But how can we think of the future when the present screams for our attention, and what, if we turn away from posterity and pay attention to this dreadful moment, can we usefully or effectively do? A poem will not stop a bullet. A novel cannot defuse a bomb. Not all our satirists are heroes. But we are not helpless. We can sing the truth and name the liars, we can join in solidarity with our fellows on the front lines and magnify their voices by adding our own to them. So we must work to overturn the false narratives of tyrants, populists, and fools by telling better stories than they do, stories within which people want to live. Troops became demoralised and brutalised. Even a political solution was abandoned. In all three cases the greater power withdrew. The Second World War was an altogether different conflict, but the will to win was every bit as important - indeed it was more so. The contest was popularly perceived to be about issues of life and death of whole communities rather than for their fighting forces alone. They were issues, wrote one American observer in 1939, 'worth dying for'. If, he continued, 'the will-to-destruction triumphs, our resolution to preserve civilisation must become more implacable...our courage must mount'. Words like 'will' and 'courage' are difficult for historians to use as instruments of cold analysis. They cannot be quantified; they are elusive of definition; they are products of a moral language that is regarded sceptically today, even tainted by its association with fascist rhetoric. German and Japanese leaders believed that the spiritual strength of their soldiers and workers in some indefinable way compensate for their technical inferiority. When asked after the war why Japan lost, one senior naval officer replied that the Japanese 'were short on spirit, the military spirit was weak...' and put this explanation ahead of any material cause. Within Germany, belief that spiritual strength or willpower was worth more than generous supplies of weapons was not confined to Hitler by any means, though it was certainly a central element in the way he looked at the world. The irony was that Hitler's ambition to impose his will on others did perhaps more than anything to ensure that his enemies' will to win burned brighter still. The Allies were united by nothing so much as a fundamental desire to smash Hitlerism and Japanese militarism and to use any weapon to achieve it. The primal drive for victory at all costs nourished Allied fighting power and assuaged the thirst for vengeance. They fought not only because the sum of their resources added up to victory, but because they wanted to win and were certain that their cause was just. The Allies won the Second World War because they turned their economic strength into effective fighting power, and turned the moral energies of their people into an effective will to win. The mobilisation of national resources in this broad sense never worked perfectly, but worked well enough to prevail. Materially rich, but divided, demoralised, and poorly led, the Allied coalition would have lost the war, however exaggerated Axis ambitions, however flawed their moral outlook. The war made exceptional demands on the Allied peoples. Half a century later the level of cruelty, destruction and sacrifice that it engendered is hard to comprehend, let alone recapture. Fifty years of security and prosperity have opened up a gulf between our own age and the age of crisis and violence that propelled the world into war. Though from today's perspective Allied victory might seem somehow inevitable, the conflict was poised on a knife-edge in the middle years of the war. This period must surely rank as the most significant turning point in the history of the modern age.

It's why America isn't gonna be the country that gets the inevitable patents in stem cell cures, because Jesus thinks it's too close to cloning. Oh, and did I mention we owe China a trillion dollars? So, instead, we are supplied with a constant stream of propaganda telling us about the righteous contempt that the people feel for the corrupt political class, which only serves to weaken the position of politicians still further, which in turn leads to a new round of gauntlet-running in the media. This process continues in a vicious circle, the inevitable culmination of which is the death of representative democracy, the complete impotence of politicians, and a hyper-real media dictatorship. This process is strengthened by feedback. Through the use of opinion polls, whose questions are obviously phrased by the media to serve their own purposes, the population is told what it thinks, and what it is “natural” to think. Then the media go on to show how adaptable politicians are adapting to this norm, or are allowing themselves to be adapted, and so the process goes on and on, ad infinitum. The investigations of the mass-media are, on their most profound level, investigations into the mass-media themselves. Statistics which purport to represent public opinion are actually the tools used by the media to manufacture opinion.

The French, in contrast, controlled their colonies by pursuing the ‘civilizing mission’, effectively seeking to make their subjects culturally French. Of course the French plundered where they could, but there was an added strategic urge to extend the concept of ‘Frenchness’ across the world. Furthermore, under the rigidities of the French educational system, there could be no argument about what this identity meant. The absurd end-point of this policy was Berber Muslim students in the hills of Algeria, who had never been to France, reading about their ‘Gaulish ancestors’. The comedy soon turns tragic when this cultural cosh splinters individual identity; as we shall see, such psychic trauma is the key to understanding not just the killing-jar of Algeria but the entire French sphere of influence in the Arab world.

However, progress there and in a select number of other countries has failed to obscure a more general leveling-off. Much of the so-called environmental movement today has transmuted into an aggressively nefarious and primitive faction. In the last fifteen years, many of the tenets of utopian statism have coalesced around something called the “degrowth” movement. Originating in Europe but now taking a firm hold in the United States, the “degrowthers,” as I shall characterize them, include in their ranks none other than President Barack Obama. On January 17, 2008, Obama made clear his hostility toward, of all things, electricity generated from coal and coal-powered plants. He told the San Francisco Chronicle, “You know, when I was asked earlier about the issue of coal . . . under my plan of a cap and trade system, electricity rates would necessarily skyrocket. . . .”3 Obama added, “. . . So if somebody wants to build a coal-powered plant, they can. It’s just that it will bankrupt them because they’re going to be charged a huge sum for all the greenhouse gas that’s being emitted.”4 Degrowthers define their agenda as follows: “Sustainable degrowth is a downscaling of production and consumption that increases human well-being and enhances ecological conditions and equity on the planet. It calls for a future where societies live within their ecological means, with open localized economies and resources more equally distributed through new forms of democratic institutions.”5 It “is an essential economic strategy to pursue in overdeveloped countries like the United States—for the well-being of the planet, of underdeveloped populations, and yes, even of the sick, stressed, and overweight ‘consumer’ populations of overdeveloped countries.”6 For its proponents and adherents, degrowth has quickly developed into a pseudo-religion and public-policy obsession. In fact, the degrowthers insist their ideology reaches far beyond the environment or even its odium for capitalism and is an all-encompassing lifestyle and governing philosophy. Some of its leading advocates argue that “Degrowth is not just an economic concept. We shall show that it is a frame constituted by a large array of concerns, goals, strategies and actions. As a result, degrowth has now become a confluence point where streams of critical ideas and political action converge.”7 Degrowth is “an interpretative frame for a social movement, understood as the mechanism through which actors engage in a collective action.”8 The degrowthers seek to eliminate carbon sources of energy and redistribute wealth according to terms they consider equitable. They reject the traditional economic reality that acknowledges growth as improving living conditions generally but especially for the impoverished. They embrace the notions of “less competition, large scale redistribution, sharing and reduction of excessive incomes and wealth.”9 Degrowthers want to engage in polices that will set “a maximum income, or maximum wealth, to weaken envy as a motor of consumerism, and opening borders (“no-border”) to reduce means to keep inequality between rich and poor countries.”10 And they demand reparations by supporting a “concept of ecological debt, or the demand that the Global North pays for past and present colonial exploitation in the Global South.”11

