That’s real narcissism, the kind that leads to diagnoses of personality disorders. In her estimation, this is a dangerous trend, and it shows signs of acceleration. Narcissistic overconfidence crosses a line, says Twenge, and taints those things improved by a skosh of confidence. Over that line, you become less concerned with the well-being of others, more materialistic, and obsessed with status in addition to losing all the restraint normally preventing you from tragically overestimating your ability to manage or even survive risky situations. In her book, Twenge connects this trend to the housing market crash of the mid-2000s and the stark increase in reality programming during that same decade. According to Twenge, the drive to be famous for nothing went from being strange to predictable thanks to a generation or two of people raised by parents who artificially boosted self-esteem to ’roidtastic levels and then released them into a culture filled with new technologies that emerged right when those people needed them most to prop up their self-enhancement biases. By the time Twenge’s research was published, reality programming had spent twenty years perfecting itself, and the modern stars of those shows represent a tiny portion of the population who not only want to be on those shows, but who also know what they are getting into and still want to participate. Producers with the experience to know who will provide the best television entertainment to millions then cull that small group. The result is a new generation of celebrities with positive illusions so robust and potent that the narcissistic overconfidence of the modern American teenager by comparison is now much easier to see as normal.

But it obviously never was checked or consulted, because in those pages Orwell only says that middle-class people, such as his own immediate forebears, were convinced that the working classes smelled. Victor Gollancz himself, though hopelessly at odds with Orwell in matters of politics, issued a denial on his behalf that he had ever said, or written, that ‘the working classes smell.’ It made no difference. As his published correspondence shows, every time Orwell wrote anything objectionable to the Left, up would come this old charge again, having attained the mythic status that placed it beyond mere factual refutation. It feels silly even to go over this pettiness again, but the identical method—of attributing to him the outlook that he attributed to others—is employed in our own time in critical discussions of ‘Inside the Whale.

During the 1970s and early 1980s, the death rate for co-ops in France (due either to dissolution or to conversion into a capitalist firm) was 6.9 percent; the comparable rate for capitalist competitors was 10 percent. A study in 1989 found much higher failure rates for capitalist companies than cooperatives in North America.114 A study conducted by Quebec’s Ministry of Industry and Commerce in 1999 concluded that “Co-op startups are twice as likely to celebrate their 10th birthday as conventionally owned private businesses.”115 A later study by the same organization found that “More than 6 out of 10 cooperatives survive more than five years, as compared to almost 4 businesses out of 10 for the private sector in Québec and in Canada in general. More than 4 out of 10 cooperatives survive more than 10 years, compared to 2 businesses out of 10 for the private sector.”116

The biology of potential illness arises early in life. The brain’s stress-response mechanisms are programmed by experiences beginning in infancy, and so are the implicit, unconscious memories that govern our attitudes and behaviours toward ourselves, others and the world. Cancer, multiple sclerosis, rheumatoid arthritis and the other conditions we examined are not abrupt new developments in adult life, but culminations of lifelong processes. The human interactions and biological imprinting that shaped these processes took place in periods of our life for which we may have no conscious recall.
Emotionally unsatisfying child-parent interaction is a theme running through the one hundred or so detailed interviews I conducted for this book. These patients suffer from a broadly disparate range of illnesses, but the common threads in their stories are early loss or early relationships that were profoundly unfulfilling emotionally. Early childhood emotional deprivation in the histories of adults with serious illness is also verified by an impressive number of investigations reported in the medical and psychological literature. In an Italian study, women with genital cancers were reported to have felt less close to their parents than healthy controls. They were also less demonstrative emotionally. A large European study compared 357 cancer patients with 330 controls. The women with cancer were much less likely than controls to recall their childhood homes with positive feelings. As many as 40 per cent of cancer patients had suffered the death of a parent before the age of seventeen—a ratio of parental loss two and a half times as great as had been suffered by the controls.
The thirty-year follow-up of Johns Hopkins medical students was previously quoted. Those graduates whose initial interviews in medical school had revealed lower than normal childhood closeness with their parents were particularly at risk. By midlife they were more likely to commit suicide or develop mental illness, or to suffer from high blood pressure, coronary heart disease or cancer. In a similar study, Harvard undergraduates were interviewed about their perception of parental caring. Thirty-five years later these subjects’ health status was reviewed. By midlife only a quarter of the students who had reported highly positive perceptions of parental caring were sick. By comparison, almost 90 per cent of those who regarded their parental emotional nurturing negatively were ill. “Simple and straightforward ratings of feelings of being loved are significantly related to health status,” the researchers concluded.

