That was nothing, in the minds of the country’s ruling classes, compared to the riot of political talk the bill seemed to unleash. Progressive reformers, Guatemala’s arch-bishop complained, sent local peasants “gifted with facility with words” to the capital, where they were given opportunities “to speak in public.” That was the great evil of the Agrarian Reform.

HB2 — known officially as the Public Facilities Privacy and Security Act — dictates which bathrooms transgender people are permitted to use. Just as important, the law also attacks the rights of LGBT citizens to sue when their human rights are violated in the workplace. No other group of North Carolinians faces such a burden. To my mind, it’s an attempt by people who cannot stand the progress our country has made in recognizing the human rights of all of our citizens to overturn that progress. Right now, there are many groups, businesses, and individuals in North Carolina working to oppose and overcome these negative developments. Taking all of this into account, I feel that this is a time for me and the band to show solidarity for those freedom fighters. As a result, and with deepest apologies to our dedicated fans in Greensboro, we have canceled our show scheduled for Sunday, April 10th. Some things are more important than a rock show and this fight against prejudice and bigotry — which is happening as I write — is one of them. I began to see that it was the very tolerance of oppositions, of protesters, that kept the West progressing. Still, I could not help being irritated by some observations. Once I read an article by a Westerner who came to China to see some old friends, university professors, who told him cheerfully how they had enjoyed being denounced and sent to the back end of beyond, and how much they had relished being reformed. The author concluded that Mao had indeed made the Chinese into 'new people' who would regard what was misery to a Westerner as pleasure. I was aghast. Did he not know that repression was at its worst when there was no complaint? A hundred times more so when the victim actually presented a smiling face? Could he not see to what a pathetic condition these professors had been reduced, and what horror must have been involved to degrade them so? I did not realize that the acting that the Chinese were putting on was something to which Westerners were unaccustomed, and which they could not always decode. I did not appreciate either that information about China was not easily available, or was largely misunderstood, in the West, and that people with no experience of a regime like China's could take its propaganda and rhetoric at face value. As a result, I assumed that these eulogies were dishonest. My friends and I would joke that they had been bought by our government's 'hospitality." When foreigners were allowed into certain restricted places in China following Nixon's visit, wherever they went the authorities immediately cordoned off enclaves even within these enclaves. The best transport facilities, shops, restaurants, guest houses and scenic spots were reserved for them, with signs reading "For Foreign Guests Only." Mao-tai, the most sought-after liquor, was totally unavailable to ordinary Chinese, but freely available to foreigners. The best food was saved for foreigners. This was at a time when in Sichuan, "Heaven's Granary," our meat ration was half a pound per month, and the streets of Chengdu were full of homeless peasants who had fled there from famine in the north, and were living as beggars. There was great resentment among the population about how the foreigners were treated like lords. My friends and I began saying among ourselves: "Why do we attack the Kuomintang for allowing signs saying "No Chinese or Dogs" aren't we doing the same? Getting hold of information became an obsession. I benefited enormously from my ability to read English, as although the university library had been looted during the Cultural Revolution, most of the books it had lost had been in Chinese. Its extensive English-language collection had been turned upside down, but was still largely intact.

The rise of loneliness as a health hazard tracks with the entrenchment of values and practices that supersede any notion of "individual choices." The dynamics include reduced social programs, less available "common" spaces such as public libraries, cuts in services for the vulnerable and the elderly, stress, poverty, and the inexorable monopolization of economic life that shreds local communities. By way of illustration, let's take a familiar scenario: Walmart or some other megastore decides to open one of its facilities in a municipality. Developers are happy, politicians welcome the new investment, and consumers are pleased at finding a wide variety of goods at lower prices. But what are the social impacts? Locally owned and operated small businesses cannot compete with the marketing behemoth and must close. People lose their jobs or must find new work for lower pay. Neighborhoods are stripped of the familiar hardware store, pharmacy, butcher, baker, candlestick maker. People no longer walk to their local establishment, where they meet and greet one another and familiar merchants they have known, but drive, each isolated in their car, to a windowless, aesthetically bereft warehouse, miles away from home. They might not even leave home at all — why bother, when you can order online? No wonder international surveys show a rise in loneliness. The percentage of Americans identifying themselves as lonely has doubled from 20 to 40 percent since the 1980s, the New York Times reported in 2016. Alarmed by the health ravages, Britain has even found it necessary to appoint a minister of loneliness. Describing the systemic founts of loneliness, the U.S. surgeon general Vivek Murthy wrote: "Our twenty-first-century world demands that we focus on pursuits that seem to be in constant competition for our time, attention, energy, and commitment. Many of these pursuits are themselves competitions. We compete for jobs and status. We compete over possessions, money, and reputations. We strive to stay afloat and to get ahead. Meanwhile, the relationships we prize often get neglected in the chase." It is easy to miss the point that what Dr. Murthy calls "our twenty-first-century world" is no abstract entity, but the concrete manifestation of a particular socioeconomic system, a distinct worldview, and a way of life.