"The decision to impose constitutional safeguards on treason prosecutions formed part of a broad emerging American tradition of liberalism...No American has ever been executed for treason against his country," says Nathaniel Weyl, Treason the story of disloyalty and betrayal in American history, published in the year 1950. The “United States” does not exist as a nation, because the ruling class of the U.S./Europe exploits the world without regard to borders and nationality.  For instance, multinational or global corporations rule the world.  They make their own laws by buying politicians– Democrats and Republicans, and white politicians in England and in the rest of Europe.  We are ruled by a European power which disregards even the hypocritical U.S. Constitution.  If it doesn’t like the laws of the U.S., as they are created, interpreted and enforced, the European power simply moves its base of management and labor to some other part of the world.   Today the European power most often rules through neocolonial regimes in the so-called “Third World.”  Through political leaders who are loyal only to the European power, not to their people and the interests of their nation, the European power sets up shop in Africa, Asia, and Latin America.  By further exploiting the people and stealing the resources of these nations on every continent outside Europe, the European power enhances its domination.  Every institution and organization within the European power has the purpose of adding to its global domination: NATO, the IMF, the World Bank, the military, and the police.   The European power lies to the people within each “nation” about national pride or patriotism.  We foolishly stand with our hands over our hearts during the “National Anthem” at football games while the somber servicemen in their uniforms hold the red, white and blue flag, then a military jet flies over and we cheer.  This show obscures the real purpose of the military, which is to increase European power through intimidation and the ongoing invasion of the globe.  We are cheering for imperialist forces.  We are standing on Native land celebrating the symbols of de-humanizing terrorism.  Why would we do this unless we were being lied to?   The European imperialist power lies to us about its imperialism.  It’s safe to say, most “Americans” do not recognize that we are part of an empire.  When we think of an empire we think of ancient Rome or the British Empire.  Yet the ongoing attack against the Native peoples of “North America” is imperialism.  When we made the “Louisiana Purchase” (somehow the French thought Native land was theirs to sell, and the U.S. thought it was ours to buy) this was imperialism.  When we stole the land from Mexico, this was imperialism (the Mexican people having been previously invaded by the European imperialist power).  Imperialism is everywhere.  Only the lies of capitalism could so effectively lead us to believe that we are not part of an empire.

In fact, it’s rightly considered healthy to be able to laugh at oneself, and we all much prefer people who do not take themselves “too seriously.” A good sense of humour is the sign of a healthy perspective, which is why people who are uncomfortable around humour are either pompous (inflated) or neurotic (oversensitive). Pompous people mistrust humour because at some level they know their self-importance cannot survive very long in such an atmosphere, so they criticise it as “negative” or “subversive.” Neurotics, sensing that humour is always ultimately critical, view it as therefore unkind and destructive, a reductio ad absurdum which leads to political correctness.

Though it was humiliating that the new Italian Republic should be founded in France, where Talleyrand could better keep an eye on the delegates, this was the first time that the word ‘Italy’ had appeared on the political map of Europe since the collapse of Rome in the fifth century AD.

In other words, Allah is here envisioning a scenario in which a prepubescent woman is not only married, but is being divorced by her husband. The sexual revolution may thus turn out to have been just a stage in the genesis of transsexuality. What is at issue here, fundamentally, is the problematic fate of all revolutions. The cybernetic revolution, in view of the equivalence of brain and computer, places humanity before the crucial question 'Am I a man or a machine? ' The genetic revolution that is taking place at the moment raises the question 'Am I a man or just a potential clone? ' The sexual revolution, by liberating all the potentialities of desire, raises another fundamental question, 'Am I a man or a woman?' (If it has done nothing else, psychoanalysis has certainly added its weight to this principle of sexual uncertainty.) As for the political and social revolution, the prototype for all the others, it will turn out to have led man by an implacable logic - having offered him his own freedom, his own free will - to ask himself where his own will lies, what he wants in his heart of hearts, and what he is entitled to expect from himself. To these questions there are no answers. Such is the paradoxical outcome of every revolution: revolution opens the door to indeterminacy, anxiety and confusion. Once the orgy was over, liberation was seen to have left everyone looking for their generic and sexual identity - and with fewer and fewer answers available, in view of the traffic in signs and the multiplicity of pleasures on offer. I was once shown the script of a film based on a parable of a city completely ruled by randomness—very Borgesian. At set intervals, the ruler randomly assigns to the denizens a new role in the city. Say the butcher would now become a baker, and the baker a prisoner, etc. At the end, people end up rebelling against the ruler, asking for stability as their inalienable right. I immediately thought that perhaps the opposite parable should be written: instead of having the rulers randomize the jobs of citizens, we should have citizens randomize the jobs of rulers, naming them by raffles and removing them at random as well. That is similar to simulated annealing—and it happens to be no less effective. It turned out that the ancients—again, those ancients!—were aware of it: the members of the Athenian assemblies were chosen by lot, a method meant to protect the system from degeneracy. Luckily, this effect has been investigated with modern political systems. In a computer simulation, Alessandro Pluchino and his colleagues showed how adding a certain number of randomly selected politicians to the process can improve the functioning of the parliamentary system.