The role of self-regulation, whether emotional or physical, may be likened to that of a thermostat ensuring that the temperature in a home remains constant despite the extremes of weather conditions outside. When the environment becomes too cold, the heating system is switched on. If the air becomes overheated, the air conditioner begins to work.
In the animal kingdom, self-regulation is illustrated by the capacity of the warm-blooded creature to exist in a broad range of environments. It can survive more extreme variations of hot and cold without either chilling or overheating than can a coldblooded species. The latter is restricted to a much narrower range of habitats because it does not have the capacity to self-regulate the internal environment. Children and infant animals have virtually no capacity for biological self-regulation; their internal biological states—heart rates, hormone levels, nervous system activity — depend completely on their relationships with caregiving grown-ups.
Emotions such as love, fear or anger serve the needs of protecting the self while maintaining essential relationships with parents and other caregivers. Psychological stress is whatever threatens the young creature’s perception of a safe relationship with the adults, because any disruption in the relationship will cause turbulence in the internal milieu. Emotional and social relationships remain important biological influences beyond childhood. “Independent self-regulation may not exist even in adulthood,” Dr. Myron Hofer, then of the Departments of Psychiatry and Neuroscience at Albert Einstein College of Medicine in New York, wrote in 1984. “Social interactions may continue to play an important role in the everyday regulation of internal biologic systems throughout life.” Our biological response to environmental challenge is profoundly influenced by the context and by the set of relationships that connect us with other human beings. As one prominent researcher has expressed it most aptly, “Adaptation does not occur wholly within the individual.”
Human beings as a species did not evolve as solitary creatures but as social animals whose survival was contingent on powerful emotional connections with family and tribe. Social and emotional connections are an integral part of our neurological and chemical makeup. We all know this from the daily experience of dramatic physiological shifts in our bodies as we interact with others. “You’ve burnt the toast again,” evokes markedly different bodily responses from us, depending on whether it is shouted in anger or said with a smile. When one considers our evolutionary history and the scientific evidence at hand, it is absurd even to imagine that health and disease could ever be understood in isolation from our psychoemotional networks. “The basic premise is that, like other social animals, human physiologic homeostasis and ultimate health status are influenced not only by the physical environment but also by the social environment.” From such a biopsychosocial perspective, individual biology, psychological functioning and interpersonal and social relationships work together, each influencing the other.

So it stresses the natural tendency of the economy to find a stable equilibrium and the possibility of isolating the effect of changes in different economic factors (like changes in interest rates) on economic performance.25 As well, to achieve its simplicity and elegance, the theory focuses on the behavior of independent individuals operating in a market—individuals who are atomized, rational, similar in preferences, and stripped of any social attributes. But this makes the theory largely asocial and ahistorical: there’s generally no place in it for large-scale historical, cultural, and political forces that sometimes have a huge impact on our economies—forces like the emancipation of women, rising environmental consciousness, or democratization in poor countries. Because it’s insensitive to broad social forces, modern economic theory is also surprisingly insensitive to its own tight relationship with capitalism. Nevertheless, it’s clearly a product of capitalism—a specific, historically rooted economic system—and it only makes sense in the context of capitalism.26

