective of the study, the context, and the relevant decision makers. As indicated above, we recommend that analysts conduct Reference Case analyses from both the healthcare sector and societal perspectives (Recommendations 2–5). Other perspectives may, however, be relevant for specific decision makers. To illustrate, we briefly consider four perspectives potentially relevant to the analysis of health interventions: the payer perspective, the healthcare sector Reference Case perspective, the healthcare sector with time cost perspective, and the societal Reference Case perspective. Although we note two additional perspectives here, the remainder of this book will focus on the healthcare sector and societal Reference Case perspectives. The payer perspective includes the consequences that a specific payer considers relevant. This perspective will be more or less narrow depending on whether the payer is private or public. For a US private commercial payer (insurer), for example, costs might include reimbursement for medical care paid for by the insurer and consequences for patients covered by the insurer.

And because aging isn’t a disease by the commonly accepted definition, it doesn’t fit nicely into the system we’ve built for funding medical research, drug development, and the reimbursement of medical costs by insurance companies. Words matter. Definitions matter.

Even though Snape knows his exoneration will last less than a year, he cannot help but show defiant pleasure at finally being acknowledged Dumbledore’s right-hand man. Moving him into this position is a clever move on the characters’ parts and also on the author’s. It telegraphs that Dumbledore and Snape expect something major to change for Snape by the end of the year, putting the reader in increasing suspense. It reimburses Snape for years of accepting an unflattering reputation that is the opposite of his true self. It removes the need for Snape to be covert about teaching Defense during this frightening year. It broadcasts to Death Eaters that Dumbledore foolishly trusts the man they believe to be on their side. It suggests that Snape is less than impressive, just a petty man of limited vision whose “heart’s desire” is nothing grander than a lateral move at his place of employment.

We don’t get reimbursed for time spent counseling our patients about the benefits of healthy eating. If doctors were instead paid for performance, there would be a financial incentive to treat the lifestyle causes of disease.