You meet a woman named Joan at a party and find her personable and easy to talk to. Now her name comes up as someone who could be asked to contribute to a charity. What do you know about Joan’s generosity? The correct answer is that you know virtually nothing, because there is little reason to believe that people who are agreeable in social situations are also generous contributors to charities. But you like Joan and you will retrieve the feeling of liking her when you think of her. You also like generosity and generous people. By association, you are now predisposed to believe that Joan is generous. And now that you believe she is generous, you probably like Joan even better than you did earlier, because you have added generosity to her pleasant attributes.

The Republican voters themselves are the only ones who never saw it. Elections are about a lot of things, but at the highest level, they’re about money. The people who sponsor election campaigns, who pay the hundreds of millions of dollars to fund the candidates’ charter jets and TV ads and 25-piece marching bands, those people have concrete needs. They want tax breaks, federal contracts, regulatory relief, cheap financing, free security for shipping lanes, antitrust waivers and dozens of other things. They mostly don’t care about abortion or gay marriage or school vouchers or any of the social issues the rest of us spend our time arguing about. It’s about money for them, and as far as that goes, the CEO class has had a brilliantly winning electoral strategy for a generation. They donate heavily to both parties, essentially hiring two different sets of politicians to market their needs to the population. The Republicans give them everything that they want, while the Democrats only give them mostly everything. They get everything from the Republicans because you don’t have to make a single concession to a Republican voter. All you have to do to secure a Republican vote is show lots of pictures of gay people kissing or black kids with their pants pulled down or Mexican babies at an emergency room. Then you push forward some dingbat like Michele Bachmann or Sarah Palin to reassure everyone that the Republican Party knows who the real Americans are. Call it the “Rove 1-2.” That’s literally all it’s taken to secure decades of Republican votes, a few patriotic words and a little over-the-pants rubbing. Policywise, a typical Republican voter never even asks a politician to go to second base. While we always got free trade agreements and wars and bailouts and mass deregulation of industry and lots of other stuff the donors definitely wanted, we didn’t get Roe v. Wade overturned or prayer in schools or balanced budgets or censorship of movies and video games or any of a dozen other things Republican voters said they wanted.

The appropriation of terms from psychology to discredit political opponents is part of the modern therapeutic culture that the sociologist Christopher Lasch criticized. Along with the concept of the authoritarian personality, the term “-phobe” for political opponents has been added to the arsenal of obloquy deployed by technocratic neoliberals against those who disagree with them. The coinage of the term “homophobia” by the psychologist George Weinberg in the 1970s has been followed by a proliferation of pseudoclinical terms in which those who hold viewpoints at variance with the left-libertarian social consensus of the transatlantic ruling class are understood to suffer from “phobias” of various kinds similar to the psychological disorders of agoraphobia (fear of open spaces), ornithophobia (fear of birds), and pentheraphobia (fear of one’s mother-in-law). The most famous use of this rhetorical strategy can be found in then-candidate Hillary Clinton’s leaked confidential remarks to an audience of donors at a fund-raiser in New York in 2016: “You know, to just be grossly generalistic, you could put half of Trump’s supporters into what I call the basket of deplorables. Right? They’re racist, sexist, homophobic, xenophobic, Islamophobic—you name it.” A disturbed young man who is driven by internal compulsions to harass and assault gay men is obviously different from a learned Orthodox Jewish rabbi who is kind to lesbians and gay men as individuals but opposes homosexuality, along with adultery, premarital sex, and masturbation, on theological grounds—but both are "homophobes.” A racist who opposes large-scale immigration because of its threat to the supposed ethnic purity of the national majority is obviously different from a non-racist trade unionist who thinks that immigrant numbers should be reduced to create tighter labor markets to the benefit of workers—but both are “xenophobes.” A Christian fundamentalist who believes that Muslims are infidels who will go to hell is obviously different from an atheist who believes that all religion is false—but both are “Islamophobes.” This blurring of important distinctions is not an accident. The purpose of describing political adversaries as “-phobes” is to medicalize politics and treat differing viewpoints as evidence of mental and emotional disorders. In the latter years of the Soviet Union, political dissidents were often diagnosed with “sluggish schizophrenia” and then confined to psychiatric hospitals and drugged. According to the regime, anyone who criticized communism literally had to be insane. If those in today’s West who oppose the dominant consensus of technocratic neoliberalism are in fact emotionally and mentally disturbed, to the point that their maladjustment makes it unsafe to allow them to vote, then to be consistent, neoliberals should support the involuntary confinement, hospitalization, and medication of Trump voters and Brexit voters and other populist voters for their own good, as well as the good of society.

It had, however, been maturing for at least a century and already had a notable repertoire of institutions available. We may call it Olympianism, because it is the project of an intellectual elite that believes that it enjoys superior enlightenment and that its business is to spread this benefit to those living on the lower slopes of human achievement. And just as Communism had been a political project passing itself off as the ultimate in scientific understanding, so Olympianism burrowed like a parasite into the most powerful institution of the emerging knowledge economy--the universities. We may define Olympianism as a vision of human betterment to be achieved on a global scale by forging the peoples of the world into a single community based on the universal enjoyment of appropriate human rights. Olympianism is the cast of mind dedicated to this end, which is believed to correspond to the triumph of reason and community over superstition and hatred. It is a politico-moral package in which the modern distinction between morals and politics disappears into the aspiration for a shared mode of life in which the communal transcends individual life. To be a moral agent is in these terms to affirm a faith in a multicultural humanity whose social and economic conditions will be free from the causes of current misery. Olympianism is thus a complex long-term vision, and contemporary Western Olympians partake of different fragments of it. To be an Olympian is to be entangled in a complex dialectic involving elitism and egalitarianism. The foundational elitism of the Olympian lies in self-ascribed rationality, generally picked up on an academic campus. Egalitarianism involves a formal adherence to democracy as a rejection of all forms of traditional authority, but with no commitment to taking any serious notice of what the people actually think. Olympians instruct mortals, they do not obey them. Ideally, Olympianism spreads by rational persuasion, as prejudice gives way to enlightenment. Equally ideally, democracy is the only tolerable mode of social coordination, but until the majority of people have become enlightened, it must be constrained within a framework of rights, to which Olympian legislation is constantly adding. Without these constraints, progress would be in danger from reactionary populism appealing to prejudice. The overriding passion of the Olympian is thus to educate the ignorant and everything is treated in educational terms. Laws for example are enacted not only to shape the conduct of the people, but also to send messages to them. A belief in the power of role models, public relations campaigns, and above all fierce restrictions on raising sensitive questions devant le peuple are all part of pedagogic Olympianism.