And yet, affluent, educated people raised by two married parents are more likely than others to believe monogamy is outdated, marriage is a sham or that all families are the same. …
This luxury belief contributed to the erosion of the family. Today, the marriage rates of affluent Americans are nearly the same as they were in the 1960s. But working-class people are far less likely to get married. Furthermore, out-of-wedlock birthrates are more than 10 times higher than they were in 1960, mostly among the poor and working class. Affluent people seldom have kids out of wedlock but are more likely than others to express the luxury belief that doing so is of no consequence.
Another luxury belief is that religion is irrational or harmful. Members of the upper class are most likely to be atheists or non-religious. But they have the resources and access to thrive without the unifying social edifice of religion.
Places of worship are often essential for the social fabric of poor communities. Denigrating the importance of religion harms the poor. While affluent people often find meaning in their work, most Americans do not have the luxury of a “profession.” They have jobs. They clock in, they clock out. Without a family or community to care for, such a job can feel meaningless.
Then there’s the luxury belief that individual decisions don’t matter much compared to random social forces, including luck. This belief is more common among many of my peers at Yale and Cambridge than the kids I grew up with in foster care or the women and men I served with in the military. The key message is that the outcomes of your life are beyond your control. This idea works to the benefit of the upper class and harms ordinary people. …
White privilege is the luxury belief that took me the longest to understand, because I grew up around poor whites. Often members of the upper-class claim that racial disparities stem from inherent advantages held by whites. Yet Asian Americans are more educated, have higher earnings and live longer than whites. Affluent whites are the most enthusiastic about the idea of white privilege, yet they are the least likely to incur any costs for promoting that belief. … When laws are enacted to combat white privilege, it won’t be the privileged whites who are harmed. African American prisoners surpassed all other groups in 1988, but by 1995, they had been overtaken by Latinos; however, Black people have the highest rate of incarceration of any racial/ethnic grouping in California, or, for that matter, in the United States (see also Bonczar and Beck 1997). TABLE 4 CDC PRISONER POPULATION BY RACE/ETHNICITY The structure of new laws, intersecting with the structure of the burgeoning relative surplus population, and the state’s concentrated use of criminal laws in the Southland, produced a remarkable racial and ethnic shift in the prison population. Los Angeles is the primary county of commitment. Most prisoners are modestly educated men in the prime of life: 88 percent are between 19 and 44 years old. Less than 45 percent graduated from high school or read at the ninth-grade level; one in four is functionally illiterate. And, finally, the percentage of prisoners who worked six months or longer for the same employer immediately before being taken into custody has declined, from 54.5 percent in 1982 to 44 percent in 2000 (CDC, Characteristics of Population, various years). TABLE 5 CDC COMMITMENTS BY CONTROLLING OFFENSE (%) At the bottom of the first and subsequent waves of new criminal legislation lurked a key contradiction. On the one hand, the political rhetoric, produced and reproduced in the media, concentrated on the need for laws and prisons to control violence. “Crime” and “violence” seemed to be identical. However, as table 5 shows, there was a significant shift in the controlling (or most serious) offenses for those committed to the CDC, from a preponderance of violent offenses in 1980 to nonviolent crimes in 1995. More to the point, the controlling offenses for more than half of 1995’s commitments were nonviolent crimes of illness or of illegal income producing activity: drug use, drug sales, burglary, motor vehicle theft. The outcome of the first two years of California’s broadly written “three strikes” law presents a similar picture: in the period March 1994–January 1996, 15 percent of controlling offenses were violent crimes, 31 percent were drug offenses, and 41 percent were crimes against property (N = 15,839) (Christoper Davis et al. 1996). The relative surplus population comes into focus in these numbers. In 1996, 43 percent of third-strike prisoners were Black, 32.4 percent Latino, and 24.6 percent Anglo. The deliberate intensification of surveillance and arrest in certain areas, combined with novel crimes of status, drops the weight of these numbers into particular places. The chair of the State Task Force on Youth Gang Violence expressed the overlap between presumptions of violence and the exigencies of everyday reproduction when he wrote: “We are talking about well-organized, drug-dealing, dangerously armed and profit-motivated young hoodlums who are engaged in the vicious crimes of murder, rape, robbery, extortion and kidnapping as a means of making a living” (Philibosian 1986: ix; emphasis added).