This, after all, is a Congress capable of defeating a meager $40 million rat extermination program the same week it votes $10 million for an aquarium in the District of Columbia! But the vindictive racial meanness that has descended upon this Congress, already dominated by the revived coalition of Republicans and Dixiecrats, must be challenged—not accommodated. The President must go directly to the people, as Harry Truman did in 1948. He must go to them, not with slogans, but with a timetable for tearing down every slum in the country. There can be no further delay. The daydreamers and utopians are not those of us who have prepared massive Freedom Budgets and similar programs. They are the smugly "practical" and myopic philistines in the Congress, the state legislatures, and the city halls who thought they could sit it out. The very practical choice now before them and the American people is whether we shall have a conscious and authentic democratic social revolution or more tragic and futile riots that tear our nation to shreds.

It is all right only so long as we recognize that the end may or may not be expedient, may or may not be a good idea, but in any case has nothing to do with “morality.” Because when we start deceiving ourselves into thinking not that we want something or need something, not that it is a pragmatic necessity for us to have it, but that it is a moral imperative that we have it, then is when we join the fashionable madmen, and then is when the thin whine of hysteria is heard in the land, and then is when we are in bad trouble. And I suspect we are already there.

After initial annoyance about the surprise drills, the Pentagon quickly saw value in the president’s interest. “It is the first time in years that they have a president who takes his role as Commander-in-Chief seriously,” a White House aide bragged. “They’re ecstatic.” Amid Vietnam, Watergate, and a relatively calm period of the Cold War in general, Johnson, Nixon, and Ford had shown little interest in the emergency procedures, which for the most part had continued to chug along far off the White House’s radar. Carter’s administration, on the other hand, ran the only full-scale activation of the Greenbrier congressional relocation facility—on cue, the Forsythe Associates team hauled hundreds of desks out of their warehouse on the resort grounds and—while the conference facilities were closed to the public—set up the exhibit hall as if Congress had successfully relocated there. Outside the small Forsythe Associates crew, none of the resort guests or staffers noticed. •

Here, I felt, I was gaining a clue to an inner understanding of the cult of the hero. The cynicism that regards all hero worship as comical is always shadowed by a sense of physical inferiority. Invariably, it is the man who believes himself to be physically lacking in heroic attributes who speaks mockingly of the hero; and when he does so, how dishonest it is that his phraseology, partaking ostensibly of a logic so universal and general, should not (or at least should be assumed by the general public not to) give any clue to his physical characteristics. I have yet to hear hero worship mocked by a man endowed with what might justly be called heroic physical attributes. Facile cynicism, invariably, is related to feeble muscles or obesity, while the cult of the hero and a mighty nihilism are always related to a mighty body and well-tempered muscles. For the cult of the hero is, ultimately, the basic principle of the body, and in the long run is intimately involved with the contrast between the robustness of the body and the destruction that is death.