In their book Warrior Lovers, an analysis of erotic fiction by women, the psychologist Catherine Salmon and the anthropologist Donald Symons wrote, "To encounter erotica designed to appeal to the other sex is to gaze into the psychological abyss that separates the sexes.... The contrasts between romance novels and porn videos are so numerous and profound that they can make one marvel that men and women ever get together at all, much less stay together and successfully rear children." Since the point of erotica is to offer the consumer sexual experiences without having to compromise with the demands of the other sex, it is a window into each sex's unalloyed desires. ... Men fantasize about copulating with bodies; women fantasize about making love to people. Rape is not exactly a normal part of male sexuality, but it is made possible by the fact that male desire can be indiscriminate in its choice of a sexual partner and indifferent to the partner's inner life--indeed, "object" can be a more fitting term than "partner." The difference in the sexes' conception of sex translates into a difference in how they perceive the harm of sexual aggression. ... The sexual abyss offers a complementary explanation of the callous treatment of rape victims in traditional legal and moral codes. It may come from more than the ruthless exercise of power by males over females; it may also come from a parochial inability of men to conceive of a mind unlike theirs, a mind that finds the prospect of abrupt, unsolicited sex with a stranger to be repugnant rather than appealing. A society in which men work side by side with women, and are forced to take their interests into account while justifying their own, is a society in which this thick-headed incuriosity is less likely to remain intact. The sexual abyss also helps to explain the politically correct ideology of rape. ... In the case of rape, the correct belief is that rape has nothing to do with sex and only to do with power. As (Susan) Brownmiller put it, "From prehistoric times to the present, I believe, rape has played a critical function. It is nothing more or less than a conscious process of intimidation by which all men keep all women in a state of fear." ... Brownmiller wrote that she adapted the theory from the ideas of an old communist professor of hers, and it does fit the Marxist conception that all human behavior is to be explained as a struggle for power between groups. But if I may be permitted an ad feminam suggestion, the theory that rape has nothing to do with sex may be more plausible to a gender to whom a desire for impersonal sex with an unwilling stranger is too bizarre to contemplate. Common sense never gets in the way of a sacred custom that has accompanied a decline of violence, and today rape centers unanimously insist that "rape or sexual assault is not an act of sex or lust--it's about aggression, power, and humiliation, using sex as the weapon. The rapist's goal is domination." (To which the journalist Heather MacDonald replies: "The guys who push themselves on women at keggers are after one thing only, and it's not reinstatement of the patriarchy.")

Fascism feeds on social and economic grievances, including the belief that the people over there are receiving better treatment than they deserve while I’m not getting what I’m owed. It seems today that almost everyone has a grievance: the unemployed steelworker, the low-wage fast-food employee, the student up to her ears in debt, the businessperson who feels harassed by government regulations, the veteran waiting too long for a doctor’s appointment, the fundamentalist who thinks war is being waged against Christmas, the professional with her head brushing against a glass ceiling, the Wall Street broker who feels unfairly maligned, the tycoon who still thinks he is being overtaxed. Obviously, personal gripes—legitimate or not—have been part of the human condition ever since Cain decided to work out his jealousy on his brother. What is an added concern now is the lack of effective mechanisms for assuaging anger. As described above, we all tend to live in media and information bubbles that reinforce our grievances instead of causing us to look at difficult questions from many sides. Rather than think critically, we seek out people who share our opinions and who encourage us to ridicule the ideas of those whose convictions and perspectives clash with our own. At many levels, contempt has become a defining characteristic of American politics. It makes us unwilling to listen to what others say—unwilling, in some cases, even to allow them to speak. This stops the learning process cold and creates a ready-made audience for demagogues who know how to bring diverse groups of the aggrieved together in righteous opposition to everyone else.

American slavery was specifically racist slavery. It could not exist apart from racism, and could not be separated from it. Slavery was a massive institution, but its evil was only enabled by the constraints of law and power. Change the law, and you can end the slaver, for the slavery rested on law. But racism rests in the heart and mind. You can change laws, but changing hearts is a whole different matter. Once the slavery was taken away, the racism still existed. The hearts of millions of whiles hated and despised blacks just as before, only now even more so. Now they would have the added insult of an occupying government and military force attempting to make them live as equals - politically at the very least. If the racism remained, unrepentant and unhealed - and it certainly did - the evil would only manifest in a new way.

I was afraid of anyone in a costume. A trip to see Santa might as well have been a trip to sit on Hitler's lap for all the trauma it would cause me. Once, when I was four, my mother and I were in a Sears and someone wearing an enormous Easter Bunny costume headed my way to present me with a chocolate Easter egg. I was petrified by this nightmarish six-foot-tall bipedal pink fake-fur monster with human-sized arms and legs and a soulless, impassive face heading toward me. It waved halfheartedly as it held a piece of candy out in an evil attempt to lure me into its clutches. Fearing for my life, I pulled open the bottom drawer of a display case and stuck my head inside, the same way an ostrich buries its head in the sand. This caused much hilarity among the surrounding adults, and the chorus of grown-up laughter I heard echoing from within that drawer only added to the horror of the moment. Over the next several years, I would run away in terror from a guy in a gorilla suit whose job it was to wave customers into a car wash, a giant Uncle Sam on stilts, a midget dressed like a leprechaun, an astronaut, the Detroit Tigers mascot, Ronald McDonald, Big Bird, Bozo the Clown, and every Mickey Mouse, Minnie Mouse, Donald Duck, Pluto, Chip and Dale, Uncle Scrooge, and Goofy who walked the streets at Disneyland. Add to this an irrational fear of small dogs that saw me on more than one occasion fleeing in terror from our neighbor's four-inch-high miniature dachschund as if I were being chased by the Hound of the Baskervilles and a chronic case of germ phobia, and it's pretty apparent that I was--what some of the less politically correct among us might call--a first-class pussy.