Rather than a state of equal brotherhood and sisterhood, Kim had introduced an elaborate social order in which the eleven million ordinary North Korean citizens were classified according to their perceived political reliability. The songbun system, as it was known, ruthlessly reorganized the entire social system of North Korea into a communistic pseudofeudal system, with every individual put through eight separate background checks, their family history taken into account as far back as their grandparents and second cousins. Your final rating, or songbun, put you in one of fifty-one grades, divided into three broad categories, from top to bottom: the core class, the wavering class, and the hostile class. The hostile class included vast swathes of society, from the politically suspect (“people from families of wealthy farmers, merchants, industrialists, landowners; pro-Japan and pro-U.S. people; reactionary bureaucrats; defectors from the South; Buddhists, Catholics, expelled public officials”) to kiaesaeng (the Korean equivalent of geishas) and mudang (rural shamans). Although North Koreans weren’t informed of their new classification, it quickly became clear to most people what class they had been assigned. North Koreans of the hostile class were banned from living in Pyongyang or in the most fertile areas of the countryside, and they were excluded from any good jobs. There was virtually no upward mobility—once hostile, forever hostile—but plenty downward. If you were found to be doing anything that was illegal or frowned upon by the regime, you and your family’s songbun would suffer. Personal files were kept locked away in local offices, and were backed up in the offices of the Ministry for the Protection of State Security and in a blast-resistant vault in the mountains of Yanggang province. There was no way to tamper with your status, and no way to escape it. The most cunning part of it all was that Kim Il-Sung came up with a way for his subjects to enforce their own oppression by organizing the people into inminban (“people’s groups”), cooperatives of twenty or so families per neighborhood whose duty it was to keep tabs on one another and to inform on any potentially criminal or subversive behavior. These were complemented by kyuch’aldae, mobile police units on constant lookout for infringers, who had the authority to burst into your home or office at any time of day or night. Offenses included using more than your allocated quota of electricity, wearing blue jeans, wearing clothes bearing Roman writing (a “capitalist indulgence”) and allowing your hair to grow longer than the authorized length. Worse still, Kim decreed that any one person’s guilt also made that person’s family, three generations of it, guilty of the same crime. Opposing the regime meant risking your grandparents, your wife, your children—no matter how young—being imprisoned and tortured with you. Historically, Koreans had been subject to a caste system similar to India’s and equally as rigid. In the early years of the DPRK, the North Korean people felt this was just a modernized revitalization of that traditional social structure. By the time they realized something was awfully wrong, that a pyramid had been built, and that at the top of it, on the very narrow peak, sat Kim Il-Sung, alone, perched on the people’s broken backs, on their murdered families and friends, on their destroyed lives—by the time they paused and dared to contemplate that their liberator, their savior, was betraying them—in fact, had always betrayed them—it was already much, much too late.

There are many facets to the decline in fairness and opportunity in American life. Perhaps the worst are the conditions now imposed upon young children born into the underclass and subjected to the recent evolution of the educational system. The rise of information technology, and the opening of Asian economies, means that only a small portion of America’s population can make a good living through unskilled or manual labour. But instead of elevating the educational system and the opportunities it should provide, American politicians, and those who follow their lead around the globe, have been going in exactly the wrong direction. As a result, we are developing not a new class system, but, without exaggeration, a new caste system—a society in which the circumstances of your birth determine your entire life. As a result, the dream of opportunity is dying. Increasingly, the most important determinant of a child’s life prospects—future income, wealth, educational level, even health and life expectancy—is totally arbitrary and unfair. It’s also very simple. A child’s future is increasingly determined by his or her parents’ wealth, not by his or her intelligence or energy. To be sure, there are a number of reasons for this. Income is correlated with many other things, and it’s therefore difficult to isolate the impact of individual factors. Children in poor households are more likely to grow up in single-parent versus two-parent households, exposed to drugs and alcohol, with one or both parents in prison, with their immigration status questionable, and more likely to have problems with diet and obesity. Culture and race play a role: Asian children have far higher school graduation rates, test scores, and grades than all other groups, including whites, in the US; Latinos, the lowest.