Terror is an artery. Running unfailing channels of bloodied thoroughfares by dint of the wilds beyond our knowing. Fluctuations and murmurs are audible within the splintered leeway of our preserve as a consequence of interstices modeled in such brutality. This appended artery offers no direction; idle and at times desultory. Bloodstained tracks and avenues guide casualties. Terror, like death, is not complicated, nor is it simple. It is but routine—natural. To call it otherwise is to parsimoniously say that birth is effortless, hurricanes are facile, and earthquakes are meek when they are a lot more. Myths, parables, and allegories lie in the construct of terror. Kings have fallen and succeeded in the yarns of terror. Simple men have been turned into heroes due to terror. Villains have been great orchestrators in the art of terror, allowing sole individuals and denizens to feel their makings. A soul never needed God to feel terror. The most nihilistic can undergo such a dreadful emotion. Animals are perfect examples of this. They are well-equipped creations to the world of terror and death, holding no cognizance to deity or creator. Terror is quite exclusive as it is a function of the mind, conducted by the intersections and throughways of nerves and bounded to that alone. Although it approaches with university, like hunger or sickness, it is selfish by fashion and segregating in nature. But death is quite opposite… death is all embracing. Disregarded and glossed over, it is never reserved or inaudible, especially if you listen hard enough. Death transmits a signal that can be discerned if you listen hard enough. Frail in birthing, the airing is not limited to the clairvoyant, though they are a standard audience. The most simple-minded can hear this. But they choose to ignore it for whatever grounds. Even in the obviousness of it when it comes in dream, awaking its public in night terrors and cold sweats, it should be heeded. In lurk of dark uncertainties the signal should be adhered in this societal horrific caprice. Death is a declaration waiting to broadcast the haunting awareness of our own deterrence. And within these pages is its proclamation.

Addicts should not be coerced into treatment, since in the long term coercion creates more problems than it solves. On the other hand, for those addicts who opt for treatment, there must be a system of publicly funded recovery facilities with clean rooms, nutritious food, and access to outdoors and nature. Well-trained professional staff need to provide medical care, counseling, skills training, and emotional support. Our current nonsystem is utterly inadequate, with its patchwork of recovery homes run on private contracts and, here and there, a few upscale addiction treatment spas for the wealthy. No matter how committed their staff and how helpful their services may be, they are a drop in comparison to the ocean of vast need. In the absence of a coordinated rehabilitation system, the efforts of individual recovery homes are limited and occur in a vacuum, with no follow-up. It may be thought that the cost of such a drug rehabilitation and treatment system would be exorbitant. No doubt the financial expenses would be great — but surely less than the funds now freely squandered on the War on Drugs, to say nothing of the savings from the cessation of drug-related criminal activity and the diminished burden on the health care system.

TWO WEEKS after Oppenheimer wrote his June 16 memo summarizing the views of the science panel, Edward Teller came to him with a copy of a petition that was circulating throughout the Manhattan Project’s facilities. Drafted by Leo Szilard, the petition urged President Truman not to use atomic weapons on Japan without a public statement of the terms of surrender: “. . . the United States shall not resort to the use of atomic bombs in this war unless the terms which will be imposed upon Japan have been made public in detail and Japan knowing these terms has refused to surrender. . . .” Over the next few weeks, Szilard’s petition garnered the signatures of 155 Manhattan Project scientists. A counter-petition mustered only two signatures. In a separate July 12, 1945, Army poll of 150 scientists in the project, seventy-two percent favored a demonstration of the bomb’s power as against its military use without prior warning. Even so, Oppenheimer expressed real anger when Teller showed him Szilard’s petition. According to Teller, Oppie began disparaging Szilard and his cohorts: “What do they know about Japanese psychology? How can they judge the way to end the war?” These were judgments better left in the hands of men like Stimson and General Marshall. “Our conversation was brief,” Teller wrote in his memoirs. “His talking so harshly about my close friends and his impatience and vehemence greatly distressed me. But I readily accepted his decision. . . .

The Seventh Central Pay Commission was appointed in February 2014 by the Government of India (Ministry of Finance) under the Chairmanship of Justice Ashok Kumar Mathur. The Commission has been given 18 months to make its recommendations. The terms of reference of the Commission are as follows:  1. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalisation and simplification therein as well as the specialised needs of various departments, agencies and services, in respect of the following categories of employees:-  (i) Central Government employees—industrial and non-industrial; (ii) Personnel belonging to the All India Services; (iii) Personnel of the Union Territories; (iv) Officers and employees of the Indian Audit and Accounts Department; (v) Members of the regulatory bodies (excluding the RBI) set up under the Acts of Parliament; and (vi) Officers and employees of the Supreme Court.   2. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as the retirement benefits of the personnel belonging to the Defence Forces, having regard to the historical and traditional parties, with due emphasis on the aspects unique to these personnel.   3. To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to the complex challenges of modern administration and the rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.   4. To examine the existing schemes of payment of bonus, keeping in view, inter-alia, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.   5. To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalisation and simplification with a view to ensuring that the pay structure is so designed as to take these into account.   6. To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).   7. To make recommendations on the above, keeping in view:  (i) the economic conditions in the country and the need for fiscal prudence; (ii) the need to ensure that adequate resources are available for developmental expenditures and welfare measures; (iii) the likely impact of the recommendations on the finances of the state governments, which usually adopt the recommendations with some modifications; (iv) the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and (v) the best global practices and their adaptability and relevance in Indian conditions.   8. To recommend the date of effect of its recommendations on all the above.