Even the threat that he would instantly resign his membership unless provided with drink produced no effect on a polite steward, and he sat down to recover as best he might with an old volume of Punch. This seemed to do him little good. His forced abstemiousness was rendered the more intolerable by the fact that Captain Puffin, hobbling in immediately afterwards, fetched from his locker a large flask of the required elixir, and proceeded to mix himself a long, strong tumblerful. After the Major's rudeness in the matter of the half-crown, it was impossible for any sailor of spirit to take the first step towards reconciliation. Thirst is a great leveller. By the time the refreshed Puffin had penetrated half-way down his glass, the Major found it impossible to be proud and proper any longer. He hated saying he was sorry (no man more) and he wouldn't have been sorry if he had been able to get a drink. He twirled his moustache a great many times and cleared his throat--it wanted more than that to clear it--and capitulated. "Upon my word, Puffin, I'm ashamed of myself for--ha!--for not taking my defeat better," he said. "A man's no business to let a game ruffle him." Puffin gave his alto cackling laugh. "Oh, that's all right, Major," he said. "I know it's awfully hard to lose like a gentleman." He let this sink in, then added: "Have a drink, old chap?" Major Flint flew to his feet. "Well, thank ye, thank ye," he said. "Now where's that soda water you offered me just now?" he shouted to the steward. The speed and completeness of the reconciliation was in no way remarkable, for when two men quarrel whenever they meet, it follows that they make it up again with corresponding frequency, else there could be no fresh quarrels at all. This one had been a shade more acute than most, and the drop into amity again was a shade more precipitous.

It was not the substance—there was no substance to the frantic neurotic tirades—that allowed the party to survive and later to grow. It was the style and the mood. It was above all the theater, the vulgar “art,” the grand guignol productions of the beer halls and the street.

You see I want to be quite obstinate about insisting that we have no way of knowing—beyond that fundamental loyalty to the social code—what is “right” and what is “wrong,” what is “good” and what “evil.” I dwell so upon this because the most disturbing aspect of “morality” seems to me to be the frequency with which the word now appears; in the press, on television, in the most perfunctory kinds of conversation. Questions of straightforward power (or survival) politics, questions of quite indifferent public policy, questions of almost anything: they are all assigned these factitious moral burdens. There is something facile going on, some self-indulgence at work. Of course we would all like to “believe” in something, like to assuage our private guilts in public causes, like to lose our tiresome selves; like, perhaps, to transform the white flag of defeat at home into the brave white banner of battle away from home. And of course it is all right to do that; that is how, immemorially, things have gotten done. But I think it is all right only so long as we do not delude ourselves about what we are doing, and why. It is all right only so long as we remember that all the ad hoc committees, all the picket lines, all the brave signatures in The New York Times, all the tools of agitprop straight across the spectrum, do not confer upon anyone any ipso facto virtue. It is all right only so long as we recognize that the end may or may not be expedient, may or may not be a good idea, but in any case has nothing to do with “morality.” Because when we start deceiving ourselves into thinking not that we want something or need something, not that it is a pragmatic necessity for us to have it, but that it is a moral imperative that we have it, then is when we join the fashionable madmen, and then is when the thin whine of hysteria is heard in the land, and then is when we are in bad trouble. And I suspect we are already there.

In the same essay, Said (who is reviewing Peter Stansky and William Abrams, co-authors obsessed with the Blair/Orwell distinction) congratulates them on their forceful use of tautology: ‘Orwell belonged to the category of writers who write.’ And could afford to write, they might have added. In contrast they speak of George Garrett, whom Orwell met in Liverpool, a gifted writer, seaman, dockworker, Communist militant, ‘the plain facts of [whose] situation—on the dole, married and with kids, the family crowded into two rooms—made it impossible for him to attempt any extended piece of writing.’ Orwell’s writing life then was from the start an affirmation of unexamined bourgeois values. This is rather extraordinary. Orwell did indeed meet Garrett in Liverpool in 1936, and was highly impressed to find that he knew him already through his pseudonymous writing—under the name Matt Lowe—for John Middleton Murry’s Adelphi. As he told his diary: I urged him to write his autobiography, but as usual, living in about two rooms on the dole with a wife (who I gather objects to his writing) and a number of kids, he finds it impossible to settle to any long work and can only do short stories. Apart from the enormous unemployment in Liverpool, it is almost impossible for him to get work because he is blacklisted everywhere as a Communist. Thus the evidence that supposedly shames Orwell by contrast is in fact supplied by—none other than Orwell himself! This is only slightly better than the other habit of his foes, which is to attack him for things he quotes other people as saying, as if he had instead said them himself. (The idea that a writer must be able to ‘afford’ to write is somewhat different and, as an idea, is somewhat—to use a vogue term of the New Left—‘problematic’. If it were only the bourgeois who were able to write, much work would never have been penned and, incidentally, Orwell would never have met Garrett in the first place.)

The First World War legitimized violence to a degree that not even Bismarck’s wars of unification in 1864-70 had been able to do. Before the war, Germans even of widely differing and bitterly opposed political beliefs had been able to discuss their differences without resorting to violence.152 After 1918, however, things were entirely different. The changed climate could already be observed in parliamentary proceedings. These had remained relatively decorous under the Empire, but after 1918 they degenerated all too often into unseemly shouting matches, with each side showing open contempt for the other, and the chair unable to keep order. Far worse, however, was the situation on the streets, where all sides organized armed squads of thugs, fights and brawls became commonplace, and beatings-up and assassinations were widely used. Those who carried out these acts of violence were not only former soldiers, but also included men in their late teens and twenties who had been too young to fight in the war themselves and for whom civil violence became a way of legitimizing themselves in the face of the powerful myth of the older generation of front-soldiers.153 Not untypical was the experience of the young Raimund Pretzel, child of a well-to-do senior civil servant, who remembered later that he and his schoolfriends played war games all the time from 1914 to 1918, followed battle reports with avid interest, and with his entire generation ‘experienced war as a great, thrilling, enthralling game between nations, which provided far more excitement and emotional satisfaction than anything peace could offer; and that’, he added in the 1930s,‘has now become the underlying vision of Nazism.’154 War, armed conflict, violence and death were often for them abstract concepts, killing something they had read about and had processed in their adolescent minds under the influence of a propaganda that presented it as a heroic, necessary, patriotic act.155