Social conservatives do have a pretty decent predictive track record, including in many cases where their fears were dismissed as wild and apocalyptic, their projections as sky-is-falling nonsense, their theories of how society and human nature works as evidence-free fantasies. . . . If you look at the post-1960s trend data — whether it’s on family structure and social capital, fertility and marriage rates, patterns of sexual behavior and their links to flourishing relationships, or just trends in marital contentment and personal happiness more generally — the basic social conservative analysis has turned out to have more predictive power than my rigorously empirical liberal friends are inclined to admit. . . .
In the late 1960s and early ’70s, the pro-choice side of the abortion debate frequently predicted that legal abortion would reduce single parenthood and make marriages more stable, while the pro-life side made the allegedly-counterintuitive claim that it would have roughly the opposite effect; overall, it’s fair to say that post-Roe trends were considerably kinder to Roe’s critics than to the “every child a wanted child” conceit. Conservatives (and not only conservatives) also made various “dystopian” predictions about eugenics and the commodification of human life as reproductive science advanced in the ’70s, while many liberals argued that these fears were overblown; today, from “selective reduction” to the culling of Down’s Syndrome fetuses to worldwide trends in sex-selective abortion, from our fertility industry’s “embryo glut” to the global market in paid surrogacy, the dystopian predictions are basically just the status quo. No-fault divorce was pitched as an escape hatch for the miserable and desperate that wouldn’t affect the average marriage, but of course divorce turned out to havesocial-contagion effects as well. Religious fears that population control would turn coercive and tyrannical were scoffed at and then vindicated. Dan Quayle was laughed at until the data suggested that basically he had it right. The fairly-ancient conservative premise that social permissiveness is better for the rich than for the poor persistently bemuses the left; it also persistently describes reality. And if you dropped some of the documentation from today’s college rape crisis through a wormhole into the 1960s-era debates over shifting to coed living arrangements on campuses, I’m pretty sure that even many of the conservatives in that era would assume that someone was pranking them, that even in their worst fears it couldn’t possibly end up like this.
More broadly, over the last few decades social conservatives have frequently offered “both/and” cultural analyses that liberals have found strange or incredible — arguing (as noted above) that a sexually-permissive society can easily end up with a high abortion rate and a high out-of-wedlock birthrate; or that permissive societies can end up with more births to single parents and fewer births (not only fewer than replacement, but fewer than women actually desire) overall; or that expressive individualism could lead to fewer marriages and greater unhappiness for people who do get hitched. Social liberals, on the other hand, have tended to take a view of human nature that’s a little more positivist and consumerist, in which the assumption is that some kind of “perfectly-liberated decision making” is possible and that such liberation leads to optimal outcomes overall. Hence that 1970s-era assumption that unrestricted abortion would be good for children’s family situations, hence the persistent assumption that marriages must be happier when there’s more sexual experimentation beforehand, etc.

Getting U.S. public debt on a sustainable path will require more sacrifice from the American public. Just to slow debt growth to the rate of GDP growth (or a steady debt-to-GDP ratio) from today through 2040, changes to current policy would have to be dramatic: cut entitlements by 10 percent or cut discretionary spending by 24 percent or increase tax revenue by 6 percent, or some combination of the three.27 Adjustments to actually lower the debt-to-GDP ratio would be even more painful. Ideally, the debt-reduction burden would be shared by all Americans. But one thing is certain—less generous entitlement programs and tax increases will need to be part of any balanced solution. PUBLIC OPINION: FOR A BALANCED BUDGET, BUT AGAINST SACRIFICES TO BALANCE THE BUDGET Changes in entitlement programs and tax increases, however, collide with an American public that largely wants neither. Almost as a rule, Americans support a balanced federal budget. But public opinion moves decisively in the other direction when Americans are asked about the specific actions necessary to balance the budget.28 Entitlement programs are broadly popular. Although most Americans understand that entitlements have a financing problem, they oppose making them less generous. When given the choice between preserving entitlements and reducing the deficit, Americans prefer the status quo. A solid majority, or 69 percent, would rather keep entitlements as they are and incur the debt consequences, whereas only 23 percent say the country should take steps to reduce the budget deficit that would include entitlement cuts.29 It is understandable that older Americans are more inclined than their younger counterparts to want to preserve entitlements. But even so, most Americans age eighteen to twenty-nine, who will foot the future debt interest bill, still favor entitlement preservation over debt reduction. Perspectives differ depending on party affiliation: Republicans are more likely than Democrats to favor making deficit reduction a priority. There may be a “tax more” option. Americans do appear to favor increasing taxes on the rich, though Democrats more so than Republicans.30 It is unclear, however, whether Americans would favor raising their own taxes to cover their entitlement expenses. This suggests a fundamental disconnect between the services Americans want and what they are willing to pay in taxes to fund them.