Corporate investors, who have poured billions into the business of mass incarceration, expect long-term returns. And they will get them. It is their lobbyists who write the draconian laws that demand absurdly long sentences, deny paroles, determine immigrant detention laws, and impose minimum-sentence and Three-Strikes laws, which mandate life sentences after three felony convictions. Corrections Corporation of America (CCA), the largest owner of for-profit prisons and immigration detention facilities in the country, earned $1.7 billion in revenues and collected $300 million in profits in 2013.50 CCA holds an average of 81,384 inmates in its facilities on any one day.51 Aramark Holdings Corp., a Philadelphia-based company that contracts through Aramark Correctional Services, provides food for six hundred correctional institutions across the United States.52 Goldman Sachs and other investors acquired it in 2007 for $8.3 billion.53 The three top for-profit prison corporations spent an estimated $45 million over a recent ten-year period for lobbying to keep the prison business flush.54 The resource center In the Public Interest documented in its report “Criminal: How Lockup Quotas and ‘Low-Crime Taxes’ Guarantee Profits for Private Prison Corporations” that private prison companies often sign state contracts that guarantee prison occupancy rates of 90 percent.55 If states fail to meet the quota they have to pay the corporations for the empty beds. CCA in 2011 gave $710,300 in political contributions to candidates for federal or state office, political parties, and so-called 527 groups (PACs and super PACs), the American Civil Liberties Union reported.56 The corporation also spent $1.07 million lobbying federal officials plus undisclosed sums to lobby state officials.57 The GEO Group, one of the nation’s largest for-profit prison management companies, donated $250,000 to Donald Trump in 2017.58 The United States, from 1970 to 2005, increased its prison population by about 700 percent, the ACLU reported.59 Private prisons account for nearly all newly built prisons.60 And nearly half of all immigrants detained by the federal government are shipped to for-profit prisons, according to Detention Watch Network.61

The state has not the right to monopolize education. Education is a legitimate form of private enterprise, subject indeed to a certain amount of government regulation, but there is notrhing in its nature that makes it a public or private monopoly. The reason is that the primary right to educate their children belongs to the parents. In understanding the work of education, the state is simply supplying the parents with facilities to fulfill their duty. If the parents have other facilities at their command, they have no obligation to use those the state provides. (p. 437)

It was surprising how long you could go around a modern medical facility without actually seeing blood. It was like the oil in a state-of-the-art car: you only saw it when something was really going wrong.

Wherever the Four Horsemen (Exxon Mobil, Chevron Texaco, BP Amoco & Royal Dutch/Shell) gallop the CIA is close behind. Iran was no exception. By 1957 the Company, as intelligence insiders know the CIA, created one of its first Frankensteins—the Shah of Iran’s brutal secret police known as SAVAK. Kermit Roosevelt, the Mossadegh coup-master turned Northrop salesman, admitted in his memoirs that SAVAK was 100% created by the CIA and Mossad, the Israeli intelligence agency that acts as appendage of the CIA. For the next 20 years the CIA and SAVAK were joined at the hip when it came to matters of Persian Gulf security. Three hundred fifty SAVAK agents were shuttled each year to CIA training facilities in McLean, Virginia, where they learned the finer arts of interrogation and torture. Top SAVAK brass were trained through the US Agency for International Development’s (USAID) Public Safety Program, until it was shut down in 1973 due to its reputation for turning out some of the world’s finest terrorists…. Popular anger towards Big Oil, the Shah and his new police state resulted in mass protests. The Shah dealt with the peaceful demonstrations with sheer brutality and got a wink and nod from Langley. From 1957-79 Iran housed 125,000 political prisoners. SAVAK “disappeared” dissenters, a strategy replicated by CIA surrogate dictators in Argentina and Chile. … In 1974 the director of Amnesty International declared that no country had a worse human rights record than Iran. The CIA responded by increasing its support for SAVAK.3

You see I want to be quite obstinate about insisting that we have no way of knowing — beyond that fundamental loyalty to the social code — what is “right” and what is “wrong,” what is “good” and what “evil.” I dwell so upon this because the most disturbing aspect of “morality” seems to me to be the frequency with which the word now appears; in the press, on television, in the most perfunctory kinds of conversation. Questions of straightforward power (or survival) politics, questions of quite indifferent public policy, questions of almost anything: they are all assigned these factitious moral burdens. There is something facile going on, some self-indulgence at work.