That the Roman Near East could be looked at, in more than a purely geographical sense, as part of Asia, or 'the Orient', cannot be denied. The mere currency there of a group of related Semitic langauges is sufficient evidence of that. But it was also an area of already long-standing Greek city-foundation and settlement. To look at the culture of any one of the sub-regions of the Near East is to see how profoundly the Greek language and Greek culture were rooted in the civilisation of this region. Any notion of a crude contrast between 'Greek' on the one hand and 'Oriental' or 'Semitic' on the other must seem wholly inadequate. Too much time had passed since Alexander's arrival in 332 BC. Yet the military history of the region itself serves to suggest that this contrast is not completely meaningless. The Roman forces here fought many successive campaigns, large and small, in contexts other than rivalry with Parthia or Persia: repeatedly in Judaea but also in Commagene, in Nabataea in 106, against Palmyra and finally, under Diocletian, against the 'Saracens'. But none of these operations was directed against a community or political formation which we would be tempted to characterise as unambiguously Greek. Nonetheless, any attempt to understand the culture or cultures of the region in terms of a simple contrast between 'Greek' and 'Oriental' would be inevitably misleading. There is little or nothing to suggest that the supposed 'Orientals' shared any sense of common identity. On the contrary, everything shows that Jewish identity, whose maintenance is beyond question, conflicted rather than cohered with the identities of other groups using Semitic languages. Nor did those others show anything like the same capacity for survival. Whether anything distinctive remained of Commagene after the end of the dynasty, of Nabataea after it was made into the province of Arabia, or of Palmyra after Aurelian's reconquest is precisely one of the crucial questions we need to answer.

Identity politics’, meanwhile, has become the place where social justice finds its caucuses. It atomizes society into different interest groups according to sex (or gender), race, sexual preference and more. It presumes that such characteristics are the main, or only, relevant attributes of their holders and that they bring with them some added bonus. For example (as the American writer Coleman Hughes has put it), the assumption that there is ‘a heightened moral knowledge’ that comes with being black or female or gay.3 It is the cause of the propensity of people to start questions or statements with ‘Speaking as a . . .’. And it is something that people both living and dead need to be on the right side of. It is why there are calls to pull down the statues of historical figures viewed as being on the wrong side and it is why the past needs to be rewritten for anyone you wish to save. It is why it has become perfectly normal for a Sinn Fein senator to claim that the IRA hunger strikers in 1981 were striking for gay rights.4 Identity politics is where minority groups are encouraged to simultaneously atomize, organize and pronounce. The difference between Plato’s theory on the one hand, and that of the Old Oligarch and the Thirty on the other, is due to the influence of the Great Generation. Individualism, equalitarianism, faith in reason and love of freedom were new, powerful, and, from the point of view of the enemies of the open society, dangerous sentiments that had to be fought. Plato had himself felt their influence, and, within himself, he had fought them. His answer to the Great Generation was a truly great effort. It was an effort to close the door which had been opened, and to arrest society by casting upon it the spell of an alluring philosophy, unequalled in depth and richness. In the political field he added but little to the old oligarchic programme against which Pericles had once argued64. But he discovered, perhaps unconsciously, the great secret of the revolt against freedom, formulated in our own day by Pareto65; ‘To take advantage of sentiments, not wasting one’s energies in futile efforts to destroy them.’ Instead of showing his hostility to reason, he charmed all intellectuals with his brilliance, flattering and thrilling them by his demand that the learned should rule. Although arguing against justice he convinced all righteous men that he was its advocate. Not even to himself did he fully admit that he was combating the freedom of thought for which Socrates had died; and by making Socrates his champion he persuaded all others that he was fighting for it. Plato thus became, unconsciously, the pioneer of the many propagandists who, often in good faith, developed the technique of appealing to moral, humanitarian sentiments, for anti-humanitarian, immoral purposes. And he achieved the somewhat surprising effect of convincing even great humanitarians of the immorality and selfishness of their creed66. I do not doubt that he succeeded in persuading himself. He transfigured his hatred of individual initiative, and his wish to arrest all change, into a love of justice and temperance, of a heavenly state in which everybody is satisfied and happy and in which the crudity of money-grabbing67 is replaced by laws of generosity and friendship. This dream of unity and beauty and perfection, this æstheticism and holism and collectivism, is the product as well as the symptom of the lost group spirit of tribalism68.

Singh’s part to announce his acceptance of the Mandal Commission’s report recommending 27 per cent reservations in government jobs for what are called Other Backward Classes but are, in fact, specified castes — economically well-off, politically powerful but socially and educationally backward — in such hot haste. He knew that the issue was highly controversial, deeply emotive and potentially explosive, which it proved to be instantly. But his top priority was to outsmart his former deputy and present adversary, Devi Lal. He even annoyed those whose support “from outside” was sustaining him in power. BJP leaders were peeved that they were informed of what was afoot practically at the last minute in a terse telephone call. What annoyed them even more was that the prime minister’s decision would divide Hindu society. The BJP’s ranks demanded that the plug be pulled on V.P. Singh but the top leadership advised restraint, because it was also important to keep the Congress out of power. The party leadership was aware of the electoral clout of the OBCs, who added up to 52 per cent of the population. As for Rajiv Gandhi, he was totally and vehemently opposed to the Mandal Commission and its report. He eloquently condemned V.P. Singh’s decision when it was eventually discussed in Parliament. This can be better understood in the perspective of the Mandal Commission’s history. Having acquired wealth during the Green Revolution and political power through elections, the OBCs realised that they had little share in the country’s administrative apparatus, especially in the higher rungs of the bureaucracy. So they started clamouring for reservations in government jobs. Throughout the Congress rule until 1977, this demand fell on deaf ears. It was the Janata government, headed by Morarji Desai, that appointed the Mandal Commission in 1978. Ironically, by the time the commission submitted its report, the Janata was history and Indira Gandhi was back in power. She quietly consigned the document to the deep freeze. In Rajiv’s time, one of his cabinet ministers, Shiv Shanker, once asked about the Mandal report.