The Year of “Alphabetization
In the Cuban post revolution era it was at “Che” Guevara who promoted educational and health reforms. 1961 became the “Year of Cuban Literacy” or the “Campaña Nacional de Alfabetización en Cuba,” meaning the “Year of Alphabetization in Cuba.” The illiteracy rate had increased throughout Cuba after the revolution. Fidel Castro in a speech told prospective literacy teachers, “You will teach, and you will learn,” meaning that this educational program would become a two-way street. Both public and private schools were closed two months earlier, for the summer than usual, so that both teachers and students could voluntarily participate in this special ambitious endeavor.
A newly uniformed army of young teachers went out into the countryside, to help educate those in need of literacy education. It was the first time that a sexually commingled group would spend the summer together, raising the anxiety of many that had only known a more Victorian lifestyle. For the first time boys and girls, just coming of age, would be sharing living conditions together. This tended to make young people more self-sufficient and thought to give them a better understanding of the Revolution.
It is estimated that a million Cubans took part in this educational program. The defaulting of the male now fuels a deep dissatisfaction generated by disappointment with a sexual liberation which is going wrong for everyone. And this dissatisfaction finds expression, contradictorily, in the phantasm of sexual harassment. This is, then, a very different scenario from traditional feminism. Women are no longer alienated by men, but dispossessed of the masculine, dispossessed of the vital illusion of the other and hence also of their own illusion, their desire and privilege as women. It is this same effect which causes children secretly to hate their parents, who no longer wish to assume the role of parent and seize the opportunity of children's emancipation to liberate themselves as parents and relinquish their role. What we have, then, is no longer violence on the part of children in rebellion against the parental order, but hatred on the part of children dispossessed of their status and illusion as children. The person who liberates himself is never who you though the was. This defaulting o f the male has knock-on effects which extend into the biological order. Recent studies have found a fall in the rate of sperm in the seminal fluid, but, most importantly, a decline of their will to power: they no longer compete to go and fertilize the ovum. There is no competition any more. Are they, too , afraid of responsibility? Should we see this as a phenomenon analogous to what is going on in the visible sexual world, where a reticence to fulfil roles and a dissuasive terror exerted by the female sex currently prevail? Is this an unintended side-effect of the battle against harassment - the assault of sperm being the most elementary form of sexual harassment?

The boycott of the imperial Diet and Reichsrat in 1867 in favor of the reestablishment of the statni pravo, or a Rechtsstaat, that is, equal legal-political status with Hungary, was again rejected. The Bohemian Declaration of August 1868 that renewed this demand generated mass rallies of support around the country. The imperial cabinet of Count Karl Hohenwart was ready to accept the concept of a 'trialist' reorganization of the empire and granted cultural autonomy to the Czech people, although not equal status with Hungary, in the fall of 1871. Emperor Franz Josef, a hard-nosed defender of Austro-Hungarian 'dualism,' rejected the 'trialist' Austro-Hungarian-Slav concept, however, and dismissed the Hohenwart cabinet. The Bohemian and Moravian representatives in the imperial Diet renewed their boycott of it. As before, such passive resistance was ineffective. It did not shake the empire, and the prosperous Czech provinces were not ready for violence. The Moravian Czechs gave up the boycott in 1873, and a split in the Czech national movement in September 1874 led to the reentry of the 'Young Czechs,' a newly organized National Liberal party, into parliament. In the fall of 1878, even the 'Old Czech' National party joined. The peaceful Czech national movement lost momentum and dried up for several decades. It is an “unnatural practice,” Dehaene is fond of saying, and the reason is that our brains are wired the wrong way. Neither intuition nor counting is of much use, and multiplication facts must be stored in the brain verbally, as strings of words. The list of arithmetical facts to be memorized may be short, but it is fiendishly tricky: the same numbers occur over and over, in different orders, with partial overlaps and irrelevant rhymes. (Bilinguals, it has been found, revert to the language they used in school when doing multiplication.) The human memory, unlike that of a computer, has evolved to be associative, which makes it ill-suited to arithmetic, where bits of knowledge must be kept from interfering with one another: if you’re trying to retrieve the result of multiplying 7 X 6, the reflex activation of 7 + 6 and 7 X 5 can be disastrous. So multiplication is a double terror: not only is it remote from our intuitive sense of number; it has to be internalized in a form that clashes with the evolved organization of our memory. The result is that when adults multiply single-digit numbers they make mistakes ten to fifteen per cent of the time. For the hardest problems, like 7 X 8, the error rate can exceed twenty-five per cent.
Our inbuilt ineptness when it comes to more complex mathematical processes has led Dehaene to question why we insist on drilling procedures like long division into our children at all. There is, after all, an alternative: the electronic calculator. “Give a calculator to a five-year-old, and you will teach him how to make friends with numbers instead of despising them,” he has written. By removing the need to spend hundreds of hours memorizing boring procedures, he says, calculators can free children to concentrate on the meaning of these procedures, which is neglected under the educational status quo.