The impact of the new caste system is most tragically felt among the young. In Chicago (as in other cities across the United States), young black men are more likely to go to prison than to college. As of June 2001, there were nearly 20,000 more black men in the Illinois state prison system than enrolled in the state's public universities. In fact, there were more black men in the state's correctional facilities that year just on drug charges than the total number of black men enrolled in undergraduate degree programs in state universities. To put the crisis in even sharper focus, consider this: just 992 black men received a bachelor's degree from Illinois state universities in 1999, while roughly 7,000 black men were released from the state prison system the following year just for drug offenses. The young men who go to prison rather than college face a lifetime of closed doors, discrimination, and ostracism. Their plight is not what we hear about on the evening news, however. Sadly, like the racial caste systems that preceded it, the system of mass incarceration now seems normal and natural to most, a regrettable necessity.

According to a recent report drafted by thirty-nine physicians from the Physicians for a National Health Program (PNHP) and endorsed by some 2,500 medical doctors, a movement to “a single payer system would trim administration, reduce incentives to over-treat, lower drug prices, minimize wasteful investments in redundant facilities, and eliminate almost all marketing and investor profits. These measures would yield the substantial savings needed to fund universal care and new investments in currently under-funded services and public health activities—without any net increase in national health spending.

The indispensable foundation of a rational stance toward drug addiction would be the decriminalization of all substance dependence and the provision of such substances to confirmed users under safely controlled conditions. It’s important to note that decriminalization does not mean legalization. Legalization would make manufacturing and selling drugs legal, acceptable commercial activities. Decriminalization refers only to removing from the penal code the possession of drugs for personal use. It would create the possibility of medically supervised dispensing when necessary. The fear that easier access to drugs would fuel addiction is unfounded: drugs, we have seen, are not the cause of addiction. Despite the fact that cannabis is openly available in Holland, for instance, Dutch per-capita use of marijuana is half that in the United States. And no one is advocating the open availability of hard drugs. Decriminalization also does not mean that addicts will be able to walk into any pharmacy to get a prescription of cocaine. Their drugs of dependence should be dispensed under public authority and under medical supervision, in pure form, not adulterated by unscrupulous dealers. Addicts also ought to be offered the information, the facilities and the instruments they need to use drugs as safely as possible. The health benefits of such an approach are self-evident: greatly reduced risk of infection and disease transmission, much less risk of overdose and, very importantly, comfortable and regular access to medical care. Not having to spend exorbitant amounts on drugs that, in themselves, are inexpensive to prepare, addicts would not be forced into crime, violence, prostitution or poverty to pay for their habits. They would not have to decide between eating or drug use, or to scrounge for food in garbage cans or pick cigarette butts out of sidewalk puddles. They would no longer need to suffer malnutrition.

Tap water is another example of a legally condoned public health hazard. As early as the Han dynasty (206 BC-AD 220) in China, the imperial government strictly enforced laws which required the public to clean their wells and water storage facilities regularly in order to maintain the purity of public drinking water. These laws also specified that pipes, vats, and basins used to transport and store drinking water must be made of clay, not metal, because the health hazards of heavy metals werw well known to Chinese health authorities. Today, public water utilities poison our drinking water with chlorine, fluoride, aluminum salts, and other substances which they call 'purifiers', then run it through metal pipes which further contaminate the water with lead, iron, nickel, cadmium, and other metals that are extremely toxic to the human system. Public utilities and private corporations combine to poison the food, air, and water upon which we must all rely to stay alive. Orthodox Western medical practice compounds these public health hazards by ignoring them as causes of disease, then further aggravates the situation by prescribing toxic drugs, injections, vaccines, and radical surgery as cures for the ills they cause.