ONE SIDE OF the history of Rome is a history of politics, of war, of victory and defeat, of citizenship and of everything that went on in public between prominent men. I have outlined one dramatic version of that history, as Rome transformed from a small, unimpressive town next to the Tiber into first a local and eventually an international power base. Almost every aspect of that transformation was contested and sometimes literally fought over: the rights of the people against the senate, the questions of what liberty meant and how it was to be guaranteed, the control that was, or was not, to be exercised over conquered territory, the impact of empire, for good or bad, on traditional Roman politics and values. In the process, a version of citizenship was somehow invented that was new in the classical world. Greeks had occasionally shared citizenship, on an ad hoc basis, between two cities. But the idea that it was the norm, as the Romans insisted, to be a citizen of two places – to count two places as home – was fundamental to Roman success on the battlefield and elsewhere, and it has proved influential right up into the twenty-first century. This was a Roman revolution, and we are its heirs.

As you know, the public conversation about the connection between Islamic ideology and Muslim intolerance and violence has been stifled by political correctness. In the West, there is now a large industry of apology and obfuscation designed, it would seem, to protect Muslims from having to grapple with the kinds of facts we’ve been talking about. The humanities and social science departments of every university are filled with scholars and pseudo-scholars—deemed to be experts in terrorism, religion, Islamic jurisprudence, anthropology, political science, and other fields—who claim that Muslim extremism is never what it seems. These experts insist that we can never take Islamists and jihadists at their word and that none of their declarations about God, paradise, martyrdom, and the evils of apostasy have anything to do with their real motivations. When one asks what the motivations of Islamists and jihadists actually are, one encounters a tsunami of liberal delusion. Needless to say, the West is to blame for all the mayhem we see in Muslim societies. After all, how would we feel if outside powers and their mapmakers had divided our lands and stolen our oil? These beleaguered people just want what everyone else wants out of life. They want economic and political security. They want good schools for their kids. They want to be free to flourish in ways that would be fully compatible with a global civil society. Liberals imagine that jihadists and Islamists are acting as anyone else would given a similar history of unhappy encounters with the West. And they totally discount the role that religious beliefs play in inspiring a group like the Islamic State—to the point where it would be impossible for a jihadist to prove that he was doing anything for religious reasons. Apparently, it’s not enough for an educated person with economic opportunities to devote himself to the most extreme and austere version of Islam, to articulate his religious reasons for doing so ad nauseam, and even to go so far as to confess his certainty about martyrdom on video before blowing himself up in a crowd. Such demonstrations of religious fanaticism are somehow considered rhetorically insufficient to prove that he really believed what he said he believed. Of course, if he said he did these things because he was filled with despair and felt nothing but revulsion for humanity, or because he was determined to sacrifice himself to rid his nation of tyranny, such a psychological or political motive would be accepted at face value. This double standard is guaranteed to exonerate religion every time. The game is rigged.

In the spring of 2006, the coalition was losing on the two major fronts that accounted for most of the fighting. In Anbar to the west, al Qaeda controlled the population; in Baghdad to the east, Shiite death squads were driving our the sunnis, while al Qaeda's suicide bombings continued. Yet, the conditions had already been set for a turnaround without precedent in combating an insurgency. In less that three years, two giant institutions steeped in 200 years of traditions-the Army and Marines-adopted new doctrines and turned around a losing war. This was equivalent to GE and Ford starting afresh in new business lines and turning a profit in three years. A lack of soldiers is frequently cited as the basic flaw after the invasion. This is mistaken. There were 140,000 soldiers, plus 100,000 contractors in support roles, in Iraq in 2003. Adding troops would not have accomplished much because the two-headed command...lacked a plan, a counterinsurgency doctrine, and proper training. With the Pentagon's agreement, Bremer had disbanded the Iraqi Army, and the Iraqi police were ineffective. More American troops operating alone under a doctrine of attack and destroy would have exacerbated the rebellion.

In 2006, researchers Brendan Nyhan and Jason Reifler created fake newspaper articles about polarizing political issues. The articles were written in a way that would confirm a widespread misconception about certain ideas in American politics. As soon as a person read a fake article, experimenters then handed over a true article that corrected the first. For instance, one article suggested that the United States had found weapons of mass destruction in Iraq. The next article corrected the first and said that the United States had never found them, which was the truth. Those opposed to the war or who had strong liberal leanings tended to disagree with the original article and accept the second. Those who supported the war and leaned more toward the conservative camp tended to agree with the first article and strongly disagree with the second. These reactions shouldn’t surprise you. What should give you pause, though, is how conservatives felt about the correction. After reading that there were no WMDs, they reported being even more certain than before that there actually were WMDs and that their original beliefs were correct. The researchers repeated the experiment with other wedge issues, such as stem cell research and tax reform, and once again they found that corrections tended to increase the strength of the participants’ misconceptions if those corrections contradicted their ideologies. People on opposing sides of the political spectrum read the same articles and then the same corrections, and when new evidence was interpreted as threatening to their beliefs, they doubled down. The corrections backfired. Researchers Kelly Garrett and Brian Weeks expanded on this work in 2013. In their study, people already suspicious of electronic health records read factually incorrect articles about such technologies that supported those subjects’ beliefs. In those articles, the scientists had already identified any misinformation and placed it within brackets, highlighted it in red, and italicized the text. After they finished reading the articles, people who said beforehand that they opposed electronic health records reported no change in their opinions and felt even more strongly about the issue than before. The corrections had strengthened their biases instead of weakening them. Once something is added to your collection of beliefs, you protect it from harm. You do this instinctively and unconsciously when confronted with attitude-inconsistent information. Just as confirmation bias shields you when you actively seek information, the backfire effect defends you when the information seeks you, when it blindsides you. Coming or going, you stick to your beliefs instead of questioning them. When someone tries to correct you, tries to dilute your misconceptions, it backfires and strengthens those misconceptions instead. Over time, the backfire effect makes you less skeptical of those things that allow you to continue seeing your beliefs and attitudes as true and proper.