We connect to the cloud; we work in it; we store and retrieve stuff from it; we think through it. We pay for it and only notice it when it breaks. It is something we experience all the time without really understanding what it is or how it works. It is something we are training ourselves to rely upon with only the haziest of notions about what is being entrusted, and what it is being entrusted to.
Downtime aside, the first criticism of this cloud is that it is a very bad metaphor. The cloud is not weightless; it is not amorphous, or even invisible, if you know where to look for it. The cloud is not some magical faraway place, made of water vapor and radio waves, where everything just works. It is a physical infrastructure consisting of phone lines, fibre optics, satellites, cables on the ocean floor, and vast warehouses filled with computers, which consume huge amounts of water and energy and reside within national and legal jurisdictions. The cloud is a new kind of industry, and a hungry one. The cloud doesn't just have a shadow; it has a footprint. Absorbed into the cloud are many of the previously weighty edifices of the civic sphere: the places where we shop, bank, socialize, borrow books, and vote. Thus obscured, they are rendered less visible and less amenable to critique, investigation, preservation and regulation.
Another criticism is that this lack of understanding is deliberate. There are good reasons, from national security to corporate secrecy to many kinds of malfeasance, for obscuring what's inside the cloud. What evaporates is agency and ownership: most of your emails, photos, status updates, business documents, library and voting data, health records, credit ratings, likes, memories, experiences, personal preferences, and unspoken desires are in the cloud, on somebody else's infrastructure. There's a reason Google and Facebook like to build data centers in Ireland (low taxes) and Scandinavia (cheap energy and cooling). There's a reason global, supposedly post-colonial empires hold onto bits of disputed territory like Diego Garcia and Cyprus, and it's because the cloud touches down in these places, and their ambiguous status can be exploited. The cloud shapes itself to geographies of power and influence, and it serves to reinforce them. The cloud is a power relationship, and most people are not on top of it.
These are valid criticisms, and one way of interrogating the cloud is to look where is shadow falls: to investigate the sites of data centers and undersea cables and see what they tell us about the real disposition of power at work today. We can seed the cloud, condense it, and force it to give up some of its stories. As it fades away, certain secrets may be revealed. By understanding the way the figure of the cloud is used to obscure the real operation of technology, we can start to understand the many ways in which technology itself hides its own agency - through opaque machines and inscrutable code, as well as physical distance and legal constructs. And in turn, we may learn something about the operation of power itself, which was doing this sort of thing long before it had clouds and black boxes in which to hide itself.

After a week, she is getting a lot better. On all the main measures, she is improving, but she still has to stay in the incubator because her health is still critical. Does it make sense to say that the infant’s situation is improving? Yes. Absolutely. Does it make sense to say it is bad? Yes, absolutely. Does saying “things are improving” imply that everything is fine, and we should all relax and not worry? No, not at all. Is it helpful to have to choose between bad and improving? Definitely not. It’s both. It’s both bad and better. Better, and bad, at the same time.

During an interview with Diversity Inc.’s director of research and product development, she walked me through a typical presentation used to pitch the value of the company’s software to prospective clients. I learned that their products are especially valuable to those industries not allowed to collect ethno-racial data directly from individuals because of civil rights legislation that attempts to curb how these data are used to discriminate. But now those who work in finance, housing, and healthcare can use predictive software programs to ascertain information that they cannot request directly. The US Health Insurance Portability and Accountability Act (HIPAA) privacy rule, for example, strictly monitors the collection, storage, and communication of individuals’ “protected health information,” among other features of the law. This means that pharmaceutical companies, which market to different groups, need indirect methods to create customer profiles, because they cannot collect racial-ethnic data directly. This is where Diversity Inc. comes in. Its software programs target customers not only on the basis of race and ethnicity, but also on the basis of socioeconomic status, gender, and a growing list of other attributes. However, the company does not refer to “race” anywhere in their product descriptions. Everything is based on individuals’ names, we are told. “A person’s name is data,” according to the director of research and product development. She explains that her clients typically supply Diversity Inc. with a database of client names and her team builds knowledge around it. The process, she says, has a 96 percent accuracy rate, because so many last names are not shared across racial–ethnic groups – a phenomenon sociologists call “cultural segregation.”18