A number of the features of floater transportation that Eric notices will be determined by competition. In an era when private cars will be computerized, so that passengers may read or watch television as they drive to work, floater lines will only be able to compete if they provide direct nonstop rather than multiple-stop service. Also, station facilities can be smaller if they only have to handle one floater at a time, rather than a train of them. Psychologists have found that the popularity of automobiles depends in part on their privacy: they are secure little rolling homes, protected against the unwanted intrusions of public transportation, such as squalling babies or chatty neighbors. Floaters will provide privacy for individuals, or for parties of two or four traveling together-and they will provide that privacy while moving their passengers at ten times the speed of an automobile.

HM Belmarsh prison, or Hellmarsh as the inmates call it, is a category A prison situated in the South East of London. The prison service manual states that Category A prisoners are: “Those whose escape would be highly dangerous to the public or national security. Offenses that may result in consideration for Category A or Restricted Status include: Attempted murder, Manslaughter, Wounding with intent, Rape, Indecent assault, Robbery or conspiracy to rob (with firearms), Firearms offences, Importing or supplying Class A controlled drugs, Possessing or supplying explosives, Offenses connected with terrorism and Offeses under the Official Secrets Act.” In other words, Belmarsh prison is filled with some very bad people. But there is nothing to worry about. Belmarsh is a state of the art facility. High walls, well-trained guards and a system of electronically controlled Mag-locks that secure every door on every cell. Even in the event of an EMP or similar power outage there is a hardened back up battery that keeps the cells secure. The batteries last for sixteen hours. Or until 10:00 am in the morning. It is now 10:01 am. Belmarsh houses approximately eight hundred and eighty inmates. Or, to put it more correctly - Belmarsh used to hold eight hundred and eighty inmates.

The reasons why Ngaba led the plateau in self-immolation were obscure. Ngaba was not the worst-off town under Chinese rule. Its residents were wealthier than some others. The public facilities and infrastructure were much better than in many Tibetan towns in Qinghai province where sewage ran through open gutters of the streets and former nomads had been resettled in concrete boxes. Testifying before a U.S. congressional commission in 2011, Kirti Rinpoche suggested the reason was that Ngaba was the first place where Tibetans encountered the Chinese Communists in the 1930s. “The people of this region have a particular wound causing excessive suffering that spans three generations. This wound is very difficult to forget or heal,” Kirti Rinpoche testified. Daniel Berounský, a scholar who contributed a paper at the Paris conference, also pointed to the high level of political awareness at the monastery. “When taking into account the historical outline concerning the kings of Ngawa [Ngaba] and the Kīrti masters, it becomes apparent that the monks are strongly affected by their past history, which is seen as a golden time.” “A Tibetan Party official who penned a rare open letter published (and quickly removed) on a public forum blamed Shi Jun, the Party secretary for Ngaba prefecture. “Some called him the Lord of Demons, because he escalated small incidents into huge confrontations in order to secure his own advancement and to try to win brownie points,” wrote the official, who used his Chinese name, Luo Feng. He complained that Tibetan-speaking officials were excluded from promotion and that out of six hundred Party officials who had been recently promoted, only twenty spoke Tibetan. If you were Tibetan, you were an object of suspicion, Luo Feng wrote.

Georgia governor Brian Kemp had on April 20 said he would allow “gyms, hair salons, bowling alleys and tattoo parlors” to open in four days. Trump opposed the move in public. “I told the governor of Georgia, Brian Kemp, that I disagree strongly with his decision to open certain facilities which are in violation of the phase one guidelines for the incredible people of Georgia,” he said at the April 22 task force briefing. But the next day, Trump changed course and began praising governors who were reopening their states.

Draining public swimming pools to avoid integration received the official blessing of the U.S. Supreme Court in 1971. The city council in Jackson, Mississippi, had responded to desegregation demands by closing four public pools and leasing the fifth to the YMCA, which operated it for whites only. Black citizens sued, but the Supreme Court, in Palmer v. Thompson, held that a city could choose not to provide a public facility rather than maintain an integrated one, because by robbing the entire public, the white leaders were spreading equal harm. “There was no evidence of state action affecting Negroes differently from white,” wrote Justice Hugo Black. The Court went on to turn a blind eye to the obvious racial animus behind the decision, taking the race neutrality at face value. “Petitioners’ contention that equal protection requirements were violated because the pool-closing decision was motivated by anti-integration considerations must also fail, since courts will not invalidate legislation based solely on asserted illicit motivation by the enacting legislative body.” The d