One who can present himself and his programs in a polished way, as Lee Quan Yu you observed in 2000, adding, “Satellite television has allowed me to follow the American presidential campaign. I am amazed at the way media professionals can give a candidate a new image and transform him, at least superficially, into a different personality. Winning an election becomes, in large measure, a contest in packaging and advertising. Just as the benefits of the printed era were inextricable from its costs, so it is with the visual age. With screens in every home entertainment is omnipresent and boredom a rarity. More substantively, injustice visualized is more visceral than injustice described. Television played a crucial role in the American Civil rights movement, yet the costs of television are substantial, privileging emotional display over self-command, changing the kinds of people and arguments that are taken seriously in public life. The shift from print to visual culture continues with the contemporary entrenchment of the Internet and social media, which bring with them four biases that make it more difficult for leaders to develop their capabilities than in the age of print. These are immediacy, intensity, polarity, and conformity. Although the Internet makes news and data more immediately accessible than ever, this surfeit of information has hardly made us individually more knowledgeable, let alone wiser, as the cost of accessing information becomes negligible, as with the Internet, the incentives to remember it seem to weaken. While forgetting anyone fact may not matter, the systematic failure to internalize information brings about a change in perception, and a weakening of analytical ability. Facts are rarely self-explanatory; their significance and interpretation depend on context and relevance. For information to be transmuted into something approaching wisdom it must be placed within a broader context of history and experience. As a general rule, images speak at a more emotional register of intensity than do words. Television and social media rely on images that inflamed the passions, threatening to overwhelm leadership with the combination of personal and mass emotion. Social media, in particular, have encouraged users to become image conscious spin doctors. All this engenders a more populist politics that celebrates utterances perceived to be authentic over the polished sound bites of the television era, not to mention the more analytical output of print. The architects of the Internet thought of their invention as an ingenious means of connecting the world. In reality, it has also yielded a new way to divide humanity into warring tribes. Polarity and conformity rely upon, and reinforce, each other. One is shunted into a group, and then the group polices once thinking. Small wonder that on many contemporary social media platforms, users are divided into followers and influencers. There are no leaders. What are the consequences for leadership? In our present circumstances, Lee's gloomy assessment of visual media's effects is relevant. From such a process, I doubt if a Churchill or Roosevelt or a de Gaulle can emerge. It is not that changes in communications technology have made inspired leadership and deep thinking about world order impossible, but that in an age dominated by television and the Internet, thoughtful leaders must struggle against the tide.

The welfare state is not 'politics against markets,' as commonly assumed, but politics with markets. Although it is popular to think that markets, especially global ones, interfere with the welfare state, and vice versa, this notion is simply inconsistent with the postwar record of actual welfare state development. The United States, which has a comparatively small welfare state and flexible labor markets, has performed well in terms of jobs and growth during the past two decades; however, before then the countries with the largest welfare states and the most heavily regulated labor markets exceeded those in the United States on almost any gauge of economic competitiveness and performance. Despite the change in economic fortunes, the relationship between social protection and product market strategies continues to hold. Northern Europe and Japan still dominate high-quality markets for machine tools and consumer durables, whereas the United States dominates software, biotech, and other high-tech industries. There is every reason that firms and governments will try to preserve the institutions that give rise to these comparative advantages, and here the social protection system (broadly construed to include job security and protection through the industrial relations system) plays a key role. The reason is that social insurance shapes the incentives workers and firms have for investing in particular types of skills, and skills are critical for competitive advantage in human-capital-intensive economies. Firms do not develop competitive advantages in spite of systems of social protection, but because of it. you'll wonder again, later, why so many psychologists remain so vocal about having more and better training than anyone else in the field when every psychologist you've ever met but one will also have lacked these identification skills entirely when it seems nearly every psychologist you meet has no real ability to detect deception. You will wonder, later, why the assessment training appears to have been reserved for the CIA and the FBI is it because we as a society don't want to imagine that any other professionals will need the skills? And what about attorneys? What about training programs for guardian ad litems or anyone involved in approving care for all the already traumatized and marginalized children? You'll have met enough of those children after they grow up to know that when a small girl experiences repeated rapes in a series of households throughout her childhood, then that little girl is pretty likely to have some sort of "dysfunction" when she grows up. And you won't have any tolerance for the people who point their fingers at her and demand that she be as capable as they are it is, after all, a free country. We all get the same opportunities. You'll want to scream at all those equality people that you can't ignore the rights of this nation's children you can't ignore them and then get pissed when any raped and beaten little girls and boys grow up to be traumatized and perhaps hurtful or addicted adults. No more pointing fingers only a few random traumatized people stand up later as some miraculous example of perfectly acceptable societal success and if every judgmental person imagines that I would be like that I would be the one to break through the barriers then all those judgmental people need to go back in time and prove it, prove to everyone that life is a choice and we all get equal chances. You'll want anyone who talks about equal chances to go back and be born addicted to drugs in complete poverty and then to be dropped into a foster system that's designed for good but exploited by people who lack a conscience by people who rape and molest and whip and beat tiny little six year olds and then you will want all those people to come out of all that still talking about equal chances and their personal tremendous success. Thank you, dear God, for writing my name on the palm of your hand. You will be angry and yet you still won't understand the concept of evil. You'll learn enough to know that it's not politically correct to call anyone evil, especially when many terrible acts might actually stem from a physiological deficit I would never use the word evil, it's not professional but you will certainly come to understand that many of the very worst crimes are committed by people who lack the capacity to feel remorse for what they've done on any level. But when you gain that understanding, you still will not have learned that these individuals are more likable than most people that they aren't cool and distant that they aren't just a select few creepy murderers or high-profile con artists you won't know how to look for a lack of conscience in noncriminal and quite normal looking populations no clinical professors will have warned you about people who exude charm and talk excessively about protecting the family or protecting the community or protecting our way of life and you won't know that these types would ever stick around to raise kids you will have falsely believed that if they can't form real attachments, they won't bother with raising children and besides most of them will end up in prison you will not know that your assumptions are completely erroneous you won't understand that many who lack a conscience keep their kids close and tight for their own purposes.
